Lambert
I'm
the
Vice
Chancellor
for
governor
relations
of
Public
Affairs
at
the
University
of
Massachusetts
Boston
behalf
of
University.
We
appreciate
the
opportunity
to
present
our
petitions
for
work
to
be
undertaken
honor
under
land
owned
by
the
city
of
Boston,
as
will
be
described
in
our
grant
of
location,
specific
repair
plans
here
today.
Next
Tuesday
represents
50
years
to
the
day,
with
the
University
of
Massachusetts
Boston,
opened
its
doors
down
in
Park
Square
and
about
10
years
after
that
we
moved
out
to
Columbia
Point.
R
So
for
the
40
years
we've
been
there,
we've
been
something
to
be
good
stewards
of
that
property
and
in
order
to
meet
the
needs
of
the
students
for
the
next
50
years
and
Beyond
back
in
2006,
we
started
developing
a
master
plan
that,
for
the
last
several
years,
the
city
of
Boston
has
provided
guidance
and
support
for
it.
So
we
are
very
appreciative
of
that.
We
look
forward
to
that
partnership
going
forward.
The
focus
of
today's
petitions
is
a
project
that
we
affectionately
refer
to
in
our
plan,
as
the
UCR
are
the
utility
corridor.
R
R
From
that
time,
we
were
built
on
a
sub
structure
that
has
since
deteriorated
our
utilities
or
in
that
sub
structure,
and
so
this
project
is
to
not
only
pull
those
utilities
out
and
run
them
around
the
campus,
but
help
us
with
our
expansion
plans
and
to
ensure
that
we
have
an
updated
infrastructure
that
meets
the
needs
of
students
going
forward.
There
are
a
number
of
other
benefits
that
come
with
the
plan
as
well,
not
only
in
improving
our
infrastructure,
but
access
to
Columbia
Point,
we're
very
proud
that
our
campus
is
host
to
the
JFK
library.
R
We
have
what
I'm
Kennedy
Institute
the
State
Archives.
We
have
plans
to
upgrade
sidewalks
and
bicycle
access
plant
six
hundred
trees
deal
with
relocation
of
utility
lines
and
roadways.
We
configure
traffic
flow,
upgrade
utilities
and
certainly
make
important
connections,
and
so
this
is
a
project
being
done
in
multiple
phases,
and
what
brings
us
today
is
a
critical
step
to
reconfigure
and
install
new
utility
connections
between
university
drive
west
mount
vernon
street
and
the
new
university
drive
north
to
support
the
various
institutions
on
columbia.
R
Point
in
furtherance
of
this
effort,
the
University
and
the
UMass
building
authority,
which
is
also
represented
here
today,
respectfully
request
that
certain
actions
be
taken
by
the

the
universities
in
the
city
that
on
conduit
for
public
streets
and
questions
always
been
asked
if
someone
digs
the
street
and
they
need
to
go
ahead
of
time
and
they
called
dick
save
if
you're,
not
a
member
of
dick
safe,
the
conduits
don't
get
marked
out
some
of
these
stats
dig
in
the
street,
they
could
destroy
the
conduit
directly.
So
there
has
to
be
some
mechanism
for
umass
t
the
joint
dig
safe
or
to
have
a
mechanism
to
allow
for
the
notification
of
how
that
happens.
Sure.

The
the
telecommunication
line
that
will
be
that
we
were
just
speaking
about
that
will
have
the
city
conduit,
City,
shadow,
conduit,
Verizon
and
Comcast.
If
you
look
at
your
grant
application
plan
on
the
left
hand,
side
on
the
south
side
of
Mount
Vernon
Street,
there's
a
connection
to
a
manhole
at
that
location.
That
conduit
will
then
run
up
through
Mount
Vernon
Street,
and
it
will
continue
on
all
the
way
up
to
university
drive
north
to
feed
the
three
non
campus
buildings
that
are
up
that
way.

with

as
well
as
the

paving
to
alleviate
a
concern
regarding
pedestrian

at

We
have
added
silence

we're
coordinating
with
BWC
regarding

along
the

which
is
a
comment
that
we
receive
during
Commissioner

review.

we've
met
with

to
review
these.

They
have
all
the
material
that
we

that
we
set

an

been
in
contact
with

of
the

and
have
reached
out
to
Greg

with
the
appropriate

that
they've
required.

Our
tree

for

first,
at
which
time
afterwards
we'll
come
back
before
the

for
our
public
hearing
new
new
traffic
signal
equipment
will
be
installed,
including
handholds
traffic

there's
a

paving
for

you
cross

all
appropriate

are
shown
on

located
the

we've

on

Fourth,
members
of
the
VRA
have
reviewed
the
layout
and
the
intersection,
and
we
are
in
coordination
regarding
questions
that
they
may
have
at
this
time.
It's
open
to
the
design
team
to
answer
any
particular
questions.
D
O
Now
BTW
has
commented
that
that
sign
will
not
be
what
we
want
to
stay
there
in
the
future
that
it
is
not
necessarily
in
the
spirit
of
a
cycle
track
to
have
a
discontinuity
harboring
of
the
occupied,
but
we're
working
with
them
on
what
our
cited
should
be
and
they're
in
contact
with
stephen
any
in
btv.
So
that
will
probably
change.
Okay,
just.
F
Stated
news
he
works
for
me
he
was
filling
in
for
a
meeting.
We
just
received
a
25-percent
design
package
yesterday,
so
we're
other
view
as
we
speak,
I
think
it's
a
little
early
right
now
we
haven't
looked
at
the
overall
concept
done
Burgas
and
his
crew
with
the
civilization
that
has
stepped
from
that.

I
just
wanted
to
go
back
to
the
comment
about
the
signage
on
the
cycle
track.
I
brought
it
up
as
an
issue
from
the
pedestrian
perspective
that
the
pedestrian
ramp
is
directly
perpendicular
to
the
end
condition
of
the
cycle
track.
I'm
concerned
that
we
are
proposing
more
and
more
cycle
tracks
without
a
consistent
signage
package
or
markings
on
the
pavement
and
I've
requested
the
opportunity
to
discuss
that
both
with
this
project
team
and
sort
of
as
a
general
issue
as
they're
coming
online.

A
I
know
you
have
a
tree
hearing
on
october.
First,
it's
my
understanding
that
you'd
like
to
come
here
on
the
8th,
possibly
of
October.
If
you
think
that's
enough
time,
I
know
mr.
Hester,
it
has
to
review
the
design
plans
and
the
utility
private
utilities
stuff
that
water
and
soil
has
to
solidify
with
the
signed
documents
is
five
weeks
enough
time.
T
I
believe
five
weeks
is
enough
time.
I
know
that
the
25-percent
was
just
issued
for
Mount
Vernon,
so
there's
definitely
working
with
Commissioner,
desperate
on
that
one
and
then
working
with
me
and
recording
the
signage
at
the
intersection,
but
I
think
the
design
team
is
available
at
any
time.
That
is
convenient
and
I.
Think
five
weeks
would
be
enough
time
to
work
through
those
and
modify
the
plans
appropriately.
Okay,
yeah.
C
20
questioners,
my
name,
is
cos:
T,
Ivanovich,
I'm,
government
relations
manager
for
crown
castle,
ng,
east
LLC
and
with
me
this
morning,
is
rich
shepherd.
Who
is
our
project
manager
for
our
network
expansion
in
city
of
Boston?
We're
here
today
to
introduce
our
petition
that
seeks
the
grant
of
lead
company
status
with
no
participants
for
the
installation
of
a
segment
of
telecommunications
conduit
and
a
grant
of
location
for
a
segment
of
aerial
fiber.
All
in
the
district
of
Charlestown
and
rich
will
explain
the
particular.
Q
Good
morning,
commissioners,
my
name
is
Richard
Shepherd
project
manager
for
crown
castle
on
December
18
2014
crown
castle
was
granted
the
location
of
11
of
12
noon.
Gasps
antennas
within
city
of
Charlestown,
chelle
scenario,
Boston
and
including
it
in
that
petition
was
the
location
of
this
bass.
Antenna
called
node
101
in
the
street.
At
that
point,
in
time
we
had
our
design
included,
utilizing
telephone
conduit
all
the
way
to
right
in
front
of
the
node,
and
then
a
small
dig
right
over
to
the
pole.
Q
Q
Above
and
beyond
before
that,
we
actually
did
a
exhaustive
search
of
any
available
City
shadow
which
there
isn't
in
this
run.
So
the
redesign
includes
the
installation
of
14
inch,
PVC
conduit
and
in
forint
PVC
City
shadow
from
rising
roll
22,
the
midway
point
of
a
three
by
two
fault
and
then
to
pull
one
vine
street
and
then
aerial
rising
at
that
whole
area
back
to
sections
and
then
feeding
the
notarial.
Q
Q
E
X
Like
to
go
over
the
project,
briefly,
we're
at
2,
30,
west
broadway
and
where
it's
foodies
market
in
South,
Boston
I,
took
full
service
grocery
store
and
they
would
like
to
propose
a
temporary
outdoor
seating
in
the
sidewalk
in
the
front
of
their
building,
the
temporary
seating
woulda,
but
the
building,
there's
four
tables
and
chairs
and
one
accessible
space.
This
seating
would
be
open
to
the
public
and
is
only
in
10.
It's
really
intended
just
for
carryout
service.
Only
it's
not
going
to
be
served.
This
is
not
a
restaurant.
X
Of
service,
no,
we
haven't.
D
B
A
Y
H
A
Can
I
ask
that
you
put
a
recycling
component
there
as
well?
Well,
I
mean
most
of
the
stuff
that
we
get
and
I
know
that
some
of
the
pizza
boxes
and
stuff
is
contaminated,
but
more
and
more
most
of
the
stuff
we
see
thrown
out
can
actually
be
recycled
and
they
make
very
nice
side
by
sides
now
to
which
doesn't
occupy
too
much
space.
Something
like
that
I'd
appreciate.
If
you
could
entertain
that.
Thank
you.
Yeah.

U
So
I
just
wanted
to
talk
about
that.
I
didn't
realize
that
the
drawings
were
actually
wrong.
I
had
asked
that
they
shipped
all
the
tables
down
so
that
the
tree
pits
don't
create
a
significant
pinch
point
and
due
to
the
fact
that
this
is
more
a
public
seating,
we're
looking
at
it
as
a
community
benefit
rather
than
a
sidewalk
café,
which
is
why
some
of
those
rules
aren't
being
applied.
