The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis

hearing

12th
2018.
Our
first
item
is
on
a
petition
by
the
Yaqui
way,
abutters
for
a
street
name,
change,
renaming
the
entirety
of
yaki
way,
a
public
way
in
Boston
Proper
between
Brooklyn
Avenue
and
Boylston
Street,
to
be
officially
known
in
the
future
as
an
extension
of
Jersey
Street.
This
was
new
business
on
March
15
2018
and
had
its
first
public
hearing
on
March
29th
2018.
A
We
received
a
letter
from
the
petitioners
requesting
a
continuance
of
this
particular
item
for
two
weeks,
so
that
a
vote
would
not
happen
today.
But
if
what
would
happen
on
April
26,
which
is
the
next
picu
hearing
in
a
moment,
I'll
entertain
a
motion
to
to
grant
that
continuance.
If
there
are
members
of
the
public,
though
that
are
here
who
have
an
interest
in
in
testifying
who
are
unable
to
join
on
the
26,
that
would
invite

erase

name
of
Tom

of

stars
who

in
the

integration

imagine
that

have
had
such
glowing
words
for
Tom
Yawkey.

they

so
office
in
matter
of
integration.

himself
is
quoted

riots

down

statues

generals

Henry
wasn't

the

demonize

sends

Henry
is
reminded

man

he

Henry,

in

longest

far

any
owner

he
make
some
mistakes

was

cast
the
first

Henry

is
haunted

went
on

long
time

we
arrived
exactly.
What
is
it
that
haunts
mr.
Henry?
Is
that

MLB
didn't
integrate
until
1947,
or
is
it
that
the
Red
Sox,
the
last
team
to
integrate
intricate
wood?

Henry
feel
better
about
what
went
on
here

long
time
before
we
arrived.

interest

black

was

helped

to
their
impossible
dream
season
in

helped
establish
the

foundation.

mission

they
were

was

the

and

want
to

what
they

no
benefit

was
looking
to
the

knew

experience
living

Boston
in
the
50s

point

actual

what

and
what
he's
been
told

never
once
found
any
evidence
that
yaki
was
personally
racist,
not
in
interviews

Sox

suggestion.

Commission
has
heard
from
many
prominent
Bostonians
opposed

the
name
change.

meeting

changing
of

name
back

Jersey
Street

the
jersey
family,
whom

street
was
named
after,
was
an
English
aristocrat
who
benefited
from
a
lucrative
slave
trade
market.

heard

the
last
meeting

for-profit
Red
Sox
would
have
to
raise
money
to
put
statues
of
Jim
Rice
and
Pedro
Martinez
alongside
statues
of
other
sucks
greats
Ted,
Williams,
John,

Dom
DiMaggio
in
his
dream.

brought

figured
I
had
to
rebut
some
of
the
impressions
that
were
that
were
left
to
me.
This
is

question

what
the
present
ownership
of
the
Red
Sox
thinks
or
what
their
motives
are.
I
have
never
spoken
to
them,
and
so
I,
you
know,
I,
don't
know,
but
I
think
it's
important
to
talk
about
the
facts.
I
mean
one
may
say:
hey
you
know,
yaki
was
this
young.

was
that
I
know
from
my
investigations
when
I
was
on
the
Massachusetts
Commission
Against
Discrimination
in
charge
of
the
case
against
the
Red
Sox
back
in
1959
when
I
interview,
people
like
Jackie,
Robinson
and
others
on
the
history
of
the
Red
Sox,
it
was
very
clear
to
me
that
there
was
a
deliberate
pattern
on
the
part
of
the
Red
Sox
not
to
hire
blacks.
Now
they
come
up
later.
With
this
thing,
oh
we
tried
to
get
all
these.
You
know
all
these
people
that
would
be
and
we'd
be.

Like
somebody
saying,
oh,
you
know,
I
tried
to
get
Ted
Williams
away
from
the
Red
Sox.
Of
course
the
Red
Sox
were
going
to
trade
trade
Ted
Williams,
nor
were
the
Cleveland
Indians
gonna
kind
of
trade
Dobby.
All
these
other
established
stars
as
they
claim
they
went
after,
but
the
record
is
clear:
they
had
the
first
shot
at
Jackie
Robinson.
They
turned
him
down,
they
had
the
first
shot
at
Willie
Mays
and
they
turned
him
down
when
these
people
were
available
and
were
not
yet
signed
by
a
club.

once
the

the
Giants
had
signed
the
Willie
Mays,
the
red
slice
couldn't
come
around
and
say:
oh,
we
tried
to
get
what
he
made
his
way
from
away

the
Giants.

as
a
reason

their
not
having
black
players.

is
clear
to
me
that
when
we
investigated
them,
we
found
out
not
only
had
they
not
have
like
players.
They
had
never
had
a
single
black
person
working
at
Fenway
Park
in
any
position,
even
the
most
menial.
Now
that
is
not
an
accident.
People
talk
about
the
fact.

All
that
no
gawky
may
have
made
some
mistakes
and
people
thought
the
body
was
not
racist.
He
changed
and
all
this
kind
of
thing
when
we
did
our
hearings,
the
Red
Sox
agreed
to
change
their
practices.
Now
that
you
agree
to
change
your
practices,
if
your
practices
were
never
whenever
bad,
they
agreed
to
change
their
scouting
practices
to
make
sure
that
their
Scouts
did
not
do
what
they
did
in
terms
of
Willie
Mays.
They
agreed
to
intervene
in
throwing
spring
training
to
be
sure
that
their
players
were
not
segregated,
as
other
teams
had
done.

had
assured
that
their
players
weren't
the
Red
Sox,
did
not,
and
so,
when
pumps
again
came
up
for
the

spring
training,
he
could
not
live
in
the
same
place
where
the
Red
Sox
lived.

had
to
live

black
section

town

the
Red
Sox
toured
through
Texas,

the
record

are
absolute
facts
when
they
travels
through
Texas.

had
to
travel

Red
Sox,

with
the

Cubs,

the
Cubs

some
black
players
and
the
Cubs

made
sure

members

their
team
could

black
players
and
white
players
could
stay

never
did
that,

they
agreed
to
change
those
practices
and

agreed
to
change
the
discrimination
practices
to

go
out

try
to
get
blacks
to
work
at
Fenway
Park,

they
agreed
that
they
would
bring

sea-green
before

end
of
the
season.

we
did
not
publicly
require
them
to
do
so
because
they
did
not
want
to

to
appear
that
they
did
it
only
because
they
were
being
forced
to

only
major
league
team
in
any
sport
who
has
had
to
integrate
because
of
a
state
agency's
intervention
and
I
am
sure
that

we
not
intervene

they
would
not
have
brought
pump
sea-green
up
at
all

important
thing

say
when
people
say
all

and
yaki
changed
after
that.

Well,
in
1974,
when,
in
his
home
state
of
South
Carolina,
the
South
Carolina
decided
leaders
in
South
Carolina
decided
that
when
the
federal
court
said
hey,
you
haven't
followed
the
Supreme
Court
decision
you've
got
to
integrate.
Now
we
will
not
allow
you
to
delay
any
further.
They
did
what
other
southern
states
did
they
set
up,
what
they
call
the
yel,
be
these
white
citizens
councils
and
they
establish
private
schools.

That
would
only
accept
whites
so
that
the
white,
kids
and
the
public
schools
could
all
leave
go
into
these
academies.
Now
that
you
needed
money
for
the
Academy
and
who
was
the
one
who
was
the
principal
financier
of
these
white
schools
in
South
Carolina
in
1974,
it
was
Thomas
yaki.
He
gave
them
money
then,
and
he
put
it
in.
His
will
then
saw
that
whether
he
died
they
would
still
be
able
to
succeed.
He
came
over
a
million
dollars
now.
This
is
not
a
man
who
believes
in
integration
who
believed
in
ending
segregation.

is
a
man
who
I
think
has
been
consistent
throughout
his
life.
On
this
now
people
talk
about
the
Yaqui
foundation.
Look
I'm,
a
great
fan
of
the
Yaqui
foundation.
I
have
nothing
against
the
Yaqui
foundation.
They
are
not
going
to
suffer
because
of
a
name
change
anymore.
Look
you
look
at
all
the
great
foundations.
Most
of
them
have
been.

Their
benefactors
have
been
people
whose
records
have
not
been
sterling
Henry
Ford,
whose
side
of
the
foot
you
know
for
whom
the
Ford
Foundation
is
named
and
who
was
their
chief
benefactor,
was
during
his
life
and
outspoken
anti-semite
and
an
outspoken
fan
of
Adolf
Hitler
before
the
Second
World
War,
the
Ford
Foundation
doesn't
go
around
trying
to
resuscitate
his
name,
etc.
The
fact
of
his
what
he
did
has
not
hurt
them.
The
fact
that
Rockefeller
and
Carnegie
were
robber
barons
and
all
of
this
kind
of
thing
hasn't
hurt
their
foundations,
so
also

the
two

foundation

continue

do
its
good
work.
The
question
is
not
the
other
foundation.
The
question

matter

which

the
unique
control,

changing

name

to
change
the
name
of
Yaqui
way

that
they
will
not

to
carry
that
name
on
their
letterhead

they

not
give
out

sign

around
the

regarded

welcoming
cities
for
blacks
to
come
to
visit

in
which
to
live
Italy
because
of
that
reputation
that
people
like
Martin,
Luther,
King
jr.

to
Boston
to
get
his

his
PhD
degree.
Boston
had
a
get
a
great,
a
great
reputation
and
when
I
was
on
the
Commission
I
traveled
around
the
country
to
other
cities
and
I
always
came
back
proud
of
what
Boston
had
done.
Boston
had
the
greatest
battery
of
civil
rights
legislation
of
any
state,
the
Massachusetts
head
of
any
of
any
state
in
the
Union.
Now
the
reputation
of
Boston,
unfortunately
changed
break
me
and
severely
after
the
busing
crisis.

Oh,
yes,
it's
true
what
they
say
about
Boston:
it
is
a
hostile
place
for
blacks.
They
couldn't
even
give
permission
to
the
Red
Sox
the
chain,
the
name,
even
though
the
the
Red
Sox
London
and
all
the
abutters
wanted
it
so
I
hope
and
I
pray
that
you
will
do
what
is
in
your
power
to
do
to
help
to
restore
the
reputation
of
this
city
that
I
and
so
many
others
love.

my

of
our

days

she
would
send
over

famous
corned
beef
and
cabbage,

she

feed

people
as
possible
over
at
the
ballpark.

really
feel
as
though
that

talk
about

just
find
that
all

divisive

with

improvements

Sox
about
it.

tried
to
get
them
to
raise
money
for
the
statues,

even
donates
money
first,

try
to
get
the
ball
rolling
with
that
they

One
thing
is
I've
also
spoken
to
somebody
here
at
the
mayor's
office
about
it,
and
they
told
me
that
it's
very
difficult
in
the
city
here
to
get
the
approvals
done
for
the
statues.
They
told
me
that
they're
already
trying
to
get
approvals
for
Frederick
Douglass
and
Martin
Luther
King.
So
if
you
add
Pedro,
Martinez
and
Jim
race
to
that,
that's
four
statues
instead
of
two.
Why
does
it
take
so
long
to

the
people
in
the

think
that's
a
good
idea
as
far
as
healing

want
to
do
something
positive
over
there,

Fenway
Park,
which
is
to
make
an
improvement
instead
of
tearing
things
down,
let's
go
over
there
and
put
some
stuff
up,

One
of

things
that
I
always
find
very
inspiring
here
in
Boston
is
that
that
it's
not
a
statue,
but
it's
like
a
plate.
That's
over
the
any
of
the
Statehouse
of
the
54th
Massachusetts
regiment,
one
of
the
things
I
like
about
it
is
the
fact
that
they
show
the
black
soldiers
they're
marching
in
the
Civil
War
and
then
the
white
officers
that
led
them
the
combat.
It's
a
it's
a
it's
an
illustration
of
how
people
can
get
together
and
do
things
to
make
improvements
like
that.

It's
the
same
thing
over
at
Fenway
Park,
those
Jim,
Rice,
payroll,
mightiness
and
a
lot
of
other
African,
American
or
Latino
ballplayers
have
played
it
and
they
still
play
there
today,
but
they
don't
have
any
statues
over
there.
They're
all
white
statues,
nothing
against
the
ballplayers
that
they
are
already,
but
we
need
to

a
positive
way
to
hit
no
matter
what
happens
with
the
name
of
the
street
and
believe
me

know
you,
gentlemen,

a
really
tough
decision
to
make
with
this.

not

go
on

gonna

lot
of
passion
about

but
can
we
all

least
agree

statue
idea
is

better
way

improving

Park

people

welcome

there

feelings,
one
way,

other
about

issue

the
street
name,

not
gonna

get
into
that
where

polarity

going

were
people
arguing
and
bickering
over
it.

the
only
thing,

would
say:
let's
get
the
statues
approved,
let's

money

let's
put
them
over
there.

people

matter
what
color
they

matter

where
their
parents
came

can

at

portion
of
the
street
had
been
discontinued.

portion
of
the
former

Street
is

currently

roadway
of
massport,
and
so
this
is
going
to
continue
what
was
previously
done,
and
apparently
this
portion,

reason
we
can't
figure
out,
was
not
done
just
a
refresher
on
the
project
itself.

a
pretty
dead
cut

right

there
to
go
through
Fanueil
Hall

Street
people
don't
even

there's
a
restaurant

the
right

set

Fanueil
Hall,

this
would
allow

bring
some
vibrancy
and
activate

streetscape

people
into

access
