The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

project

first
one

recall

we
are
in
the
business

trying
to
redevelop
the
ugliest
building
in
Boston
the
Government
Center
garage.

Yes,
it's
a

a
close
finish,
for
whichever
one
would
be
chosen
to
invest,
and
so
this
project
is
is
about
the
first
building,
which
is
the
residential
building
that
John's
pointing
to
right
now.
So
we
call
that
WP
b1,
which
is
West
parcel
building
one.
That
project
is
now
underway
and
has
been
the
subject
of
a
extension
permitting
effort.
We
began
the
permitting
on
this
project,
beginning
in
the
probably
2011
we
received
first
received
full
permits
in
2013.

began
this
project
approximately
a
year
or
so
ago,
we're
in
the
ground
with
it
coming
out
of
the
now.
The
other
five
buildings
channel
just
point
to
is
a
there's,
an
office
building
on
the
far
side,
which
is
one
Congress
Street,

we're
endeavoring
to
try
and
get
underway.
Now,
once
we
complete
that
building,
we
must
demolish
the
garage,
the
halfway
garage
that
goes
out
of
our
Congress
tree.
Once
that
happens,
then
we
can
complete
the
other
four
buildings.

there's
a
building
on
the
west
side,
which
we
call
WP
b3,
which
is
a
residential
building
and
then
three
other
buildings
on
the
east
side:
a
hotel
and
condominium
building
an
office
building
in
a
retail
building,
all
of
which
will
frame
a
new
retail
corridor
that
will
create
a
very,
very
different
and
awesome
entrance
into
the
Bulfinch
Triangle
area.
So
this
is
a
big,
complicated
project,
but
we're
really.
That
means
if
it's
big
and
complicated
its
kind
of
perfect
for
our
our
team.

as
I
said
we've
after
this
for
a
long
time,
you
recall
that
we
did
receive
p
IC
approval
for
some
of
the
basics,
basic
words
we
had
to
do
when
we're
back
amending
those
approvals
and
doing
some
different
pieces
here.
There
are
three
basic
actions
that
we're
seeking
today,
one
is
for
WP
b1,
an
action
regarding
specific
repair
and
I
went
through
some
of
the
details
of
that
in
a
second,
the
other
is
a
canopy
projection
license.

we
need
add
a
canopy
to
an
entrance
for
the
condominiums
at
the
top
of
the
building
and
then
we're
also
working
on
the
Bhakra
street
and
action.

BALCO
Street
widening
and
relocation
and
extension,
so
Bhakra
street
is
the
street
that
is
immediately
behind
the
the
garage
that
bakra
street
widening
really
has
to
do
with
the
creation
of
a
park,
which
is
in
part,
why
we
deal
with
the
police
department
with
the
BPD
a
so
if
it
could
just
quickly
just
run
through
the
specific
repair
items.

first
basic
one
is
is
to
work
through
a
new
revised
entrance
on
subarray
Street.
So
the
separate
entrance
settings
originally
originally
existed,
which
was
thought
at
first
to

retail
entrance
is
now
a
condominium
entrance

so
that
door
goes
from
a
single
door
to
a
double
door.
On
that
side,
we're
also
expanding
the
drop-off
zone
for
a
slight
amount
toward
the
loading
dock,

are
all
adjustments
that
we've
obviously
reviewed
extents
with
not
only
the
city
officials
responsible,
but
also
with
the
community.

assist

traffic

subarray
street

other
pieces

that

repair

provision
in

location
is
slightly
different

accommodate
the
park

we're
building
at
the

the
base
of
BALCO,

door

is

hundred

fifty
million
dollar
building

we're
building

Street.
We
want
that
loading
door
to
look
great,
and
so
we've
spent
a
lot
of
time
with
that.

drop-off

meant

be

both
the
condominiums
and
the
apartments,

there
will
be
a

doorman
out
there
to
kind
of
keep

traffic
moving

piece

have

largest

storage
facility
in
the
city,

spot

for
800
bikes,
hopefully

it,

that's
a
lot
of
bikes.

the
orange
line.
We
will
not
only
maintain
the
existing
Haymarket
entrance
and
exit,
but
we're
going
to
prove
that
remember
that
existing
Haymarket
exit,
that's
underneath
the
garage
that
does
not
have
a
cover
the
car.

we
remove
the
garage
we'll
need
to
create
a
new
cover.

top

that

we
intend

that
a

nice
design

agreements

to
replace
that
cover
now,

so
you

we
embrace
that
the
buses

continue,

there
are
two
bus
lines
that
stop
at
that
Haymarket.

connection

retail

will
have
bookends
at
either
side.

we

need
to
make
sure

that
always
punches
up

1.2
acre
buildable
parcel
located
on
the
East
Boston
waterfront,
it's
situated
between
Lopresti
park
to
its
west
and
Carlton
Wharf
and
clipper
ship,
or
to
his
East,
also
to
a
sea
star.
The
projects
at
125
Sumner,
which
you
just
reviewed.
The
site
itself,
is
oriented
about
north
south,
away
from
the
water
and
northern
edge
being
the
Summer
Street
on
the
eastern
edge
London
Street
extension,
which
is
a
private
way
public
access.

project
itself
is
107
residential
condominiums,
which
six
are
units.
At
the
ground
floor
on
the
waterside,
we
have
about
a
6,400
square
foot
facility
of
public
accommodation,
chapter
91
mandated
space
which
were
designating
as
a
work
share
space
likely
to
be
operated
by
a
local
company
called
work
bar
in
the
subgrade
parking
structure.
There
are
80
parking
spaces
for
use
by
the
residents
for
resiliency
purposes.
The
building
design
has
involved,
raising
that
subgrade
structure
out
of
the
grade
a
bit
such
that
the
southern
edge
of
our
podium
is
about
six
and
a
half
feet.

is

have

terracotta
central
portion,
and
then

a

also

roof
garden

private

some
common
space
for
the
tenants
on
top
with
grass
and
a
low-growing
matrix.
