Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

continue
to
have
an
office
in
that
place,
but
it's
mostly
residential
as
it's
in
a
residential
neighborhood.

known
for

long
time
of
being
this
storage

fenway
cabs.
There's
two
existing
parking
garage
structures,
one
here,
60
kilmarnock
and
one
here
on
queensbury
street
there's
some
surface
parking
in
the
center

existing
site

one-story
strip
retail,
which
is
mostly
vacant
right
now
and
also
the
parking
garages
are,
are
not
being
used.

the
surface
parking

being
used
right

see,
there
is
the
private
alley
that
runs
through

site
for
the
western
half
of
the
site.
We
control
both
sides
of
the
eight
foot
easement,
that
is
the
private
alley.
But
as
we
move
east,
we
split
that
eight
foot
easement
for
private
alley,
number
934
with
the
peterborough
peterborough
housing
units
back
here,
and
they
also
have
some
parking
and
access
and
trash
back
here.

guess
I

just
highlight
that
existing
there
are
about
a
10
foot,
wide
concrete
sidewalk
on
kilmarnock
street.
You
know
I
could,
if
you've
ever
been
to
the
site,
you'll
notice
that
there's
about
a
foot
grade
difference
between
the
back
of
walk
in
the
front
of
walk.
It's
not
the
most
pleasant
pedestrian
experience
and
there
are
some
accessibility
issues
that
we'll
be
looking
to
remedy.

is
one
tree
on
kilmarnock
street
which
we
did
meet
with
parks
about
removing,
and
we
do
have
a
conditional
approval
from
a
tree
hearing
that
we
will
talk
about
later,
but
this
one
very
small
tree
will
be
removed

queensbury
street.
The
existing
condition
is
more
or
less
a
seven
foot
wide
sidewalk
and
a
four
foot
wide
planting
strip,
and
there
are
some
more
mature
trees
that
we'll
be
looking
to
save
and
maintain,
and
maybe
a
few
that
are

poor
condition
that
we
can
talk
about
later.

approval
is
that
we
are
having
an
arborist
inventory

these
trees
along
queensbury

what
we
will
keep

repair
plan
kind
of

through
what
we
plan
on
providing
as
part

the
project.

there's

building
takes
up
a
majority
of
the
site.

are
some,

there
are
some
courtyards
and
and
nice
amenities
that
will
be
visible
at
the
surface,
but
below
is
a
one-story
parking
garage
which

the
outline
of
that,
and
then
there
is
just
a
one-story
basement
below
the
northern
part
of
the
building,
but
that
is
not
used
for
parking.
The
parking
entrance
is
actually
through
the
alley
and
all
the
way
at
the
east
side
of
the
site.

As
far
as
public
improvements
on
kilmarnock
street,
we
plan
on
providing
a
standard,
concrete,
sidewalk
and
four
foot
planting
strip.
These
symbols
right
here
are
groundwater
injection
wells
that
will
be
pumped
from
a
groundwater
storage
tank
that
we're
you
know
pretty
close
with
bwc
on
finalizing
those
details.

been
in
side,
plane,
review
with
them,
and
we've
also
got
christian
siminelli's
approval
from
groundwater,
trust
for
what
we
are
providing,
but
those
are
what
those
symbols
are
then
we'll
cross
a
con,
a
new,
concrete
apron

alleyway
which
we're

maintaining
that
alignment
into
the
alleyway
and
we're
still
providing
a
concrete
sidewalk
with
a
four
foot
planting
strip.

zero

improvement

we
move

intersection

in
the
northeast

decided

get
rid
of
all
four
existing
apex
ramps
at
each
corner
and
provide
standard
ada
ramps
at
all
four
corners
of
the
project
site.

proponents

this

are

just
improve

corners

intersection
as
we
move

queensbury

pretty

maintaining

existing

quality

materials

accessibility,

we
are
planning
on
providing
an
eight
foot
wide,
concrete
sidewalk
and
a

half

zone,

pads
here
that
will
be.

our

need
to
pick

move

street
light

new
wheelchair
ramp

something
of
that
nature,

going
to
be
doing
that,

that's

coordinated
with

shift

our

door

accessible
space
on

south

bump
in

mitigation

parcel

brighton.
It's
located
off
the
hill
on
commonwealth
avenue,
it's
actually
off
the
cared
road
adjacent
to
commonwealth
avenue
effectively
in
washington
and
warren
street.

parcel
itself
is:
has
long
since
been
a
vacant
hospital
site
which
we
purchased
in
in
late
2017-2018
and
the
current
use
of
the
hospital
stuff
we
actually,
we
turned
it
over
in
march
of
last
year
to
the
boston
public
health
commission
for
use
as
a
basically
a
coded.

Respite
facility
for
the
formerly
homeless
and
city
of
austin,
we
are
defending
that
years
through
the
end
of
march
and
the
phd
is
kind
of
vacay
in
march,
on
anticipation
of
hope
for
groundbreaking
on
the
redevelopment
of
the
site
in
the
summer,
speaking
of
not
just
over
the
thunder,
but
when
we
completed
the
project
should
comprise
253
units
of
housing
spread
between
101,
condos
and
150
to
apartments.
So
with
that,
I
will
turn
over

area

hospital

That's
actually,
on
the
proponents
petition,
I
should
mention
that
the
petition
has
co-petitioners,

hospital
road
continues

off

has
a
butters
which
include
the
city
parks
commission
as
steward
of
overlook
park.
There's
some
roman
catholic
archdiocese
of
boston,
property
adjacent,
so
they're
in
a
butter
as
well,
and
then
on
the
other
side
of
the
property.
There
is
a
residential
property,
1505
commonwealth
avenue
and
so
they're
in
a
butter
as
well.

the
abutters
have
joined
in
this
petition
as
co-petitioners,
and
so
we
were
all
petitioning
for
the
abandonment
of
this
paper
street
and
the
public's
rights
and
rudy
and
ruthie
will
continue
on
to
show
you
existing
conditions.

hospital
road
comes

to
the
carriage
road
there's

a
20-foot
raid
change
that
happens
along

site
was
a
quarry

there's
lots
of
rock
ledge
along
it.

looking

working

kind

challenges

topography

to
create
actual
connection

residential
development

road

overlook

challenges

the
site

kind
of
solid

shows
the
accessible
slopes
on
the
current
sidewalk,
which
turn
very
steeply
inaccessible
at
about
two-thirds
of
the
way
through
the
site
as
the
carriage
road
slopes
down.

as
a
totally
separate

If
you

stay

this

arranging
with
the
parks
commission
to
create
public
access
rights
through
an
easement

be
granted
to

city
acting
by
and
through
the
parks
commission
that
will
allow
free
public
access
along
this
universally
accessible
path
to
the
west.

parking
lot
that
serves
overlook
park
to
well,
we
can
only
provide
an
easement
on
our
property,
but
the
the
path
is
intended
to
continue,
so
you
can
actually
get
to
overlook
park
this.
This
parking
lot
is
part
of

park,
but
obviously
not
part
of
the
recreational
area.
So
we
have
negotiated
the
form
of
this
with
the
law
department,
and
so
that
will
supplant
the
public
rights
of
travel
that
are
manifested
by
the
board
of
street
commissioners.

been

agreement

the

the
piece
that's
going
to
be
on
the
davis
company's

which

maintained

first-class

this

going

first-class
residential
development.

the
parking

and
that
is
the
subject

conversations
between

davis
companies

the

this

part

our
kind

engagement

interesting
options

to
speak
for

final
resolution

that
ongoing
either
the
improvement
or
ongoing
management,
because
again
we
haven't
finalized
that
yet.

idea
is
that,
at
the
end
of
the
day,
independent
of
anything
else,
there
would
be
a
well-lit,
consistent,
uniform
pedestrian
path
if
nothing
else
leading
from
the
carriage
road
into
overlook
park.
That
was
flagged
for
us
very
early
in
the
process
as
a
key
priority
for
the
city
and
something
we're
being
responsive
to
through
the
design
of
the
project.
