Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

2020.
Our
first
item
are
the
hearing
minutes
at
the
requests:
the
public
improvement,
Commission
staff,
the
acceptance
of
the
minutes
of
the
PI
C
hearing
held
on
December
19th
2019,
any
questions
or
comments
on
the
minutes.

the
MBTA's
project
manager
for
the
aquarium
station
flood
proofing,
improvements
project.
This
project
extends
from
the
end
of
Long
Wharf
to
actually
Market
Place
center
and
is
designed
to
provide
us
with
stormwater
protection,
surface
water
inflow,
protection
from
storm
events.

We'd
be
doing
in
most
cases
where
we're
on
top
of
the
structure
regions
in
most
cases
where
it's
on
top
of
the
the
tunnel
slab
we'll
be
removing
brick
to
the
tunnel.
Slab
roof
will
expose
the
waterproofing
that's
there
so
that
we
can
reel
a
pit
make
sure
that
we
have
a
good
waterproofing.
On
top
of
the.

want
to
add
to
any
leaks
in
the
MBTA
system,
and
then
we
we
end
up
putting
some
anchor
sleeves
that
will
be
cast.
It
will
actually
be
drilled
in
afterwards
and
then,
when,
when
the
system
is
not
in
use,
there's
a
brass.
Capping
screw
they'll
be
flush
with
the
pavement
so
that
it
won't
affect.
It
won't,
be
a
tripping
hazard
and
it
won't
be
a
snow
plowing
issue.
So
it'll
be
just
flush
with
the
concrete
pavement
in
some
areas.

we
get
off
of
the
tunnel
itself,
we
will
thicken
up
the
slab.

we've
done.
Some
test
pits
to
verify
that
we're
going
to,
but
about
8
inches,
maybe
9
inches.
It
varies
as
the
slab
grade
changes
and
that's
basically
it
for
the
this
will
be
a
reinforced
piece
of
concrete
and
the
main
sidewalk
area.
That's
not
where
the
barriers
are
actually
will
be
a
sort
of
a
regular
four-inch
type
of
concrete
with
wire
mesh,
and
if
there
any
questions
on
that
site
to
think
the
other
sites
are
somewhat.
The
other
side
is
somewhat
similar.

now
on
the
opposite
side
of
the
Rose
Kennedy
Greenway,
it's
across
from
the
Market
Center
marketplace
center.
We
have
the
head
house.
There
are
two
two
areas
that
we're
protecting,
but
we're
doing
one
barrier
system
around
the
whole
thing
again,
there's
some
brick
paving
and
there's
also,
as
you
look
between
the
buildings
and
the
Ella
and
the
stair
enclosure,
there
is
some
granite
blocks.
Large
granite
block
pieces
there
that
form
the
sidewalk.
So
what's
on
our
plans
right
now
is
to
actually.

the

are
theoretically
we've
been
able
to
see,
are
about
ten
inches
thick.
We
don't
know
how
much
variability
is
there,
so
we
may
be
proposing.

we

basically
to
cut
the

foot,

we'd
like
to
take

do
have
a
steel
bracket
that

mounted

side
of
the
elevator
shaft.
That's
the
only
one
that
has
an
underground
steel
bracket
that
would
be
provided.

to
know
is
hundred

we've
been
coordinating
with
mass
historic
and
we
gave
them
in
an
initial
no
adverse
effects.

copied

historic

they
have
not
provided
any
objection
today,.

in
order
to
deploy
without
deploying
into
the
street,
we
need
to
remove
those
bollards,
and
so
what
we
are
proposing.
We
have
a
detail
for
a
removable
bollard,
and
this
would
be
the
responsibility
of
the
MBTA
is
team,
who
does
all
of
the
installation
during
it
just
prior
to
a
flood.

they
would
have
to
remove
the
temporary
bollards
to
put
them
off.

store
them
here,
somewhere
direct
the

barriers
and
then
put
them
down.

thing
to
note
with
the
barrier
system.

One
of
the
reasons
we're
using
a
system
like
this
is
that
the
the
MBTA
and
their
words
we
this
type
of
storms
that
we're
gonna,
see
here.
These
are
your
massive
hurricanes,
massive
North
eat.
Nor'easters.
We
will
have
some
warning.
This
is
not
going
to
be
the
type
of
thing
that
you
would
do
for
a
rainstorm
because
you
don't
have
morning.

one
of
the
things
you
know
that
the

wants
to
be
very
careful
of
is
that
we
don't
shut
down
the
station
prematurely,
so
you
will
be
able
to
erect
a
lot
of
the
barrier
system
and
then
at
the
place,
where
you
have
the
doors
you
can
leave
a
couple
of
bears
and
it
literally
will
take
15
minutes
to
close
that
off.
So
when
the
water
is
literally
coming
to
your
doorstep,
you
can
then
drop
in
the
last
panel
to.

emergency
services
that
have
been
very
you

involved
in
the
whole
deployment
issue
with
access
during
an
emergency
response,

police
services,

gonna

the
procedure
is
gonna,
be
on
that
as
Boston
Fire
looked
at
this
system.

protocol
will
be

drop
those

actually
close

the

stairs

elevator

lose
your

station

you've
got
a
massive
flood
coming
and

station
will
be
closed.

procedures

Massport.
They
have

systems,

idea
is
that

we
see
something
is
developing
there'll
be
a

be

hours
ago,
yeah
in
a
head,
but
that
doesn't
necessarily
you
may
be
just
getting
ready
to
make
sure
the
boxes
are
all
ready
and
your
contractors

personnel

the
prep
going,
maybe
24
hours
ahead
of
time.

stored

actually
being

aquarium,

location

the

elevator
and
the
emergency
egress

central
artery

concealed

street

permanent

clarify

this
is
a
temporary
short-term
measure
that
the
MBTA
is
taking.

project

general
outline
of
the
project

part
of
the
project
we're
seeking
a
pedestrian
easement,
both
along
Quarry,
Road
and
Washington
Street.

to
accommodate
the
furnishing
zone
and
provide
five-foot
clear

part

agency
comments.
It
was
requested
that
we
try
to
extend
that
he's
meant
to
the
face
of
the
building
which
we've
done
so
for
the
most
part,
Ilan
Quarry
Road
in
Washington
Street,
that
provides
about
you
know
a
little
over
five
to
seven
feet
of
a
sidewalk
along
Quarry
Road
and
about
12
to
13
feet
along
Washington
Street.

project

rather
than
as
complete.

closely

relocate
an
existing
drain

that
intersects

relocated

right-of-way

Quarry
Road

accommodate
the
building
footprint,
so
that's
been
approved
with
Boston
sewer.

for

vetted
at
the
community

the
third
iteration

developers

as
successfully
and
we
established
I
think
a
pretty
good
rapport
in
the
community.

a

of
bracing
within

property

over

property

edge

pile
we've
included

six-inch
offset

the

for
installation
tolerance.

crossing

and

trench
