Again,
this
is
a
request
that,
rather
than
taking
an
action
on
the
proposal,
one
Ashla

today
that
this
would
be
deferred
for
another
two
weeks
until
the

of
November

2017.
Just
as
a
reminder,
I
know
that's
a
number
of
folks
here
who
would
like
to
provide
testimony
well
welcome
that
in
just
a
moment
for
folks
who
want
to
provide

folks
can
email

folks
who
want
information
about
the
proposal.
A
The
National

is
put
forward.
National

has
a
point
of
contact
on
this

and
they
can
reach
that

of

Hi,
my
name
is
Ania
Camargo
and
I
am
with
mothers
out
front
and
the
Boston
clean
energy
energy
coalition
after
two
teenage
daughters
and
that's
what
brings
me
here
today
and
I
just
really
want
to
thank
the
commissioners,
the
mayor's
office
and
National
Grid,
for
allowing
this
to
have
a
democratic
profits
and
for
all
of
us
to
be
able
to
have
a
public
meeting
where
we
discuss
this
issue
before
it
comes
to
the
Commission.
So
I
just
want
to.
Thank
you
all
of
the
people
who
just
found
this
hearing
for
another
couple
weeks.
Thanks.
F
Yes,
we
appreciate
the
delay
and
the
opportunity
for
more
comment
and
review.
At
the
last
meeting,
I
asked
about
getting
an
electronic
copy
of
the
entire
file.
The
submissions
I
did
email.
Mr.
Nagel
I
have
not
gotten
a
response.
We
did
through
councillors
a
comes
off
as
the
author
of
the
City
Council
resolution,
get
a
six-page,
basically
marketing
PowerPoint
about
why
this
would
be
such
a
great
project,
so
is.
G
G
H
Good
morning
Michelle
Sadler
pecan,
so
Jackson
I'm,
just
gonna,
read
his
statement.
Counselor
dr.
Jackson
would
like
to
reiterate
his
opposition
to
this
project,
going
ahead
without
a
proper
and
open
process
in
communities
affected.
He
also
opposes
the
use
of
natural
gas
obtained
likely
by
fracking
to
supply
energy
to
a
luxury
housing
complex
for
decades
to
come
over
the
objections
of
the
community.
Without
regards
to
the
incredibly
diverse
Q's
me,
adverse
effects
of
global
warming
and
he'd
also
like
to
refer
sorry,
the
pic
that
the
silicon
city
council
unanimously
voted
to
postpone
this
process.
A
I
As
many
of
you
may
remember,
spectra
now
in
bridge
constructed
a
high
pressure
gas
pipeline
and
a
metering
and
regulating
station
in
West
Roxbury
against
the
vehement
opposition
of
the
neighborhood
and
in
losing
the
fight
to
keep
a
high
pressure
gas
pipeline
right
across
the
street
from
an
actively
blasting
quarry
in
a
densely
populated
neighborhood.
My
neighborhood
I
learned
that
the
federal
government
does
not
uphold
the
health
and
safety
of
people
over
pipelines
and
I'm,
hoping
Boston
will
be
different
as
a
primary
care
physician.
My
focus
is
on
prevention.
I
If
the
public
Improvement
Commission
acts
wisely
today
can
help
prevent
significant
harm
to
human
health
locally
and
throughout
the
world
in
the
future.
In
my
professional
capacity
and
as
a
mother
of
a
college,
student
I
am
gravely
concerned
about
the
acceleration
of
climate
change.
If
we
do
not
stop
promoting
the
use
of
natural
gas
by
building
more
infrastructure
and
more
pipelines,
the
massive
destruction
and
loss
of
life
of
all
the
super
storms
we
witness
starting
with
Katrina,
should
be
enough
for
us
to
take
action
and
change.
I
I
Let's
not
forget
back
bay
has
its
name
for
a
reason.
Boston
is
surrounded
by
water.
Our
turn
is
coming.
We
are
all
complicit
in
the
damage,
that's
being
done
to
our
health
and
the
health
of
future
generations.
If
we
don't
act
now,
we
are
depending
on
you,
our
local
leaders,
to
take
Boston
in
to
a
healthier
future
that
is
characterized
by
clean
energy.
Thank
you.
J
Thank
you
to
the
public
Improvement
Committee
for
hearing
this
testimony.
Let
me
introduce
myself:
I
am
dr.
Breeland
Berg
infectious
disease
physician
and
a
board
member
of
Greene
Newton
delegate
and
member
of
the
occupational
and
environmental
health
committee
of
the
Massachusetts
Medical
Society,
and
member
of
mass
health
professionals
for
clean
energy.
I
would
just
like
to
emphasize
the
reasons
your
committee
should
question
the
wisdom
of
approving
this
gas
pipeline
expansion
through
Back
Bay
and
South
Station
areas.
J
The
first
is
a
public
health
argument.
Natural
gas
leaks
are
a
public
health
concern.
The
gas
leaked
in
our
streets
is
a
complex
mixture
of
methane
and
hexane,
which
is
a
known
neurotoxin
and
benzene,
which
causes
aplastic,
anemia
and
leukemia
more
concerning
approximately
60%
of
natural
gas
in
Massachusetts
is
obtained
from
fracturing
or
hydraulic
hydraulic,
fracturing
or
fracking,
and
while
a
lot
of
people
know
that
gas
extraction
by
at
the
fracking
process
causes
health
problems
where
the
drilling
is
done,
most
are
not
aware
that
health
risks
can
potentially
occur
all
along
the
pipeline
infrastructure.
J
The
vast
expansion
of
pipeline
infrastructure
in
our
state
brings
these
same
health
hazards
close
to
home,
because
you
don't
have
to
live
near
a
compressor
station
to
be
exposed
to
gas
extracted
with
these
techniques.
In
Massachusetts
there,
an
estimated
16,000
gas
leaks
at
a
prodigious
cost
in
Boston
alone,
at
a
cost
annual
cost
of
90
million
dollars,
and
that's
only
the
direct
economic
cost
because
there's
also
a
health
cost.
The
health
effects
of
these
substances
are
concerning
benzene
and
formaldehyde
are
known
to
cause
cancer,
as
does
radon.
J
Particulate
matter
causes
lung
diseases,
heart
attack,
mercury,
because
natural
gas,
according
to
company
reports,
quote
often
contains
high
concentration
of
mercury,
which
can
be
damaging
to
the
metal
components
of
natural
gas
infrastructure,
thus
accounting
for
some
of
those
leaks,
but
I
can
say
that
it's
also
damaging
to
human
health,
because
mercury
causes
miscarriage
premature
birth
and
neurologic
disorders.
The
leaking
of
these
compounds
into
the
air
is
also
associated
with
the
production
of
ground-level
ozone,
a
pollutant
that
can
reduce
lung
function
and
worsen,
bronchitis,
emphysema
and
asthma.
J
Because
of
these
health
concerns,
the
American
Medical
Association
and
the
Massachusetts
Medical
Society
have
passed
resolutions
calling
on
our
state
legislature
to
require
comprehensive
health
impact
assessments
prior
to
the
construction
of
natural
gas
infrastructure
and
last
April.
The
Massachusetts
Medical
Society
further
demanded
that
these
health
impacts
of
exists
be
also
carried
out
on
existing
natural
gas
infrastructure
because
they
were
specifically
interested
in
the
health
effects
of
gas
leaks.
J
In
addition
to
the
health
effects
of
natural
gas
leaks,
methane
is
also
a
potent
heat-trapping
gas
and
makes
a
significant
contribution
to
climate
change.
Climate
change
may
damage
human
health
and
well-being
zin
many
documented
ways
through
extreme
weather
events,
food
and
water
insecurity,
the
spread
of
water-borne
and
infectious
disease.
Foreign
diseases,
the
elderly,
the
sick
and
the
disadvantaged
are
at
higher
risk
of
the
effects
of
climate
change.
But,
as
we
all
know
from
the
recent
events
in
Florida
and
Texas
and
Puerto
Rico,
we
are
all
at
risk.
J
We
have
shown
that,
when
particulate
matter
levels
are
higher
even
within
the
current
daily
standard,
adult
lung
function
is
worse
and
while
I'm
concerned
about
how
air
pollution
affects
adults,
especially
those
who
are
more
susceptible
I'm,
even
more
concerned
about
how
how
air
pollution
affects
children
whose
lungs
are
still
developing
until
they're
teenagers.
A
staggering
twenty
percent
of
Boston
kids
will
develop.
Asthma
and
specifically
kids,
who
are
more
exposed
to
pollution,
have
lower
lung
function.
J
So,
in
conclusion,
the
expansion
of
this
natural
gas
infrastructure
undermines
efforts
and
funding
in
our
state
to
address
public
health
issues
such
as
asthma
and
heart
disease
priorities
set
forth
by
state
health.
Commissioner
Monica
Burrell.
We
at
the
MassHealth
professionals
for
clean
energy
consider
advocating
for
cleaner
air
and
a
response
to
climate
change
to
be
part
of
our
professional
responsibilities
as
healthcare
providers.
J
To
reiterate,
peer-reviewed
medical
studies
demonstrate
that
there
are
serious
health
concerns
around
natural
gas
production
infrastructure
and
leaks,
including
the
elaboration
of
known
carcinogens,
such
as
benzene,
lead
and
particulate
matter,
pollution
of
drinking
water
and
the
release
of
methane
with
its
associated
impact
on
climate
change.
We
trust
the
committee
will
bear
these
public
health
concerns
and
costs
and
climate
change
arguments
in
mind
as
they
consider
the
human
health
consequences
of
this
pipeline
expansion.
Thank
you
so
much.
K
Good
morning,
commission,
thank
you
for
hearing
us.
Thank
you
for
having
this
hearing
again.
I
echo
the
thanks
that
have
been
given
for
how
our
city
is
open
about
this
process.
I
stand
as
a
pastor
in
the
center
of
the
Back
Bay.
Here
in
Boston,
my
name
is
Reverend
Rob.
Mark
Church
of
the
Covenant
is
the
community
that
I
serve,
and
we
also
are,
together
with
the
women's
lunch,
place,
a
wonderful
organization
here
in
the
heart
of
Boston,
which
serves
over
200
women
every
day,
lunch
and
breakfast
and
a
lot
of
services.
K
So
I
think
a
lot
of
us
here
that
we
are
saying
that
from
health
to
to
opportunity
to
clean
energy,
and
we
want
that.
We
want
renewables
and
not
pipelines.
I
also
stand
here
on
the
anniversary
of
a
time
that
I
stood
out
in
North
Dakota
at
Standing
Rock.
A
year
ago
today,
500
clergy,
around
the
country,
interfaith
clergy,
were
passed
to
gather
there.
K
I
had
the
honor
of
being
there
and
I
just
want
to
name
that
movement
that
that
spoke
so
beautifully
to
the
world
of
a
nonviolent
resistance
where
there
was
no
hatred,
there
were
no
sides,
but
we
all
together
said
we
can
do
a
different.
We
can
go
a
different
way
using
our
beautiful
energy
gun
companies
to
become
energy
country
companies,
and
not
companies
that
speak
to
fossil
fuel
and
to
climate
change.
L
Good
morning,
commissioners,
thank
you
very
much
for
opening
up.
You
know,
there's
a
room
to
listen
to
us
today.
My
name
is
Sarah
Driscoll
I'm,
with
the
Boston
Climate
Action
Network,
based
mostly
in
Jamaica
Plain,
we've
been
active
recently
in
a
campaign
for
Community
Choice
energy,
which
was
just
passed
unanimously
by
the
City
Council
Boston.
This
pipeline
is
in
direct
contradiction
to
have
had
that
is
a
father
to
meet
the
global
warming
solutions.
Act.
L
L
It's
a
complete
contradiction
to
put
in
a
new
gas
pipeline
when
we
are
trying
to
move
away
from
fossil
fuels
and
we're
really
hoping
that
you'll
understand
this
dichotomous
mess
that
you
could
happen
here
if
we
put
this
pipeline
in,
thank
goodness
for
the
members
of
the
mount
health
profession,
opening
our
eyes
over
and
over
again
to
the
dangers
of
fossil
fuel
use,
especially
especially
the
frack
gases.
So
thank
you
so
much.
L
We
hope
that
you
will
really
take
a
look
at
this
and
understand
that
putting
in
a
new
pipeline
is
not
where
we
need
to
be
going
in
the
city
of
Boston
when
we're
talking
to
cut
back
on
our
fossil
fuel
use.
Natural
gas
is
not
clean
energy,
it
is
not
a
wave
of
the
future.
It
is
not
a
good
bridge
fuel.
We
can
stop
using
it.
We
can
use
more
clean
energy.
Thank
you
so
very
much.
A
Unless
there's
further
oral
testimony,
I
encourage
folks
who
want
to
be
able
to
share
anything,
that's
written
again
to

The

basically
cotta

I
compromised
into
your
collective
construction.
Yes,
so
that
$400,000
of
those
mitigation
donors
may
have
been
work
back
sometime
back
and
be
mindful
that
it
is,
it
may
be
a
one-way
conversation
to
ensure
that,
at
the
end
of
every
one's
construction
that
the
roadway
even
occurred
have
contributed
will
need
to
be
done
in
a
manner
that
is
common
to.

Us
sure
and
I
would
know
we
did
meet
with
the
BPD

as
well
as
btv
to
talk
through
the
funding
for
the
project
on
the
whole
I
am,
and
through
those
conversations
we
were
able
to
scope
out
sort
of
what
what
funds
were
available
today,
what
funds
we
were
contributing
and
what
additional
funds
needed
to
be
designated.
But
we
absolutely
understand
the
comment.

This
matter
relates
to
conduit
that
has
already
been
installed
in
Western
Avenue
in
Austin
in
connection
with
ongoing
remediation
work
over
land
owned
by
Harvard,
over
which
formerly
existed
CSX
rail
yard
and
rail
facilities
which
have
now
been
removed.
Y
B
I
see
staff
requested
that,
instead
of
just
assigning
the
existing
license
agreement,
that
CSX
has,
with
respect
to
this
conduit
that
the
that
Harvard
come
before
the
Commission
that
we
terminate
the
CSX
t
license
agreement
and
that
Harvard
and
to
enter
a
new
one,
the
draft
of
which
is
being
reviewed
by
PSE
counsel
and
he's
already
provided
some
comments
that
will
accommodate
so
so
this
is
not
a
petition
to
install
anything
new.
It's
simply
to
shift
stewardship
of
existing
conduit
from
CSX
to
to
harbor.

Chris

with
the
Gemara
group
representing
Lake

Network
fiber

we're
petitioning
to
install
micro,
conduit
conduits
on
Hanover
EV,
French
freed,
Canal,
Street,
Valente
way,
Market
Street
and
Merrimack
Street.
These
are
network
upgrades
to
improve
service
in
the
area
we
petitioned
for
participants
and
received
none.
AA
We
explored
city
Shadow
alternatives
with
John
Fleming
and
found
that
there
were
no
conduits
available.
We
will
be
installing
city
shadow
conduit
for
the
city.
The
entire
length
is
approximately
1,300
feet
about
95
to
98%
of
that
will
be
micro
conduit
and
there
will
be
some
small
entrances
to
electric
manholes,
where
we
need
to
install
4
inch
conduit.

great,
actually
it'd
probably
be
best.
If
you
gave
that
contact
information
to
pee
I
see
and
then
they
could
distribute
it
to
each
city
agency
that
performs
working
the
street,
because
I
think
what
we
found
is
that
when
utility
for
us
to
go
out
for
a
spell
plans
to
make
everyone
else's
plans,
more
accurate
they're.

Our
final
item
of
new
business
Meridian
Street
at
London,
Street,
Hyde,
Park
Ave
at
Dana
of
East
Boston,
Hyde,
Park,
specific
repairs
on
a
petition
by
the
city
of
Boston,
Transportation,
Department,.
AB
So
we
have
a
for
intersection
project
to
put
in
some
new
traffic
signals
and
also
one
location,
we're
putting
in
a
rapid
flash
beacon
and
the
two
of
the
locations
require.
Some
relatively
minor
curve
work
to
help
control
where
the
vehicles
are
moving
and
also
to
install
ad
a
compliant
pedestrian
ramp.
AB
So
it's
Dana
Avenue
at
Hyde,
Park
cab,
where
a
new
signals
going
in
and
then
over
in
East,
Boston
meridian
and
in
London
we
are
putting
in
a
rapid
flash
beacon
and
changing
the
the
configuration
at
the
corner
to
help
help
pedestrians
get
across
a
little
more
safely.
There
and
I'm
gonna
have
Mitch
who's,
doing
the
design
to
give
a
detailed
presentation
exactly
what
they
do.
Hey.
R
R
At
London,
Street
in
East
Boston
as
part
of
the
improvements
were
bumping
out
the
corners
on
the
east
and
west
side
to
better
define
the
intersection,
we're
installing
the
rip
type
rectangular,
rapid
flashing,
beacon
to
improve
pedestrian
safety
and
we'll
be
upgrading
all
the
pedestrian
ramps
as
well
and
associated
table
markings
as
well
with
the
improvements
we're
also
installing
a
catch
basin
due
to
the
pop-up,
creating
a
low
point
and
the
coordination
of
Boston,
Water
and
Sewer
were
installing
a
dry.
Well,
it's
part
of
that
as
well.
Alright,
great.

Q
With
experience
how
urban
estates
will
be
managed
and
the
reason
I'm
asking
that
Don
is
the
daemon
having
a
bridge
is
going
to
get
rebuilt,
which
is
going
to
cost
Viggo
of
Papac?
We
think
this
sort
of
questions
who
is
going
to
build
this,
and
when
is
it
going
to
be
built
because
all
of
these
stuff
needs
to
be
coordinated
so.

R
Q
Don't
I'm
sure
you've
done
this
really,
probably,
as
you
always
do,
there's
a
fair
amount
of
a
right
turn,
and
this
is
for
the
gentlemen
there's
a
huge
right
turn
over
here
in
the
evening
people
who
don't
want
to
go
through
kV
Square.
You
are
coming
from
points
north
down,
Truman,
Parkway
and
then
going
down
Fairmont
to
kV
Square.
They
come
down
to
Dana,
light
leaks
by
there
and
go
so
this
little
pump
out.
Is
it
with
exasperate
that
right
turn
or
is
it
going
to
make
it
manageable?
