The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

Cabot
Street
is
a
one-way
street
going
in
the
West.

for
its

foot

of
pavement
with
in

and
parking
on
both
sides.
It's
at
a
60
foot
right-of-way.
So
we
are
proposing
to
minimize
the
width
of
that
road.

46-foot
right-of-way.
This
would
allow
the
existing
southern
Cabot
Street
sidewalk,
which
is
about
nine
and
a
half
feet
wide
to
remain
in
place.

right-of-way

we
do
have
some
utility
assets,

an

gas
line

relocate

communication

community

very
closely
with
the

neighborhood

telecommunication
companies
have
reached
out

reached

this
about
a
year
ago

one
of
the
companies

believe
it
was
Verizon
came
in
with
their
problem.
They
were
the
workers
who
do
these
installations

put
it

one
on

in
front

woman's
bedroom,

it's
really
disturbing
that
there's
little
communication
with
a
community.

work
very
hard
to
protect
our
community.
We

upset
with
the
development
to
the
city

Boston.

newspaper
to

out
how
South
Boston
feels
about
it

live
on
East

when

in
the

with
a
park
that
was

in
the

that
the
park
was
really
important
in
preserving
parks
in
the
city
they
could
be
used
by
people
were
being
overloaded
with
extensive
development
in
our

trying
to
protect
it.
It's
going

us

five
years
to
get
a
historical
district
in
there.
In
the
meantime,
these
companies
come
in.
They
do
all
this
development
they
put
in
these
conduits.
We
don't
even
know
the
health
risks
of
conduits.

studies
done
in

United
States
to
determine
this
as
safe

asking
you

South
Boston
ones,
not
to
approve
it

to
ask
for
Eisen

any
other
telecommunication
company
who
comes

that
have
public
meetings.

we
know

you're
putting
these.

no
protections
under
the
land
mass

protect
our
community
and
what
these
conduits
look

they
put

wouldn't
want

conduits

install

width

twice
as
deep,
so
the

conduits
are

small
that
go
on

street

actually
a
soft
machine
that
a
blade
just
goes
down

street

half-inch
wide,

this
gets
installed
at

have

on

throughout

hundred
percent
opening

put

gas
service

City

Boston,

the

part
is

shall
we

trunk
to
our
system

trunk
provides
natural
gas
into
the
mains
and
the
services
of
the
residential

commercial
customers.

area,

they
redesign

buildings

they
go

environmentally
lead
type
of
thing,

of
the
mechanical
rules
may
be
higher

the
building

do
have
customers
running
on
low
pressure
and
there's
no
way
we
would
impact
them.

quick

It
goes

we're
not
down

streets

underground,
it
was
busy

above-ground

that

that
type

excavation
will

that's
within
the
plans

coordinated

that
end,
it

a
steel
pipe
welded.

it

type
of
offset
would
not
influence
whether
it's
a
water,
sewer
city
of
Boston
and
or
any
other
cable
type
conduit.

We
also
have

ability
to
look
at
both
the
fire
department,
high
pressure

if
there's
any
other
materials
such
as
steam,
if
the
steam
in
the
area,
that's
why
we
not
use

plastic,

predominate
type
of
infrastructure.

use
this

steel,

for

locations

them
on
the
ground,
that
restoration
will
follow
any
type
of
city

Boston
permit,
as
would
any

a

have
for
all

work

about
roughly
seventy

eighty
million
dollars
we're
just
within
the
city
of
Boston
replacing
the
infrastructure
itself.

those
permits
will
dictate

type

material
going
back

clean,
fill

be
already

recall,
there
were
problems

number
of
years
ago
with
the
electrical

failing,
we
hate
to
have
everything
dependent
on
one
utility
carrier.

about
creating
access
to
a

West
Roxbury

have

gas
stove

do
think
in

we
grow
more
energy
independent,
we
will
have
new
technology
migrated

automated
vehicles
and
how,
at
some
point,
we
will
all
be
out
of
our
cars
driving
and
into
these
automated
vehicles.

point
is,

there
yet
and
to
say
to
one
part
of
Back
Bay.

we

you
to
migrate

technology.

the

commitment

always
looking
for

pipeline

envision
the
utility
of

right
now

locking
into

3040
year
kind
of
commitment
to
keep
using
this
fossil
fuel

rapid,
equitable
transition

green

they're
down

Washington

city
of
Boston
among

the
intervenors,
is
in
federal
court
fighting

spectra,

West,

lateral
pipeline.

750
pounds

square
inch
pipeline
that
comes
into
our
city
and
is
at
a
metering
and
regulating
station
across
from
an
act
of
Blasberg
and
the
Federal
Energy
Regulatory
Commission
and
it's
obscene
wisdom
denied
any
further
hearing
of
the
case.
That's
being
litigated
right
now
by
our
city,
okay,
and
then
that
pipeline
is
what's
feeding
this
Frank
gas
into
the
IPO
loop
we
need
to.
We
need
to
go
in
a
different
direction.

demand,

by
the
City
Council,
is
that
we
pause

I
mean
I

guys
are
here
sort
of

determine

technology

streets
safely

this
decision-making

all
due
respect
to
a
National
Grid
that
tries
to
serve
all
of
us.

important

creating
higher
capacity
feed
into
Boston,

fixing
the
pipeline
leaks
throughout

entire

it's

just
National
Grid,
it's
all
others.

are
innumerable
leaks

claiming

higher
capacity
pipeline
is
going
to
solve
the
problems
of
demand.

the
human
element

domestic

international
terrorism,

escalating

the
city
and
on
behalf
of
a
larger
coalition,
an
interfaith
coalition
that

been

active

past
years.

cannot
not
extract
and
we
want
to
do
that.
We
need
energy,
but
we
do
it
in
a
radically
different
way.
That
does
not
harm
the
least
of
these
and
my
faith
tradition
as
a
follower
of
Jesus
calls

care

least
of
these,
and
we
know
climate
change
affects

poor.
The
greatest

on
behalf

that

fear

this

incredible
work

happened
around
opposing
the
West
Roxbury
pipeline

a

city
resources

used

used

make

free
speech
happen.

part

that

arrested
there
as

don't
want
to
do
that
again
in
the
Back
Bay,
but
we
will.
The
integrated
community
will
rise
up
again
in
civil
disobedience
to
say
no
to
this
extension.

I
speak,
English
I

no
desire

life
difficult

a
British
organisation.
I
understand
people
in
Boston
did
a
pretty
good
job
of
that

years
ago.

Now,
it's
not
the
fault
of
National
Grid
itself
that
the
developers
in
these
buildings
are
requesting
natural
gas
to
fuel
them,
because
after
all,
at
the
moment
that
is
the
cheapest
least
expensive
way
to
do
things
depending
on
how
you
do
the
accounting.
But-
and
this
is
the
point
of
the
City
Council
unless
at
some
point
we
start
doing
some
serious
look
at
what's
a
very
complex
set
of
issues
and
coming
up
with
a
way
to
plan
a
transition
to
an
environment,
to
a
scenario
in
which
were
making
much
less
use
of
fossil
fuels.

Then
all
the
noble
words
about
Boston
being
the
greenest
city,
reducing
our
use
of
fossil
fuels,
but
reducing
greenhouse
gas
emissions
will
come
to
naught.
So
that
is
why
I
support
very
much
the
idea
behind
the
City
Council
resolution
passed
yesterday.
Let's
take
the
time
to
start
that
analysis,
because
if
we
don't
do
it
now
and
if
it
wasn't
the
National
Grid
gas
pipeline,
it
should
be
some
other
plan
to
make
greater
use
of
natural
gas.

will
we

loop

improve

from
Verizon
to
utilize.

existing
conduit
and
minimize
need
return,
trip
and
north
of
the
bridge.
Past
porta
street
will
be
using
existing
18
feet.
