From YouTube: Public Improvement Commission Hearing 8-5-21
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

This
was
brought
on
a
new
business
on
july,
22nd
2021
as
show
numbers.
G
Good
morning,
zach
wallsmouth
here
from
boston
public
works
department,
chief
design
engineer.
Thank
you,
para
here
to
present
the
oh
just
trying
to
share
my
screen
here
right
now
I
was
locked
out,
so
you
should
be
seeing
this
now.
G
Yes,
could
you
see?
Okay,
you
see
the
presentation.
Sorry,
yes,
okay!
Thank
you!
So
just
to
go
over
again
what
we
presented
last
time.
G
This
is
the
third
installment
of
the
of
the
sidewalk
design
that
we've
worked
extensively
since
2017
with
the
back
bay
association
and
the
back
bay
architectural
commission
to
implement
over
a
series
of
years
a
new
sidewalk
design
in
the
back
base
section
on
on
boylston
street,
we've
done
the
blocks
between
dartmouth
and
exeter
and
exiter
and
fairfield,
and
now
we're
moving
ahead
to
do
between
fairfield
and
gloucester,
as
well
as
as
move
on
to
gloucester
to
hereford
as
well.
G
So
here's
a
look
at
the
block
that
we're
talking
about
specifically
today.
This
is
between
fairfield
and
gloucester
street,
on
the
north
side
of
boylston
street
and
as
as
I'm
sure,
you're
all
aware,
this
is
the
design
that
we've
been
going
with
down
the
block
again
extensive
work
with
the
with
the
community
and
everything
and
architectural
commission
to
develop
this
plan
with
the
concrete
path
of
travel
here
and
the
paver
pattern
utility
strip
with
the
trees
and
everything
in
it.
G
The
reason
specifically
that
we're
here
today
is
obviously
to
talk
about
the
specific
repairs,
because
we're
going
to
do
a
bump
out
on
this
block
to
help
with
the
grading
and
to
create
accessible
ramps
at
this
location.
So
we'll
be
adding
a
ramp
here
and
here
for
this
crosswalk,
as
well
as
providing
a
space
for
the
for
the
blue
bikes
station
here
and
then
just
here's
a
look
at
the
specific
repair
plans.
G
Here
you
can
see
the
eight
foot,
concrete
path
of
travel
and
the
seven
foot
inclusive
of
curb
paver
strip
along
here.
This
section
in
front
of
the
recent
was
recently
constructed
with
the
same
pattern
by
the
by
the
developer.
So
we're
skipping
over
that,
but
we'll
take
it
in
from
gloucester
street
skip
over
the
section
that
was
done
just
blend
into
it,
and
then
do
this
section
here
and
you
can
see
the
bump
out
here
with
the
two
pedestrian
ramps
and
the
blue
bike
station.
A
Thank
you
secretary.
Thank
you,
so
much
for
all
the
hard
work
that
you
do
to
keep
this
project
moving
at
this
point,
do
I
are
there
any
questions
by
federal
commission
members.
D
Oh
good
morning,
zach
this
is
denise
dallin
from
water
and
sewer.
You
had
asked
me
some
drainage
questions
the
other
day
and
I'll.
Send
you
a
response.
If
we
didn't
have
any
issues
with
what
you
have
proposed.
E
I
just
want
to
stated
for
the
record
that
last
time
we
headed
the
disability
commission
had
asked
about
accessible
parking
spaces
along
this
stretch
of
boylston
street,
and
public
works
has
confirmed
that
there
are
no
accessible
spaces
on
this
stretch
of
williston.
A
H
This
is
meg.
I
would
love
to
comment
meg
meinzer
cohen,
president
of
the
back
pay
association.
First
of
all,
I
thank
want
to
thank
you,
zach
and
power
for
all
the
work
that
you
and
your
teams
have
done.
I
think
we're
really
moving
slowly,
but
surely
one
block
at
a
time
to
repair
boylston
street
sidewalks,
I
would
say
the
back
bays
association
would
be
supportive
of
finding
a
number
of
spaces
for
accessible
parking
on
the
street.
H
Should
that
should
we
be
able
to
find
a
spot,
and
I
am
looking
at
the
bump
out
for
the
first
time
with
blue
bikes.
We
will
look
at
that
in
context
of
the
overall
program,
but
today
we
are
supportive
of
this
and
we
thank
you
for
everything
that
you're
doing
and
we
look
forward
to
next
year's
block
and
the
year
after
that.
This
is
an
ongoing
project
and
we
appreciate
your
diligence
and
your
commitment
to
it.
Thank
you
so
much.
A
Thank
you
mick.
I
again
want
to
publicly
acknowledge
all
the
guidance
leadership
and
support
you
have
given
us.
You
hold
us,
you
hold
our
feet
to
the
task
last
day
was
a
little
bit
of
an
awkward
year.
I
think
we
all
know
what
happened
last
year.
Public
safety
was
more
important
than
it
begins,
but
we
truly
appreciate
make
your
your
ongoing
support,
your
leadership
and
the
guidance
which
you
have
demonstrated
not
only
this
project
but
through
so
many
of
our
efforts
in
the
back
area.
A
So
thank
you
so
much
any
further
comments
by
members
of
today's
audience
and
obviously
star.
I
see
none
wonderful
at
this
point.
I'd
like
to
get
a
motion
regarding
public
hearing
number
one.
A
And
you
want
to
post
or
abstain
hearing
none
motion
process.
Thank
you,
sak
for
all
the
hard
work
that
you
do.
Thank
you
next
item
on
today's
agenda.
Public
hearing
number
two
on
a
joint
edition
by
pelrose
terrace
dividend
probability,
company
and
mr
matthew
o'hara
for
the
abandonment
of
any
and
all
rights
to
travel.
The
public
may
have
had
within
terrace
place
a
private
way
prospering
from
ada
terra
street
to
its
south
easterly
terminus.
A
I
Yes,
yes,
hello,
mr
chairman,
this
is
mike
ross
on
behalf
of
the
applicant
good
morning,
michael
good,
to
see
you
good
morning
good
to
see
you
good
morning,
commissioners,
I'm
the
attorney
for
the
project.
Matt
o'hara,
the
principal
is
on
with
us.
Along
with
our
engineer,
tony
capocchetti,
from
haze
engineering.
I
have
a
presentation
that
I
just
want
to
pull
up.
That's
okay!
Please
do
so.
I
Okay,
all
right,
hopefully,
you
can
see
that
weekend-
okay,
great,
so
this
is
just
to
familiarize
the
commissioners.
The
this
is
an
abandonment
petition
of
terrorist
place.
I
I
The
purpose
of
the
abandonment
is
to
erect
a
development
in
this
area,
which
we
are
in
the
process
of
doing
so
with
bbda
through
article
80
small
project
review
on
this
particular
project
for
homeownership
condominiums.
In
this
area,
the
team
has
received
the
necessary
approvals
or
sign-offs
from
the
various
utility
companies
and
city
agencies
and
departments.
I
This
is
the
the
plan
itself.
It's
to
abandon
terrace
place
the
again
for
the
purpose
of
erecting
and
development.
There
is
an
easement
to
the
rear
for
the
mbta,
which
will
be
accessible
through
a
easement
from
terrorist
street
that
has
been
provided
by
the
applicant
and
the
abutting
property
owner.
I
This
is
the
proposed
development
just
to
let
you
know
what
we're
up
to.
We
will
be
coming
back,
I
believe,
to
the
pick
for
curb
cuts
and
the
like,
but
the
whole
reason
why
we're
here
today
is
to
handle
this
abandonment.
Property
owner
owns
both
sides
of
the
of
terrorist
place.
Therefore,
making
it
and
terrorist
place
is
a
private
roadway,
thereby
making
him
the
owner
and
fee
of
the
of
the
property
and
the
only
owner
at
that,
and
that
is
essentially
why
we
are
before
pick
today.
A
A
C
J
Good
morning,
thank
you
for
having
us.
This
is
adam
heller,
from
siena
engineering
group
representing
tc
systems,
for
this
petition
so
as
described.
This
is
about
a
thousand
feet
of
4-h
conduit,
including
city
shadow,
along
commonwealth
avenue
between
silver
way
and
granby
street.
J
At
the
new
business
hearing,
we
were
asked
to
confirm
that
there
was
no
utilizable
city
shadow,
so
we
did
take
another
look
in
the
records
database
and
coordinate
with
todd,
and
it
was
determined
that
there's
nothing
that
would
work
right
between
these
sections
and
in
fact
the
conduit
is
tying
two
verizon
animals
together
that
do
not
currently
have
a
in
the
spare
capacity.
J
We've
also
been
in
coordination
with
the
mbta
to
make
sure
that
when
the
time
comes,
the
two
bus
stops,
that
will
be
impacted,
will
be
temporarily
either
relocated
or
closed
and
redirected
to
the
other,
so
that
will
certainly
take
place
before
any
work
starts.
I
believe
those
were
the
two
items
that
were
you
know,
asked
about
at
the
business
hearing
and
so
I'd
be
happy
to
take
any
additional
questions.
D
A
little
while
ago,
yeah
we
do
want
you
to
have
the
those
little
comments
that
we
made
with
the
catch
base
and
laterals.
We
do
want
to
have
those
shown
on
the
drawing.
We
don't
have
an
issue
with
the
location
of
the
of
your
conduit,
so
you
know
I'm
not
sure
if
it's
appropriate
to
just
say
you
know,
for
its
contingent
upon
our
approval.
We
don't
really
have
an
issue
with
the
location.
It's
just
those
little
minor
things
that
we
do.
A
It's
absolutely
okay,
you,
let
me
say
it
again:
it's
absolutely
okay
for
a
commission
member
who
is
going
to
make
a
motion
to
support
your
concerns
contingent
upon
your
concerns
because,
however
minor
I'm
sure
they
are
needed,
so
that
is
quite
okay
to
have
a
complete
board.
J
And
denise,
just
for
the
record,
we
did
submit
the
revised
plan
for
those
comments
on
july
23rd.
I'm
not
sure
if
you're
able
to
find
the
the
plan
in
the
office
and
the
plan
that
I'm
showing
right
now
does
include
those
comments
and
the
mylar
that
we
send
back
to
the
pic
will,
you
know,
have
those
lateral
connections
shown
as
well.
Of
course,.
D
Yeah
they
actually,
I
may
apologize,
they
didn't
mention
that,
but
you
did
mention
that
earlier,
so
I
will
check
it
isn't
there,
but
it
might
be.
You
know
not
in
the
folder.
It
just
might
not
be
have
made
its
way
to
review
web,
but
I
will,
I
will
check
downstairs
as
soon
as
the
meeting
is
over.
Okay.
J
C
Make
the
motion
to
approve
a
petition
by
tc
systems
incorporated
for
grant
of
location
at
commonwealth
avenue,
contingent
upon
boston,
boston,
water
and
sewer
commission
approval
of
the
final
plans
and
as
further
rented
to
the
record
by
the
chair?.
E
A
A
K
Yes,
good
morning,
this
is
anna
simashka
and
I'm
with
crown
castle
and
with
me
today
on
the
call
is
quadharnoy
we're
petitioning
for
grant
a
grant
of
locations
with
lead
company
starters
and
no
participants
to
install
a
new
telecommunications
conduct
with
cd
shadow
on
huntington
avenue
and
four
side
street
in
the
fenway
area
near
northeastern
university.
K
The
length
of
the
dick
is
going
to
be
about
830
feet
of
micro
trench
between
an
existing
crown
castle,
hand,
hole
on
huntington
manhole,
my
apologies
on
huntington
avenue
and
a
new
crown
castle
hand
haul
on
the
forsake
sheet
are
next
close
to
the
pole.
Next
to
the
54
for
side
street,
we
have
not
received
any
interest
since
a
new
business
hearing
and
any
comments
or
questions.
A
Anna,
I
believe,
miss
cody
from
the
boston
transportation
department
who
is
not
here
today
did
mention
the
concern
about
cutting
up
the
speciality
crossbars
that
you
are
going
to
encounter
at
the
intersection
of
foresight
and
artificial
avenue.
How
would
you
respond
to
this
codex
comics
if
she
was
here
today.
K
Yes,
she
did
so
that
is
actually
a
drawn
up.
Specialty
crosswalk,
it's
it's
a
paint
basically,
so
we
would.
We
would
restore
it
to
its
original
condition.
Obviously,
after
we're
done.
A
K
We
would
do
our
best,
obviously
to
do
it
before
november
out
of
date
for
the
restorations
for
the
sidewalks.
This
is
a
kind
of
a
longer
dig,
so
once
we
get
the
approval,
we
should
be
able
to
restore
it
by
this
year,
basically
by
the
moratorium
time.
That's
for
sure.
A
Thank
you.
I
appreciate
that
earnest
response
on
your
path.
We
do
also
want
to
make
sure
that
speciality
crossbars
do
get
put
back,
I'm
so
disappointed
with
how
many
crosswalks
I'm
seeing
around
the
city,
especially
our
specialty
crosswalks,
that
has
been
cut
and
not
being
restored.
So
that's
point.
A
One
truly
appreciate
you
doing
it
just
point
off
note
here,
especially
the
crossbox
can
only
be
put
in
when
the
baby
is
fairly
decent,
meaning
if
it's
super
cold,
it
cannot
be
done
so
be
sensitive
to
you
being
able
to
put
that
restore
that
prosper
while
the
weather
is
still
cooperating,
not
mainly
snowing.
A
Thank
you,
anna.
Do
I
hear
any
comments
or
concerns
by
fellow
commission
members.
J
A
Thank
you
todd
at
this
point,
I'd

Yes,
good
one
and
again
this
is
anna
samashka
from
crown

and
we're
petitioning
for
a

no

to
install
a

This
was

at

K
The
total
length
of
this
proposed
change
is
over
1
000
feet
of
which
about
294
feet
in
is
in
the
city
of
city
of
boston
jurisdiction,
and
we
are
seeking
pac
approval
for
that
portion
and
we're
going
to
be
installing
a
micro
trench
between
a
harvard
owned,
a
manhole
opposite
to
shrewsbury
road
and
a
new
proposed
crown
castle
handhold
at
the
dcr
property
line.
K
K
Yes,
we
are,
we
are
working
with
dcr
to
to
get
the
approval
and,
as
you
can
see
on
the
plan,
we
highlighted
the
property
line
between
the
city
of
boston
and
dcr,
so
we
are
working
with
them
to
get
approval
for
their
portion.
D
Good
morning
anna,
this
is
denise
devon
from
boston,
wire
and
store
hello.
We
don't
have
a
concern
with
what
you're
proposing
right
here,
but
we
did
notice.
So
you
added
a
handhold
on
the
dcr
side
and
we
do
want
to
have
that
filed
and
we
do
want
to
have
that
pre-approved
from
us.
So
we
don't.
We
don't
have
a
concern
with
what
your
your
petition
is.
Just
we
do
want
to
have
the
the
you
know.
D
With
the
handle,
even
though
you
know
it's
added
on
to
what
we
are
already
approved,
all.
K
Right
we'll
file
this
with
you
guys
as
well.
Of
course.
E
A
M
Morning,
thank
you.
My
name
is
chris
hardy
with
mitch,
I'm
joining
the
call,
with
paul
terrell
from
tecton,
architects
and
michael
maher
from
the
vita
kidney
care
as
well
and
we're
here
for
what
essentially,
I
think,
is
a
relatively
small
project.
We
had
actually
been
before
the
kick
a
couple
years
ago
for
a
larger
overall
project
associated
with
this
entire
block
here
with
the
smith
development
and
had
reconstructed
a
section
of
harrison
out.
M
Vita
kidney
care
is
a
tenant
in
the
660,
harrison
avenue,
building
and
essentially
they're,
making
some
internal
renovations
to
reopen
this
front
door.
There
was
a
front
door
along
harrison
avenue
in
the
past.
It
was
closed
off
at
a
certain
point
and
there's
a
step
up
to
just
what
is
a
glass
window
right
now.
M
This
entrance
is
going
to
be
reactivated,
and
so
the
sidewalk
needs
to
be
graded
so
that
it
can
be
accessible
from
the
site
from
the
street
and
then
additionally,
we
propose
to
change
the
use
of
the
curb
here
and
coordinate
this
with
btd
for
ambulance,
drop-off
and
so
that'll
result
in
removal
of
a
couple
of
meters,
as
well
as
the
construction
of
a
new
pedestrian
ramp
for
stretchers
to
be
able
to
get
up
on
the
sidewalk,
so
they
can
access
this
new
front
door.
M
A
E
A
Okay,
wonderful,
any
comments,
I'm
sorry,
maybe
any
comments
by
pse
staff
and
or
because
of
today's
audience.
No,
not
that
being
said,
then
we
will
mark
you
up
for
public
hearing
on
august
19th.
If
that
is
correct.
Yes,
that's
good!
A
N
Good
morning,
para
good
morning,
members
of
the
commission,
as
noted
this
is
for
placement
of
one
new
four
inch.
Oh
hang
on.
Let
me
share
my
screen.
L
N
So,
as
noted,
this
is
for
a
proposed
placement
of
one
four
inch
schedule:
40
pvc
conduit
from
existing
utility
pole
14
on
nightingale
street
at
the
intersection
of
talbot
ave,
and
this
is
going
to
extend
280
feet
with
a
city
shadow
conduit
to
the
property
line
of
52
talbot
ave.
It
should
be
noted
that
the
original
sketch
that
was
sent
over
was
incorrectly
shown
with
a
hand
hole
in
the
sidewalk
here
in
front
of
talbot
ave.
That
was
incorrect.
N
It
was
amended
and
sent
over
to
todd
lyman
yesterday.
I
believe-
and
this
is
the
correct
design,
so
the
conduit
is
going
to
extend
just
after
this
light
pole
and
to
the
property
line
of
talbot
ave.
This
change
reflected
the
correct
footage
of
conduit.
The
petition
language
shows
251
feet.
The
change
has
since
added
to
the
correct
footage
of
280
feet.
N
So
I
wanted
to
note
that
the
petition
documents
will
be
amended
and
changed
to
reflect
the
updated
sketch
that
will
be.
You
know,
updated
and
changed
before
the
final
hearing.
Excuse
me,
there
was
also
a
request
to
have
a
hand
hole
installed
in
the
sidewalk
here,
a
city
shadow
hand
hole
by
poll.
14.
N
D
Oh
good
morning,
richard
this
is
denise
david
from
boston,
water
and
store.
Thank
you
for
notifying
us
of
the
change
that
you
made
from
the
plans
that
we
approved.
So
we
appreciate
that
I
do
have
an
answer
for
you.
You
do
have
to
go
back
to
engineering
customer
services
and
get
the
approval
again
for
anything.
That's
changed
from
from
what
you
sent
last
night
and
from
this
meeting
before
public
hearing.
A
A
Any
further
comments
by
fellow
commission
members
getting
none
richard
before
us
before.
I
turn
this
over
to
comments
by
my
ps
is
staff
members
pretend
this
is
just
the
customer.
It's
time
to
understand
you
why
you
are
taking
this
there's
a
product
issue
here,
so
it's
like
a
point-to-point
source
from
one
of
your
your
delivery
systems.
I
eat
a
poll
to
a
customer.
Is
that
correct.
N
Yes,
this
this,
this
conduit
is
going
to
it
the
it's
actually
going
to
extend
to
the
property
line
and
there's
a
there's,
an
existing
handhold
on
the
customer
property.
N
Like
I
said
before,
the
the
initial
sketch
showed
the
handhold
blatantly
in
the
wrong
direction
or
in
the
wrong
location.
It
was
they
showed
it
in
this.
You
know
the
public
sidewalk,
which
caused
the
change
for
this.
But
yes,
this
is,
for,
I
believe
it's
for
a
node
placement
on
the
light
pole,
but
the
the
conduit
is
going
to
tie
into
a
wireless
handhold
that
is
on
their
property.
A
B
Yeah,
so
we
received
these
updated
plans
yesterday,
and
we
had
a
few
questions
as
to
the
purpose
of
this
dig,
as
richard
kind
of
alluded
to
is.
This
is
to
accommodate
a
das
antenna
on
the
street
light
in
front
of
52
talbot.
I
still
have
a
few
more
questions
as
to
how
the
connections
is
being
made
from
that
hand
hole
on
private
property
to
the
light
pole
itself.
A
Thank
you
dawn
any
comments
by
members
of
today's
audience.
I
see
here
none
richard.
I
would
assume
that
you
will
work
with
mr
lyming
and
address
the
concerns
of
ps
staff
first
and
foremost
before
we
even
get
to
the
concerns
of
pac
commission
members
understood.
Thank
you
wonderful,
so
we
will
mark
you
up
for
two
weeks
that
will
be
august.
