From YouTube: Public Improvement Commission Hearings 9-22-22
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

Right
at

I
will
make
a

H
Yes,
it
should
be
based
on
what
I
see
it
could
be
at
the

it's
kind
of
tough
to

It's

Hey
good
morning,
commission
Jeffrey

with
the
city

I'm
here
joined
by
Michael
Ruby
and
Joe
Johnson
from
GPI
in
collaboration
with
our
public
works
construction
management
division.
We
are
proposing
to
make
some
pedestrian
safety
improvements
at
these
two
locations:
Ashmore
Street
I'm
in
Bruce
Street,
as
well
as
Boston

in
Belmont
Terrace.
K
To
essentially
put
these
two
ramps
for
these
programs
and
compliances
requires
coverage
geometry
changes
as
well
as
some
some
Advantage
work.
I
will
turn
it
over
to
Michael
duby
to
explain
a
little
bit
more
of
what
we're
going
to
do
with
this
locations.
Thank
you.

I
Hi
good
morning,
Dan
Merrill
from
the
Boston
transportation
department
I've
been
working
on
these
plans
with
public
works.
This
is
the
latest
in
our

as
mentioned,
and
I
have

M
Sure,
thank
you

we're
focused
on
on

dated

N
Thank
you
Amy,
so
I'm
here
to
discuss
this
project
with
Preston
Bureau
from
Tool,
Design,
Group
and
I'm,
going
to
give
a
quick
overview
of
some
of
the
context,
and
then
we
could
talk
about
the
speed
humps
in
particular
and
I
know
there
is
a
member
of
the
public
who's
calling
in
So
at
the
end,
if
you
could
repeat
how
to
unmute
yourself,
if
you're
calling
in
that
would
be
great
so.
A
Sure
we'll
call
on
them
at
the
appropriate
time
they
can
press
star
six.
N
Thank
you.
So
the
goals
of
the
project
are
to
improve
safety,
encourage
walking
and
biking
to
school
through
education,
programming
and
Street
design
improvements.
This
is
the
larger,
safe
routes
to
school
project,
and
this
engineering
project
is
to
address
neighborhood
concerns
about
speeding
on
residential
streets,
there's
also
a
project
to
create
safer,
Crossings
near
the
elementary
school
and
then
there's
a
programming
element
to
work
with
the
schools
and
that's
being
led
by
the
safe
routes
to
schools,
task
force
led
by
BPH
state.
N
So
why
in
Roxbury,
Roxbury
has
the
highest
percentage
of
children
of
any
neighborhood
in
Boston.
This
neighborhood
applied
several
times
for
neighborhood
slow
streets
and
they
scored
very
highly
there's
a
large
number
of
destinations
for
youth
schools,
YMCA
Parks
playgrounds,
the
national
Center
for
Afro-American
Arts
and
the
community
has
asked
for
Speed
humps
for
quite
some
time.
N
There
have
been
three
sort
of
sub
projects.
Out
of
this.
There
was
a
demonstration
project
last
year
involving
a
street
mural.
What
we're
discussing
today
is
the
second
part,
the
speed
hump
project
and
then
there's
a
separate
massdot
project
involving
intersection
improvements,
and
this
diagram,
which
is
posted
online,
shows
the
six
intersections
where
massdot
will
be
making
improvements,
as
well
as
the
locations
of
the
speed
house
we're
discussing
today
and
the
massdot
project
is
on
a
different
time
frame.
N
N
There's
approximately
93
speed,
humps,
there's
based
generally
between
200
and
250
feet
apart,
we
avoided
surface
utility,
so
any
types
of
manholes
gas
Gates
any
type
of
utility
covers
street
light
covers.
We
avoided
driveways
tried
to
be
about
a
minimum
of
10
feet
away
from
any
driveway
and
where
there
is
a
driveway,
we
prioritize
the
backing
out
of
drivers
on
one-way
streets
so
that
they
wouldn't
hit
any
speed
humps,
while
they're
backing
out
so
I'll
go
back
to
the
plan
and
if
there
are
any
questions,
I'm
happy
to
answer.
A
For
what
it's
worth,
my
understanding
is
that
this
individual
is
going
to
speak
and
support.
This
project
Charlotte
may
be
able
to
fill
in
the
blanks,
but
we
invite
you
to
try
one
last
time
star
six.
N
He
he
asked
so
I've
got
him
on
speakerphone
I,
don't
know
if
we'll
be
able
to
hear,
but
maybe
we
can
try
it
David.
Would
you
like
to
try
speaking.
E
N
The
audio
is
not
working,
but
if
I
can
summarize
he's
saying
that
he's
he's
blind-
and
there
are
many
people
on
the
street
who
are
very
concerned
about
the
speeding
up
to
50
miles
an
hour.
So
he
strongly
supports
his
speed
homes
and
wants
them
to
happen
soon
is.
Is
that
a
fair
assessment.
E
B
B
Questions
or
comments
from
the
public.
J
C
Second,
baber
all.
O
Hi,
this
is
Mark
Young
handsome
PHP
here
to
present
on
this
project.
Let
me
just
share
my
screen.
If
you
just
give
me
a
moment.
O
Yes,
okay,
well,
I
guess
full
screen
doesn't
work
when
you're
presenting
okay
all
right.
This
is
for
171
Dartmouth
Street,
which
is
the
first
phase
of
the
Back
Bay
South
End
Gateway
project
I'll
zoom.
In
a
little
it's
located
right
here
at
the
intersection
of
Stewart
Street
and
Dartmouth
Street
in
the
Back
Bay.
Next
to,
of
course,
the
formerly
the
John
Hancock
building.
O
O
These
are
future
buildings
that
are
currently
planned.
The
assignment
building
here
the
and
then
three
future
phases
of
this
project.
The
building
that
we're
talking
about
today
is
the
one
in
white.
It
was
presented
a
couple
weeks
ago,
but
I
thought
I'd
give
a
quick
refresher.
This
is
Dartmouth
Street
here,
Stewart
Street,
just
in
the
background.
O
The
proposed
project
is
shown
here
once
again:
Dartmouth
Street,
here
Stuart
Street
running
into
the
frame.
O
One
of
the
features
of
this
building
is
that
it
takes
what
is
currently
a
wall
on
Stewart
Street
and
turns
it
into
the
building's
front
door
and,
more
importantly,
it
creates
a
portal
where
pedestrians
can
go
right
through
the
building
and
get
the
Back
Bay
station.
Where
right
now,
you
have
to
go
all
the
way
around
the
block
and
up
Dartmouth
Street
to
get
there.
This
provides
a
dedicated
passageway
through
the
building
to
Back
Bay
station.
O
O
This
is
a
close-up
view
on
Dartmouth
Street
once
again,
Dartmouth
Street
right
now
is
there
are
stairs
and
it's
not
permeable,
and
it's
not.
It
does
not
engage
the
street.
The
proposed
project
does
that
with
the
new
Lobby
for
the
building
here
and
then
activated
retail
all
the
way
up
to
the
Back
Bay
station
entrance.
Also,
substantial
improvements
in
the
street
which
we'll
get
to
this
is
the
existing
condition
along
Stuart
Street.
The
building
is
not
engaging
with
the
public
realm.
O
This
portion
of
the
garage
will
be
demolished
being
integrated
into
the
building,
and
what
we're
going
to
end
up
with
is
something
just
a
little
friendlier,
so
the
first
action
that
is
being
proposed
is
the
winding
and
relocation
of
trendy
place
once
again.
Trinity
Place
is
a
public
way.
A
portion
of
a
disowned
is
private
b.
A
portion
of
it
is
owned
as
public
fee
in
the
exist.
Sorry,
in
the
existing
condition,
Trinity
Place
only
has
a
sidewalk
on
one
side.
O
The
winding
relocation
is
intended
to
widen
the
right-of-way
so
that
they
can
be
a
public
sidewalk
on
both
sides
of
Trinity
Place.
There
is
a
continuous
public
pedestrian
path
that
ties
back
to
Stewart
Street.
This
is
a
result
of
design
coordination
between
massdot,
who
is
the
site
owner.
This
is
an
air
rights
project,
just
as
a
reminder
that,
where
it's
a
Cooperative
effort
between
Boston
properties
as
the
owner
and
Mass
DOT,
so
the
widening
location
provides
the
space
for
a
sidewalk
on
both
sides.
While
maintaining
the
function
of
Trinity
Place.
O
I
think
that's
it
for
this
action.
It
is
being
given
as
a
easement
for
Highway
purposes
and
it's
been
coordinated
with
the
legal
department
within
Public
Works.

and
then
this

the

O
It

also

also
we

in
this

to
make
sure
that
the
maintenance
would
be
not
necessary
for
quite
a
long
time
as
far
as
getting

out

there.
This
pedestrian

is
just
this
limit.
That's
shown
here.
O
A
portion

this

is
in
owned
in

by
private,
and
the
portion
we're
talking
about
now
is

So
we're
just
continuing
it.
These
three

are

this

proposing
a
big

In

city,
we've
spent
a
lot
of
time
with
BTD

and
the
bpda
coming
up
with
a

That
makes
sense
you'll
note
that
this
blue

is
the

O
O
All
of
this

is
concrete

so
it
is
a
city
of

and
what
the

ideally
likes
to
see
as
a
public

Over
the
last
two
weeks,
we've
made
some
updates
to
the
plans
based
on
comments
from
BTD
and
and
we
are
providing
a
raised

here
at
the

to
Signal
the

that
this

all
of

in

and
the

been
completed
and
all
of
these
improvements
are
completed
within
that
the
proposed
specific
repair
improvements
are
on
Dartmouth,

Stewart,

and
now
the
wide

are
there
any
questions.
D
Or
the
new
Rays
Crossing
it's
showing
ramps,
will
it
be
a
ramp
Crossing
or
will
it
be
completely
flush
at
Trinity,
Place.
O
We
are
actually
but
that's
a
good
question.
We're
proposing
a
three
inch
race
crosswalk,
which
means
these
ramps
in
the
end,
will
get
smaller.
We
just
didn't
catch
up
with
this
ramp.
We
have
to
make
sure
that
our
reciprocal
ramps
are
compliant,
and
the
reason
is
because
we
do
expect
a
decent
amount
of
truck
traffic
coming
in
and
out
of
here.
The
three
was
a
good
compromise
between
a
fully
flesh
condition
and
a
street
level
conditions.
B
I
think
I,
I,
well,
I,
guess
give
this
design
when
it's
finally
back
right
with
braids
and
everything
on
it
to
to
me
and
Sarah
I
right,
like
I,
think
that
we
understand
the
intent
here,
but
it
seems
like
maybe
lower
right
like
rather
than
having
this
weird
three
inch
thing,
if
both
sides
kind
of
came
down
to
that.
But
we
could
get
it
almost
to
look
like
continuous
sidewalk,
albeit
slightly
depressed.

Thank

So
this
is
a
similar
presentation
that
we
prepared
last
time.
I'll
go
through
it
quickly,
just
to
familiarize
everyone
with
the
site:
1622
Linden
Street
and
six
Pratt
Street
otherwise
known
as
Austin

located
here
to
our
Aunt
Eunice's
Cambridge,

Bridge,
Linden
Street
through
here
and
craft

P
Star
project
is
the
red
fronts
on
both
Pratt
Street
and
Linden
Street,
just
a
bit
about
the
the
product
itself,
it's
three
buildings,
two
of
which
are
over
a
garage
Podium
here,
buildings,
A
and
B,
and
a
smaller
Building
C
totaling,
approximately
300
units,
it's
a
quick
picture
of
the
project
and
then
getting
into
the
streetscape.
This
is
the
existing
view
of
Linden
Street,
looking
towards
Cambridge
Street
and
in
the
background
today,
there's
a
you
know
about
a
seven
foot
sidewalk
with
I
suggestions
to
the
building.
I
P
With
Street
trees
and
pavers
parking
light
parking,
Lane
and
a
bike
line
outside
of
that,
and
then-
and
this
is
over
on
Pratt
Street,
so
we're
on
Pratt
Street
standing
looking
at
Linden
Street,
so
existing
conditions.
Today,
it's
a
two-way
street
with
parking
on
the
left-hand
side
and
a
six
foot,
six
inch
sidewalk,
just
a
concrete
sidewalk
we're
providing
again
a
similarity
before
we're
riding
a
five
foot:
minimum
sidewalk.
P
You
know
some
additional
space,
sometimes
at
the
building
facade
you
know,
moves
in
and
out,
and
then
four
foot
Greenscape
Furnishing
Zone
with
lighting
and
Street
trees.
A
P
Todd
so
The
Pedestrian,
easement
actions
flip
down
that
we're
requesting
are
Grant
or
pedestrian
easement,
both
on
Linden
Street,
in
order
to
provide
the
the
complete
streets
complete
streets
on
this
in
this
location.
So
it's
about
a
four
foot,
easement
all
along
Linden
Street
and
then
similarly
on
Pratt
Street
we're
we're
going
to
have
a
grand
pedestrian
he's
here.
What
you're
seeing
is
in
red
is
the
Eastman
itself
behind
the
existing
sidewalk
today.
So
that
would
be
what
we're
looking
for
for
the
granite
yesterday.
B
All
right,
I'll
entertain
a
motion
on
public
hearing
item
number:
nine.
B
B
Specific
repairs
within
the
following
public
ways
in
Brighton,
consisting
of
current
realignment,
roadway
and
sidewalk
reconstruction,
as
well
as
new
and
relocated
pedestrian
ramps,
specialty
pavement,
Street
lighting
infrastructure,
Street
trees,
Planters
landscaping,
irrigation
infrastructure,
storm
gain
infrastructure,
bike,
racks
and
driveway.
Curb
Cuts

Street
Cambridge
Street
on
its
southerly

at

Street
new
business
8
25
22
is.
P
P
So
so
we
took
a
look
at
both
the
ramp
in
crosswalk
connection
up
at
intersection,
Cambridge
Street,
London
Street,
which
is
showing
here
and
subsequently
we
looked
at
another
ramp
connection
at
Linden,
Street
and
Pratt
Street
or
at
practice
that
I
will
flip
over
to.
But
generally,
the
comment
was
during.
P
The
last
hearing
was
that
the
is
a
difficult
ramp
and
crosswalk
location,
given
that
it
was,
it
was
set
back
from
Camden
Street
so
far,
and
and
so
we
took
another
look
at
it
and
had
some
coordination
with
accessibility
to
kind
of
look
at
another
version
where
we
actually
moved
that
ramp.
As
far
as
we
could
towards
the
north
towards
canvas
Street
to
make
sure
that
we
could
provide,
you
know
a
better
site
distance
and
provide
that
Stop
Bar
a
little
further
closer
to
the
Cambridge
Street
intersection.
P
So
that's
what's
reflected
and
if
you
go,
if
I
go
from
previous
to
to
revise
you
can
see,
we
moved
it
about.
You
know
eight
feet,
you
know
as
far
as
we
could
North
and
I
did
a
quick
sketch
of
generally
with
that,
where
we
had,
you
know
previously,
the
ramp
is
here
and-
and
this
is
kind
of
approved,
but
generally
the
ramp
is
going
to
be
in
between
the
existing
pole
and
the
guy
wire
pole,
and
all
the
work
would
be
for
the
bridge
above
me
so
and
I
think
we.
P
And
we
went
out
there
and
took
a
look
at
the
measurements
to
make
sure
this
all
could
work,
and
we
we
believe
that
you
know
the
ramp
that
we
can
provide
here.
Is
it's
going
to
be
the
accessibility
codes,
so
that
was
the
first
ramp
that
we
we
looked
at
and
then
the
second
ramp
that
we
were
asked
to
look
at
was
the
ramp
over
on
Pratt
Street.
There's
a
utility
pole.
That's
somewhat
problematic
for
this
ramp,
the
location
we
previously
had.
We
took
it.
We
did
another.
P
We
studied
this
one
as
well,
and
we
took
a
look
at
you
know,
moving
that
over
actually-
and
you
know
getting
that
clear
of
the
utility
pole
and
we're
able
to
provide
this
ramp
location
and
revised
crosswalk
and
revised
reciprocal
ramp
on
our
site
to
accommodate
and
get
that
pull
kind
of
out
of
the
way
of
the
clear
Landing
zone
of
the
ramp
itself.
So
I
think
we
between
send
both
those
under
accessibility
and
I.
B
Body
I
know
that
a
guy
had
sent
over
a
bunch
of
stuff
regarding
the
bike
lane
and
I
think
that
we
had
maybe
sent
something
to
the
fire
department
and
just
are
right
like
that,
we
haven't.
We
haven't
even
finished
that
I
didn't
want
to
slow
you
guys
down
so
I
that
is
as
of
yet
unresolved.
Hopefully
its
resolution
would
come
or
any
of
our
modifications
will
come
and
paint.
B
So
it
won't
necessarily
impact
anything
here,
but
I
want
to
leave
that
as
a
as
a
where
the
Bike
Line
will
be
is
an
unresolved
issue,
but
I
didn't
think
that
right,
like
you
guys,
would
want
me
to
just
push
you
off
the
agenda.
So
I
think
we
can
resolve
that
after
the
fact.
P
I
appreciate
that
did
you
want
to
go
through
those
options
now
or
you
wanted?
Was
that.
B
To
fire,
which
I
think
will
largely
govern
what
we're
allowed
to
do
here
right,
like
I,
think
that
we
were
taking
on
the
fact
that
the
conversation
with
fire
can
happen
with
by
us
and
not
from
you,
okay,
about
the
right
when
we
get
down
below
20
feet,
so
I
know
that
we
might
have
started.
B
But
I
don't
think
we've
got
any
resolution,
so
I
will
go
right,
like
I'll
I'll
make
this
vote
contingent
upon
that's
resolution,
but
hopefully
it
won't
substantially
change
anything.
That's
actually
appearing
on
these
mylars
like
strikes.
B
Me
right,
yeah
right
so
like
we're
trying
to
talk.
I
was
getting
wrapped
up
in
kind
of
other
larger
conversations
that
we're
having
with
them.
So
it's
I'm
it's
hard
for
me
to
get
a
Project
Specific
conversation
so
that
I
can
just
get
this
one
kind
of
free
and
clear,
but
yeah
I.
Think
that
we'll
have
an
answer,
but
I
don't
I.
Don't
think
that
any
of
the
changes
that
we'll
be
asking
would
right
like
we
can
make
those
on
mylar.
T
No,
no,
the
you're
on
that
plan
yeah
to
see
the
we'll
we'll
definitely
put
in
a
two
foot
buffer
strip
which
didn't
really
show
up
on
the
renderings
you
saw,
but
it
is
actually
in
the
top.
So
at
a
minimum
we'll
do
that
right!
Yeah.
B
And
so,
like
I
said
we're
having
that
conversation
with
fire,
but
it's
about
multiple
things,
so
I'll
try
to
shake
a
specific
answer
on
this
one
loose,
but
yeah
I
wanted
to
be
able
to
at
least
vote
today
contingent
on
that,
so
that
you
guys
don't
have
to
continue
your
parents.
D
Just
wanted
to
thank
the
project
team
for
taking
another
look
at
those
two
ramps.
We
really
appreciate
the
effort
to
get
better

at
these
locations.

Street
improvements
were
requested.
Together
with
The
Pedestrian
easement.
S
We
were
pulling
the
building
back
together
with
Community
process
when
we're
adding
hoping
to
add
some
Street
reads
and
relocating
a
street
light
into
the
rear,
replacing
a
stretch
of
sidewalk
that
is
in
disrepair
around
Winthrop
Street
with
me
this
morning
is
Fred
Keeler
from
H.W
Moore
and
he
will
walk
you
all
through
the
plans.
But
thank
you
for
having
us.
U
Good
morning
procure
from
HW
Moore
Associates
is
he
looking
up
in
your
pedestrian?
The
proposed
pedestrian
management
along
River
Street
public
to
the
corner
of
Central
Ave
engagement
is
required.
It
was
providing
five
foot
wide
pedestrian
path
of
travel
behind
the
existing
treatments
on
River
Street
and
then
also
to
accomplish
the
pinch
point
on
the
Toronto
government,
Central
the
property
line
pension
and
provide
less
than
enough
type
of
pedestrian
Capital
travel.
U
So
we
can
see
these
minutes
about
1.26
feet
along
River
Street
and
a
little
bit
wider
at
the
corner
of
central
but-
and
it
says
shown
on
the
plant
after
answering
the
any
questions
anyone
might
have.
V
Ahead,
Mr
Robert
yeah.
Thank
you
good
morning,
everybody
francobrain
here
I'm
appearing
on
behalf
of
the
two
Winthrop
Street
residents,
so
who
are
Butters
one
across
the
street.
Yet
thank
you
for
proving
that
plans
one
across
the
street
and
the
other
immediately
to
the
right
and,
as
you
may
recall,
I
know
you
have
a
lot
of
business
in
front
of
you
the
last
time
this
was
here
in
front
of
the
pic.
V
So
we
much
appreciate
that
and
going
forward
we
were
somewhere
in
total
in
support
of
what's
in
front
of
you
and
appreciate
everyone's
accommodation,
there
is
still
a
bpda
design
review
process
that
we're
hoping
to
participate
for
issues
on
the
site
around
Lighting,
in
particularly
the
the
the
what's
what's
now
sort
of
an
informal
walkway
between
the
Hyde,
Park,
Branch
library
and
Winthrop
Street,
and
so
we'll
participate
in
that.
But
in
terms
of
this
plan,
we're
fully
in
supported
very
much
appreciate,
Mr
Paul
Janey
and
the
applicant's
accommodation
of
our
concerns.
Thank
you.

I
was
going

Together
with
we
had
our
landscape
architect,
Hillary
burskirk
on
this
call
as
well.
U
Thank
you,
John.
You
have
made
something
more
we're
showing
on
us
flying
we're
proposing
reconstruct
the
favor
of
along
the
Curbing

extended
up
Central
Avenue
for
the
proposed
driveway.
There
are
two
existing
treat
Pits
on
another
Street
that'll
be
retained
and
the
trees
will
be
preserved
and
maintained.
U
We're
proposing
on
this
plan
for
new
tree
Pits
on
Central
Avenue,
we're
also
proposing
City
standard
bike
racks
in
this
location,
on
River
and
then
again
on
this
location
on
Central
we've
also
coordinated
with
Street
lighting
or
adding
New
Street
Lakes
along
Central,
and
some
new
conduit
along
Centrum
River
Falls,
along
Winthrop,
along
our
Frontage
for
a
future
use
during
our
new
business
discussion.
We
talked
about
this
Apex
ramp
on
the
corner
of
Central,
and
in
order
to
separate
them,
we
would
have
had
a
very
skewed
crosswalk
across
central
Amy
suggested.
U
Looking
at
a
raised
prosperity
of
this
location,
we
think
that
works
very
well
great
suggestion,
and
that's
that's.
The
only
change
to
the
plan
from
our
initial
discussion
would
that
have
to
go
to
answer
any
questions.
I
know
there
was
the
neighborhood
meeting
and
John
had
mentioned.
He
wants
some
requests
from
for
some
additional
trees,
which
we
can
talk
about
and
also
replacing
a
section
of
asphalt,
rockets
and
disrepair.
B
Yeah
I
think
that
anything
that
was
promised
as
a
result
of
the
community
needing
to
get
on
the
plans
prior
to
mylar
questions
or
comments
from
commission
members.
D
B
So
if
your
community
process
involves
adding
more
trees,
they
shouldn't
be
right:
reducing
The,
Pedestrian
path,
any
more
than
what
you
got
out
there
or
what
you're,
showing
already.
A
Just
further
to
that
point,
the
addition
of
One
Tree
on
River
Street
may
require
the
relocation
of
a
street
light.
If
that
needs
to
happen,
then
the
project
will
need
to
coordinate
that
with
the
street
lighting
division
and
if
that's
not
possible,
then
they'll
just
have
to
go
with
the
trees
that
they're
showing
here
but
we'll
coordinate
that,
after
effect.
B

approximately
six
feet
wide.
That
runs
the
length
of
the
site,
and
this
will
help
support
a
new
eight
foot,
wide,
concrete
path
of
travel
for
the
length
of
Huntington,
Avenue
and
I'll
be
entered
happy
to
answer
any
questions.
D
So
I
understand
that
between
the
the
new
business
and
public
hearing
there
were
some
adjustments
to
the
position
of
trees.
To
does
this
at
all
affect
the
bounds
of
The
Pedestrian
easement
that
you're
requesting
today.
So.
AA
This
doesn't
affect
The,
Pedestrian,
easement
area
that
we're
where
we
are
requesting.
Some
of
the
trees
are
specifically
on
the
west
side
of
Huntington
Ave.
It
reduces
and
creates
a
pinch
point
of
about
six
and
a
half
feet
in
select
locations,
but
overall
for
the
rest
of
the
remaining
length
of
the
project,
we
have
eight
feet.
D
We,
the
disabilities
commission,
received
the
plans
only
yesterday,
so
we
haven't
had
the
opportunity
to
kind
of
go
in
depth
and
really
take
a
look
at
the
plans
and
the
impacts
of
the
relocation
of
the
trees.
I
know
I
did
talk
with
your
colleague
the
other
day,
but
I
think
there
was
a
recent
development
that
I
wasn't
aware
of
due
to
some
structural
issues
with
the
building
I'm
in
the
complex
of
what
I
had
previously
thought.
D
The
configuration
might
be
and
I
understand
there
as
well
that
there's
other
outstanding
questions
from
the
bpda,
so
I
think
we
would
want
to
request
more
time
to
be
able
to
have
that
opportunity
to
really
take
a
look
at
the
impacts
of
the
relocation
of
those
trees
on
The
Pedestrian
path
to
travel,
because
it's
not
typically
what
the
disabilities
commission
expects
for
a
new
construction
building,
and
we
do
understand
that
there
were
some
utility
conflicts
that
resulted
in
this.
B
Show
you
guys,
okay,
coming
back
in
two
weeks,
that's
fine!
Okay,
I
will
entertain
a
motion
to
continue
public
hearing
item
number
19
for
two
weeks
until
October.
B
Second,
on
paper:
all
right
all
right
see
you
in
two
weeks,
so
my
assumption
is
that
sogo's,
the
the
next
two
as
far
as
continuances
but
I
mean
we
have
to
go
through
all
of
this,
but
I
assume
that's
acceptable
to
the
project.
Z
By
Sam
Randall
again
representing
the
applicant
Midtown
tenant
LLC
I
understand
that
this
will
likely
also
be
continued.
We
are
fine
with
that.
I
know.
Sarah
needs
more
time
to
review,
but
I
thought
it
would
might.
It
would
make
sense
to
have
Ryan
just
run
through
the
quick
tweaks
that
we
made
to
the
trees.
We
we
added
four
Street
trees
on
the
western
portion
of
the
Huntington
Ave
streetscape
public
realm,
just
basically
to
respond
to
comments
from
the
bpda,
so
Ryan
I'll
hand
it
over
to
you.
AA
All
right
so,
on
the
west
side
of
Huntington
Ave,
we
are
limited
because
of
the
underpass
on
Huntington
Ave,
coming
up
at
grade
halfway
through
the
site.
So
this
is
where
we
are
maintaining
the
existing
curb
line.
AA
We
have
a
new
bike
lane
coming
through
here
and
we
do
have
some
Street
trees
in
the
Furnishing
Zone
as
well
as
these
new
trees
to
you
know,
respond
to
the
bpda's
comments,
and
this
is
the
area
that
I
was
talking
about
with
The
Pedestrian
easement
and
then,
as
we
move
through
the
site,
we
have
the
bike
lane
that
transitions
onto
the
sidewalk.
AA
We
have
a
drop-off
area
with
bollards.
We
have
new
trees
with
the
bumped
out,
curb
and
The
Wider
concrete
path
of
travel,
New,
Street,
trees,
street
lights,
bike
racks.
AA
Z
And
one
thing
just
to
add
is
the
last
time
we
were
here.
You
may
recall
that
the
bike
lane
and
the
Furnishing
Zone
were
flipped
so
now
we're
showing
the
bike
lane
inside
of
the
Furnishing
Zone
and
that
allowed
for
us
that
allowed
us
to
add
a
significant
number
of
Street
trees
to
the
plan,
which
we
think
improves
the
public
realm
and
again
we
worked
offline
with
the
bpda
and
others
in
the
city
to
make
this
tweak
over
the
last
couple
of
weeks,
which
we
think
is
an
improvement.
AB
And
Sam
can
I
I'll
just
add
to
this
Chris
Jones
from
IBI
the
issue
on
the
western
edge
of
the
site.
That
Sarah
was
alluding.
To
was
the
fact
that
the
Furnishing
zone,
for
that
entire
Western
stretch
occurs
over
a
water
line
in
the
sewer
line
or
a
steam
line,
and
as
a
result,
we
weren't
able
to
get
any
trees
in
ground.
AB
So
the
the
six
trees
you
see
that
are
smaller
are
actually
in
planters
and
the
proposal
intended
through
working
with
with
Diane
and
Jill
and
bpda
to
try
to
come
up
with
a
solution
for
in-ground
trees
that
are
set
back
closer
to
the
face
of
the
building.
It's
creating
a
little
bit
of
a
circuitous
route
for
pedestrian
circulation
and
that's
what
Sarah
wants
to
take
a
closer
look
at
is
those
four
trees,
specifically
in
their
location.
D
AA
Those
trees
aren't
in
grades,
so
it's.
AB
So
it's
it's
six
and
a
half
feet
to
the
tree
grade.
It's
set
it's
about
seven
and
the
schmidge
to
the
to
the
edge
of
the
trunk.
Okay,.
B
So
two
weeks
is
gonna
be
enough
time
for
this.
All
right
I
will
entertain
a
motion
to
continue
public
hearing
item
number
20
for
two
weeks
until
our
October
6th.

Z
Hi
again
Sam
Randall
representing
the
applicant
Midtown
tenant
LLC,
so,
as
you
stated,
we're
requesting
a
canopy
license,
this
is
the
main
entry
of
the
residential
portion
of
the
building.
This
I
believe
will
not
be
changing
as
a
result
of
the
public
realm
work
that
we're
still
contemplating
with
disabilities.
But
Ryan,
do
you
want
to
expand
on
this
piece.
AA
Sure
is
Sam
said
the
new
canopy
is
at
the
main
entrance
of
the
building.
The
canopy
area
within
the
public
way
is
approximately
132
square.
Feet
extends
about
8.7
feet
out
over
into
the
public
way
out
of
a
19
feet
to
the
new
curb
line,
and
if
anyone
has
any
questions
about
that,
the
I'll
also
add.
We
have
11
feet
clear
from
the
sidewalk
to
the
canopy
and
the
canopy
is
removable
heat
trace
and
itself
drains
internally
to
the
building.
B
Uk
or
whatever,

but
I

B
So
I'm,

we

Good
morning
Madam
chair
members
of
the
commission,
James
Gallagher,
on
behalf
of
petitioner
for
Horizon
development.
We've
been
working
with
most
of
the
members
for
a
long
time.
My
clients
constructed
a
building
at
the
corner
of
weld
that
Mr
messenger
is
going
to
put
up
I'm
here
today
with
Robert
messenger
from
our
engineering
department.
AF
Our
engineering
consultant
and
Gary
Martell
is
here
on
behalf
of
the
petitioner
that
digital
original
picture
there
overhead
picture
shows
the
building
as
constructed,
and
so
we've
been
working
to
come
forward
with
both
the
vertical
discontinuance,
because
there
are
some
overhangs
and
specific
repairs
to
address
sidewalk,
Island
and
other
reciprocal
sidewalk
issues
and
I
will
turn
over
to
Mr
Messenger.
To
take
you
through
the
plans
to
give
everyone
a
better
idea.
Q
Thank
you
Jim
and
again
my
name
is
Bob
messenger
from
Howard
steinhudson
and
just
for
the
locus
map
here.
Jim
already
mentioned
we're
in
Roslindale,
well
the
streets
running
through
the
center
of
your
screen.
Here
you
have
Center
Street
running
bottom
left
to
top
right
in
Andover
Road,
also
here
so
to
start,
the
project
has
some
discontinuances
on
on
this
stretch,
both
on
Center
Street
and
Wall
Street.
This
is
an
image
showing
the
building
on
Center
Street.
Q
Q
Q
Moving
on
to
Center
Street,
where
there's
more
significant
discontinuances,
as
I
mentioned,
they're
on
a
few
different
roof
levels.
So
this
plan
view
here
is
showing
the
main
roof
projection
on
the
highest
point,
and
that
is
a
269
square
feet
total
and
the
cubic
feet
is
also
269
square
feet
because
it's
a
one
foot
roof
projection
in
elevation,
the
middle
of
projections,
a
little
bit
lower,
that's
210
square
feet
and
the
lower
roof
projection
is
229
square
feet
and
it's
probably
easier
to
visualize.
Q
On
the
section
view,
you've
got
the
main
roof
area
up
top
mid
roof
area
and
lower
roof
and
I
mentioned
earlier
the
base.
So
those
are
also
included
this
third
and
fourth
floor
Bay.
That
volume
is
about
1300
cubic
feet
and
there's
a
second
and
third
volume,
Bay
or
Bay.
That
has
a
volume
of
1600
cubic
feet
and
for
you're.
Q
Q
Q
Q
The
discontinuance,
if
there's
none
I,
can
move
forward
to
this
specific
repairs.
B
Q
Yeah,
so
for
the
specific
repairs
of
the
project,
there's
the
plan
with
different
orientation.
We
have
Center
Street
on
through
the
middle,
well
Street
bottom
rights
to
the
top
left
in
Andover
Road
up
here
so
project.
Overall,
we
coordinated
heavily
with
the
city
to
provide
a
improvements
to
the
intersection
in
general.
Q
I'll
first
start
with
what's
in
front
of
our
building
and
what
will
be
you
know,
taken
care
of
of
the
LMI
so
for
to
start,
we
have
Curb
realignment
and
new
concrete
sidewalk
we're
bumping
out
this
sidewalk
significantly
on
this
stretch
here
on
Center
Street,
we
have
10
and
a
half
feet
from
behind
the
street
trees
to
the
property
line
and,
as
I
mentioned,
Street
trees.
We.
Q
Entertaining
at
weld
street,
but
we're
proposing
for
here
on
the
center,
we
are
relocating
all
these
existing
ramps
or
the
intersection
improvements
and
those
new
ramps
will
have
measuring
push
buttons
and
they're
better
located
for
a
straight
or
straight
Crossing
and
less
severe
angles
and
shorter
Crossings
and
again
as
we're
moving
toward
the
intersection.
Q
Q
And
for
the
intersection
overall,
as
I
mentioned,
we
coordinated
with
the
city
and
got
their
recommendations
for
design.
So
all
these
ramps,
as
I
mentioned,
will
be
reconstructed.
We're
relocating
this
median
and
bumping
out
the
curb
here
to
provide
a
nice
safe
crossing
the
existing
condition.
Crossing
was
a
lot
more
severe
and
angle
and
much
longer
for
crossing,
so
this
will
hopefully
provide
a
safer
Avenue
for
pedestrians
and
we're
doing
the
reciprocal
ramps
for
the
limits
of
the
project.
Q
And,
of
course
this
is
all
new
cement.
Concrete
and
we'll
have
new
pedestrian
push
buttons
for
all
these
new
ramps
and
again,
any
Associated
utilities
will
be
relocated
or
adjusted
as
needed.
B
Yeah
I
mean
I
know
that
we
got
we've.
You
guys
have
been
working
on
this
for
a
while
with
us.
So
thank
you
for,
for
this
I
see
Julia
O'brien.
You
have
your
hand
raised.
R
Think
that
just
managed
to
be
bad.
Thank
you,
I'm
here
really
on
behalf
of
the
Longfellow
area,
neighborhood
association.
R
We
were
very
much
like
a
presentation
of
this
to
the
association
before
that
eprc
approval,
we're
unaware
who
we
maybe
it's
our
fault,
but
we
were
unaware
that
the
plans
had
proceeded
to
quite
this
extent
and
do
have
a
number
of
questions
about
it.
That
would
probably
be
easily
answered
by
a
presentation
at
an
upcoming
meeting,
either
perhaps
on
the
17th
of
October
or
early
in
November.
R
Of
the
other
question
that
has
been
raised
by
some
is
one
really
a
process
that
we're
a
little
unfamiliar
with
our
vertical
variance
is
usually
grounded
after
the
construction
of
a
building
or
prior
to
the
construction
of
the
building?
Typically
prior
I
see.
R
Okay,
well,
I'm
glad
they're
happening
now.
So
this
we
would
I
guess
my
question
is:
we
would
ask
the
proponent
if
they
would
be
willing
to
come
to
the
an
upcoming
line
of
meeting
and
make
a
presentation
of
this.
It's
a
curious
intersection,
it's
badly
skewed
and
probably
difficult
to
deal
with.
As
a
result,
we're
interested
in
the
left
turn
from
Center
Street
onto
well
Street
we're
interested
in
the
dimensions
of
Wells
Street.
There's
a.
R
Sorry
on
the
plan,
it
shows
retaining
a
gas
fault
on
Wells
Street.
If
that
is
the
upright
cabinet,
that's
sitting
on
the
weld
Street
sidewalk.
That
seems
to
be
in
the
middle
of
this
in
the
middle
of
the
sidewalk
and
doesn't
seem
to
lend
itself
to
pedestrian
passage
passed.
R
It
very
well
we're
also
there's
a
long-standing
issue,
just
adjacent
to
this
coming
up
weld
Street
where
a
sidewalk
is
discontinued
or
discontinue
us
because
of
what
I
think
is
a
WPA
era
wall,
but
the
sidewalk
dribbles
out,
and
we
like
to
see
them.
Look
at
a
resolution
to
that
as
well.
If
that's
possible,
we're
also
con
curious
about
the
dimensions
on
Center
Street
for
the
left
turn
Center
Street
northbound
for
the
left,
turn
onto
well
Street
and
whether
we
end
up
with
two
lanes
of
traffic
on
Fetter
Street
going
inbound
or
not.
R
So
there
seem
to
be
some
Dimensions
lacking
on
the
plans
for
us,
so
those
are
just
sort
of
a
general
set
of
comments.
But
basically,
what
we're
asking
for
is
some
Community
review
and
discussion
prior
to
BAC
continuing.
AF
AF
B
So
I
think
the
Apple
things
that
we
can
write
so
to
to
miss
O'brien's
comments
right.
This
is
somewhat
out
of
order
for
how
we
usually
do
review.
So,
yes,
typically
the
vertical
discontinuances
and
these
specific
repairs
would
have
come
in
advance
with
this
right
now.
A
lot
of
what
you're
seeing
here
is
the
project
team
reacting
to
comments
from
the
city,
both
the
transportation
department,
the
public
works
department
and
the
commission
for
persons
with
disabilities
regarding
issues
with
both
the
geometry
and
accessibility
at
this
intersection.
B
So
a
lot
of
this
work
is
they're,
doing
this
on
our
behal
right,
our
request,
so
that
we
could
take
a
stab
at
making
this
better,
safer,
better
Crossings
and
and
do
some
work
at
kind
of
helping
the
alignment.
So
that's
what
they've
done
here
at
our
request.
I
can
assure
you
that
turning
movements
and
everything
else
have
been
considered
so
that
all
cars
can
appropriately
make
whatever
maneuver
they
need
to
for
the
gas
fault.
B
That
was
a
separate
pic
action
that
came
a
few
years
ago
and
that
actually
used
to
not
be
sidewalk
at
all
until
they
essentially
came
and
put
the
gas
valve
there,
it
was
just
kind
of
grass
and
then
it
ends
again
after
that.
So
I.
Don't
think
that
the
continuation
of
that
sidewalk
or
but
I
don't
think
that
there's
anything
vertical
to
it.
Those
they're
flush
calls,
but
the
sidewalk
does
end
immediately
after
them,
but
I
will
say
that
is
not
necessarily
the
purview
of
this
particular
project
or
project
team.
B
I
do
happy
to
have
them
come
and
talk
to
you
about
what
right
what's
happening
here
and
give
you
a
walk
through
the
plans.
B
I
think
some
of
the
plans
with
additional
pavement
markings
might
help
you
contextually
with
how
traffic
would
move
through
here
that
I'm
sure
they
can
also
share
with
you,
so
I
guess,
yeah
I
think
the
desire
would
be
for
the
project
team
to
meet
with
the
community
to
walk
them
through
the
plans,
I
think
with
full
understanding
of
you
being
able
to
tell
them
what
is
and
is
not
within
a
kind
of
the
scope
of
this
project.
Yeah.
B
B
Right
so,
let's
set
that
up
and
you
guys
can
come
back
in
four
weeks,
which
would
be
October
20th.
Is
that
right
time?
Yes,
so
we'll
see
you
at
our
October
20th
here.
B
Thank
you.
Thank
you
to
the
dean.
No
problem.

As
we
mentioned,
we
are
here
before
the
commission
for
a
project
proposed
at
804,
iHeart
Avenue,
which
is
shown
on
the
screen
here,
we're
proposing
the
demolition
of
two
existing
single-family
homes
and
the
construction
of
a
34
unit,
multi-story
residential
building
on
the
lot
we're
here
before
the
commission
for
the
specific
repairs,
that's
going
to
occur
in
the
public
realm
of
essentially
closing
two
existing
curb
Cuts
all
that
are
located
on
American,
Legion,
Highway,
more
specifically
in
these
locations
here
and
another
second.
AG
AG
We
also
will,
as
part
of
the
project,
we
will
be
modifying
the
curb
realignments
at
the
intersections
of
both
American
Legion
Highway
and
High
Park
Avenue,
the
location
shown
on
the

here
and
the
other
intersection
of
American
Legion,
Highway
and
Claire

here,
essentially
making
those
radius
a
little
bit
tighter
and
improving
The
Pedestrian
movements
in
that
location.
AG
With
that
we
will
be
modifying
rebuilding,
reconstructing
curb
ramps
and
those
locations
and,
as
you
can
see
in
these
three
locations
there,
it's
essentially
that's
what
we're
looking
to
do
in
the
public
around
here
and
we're
here
to
open
that
up
to
any
questions.

This
is
an
existing

Broken

it's
beer

at
70
to
92
Guest
Street.
They
recently
opened
about
a
year
ago
and
as
the
name
implies,
it's
a
restaurant
serving
a
variety
of
comfort.
Foods,
it's
an
extensive
beer
list.
AH
C
AH
Yeah
I'm
hitting
firewall
issues
for
some
reason:
I
apologize
if
I
can
summarize,
if
Todd
is
able
to
pull
it
up.
It's
four
separate
areas
between
the
tree
grades
in
front
of
71,
Guest
Street.
Overall,
it's
about
394
square
feet
with
four
seats
in
each
of
the
four
separate
areas.
I
did
have
a
picture
as
well
to
show
in
front
of
the
premise
as
well.
AH
So,
as
you
can
see
there,
as
I
was
saying,
there's
four
separate
areas
if
you
will,
with
four
seats
in
each
of
them,
so
totaling
16
seats,
394
square
feet
between
them
and
all
the
dimensions
are
in
requirement
that
the
city
has
in
terms
of
the
opening
and
ADA
compliance
issues.
AH
AH
With
that,
you
know,
you
were
happy
to
answer
any
questions
you
all
might
have
I
believe
this
was
proposed
to
the
community
groups
back
when
the
site
was
in
development.
This
is
part
of
the
Boston
Landing
site,
so
the
restaurant
itself,
as
well
as
the
seating
plans,
were
proposed
to
the
community
groups
back
when
that
was
discussed
years
ago
in
the
interior
closing
hour
for
the
restaurant
is
2
A.M,
but
they're
seeking
an
11
pm
closing
hour
for
the
patio.
D
Thank
you
so
much
for
your
presentation.
I
did
have
a
few
questions
through
our
back
and
forth
over
email.
D
We
just
want
to
ensure
that
accessible
seating
will
be
part
of
the
plan
and
I
understand
that
furniture
cut
sheets
aren't
available
yet,
but
when
they
do
become
available,
is
that
possible
to
share
with
my
office
as
well
as
just
adding
a
note
to
indicate
that
seating
that
seating
fixture
dimension
on
the
plans
just
ensuring
that
there
will
be
wheelchairs,
wheelchair
user
seating
available
to
folks
per
the
building
code?
And
then.
D
Great
fantastic-
and
we
just
want
to
ensure
that
the
table
is
being
used,
can
accommodate
those
Dimensions
as
well,
so
that
could
just
be
written
on
the
plan
somewhere.
That
would
be
helpful,
we'll.
A
Two
very
quick
things:
one
we'd
like
to
opponent
to
recognize
that
the
current
state
liquor
laws
have
been
relaxed
due
to
covid,
and
it's
currently
allow
the
service
of
alcohol
across
the
public
sidewalk,
as
shown
here
that
may
or
may
not
continue.
So
any
service
to
these
seating
areas
away
from
the
building
will
need
to
comply
with
all
state
liquor,
license
laws
and
two
you're
showing
two
existing
benches
here
on
the
right
that
are
proposed
to
be
relocated.
A
You
don't
need
to
tell
us
right
now,
but
we
would
like
a
little
bit
more
information
on
where
you
envisioned
those
going.
So
if
we
can
connect
on
that
Ryan
offline
that'd
be
great.
AH
B
AI

can

yeah
there
we
go
yes,
this
one.
Let
me

on

I've
done
this
in

and
that
is
his

here.

we

it's

questions.

K
AD
Good
afternoon
this
is
Keenan
Brynn
from
exponent
systems.
I'm
joined
by
Han
from
nbmc
engineering
and
Arthur
pinoflex
Construction
accident
is
proposing
a
fiber
Rodney
in
the
public
right
away.
This
is
a
run
of
approximately
400
feet.
The
petition
request
permission
to
install
a
four
inch
PVC
fiber
duct,
with
City
Shadow
conduit.
AD
The
Run
starts
out
at
a
poll
on
Sumner
Street.
That
immediately
takes
a
right
turn
after
that
onto
cottage
for
the
majority
of
the
run,
where
it
heads
South
that
eventually
terminates
at
the
intersection
with
Webster
Street,
rainbow
that
pole
there's
stuff
on
that
Riser
again,
there'll
be
City,
Shadow
dot
installed.
AD
It
wasn't
an
issue
raised
by
the
park
Department
about
protecting
the
trees.
We've
tried
to
incorporate
the
notes
up
in
the
upper
left-hand
corner.
There
I
think
those
were
acceptable
for
the
Parks
Department
and
again,
if
there's
any
other
questions
or
concerns,
we
could
deal
with
them
between
now
and
the
next
meeting,
but
those
those
are
the
notes
that
I
think
they
want
to
see
basically
talks
about
protection
during
construction.
K
B
Right
so
two
weeks
it
is
okay,
we'll
see
you
then
perfect.
New
business
item.
F
G
B
Yes,
we're
starting
we're
on
new
business
item
number
seven,
which
is
162
to
176
Boylston
Street,
okay,
sounds.
H
G
So
this
it
came
from
present
to
place
conduit
and
City
show
from
manhole
1345
on
Brookwood
Street
to
three
hand-hold
locations,
one
on
Boston
Street,
another
on
Charles
Street,
and
if
we
continue
down
trials
streets,
the
Commonwealth
cross
and
terminate
at
each
location
exponent
will
be
placing
a
shared
use
hand,
hole,
that'll,
be
future
placement.
B
No
I
guess
my
questions
for
Todd.
If
this
has
extinet
in
it
or
a
future
accident
thing,
are
they
or
should
they
be
included
here
on
this.
A
So
this
has
been
a
point
of
conversation
over
the
past
year
or
so
all
of
this
infrastructure,
that's
being
proposed,
is
going
to
be
owned
by
Verizon
and
James
can
certainly
correct
me
on
all
of
this,
but
that
Verizon
infrastructure
is
leading
to
das
nodes,
which
will
be
owned
by
extonet.
So
based.
F
B
Right
I
is
two
weeks:
I
mean
two
weeks
would
be
enough
time
for
you.
It
should
be
fun
right.
