The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

all
interrelated

the
quick
history
is
that
this
is
just
over
a
one
acre
site
that
has
20
family
size,
affordable
housing
units
on
it
originally
part
of
the
Heritage
Apartments,
which
is
across
clipper
ship
Lane
number
of
years
ago.
The
Housing
Authority
got
some
federal
money
to
fix
up
the
heritage
apartments,
but
didn't
get
enough
to
fix
up
this
property,
and
it
was
in
is
in
serious
disrepair.

did
that
on
that
tight
site
having
to
recreate
20
units
so
that
everybody
was
there
could
come
back.
It
really
meant
in
order
to
create
sufficient
market
rate
apartments
to
pay
for
the
rebuilding
of
the
affordable
apartments.
We
have
to
do
two
buildings,
one
on
one
side
of
the
new
Street
one
on
the
other
side
and
that's
how
the
plan
for
the
project
evolved.
As
a
result
of
that,
we
have
a
number
of
things
that
need
to
be
done.
We're
rebuilding
the
sidewalks
were
redoing.

new
street
we're
putting
stormwater
infrastructure
under
the
new
street
and
that
was
sort
of
the
genesis
of
the
proposals
we've
come
up
with.
You
can
see
on
the

over
there
where
the
project
is
in
East,
Boston,
right

water
next
to
the
clipper
ship
war
and
between
clipper,
ship
Wharf
and
Carlton
Wharf,
and
the
Heritage
Apartments
and
the
buildings
were
proposing
or
an
orange
on
that
plan,
and
you
can
see
between
the
two
orange
buildings
is
what
our
new
proposal
private
way
was.

that

extends

view
line
of
Harbor
Street
down
to
the
harbor,
walk
on

water

project

amenity

chose

tables

easier

maintain
and
they
don't
have
to
be
posting
and
people
take
a
share
away
and
they
tend
to
be
heavier.

people
you

can
move
them
a
little
bit,
but
not
really
like
take
them
with
them.

we,
as
as
indicated,
we're
proposing
four
circular
tables,
two
of
which
are
ADA
accessible
and
as
far
as
sidewalk
clearances
we're.
We
have
a
pinch
point
at
6.1
feet
on
Meridian,
which
now
it's
a
7
foot
clearance
and
on
London
we
have
a
pinch
point
of
the
light
pole
of
5.8
which
meets
the
city
minimum
and
the
sidewalk.
That's
typically
8
feet
or
wide,
and
then
we
have
the
public
signage
as
well.

proposing

in
the

the
planter
that
would
identify
