From YouTube: Public Improvement Commission Hearing 2-15-18
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

R
S
You
again,
my
name
is
Deborah
Danica
I'm
with
niche
engineering,
a
project
manager
and
engineer
there.
We
have
in
front
of
your
petition
and
request
for
a
grant
of
location
for
some
telecommunications
infrastructure.
The
BU
has
three
existing
buildings.
The
building
at
a
hundred
Newton
Street
is
currently
undergoing
some
renovations
in
a
building
addition,
we're
proposing
and
requesting
to
install
telecommunications
conduit
connections
from
the
hundred
East
Newton
building
Street
cell
early
across
Albany
Street,
the
80-foot
right-of-way,
to
connect
to
their
existing
building
at
650
Albany
Street.
That
conduit
will
contain.
S
Excuse
me
that
duct
bank
will
contain
six
piping
conduits,
we're
also
requesting
to
install
a
run
from
the
hundred
East
Newton
Street
easterly,
along
Albany
Street,
to
crossed
East,
Brookline
Street
and
connect
to
their
existing
6:09
Albany
Street
building.
We
originally
proposed
to
have
a
duct
bank
of
two
conduits
as
part
of
the
review
process
and
requests
from
the
city
we've
added
in
to
city
shadow
duct.
S
Those
conduits
will
be
there
for
the
city's
use
in
the
future.
So
we
are
from
basically
the
handful
you
can
see
in
front
of
the
hundred
East
Newton
Street,
building
to
the
hand,
hole
in
front
of
the
609
Albany
Street
building
will
include
the
four
duct
banks
with
have
which
have
the
two
city
shadow
conduits.
As
part
of
this
process.
We
also
reached
out
to
the
interested
telecommunications
parties
through
the
PSC's
list.
We
have
not
received
responses
that
anyone
else
wants
to
be
a
part
of
this
duct
Bank
built.
I
I
From
the
world
at
East,
Brookline
straight
and
Albany,
your
caucus
will
go
through
our
ramps
and
intersection.
Please
ensure
that
when
the
work
is
performed
and
may
be
stuck
later,
that
Jesus
bleep
liquid
has
a
proper.
The
work
is
done
correctly.
It's
yes,
it's
make
sure
that
it
is
not
going
to
be
an
embarrassment
for
the
university.
Absolutely
good.
Stop
every
swirl
it's
to
reflect
with
that
standards.
Yeah.

for
the

So
we
did
ask
actually
we're
trying
to
put
our
field
office
in
609
and
there
isn't
Comcast
even
into
the
building.
So
we've
been
doing
a
lot
of
work
with
Bui
s
and
T
to
find
other
ways
not
only
to
avoid
this
type
of
cost
end
project,
but
also
even
just
to
feed
a
field
office
and
there
isn't
anything
available.
So
Comcast.
L
Generally,
you
know
that's
the
wheel
of
misfortune,
that's
a
thin
cable
that
they
run
this
up,
but
every
source
you
know
Verizon.
In
some
cases
you
know
you
have
other
vendors
is
something
empty.
This
would
spare
ducks
right.
That's
what
we
prefer
that,
as
stores
in
the
public
way
to
reduce
the
amount
of
cuts
and
utilities.
That's
what
we
look
to
do
so
being
saying
that
you've
reached
out
to
Verizon.
I
You
see
to
participate
through
this
PSE
office,
this
process
eversource,
even
though
they're
in
the
business
of
electricity.
They
have
a
sub
branch
that
are
in
the
business
of
telecommunications
and
they
change
the
ownership
of
their
electricity
conduits
to
run
telecommunications,
so
you
have
future
planets
that
are
coming
through,
which
engineering
for
these
matters
of
this
nature,
please
advise
them
that
they
need
to
reach
out
of
horizon
and
it
was
source.
They
are
telecommunications,
part
because
parts
be
electric
some
and
it's
not
something,
but
many.
S

Has
to

the

so
there's
we're
proposing
it
there
because
there's
a
lot
of
existing
utilities
at
the
intersection
of
East
Brooklyn
Street
in
Albany
Street,
in
order
to
run
the
conduit
that
far
it's
to
about
320
foot
length
and
then
thinking
about
we've
done
a
profile
in
a
section
of
that
to
get
the
run
actual
conduits.
Excuse
me
the
actual
cabling
through
the
conduits,
in

to

it

by

for

cafe
license
for
seasonal
outdoor

within
Massachusetts

within

two

dated

U
Two
weeks
ago
we
were,
we
updated
the
sheet
one
to
show
the
new
infrastructure
that
is
part
of
the
bridge
replacement
project
showing
the
new
traffic,
our
maths
and
new
pedestrian

and
the
new
light,
as
you
requested,
if
structure
will
be
in
between
the
sidewalk
cafe
and
the
cycling
this
being
proposed.
So
that
area
remains
clear:
have
the
six
feet
clear
between
the
bike

and
the
cafe
space.

F
So,
in
order
to
come
so
the
the
rendering
to
your
to
my
left
is
the
proposed
project
and
then
in
mind.
So
we
have
started
demolition
of
the
garage
and
you
can
kind
of
see
the
former
garage
is
no
longer
there.
We're
trying
to
complete
the
demolition
and
why
we
are
here
is
to
for
the
earth
retention
system
for
the
occupying
Devonshire
as
well
as
Federal
Street
BW
SC,
requested
that
we
videotape
the
lines
we
will
to
monitor
those
lines.
I
F
I
Are
so
excited
about
this
project
and
we
want
to
be
as
supportive
as
we
can,
but
once
you
are
done,
the
streets
may
need
a
little
bit
of
attention.
Ignacio
construction
vehicles
themself
will
be
stressing
out
the
infrastructure.
So
please
do
what
needs
to
be
done
without
us
asking
to
make
sure
that
the
streets
are
as
amazing
as
your
whole
project.
Sure.
N
B
K
I
K
K
Q
A
V
V
That
the
canopy
is
a
it's
eight
foot,
three
of
the
face
of
the
building.
It
replaces
about
a
two-foot
canopy
in
approximately
the
same
locations,
we're
fitting
it
within
the
pocket
that
exists.
It
is
a
welded
steel
frame
with
a
glass
roof
it's
lit
from
below,
and
then
we
are
proposing
several
digital
signs
on
the
canopy
itself,
to
London
one
on
each
side
and
one
on
the
front
and
then
above
it,
which
is
really
does
not
protect
into
the
street,
but
is
part
of
the
overall
aesthetic.
V
V
V
Correct
we've
been
in
conversations
with
the
David
Carlson
at
the
PPTA
about
about
the
canopy
itself
and
he
is
providing
us
formal
approval.
We've
been
back
and
forth
a
little
bit
about
some
of
the
details,
but
he
is
expected
to
get
us
approval
that
maybe
itself,
from
their
point
of
view
very
shortly.
B
V
I
So
that
you
brought
it
up,
because
when
that
sign
went
up
some
about
10
years
plus
it
created
a
lot
of
discussion
within
that
corridor
as
to
the
type
of
science,
ahh
hage
the
message
and
non-standard
site.
So
there's
a
host
of
conversations
and
a
little
abou
might
still
be
around
from
there
yah.
Mr.
Carlton
was
there
here.
I
C
I
You
did
a
toddler
sign
there
wasn't
that
many
student
presents
over
there,
but
now
you
know
how
it
has
grown
and
we
are
so
appreciative
of
that
code.
So
please
balance
the
context
of
the
science,
so
that
is
just
whatever
the
sign
now,
as
far
as
what
what
is
permitted
in
terms
of
a
sign
I
think
there's.
Maybe
it
will
be
our
BBVA
that
regulates
content.
You
know
whether
there
are
public
service
messages
that
can
be
putting
on
our.
So
that's
someone
else,
but
please
be
mindful
of
this
factor.
Q
A
P
P
V
P
A
Of
things,
you
just
take
a
look,
look
at
his
big
answer
of
what
that
View
corridor
looks
like
for
folks
who
are
crossing
by
that
sort
of
maybe
crossing
by
that
alley
and
whether
and
how
this
sign
will
eventually
again.
These
were
really
mindful
of
is
catch
people's
eye
and
take
them
away
from
under
seeing
somebody
who
maybe
crossing
the
road
in
that
particular
area.
That's
very
important.
P
V
Wanted
to
point
out
that,
as
part
of
this,
obviously
we
are
required
to
reach
out
to
the
utilities
and
I
discussed
I.
Had
a
I
got
a
call
from
every
source
like
yesterday
about
the
fact
that
there
is
a
transformer
vault
underneath
this
canopy.
So
we
will
be
putting
on
our
drawings
a
requirement
that
our
client
be
responsible
for
lifting
that
cap
with
a
gantry.
They
typically
if
they
have
the
chance
to
change
the
transformers.
A
Thank
you,
Dan
your
table
numbers.
The
public
is
two
weeks
enough
to
have
to
come
back
March
1st
with
and
confirming
some
of
the
pieces
that
Commissioner
Ashford
asked
about
and
just
again
and
in
which
you
can
present
about
how
this,
how
this
may
or
may
not
impact
drivers
along
that
corridor
guidance
master.
Thank.

Q
W
Are
petitioners
by
a
joint
venture
of
Omni
and
Davis
companies
for
three
separate
PSC
actions?
This
set
petitions
is
the
first
set
of
petitions
that
will
come
before
you
related
to
the
construction
of
this
project.
This
project
is
going
to
be
built
on
Massport
own
land
under
a
long-term
ground
lease
that
our
client
will
enter
into
which
Massport
our
client
has
already
entered
into
a
development
agreement
with
Massport
and
assessments,
advancing
the
design
of
the
project
and
is
working
very
closely
with
city
agencies,
particularly
around
public
realm
improvements
and
with
massport.
W
Of
course,
this
building
is.
We
have
a
schedule
that
calls
for
closing
in
May
and
for
construction
to
commence
and
a
hotel
opening
in
October
of
2020.
So
without
further
ado,
I'm
gonna,
let
Dante
explain
a
little
more
about
the
project
itself
before
we
go
into
the
three
petitions
before
the
PSC
good.
D
D
The
project
we're
introducing
today
is
essentially
a
joint
venture
between
Omni
and
New
Boston
hospitality,
which
is
a
subsidiary
entity
of
the
Davis
companies.
The
project
is
a
thousand
fifty-four
room.
Hotel
will
have
the
largest
Ballroom
in
the
city
for
a
hotel,
25,000
square
feet
at
jr.
ball
in
which
15,000
square
feet.
D
We
have
roughly
110,000
square
feet
of
meeting
in
ballroom
space,
in
addition
to
it
within
it
with
including
the
pre-function
space,
we'll
have
roughly
30,000
square
feet
of
retail
space
and
we
are,
as
Rebecca
said,
stated
we're
going
to
hopefully
be
starting
some
work.
It's
early
as
mid
April
with
some
foundation
work
with
a
completion
date
in
mid-october,
roughly
or
October
of
2020,
is
the
current
projection.
D
We
are
really
excited
about
the
project.
The
parking
associated
the
project
is
being
built
as
we
speak
by
Massport,
so
we
will
have
rights
in
the
garage,
the
South
Boston
water
transportation
center,
which
will
be
connected
to
our
hotel,
so
that
is
essentially
the
plan.
As
you
can
see,
we
have
some
renderings
there
to
22
to
21
story
towers
on
a
podium
and
we're
working
close
to
us.
Rebecca
stated
with
the
city
of
Boston
and
all
of
the
agencies,
as
well
as
mass
port,
to
advance
the
project
so
really
excited
about
the
project.
D
W
This
time
is
that
the
work
before
you
relates
to
what
we're
calling
early
start
work,
which
is
a
utility
line,
relocations
and
so
installation
of
groundwater
injection
wells.
A
construction
management
plan
has
been
submitted
to
BTD
by
John
Moriarty
associates
the
contractor
for
the
project
for
this
early
start
work,
so
those
conversations
have
begun.
D
I
apologize,
the
one
other
thing
I
did
want
to
say
is:
we've
already
secured
our
equity,
the
project
we
have
executed
term
sheet
on
that
get,
so
the
project
is
financed.
At
this
point,
as
I
stated
earlier,
we
excited
about
proceeding
and
moving
forward
to
get
the
building
under
construction.
Thank
you.
Yeah.
W
The
location
there
and
we
discussed
this
with
Massport
passport-
is
fine
with
either
discontinuing
subject
to
existing,
but
a
grants
of
location
or
Massport
is
happy
to
enter
into
easement
agreements
with
those
who
have
facilities
there.
I've
also
been
in
touch
with
the
boss,
and
why
aren't
Sewer,
Commission
and
they've
confirmed
they
do
not
have
facilities
in
the
gist
community
to
be
discontinued.
W
A
A
J
I
D
There's
actually
a
tunnel
that's
being
proposed
to
the
project
to
go
under
Summer
Street
that
actually
connects
through
our
hotel
so
part
of
our
RFP
process.
Our
response
to
the
two
Massport
was
that
we
would
provide
a
portion
of
a
covered
walkway
down
the
World
Trade
Center
app,
so
you
can
go
from
the
Silver
Line
station
all
the
way
under
a
covered
walkway
down
World
Trade,
Center
Ave
through
our
hotel
down
an
escalator
and
then
through
a
tunnel
that
will
connect
us
to
the
Boston
or
to
the
Convention
Center.
D
There's
one
existing
we're
actually
contemplating
a
different
alternative
right
now.
That
is
more
direct
as
some
elevation
changes
in
the
existing
tunnel.
The
existing
tunnel
might
help
me
get
reused
for
another
purpose,
for
the
hotel
principal
use
may
be
used
as
a
storage
location
for
the
ballrooms.
For
our
we
have
computed.
I
D
Have
an
alignment,
an
interest
in
maintaining
a
covered
walkway
that
you
know
is
temperature-controlled
allows
our
guests
to
comfortably
move
between
the
empty.
Let's
all
the
dimensions
are,
so
that
we'll
dead
will
it's
in
fact
that's
part
of
our
obligation
of
Massport,
and
that
will
be
precluding
the
project.
V
W
Main
kasi
emailed
me
yesterday
and
say
he
stole
jiggy
with
his
engineering
people,
but
he
doesn't
think
that
there
are
facilities
underneath
there
yeah.
W
N
V
N
Q
N
G
I
M
D
I
L
I
J
L
J
K
D
Our
initial
design
program-
that
should
be
the
case
so
again,
it's
really
about
the
dimensional
aspects
as
I
think.
The
sidewalk
dimension
that
we're
now
talking
about
gets
down
to
roughly
eight
feet
in
front
of
our
hotel
to
the
property
line.
So
I
know
that
this
real
climate
have
certain
amount
of
clearance
for
tree
pets
and
the
like.
So
we're
gonna
have
to
work
with
the
city
to
figure
out
what
the
solutions
are
to
achieve
that.
But
that
was
our
attention
in
conjunction
with
Massport
our
presentation
of
a
sport
as
well.
O
O
O
Shown
here
in
this
plan,
the
shaded
area
shows
the
the
approximately
the
time
accident
install.
So
it's
actually
we're
anticipating.
We
might
be
about
four
feet
on
center
and
that's
what
we've
shown
result
hundred
and
five
tie
backs
the
area.
That's
about
eight
down
the
plan
is
the
area
where
that
existing
Road
tunnel,
which
to
is.
K
Yeah,
the
tie-back
system
is
extensible
and
it
extends
quite
far
in
summer
Street,
and
we
just
need
to
remember
that
people
who
are
digging
in
the
street
that
was
decades
to
come.
So
not
only
do
we
need
to
protect
the
existing
utilities,
so
all
the
typical
requirements
would
be
WC
apply
here.
Pre
and
post
inspection
of
the
gravity
place.
Monitoring
during
the
excavation
activities
and
post
inspection
make
sure
tie
backs,
don't
go
through
pipes,
but
also
the
key
tensioning
of
these
key,
because
there's
a
100%
chance
that
we
dig
a
substrate.
H
I
Your
summer
Spade,
if
the
next
50
years,
I'll
be
foolish.
If
I
can't
say
that
I
know
what
might
happen,
okay,
so
the
foundation
systems
might
be
quite
dramatic
for
whatever
that
may
be
supported
along
the
surface
Street
corridor.
I'm
sure
you
have
a
variety
of
people
who
were
systems
that
May
and
those
babies
need
large
foundation
systems,
so
make
sure
that
this
stuff
is
not
in
the
way.
Q

Q

A
Q
Y
Y
I'm
Wendy
Carter,
the
Associate
Director
of
real
estate
at
Madison,
Park,
Development,
Corporation,
Madison
Park,
is
the
sole
member
of
2451
Washington
LLC.
Thank
you
for
hearing
our
request
today.
We're
requesting
specific
repairs
and
pedestrian
easement
related
to
24:51
Washington
Street,
which
is
16
proposed
new
construction,
condominiums
and
they'll,
be
mixed
income
condominiums
targeted
at
first-time
homebuyers.
Y
We
are
proposing
two
small
pedestrian
easements
to
create
a
sidewalk
to
meet
requirements
along
the
full
stretch
of
the
sidewalk
in
front
of
our
property
and
at
the
request
of
several
city
departments.
We
are
also
agreeing
to
expand
the
existing
sidewalk
in
to
gild
row
and
therefore
create
a
wider
sidewalk
and
a
smaller
street
I
have
with
me,
Alicia
Zukowski
from
semi-auto
civil
engineers
and
Belinda
Lucinda's
who's,
the
owners,
construction
consultant
and
they're
available
to
answer
technical
questions.
Y
I
Please
think
about
this.
Sorry,
if
you
can,
if
time
permits
you
ask
yourself
whether
there
are
bus
stops
within
this
area
or
in
front
of
the
properties
and
with
those
bus
stops,
are
highly
used
and
if
the
bus
stops
have
any
bus
shelters,
because
sometimes
it
is
difficult
for
us
to
ask
for
a
bus
shelter
if
the
sidewalks
are
not
wide
enough.
So
providing
these
pedestal
eastman
areas.
Sometimes
it
creates
a
wider
space
for
a
shelter
to
be
there.
J
L
J
Stream
crossing
across
Gil
Grove
and
to
wipe
the
sidewalk
with
it
in
front
of
this
property
so
that
we've
got
another
space
around
the
corner.
The
trees
get
a
little
bit
weird
upstream,
so
we
want
to
essentially
pull
out
this
curve
line,
and
the
thought
would
be
that
the
curve
line
upstream
could
come
out
and
then
trees
could
stay
in
port
and
not
have
to
be
removed
and
that
this
could
be
the
curve
line
and
have
them
had
to
travel
outside
of
the
trees.
U
X
X
X
Q
J
I
I
I
So
what
did
we
speak
because
we
had
another
situation,
but
you
say
that's
a
park
where
what
part
of
the
equation,
like
so
being
removed,
the
other
part
of
the
equation
was
not
putting
those
lights
back.
This
isn't
a
better
feel,
meaning
to
show
people
hey.
This
light
is
God,
and
now
you
have
a
dark
area
with
very
straight
crossing,
so
hey,
maybe
just
can
make
sure.
While
we
are
trying
to
improve
in
state
safety
advertently,
we
are
not
taking
a
light
out.
