The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

Boston

city's
initiative

develop
resilience,
solutions
to
prepare
Boston
for
the
impacts
of
climate
change,
rising
sea
levels,
extreme
heat
and
weather
events.
Identifying
impacts
that
involve
the
public.
Right-Of-Way
is
a
critical
first
step
in
implementing
the
climate
ready,
Boston
vision.

policy
for
climate
resilience
arose
from
the
development
of
the
city
of
Boston,
resilient
design,
standards
and
guidelines
for
the
protection
of
the
public
right-of-way
representatives
from
Public
Works,
the
BPD,
a
Environment
Department,
with
technical
support
by
Western
and
Sampson
engineers
developed
and
published
the
design
standards
in
2018.
This
work
was
advised
by
a
technical
advisory
group,
including
representatives
from
the
mayor's
office
parks,
department
and
BTD
mascot,
massport,
NEMA,
DC,

and
the
MBTA
local
utilities,
and
local
and
international
engineering
leaders
in
resilience.

things

infrastructure

surrounds
this
site
was
really
dating
back
to
the
construction,
the
maps
Turnpike.

works
for
cars,
but
not
for
pedestrians,

customers,
plus
users
bicyclists.
So
we
really
spend
tremendous
to
be
TD
with
MassDOT,
with
that
trying
to
figure
out
how
to
rebuild
all
that
infrastructure
to
work
for
everyone.

other
critical
thing
that
we
learned
there
in
the
community
process
was
that
the
desire
for
some
civic
space
along
this
stretch
of
Massa
at
this
point
in
the
city,
and
so
we
ended
up
redesigning
the
project

a
half,
an
acre,
Plaza
and
elevated
partner,
a
closer
look
at
the
infrastructure.

of
the
challenges
that
we
have
here
and
think.

the
intersection
of
mass
Avenue

Street
is
broken,

it

relates

presence

highway
grant

we
got

the
community
before
we
filed
for

would
actually

pedestrians

intersections

city

existing
marketing

there

will
be
no
parking
on
this
stretch
of
Mulberry.

it's
a
large
parcel
of
land
77,000
square
feet

we
purchased
from
the
MBTA

2012.

multi-year
community
visioning
process,
the
property
is
bounded
by
trim
on
streets
to
the
south,
granny
Street
and
Halleck
Street
to
the
West
Station
Street
to
the
north,
and
it
is
sort
of
found
on
the
eastern
side
by
the
MBTA
foreign
spies
aren't
mine
at
the
southwest
corner.
The
Roxbury
crossing
MBTA
Orange
Line
station
is
located
directly
across
the
street
from
the
site.

Phase
two
site
is
a
parking
lot
temporary
parking
lot
that
was
developed
as
part
of
the
phase
one

project
and
if
you

want

phasing

the

the

we
purchased
this
property
in
2012.
We

been
focused

implementing

community's

project
parcel

affordable
rental

another
nonprofit
organization,
metro,
housing,
Boston's

be
MBH,
beat
and

along
chemistry
that
were
to
extend
the
Mission,
Hills
Main,
Street
district
and
activate

part
of
its
life.
The
community's
vision
was
always
for
this
to
be
a
transit
oriented
development
that
would
bring
people
to
the
site
that
would
bring
activity,
new
housing
opportunities
and
specifically,
they
had
mentioned
senior
rental,
affordable,
family
rental
and
also
home
ownership.

project,
as
it
was
initially
approved
in
the
PDA
process,
called
for
the
rental
housing
to
be
built
called
for
couple
of
phases
of
rental
housing
and
called
for
a
10-story
commercial
structure,
an
office
structure
that
we
have
since
moved
away
from.
But
if
you
take
a
look
at
the
site
plan,
the
phase
one
a
site
is
located
there
at
the
corner
of
Boerne
street
and
Tremont's
treated
is
most
prominent
to
the
MBTA
station.
The
project
that
we're
talking
about
today
is
phase
2
and
phase.
2
is
a
46
unit.

project,
affordable
rental,
again

of
the
units
will
be
affordable
to
families
at
60%
of
area
median
income.

unit
will
be
available

of
