Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

million
square
feet.
It

on
the
site
of

former
winters
garage
that
was
owned
by
the
city

Boston.
The
garage
was
demolished
earlier
this
year
and
under
a
foundation
permit.
We
have
just
about
completed
the
foundations
for
the
future
project.
It
will
and
just
under
700
feet.
It's
a
mixed-use
projects
with
office,
father
and
lower
25
floors
and
condominiums
out
to
the
54
for
the
project
that
we
approved.
The
article

process
involved
reimagining
the
winter
square
park.
That
was
there,
although
it
is
a
CIC.

In
order
to
better
understand
what
we're
doing
in
the
park,
I
thought
I
would
just
quickly
show
you
our
ground
floor
plan,
which
includes
a
connector
between
Federal,
Street
and
winter
square,
and
then
you
Bowl
on
to
winter
lane,
which
is
another
heavily
used
pedestrian
Lane.
So
we're
really
connecting
everybody
back
quite
frankly
to
the
Greenway
into
South
Station.
So
the
inside
will
be
a
public
passageway
which
will
include
some
food
kiosks
in
off
hours.
It
will
allow
for
gathering
space
for
the
community.

This
connector
space
will
actually
be
deeded,
as
always
I
guess
what
folks
are
calling
pops
privately
owned
public
space,
so
that
will
run
with
the
property.
So
I
give
you
that
background,
because
it
ties
it
to
what
we
are
doing
at
the
winter
square
park,
and
that
is,
there
is
a
raised
crosswalk
from
the
connector
to
the
winter
Square
Park
along
Devonshire
Street,
Devonshire
Street,
which
is
currently
closed
for
construction,
will
be
reopened.
It
will
continue
to
be
one
way
as
it
is
today.

The
car
itself
has
grown
slightly
because
we
have
captured
back
some
of
the
unused
roadway
who
are
giving
it
to
the
pedestrian
realm.
We
are
using
paving
materials
that
we
used
on
the
street
at
Chavez
park.
That
park
is
now
three
years
old,
but
very
happy
with
the
way
that
paving
material
has
withstood
the
New.

temperature
fluctuations-
we've
worked
very
closely
with
disabilities
to
make
sure
that
we
have
the
proper
path
of
travel.
There
is
concrete
sidewalks
along
Devonshire
Street,
and
then
there
is
a
crosswalk
over
otis
street
otis
street
will
not
have
specialty,
paving
because
that's
the
path
for
the
MBTA
you're
enjoying
buses
or
MTA
buses.
So
we
want
to
make
sure
that
that's
much
easier
to
maintain
the
LMI
agreement
will
require
us
to
maintain
all
of
the
specialty
teachers
and
there
will
some
lighting
integrated
into
the
park
as
well.

was
a
fountain
without
its
design
that,
on
a
windy
day,
it
will
have
senses
that
will
automatically
bring
the
water
down.
It's
also
designed
as
a
sculptural
element
given
with
lighting,
because
we
all
know
when
to
England
can't
use

fountain
all
that
many
days.
So
this
will
also
be
a
place.

plan

gonna
reconstruct

moving
down
towards
the

are
extending

curve
out
into
where
the
street
is.
Today
it's
going
to
sort
of
make
the
street
just
a
little
straighter,
it's

of
too
wide
for
the
traffic
coming

it

gives
us
room
to
plant

trees
and
put
some
permeable
pavers
there.
So

greener
elements.

existing
pedestrian

gonna
reconstruct
that
that

street

the

the
new
park
which
I'll

the

plan.

concrete
crosswalk

concrete
sidewalk
coming
towards
the
site,
and
then
it
will
connect
to
that.
The
proposed
concrete
sidewalk
in
front
sight
and
then
the
majority

existing
sidewalk
is
actually
within
the
project
site.

facilitate
the
sidewalk.

combined
sewers
out

also
shifted
the
fountain

we
would
be

get
access
to
that

overflow

those
particularly
utilities
are
in
good
shape.

them
that
way,

LMI

removed
as

this
project,

that's
because
it's

conflict
with
where
the
proposed
canopy

on
coordination
with
the

to
have
kind
of
as
much
unencumbered
space
as
possible
for
people
gathering.

we
are
increasing

width

sidewalk.

the
north
side
of

going

of
course,
the
entrance
to
the
theater
that
space
will
be
concrete
sidewalk,
as
you
get
further
further
west
on
its
west
and
south,
on
its
which
street
we're
introducing
a
permeable
pavers
own
and
where
Ruth
had
mentioned
earlier.

Park
West
towards
the
intersection
with
Van
Ness,
that's
all
being
done
as
part
of
the
Boston
Arts
Academy
of
project,
but
we
are
continuing.
A
similar
street
theme
is
what
they've
proposed
and
again
this
will
have
a
like
five
and
a
half
foot
wide
Kirby
for
furnishing
zone
with
two
three
Street
trees,
and
also
carrying
the
C
cube
elements
that
are
part
of
Boston,
Arts
Academy
and
also
on
the
north
side
of
switch
regarding
existing
curb
cuts.

There
is
a
23
foot,
wide
curb
cut
to
access
the
triangle,
lot
off
of
Ipswich
Street
that
is
being
closed
as
part
of
this
project
and
then
today,
to
the
existing
kind
of
a
garage
building.
There's
an
existing
curb
cut,
that's
about
seventy
four
feet
wide
and
we
are
actually
proposing
to
increase
in
eighty
five
feet
wide
to
other.

So
we
right
now
we're
gonna,
be
working
with
the
BT
Dion
pickup
and
drop
off
activity,
we're
imagining
that
some
will
occur
on
Landsdowne
Street
and
there
will
be
some
outbound
on
hips,
which
Street
and
inbound
to
the
to
the
east
of
the
Lansdowne
intersection.
But
we've
been
asked
by
the
BT
D
to
look
at
options
of
flexing
the
curb
space
in
front
of
the
loading
dock
for
pickup
and
drop
off
during
theater
events.

then,
when
the
when
the
theater
is
operating
concurrent
with
Fenway
Park,
we've
been
working
as
the
city
has,
with
uber
and
lyft
and
others
to
try
to
geo
locate
outside
of
this
immediate
area.
So
we
are
imagining
that
that
plan
is
going
to
continue
to
evolve,
but
right
now
it's
on
Boylston,
Street
and
further
out
on
Beacon
Street
near
Maitland
for
pickup
activities.
So
we're
going
to
continue
to
work
with
the
city
on
those
issues.

Ipswich
street,

Lansdowne
Street
side,
there's
actually
a
five
foot
building
setback.
That
is
a
song
playing
the
sound.
So
the
canopy
is
about
an
eye
about

foot
projection,

feet
protected
to
play
in
town
street.
By
about
four
feet,
there
are
also
late
signs
and
other
building
signage
that
will
be
off
of
the
building
on
the
Lansdowne
Street
side.
That
sign
into
actually
occurs
within
that
five
foot
building
setback,
so
it
doesn't
actually
encourage
Lansdowne
Street.
