Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

nyl
Village

streets

merchants
along
birch
Street
approach
approached
the
city
of
Boston
about
creating
a
pedestrian
way
on
their
Street.
It's
a
one-way
street
that
leads
vehicles
currently
sort
of
in
a
redundant
pattern
that
ultimately
takes
them
back
to
where
they
started.

the
businesses
afterwards

see
if
they
had
any
loading
concerns

able
to

improvements
in
the
Highland
Park
neighborhood,

twelve
zones

city
going
through

process
for
safety,
improvements
and
traffic
calming
measures
at
key
locations.

been
working
at

Highland
Park
neighborhood
for
almost
two
years
now
on
understanding
what
their
concerns
are
and
what
the
best
interventions
may
be
to
address
those
concerns
with
neighborhood
slow
streets.
We
are
bringing
the
regulatory
traffic
speed
down
to
20
mile
per
hours
on
most
streets,
an
exception
in
Highland.
Park
is
Center.

will
stay
at
25
mile

hour,
but
we
are
otherwise
focusing
on
key
areas,
near
parks
and
schools
to
make
improvements,
particularly
for
pedestrian
safety
and
then
adding
speed,
humps
elsewhere
to
address
concerns
around
speeding
and
also
help
self
enforce
the
speeds
to
20,
otherwise,
not
sure
that
people
would
change
their
habits
so
I'm
joined
with
by
our

on
from
Kittleson
and
associates.

the
engineer

these
plans
and
can
walk

each

you

front

suggested,
the
proposed
improvements
at
29
speed
humps
within
the
neighborhood,
their
locations
of
the
speed
humps
were
determined
based
on
street
geometry.
The
width
grade,
access
for
MBTA
buses
as
well
as
average
daily
traffic
number
of
travel
lanes
and
emergency
vehicle
access.
The
separation
between
the
speed
humps
is
approximately
200
250
feet.
This
was
found
to
be
more
effective
than
the
pilot
that
was
built
in
Dorchester
neighborhood.
Where
does
the
separation
between
the
speed
humps
warez
greater
closer
to

and

feet?
So
the
speed
humps
represented

reason
for
permanent
changes
include
maintenance,
their
ability
from
the
neighborhood
to
have
more
aesthetic
look
permanent.
Look
to
these
improvements,
sidewalk
and
safety.

first
improvement
is
at
marsala
Street
and
Highland
Street.
This
location
Marcella
is
a
two-way
street.
With
on
street
parking
on
one
side,
the
intersection
is
located
within
a
transition
where
the
cross-section
for
Marcellus
Street
widens
from
26
to
30
feet.
This
is
a
very
active
crosswalk
coming
down
neighborhood
into
the
Marcella
playground,
so
we
see
a
lot
of
children.

The
improvement
here
is
to
widen
the
sidewalk
six
feet
from
the
existing
edge
of
Marcello
Street,
which
narrows
down
Marcella
Street
to
23
feet.
They
also
reconstruct
the
existing
apex,
curb
ramps
into
directional
pedestrian
ramps
and,
through
this
process,
where
we
looked
at,
maintaining
positive
drainage
were
maintaining
and
readjusting
where
needed,
catch
basins
maintained
by
blossom
water
sewer,
the
cross-section
on
Highland
Street,
is
not
changing,
and
that
was
primarily
due
to
a
fire
ladder
access.

next
location
is
around
along
Cedar
Street.
This
is
right
in
front
of
and
Nathan
Hale
Elementary.
The
access
here
is
roughly
halfway
between
two
existing
intersection
at
Lambert,
Ave
and
Hawthorne
morning.
Observations
show
a
lot
of
people:
pupils,
sorry
cross,
a
dis,
mid
block
location.
We've
discussed
the
current
crossings
with
school
and
between
the
school
and
the
local
constituents.

recommendation
to
add
a
race
crosswalk
here

to
point
that
this
race
crosswalk,
would
also
facilitate
a

hour
speed
profile
on
Cedar,
because
it's
going
to

part

humps
that
we
are
proposing
upstream

downstream

this
crosswalk.

four
people
crossing
Linwood
Street,

that
we're
proposing

extend
Center
Street
by
about
40
feet,
south
and
close
the
gap.
