Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

dealership

site
is
located
here

yellow

it

bounded

Victory
Road,
which
is
to
the
north
plain
West
here
and
Expressway
Toyota,
which
is
right
across
the
street
to
the
east.
We
have
Freeport,
Street
and
recently
constructed
massdot
salt
sheds
and
then
interstate
93.

have
a
7-Eleven
gas
station
and
then
an
active
construction
project
for
proposed
apartment
buildings
in
this
area
here
and
then
to
the
West.
We
have
Morrissey
Boulevard
and
the
plaza
across
the
street,
which
contains
a
CVS
and
a
recently
renovated
Tile
Warehouse
facility.

approximately
five
foot
asphalt:
sidewalks,
there's
a
Cape
Cod
berm
along
these
sidewalks
and
there's
a
couple
curb
cuts
which
are
rather
large
in
width
that
we
propose
to
close
off
as
as
part
of
the
project,
but
the
curb
cuts
are
just
south
of
the
existing
Honda
ID
sign,
as
shown
in
street
view
B,
and
then
there's
one
looking
at
Street
UA.
But
there
are
cars
parked
along
that,
but
we
do
plan
to
close
those
off
and
then
I
have
this
last
plan
just
shows
the
proposed
improvements
and
specific
repairs
as
a
whole.

and
highlight

Street

I
mentioned,
there's
an
existing
five
foot
asphalt
sidewalk
there
now
we're
proposing
eight
feet,
total
the
first
three
feet:
The
burnishing
Zone
will
be
permeable,
pavers
and
spread
throughout
the
permeable
pavers.
We
have
planter
pits
which
will
consist
of
planting
soils,
Mulch
and
ornamental
grasses
outside
of
the
Furnishing
Zone.
We
have
a
five
foot
sidewalk
and
then
we
propose
a
vertical
Granite
curve
along
the
street.

foot,
removable
paver,
Furnishing
Zone,
and
we
were
able
to
install
some
tree
pits
and
Street
trees
within
that
Furnishing
Zone
and
then
outside
of
that
we
have
a
six
and
a
half
foot
concrete
sidewalk

zones
on
both
streets.

also
have

propose
street
lights
and
we
propose
the
Reconstruction
of
the
existing,
curb
ramps
on
the
corners
of
Freeport
and
victory
as
well
as
victory
and
Morrissey,
and
propose
crosswalks
to
connect
to
the
reciprocal
curb
ramps.

the

complementary

the
reputation
of
the

actually
spoke
to
one
of
the
vice
presidents
and
actually
saw
him
again
last
night
and
we
discussed
it
generally.
Although
this
is
a
new
new
suggestion,
the
condition
of
Freeport
Street
speaks
for
itself.
The
area
is
changing,
the
area
is
getting
upgraded.
We
want
to
be
part
of
that
upgrade
and
take
a
basically
a
desolate.
You
know,
site
with
no
green
and
add
add
to
the
green
I
think
you
might
remember.
On
Commonwealth
Avenue
in
2013,
Mr
Chambers
proposed
recreating
Islands.

It
existed
in
the
1940s
and
50s,
but
got
paved
over
and
we
we
did
a
public
private
partnership
there.
So
we
have
a
history
of
doing
those
things.
We've
got
these
pocket
packs
that
we're
creating
on
the
two
corners
of
victory
in
Freeport
Freeport,
on
Victory
in
Morrissey
here
with
expanding
the
the
sidewalk
on
Victory
and
closing
off
the
entrances
in
pot,
because
I've
written
by
bicycles
on
Freeport
Street
in
the
headlong
Wales,
and
it's
challenging
and
I
know
that
this
talk
about
getting
bike.

Trails
would
like
to
be
part
of
the
Lincolnshire,
but
any
Morrissey
bike
trail
with
the
extended
Neponset
Valley.
What
I
can
tell
you
is
that,
with
over
25
years,
working
with
this
company
is
we're
not
happy
with
Freeport.
It's
not
in
a
good
condition.
It
floods,
but
we
would
be
foolish
before
the
construction
on
the
Apartments
has
done
it
before
our
construction
is
done
to
tackle
it,
because
we
would
be
entering
into
serious
discussions
with
the
public
works
department
about
what
to
do,
whether
to
Mill
and
overlay.

actually
talked
to
Tyler
and
had
a
a
a
discussion
with
a
Paving
contractor
since
our
last.
Since
you
last
raised
the
subject,
they
spoke
to
a
Paving
contractor
about
the
various
Alternatives
I
just
need
more
information
on
the
condition,
but
I
think
my
track
record
on
standing
behind
what
I
say
when
things
like
this
come
up
is
pretty
good
and
my
relationship
with
the
chambers
company
is
pretty
long
standing
and
we
will
engage
it.
I,
don't
know
if
it's
going
to
be
a
purely

Private
Matter
on
the
financial
side.

All
a
couple
of
points,
first
of
all,
I
truly
value
the
partnership
that
has
been
there
between
you
and
the
city
and
the
cannabis
companies.
These
are
things
which
I
for
one
valued,
that's
one

you
are
absolutely
correct.
Your
team
has
done
spectacular
work
within
the
city,
so
when
it's
a
partnership,
it
is
not
fair
for
one
party
to
ask
an
undue
burden
on
the
other
part.

think
the
city
will
be
happy.
If
we
can
just
do
a
two-week.

two
inches
on

simple

overlay:

asking
for
the

reconstruction.

being

something
a

bit

than
bare
minimum,
but
not
the
full
blown
full
body
surgery.

active
traffic
intersection
their
facility,
which
serves
as
the
center
for
their
administrative,
legal

also
serves
as

looking
to
also
increase
safety

does
not
exist

Cipher
street.
Today,
looking

South
Boston
Bypass
Road
and
the
signalized
intersection
there,
this
road
currently
prohibits
pedestrian
and
bicycle
traffic.
Technically,
however,
if
you've
been
out
there
at
any
time,
you
know
the
pedestrians,
the
cyclists
routinely
use
this
road,
dozens
of
them
every
day,
taking
the
life
in
Peril.

sidewalks
biking
in
the
roadway
next

these
Jersey
barriers
and
and
these
narrow
travel
lanes
and
we're
going
to
change,

that
make
this

fully
complete

safer
conditions,

sort

along
the

the

to
the

is
Oliver
Street
just

prepare
proposed
for
Pearl.
Street
includes
closing
off
an
existing
curb
cut
in
this
location,
removing
a
granite,
paver
surface
and
providing
a
concrete
sidewalk.

sidewalk

Grace

we've
been
asked

provide
numerous

public
art,
bicycle
parking
rack
around

project.
We
proposed
three

Pearl
Street.

we've
got
five

the
opposite
side

Pearl
Street,

sixth
on
this
corner
of
Milk
Street,
another
five
over
here
on
milk
and
they
kind
of
go
around
the
project
as
well.
Also
on
Pearl
Street,
we've
accommodated
a
seasonal
relocation
of
blue
bikes.

During
the
warmer
months,
the
blue
bike
occupied
some
space
on
the
street,
but
during
the
winter
months
we
provided
a
location
up
on
the
sidewalk,
where
those
blue
bikes
could
remain
another
action.
That's
in
front
of
you
is
a
Surface
pedestrian
easement
due
to
all
the
street
Furnishings
in
the
public
portion
of
the
sidewalk,
there's
not
an
accessible
path
for
pedestrians
to
get
through.
So
we
proposed
a
variable
width
easement
to
allow
pedestrian
behind
all
the
three
Furnishings
behind
the
bloom
bite
and
to
provide
a
minimum
five
foot
clear
path.

At
the
intersection
with
milk
and
Oliver.
On
our
side,
we've
been
active,
provide
a
bump
out
and
split
the
accessible
ramps.
We've
been
working
with
William
and
Sarah
Leong
for
the
past
five
or
six
months
to
come
up
with
a
design
that
we
all
feel
is
safe
and
something
that
can
be
implemented.

So
on
our
side,
we're
able
to
split
the
handicap
ramps
on
the
corner
of
milk
and
pearl,
we're
also
able
to
split
them
on
the
on
the
South
Side
as
well,
and
construct
new
ramps,
milk
ear
and
over
here
as
well.
One
thing
I
would
note
at
this
corner
of
milk:
there's
not
a
curb
ramp
today,
so
this
this
new
configuration
will
improve.
Accessibility,
Street
lighting
exists
along
Pearl
Street,
we're
going
to
maintain
existing
street
light
locations,
we're
providing
new
poles
and
fixtures,
and
replacing
existing
steel.

We
are
providing
by
new
light
poles
and
conduit
along
Milk
Street
and
at
the
milk
and
Oliver
Street
intersection,
we're
providing
another
bump
out
to
improve
pedestrian
and
handicap
access
along
Oliver
Street,
again
we're
providing

maintaining
two
existing
lights
locations,
we're
providing
new
poles
and
fixtures
new
pull
boxes,
and
then,
at
the
East
side
of
the
project,
we're
providing
two
new
lights
along
Oliver.

We
are
proposing
one
new
curb
cut
it's
for
Access
into
a
South
Park
Garage.
This
will
be
in
only
it's
18
feet.
Wide
sidewalk
will
continue
at
grade.
There
will
be
no
dip
down
for
pedestrians
and
then
to
exit
the
garage
we're
maintaining
an
existing
curved
cut.
That
curb
cut
will
be
exit
only
from
the
garage,
and
it
also
serves
the
loading
for
the
building
again
at
the
milk
and
Oliver
Street
intersections
we're
reconstructing
ramps
on
all
four
sides
at
this
Kilby
milk
intersection.
There's
an
existing
Island,
that's
out
there
today.

The
island
does
not
have
a
formal
sidewalk
at
this
point,
so
we're
proposing
a
new
rant
and
a
concrete
sidewalk
which
will
lead
up
to
the
opposite
side
of
Kilby,
where
again
we're
reconstructing
the
ramp
and
providing
or
better
access.

will
know.
We've
been
working
with
William
and
Sarah
quite
diligently.
Over
the
past
few
months
we
had
a
meeting
last
Friday
after
the
plan
was
submitted.

are
a
few
revisions
that
we
owe
William
and
Sarah,
specifically
we're
going
to
remove
some
striping
at
this
intersection
and
we're
going
to
re-stripe
come
up
with
a
different
striking
plans
for
this
piece
of
Hilby
in
milk.
