From YouTube: Public Improvement Commission Hearings 7/11/19
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.
This meeting begins at the 5:53 mark.
A
Good
morning
like
to
welcome
me
to
the
public
informed
Christian
hearing
on
July

2019,
our
first
sight

mother
hearing
minutes
at
the
request
of
the
public
and
private
Christian
staff,
the
acceptance,

any
questions
or
comments
on
the

Okay,
no

so.
A
Moved
move
around
to
our
public
hearing.
Our
first
item
is
a
joint
petition
by
the
city
of
Boston
Transportation
Department,
the
City
of
Boston
Public,
Works,
Department
and
goodwill

for
the
widening

relocation

the
existing
right-of-way

I'm

located
in
southwest

between
Harrison

and
Albany

This
was
new

on
June

2019,
as
shown
on
a

entitled
city

Public,

B
Good
morning,
chief
and
commissioners,
I'm
Kelly
with
Boston
Transportation,
Department,
Senior,
Planner
and
project
manager
for
the
mounting
of
cast
Boulevard
reconstruction
project.
As
you
said,
chief
and
Commissioner.
We
are
here
back
today
for
our
hearing
relative
to
the
widening
in
relocation
areas,
as
well
as
the
specific
repair
plans
for
the
entire
Cora,
the
widening
and
relocation
areas.
B
Three
different
roadways
Columbus
have
been
the
Kasbah
LaVon
itself
and
Albany
Street
and
we're
not
widening
the
roadway,
its
widening
the
areas.
The
streetscape
area
is
to
accommodate
handicapped
accessibility,
pedestrian
accommodation
and
protected
intersections
bike
accommodation.
So
we
needed
that
extra
space
from
the
city
layout
and
city
right
away
for
specific
repair
for
the
entire
Cora
de
relative
to
major
improvements
in
reconstruction
involving
full,
build
reconstruction
of
roadway,
surface
sidewalks,
grade-separated
cycle
track,
new
stormwater
systems,
stormwater
recharge,
new
street
lighting
systems
and
street
lights.
B
New
traffic
signals,
traffic
signal
control
boxes
and
a
related
traffic
signal.
Equipments
fiber-optic
for
traffic
management
raised
intersections
in
some
the
locations,
one
in
particular
at
the
Tremont's
right
turn,
which
will
be
signalized
and
have
its
profile
raised
for
additional
pet
safety.
We
have
a
raised
approach
from
sod
units
Roth
truth
way:
/
caraway,
four
approaches
to
mill
Nia.
We
have
a
slightly
raised
profile
at
Washington
and
mell
Nia
about
three
inch
above
grade
the
same
with
Albany
Street
near
the
orchard
got
in
school,
the
intent
to
slow
traffic.
B
The
traffic
calming
measures
were
called
out
in
our
process,
with
community
engagement,
as
well
as
city
agencies,
that
traffic
coming
and
slowing
down
the
vehicles
was
paramount.
So
we
wanted
to
try
these
kind
of
cutting-edge
treatments,
so
the
radius
elements
were
incorporated
into
the
plans.
Just
real
quick
on
the
history.
B
We
had
a
design
that
would
have
actually
widened
the
roadway
originally
incorporating
center
median
bus
way
and
during
the
process
of
the
design
and
community
engagement,
we
actually
had
to
scrap
that
idea
and
go
back
to
the
drawing
board
and
create
more
of
a
design
that
was
amenable
to
the
neighborhood
more
of
a
Complete
Streets
design
and
something
that
wouldn't
intrude
upon
the
edge
of
the
and
the
residential
communities
in
some
way.
The
new
development
that's
starting
to
be
built
along
the
corridor.
So
we
changed
course
on
this
several
years
ago.
B
We
received
full
funding
in
2016
to
the
federal
amrok
money
to
the
two
hundred
twenty
five
million
dollars,
and
what
was
done
with
that
opportunity
is
create
a
roadway
that
will
be
safer,
greener,
we're
planting
over
250
trees.
Yes,
we
do
have
to
remove
a
number
of
trees,
but
we
will
be
planting
a
significant
amount,
three
or
four
times
of
what
well
we're
moving.

Moving
on
to
our
next
item
on
a
joint
petition
by
the
city
of
Boston
transportation
department
at
Northeastern,
University
for
the
widening
and
relocation
of
the
existing
right-of-way
lines
of
Columbus
Avenue,
a
public
way
in
Roxbury,
located
on
South
Wesley
side
generally
and
on
the
a
Cass
Boulevard.
This
was
new
business
on
June
20th
2019,
and
this
has
shown
on
a
plan
entitled
city
of
Boston,
Public
Works
from
an
engineering
division,
widening
and
relocation
plan,
Columbus
Avenue
bound
they
cast
Boulevard

D
E
The
curb
line
is
getting
moved
on
the
north
side
of
the
boulevard,
but
because
that
is
the
existing
40-foot
transportation,
easement
you're
not
voting
on
that
widening
aspect.
I'm
assuming,
however,
there
are
left
turn
lanes
being
added
at
Albany
heading
north
and
a
left
turn
approaching
on
the
boulevard
approaching
Shawmut
southbound.
So
the
comment
made
that
the
road
is
actually
not
getting
right
and
doesn't
seem
quite
accurate.
I
do
want
to
correct
that.
Thank
you.
A
J
K
Mark
gravely
C
Howard
signed
outs
and
at
times
there
is
an
additional
lane
added
to
the
roadway
for
the
left
turn
lanes.
However,
there
are
existing
medians
at
certain
locations
that
were
to
meet
maximizing
that
space.
Turning
into
roadway
we're
doing
our
best
to
keep
the
crossings
in
the
roadway
widths,
from
curb
to
curb,
as
short
as
possible
for
pedestrian
safety
and
the
productive
intersections
do
alleviate
some
of
those
extended
crossings
as
well.
K
The
pushers
get
a
lead
time
out
into
a
protected
space
before
crossing
the
road
when
we
did
not
create
additional
through
lanes
and
to
increase
capacity.
This
was
not
an
Operations
project.
It
was
a
safety
project,
so
we
did
our
best
to
keep
the
roadway
with,
as
in
the
lane
allocations
as
same
as
they
are
today.
G
L
My
name
is
Ken
quick,
Mir
I've
been
another
member
of
the
Friends
Amalia
cast
with
respect
to
pedestrian
safety
and
crossings.
I
would
like
to
correct
the
record
that
the
dimensions
are
being
made
shorter
for
the
pedestrians
and
to
that
effect,
it's
important
for
you
to
take
a
look
at
drawings
that
we
have
done
in
analyzing,
the
p
IC
drawings
and
this
particular
middle
here.
D
L
Show
you
that
the
dimensions
for
the
pedestrian
crossing
from
sidewalk
to
sidewalk
has
been
increased
extraordinarily
from
typically
a
little
over
50
54
feet
or
so
from
sidewalk
to
sidewalk,
to,
in
many
cases,
82
to
88
feet
to
get
from
sidewalk
to
sidewalk.
So
the
pedestrian
from
raised
sidewalk
that
is
in
yellow
and
those
drawings
will
go
down
to
the
level
of
the
street
at
the
bikeway.
L
Will
then
cross
over
to
a
space
in
the
median
will
then
cross
over
the
roadway
itself
well
into
another
space
between
the
median
and
then
cross
the
bike
way
before
they
can
go
up
to
the
sidewalk
on
the
other
side.
So
it's
the
belief
with
many
people
in
the
neighborhood
that
this
is
much
more
punitive
to
the
pedestrian
trying
to
get
sited
Melanie
a
cast
to
the
other,
rather
than
a
benefit
to
the
pedestrian
and
so
from
a
complete
strand,
Stanton
streets
standpoint.
L
This
is
really
in
opposition
to
what
the
Complete
Streets
stands
for,
which
is
improving
things.
One
of
the
basic
commitments
made
by
the
city
when
the
project
started
was
to
try
to
improve
the
connection
from
one
side
of
Laurel,
Roxbury
and
the
other,
and
to
add
to
the
problems
of
this
going
down
across
and
back
up
much
longer
distances.
This
traffic
signals
also
should
be
encouraging
and
where
the
city
had
originally
told
the
neighborhood
that
they
would
have
automatic
walks
so
that
they
could
get
across
from
one
side
of
Laurel
Roxbury
to
the
other.
L
They
were
told
at
the
last
meeting
at
seventy-five
percent.
The
people
would
have
to
come
and
push
a
button
and
wait
for
the
cycle
to
come
through
before
they'd
be
given
the
opportunity
to
walk
that
there
would
be
no
automatic
walks
and
that
it
would
be
only
at
request
of
the
pedestrian.
The
neighborhood
is
extremely
unhappy
about
that
and
believes
that
they
have
been
misled
in
this
project.
L
My
name
is
the
signatory
of
akkad.
The
construction
documents
for
the
Southwest
garter
I
was
project
manager
for
that,
and
so
I
have
a
lot
of
familiarity
with
this
particular
project
and
I
was
asked
by
people
in
Laurel.
Roxbury
cuz
I
live
just
a
little
on
the
other
side
of
Miss,
evident
to
join
them.
When
this
project
began
and
I
have
subsidy
become
a
member
of
the
Friends
of
Melanie
cast
boulevards.
L
So
it's
a
project
that
I
have
looked
at
very
carefully
in
terms
of
both
the
original
drawings
which
I
happen
to
have
the
only
cast
Boulevard
and
of
the
proposed
changes
that
you
now
see
in
the
P
I
see
in
front
of
you.
So
you
know
sir
I
have
nothing
to
do
with
Northeastern
University
I'm,
retired
I
did
I
did
treat
each
transportation
at
MIT
for
15
years,
but
I
no
longer
teaching
there.
So.
A
Counting
a
number
of
your
comments
were
little
or
two,
the
fourth
item
on
the
agenda,
which
is
a
prepare
plan
which
is
so
yeah
just
for
the
purpose
of
sequencing
police
so
before
I
think
Rick,
it
looks
like
you're
Chinese
I
want
to
make
sure
we're
going
through
this
in
order.
This
is
this
item
is
about
the
widening
and
relocation
at
Columbus
and
Belle
Nia.
Are
there
other
questions
or
comments
about
this
wedding
and
relocation?
Action.
G
I
A
Move.
Our
third
item
is
on
the
joint
petition
by
the
city
of
Boston
transportation
department,
the
City
of
Boston
Public,
Works
Department
and
the
city
of
us
and
Department
Neighborhood
Development
and
the
Boston
Water
and
Sewer
Commission
for
the
widening
relocation
of
existing
right-of-way
lines
of
Albany
Street,
a
public
way
and
Roxbury
located
on
southeast
side
southwest
of
Melanie
Katz
Boulevard,
as
well
as
in
snore
thrust
Eastside
northeast
of
Melanie
Katz
Boulevard.
A
C
C
C
K
I,
maybe
the
existing
intersection
is
skewed,
and
so
what
we're
trying
to
do
is
make
all
the
improvements
that
are
consistent
within
the
court
or
that
being
the
protected
intersections
and
getting
everything
within
the
right-of-way.
In
order
to
do
so,
we
created
a
chicane
on
Albany
Street
in
order
to
square
up
the
intersection
a
bit
and
make
those
crossings
as
short
as
possible,
while
providing
all
of
the
safety
improvements
at
each
of
the
corners
of
significant
note.
K
That
chicane
opens
up
a
much
wider
area
for
the
bus,
stop
and
that's
of
importance
being
adjacent
to
the
school.
So
we
can
create
a
much
much
larger
place
for
on-boarding
and
off-boarding
and
the
area
here
it
will
also
be
utilized,
but
it's
from
the
Boston
water
and
sewer.
So
it's
also
a
city
way
open.
M
This
finding
relocation
there
is
comment
from
Boston
water
sewer,
Commission.
You
know
there
is
area
that
is
currently
under
our
jurisdiction.
Really
it's
Boston
Warren
sewer
property.
There
has
been
ongoing
negotiations
about
getting
this
agreement
about,
what's
going
to
be
happening
with
the
property
at
this
time
that
has
not
been
approved.
There
have
been
no
signature
for
that.
G
H
M
E
D
H
No
I
mean
I
think
that
the
document
about
the
future
of
the
land
is
kind
of
slightly
separate
from
the
notion
of
this
is
a
highway.
He's
meant
there
is
no
land
being
transferred
through
this
action,
but
so
I
think
that
we
are
like
Pat
same
conversation
with
with
water
and
sewer,
so
I
think
that
yeah
I
think
you,
but
I
mean
it
can
be
contingent
on
the
final
documentation
being
verified
by
beep,
be
wsd
but
yeah
this.
This
won't
change
owners,
land
of
ownership,
the
action
that
we're
taking
Aaron.

a

more

We
also
physically

all

You
out

but
the

it's
not
separated

will
be

And,
lastly,
there's
still
one
infiltration:
it's
possible.
You
have
mostly
self-service
without
a
concrete
dry

of

but
we
do
have
you
know

as
well.
J
K
We
worked
with
the
Boston
lighting
department
to
determine
the
fixtures,
but
a
full
photometric
plan
was
done
to
make
sure
that
we
had
Street
scale
and
pedestrian
scale
lighting
along
the
corridor
with
the
pedestrians
and
the
bikes
being
offset
from
the
road
and
protected.
We
wanted
to
make
sure
that
adequate
lighting
was
provided
for
safety.
In
addition,
the
city
has
already
begun
during
our
design
process.
Some
tree
trimming
and
maintenance.
K
A
lot
of
the
existing
lights,
were
blocked
by
existing
overgrown
trees,
and
we
have
taken
great
care
to
place
the
new
lighting,
a
minimum,
a
believe
of
15
feet.
I
think
it's
15
feet
from
each
of
the
existing
trees
and
we
have
trying
not
to
plant
a
new
trees
near
it
and
make
sure
that
maintenance
is,
is
the
easy
as
possible
going
forward
to
keep
this
new
lighting
operational
and
lit
so
that
way
that
the
sidewalk,
the
bike,
the
bike
lane
and
the
roadway
all
have
the
appropriate
safety.
C
K
So
the
I
apologize
I
don't
have
the
tree
plan
with
the
official
count
in
front
of
me,
but
throughout
the
iterations
of
the
design.
Going
all
the
way
back
to
the
rapid
transit
design
was
really
an
obliteration
of
the
corridor
because
we
were
widening
and
widening
out
into
both
sides
of
the
road
hearing
from
the
community
that
the
bus
rapid-transit
was
not
a
viable
option
for
the
extended
crossings,
as
well
as
the
loss
of
trees.
More
complete
streets
approach
was
taken
from
the
basically
a
restart
of
this
project.
K
We
do
have
a
graphic
I
apologize,
not
with
me
that
shows
the
existing
tree
canopy
and
then
what
the
trees
are
going
to
be
removed,
and
when
you
look
at
it
from
an
aerial,
you
can
see
that
a
significant
portion
of
the
canopy
does
remain
and
in
order
to
mitigate
the
60
trees
that
are
being
removed.
We
are
planting
upwards
of
200
trees,
so
there
will
be
a
large
net
increase
of
trees
along
the
corridor
and
the
trees
that
are
being
planted
are
specific.
K
Specific
species
that
will
grow
in
the
corridor
be
resistant
to
the
conditions
here
in
New
England
and
provide
the
appropriate
canopy.
So
that
way
we
can
try
and
avoid
the
overgrowth
that
has
occurred
on
the
with
some
of
the
existing
trees.
Again,
all
of
the
trees
to
be
planted
have
been
it's
a
selectively
placed
to
try
and
minimize
your
Till
impacts
and
lighting
impacts,
and
it
was
through
great
coordination
with
the
community
in
order
to
avoid
certain
trees.
We've
the
the
bike
path
and
the
sidewalk
around
other
trees
have
some
minimal
clearances
for
others.
K
There
is
extensive
tree
protection
where
the
cladding
and
fencing
and
is
a
special
special
specification
that
requires
the
contractor
on
board
to
hire
their
own
arborist,
that
is,
to
assess
all
of
the
trees
and
the
construction
efforts
prior
to
them,
commencing
construction
in
coordination
with
mastabas
resident
engineer
and
the
city's
arborist.
So
there's
quite
a
bit
of
you
know,
check
offs
and
fail-safes
to
make
sure
that
we're
protecting
the
existing
trees
along
the
corridor.
In
addition
to,
ultimately,
four
years
from
now
when
construction
is
wrapping
up
having
on
200
new
trees
planted.
A
K
So
that
way
there
was
access
to
property
without
having
to
cross
the
bicyclists
and
create
an
additional
buffer
from
the
roadway
and
the
bicyclists
for
the
sidewalk.
So
the
sidewalks
is
now
will
be
adjacent
to
the
building
face
property
face.
The
cycle
tracks
will
be
adjacent
to
the
roadway,
but
I'm
not
adjacent.
Actually,
you
know:
reach
out
touch
a
car.
There
is
a
buffer
between
the
curb
line
of
about
five
feet
in
larger,
in
certain
instances
to
protection
from
the
cyclists.
K
As
the
cyclists
and
pedestrians
enter
into
an
intersection,
they
will
have
their
own
dedicated
crossings,
and
the
idea
behind
that
is
to
protect
the
vulnerable
users
from
the
vehicular
traffic.
That
being
to
demonstrate.
I
guess
is
that
as
a
vehicle
approaches,
the
intersection
at
a
stop
line,
the
bicycles
and
the
pedestrians
are
already
ahead
of
them,
waiting
in
a
safe
refuge
that
is
protected
by
a
curb
and
as
a
car
makes
its
turn
on
to
a
side
street.
It
has
an
almost
perpendicular
view
of
the
pedestrians
in
the
crosswalk.
K
The
crossings
are
concurrent,
and
this
was
a
lot
many
discussions
that
happened
with
Boston
and
in
the
community
I
understand
that
everyone
would
always
like
to
have
an
exclusive
face
for
every
time.
The
signal
comes
up,
but
operations
and
volumes
through
this,
this
connector
are
are
quite
high
and
we
are
doing
our
best
to
make
this
a
neighborhood
street
while
maintaining
that
arterial
connection.
K
I
think
it's
not
appropriate
to
count
the
area
of
the
pedestrian
crossing
that
is
protected
as
time
to
get
across
all
of
the
timings
for
the
signal
are
from
where
the
pedestrians
start
to
where
they
after,
but
the
protected
portion
of
that
crossing
is
just
that
you
are
protected
from
oncoming
vehicles.
The
ball
number
users
are
not
out
in
traffic
and
in
the
crossing
distances
that
are
in
the
way
of
the
vehicular
paths
are
as
short
as
possible
and
have
been
designed
to
be
timed
and
crossed
safely.
K
But
a
single
time
flight,
with
great
coordination
with
BTD
the
signal,
timings,
I
apologize,
I
am
NOT
a
traffic
engineer,
but
they
they
have
been
coordinated
with
with
Don
Burgess
and
his
staff
at
every
design
phase.
The
the
idea
is
to
maintain
operations
and
not
make
them
any
worse
than
they
are
and
we're
trying
to
do
our
best
to
not
create
gridlock
out
here.
K
The
concurrent
crossing
is
what's
really
the
the
I
know,
it's
an
issue
that
comes
up
over
and
over
again,
but
that
was
one
that
was
highly
recommended
by
BTD
in
order
to
maintain
operations
yet
still
with
elite.
Pedestrian
interval
give
enough
time
for
pedestrians
to
get
across
while
maintaining
vehicular
operations.
A
K
K
So
we
had
to
find
a
balance
and
that's
kind
of
what
the
whole
project
has
been
as
a
balance
of
pedestrian
and
bicycle
safety
against
vehicular
safety
in
operations.
And
so
we
came
up
with
three
four
five
concepts
and
a
concept
design
report,
and
it
was
determined
that
we
didn't
need
a
slip
lane
in
order
to
maintain
operations
appropriately
at
this
intersection
and
not
queue
all
the
way
back
to
Ruggles.
And
once
that
dot
was
established.
K
K
In
the
basically
the
concept,
design
process
and
a
25
percent
design
process,
we
were
able
to
make
a
variant
on
the
25%
design,
which
was
submitted
and
present
three
or
four
operations
at
a
community
working
session
where
the
community
could
take
post-it
notes
and
on
each
of
the
three
alternatives
that
we
had
presented,
write
down,
what
they
liked
and
disliked
about
it.
And
we
were
to
take
that
feedback
and
synthesize
it
and
come
up
with
the
option.
That
is
here
today
the
option
that
was
presented
on
the
today.
We
had
almost
unanimous
positive
feedback.
K
Basically
we're
trying
to
slow
the
vehicles
down,
make
them
turn
in
a
much
tighter
radius,
not
a
sweeping
free
right,
and
it
is
signalized
with
an
overhead
signal
now
there.
So
when
pedestrians
are
pushing
the
button
across,
there
will
be
a
red
and
it
is
raised,
and
we
are
providing
striping
and
signage
ahead
of
the
raised
crossing
to
notify
vehicles
that
they
are
entering
into
a
different
condition
and
that
they
should
be
slowing
down.
B
Just
add,
chief
on
the
tremor
aunt
slip
lane
when
we
looked
at
the
option
to
remove
the
supply
an
entire
entirely.
What
we
had
to
do
was
reallocate
that
lane
to
trim
on
Street
which
widened
Tremont
Street
into
more
lanes
the
longer
crossing,
and
we
didn't
want
to
do
that
and
the
community,
the
friends
as
well
to
not
like
that
idea
to
widen
Tremont
Street.
So
that's
again,
another
reason
why
we
ended
up
going
back
to
the
refined
slip
lane
of
my
making.
You
know
changing
the
radius
raising
the
profile
making
it
safer.
A
C
K
In
addition
to
that,
the
bike
lanes
in
between
the
intersections
will
have
permeable
pavement
and
allow
for
infiltration
and
have
a
sub
base
that
will
allow
the
groundwater
to
get
back
into
the
system
into
the
natural
system,
and
we
do.
This
is
Rick's
everywhere
we
have
fitted
and
we
fit
galleys
and
along
the
way,
where
possible.
K
The
bioretention
area
was
coordinated
closely
with
boston
water
and
soar
and
widened,
even
at
the
hundred
percent
level
to
you
know,
fill
up
as
much
of
the
space
that
we
were
taking
and
with
the
with
the
easement
and
provide
as
much
bioretention
for
them,
and
it's
actually
the
way
it's
designed,
allows
the
boston,
water
and
sewer
them
in
the
future
to
create
a
stepped
by
our
attention
area
and
increase
their
their
there.
I
guess
where
you
think
we
call
like
a
demonstration
project
out
on
the
front
door.
G
H
So
we're
running
essentially
blank
space
for
fiber-optic
conduits.
As
soon
as
you
finish,
this
every
des
antenna
provider
is
going
to
come
and
ask
for
a
street
light
that
you
just
installed
so
the
notion
of
getting
them
and
putting
their
lights
in
kind
of
concurrent
with
your
project
or
not
putting
in
brand
new
lights
that
they'll
rip
out
the
four
hours
later.
H
D
D
B
We
had
operational
meetings
with
Public
Works
Department
and
to
ensure
that
the
machinery
was
able
to
fit
through,
and
we
made
certain
that
at
the
protected
intersection,
maneuverability
was
maintained
and
our
dimensions
reflect
the
ability
to
maintain
and
to
allow
for
machinery
to
to
get
in
there.
So
that
was
a
good
point
to
bring
up
that.
We
had
to
have
a
certain
dimension
in
order
to
maintain
it
properly
for
snow
move
on
leaves.
B
K
Know
the
feedback
we
had
received
was
that
there
was
some
problematic
issues
with
the
car
mavs
maintenance,
and
we
want
to
make
sure
that
we
weren't
repeating
the
same
mistakes
with
the
protected
intersections.
That
does
allow
the
snow
equipment
to
come
right
out
through
the
intersection
and
then
do
a
loop
and
come
back,
and
basically,
you
know
make
that
right
turn
just
like.
K
D
E
Obviously
the
the
road
is
called
a
Boulevard,
but
it's
not
really
a
Boulevard,
because
it's
you
know
not
a
grand
street
like
Commonwealth's
etc,
and
it's
not
a
parkway,
even
though
it's
had
hundreds
of
trees
on
both
sides,
and
so
this
is
a
very
complex
problem
of
taking
down
trees
and
then
figuring
out
locations
for
new
trees
that
won't
conflict
with
the
streetlights
and
so
on
and
I,
don't
think
it's
resolved.
Yet
we
did
here
at
the
June
20th
meeting
that
101
trees
were
coming
out
and
today
we're
hearing
60.
K
E
That's
good
to
know,
however:
MassDOT
is
arborist
the
the
work
that
he
did
for
the
consultants
showed
less
than
10
dead
trees.
So
again,
there's
been
a
lot
of
different
information
presented
and
not
enough
public,
a
review
of
course,
because
we
haven't
seen
the
hundred-percent
in
drawings.
I
do
want
to
say-
and
this
is
relevant-
maybe
to
everything
that
the
Commission
does
is
because
of
climate
change,
and
this
is
a
designated
heat
island
on
this
particular
stretch
of
the
road,
both
because
of
the
of
impervious
surface,
but
the
traffic
etc.
E
But
the
city
is
seeing
that
in
more
and
more
areas,
and
so
it
would
be
really
good
to
have
a
role
for
the
Public
Health
Commission
on
the
P
IC,
to
help
think
about
some
of
these
things
that
are
going
on.
So
the
neighborhood
has
been
focused
on
that
concept
of
the
heat
island
issue
and
what
it
means
to
take
down
mature,
shade
trees
that
have
been
pretty
healthy
for
over
35
years.
So
it
is
important.
The
number
and
we're
hearing
today
a
replacement
rate
of
three
to
four
times
what's
coming
down.
E
However,
it's
the
number
again
is
a
moving
target.
What
we
read
in
in
the
75%
design
plans
was
that
268
trees
we're
going
to
have
their
routes
impacted
by
excavation
and
that's
a
really
complicated
process,
and
you
know
that
what
will
happen
in
the
construction
is
going
to
we're
going
to
lose
more
I
mean.
That
is
inevitable.
That
happened
on
Commonwealth
as
well.
E
So
that's
that's
a
overriding
issue
for
the
neighborhood
and
obviously
the
Parks
Department
is
involved
with
trees,
and
we
were
assuming
that
there
will
be
public
hearing
and
review
by
part
of
the
tree
warden
before
the
project
goes
to
bid
because
they
need
those
approvals.
However,
just
to
make
sure
that
calling
this
project
a
widening
project
doesn't
preclude
hearings
with
the
tree
warden,
because
sometimes
exceptions
are
made
that
way.
So
that's
that's
significant
related
to
the
locations
for
new
trees.
E
That's
also
something
the
Parks
Department
should
be
involved
in
and
we're
hoping
that
that
process,
too,
is
shared
with
the
community
again
before
the
project
is
bid
to
developers
so
related
to
Complete
Streets.
This
became
a
Complete
Streets
project
in
BT
Dee's
words.
However,
it's
not
listed
as
a
Complete
Streets
project
in
MassDOT
z--
tip
because
it
was
a
highway
project
from
the
beginning.
In
fact,
of
course,
it
was
supposed
to
be
a
transit
project
with
BRT
lanes,
although
the
MBTA
was
not
involved
in
that.
E
So
again,
we
just
have
to
say
that
there
is
a
lot
to
say,
but
Complete
Streets
guidelines
that
are
on
the
city's
website
say
medians
in
the
street.
If
there's
trees
planted
there
they're
supposed
to
be
16
to
18
feet
wide,
and
these
plans
that
Todd
shared
with
us
two
weeks
ago,
those
show
those
medians
between
Albany
and
massive
I.
E
They
look
like
they're
less
than
10
feet,
and
that
is
not
going
to
accommodate
enough
soil
to
you
know,
grow
healthy
trees,
so
that
just
is
not
going
to
work
and
those
trees
should
not
be
counted
as
before
the
replacement
trees.
You
can
do
green
medians,
but
to
try
and
waste
money.
Planting
trees
there
that
will
not
survive
is
not
a
good
use
of
project
money,
so
I'm
sure
there's
more
to
say,
but
this
is
all
I
can
think
of
right
now.
Thank
you.
Just.
A
K
Are
we
started
with
an
arborist
back
in
17
and
we
identified
every
tree
and
gave
it
a
unique
identification
number
and
and
an
assessment
of
us
health
in
February
of
2018,
knowing
that
we
were
going
I'm,
sorry
in
February
of
2019
no
yeah
19,
knowing
we
were
going
to
advertisement
this
year,
we
updated
that
assessment.
Had
the
arborist
go
back
out.
K
Obviously
there
were
some
change
in
conditions.
There
were
some
trees
that
were
no
longer
there.
There
were
some
trees
that
had
been
planted
and
were
brand
new
and
there
are
some
trees
that
had
changed
in
their
condition,
and
so
we
used
that
updated
assessment
from
the
arborist
and
we
updated
all
of
our
construction
documents
to
be
as
current
as
possible.
K
Today's
count
is
about
60,
healthy
trees
are
coming
down
and
there
are
40
dead
and
poor
trees
that
we
have
been
recommended
by
masked
on
the
arborist,
the
cities
of
arborist
and
our
landscape
design
team
that
should
be
removed
because
they
will
not
survive
with
or
without
construction
within
the
next
five
to
ten
years.
So
that's
the
difference
in
the
tree
count
when
we
say
60
I
know
what
everybody's
really
focusing
on
the
trees
that
are
there
and
are
healthy,
so
anything
that's
not
dead
or
poor.
K
A
K
The
master
will
have
to
determine
that
in
the
field
with
the
contractor,
but
the
idea
is
to
not
get
to
that
point,
because
we
have
the
our
burst
that
they
have
to
hire
the
must
coordinate
with
the
city's
arborist
prior
to
impact
in
any
tree
and
they'll.
Be
you
know,
as
there
are
many
other
pre-construction
items
that
must
be,
must
happen,
assessing
the
trees,
identifying
them
and
marking
them
prior
to
became.
A
significant
struction
is
one
of
the
first
action
items
by
the
contractor,
and
that
is
not
done
in
a
vacuum.
I
K
You
know
I
think
the
the
medians
they,
depending
on
what
you're
trying
to
do,
provide
benefits
or
a
disservice
right.
So
you
had
a
median
and
you're
increasing
the
crossing.
You
had
a
median,
and
sometimes
with
a
planted
median
you're
slowing
down
traffic
and
that's
good
for
a
quarter.
So
it
was
a
balance
throughout
the
corridor
about
where
to
include
meetings
and
way
to
remove
them.
So
where
we
needed
operational
and
I
will
say
improvements
or
we
need
to
maintain
operations
for
the
left,
turn
lanes
and
whatnot
the
medians
had
to
come
out.
K
However,
as
you
are
coming
from
the
mass
F
connector
in
the
highway
and
entering
this
this
corridor,
you
know
the
idea
from
the
get-go
from
the
public
and
from
the
the
the
the
community.
The
design
team
was
to
create
a
slower,
Street,
a
safer
Street,
a
more
neighborhood
friendly
Street,
even
though
it
is
an
arterial
and
it
does
pro
process
a
lot
of
traffic.
K
So
the
idea
was
presented
to
us
from
the
communities
from
the
community
to
include
that
median
as
you
enter
the
mass
F
connector
and
you
come
in
to
Melanie
Cass
Boulevard
to
have
that
planted
median,
and
it
does
have
some
interesting
geometry,
where
it
kind
of
creates
a
bit
of
a
chicane
in
the
road
as
well
to
slow
traffic
down.
You
want
people's
mentality.
K
So
we've
designed
the
medians
and
the
roadway
at
that
25
mile
an
hour
design,
speed
and
make
sure
that,
where
possible
were
including
traffic
calming
measures
such
as
medians
chicanes,
raised
crossings
raised
intersections
the
sign
of
striping
as
necessary
to
still
process
traffic
but
slow
people
down
and
make
it
a
safer
environment
in
a
more
friendly
Street.
Just.
B
Add
chief
as
well
and
commissioners
for
the
survivability
of
the
trees
on
the
medium
recognizing
that
oftentimes
trees
planted
in
medians
during
what
the
time
plowing
and
salt
deteriorates
the
soil
condition
and
the
plantings.
So
what
we
did
was
we
we
added
a
terracing
to
the
median,
so
the
medians
are
raised
since
an
additional
step
back
and
curb
revealed
that
would
allow
for
the
plowing
to
take
place
and
salting
sanding
and
create
an
additional
barrier.
L
I'd
like
to
start
out
by
saying
that,
whether
it's
60
trees
or
hundred
trees,
the
neighborhood
is
concerned
about
the
trees,
and
so
60
trees
is
still
too
many.
But
nevertheless
the
real
question
that
we're
getting
at
here
also
is
what
is
the
damage
to
the
existing
trees
and
I
would
like
to
compliment
the
engineers
and
the
city
in
doing
a
very
careful
analysis
of
the
trees.
L
But
when
you
look
at
the
drawings,
they
do
show
that
an
enormous
amount
of
the
root
structure
of
the
trees
is
being
disturbed
by
the
new
construction
by
the
relocation
of
the
roadway
over
to
let's
say
two
or
three
feet
closer
to
an
existing
tree
that
is
being
expected
to
live.
In
spite
of
that
disruption,
the
trees
are
being
expected
to
live
that
are
going
to
be
covered
by
the
new,
where
their
root
structure
is
going
to
be
covered
by
the
new
pervious
pavement.
L
And
when
you
look
at
their
drawings,
you
will
see
that
the
pervious
pavement
requires
digging
down
into
the
earth
into
the
root
structure
of
those
trees
by
a
distance
of
I,
haven't
measured
the
drawing
but
I'm
guessing
a
foot
and
a
half
or
two
to
place
the
gravel
beneath
the
pervious
pavement.
So
here
again
through
a
decision
about
where
the
path
is
going
to
be
located
going
across
those
routes
or
where
the
path
is
being
located
over
the
top
or
at
the
location
of
the
existing
sidewalk.
L
We're
going
to
be
digging
up
that
root
structure
that
is
currently
there
I.
Don't
doubt
for
a
minute
that
both
the
neighborhood
and
the
engineers
want
to
put
the
best
spin
on
this
project,
and
so
the
descriptions
that
they
are
giving
of
things
are
going
to
be
different
than
the
descriptions
we
give.
But
I
would
suggest
that
you
take
a
look
at
the
drawings
and
try
to
figure
out.
L
L
And
the
layout
of
the
street
lighting
and
path
lighting
that
was
originally
constructed
in
1978
plans
from
the
Southwest
corridor,
the
spacing
of
the
lighting
for
the
for
the
bike
path,
which
has
been
described
as
new
acorn
lights
lights,
that
the
bicyclists
by
the
way
dislike
greatly
because
of
the
amount
of
glare
in
their
eyes,
is
being
put
in
at
75
to
90
feet
where
the
existing
lights
are
put
in
at
50
feet.
Now
the
city
has
not
maintained
all
those
50
and
in
some
cases
the
lights
are
at
a
hundred
feet,
but
Southwest
corridor.
L
L
How
many
times
have
you
heard
about
city
lighting
that
it
is
fabulous
go
out
there
in
the
evening
before
you
approve
this
project,
to
put
in
acorn
lights
at
75
to
90
feet
and
take
a
look
at
what
a
continuous
lighting
system
that
connects
with
the
Southwest
corridor
along
the
only
a
cast
could
do
to
provide
good
lights
on
the
new
bike
path.
That's
going
to
be
created.
L
L
If
that
same
strategy
that
is
used
in
several
places
by
the
engineers
along
Milne,
a
Cass
Boulevard
had
been
used
continuously,
then
the
problem
that
Public
Works
will
have
to
deal
with,
which
is
plowing
already
plowed
snow
out
of
the
bike
path,
could
have
been
avoided.
The
neighborhood's
been
saying
this
for
now
for
years,
since
we
took
pictures
of
the
snow
plowed
on
to
the
space
next
to
the
Milne
cast
Boulevard
and
said
this
is
not
the
place
where
you
want
to
put
a
bike
path,
and
yet
it's
the
way
it
is
in
these
drawings.
L
You
shouldn't
approve
something
that's
going
to
create.
So
much
havoc
for
the
Public
Works
Department
to
try
to
take
care
of.
In
fact,
the
layout
of
these
very
complex
intersections,
which
I've
already
shown
you
with
the
locate
distance
for
the
crosswalks,
is
something
that,
even
in
the
highway
design
manual,
that
is
prepared
by
mass
highway
for
separated
bike
paths
shows
how
the
public
cannot
be
allowed
as
the
pedestrian
to
come
up
to
the
intersection
before
crossing
the
street
bike.
L
Paths
can
be
kept
back
so
that
pedestrians
can
cross
more
conveniently
and
so
that
the
bike
path
is
away
from
the
roadway
and
the
plowed
snow,
and
it
gives
you
a
layout
that
can
be
very
easily
plowed
by
any
piece
of
equipment
rather
than
by
highly
specialized
bike
path,
equipment
that
has
to
zigzag
between
the
curbs
in
the
design.
That's
currently
being
proposed.
L
So
again,
yes,
they've
talked
with
Public
Works,
but
I
think
if
they
had
really
listened
to
the
complexity
and
difficulty
of
trying
to
maintain
the
bike
path
on
while
Avenue
and
would
apply
that.
As
they
have
said,
they
have
tried
to
do
with
their
equipment
to
these
new
layouts
and
imagined,
taking
care
of
all
of
the.
L
What
are
the
eight
different
intersections
with
this
complex
bike,
sidewalk
roadway
layout
and
considered
the
cost
of
doing
that
when
the
problem
could
have
been
avoided
by
a
different
elevation
of
the
bike
path
in
that
area,
a
very
similar
geometric
layout,
but
one
where
the
plow
doesn't
have
to
get
in
between
all
these
high
curbs.
The
answer
could
be
better
for
both
the
neighborhood,
the
residents
who
are
trying
to
cross
and
the
city
in
terms
of
its
responsibility
for
maintaining
this
roadway.
L
These
are
decisions,
engineering
decisions
that
need
to
be
made
and
they
should
be
made
taking
into
account
all
of
the
responsibility,
not
just
looking
at
one
particular
design
in
the
highway
design
manual
and
cited
to
say
deciding
that
one
which
is
most
expensive
is
the
one
that
we
should
be
building.
Let
me
mention
just
very
briefly
a
couple
of
other
concerns
in
terms
of
Complete
Streets.
The
engineers
have
said
how
wonderful
it
is
that
they're
narrowing
the
roadway
lanes
from
11:00
or
sometimes
14
feet
to
10
and
a
half
feet.
L
At
the
same
time,
they
probably
should
have
been
told
in
telling
you
that
they
are
widening
the
offset
from
the
curb
from
one
foot
to
two
feet.
So
the
total
distance
from
the
curb
to
the
outside
of
the
center
lane
is
gonna,
be
exactly
the
same
as
it
is
out
there
right
now
and
so.
Reducing
the
width
of
the
lane
by
half
a
foot
is
not
necessarily
going
to
get
the
results.
That
Complete
Streets
believes.
L
That
covers
briefly
not
too
briefly,
some
of
the
concerns
that
the
neighborhood
feels
still
deserve
to
have
been
resolved.
That
believes
that
in
fact,
their
reality,
the
truth
of
what
is
being
designed
needs
to
be
quite
well
understood
by
you,
as
you
vote
on
this
project,
and
that
looking
at
the
details
of
the
drawings
and
understanding
the
impact
on
the
roots,
understanding
the
type
of
lighting
that's
being
proposed
and
whether
it's
going
to
actually
be
better.
L
L
D
K
Try
and
be
as
polite
as
possible.
I
I
appreciate
that
in
1978
the
spacing
was
50
feet
or
70
feet,
but,
like
bulbs
are
approved
and
we
hired
a
lighting
consultant,
we
hired
HNTB
and
they're
lighting
division
in
order
to
do
a
complete
photometric
plan
and
a
professional
engineer
provided
the
input
for
the
books
for
the
Boston
lighting
department
head
back
and
forth
review
mascots
highway
lighting,
section
reviewed
the
plants
and
provided
comment,
the
spacing
is
appropriate.
The
illumination
is
appropriate.
K
A
The
base
crossings
and
what
we
are
able
to
do
such
a
process
that
sort
of
connected
with
Kent's
the
design
that
Kent
showed
of
a
ready
intersection
that
has
a
bridge
crossing.
But
you
talk
to
us
about
where
you
have
British
crossings
that,
where
you
live,
where
you
don't
have
raised,
crosses,
why
we
love
this
design
as
opposed
to
what
kind
of
showing
that's
done.
C
K
A
K
K
So,
on
the
on
the
side
streets,
the
idea
erase
crossings
as
a
traffic
calming
measure
in
order
to
provide
more
visibility
and
to
slow
the
traffic
and
the
charting
moves
down,
and
so
we
coordinated
with
Stephanie
Susskind
in
the
active
transportation
department
to
make
sure
that
we
were
providing
very
similar
treatments
that
she's
providing
on
many
of
her
assignments.
If
this
did
not
have
a
capital
project,
I'm
sure
she
would
be
trying
to
do
the
exact
same
thing,
she's
doing
on
Tremont
Street
and
on
Columbus
as
she's
doing
here.
K
So
the
raised
crossings
are
specifically
for
traffic
calming
and
pedestrian
safety
at
lower
volume
want
more
wide
streets
that
did
have
turning
radii.
That
could
have
higher
speeds,
and
so
that's
that's
the
idea
behind
all
of
it.
It's
just
protecting
that
vulnerable
user
from
the
vehicles
making
the
turns.
A
All

I

I

both
your

I've

a

of

they

they've
done

O
O
We
have
been
in
front
of
the
V
PDA
and
the
Zoning
Board
over
the
last
year
and
a
half
to
approve
our
large
project
and
planned
development
area
number
121.
Today
we
are
here
to
talk
to
you
about
one
component
of
that
large
project,
which
is
in
the
on
the
board
in
the
place
of
buildings.
Two
three
and
four:
we
are
constructing
a
130,000
square
foot
commercial
office
building
with
ground-floor
retail
and
two
storeys
below
grade
four
parking
spaces.
O
J
Building
the
project,
we
have
a
couple
things:
this
is
most
building
his
here
in
red
and
his
Alex
mentioned
curved
lines
moving
out
to
take
over
the
space
with
a
current
parallel
parking
spaces.
What
we
get
for,
that
is
a
continuous
pedestrian
board
order
to
need
foot
wide
accessible
route.
This
we
have
a
protected
bike.
Lane
cycle
track,
that's
at
sidewalk
level
without
being
used
street
lighting
in
this.
J
J
J
A
O
You
cannot
access
the
passageway
private
passageway
from
from
Deerfield
Street
at
a
two
to
two
real
reasons
why
we
were
pushed
there
through
our
approval
process,
one
the
the
neighbors
did
not
want
to
push
traffic
down,
Bay
State
Road,
but
made
their
residential
zone
and
and
two
there
are
some
ownership
issues
within
those
private
passageways.
That
would
require
additional
sign-off
prior
to
to
doing
something
like
that.
So.
A
Double
ayah,
if,
if
things
change,
what
sort
of
the
adjacent
parcel
they're
just
Beatrice
career
squad,
the
driveway
coming
out
of
Kenmore
Square,
it
doesn't
seem
to
work.
I
thought
has
not
great
sort
fit
for
investment
cyclists.
The
folks
were
in
the
roadway,
so
I
realize
that's
not
the
condition
that
we
have
right
now
or.
A
O
M
A
P
Good
morning,
everyone,
the
Commission
for
person,
disability,
has
been
meeting
with
the
proponent
and
in
conversations
we
we
requested
to
consider
replacement
of
two
of
the
pedestrian
crossings
adjacent
to
the
site.
One
of
the
crossings
is
across
come
AB
and
the
other
Crossing
is
I.
P
Forget
that
the
smaller
the
side
street
we
receive
calls
from
constituents
regarding
them
with
materials
of
those
pedestrian
crossings
which
are
asphalt,
some
granite,
pavers
and
brick
pavers
and
the
materials
have
become
unstable
and
they're
uneven.
So
we
would
like
replacement
for
those

Q
And
Jonathan
had
fellowships
for
the
geotechnical
engineering
the
project,
as
Alex
mentioned,
there's
gonna
be
a
two
levels
of
below
grade
parking
and
to
construct
that
there's
gonna
be
slurry
wall
construction,
but
in
order
to
construct
the
slurry
wall,
we
first
need
to
demolish
the
existing
buildings
which
are
founded
on
wood,
piles
and
caissons.
So
those
proud
of
those
foundations
go
right
up
to
the
property
line.
Q
Currently,
so,
in
order
to
remove
those
foundations,
we
need
to
be
outboard
of
them
into
the
public
way
and
for
that
we're
going
to
install
a
solar
power
lighting
system
first
to
allow
us
to
remove
the
foundations,
then,
following
that
the
soil
columns
would
reflect
the
appropriate
depo,
low-grade
feedback,
you'll
not
degrade,
and
then
the
concrete
guide
walls
for
the
slurry
wall
construction
would
also
be
constructed
in
the
public
way
after
the
story.
Wall
construction,
those
guide
walls-
would
be
removed
as
well.
Q
Other
geotechnical
issues

the

we've
coordinated

one-foot
pedestrian,
easement
being
proposed,
which
will
allow
for
a
minimum
of
five

The
reason

relates
to
agenda
number
9,
which
is
proposing
treatments
as
well,
which
we
can
deal
with
later
on,
but
basically
those
treatments
necessitate
this

and
since
we
met
with
you
before,
I've
had
some
discussions
with
mr.
Hesburgh
through
email
and
as
an
easier
yesterday,
I
believe
or
the
day
before
you
said,
I
had
forward
him.
S
Some
revised
plans
appreciate
the
fact
that
you're
on
vacation,
because
I
went
to
go,
see
you
when
they
said
he's
away
I'm
like
she
emailed
me
last
night,
it's
kind
of
above
and
beyond
class.
Yes,.
S
Yeah,
so
kind
of
a
unique
situation
was
taunted.
The
the
crosswalk
that
you
can
see
on
the
plan
before
you
have
shows
it's
a
ways
down
from
the
entrance
to
the
building
on
chemistry,
the
reason
being
it
went
to
a
very
intensive
community
since
there's
a
disabled
veteran
who
lives
right
there
and
to
have
the
crosswalk
go
right
there.
He
has
a
handicapped
space
out
in
front
of
his
house,
so
we
had
to
move
it
in
a
different
direction,
and
so
we
moved
it
of
two
reasons:
one.
S
We
also
had
the
we
built
out
the
sidewalks
on
both
sides,
so
it
would
be
a
shorter
distance
of
a
crosswalk.
They
would
be
24
feet
as
opposed
to
40
feet,
which
would
be
the
normal
length
and
also
to
kind
of
create
a
pinch
point,
because
that's
where
the
their
traffic
was
speeding
through,
as
I
stated,
mr.
Ashford
and
I
had
been
going
back
and
forth,
I
think
as
yet
I
had
sent
him
some
additional
plans.
I
would
appreciate
if
we
could

an

today
or
not.
