The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

Proposal

extensions

geometric

measures

as
Race

Street

improvements
coordinated

lighting

green

and
Hammond
Street,
a
Kendall
Street,
where
we
aligning
Edge
lines
to
we
accessible
pedestrian,
Rams
and
reconstructing
the
the
sidewalks
around
those
areas.

speed
lighting
at

Hammond
Street
enchantment
Avenue
is
also
being
rearranged.
The
existing
poles
are
being
relocated
to
be
closer

repairs
are
proposed,

Washington,

on
the
north
side
of
Washington
Street,
roughly
at
Thorndike
Street
in
this
location,
we're
proposing
reconstructing
the
existing
brick
sidewalk

pedestrian
Ram,
realigning
The
Edge
lines
to
position
that
pedestrian
ramp
posted
their
traffic
lanes
and
the
introduction
of
a
pedestrian
median
island
in
the
center
of
Washington
Street.

finally,
the
last
location
where
specific
repairs
are
proposed
is
that
the
Washington
Street
and
Lennox
Street
on
the
roughly
North
corner
of
that
intersection.

Edge
lines
are
being
realigned,
pedestrian

Rick
sidewalk
is
being
rebuilt
in
this

as
well
as
the
construction

two
pedestrian
islands

promote

Line
stations
located
on
either
side
of
Lenox
Street
along

truck

curb

ramp

dumpsters
will
be

onto
the

we'll

impacts
of
construction
projects
on
parking,

limited
supply
of

parking

is
that,
as
you
work
through
the
finalization
of
that
construction
management
plan
that
you
work
to
minimize
project
impacts
on
parking
during
the
duration

project
and
forced
all
those
impacts
as
much

extent

phasing
element
to
how
your
work
will
impact
the
right-of-way.

projects

immediate
vicinity
that
will
be
wrapping
up

months

goal

not
have
so
many
projects
impact
parking

that's
a
matter
to
work
through
in
the
construction
management
plan,

state

request

it's
something
that's
created
quite
a
bit
of
concern
for
both
the
public
works
and
the
transportation
department
in
conversations

community.

heard
these
comments
and

ground

the
community

we're

very
concerned
about

have
communicated
both
to

local
City

with
the
mayor's
office,
and
we
are,
in
a

intense
dialogue
to
make
sure
that
that
we
work
as

sensitively

issue,
we
will
be
removing
approximately
12
spaces
temporarily
and
we'll
be
restoring
eventually,
six
of
those
spaces
to
ordinary
parking,
with
the
other
six
being
distributed
between
the
loading
zone
on
Tyler,
as
well
as
the
pick
up
a
drop-off
Zone
on
on
Hudson,
but
we'll
restore
about
half
of
the
parking
that
we
temporarily
over.

modifications
to
the
Rutherford
Avenue
sidewalk,

for
the
interim
condition
working
closely
with
BTD

the
vpda
about

future
plans
development
of
this
quarter.

as

look
at

plans,

we're
proposing
to
do
on
Rutherford
Avenue,
which
is
about
a
10
foot
wide
public
sidewalk,
we're
going
to
have
in
their
five
and
a
half
feet
of
cement,
concrete
sidewalk
for
pedestrians
and
then
about
a
four
foot,
wide
curviest
paver
strip,
which
will
match
kind
of
what's
Happening
north
of
the
site,
we're
proposing
within
the
private
Site
Street
trees.

keeping
them

our
site,
such
that
in
the
future.
When
the
Rutherford
Avenue
improvements
come
through
they're,
not
taking
down
trees
that
are

pretty
newly

robust
improvements
along
Bunker
Hill
industrial
park
right

sidewalk
along
bumper
Hill
Industrial
Park
stops
at
the
corner

Rutherford

more
pedestrian
access
along
Bunker
Hill
industrial
park,
so

sidewalk
on
the
South
Side,
not
on
the
North

the
north

a
seven
foot,
wives,
cement,
concrete
sidewalk
with
Landscaping
on
either
side
the
landscaping
near
the
curb
will
we're
going
to
put
in
a
street
tree.

things

is
reconstruct

existing
pedestrian
Crossing
to
cross
Bunker
Hill
Industrial
Park
we're

to
reconstruct
that
as

provide

provide
an
accessible
Crossing

the
future,
we've
also
been
coordinated
with
BPA
Transportation
Planning
in
the

more

connector,

street

car
access
through

year

City
observed
some
really
problematic.
Conditions
on
the
Ruth
could
add
sidewalk
adjacent
in
the
project
site.
The
sidewalk
was
in
a
state
of

great
disrepair
at
points.
It
was
being
diverted
into
the
feed
without
any
accessible
ramp,
and
even
then,
the
actual
path
of
pedestrian
travel
was
being
blocked
by
construction
Gates.
While
I
appreciate
that
these
are
temporary
conditions
related
to
construction,
it
is
concerning
to
have
a
proponent
who
has
demonstrated
some
significant
disregard
for
the
public
right-of-way
during
the
course
of
construction.

I
would
appreciate
it
if
the
proponents
can
follow
up
with
us
about
current
conditions
and
what
is
being
done
to
rectify
any,
to
ensure
that
any
accessibility
issues
and
during
the
construction
phase,

Are
occupying

public
right-of-way

project
that
those
are
being
rectified
and
what
plans
are
in
place
to
monitor
to
ensure
compliance.
