Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

schedule

explain

since
the
city
of
Boston
last
had
ownership
of
the
Chelsea
Street
Bridge
her,
but
a
few
things
that
have
happened.
It
was
reconstructed
and
opened
in
2012
and
as
you're
aware
it
went
from
avascular
to
vertical
lift
the
span
is
longer
and
the
lift
goes
to
170
feet.

This
was
done
done
to
address
the
Maira
of
safety
issues
and
incidents
that
were
occurring
on
the
creek
and
I
am
happy
to
report
that,
since
that
bridge
has
been
open,
there
have
been
no
maritime
incidents
on
the
bridge.
An
unfortunate
consequence
of
that
bridge
is
that
it
has
had
a
great
impact
on
traffic
and
both
from
East
Boston
and
for
Chelsea.

They
have
handwritten
logs
and
they're
a
phone
call,
so
it
makes
it
very
difficult
to
notify
the
public
on
when
it's
gonna
lift
and
sometimes
people,
and
actually
more
often
than
we
would
like,
are
waiting
up
to
two
hours
to
get
across
the
bridge.
We
were
fortunate
enough
to
find
and
and
make
progress
with
federal
highways
to
receive
a
grant
to
do
the
improvements
and
the
movements
actually
impact
the
bridge
itself,
but
also
benefit
East
Boston,
and
what
we're
here
to
do
today
is
to
walk
you
through.

the
major
portions
we're
here
to
talk
about
today
are
two
variable
message:
signs
are
proposing
on
Chelsea
Street
in
East
Boston.
We
found
through
various
stakeholder
outreach
that
the
existing
warning
signs
are
the
most
helpful
thing.
That's
been
done
for
travelers
for
the
bridge
and
they
essentially
say
Chelsea
Street
Bridge.

As
you
can
see
from
the
plans,
we
designed
these
signs
to
try
and
minimize
impacts
on
the
sidewalks
for
the
utility
trenching,
because
these
will
be
utility
powered
this
first
plan
here
on
Chelsea
Street
I,
guess
you
were
proposing
right
near
an
existing
utility
line.
This
is
a
road
side
mounted
sign
it's
four
feet
wide
and
there's
plenty
of
pedestrian
clearance.
Here
from
the
edge
of
the
pole
to
the
back
of
the
curve,
it's
ten-foot
sidewalk.
