From YouTube: Public Improvement Commission Hearing 4/23/2020
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

J
Good
morning,
mr.
chairman,
thanks
for
wanting
this
water,
you
in
this
project
I,
hopefully
got
the
revised
plans
I
sent
out
last
evening
for
the
record.
My
name
is
Chris
Iannuzzi
and
civil
engineer,
with
EBI
consulting
representing
the
client
center
core
partners.
We
have
two
opposing
the
sidewalk
improvements
along
Temple
Street
in
their
industry.
A
J
Correct,
it's
basically
replacing
kind.
The
brick
pavers
we're
gonna
continue
that
across
the
entrance
to
the
city
park
on
the
opposite
side
of
Temple
Street.
In
addition
to
that,
we're
replacing
the
accessible
ramps,
the
top
of
temple
street
under
nanda
cross
on
the
opposite
side
of
the
statehouse,
pretty
much
it
we're
gonna,
replace
everything
kind.
Addition
we're
gonna,
add
some
bark,
no
parking
signs.
Last
we
met
we're
a
couple
that
we've
added
those
to
the
plans,
but
I
had
some
delineation
to
identify
us
favorite
features
such
as
the
transitions
to
the
park.
J
The
serpentine
shaped
feature
just
an
opposite
course
of
brick,
but
mostly
also
added
the
gutter
mouth
requirements
with
the
catch
basins
on
Temple
Street
as
well.
The
only
missing
piece,
mr.
chairman,
is
the
coordination
with
National
Grid
regarding
The
Gaslight,
streeting
names
and
I.
Just
want
to
add
that
really
dispositions
of
those
lamps
is
this
simply
a
surface
replacement.
J
We
don't
intend
to
ask
me
beyond
the
level
needed
to
replace
the
brick
pavers.
We
don't
anticipate
any
any
disturbance
to
those
features.
However,
you
know
we
will
continue
to
try
and
reach
out
to
them.
It's
been
difficult
during
this
this
period,
but
again
that
is,
that
is
the
remaining
piece
that
we're
hoping
to
get
possible
very
difficult
at
this
point,
so
we'll
continue
to
pursue
that
matter.
Hopefully
we
dressed
all
the
other
agency
copters
in
the
city.
A
J
Correct
another
similar
one
of
the
other
agencies.
You
simply
noted
you
know
we
have
lines
that
three
feet
down.
Don't
you
know
what
I
don't
excavate
beyond
sir
I?
Don't
really
have
any
concern
with
it
being
this
is
a
gas
feature.
I
would
be
comfortable,
we
didn't
response
from
National
Grid,
but
we
don't
anticipate
any
disturbance
to
those
features
or
the
lines
supply
lines
through
them.

F
Good
morning
Chris
so
Shannel
grant
is
on
the
line
and
she
can
see
and
hear,
but
she
can't
get
her
microphone
to
work.
David,
Peter
sail
and
I
can
answer
any
questions.
Regarding
this
particular
pole,
there's
been
emailed
back
and
forth
between
ourselves,
eversource
and
Todd
lemming
and
Brian
Melia
from
public
facilities
Department.
So
if
you're
familiar
with
those
I,
don't
know
that
I
need
to
rehash
all
that.
But
if
you
have
any
questions
were
gonna
answer
them.
I.
A
F
F
A
F
There
was
a
meeting
and
I
think
was
April
9th
and
the
camera
source
design
distribution.
Engineering
team
was
on
that
call
with
Bryan
Miglia
of
public
facilities
and
actually
unbeknownst
to
me,
because
there's
two
separate
work,
orders
written
for
this
project,
they're
intertwined
and
the
reason
why
they
have
to
be
two
separate
work:
orders,
because
the
costs
get
charged.
Two
different
most
accounts.
So.
K
D
So
the
last
time
you
presented,
we
mentioned
that
we
had
a
catch
basin
in
the
area.
Just
you
know,
watch
out
for
it,
and
then
we
do
have
recent
record
information
that
shows
our
water
main,
maybe
up
against
the
curb
line
there
at
our
condo
east,
eagle
and
Condor.
So
we
can
send
that
information
to
you
I
can
get
that
your
email
address
from
right
now
or
I
can
get
it
from
from
toei
later
on.
Yeah.
K
K
M
F
A
We've
got
the
public
hearing
portion.
Our
first
item
is
a
petition
by
eversource
energy
for
a
grant
location
to
install
new
electrical
infrastructure
within
the
following
public
ways
in
South
Boston,
northern
Avenue,
generally
between
Sleeper
street
and
pr4
boulevard,
tr4
boulevard
generally
between
northern
Avenue
and
C
Park
Boulevard.
This
was
new
business
on
March
26
2020.
This
is,
as
shown
on
a
set
of
plans
entitled
city
of
Boston,
Public,
Works,
Department
engineering
division,
granted
location
plan,
northern
Avenue,
fearful
Boulevard,
South,
Boston
heat
sheets,
it
April

2020,.
N
Good
morning,
mr.
chairman
and
commissioners,
this
is
Doug's
Aronofsky
representing
every
source.
I'm
project
manager
for
the
project,
I
also
have
Terry
for
Sanger
and
Nicole
Bowden
on
the
line
from
every
source
and
I
have
Amy
praying
from
WS
development.
I
know
agrawal
and
Jeff
coder,
it's
from
VHB
who
are
constructing
the
project
for
us
I'll
hand
it
over
to
Jeff,
we'll
walk
you
through
this
yeah.
O
Great
yeah,
just
a
tech
on
to
what
Doug
said,
does
a
quick
locus
map.
The
line
in
red
is
the
existing
transmission
line
up
sleeper
Street
down
northern
Avenue
essentially
follows
the
old
right-of-way
of
northern
Avenue,
but
with
the
construction
of
pier
for
Boulevard
squaring
off
with
the
new
northern
Avenue,
the
intent
is
to
relocate
the
existing
transmission
line
out
of
the
parcel
G
block,
where
my
cursor
is
here
into
the
northern
Avenue
and
pr4
roadways
to
accommodate
for
future
development
in
the
parcel
it
includes
on
the
on
the
north
side
of
the
plan.
O
A
new
manhole
over
an
existing
splice
location,
just
across
from
the
courthouse
and
in
green
here,
is
reflecting
of
the
proposed
duct
bank
routing
through
northern
half
and
Pier
for
Boulevard.
Since
the
new
business
meeting,
we've
had
a
couple
of
more
coordination
efforts
followed
up
with
awesome
owners
who
are
on
some
questions
on
existing
water
infrastructure.
I
think
we've
nailed
that
down
with
with
fill,
we
are
still
in
the
site
plan
review
process
with
boss,
modern
sewer,
which
is
ongoing,
but
I
believe
we've
believe
you
resolved
the
routing
design
with
them.
D
So
Chris
for
this
project,
you
know,
as
Jeff
stated,
you
know
if
it's
still
in
the
site
plan
review
process
and
we
haven't
gotten,
you
know
official
approval,
yet
we'll
have
to
just
make
it
contingent
upon
our
approval,
Jeff
and
team.
You
know
we
appreciate.
We
know
that
you
we
had
some
concerns
about.
You
know
the
the
sweeps
especially
around
pf4
Boulevard
and
northern
Avenue,
but
unfortunately,
since
this
is
like
that
was
such
a
big
issue
for
us
and
it
hasn't
been
approved.
D
I
Questions
Jeff:
let's
first
focus
on
the
sweet
location:
okay,
we
are
taking
a
tangent
and
what
is
the
time
iteration
of
the
construction
work?
This
is
assuming
that
you
have
purchased
your
115
kV
lights.
You
have
figured
out
how
to
make
that
bed.
Let's
assume
all
the
statistics
and
pet
work
has
been
done
and
that
you
are
ready
to
go
into
construction.
How
long
will
the
actual
construction
will
take
it
and
when
VB
is
authorized
with
a
Public,
Works
land
transportation
department.
O
P
So
the
underground
infrastructure
works
anticipated,
take
four
to
five
months,
yet
all
the
conduit
and
the
manholes,
and
then
we
have
months
work
outage
work
when
able
is
being
fold
and
refold
and
then
at
the
end
of
the
project,
will
be
repaving
the
public
ways
so
for
all
the
projects
about
a
year
when
we
start,
we
were
going
to
start
mid-may
we're
running
to
do
schedules
right
now.
One
would
be
a
third
like,
like
late
summer,
when
constructions
allowed
restart
in
the
city
of
Boston
and
see
how
much
we
can
get
done
before
the
moratorium.
I
The
reason
I'm
asking
that
question
is,
as
you
maybe
know,
where
the
city's
planning
on
rebuilding
the
northern
Avenue
Bridge
yes
and
I
am
of
the
opinion
that
all
parties
will
recognize
that
if
construction
access
is
needed,
we
can't
be
stressing
out
the
west
side
or
the
northern
side
of
the
plate.
Vica
across
the
pond
crossed
every
question,
meaning
on
the
Atlantic
Avenue
side.
We
can
be
accessing
the
briefs,
so
the
only
way
we
can
get
to
the
rate
side
is
of
northern
Avenue
and
costly
burst
rate.
I
I
That's
one
and
I
appreciate
you
putting
on
the
rate
law
that
you
will
be
doing
to
complete
service,
be
payments
of
this
agreement.
You
are
also
putting
a
new
man
code
at
the
slimmest
tree
I
up
on
that
again,
the
timing
of
that
work
see
who
is
these
are
the
two
roads
which
you
can
get
to
the
bridge.
Okay
for
construction
meters
that
are
needed
that
never
visible.
Some
of
the
construction
work
will
be
supported
through
the
water.
I
I
P
Thank
you
for
bring
that
up
with
me.
We
met
with
the
court
host
we've
been
meeting
with
the
court
cuffs
for
several
months
and
with
this
project
you
know
it's
unfortunate
about
the
shutdown
they
really
wanted
us
to
get
this
done
out
of
the
way
because
of
the
northern
average
project,
which
I'm
sure
would
help
you
as
well.
P
We
have
a
manhole
going
in
kind
of
right
in
the
middle
of
the
northern
half
they'll,
be
one-way
traffic
heading
towards
the
bridge,
always
and
then
there's
a
freeze
pitch
ed
hung
in
the
sky
block
on
sleeper
Street
on
the
retail
side
of
the
block,
not
the
envoy
side,
so
sleeper
Street
will
be
one
way
that,
and
we
have
reached
out
to
password
again
to
try
to
discuss
the
traffic
control
plan.
We
have
not
had
a
response,
yeah
we'll
try
again
and
I
do
think.
P
I
The
bridge
project,
we
are
on
a
schedule
to
advertise
for
construction
in
November
of
this
year.
Okay,
so
come
January
control
will
be
under
construction
and
I
need
to
certify
that
access
east
available.
So
this
is
me
letting
you
know
that
access
to
the
northern
Avenue
bridge
project
will
supersede
any
other
access
of
sleeper
state
nor
the
Avenue
de
Beauvoir,
okay,
so
that
has
to
be
those
schedules
will
have
to
be
folded
into
connectivity.
Building
will
be
as
accommodating
as
humanly
possible.

and
four
on

Unless
do
you
have
any
questions?
I'll
now
turned
over
to
a
leader,
John
Schmidt,
so.
R
R
There
we
go
thank
you,
so
this
is
for
a
pedestrian
easement
as
described
along
bust
and
water
Feraud
and
Congress
Street.
The
intimate
on
Boston
wofe
Road
will
ensure
that
there's
seven
foot
seven
feet
of
safe
pedestrian
access,
concrete
sidewalk,
pedestrian
access
and,
as
we
turn
down
Congress
Street,
the
sidewalk
is
minimally
eight
point
eight
feet
within
the
easement
area
of
a
concrete
sidewalk.
It
brings
the
the
easement,
starts
at
the
right
away
line
and
goes
to
the
building
face.
M
Yeah,
these
guys
had
a
bunch
of
conversations
with
us
recently
about
what
we're
doing
on
Boston
Wharf
Road
we
hadn't
finalized
exactly
what
our
cycle
infrastructure
was.
Gonna.
Look
like
I
think
that
we're
much
closer
to
that
which
was
going
to
define
the
curb
line
which
was
going
to
define
the
width
of
this
pet
easement
I
think
we
needed
a
couple
additional
feet
from
where
they
had
originally
set.
A
M
I
think
that
we
came,
we
analyzed
the
pinch
point
essentially,
and
we
found
that
we
need
two
additional
feet
to
make
it
work
and
we've
gotten
back
to
WS
and
they're.
You
know,
okay
with
that
modification
and
will
continue,
and
you
know,
go
through
the
whole
the
whole
front
to
make
sure
that
everything's
all
right,
but
the
worst
case
scenario,
which
is
kind
of
at
this
garage
door
entrance
where
we
have
the
thinnest
sidewalk
is,
is
really
what
we
wanted
to
make
sure
we
could
get
a
minimum
sidewalk
line.

R
Thank
you,
John
Schmidt,
with
niche
engineering,
so
this
is
the
wasa
morph
road,
specific
repair
plan
and
the
hatched
area
in
red
is
best
treatment
that
was
just
approved
by
this
commission.
The
sidewalk
design
provides
a
minimum
7
foot
wide
concrete
sidewalk,
as
we
have
some
more
real
estate.
As
we
approach
Congress
Street,
we
proposed
cobble
pavers
and
street
trees
as
well
as
some
bike.
X2.
R
Also,
please
note
that
there's
a
hundred
foot
wide
loading
dock
that
serves
three
loading
bays
that
will
that
will
serve
buildings
on
parcels
ndnp,
as
well
as
a
30-foot,
wide
garage
entrance
that
allows
me
to
access
into
the
building's
garage
and
we
also
proposed
a
new
candy
cap,
the
accessible
ramp
at
the
corner.
This
being
said,
we
are
also
aware
that
this
design
may
be
modified
a
little
bit
based
on
the
final
design
directive
that
we
get
from
the
city
regarding
the
Boston,
Wharf
Road
uses
and
primarily
the
bike
way.
I
R
I
I
P
I
B
I
D
I
saw
that
you
updated
the
the
drawings
to
show
the
the
new
curb,
and
then
you
move
the
catch
basin,
so
they
showed
up
against
a
new
curve.
So
thank
you
for
making
those
changes.
I
did
have
a
question
on
the
new
catch
basin,
the
one
where
it
says
rim
equals
1570,
to
give
you
a
general
location
where
it
is,
it's
actually
the
first
new
catch
basin
on
the
drawing,
if
you're
looking
at
the
drawing
from
the
web
side.
Yes,.
R
Struggling
with
grade
through
here,
it's
very
flat,
I'll
find
and
trying
to
meet
the
garage
elevation
for
flood
playing
issues.
So
we're
battling
a
couple
of
elements
here
in
regards
for
a
safe,
accessible
access
within
the
street,
on
the
sidewalk
and
into
the
building,
while
trying
to
keep
the
building
at
an
elevation
that
will
mitigate
any
potential
flood
issues.
Okay,.
M
One
other
comment
is
on
the
summer
street
you
showing
a
bump
out
and
I
think
that
we've
gotten
a
little
bit
farther
and
our
summer
street,
designed
to
know
that
that
bump
out
doesn't
work.
So
I
think
that
we
acknowledge
that
there's
gonna
be
something
up
there
as
it's
gonna,
be
the
you
know
where
this
staircase
lets
out,
but
I,
don't
it's
it's
not
gonna
nap
up
out
in
that
particular
location.
So
we
don't
want
it
on
the
plans,
but
we
know
that
we're
going
to
come
back
and
figure
it
out.
R
It's
how
if
you
want
to
scroll
to
Summer
Street
and
then
we
can
come
back
to
Congress,
so
on
Summer
Street,
we
are
reconstructing
the
asylum.
This
is
actually
a
bridge
and
we
reconstructed
a
sidewalk
bridge
in
front
of
the
proposed
400
Summer
Street
building
to
provide
an
accessible
cross
slope
right
now.
The
sidewalk
does
not
is
not
compliant
and
we
are
currently
maintaining
the
curb
line
we
do
have
that
proposed
bump
out.
That
was
going
to
be
a
temporary
between
his
concrete
bump
out
until
the
design
that
he
me
just
read.
M
R
M
I
R
Is
a
pedestrian
managing
from
from
Summer
Street
to
Congress
Street
down
a
grand
staircase
that
will
be
constructed
between
the
two
buildings
on
parcel
and
in
parcel
P?
The
staircase
will
be
built
as
part
of
this
project
and
there's
also
there
also
podesta
accessible
access
will
be
provided.
I
understand
that
there
is
a
meeting
scheduled
next
week
to
talk
about
that.
A
little
bit
deeper
with
the
B
PDA
and
the
disabilities
Commission
is
to
better
understand
how
that
will
work
itself.
So
my
first.
I
B
I
I
You
know
Kenya's
latest
the
status
it
will
be
used
and
it
is
if
it
is
in
a
questionable
state
of
Phrygia
someone's
been
to
us
who
should
be
maintaining
it
or
should
I
accidentally
spit
and
forward,
and
so
John.
You
need
to
work
the
students
out,
because
I
went
through
with
those
details
are
showing
up
on
these
pants.
It
cannot
give
us
things
on
private
property,
but
you
yet.
We
speak
of
these
connections
between
the
movies
through
the
public
process,
and
we
just
need
to
close
the
loop
on
this
one.
P
I
Do
the
right
thing
that
is
your
mark,
so
we
just
want
to
make
sure
that
it
gets
done
while
the
thought
is
in
our
heads
so
that
five
years
later
we
are
not
static.
Now
it
makes
you
see
the
public
is
going
to
be
using
it
and
then
I'm
not
even
going
to
ask
the
questions
of
it
is
equal
to
B.
Probably
that
is
very
positive
and
all
of
that
stuff.
P
A
R
Questions
or
comments,
we
can
speak
to
Congress
Street
if
I,
like
yep
scroll,
back
up
Todd,
so
long,
Congress,
Street
from
Boston
Wharf
Road
to
the
I-94,
and
we
will
be
reconstructing
that
sidewalk
with
a
new
curb
eight
foot,
minimal,
concrete
pedestrian
pathway,
accessible
pedestrian
pathway
and
then
in
the
frontage
zones
we
have
cobble
and
granite
pervious
pavers
with
some
ground
cover
perennial
plantings
as
well.
We
are
relocating
streetlights.
We
are
also
proposing
a
bump
out.
R
If,
if
you
scroll
to
the
right
I
think
you
can
see
that
on
the
right
side
of
the
drawing
you
can
see
this
bump
out
and
that
is
will
be
constructed
now
and
in
the
future.
This
will
become
a
crosswalk
now
at
the
bottom
of
the
grand
staircase
crosswalk.
That
brings
you
across
Congress
Street
into
the
L
floor
block
and
through
there
Harbor
way,
improvements
as
well.
So
one
said
once
the
parcel
across
the
street
is
developed.
We
will
construct
the
ramp
within
this
bump
up,
but
right
now
we're
building
that
bump
out.

it's

to
what
we
had
for

the

the

as
that's.
To
be
honest
with
you,
we've
tried
to
install
sewer
in
Congress

to
serve
these
parcels
and
it's
just
not
feasible,
because
the
street
is
so
busy
and
we're
fairly
confident
that
our
Krupp
utility
crossing
our
section
Ares
is
it's
correct.
Correctly
represents
what's
its

Good
morning
John
made
with
niche
engineering
so
along
Congress

we
have
three
canopies
proposed.
They
do.
The
projection
is
less
than
2/3
of
the
sidewalk
width,
which
is
standard
practices
as
well
as
the
height
above.
The
sidewalk
varies
between
ten
point
three
feet
and
seven
point:
five
twelve
point:
seven
feet,
which
is
greater
than
the
10:00

requirement
that
the
city
asks
that
the
the
canopies
are

They
were

R
I
Don't
think
so,
because
normally,
what
is
being
presented
here
are
the
stoppage
of
suffering
to
us
and
most
of
your

in

the
business
going
as

that
you
can
much
appreciated.
The
Mount

company
has
two.
L
Petitions,
the
first
one
as
you've
just
read,
is
this
pedestrian
easement
with
me
today
is
Tony
DeNato,
let's
looks
much
more
welcomed
and
I
am
keeping
and
he
will
walk
you
through.
In
a
moment
the
pedestrian
easement
fully
approved
actually
under
construction.
The
Austin
section
of
Austin
Brighton
neighborhood
on
the
corner
of
North
beacons
from
every
street,
and
the
first
item
is
a
pedestrian
easement.
That
Tony
has
shown
on
his
plan
coming
up,
Everett,
Street
and
and
then
going
across
Beacon
Street.
So
Tony,
please
take
us
through
them.
You
can't
yes.
G
A
A
G
Chuck,
so
as
part
of
the
agreement,
the
developer
will
maintain
the
sidewalk.
That's
probably
almighty.
Agreement
and
part
of
the
sidewalk
here
is
a
is
a
portion
of
three
three
and
three
point.
Four
eight
feet
along
the
West,
Beacon
Street
and
newsmen
extends
approximately
six
point
four
feet:
on
average
street.
G
I
Monkey
sorry,
mr.
Bernardo,
you
are
giving
experience
in
east
winds
to
support
enhanced
landscape
program
for
tea
the
side
of
the
building
on.
Thank
you.
By
the
time
we
are
through.
There
are
two
steps
which
you're
looking
for
one
is
the
approval
of
the
eastburns
and
then
the
second
is
the
approval
of
the
specific
repair
plans.
My
question
to
you
is:
what
is
the
net
sidewalk?
We
that
weeks
will
remain
for
the
pedestal
traffic
simple
to
keep,
which
we
have
that
speed.
It
will
be
a
much
less
happy
on
that
week.
The
specific
airplane.
I
And
the
other
is
for
the
sidewalk
repair.
I
want
to
make
sure
that
the
sidewalk
with
a
specific
media
plan
dimensions
are
such
where
you
have
given
adequate
testing
eastman
over.
Here.
You
support
whatever
the
landscaping
program
so
from
your
specific
area
plans.
What
is
the
the
sidewalk
with
that
is
there
after
you
are
done,
putting
all
the
trees
which
we
are
very
supportive
of.
G
I
A
T
A
G
So
long
property
frontage
will
be
installing
new
sidewalk
to
city
standards,
concrete
sidewalks,
as
mentioned
along
North
Beacon
Street
and
Everage
Street,
and
a
portion
of
harvester
Street
during
the
last
ones
hearing
there
was
a
couple
of
questions
that
we
were
asked
to
followup
with
the
lighting
department.
Specifically
if
there
there
are
a

There's
one
other
item
that
Amy

regarding

there's

there's
no
conflict

here's
that

now.
There
is
the

there's
a
couple
other
question.
Catch

but
there's
no
conflicts
with
the
new

just
a

Anthony
just
to
bring
to
your
attention.
The

when

So
we're
here
with
our
neighborhood
slow

in
the
redefined
in
our
community
neighborhood,
so
sweet
is
the
city's
proactive
program
to
increase
safety
and
quality
of
life
within
our
residential
neighborhoods.
We
are
using
this

without
a
20

regulatory
speed,
limit,
liebherr
hood

or
porch

through
an
objective

We
aim
to
work
in
communities
with
higher
populations
of

What
difficulty

more
complete
to

W
W
A
couple
of
facts
about
the
rock
community
about
43
percent
of
the
households
here
have
a
child
under
the
age
of
18,
about
7
percent
of
residents
are
65

older,
and
it's
also
in
proximity
to
tech,
Lawson
Academy
just
to
the
east,
boston,
international,
high
school
just
to
the
south,
and
there
is
a
park
playground
within
the
pathan

I
am
joined
by
with
you
non-consumers.
We
see
a
walkthrough
of
our
design,
good.
X
Morning,
as
Stephanie
mentioned,
we
are
proposing,
can
stall,
22
speed
humps
in
this
zone,
to
assist
with
the
lowering
of
the
speed
limit.
Whether
this
is
the
is
zone
a
20
miles
an
hour,
speed
humps
are
located
you
only
along
the
noted,
my
chair,
the
spacing
between
the
speed
humps
are
95
and,
depending
on
the
length
of
the
sweets
in
locating
eight
humps.
We
had
performed
in
field
inspections
to
make
sure
that
these
informations
are
free
of
beat
OD
conflicts.
Those
include
water,
casings,
manhole,
covers
and
also
driveways.
X
D
Actually
Reggio
stephanie
team
I
know.
D
So
I'm
gonna
go
briefly
go
through
them
during
the
presentation,
but
for
the
speed,
humps
I
know
you.
You
always
say
this.
You
know.
Obviously
we
don't
want
the
speed
humps
on
top
of
our
cast
things,
and
what
we'll
do
is
we'll
send
you
a
map
of
facilities
in
the
area
just
to
just
ahead
just
to
give
it
to
you
yeah.
X
D
X
X
X
Yeah
Nelson.
Isn't
the
one-way
street
going
out
towards
Norfolk
Corbett
Street
is
a
one-way
street
going
south
away
from
Norfolk
the
pedestrian
Island
proposed
between
Corbett,
Street
and
Nelson
Street
would
slow
down
the
movement
from
Norfolk
onto
Corbett
and
also
provide
a
refuge
for
pedestrians
that
are
making
a
very
wide
and
and
honestly
a
securities
from
right.
Now
they
have
to
go
from
one
corner
to
the
little
circle
between
corner
between
Corbin
Nelson,
then
back
to
to
Norfolk.
X
D
Question
I
will
be
actually
I
apologize
for
Nelson
Street.
So
no
first,
we
appreciate
you,
including
our
comments
about
the
you
know
what
we
have
like
an
existing
catch
base
and
you
just
changed
the
strip.
You
know
the
cover
keep
sump
and
then
you
move
the
drop
and
let
up
north,
which
we
appreciate.
You
know
the.
What
we
prefer
is
if
he
can
to
just
put
a
catch
basin
5
and
then
tie
it
in
the
existing
train
if
he
can.
D
But
the
only
thing
is
a
lot
of
the
times
we
make
comment
to
you
about
keeping
the
stump
and
then
moving
the
you
know
installing
a
drop-in
let
north
excuse
me
upstream,
is
because
a
while
this
time
we
find
that
we
can't
do
that.
We
can't
put
in
a
new
catch
base
and
then
connect
to
the
drain,
because
the
utilities
and
so
forth,
it's.
B
D
D
D
S
C
D
Just
want
to
make
sure
that
you
can
put
a
Guttermouth
on
that
catch
basin.
Get.
If
you
can't.
You
know
you
can
actually
just
move,
move
the
catch
basin.
X
Yes,
that
that
edge
stone
is
designed
to
be
long
enough.
Six
foot
at
a
minimum
six
foot
q
to
accommodate
or
got
a
mouth
yeah.
D
B
D
I
B
I
I
D
X
D
X
I
X
I
Cheap
soninke
in
housekeeping
issue
that
needs
to
be
sorted
out
between
the
design
and
our
chief
timing.
So
Roger
can
you
bottom
corner
of
this
pan
shape
it's
serving
on
the
title
block
at
16
woods.
So
these
these
plans
have
a
be
Makati
spans
both
in
our
records
office
and
wherever
else
and
the
title
dog
says
neighbors
closed
space
program
reading
it
doesn't
give
any
indication
to
the
intersection,
and
there
are
major
improvements
to
this
intersection.
I
So
I
did
bring
this
thing
up:
Scott
the
specific
radium
block,
so
that
when
this
plant
gets
fine,
it
gets
fine
correctly
because
we
don't
have
a
state
called
neighbor
snow
sticks
program,
redefined
enough
I
mean
that's
a
program.
That's
a
project
specifically
pairs
are
for
the
intersection,
except
so
please
forgive
mr.
lining.
So
that
means,
if
the
come
I
that,
if
he's
reflected
correctly
okay.
K
I
can
let
you
know
we
looked
at
that
and
some
of
these
sheets,
because
they
have
so
many
streets
that
are
being
impacted
on
a
single
sheet
tied
a
block
started.
It
was
just
overcrowded,
so
we,
the
streets,
are
listed
at
that
node
above
the
title
block
and
we'll
be
sure
when
we
go
to
the
registry,
that
all
of
the
relevant
streets
are
input
into
the
system,
and
we
will
highlight
the
streets
as
well
for
the
Plainsman
records
archives
when
they're
brought
downstairs,
we'll
make
sure
I.
I
X
An
infection
on
the
edge
of
the
zone,
it's
also
located
near
dub
tech,
Mostyn,
Academy,
its
location
has
a
history
of
so
I
apologize.
Let
me
provide
some
context:
Milton
Street
as
a
one-way
street
heading
into
this
intersection
from
north
looking
to
Edson,
and
then
it
continues
as
a
two-way
street
south
of
this
intersection.
Edson
Street
is
a
one-way
street,
going
northbound
towards
North.
Look
away
from
this
intersection.
X
Through
this,
this
white
intersection,
one
of
the
main
reasons
around
about
what's
chosen,
is
to
also
maintain
access
to
all
driveways
in
driveways,
on
the
perimeter
of
this
intersection
and,
and
that
is
maintained
through
the
circular
pattern
at
the
roundabout
operation
dictate
with
the
addition
of
the
roundabout.
We
are
also
proposing
installing
crosswalks,
both
on
the
northern
legs
at
the
Edson
Street
and
Milton
Street,
and
also
a
crosswalk
on
the
southern
portion
of
Milton.
At
the
southern
end
of
the
roundabout,
the.
X
Center
of
the
island
includes
a
mountable
section,
with
a
mountable
curb
and
scoured
concrete
to
deter
smaller
vehicles
from
crossing
onto
it.
However,
that
maintains
vulnerability
for
emergency
vehicles
or
larger
vehicles.
I
just
deliver
eight
trucks,
the
opening
between
the
mountable
curb
and
the
existing
bench
line
is
going
to
be
16
feet
and
the
practical
opening
between
vertical
curves
is
going
to
be
20
feet
within
the
intersection
through
that
multiple
area.

D
One
comment
so
add:
massaraksh
after
you
know,
we
just
want
to
make
sure
that
catch
basin
has
got
amount,
that
they
got
emotes
broken.
That
needs
to
be
replaced,
and
then
please
verify
the
existing
utilities
there.
It
looks
like
the
it
has
shown
that
the
drain
tied
into
the
sewer
and
if
you
need
some
information
from
us,
get
that
we
just
want
to
make
sure
you
know
I
know
it
says
our
existing
catch
base
and
we
just
want
to
make
sure
that
the
stuff
is
drawn
correctly.
Okay,.
L
I
The
way
how
the
existing
geometry
is
sub,
someone
can
actually
make
a
right
turn
common
go
through
that
intersection
and
get
to
shafter
it
without
without
violating
any
rules
of
the
road.
People
can
be
doing
that
now.
You
want
to
make
sure
that
movement
doesn't
you're,
not
supporting
that
movement,
because
now
you
have
to
go
the
wrong
way
or
masa.
I
Okay,
so
make
sure
that
do
not
eat
the
signs
put
on
that
it's
logged
in
a
book
shop
there
we
are
yes
can
point
to
the
area
exactly
so
around
that
area.
Make
sure
that
guys
do
not
enter
signs
at
the
nose
of
that
new
pork
chop,
which
you
created.
So
when
people
clearly
understand
that
they
are
violating
the
rules
of
the
road
and
if
somebody's
misbehaving
they
can
be
properly
elevated.

The
extension
of
the
cross,
the
sidewalk
on
the
south
side
of
the
street,
will
make
pedestrians
waiting
to
cross
more
visible
to
the
approaching
vehicles
going
southbound
on
Geneva
Avenue.
The
extension
also
allows
the
remodeling
of
existing
Electrical
manholes,
which
are
located
today
very
close
to
the
edge
line
on
this
location.
X
On
the
south
side
of
Geneva
Avenue,
there
is
a
large,
concrete,
Plaza
we're
proposing
to
reconstruct
proximately
7.6
feet
of
that
existing
sidewalk,
essentially
one
panel
within
one
of
the
panels
within
the
from
from
the
existing
edge
line.
So
that's
why
we
have
this
rather
pod
dimension
or
that
reconstruction
on
the
north
side
of
Geneva
we're
proposing
to
reconstruct
the
existing
pedestrian
ramp.
So
we
can
level
it
for
the
way
the
construction
of
the
race
crosswalk.
I
I
W
I
I
W
W
I
Sorry
Stephanie
I
was
before
me,
I
know,
I,
didn't
tell
you
why
I'm
just
activity,
you
can
even
narrow
this
that'll
dis
even
further,
because
28
feet
resulting
is
still
is
to
be
traffic.
Okay
and
you
assume
it
is
just
one
lane
in
each
direction
continue
today.
I
have
no
idea
because
the
latex
don't
show
up
over
here.
I
X
Right
the
walk
challenge
if
I
could
try
to
provide
some
context,
is
the
adjacent
driveways.
There
are
driveway
openings
right
now
on
either
side
of
that
proposed
crosswalk
or
the
existing
cross
erase
crosswalk
to
the
north.
So
we
have
one
large
that
you
think
driveway
just
south
of
the
crosswalk
and
then
another
driveway,
just
a
race
crosswalk
and
those
continue.
X
I
Only
relates
to
this
offline
is
the
function
over
here.
I
have
a
view
into
28
feet:
bi-directional
traffic
you're
not
going
to
be
a
challenge
for
you
still
slow
coming
down,
so
you
can
make
some.
If
you
can
do
big
changes,
XP
board
can
be
discussed
and
offline
and
see
what
can
be
done
in
the
interest
of
this
block.

It
was
that
good
by
other

earlier.
Thank
you
Commission
for
moving
forward
in
these
challenging
times.
With
these
hearings,
it's
greatly
appreciated
today,
maybe
hearing
from
our
team
included
in
that
team
as
our
counsel,
Jay,
eigerman
and
Steve
Martorano
from
Bowler
engineering.
Our
project
here,
as
it
sits
in
front
of
you,
is
a
hotel
and
vision
for
Kenmore
Square
on
560
Commonwealth
Avenue.
This
is
a
project
that
has
had
the
benefit
of
a
lot
of
hands.
U
So
we've
spent
a
lot
of
time
working
on
this
project,
as
as
you
can
see
here,
this
is
our
first
first
attempt
to
walk
you
through
the
project.
However,
it
will
certainly
not
be
our
laughs
as
ji
Grumman's
gonna
walk
you
through
they're
gonna,
be
multiple
steps
in
this
process
that
had
been
worked
through
with
the
city.
Today's
intent
is
really
to
create
the
framework
for
the
roadway
component
of
this
project,
but
we
anticipate
numerous
conversations
with
the
commission
as
we
walk
through
the
process.
U
Z
Thank
you.
What
I
can
you
hear
me
again?
That's
a
ji
agreement,
Rubin
Junius
Andros.
So
this
is
the
first
of
a
series
of
petitions
that
it
will
be
spread
out
most
likely
over
years
today
is
really
just
to
as
Steve
Martorano
and
others
will
explain,
set
the
curb
lines
hypothetically
for
the
overall
project
so
that
we
can
design
properly
and
begin
the
construction
of
a
necessary
extension
of
Commonwealth
Avenue
that
we're
not
obliged
to
go
forward
with
it.
Z
None
of
that
even
can
be
done
not
even
submitted
to
the
p
IC
unless,
as
I
say,
the
Commonwealth
Avenue
extension
is
accepted
so
again
to
take
you
back.
The
only
items
on
the
agenda
today
are
the
first
to
a
specific
repairs
planned
to
set
those
hypothetical
curb
lines
so
that
we
have
a
proper
design
context
and
then
the
wre,
the
widening,
in
order
to
build
the
necessary
Road
on
private
property
that
could
be
accepted
later.
I
think
that
that
that's
the
basic
outline
with
that
I
think
I
want
to
turn
over
the
engineers.
C
AA
Please,
to
is
real
to
set
these
edges
right,
we're
setting
the
edges
of
the
public
rome
we're
setting
the
edges
of
the
right
away.
Modification
sets
of
songs
come
back
with
future
detail
in
subsequent
phases.
So
that's
it's
kind
of
the
approach
that
we're
looking
at
and
we
call
it
setting
the
edge
and
I
think
that's
a
relevant
thing.
AA
What
we're
trying
to
accomplish
with
these
first
petitions,
so
I
just
wanted
to
just
say
I-
can
to
wall
up
through
public
Improvement
Commission
petitions
that
we
see
coming
forward
over
the
course
of
the
problem
just
walking
through
just
to
give
some
context
here.
We
have
the
yellow.
Is
the
existing
Commonwealth
lab
right
away?
The
Green
is
existing
Beacon
Street.
AA
This
is
the
existing
Citizens
Bank,
building
and
parcel,
but
so
the
first
action
that
we
haven't
from
you
now
is
really
to
establish
this,
which
is
the
blue,
is
the
widening
to
Commonwealth
Avenue
and
obviously,
that
is
to
accommodate
this
future
roadway
connection.
And
then
these
are
really
the
curb
lines
that
are
shown
on
the
on
the
actual
approval
plan
that
we
have
and
we'll
get
back
to
that
in
a
minute.
So
this
is
really
a
summary
of
the
first
action
and
shows
how
that
ties
in
with
the
existing
rights-of-ways
and
then
in
the
future.
AA
We
come
back
the
most
arse
detail
and
there
will
be
a
discontinuance
of
this
portion
of
Commonwealth
Avenue
to
start
shaping
out
that
future.
The
development
parcel.
You
have
a
similar,
this
continuous
on
Beacon
Street
that
will
be
back
for
and
then
this
is
really
the
end
result
of
what
we're
trying
to
get
to
is.
This
becomes
right
away.
This
in
turn
becomes
the
development
pad.
Is
this
white
box
and
you'll
have
the
full
rights
of
ways
really
around
that?
AA
Where
part
of
it
is
public
plaza
here
and
then
you
can
see
the
roadway
configuration
starting
to
come
together
and
in
this
drawing
well
that's
sort
of
a
summary
of
the
steps
and
again
we're
just
here
for
step.
One
which
is
this
plant
here
is.
The
good
summary
of
here
is
that
first
right-of-way
and
we've
got
a
zoomed
in
plan
that
I'll
shows
next,
but
I
thought
this
was
good
to
get
the
overall
context
and
then
the
light
blue
shows
existing
curb
lines.
AA
Today
and
then
you
can
see
the
existing
building
here
that
that
will
go
away
as
part
of
this
project
and
then
you've
got
the
dark
blue
starts.
You
can
see
that
proposed
roadway,
configuration
and
curb
lines
and
with
this
plan
comes
the
commitments
right.
So
it's
almost
if
we're
thinking
back
to
resource
area
delineations
we're
we're
establishing
the
limits,
but
we're
also
establishing
some
performance
standards
of
how
the
designer
balls
from
this
point.
AA
So
there's
just
some
general
notes
down
here
with
commitments
that
8
to
10
foot
wide
clear
pedestrian
zones,
5
foot,
minimum
bike
lanes
and
those
details
need
to
evolve
as
the
design
evolves.
But
the
commitments
are
there
that
really
set
those
performance
standards
of
what
those
designs
need
to
accomplish
and
and
it
was
zooming
in
to
the
next
slide.
This
is
really
zoomed
in
for
the
right-of-way
expansion
for
Commonwealth
Avenue
and
then
again
the
context
of
the
curbs
and
how
they
fit
within
that
box.
AA
That
knew
right
away
box
and
then,
ultimately
this,
but
you
know
slightly,
but
this
is
now
that
we've
context
this
is
this-
is
what
we're
trying
to
get
to
there's.
Obviously,
a
lot
of
steps
there
and
we're
just
here
for
step,
one
which
is
that
right
away
expansion
and
setting
at
the
curb
line.
So
then
we
can
start
developing
all
the
detail.
You
see
in
it
this
plan
that
has
the
bicycle:
accommodations,
significantly,
better
put
it
in
accommodations.
AA
The
traffic
pattern
that's
been
worked
through
as
part
of
the
article
80
process
and
continues
to
evolve,
and
even
this
version
is
is
evolved
from
when
the
BPD
a
board
approval
came.
So
there's
been
some
additional
improvements
which
created
additional
public
realm
for
better
bicycle
and
pedestrian.
Accommodations
is
some
complications
in
this
corner
here,
so
the
the
curb
line
has
evolved
to
a
point
where
it's
into
the
next
phase
of
design.
Once
we
get
that
approval,
so
we
can
start
the
real.
AA
U
Yeah
I'm
happy
to
jump
in
and
I
actually
I,
don't
know
if
stand
Tech's
on
as
well.
You
know
word
and
I'd
say
regular
communication
with
BTD
we've
submitted
Visser
models
and
I
think
right
now
the
dialogue
is
a
back
and
forth.
Regarding
some
of
the
phasing
and
signalization
we've
been
asked
to
make
some
recent
updates,
through
our
most
recent,
submit.
All
my
understanding
is
I
think
that
we're
getting
close
to
a
phase
in
signal
prioritization
that
works
from
a
BTD
perspective.
The
last
piece
of
this
is
we're
continuing
to
evaluate
discussions.
U
These
of
the
public
buses,
specifically
the
57
bus.
The
MBTA
has
been
involved
in
that
dialogue
as
well
and
I.
Think
that
is
probably
the
last
piece
of
this
is
to
make
sure
you
know
we're
all
comfortable,
specifically
the
BTD
and
then
subsequently
MBTA
as
to
how
bus
operations
will
work
through
the
square,
but
we're
I
think
getting
close
to
a
point
where
we'll
be
back
in
front
of
the
MBTA,
with
a
proposal
that
will,
we
hope
be
blessed
by
the
BTD
and
so
I
expect
that
to
happen
within
the
next
week
or
so.
K
One
thing
that
I'll
mention
at
the
beginning
of
this
presentation.
It
was
noted
that
the
developer
may
not
be
obligated
to
construct
this
new
section
of
Commonwealth
Avenue.
It
should
be
noted
that,
should
they
not
end
up
constructing
that
section
of
roadway,
the
city
does
reserve
the
right
to
require
them
to
come
back
to
discontinue
all
or
a
portion
of
that
new.
I
I
If
someone
can
point
whoever
has
control
of
the
mouse,
that's
part
1
and
r2
is
a
series
of
specific
repairs
and
the
person
who
is
controlling
the
mouse
from
abolitionists
I
show.
Certainly
what
is
the
living
of
the
specific
repairs
that
you
are
envisioning
for
the
Commission
today.
Action
at
the
next
hearing.
AA
So
this
is
the
current
layer.
This
is.
The
proposal
is
to
relocate
these
curves
here,
beep
herbs
around
here
up
to
the
intersection.
There's
some
work
on
the
nose
here
and
then
this
new
Plaza
is
created
this
curve
behind
here
around
the
edge
and
then
starting
here
around
this
corner
and
back
ticker
yeah.
I
Stephen
that
people
is
treating
me
not
confusing
me
is
that
not
plaza
area
which
are
showing
okay,
that's
basically,
just
a
big
plaza
plaza.
You
are
going
to
do
a
building
and
then
the
other
part
is
supposed
to
be
public
space.
Before
we
can
discuss
specific
repair.
Something
should
we
figure
out
who
owns
that
thing?
I
need
BB's
continue,
and
that
is
a
procedural.
Z
819
incorrect,
sacrament,
sure,
yeah
I
think
there's
a
bit
of
confusion.
If
we
go
back
to
the
previous
couple
of
slides,
where
you
show
the
outline
yes
right
there
so
actually-
and
this
is
what's
up-
the
lawyers
Chong
Leo
and
I
struggled
with
we're-
actually
not
going
to
go
forward
to
do
any
physical
work
outside
of
that
the
new
Commonwealth
Avenue
Extension
there's.
This
is
a
hypothetical
curb
line
that
would
be
approved
so
that
we
can
design.
Z
We
needed
the
context
as
Stephen
putted,
to
set
the
edge
so
that
city
staff
and
the
team
could
understand
where
the
proposed
extension
would
go,
but
today,
you're
not
being
and
at
the
next
hearing,
you're
not
being
asked
to
approve
any
actual
work
and
the
whole
rest
of
what
you're.
Seeing
here,
the
huge
huge
plaza.
Also,
we
did
work
together
over
the
last
six
months
to
figure
out
the
timing
of.
When
do
we
do
the
discontinuance?
When
do
we
get
the
specific
repairs?
Z
When
also
does
the
BPD
a
get
involved
to
do
the
the
grant
EADS
and
the
it
was
very
clear
from
P
I
see
staff
that
they
absolutely
cannot
bring
to
you
at
the
P
I
see
a
discontinuous
of
any
public
way
until
they
knew
that
the
replacement
Road
actually
the
Commonwealth
Avenue
extension,
which
is
going
to
be
at
that
red
area
that
red
polygon
is
built
and
fully
accepted
by
the
city.
Only
then
would
they
even
countenance
a
petition
to
discontinue
anything
for
where
we're
gonna
build
the
hotel.
Z
Yes,
so
again,
I
I
would
I
would
look
at
that
second
paragraph.
So
that's
at
our
risk.
So
say
we
go
forward
and
we
tear
down
our
own
City
Bank
building
and
say
we.
We
build
this
Commonwealth
Avenue
extension,
it's
essentially
a
private
driveway
up
to
city
standards,
but
we're
taking
the
risk
that
we
come
back
to
pee
I
see
and
it's
not
accepted,
and
if
it's
not
accepted.
Essentially
the
project
ends.
I
I
Unconventional
situations
but
I'm
struggling
to
find
out
the
scenario
where
there's
a
hypothetical
situation,
because
you
you
can
take
that
hypothetical
scenario
on
a
layout
of
those
specific
repairs
and
I'm
struggling
to
understand
and
I'll,
try
and
get
guidance
from
our
legal
counsel
about
that
state,
just
kind
of
understand
how
both
parties,
we
both
see
the
the
action
you
are
seeing
from
the
Commission
about
the
specific
repairs
and
you
is
you,
stubborn,
it's
a
hypothetical.
Each
part
was
a
misunderstanding.
Z
What
I'm
getting
at
is
the
curb
lines
for
the
future
plaza
the
curb
lines
for
the
future
plaza.
So
in
order
for
the
I'm,
not
an
engineer,
but
as
I
understand
it,
the
discussions
between
the
engineers,
both
for
the
city
side
and
the
team,
is
that
they
they
needed
to
know
what
are
hypothetically
if
the
plaza
were
built.
If
the
plaza
were
built
in
this
dramatic
reconfiguration
of
Kenmore
Square,
which
is
the
set
of
applications
four
through
eight,
if
that
were
to
happen
years
from
now,
how
would
Commonwealth
Avenue
extension
relate
to
it?
Z
That's
my
understanding.
So
the
only
thing
that
actually
would
be
authorized
for
work
is
for
the
applicant,
the
petitioner
to
do
to
build
out
Commonwealth
Avenue
hypothetical
possible
commonwealth
avenue
extension,
but
it
may
very
well
be
that
the
city
decides
never
to
accept
that
extension.
Steve
did
I,
get
that
right.
Z
C
AA
In
the
right
place
and
matches
where
that
those
you
know,
physical
improvements
will
be
in
the
future.
So
really
it's
setting
the
context.
Okay,
this
is
in
the
right
spot
and
the
plan
works
with
these
curb
line
configurations
and
what
happens
if
this
gets
built.
You
need
to
make
sure
before
we
move
forward
with
a
building
here
that
there's
the
plan
in
place
and
committed
to
locked
in
effectively
with
this.
This
plan
that,
if
you
discontinue
pieces
in
the
middle
here,
how
do
we
keep
Kenmore
Square
whole
if
you
never
built
the
building?
AA
AA
A
Believe
we
have
some
members
of
the
public
who
have
interested
providing
testimony
if
there
are
multiple
members
who
just
put
your
name
in
the
chat
which
you
can
access
by
clicking
on
the
looks
like
the
comment
bubble
in
the
upper
right
hand,
corner
of
your
screen
most
likely
it's
the
upper
right
hand,
corner
of
your
screen.
Just
put
your
name
in
there,
I
can
then
I'll.
Just
I
will
call
you
up
to
present
it
that
that's
convenient.
AB
Well
again,
thank
you
for
giving
the
opportunity
to
speak
today.
I,
my
name
is
Dolores
McDaniel
I
live
on
Park
Drive
in
Boston
and
I'm
currently
serve
as
president
of
the
Audubon
Circle
Neighborhood
Association
and
represent
members
of
the
community.
Who
would
say
about
this
project.
AB
Think
smaller
I
am
here
today
simply
to
ask
the
members
of
this
commission
do
two
things
one
to
please
take
an
independent
look
at
the
proponents
plan
and
do
not
assume
that
everyone
before
you
has
done
the
work
to
understand
the
full
implications
of
the
changes
that
are
presented
to
you
today.
As
you
know,
Kenmore
Square
is
a
critical
intersection
of
three
major
thoroughfares
into
and
out
of
the
city.
So
there
is
no
room
for
mistake
in
making
significant
changes
to
this
road
system.
AB
I
attended
both
the
BPD
8or
hearing
on
this
matter,
as
well
as
the
zoning
Commission's
hearing
and
as
I
wrote
an
act
and
submission
to
you.
In
both
cases,
the
members
indicated
that
their
decisions
were
based
on
to
the
assumption
that
those
who
had
worked
on
this
project
have
done
their
homework
and
that's
a
proposal
passed
muster.
I.
Ask
that
you
not
make
that
same
assumption.
AB
I
believe
that
the
traffic
analysis
that
was
done
through
this
project
is
flawed
most
because
it
was
very
limited
at
scope,
taking
Vale
like
anything
outside
of
the
square
into
consideration
and
because
it
is
based
on
false
assumptions,
one
of
which
is
that
the
hotel
patrons
who
fly
into
Boston
or
who
take
the
train,
which
the
proponent
presumes
will
be
or
asserts,
will
be.
The
greater
majority
will
take
the
T
to
Kenmore
and
I
happen.
To
think
that
this
is
just
foolish
and
I'm
I
admit
I.
AB
Rarely
admit,
I
am
NOT
a
traffic
engineer,
but
if
the
analyses
into
the
traffic
volume
of
L
OS
at
intersections
and
everything
else
that
dictates
the
success
of
a
row
system
are
based
on
inadequate
info
and
the
conclusion
must
be
suspect.
The
second
thing
I
would
ask
is
that
you
use
your
common
sense.
As
I
said,
these
are
major
thoroughfares
into
and
out
of
the
city.
Any
suggestion
that
portions
of
them
are
surplus,
which
is
language
used
by
component
to
the
needed
capacity
for
travel,
is
false,
where
the
city
has
narrowed
major
roadways
else.
AB
When
they're
in
the
city
has
from
my
experience,
proven
it's,
it's
poor
results,
Beacon
Street,
not
a
bun
circle,
was
narrowed
to
by
widening
the
sidewalks
and
then
adding
bike
lanes.
I
love
the
introduction
of
bike
lanes
on
our
city
streets,
but
narrowing
the
roads
while
trying
to
accommodate
this
additional
lane
for
I
travel
in
my
opinion,
doesn't
make
any
sense
trying
to
make
the
roads
and
Boston
more
difficult
to
navigate
is,
in
my
opinion,
not
a
way
to
make
our
streets
either
safer
or
more
pleasant.
AB
I
can
tell
you
as
a
pedestrian
that
walking
along
congested
streets
with
the
noise
and
stink
and
tension
associated
with
them
is
incredibly
unpleasant.
The
increased
use
of
horns
in
our
neighborhood
is
allowed
an
incessant
reminder
that
the
road
is
not
safer.
Please
take
a
look
at
this
proposal.
Please
use
your
common
sense
and
please
demand,
as
an
opponent
and
others
in
the
city
administration
take
reality
into
account
before
rushing
to
let
the
false
assumptions
and
I
think
suspect.
Public
benefits
presented
in
this
project
lead
us
to
something
to
regret
at
leisure.
A
One
thing
I
think
we
might
be
able
to
follow
up
on
right
now
and,
if
not
certainly
between
now
and
any
public
hearing
is
around
the
set
of
assumptions
that
are
going
into
the
model
and
I
think
in
those
I
may
be
thinking
of
a
letter.
It's
either
a
letter
that
you
wrote
her
or
maybe
another
person
from
the
Audubon
Circle
area
wrote
with
some
specific
questions
around
assumptions
about
whether
they
were
included
in
the
traffic
model.
A
I
I
mean
we
I
just
want
to
make
sure
that
those
issues
that
you've
raised
both
about
the
inputs
to
the
model
of
the
scope
of
the
model
that
we
that
we
gave
specific
answers
to
that
and
were
they
actually
included
and
how
are
they
considered
and
all
those
pieces
I,
don't
know
whether
the
project
proponents
seen
those
letters.
If
not,
we
can
get
them
to
them
and
if
they
have
already
seen
them.
Perhaps
somebody
from
Stantec
can
comment.
Y
A
U
In
chief
Osgood
I
would
just
add
to
the
concerns
raised
and
second,
what
Jason
said
we'd
be
happy
to
look
and
provide
any
further
color,
but
I
do
think
it's
worth
pointing
out
for
the
benefit
of
the
public.
Really
at
your
suggestion,
through
this
process,
we
were
asked
to
bring
on
to
peer
reviewers.
U
So
not
only
was
Stan
tech
part
of
the
formula
as
well
as
BTD,
but
there
were
two
outside
parties
that
the
city
brought
on
at
your
suggestion
that
we're
also
reviewing
our
information
in
submittals,
so
just
to
help
try
to
provide
a
little
more
context
to
the
process,
but
we're
happy
to
provide
any
further
detail
that
we
can
to
try
to
alleviate
concerns.
So
thank
you.
First.
A
David
Damon
and
Jason
Todd,
if
we
can
agree
yet
to
lorises
letter
and
if
there
were
one
or
two
the
letters
we've
received
and
get
them
to
the
today,
I
mean
Jason
just
so
that
we
can
be
able
to
get
back
to
you,
Dolores
and
the
other
one
circle,
neighborhood
association,
about
these
sort
of
inputs
that
are
bound
to
place.
What
the
models
are
actually
saying.
The
Damian's
point,
the
peer
reviews
and
and
they'll
have
a
conversation
about
them,
is.
K
T
AB
A
A
AC
AC
Unless
there
is
a
Red,
Sox
game
or
a
concert,
because
the
streets
are
straight
they're
in
an
X.
What
the
developer
is
proposing
is
to
turn
that
X
into
a
spaghetti
of
streets,
and
we
just
I
think
it's
absurd
to
think
that
a
spaghetti
of
streets
and
adding
two
stoplights
where
there
are
not
two
stoplights
now
is
going
to
improve
traffic
flow
into
the
square.
AC
We
are
not
opposed
to
development,
on
the
contrary,
living
in
the
Fenway,
Auto
Bahn
circle
area.
Obviously,
we've
have
seen
tremendous
changes
and
very
positive
developments
over
the
last
10
years.
That's
not
the
issue.
The
issue
is
traffic
safety
and
the
smoothness
of
traffic
flow,
as
well
as
pedestrian
safety.
AC
A
Catherine
appreciate
those
comments
and
thank
you
for
your
patience.
Be
able
provide.
Testimony
will
certainly
get
all
the
letters,
including
yours,
to
stand
tack
into
the
project
team
at
large.
There
has
been
a
lot
of
analysis
which
I
can't
feature
I
think
it's
still
on
a
review
about
things
like
traffic
flow
safety,
benefits,
etc
of
some
of
these
of
these
elements,
but
certainly
to
your
point
that'll.
Those
would
be
major
parts
of
our
consideration.
A
Y
A
Between
now
and
the
public
hearing,
we
can
work
on
again
getting
the
common
letters
to
the
project.
Proponent
may
answer
reviewing
some
of
the
assumptions,
the
issues
that
were
raised
specifically
by
the
Autobot
circle,
Neighborhood
Association
and
residents
in
the
area,
and
find
the
right
way
to
be
able
to
connect
between
ACMA
and
and
the
project
proponent.
A
U
B
E
H
Teller
DNA
engineering
group
representing
TC
systems,
can
everyone
see
the
screen
item
journey?
Yes,
great,
so
TC
systems
is
petitioning
for
the
company
status
on
the
installation
of
approximately
330
feet
of
even
phenomena,
prolong
wyvern,
Street
and
Hyde
Park
Avenue.
This
project
will
have
no
participants
and
has
been
entered
into
pool
bucks
against
the
service
customers
in
the
area.
H
H
So
this
is
officially
for
two:
you
see
conduits,
starting
at
an
existing
utility
pole
on
Warren
Street
heading
into
High,
Park
Avenue.
It
does
not
cross
the
median.
The
crossing
of
Hyde
Park
is
at
an
area
where
there's
a
in
existing
discontinuity
in
that
median
width
enterance
and
continues
down
High
Park
at
to
the
point
where
it
reaches
an
existing
accident
hand
hole
which
we
do
have
rate
approval
to
enter.
This
would
also
include
the
installation
of
one
Quantic.
City
show.
A
A
S
B
S
K
L
S
A
S
Right
this
one
here,
we've
got
about
500
feet,
total
of
micro,
trench
and
that's
gonna,
be
feeding
customer,
which
I
believe
is
a
su
Boston
on
Camden
Street.
We
have
one
hand
hole
at
the
intersection
of
Columbus
out
of
and
Camden
Street,
which
briefly
located
out
of
the
sidewalk
area
or
the
crosswalk.
Here
we
go.
K
A
S
Conduits
along
D
Street
from
West
fifth
Street,
the
West
Broadway
Broadway,
we're
connecting
into
existing
crown
Castle
hand
holes
at
either
end
and,
as
you
can
see
on
the
print,
there
is
a
note
there
for
a
future.
3X3
crown
Castle
handhold
yeah
just
outside
of
Gould
Street,
and
those
brought
to
my
attention
that
that
hand
hole
in
conduit
to
200
T
Street
has
already
been
constructed.
A
V
And
this
actually
was
a
combination
of
two
projects.
One
was
a
to
feed
the
small
cell
node
and
then
the
school
elementary
and
yes,
thank
you
very
much
Todd
for
helping
me
with
the
presentation
and
I'll
have
to
figure
out
what's
going
on
with
my
computer
on
these
calls
anyway,
this
is
about
it's
three
hundred
and
seventy
three
feet
of
Micra
trench
and
then
the
rest
is
two
four
inch
1/4
City
shadow.
B
V

A

A
K

Two
three
by
three
hand:
holes
and
again
this
one
on
my
field
way
does
not
look
like
that
would
make
it
in
a
sidewalk,
but
the
one
on
grants
probably
could
I
got
that
one
out,
but
that's
going
over
to
the
pole,
so
I'll
have
to
see
what
what
the
condition
of
that
sidewalk
is.
It
looks
like
it's
an
asphalt
sidewalk,
so
it
may
not
be.
A
A
V
B
K
Yeah
I
actually
looked
into
that
this
well,
first
of
all,
Shelley
what
you
have
there
has
Main
Street
here:
I
actually
am
pretty
sure.
That's
mystic
Avenue,
not
Main
Street,
so
just
double
check
or
check
the
records
there
and
yeah
I
believe
this
is
right
at
the
location
where
we
widened
the
mystic
Avenue
right-of-way
years
ago,
if
you
remember
correctly
so
I
believe
this
is
all
within
the
apparently.

Well,
you

before

today,
I
think
is
a
interesting
proposal
on
our
part
and
one
that
I
think
reflects
a
newfound
collaboration
among
the
city,
Department
of
Neighborhood

and
National

Our
real

folks
have
ID'd
working

that
could
facilitate
the
city's
request

our

this
is
among
those
coming

on
the

be

It
would
be
easier

just
a
overall
better

We're
looking
for
the

approval
to

That
would
include
several

which
are
frequent
in

as
well
as
some

we've
reached
out
to
the
applicable

for
comment

have
received
some
of
those

with
those
folks,
National

probably
a

construction
timeframe,
with
both
replacement

with

Norfolk,
the
inbound
side
toward
Codman
square.
If
you
will,
on
that
side
of
Norfolk,
be
happy
to
answer
any
questions
and
I
hope
that
paint
some
one
of
the
picture
on
what
we're
looking
to
do.
A
M
I
Relationships
appreciate
you
being
part
of
the
equation:
I,
don't
think
I
know
you
as
well
as
I.
Do
that
would
be
knowing
that
person
for
15
years
or
first
or
so,
I'm
just
hearing
little
bits
of
information
about
where
things
are,
what
was
promised?
What
needs
to
be
done
and
I
am
NOT
going
to
profess
that
I
know
all
the
details,
but
the
assurances
I
have.
This
conversation
is
doing
that
you
are
in
the
conversation
Peter.
You
have
stopped
and
your
credibility
so
kind
of
questions
that
regular
regulate
of
heat.
I
I
Everything
people
understand
our
path,
because
there's
a
private
mother
that
is
going
to
come
back
that
regulate
a
bit,
even
though
the
regulator
eight
is
on
city
controlled
property.
What
are
your
notifications
standards?
Do
you
have
to
notify
that
homeowner,
the
nice
big
building
that
shows
in
your
picture.
AD
I
I
I
National
Grid
is
going
to
construct
this
and
there
were
some
questions
as
to
who
is
going
to
maintain
that
IP
that
responsibility
may
be
falling
on
my
shoulders
and
I'm,
giving
it
I
have
slightly
hunched
shoulders,
but
I
can
against
it.
I
mean
yeah.
The
third
thing
is
climbing:
if
you
could
jump
in,
there
was
a
lightning
issue.
Can
someone
really
the
beat
is.
K
So
that
one
single
white,
that
you
see
more
or
less
in
the
middle
of
the
plaza
here
that
has
been
proposed
by
National
Grid
they've,
reached
out
to
the
public
street
lighting
division,
is
appropriate.
That
coordination
still
needs
to
get
finalized.
I
think
there
was
a
little
bit
of
confusion
as
to
whether
or
not
this
was
this
way
would
be
in
the
roadway,
not
in
the
roadway,
privately
maintained,
publicly
maintained
just
to
clarify
something
that
was
said
a
bit
earlier.
This
entire
area
mints
are
being
proposed
is
within
the
public
right-of-way.
K
This
was
formerly
a
DND
parcel
that
was
turned
over
to
Public
Works
and
then
subsequently
absorbed
into
the
New.
England
have
right-of-way,
so
all
of
this
is
public
right-of-way.
These
are
public
sidewalks,
so
it
is,
is
disc
emissions
within
this
Commission's
authority
to
grant
the
approvals
to
do
all
of
this
work
to
national
current.
I
Either
the
line
needs
to
go
in,
we
can
be
creating
wonderful
spaces
like
this
and
have
it
in
a
questionable
situation
with
the
lights
go
down
in
the
Sun
Goes
Down.
Okay,
so
the
light
will
be
properly
position.
You
will
power
a
Yoshida
installing
and
then,
if
it
gets
knocked
down,
we
replace
it.
Yes,
is
that
the
gate
man.

K
A
A
Our
pleasure,
thanks
to
your
patience
and
to
the
city
team
on
this
call.
Thank
you
for
your
your
patience,
your
flexibility
and
your
work
throughout
this
are
lies.
It's
been
a
different
approach
and
and
went
very
smoothly.
So
thank
you
for
everybody's
hard
work
on
that.
I
know
that
I'll
entertain
a
motion
to
adjourn
I'll.
