Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

passed
away
from
bladder
cancer
about
two
and
a
half
years
ago
in
December
of
2013,

my

poor

wartime

youngest

children

worked

the

mom

homemaker

his
mom
to
breast
cancer.

knew

then

to
be

the
Air
Force,
rising
to

rank
of
captain
at
City
Hospital.
He
worked
hard
and
became
the
first
african-american
chief
resident
of
OBGYN
in
the
history
of
that
department.

Hospital

the
early
1980s
was
the
hospital
of
last
resort.

to

at

of

city's
community
health
centers

mattapan,
harvard

taking
care

poor
women
and
girls
from
the

communities

they
had
limited
resources,
they
would

respected
and

high-quality

1976

the

He
initiated
many
new
programs
to
help
patients
with
complicated

difficult
pregnancies,

establishing
the
first
methadone
program
for
opioid
addicted
pregnant
women.

six-year

which
continues
today,
is
designed
to
bring
increased
diversity
to
the
physician
workforce,
an
effort
essential
to
improving
quality
and
equity
in
health
care.
Students
in
this
program
come
from
southern
historically
black
colleges,

universities
of
the
Caribbean
and
the
Pacific
Islands.

years,

and
I
hosted
each
new
class
of
these
young
students
in
our
home
for
dinners
pizza
nights
and
often
just
to
watch
TV
to
get
away
from
the
dorm
in
the
stress
of
medical
school.
They
were
like
our
children
and
we
were
like
proud
parents
at
every
graduation
when
the
EMS
SP
students
would
walk
across
the
stage
and
graduates
new
doctors.

My
husband
was
a
compassionate,
caring,
rare
breed
of
dr.
back.
Then
he
was
never
too
busy
to
talk
to
a
student
or
give
a
patient
much
more
than
the
15
minutes
of
a
lot
of
time
for
an
appointment
many
a
night.
He
left
me
in
a
bit
go
to
a
hospital
to
hold
the
hand
in
the
sick
bay
for
nearly
40
years
until
he
retired
in
2006.
He
was
one
of
the
loud
voices
for
quality
health
care
for
poor
and
disadvantaged
women
and
girls
in
Boston
and,
frankly,
around
the
country.

He
passionately
believed
in
the
right
to
privacy
and
a
woman's
right
to
make
her
own
choices
about
her
body
and
her
medical
care.
He
delivered
thousands
of
babies
over
the
years
and
often
had
patients
from
several
generations
in
the
same
family,
treating
the
grandmother,
the
mom
and
the
daughter,
my
husband
cared
for
each
patient
with
empathy
and
compassion
like
they
were
his
own
mother.
He
was
convinced,
did
not
the
care,
get
the
care
she
needed
during
her
illness
because
she
was
poor
after
his
passing
I
received
countless
notes
from
former
patients.

Edelen,

don't
know
me,
but
dr.
Edelen
saved
my
life
or
dear
mrs.
Edlin.
After
a
second
opinion
from
dr.
Eaglin
I
had
the
surgery,
other
doctors
told
me
not
to
have
and
I'm
well
today,
where
mrs.
Edelen,
my
child
Joey,
would
not
be
alive
today.
If
dr.
Elam
had
not
saved
and
on
Emma
I
have
many
signatures
on
my
petition
and
letters
of
support,
as
I
mentioned,
but
I'd
like
to
quickly
read
just
a
portion
from
one
which
sounds
a
better
than
I
ever
could
by
dr.
Edith
is
deserving
of
this
trip.

believe
you
have

mid

I
met
dr.
Ellen
at
the
interview
and
I,
remember
to
this
day
being
impressed
by
his
passion
for
quality
care
for
the
patients
silently
I
concluded.
This
guy
really
cares
about
the
people
who
come
to
his
hospital.
His
obvious
commitment
to
high
quality
care
and
respectful
compassionate
care
for
the
population.
Boston
city
served
matched
mine.
We
hit
it
off
immediately.
He
offered
me
a
job
and
I
accepted
our
relationship
started
for
the
next
five
years.

watched
as
he
led
actually
demanded
that
the
faculty
always
show
respect,
understanding
and
compassion
for
the
women
our
department
served.
This
started
with
the
way
all
were
expected
to
dress
casual
dress
without,
and
we
would
address
professionally
we're
expected
to
talk
respectfully
to
our
patients.
We
were
expected
to
explain
issues.
Our
patients
could
understand
the
choices
they
have,
rather
than
just
telling
them
what
was
best
for
them.
We
were
expected
to
treat
patients
families
in
a
sympathetic
manner.

I
know
this
all
seems
so
simple,
so
face
an
aspect
of
human
relationships,
but
I
can
assure
you
that
40
years
ago
it
was
revolutionary
ken
made
us
proud
to
be
serving
our
Boston
City
patients.
He
made
us
rethink
what
it
meant
to
be
a
doctor
to
people
whose
lives
were
less
privileged
than
the
doctors,
but
the
socio-economic
differences
notwithstanding
can
believe
that
we
all
wanted
the
same
things
from
our
doctors,
confidence,
caring,
compassion
and
respect.
He
insisted
that
we
demonstrate
this
every
time
we
interacted
with
a
patient
dr.

Elam
believed
in
those
values,
and
all
of
us
who
worked
under
with
him
were
better
people
because
of
his
leadership.
Additionally,
he
created
a
department
in
which
doctors
from
many
countries
work
together
and
a
department
in
which
residents
from
many
backgrounds
learn
together.
Until
recently,
this
diversity
was
not
found
in
any
of
the
other
teaching
hospitals
in
Boston.
Boston
City
was
ahead
of
its
time
because
it
had
leaders
such
as
dr.
Edelen,
who
were
head
at
their
time.
