From YouTube: Public Improvement Commission Hearings 04-27-17
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

Project
team
are
also
here
to
answer
your
questions
as
they
arise,
I
like
to
give
you
a
brief
overview
of
the
project
and
then
I'll
turn
it
over
to
Deb
Datak
to
run
through
the
details
of
the
specific
repairs.
So
we
are
requesting
specific
repairs
to
Congress
Street
between
B
Street
and
East
Service
Road.
This
portion
of
Congress
Reach
is
owned
by
Masonic,
patrolled
by
mascot,
who
understand
that
that
control
be
transferred
over
the
city
of
Boston
in
the
near
future.
F
F
It
is
known
as
a
sausage
parcel
that
brings
to
mind
anything,
but
it
was
previously
owned
by
mascot
later
by
Boston,
Edison
Company
than
by
Madison,
Seaport
Holdings
and
now
by
our
client
reading
on
Congress
we
ll
see
the
project
consists
of
the
construction
of
a
22
story,
mixed-use
building
with
about
400
14th
apartments,
12,000
square
feet
or
so
of
ground,
floor
lobby,
retail
and
accessory
space
and
a
144
space
subterranean
parking
garage
as
long
as
as
well
as
associated
amenities
and
site
provements.
The
project
is
almost
fully
permitted.
F
We've
gone
through
BD
e
PDA
approval.
We
received
the
PDA
approval,
we've
also
completed
a
large
project
review
on
both
in
permit
application,
was
filed
in
December
and
is
under
review
and
we
hope
to
start
construction
in
the
near
future.
So
these
specific
repairs
consists
of
improvements
along
Congress
Street,
new
street
new
cement,
concrete
sidewalks,
new
driveway
entrance
and
use
the
meta
concrete
median.
New
pedestrian
ramps
in
total
is
about
530
linear
feet
of
specific
repairs.
So
unless
there
any
immediate
questions,
I'll
transfer
it
over
to
that
Dannic
and
she'll
run
for
the
details.
E
G
G
We
have
street
trees
with
pervious
pavers,
as
you
start
on
the
west
side
and
work
your
way
east,
a
minimum
of
a
six
foot
wide
cement,
concrete
sidewalk
within
the
public
way
as
we
go
further
in
front
of
and
get
it
from
the
building.
We
start
going
through
raised
planters
that
include
landscaping
and
trees.
Other
improvements
we're
putting
within
the
sidewalk
our
irrigation
in
order
to
help
keep
the
streets,
trees
and
landscaping
flourishing
and
beautiful,
we're,
removing
and
resetting
some
City
of
Austin
streetlights
will
be
also
installing
two
new
streetlights.
G
We
have
the
pervious
favored
script
that
we're
installing.
As
you
work
your
way,
east
we
have
the
raised
planters
and
skulls
to
the
sidewalk
through
here
is
about
ten
feet
wide,
so
the
pace,
cement,
concrete
width
is
about
five
and
a
half
feet
wide
within
the
way
for
pedestrians.
Other
things
that
we
are
proposing
just
about
it.
I
mentioned
the
irrigation
in
the
driveway
curb
cut.
G
F
We
have
we
have
an
approved
tappa.
We've
been
working
with
math
on
an
access
permit.
This
site
benefit
from
a
cooperation
agreement
that
was
provided
at
dozen
three
were
mastered
for
so
we're
mascot
agreed
to
modify
the
state
highway
layout
to
provide
for
access.
They
reviewed
the
transportation
issues
thoroughly.
We
have
an
agreement
with
BPD
it's
in
place
that
we
that
can
be
provided
to
the
commission
if
you'd
like
to
review
it,
but
those.

for
this,
for
I
would
like
to
mention
one
thing:
I
think
in
my
understanding,
with
its
programmable
straight,
is
to
under
the
mess
off
jurisdiction,
at
some
point
of
which
transfer
back
to
the
city.
I,
look
forward
to
work
with
the
council
to
write
a
license
agreement
and
one
the
street
transfer
back
to
the
city

be

I
just
want
to
mention
that,

this

the

of
the

located

I'm
joined
by
Patrick

own

which
would
be

the

the

of
this
action
and
also
John

We're
here
today
for

of
two
matters
with
respect
to

This
is
the
project
in
the
Grand

Lodge,
it's
red
on
the
corner
of
tremor
in
Boyle
security
and
we're
proposing
a
restaurant
in
there
and
Bob
can
walk
through
that.
We're
asking
for
stars,
awnings
and
assignment
and
trying
to
fill
the
sidewalk.

Currently,
the
project
is
a
old
warehouse
building
that
we
are
converting
to
our
offices
and
as
part
of
the
projects
and
a
community
pause
kind
of
a
community
process.
We
were
asked
by
the
neighbors
to
adjust
our
landscaping
so
that
it
looked
a
little
bit
more
residential
because
the
butters
of
our
project
are
residential
buildings.
C
So
we're
coming
to
you
to
get
approval
for
our
planters
and
which
we
hope
will
bring
a
little
bit
of
life
to
the
streets
and
we're
also
here
to
ask
for
permission
to
move
our
curb
cuts
and
our
curb
cut
cut
and
to
better
accessibility,
our
site
in
the
storage
of
our
construction
vehicles
and,
finally,
to
add
a
canopy
at
the
front
of
the
building
for
our
office.
Entry.
