The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis

But
to
make
the
presentation,
but
I
just
wanted
to
say
a
couple
of
things:
an
introduction.
For
many
years
the
city
has
been
looking
to
better
utilize
or
repurpose,
a
section
of
Franklin
Street
between
Halle
and
op
streets.
That
has
not
seen
a
lot
of
traffic
because
very
wide,
and
so
we've
been
looking
to
create
a
public
space
in
that
section
of
Franklin
Street
and
we've
been
blessed
with
the
fact
that
millennium
partners
stepped
up
to
the
plate
to
help
us
implement
design
and
implement
that
public
space.

We
figured
that
the
right
strategy
would
be
to
make
a
tactical
Plaza,
which
is
a
temporary
Plaza
at
the
outset,
and
so
the
Millennium
partners
and
the
designers
created
such
a
plan.
About
a
year
ago,
it's
gone
through
several
reviews,
I'd
like
to
take
the
opportunity
to
thank
our
engineering
staff
for
helping
us
for
reviewing
our
plan
several
times
what
you
have
before.
You
is
a
plan
that
has
gone
through
several
repeals.

able

work
with
the
city
to
complete
this
project.
Back
in
August
of
2016,
there
was
a
one-day
pop-up
of
this
particular
idea.
It
was
very
well
received,
and
so
that
was
the
early
conception
of
it.
Since
then,
we
have
worked
with
the
Business
Improvement
District
and
the
neighbors
in
the
area
to
address
the
concerns.

planning

the
record

Transportation
Department,
this
project
is
similar
to
the
last
one
is
also
in
a
roadway
area
that
is
underutilized
relative
to
traffic
flow.
It's
at
the
intersection
of
Addison,
Avenue
and
Essex
Street
right
next
to
what
some
of
us
all-time
was
a
fall.
The
telephone
building.

It's
similar
to
what
you
saw
before
our
intent
is
to
have
a
temporary
plaza
that
utilized
the
space
in
front
of
the
Verizon
building
for
two
blocks.
We
are
grateful
again
to
have
a
developer,
who
is
currently
developing
a
new
housing
in
and
around
the
telephone
building,
to
take
on
the
responsibility
of
constructing
this
Plaza.

Some
of
those
discussions
are
ongoing
and
we
were
working
with
the
rectory
I,
say

to
get
the
details
of
that,
it's
gone
through
engineering
review.
It's
something
that
we
hope
we
can
construct
the
shear

to
hand

to
tileset
who's
representing
the
developer
and
is
also
the
landscape
designer

this
project.

Reviewing
this
plan.
There's
some
concern
relatively
either
end,
specifically
where
the
crosswalk
is.
It
seems
to
be
open
to
traffic
in,
like
my
first
on
the
other
end
unprotected,
you
need
to
get
a
review
by
Homeland
Security,
Boston
police,
captain
Connery,
look
at
the
hard
edges
of
this
project.

happy
to
support
this
project
I
believe,
will
make
Chinatown
more
inviting
to
visitors

give
greater
access
to
residents,

increased
open
space
in
improved
pedestrian
safety.

will
also
help
with
the
local
economy
economy
by
utilizing
outdoor
spaces
with
tables
and
chairs,
allowing
restaurants,
coffee
shops
and
bakeries
customers
to
enjoy
outdoor
seating.

neighborhood
cleanliness
concerns
around
Oxford
place
that
we
may
want
to
think
about
some
coordination.
We
have
that
conversation
right
now
and
the
24th,
but
just
ensure
that,
on
the
public
works
time
that
we
can

continually
supportive
of
making
sure
that
Oxford
place
mats
clean
that
this
design,
so
we're.

Are
pleased
today
to
introduce
the
opportunity
to
place
two
new
parklets
on
Newbury
Street
at
locations
that
will
be
explained
in
you
know
in
a
minute,
a
prominent
property
owner
on
Newbury
Street.
As
one
has
proposed,
these
parklets
we've
done
some
site
visits.
We've
done
some
design
reviews.
The
goal
is
to
have
these
pockets
installed
by
in
July
this
year.
We
they
do
occupy
metered
spaces
patience
and
the
back-pay
Association
president
make
minds
have
gone.
The
Commissioner
of
the
Transportation,
Department
and
I
have
had
some
conversations.

We've
decided
that
they're
comfortable
losing
those
the
revenue
on
those
essentially
for
spaces
as
a
total.
Again
pockets
are
seasonal
and
will
be
as
they
have
the
locations
they
would
need
to
be
removed
during
the
winter.
The
proponent
has
agreed
to
take
that
responsibility
on
without
any
further
discussion,
I'd
like
to
hang
it
over
again
to
tiles
sake
as
a
kind
of
experience
and
working
pockets
for
the
city,
as
he
designed
all
the
previous
ones.

locations
and
the
issues,

it's
a
temporary
platform
that
sits
on
the
pavement.
We
shim
it
to
make
it
level
and
make
it
accessible
with
the
public
sidewalk,
and
it
takes
up
two
parallel
parking
spaces.
It's
intended
to
be
a
framework
that
we
can
move
into
place
very
quickly
with
a
forklift
so
that
it
doesn't.
You
know,
block
traffic
for
very
long
and
we
can
do
it.
You
know
outside
of
busiest
hours
and
move
it
fairly
efficiently.
