The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

when
pure
for
Boulevard
was
laid
out.
That
was
talked
about
the
idea
that,
along
that
strip,
there
would
be
a
subsurface
parcel
that
would
be
garage,
then
existing
personal
k
on
this
plan.

That's
the
old
way
out
of
northern
avenue
that
previously
discontinued
by
the
commission
in
2001,
but
had
a
note
on
the
plan
allowing
you
know
the
street
to
remain
there
and
the
utilities
to
remain
there
until
the
roadway
was
straightened.
Now
that
it
has
been
we're
asking
for
a
confirmatory
discontinuance
over
that
strip,
the
commissioners
already
discontinued
that
parcel
call
today
one
in
the
corner
in
order
to
build
the
park.
So
that's
now
that's
already
part
of
the
park
and
then
the
final
petition
I
think
relates
to
the
Seaport
Boulevard
right
of
way.

There's
an
old
VRA
easement
for
the
construction
of
seaport
Boulevard
in
that
area.
That
area
ended
up
being
outside
of
seaport
Boulevard,
so
the
VRA
is
going
to
release
that
old
easement
and
in
its
place
we're
asking
for
an
acceptance
of
a
pedestrian
easement
over
a
narrower
strip.
That
will
reflect
the
final
sideway
condition.
So
if
we're
able
to
accomplish.

those
things,
there's
only
one
little
piece
left,
which
will
come
back
for
later,
which
is
these
blocks

and
g2,
and
the
corner.

have
arguably
some
mascot
ownership
because
they
were
taken
by
the
state

to

rights

to

school
so
that

repairs

pedestrian
arcade
along
cambridge
street

tremont
street,
as
it
relates

center
plaza
in
nineteen
sixty
two

the
building
was
constructed
pursuant
to
urban
renewal
efforts
and
at
the
time
the
VRI
made
its
disposition
to
the
tree
developer.
They
conveyed
a
reserved,
an
easement
along
the
pedestrian
arcade
for
pedestrian
travel.

When
our
client
purchased
the
property
a
few
years
ago,
they
started
considering
making
repairs
to
the
building,
to
return
it
and
make
it
more
attractive
and
when
they
spoke
to
the
VRA
that
be
already
been
clear,
that
they
didn't
want
to
retain
that
easement
any
longer.
They
felt
that
the
city
of
Boston
should
be
the
appropriate
easement
holder,
given
that
sa
it
about
the
city
street
and
the
VRA
is
not
in
the
business
of
maintaining
those
easements.

So,
in
connection
with
the
project,
the
VRA
in
the
city
of
Boston
have
been
working
on
a
scheme
that
would
involve
the
be
re-releasing
its
easement,
a
portion
of
its
easement,
while
retaining
review
rights
and
certain
other
rights
go
over
the
building
or
small
small
strip
along
the
building
face.
The
city
of
Boston
would
then
acquire
the
easement
from
grant
from
shorenstein.
This
commission
approved
that
grant
in
october
of
last
year
and
after
this,
this
easement
agreement
being
finalized,
currently
with
pisces
legal
department
and
with
our
office.

along
Pemberton
square
yeah,
those
still
we're
working
with
the
VRA
and
the
legal
staff,
the
determined
care,
custody
and
control
over
Pemberton
square.

not
clear
to
us
who
maintains
control

vested

County
Courthouse
commission,
but
I
understand
at
that
entity
is
no
longer
in
existence.
