From YouTube: Public Improvement Commission Hearings 12-21-17
Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.
A
Good
morning,
I'd
like
to
call
the
orderly
public
improvement,
Commission
hearing
of
December
21st
2017
first
item
of
our
public
hearing
is
on
a
petition
by
the
Kerr
place
of
butters
for
a
street
name
change
renaming
a
portion
of
Kerr
place
a
public
way
in
Roxbury
between
Sojourner
Truth
court
and
Ruggles
Street
to
be
officially
known
in
the
future
as
an
extension
of
Sojourner
Truth
Court.
This
was
new
business
on
November
16th
of
2017.
A
That,
basically
there's
an
existing
curb
place.
It
sort
of
takes
a
turn
onto
what
is
another
section
of
that
note.
I've
noticed
a
jar
of
truth,
and
so
it's
actually
the
there
will
still
be
a
car
place.
It'll
still
be
a
secure,
intrude
Court,
and
what
we
were
doing
is
it
simply
making
that
it's
adjourned
to
the
courts
or
they
can
take
us
straight
line
street
correct.
D
B
With
that
change,
there
are
an
abundance
of
coordination
between
residents
across
two
properties
within
the
Madison
Park
Development
Corporation
portfolio,
there's
also
coordination
as
far
as
changing
the
numbers
of
about
eight
or
ten
dwellings.
In
addition,
with
working
with
residents
to
update
their
personal
business
items,
we.

Our
next
item
is
on
a
petition
by
the
president,
Fellows
of
Harvard

for
the
acceptance
of
a
pedestrian

adjacent
to
Western

a
public

in

on

Seoul

at

This
was

Austen,
two
sheets
dated
October
17th
2017,.
H
H
As
you
know,
the
Commission
granted
the
approval
to
Harvard
for
specific
repairs
and
pedestrian
easements
along
Western
Avenue
at
around
this
time
last
year,
and
the
approvals
requested
today,
our
extension
east
in
the
case
of
the
pedestrian
easement
and
the
specific
repair,
is
along
Western
Avenue
and
in
the
case
of
the
granted
location
that
we're
requesting
is
along
North
Harvard
Street
I'll
ask
Joe
baked
back
to
no
else
Joelle
Farrow.
To
give
you
a
brief
overview
of
the
project
and
the
mark
youngins
will
answer
any
details.
F
We
are
very
excited
about
Harvard's
foray
into
Brighton
to
complement
all
of
youth
in
diversity
in
Cambridge,
and
we
understand
the
impetus
for
many
of
these
improvements
and
the
need
for
him
to
do
this
correctly.
So
my
question
to
you
is:
are
the
Eastman
sufficient
to
provide
the
corridor
that
can
meet
all
the
transportation
needs?
That
means
particular
bus
cyclists,
pedestrians
and
to
provide
that
service
for
the
next
decades
to
come
in
a
very
safe
and
efficient
manner.
F
I'm
going
to
assume
that
you,
sir,
you
bhp
of
the
University,
has
thought
that
through
because
we
have
other
corridors
we
have.
We
have
many
institutions
case
in
point,
he's
Commonwealth
Avenue,
not
bu,
and
we
have
encountered
many
a
challenges.
We
are
very
awkward
situations
to
come
about,
but
there's
limited
action
which
we
can
take
because
the
right-of-way
is
fixed
here
we
have
the
luxury
of
doing
something
correctly
because
for
practical
purposes
it
is
virgin
territory
and
I
hope
that
we
are
not
doing
any
shortcuts
here
and
I
know.
F
F
Like
that
word,
because
it's
a
awkward
word,
but
we
we
are
tough
all
over
trying
to
improve
what
can
be
done
so
something
I
may
be
a
thief
of
all
the
items,
but
these
and
the
subsequent
items
and
any
book
which
a
lot
we
hear.
We
appreciate
the
fact
that
you
are
there.
We
appreciate
the
fact
that
way
of
making
this
investment,
but
it
needs
to
serve
the
students
that
are
going
to
be
there
and.
A
I
think
what
well?
No,
that
is
not
just
today,
but
as
you
think
about
how
your
your
campus
expands,
that
this
will
be
really
meeting
the
needs
of
the
residents
of
Austin
the
needs
of
your
campus
serving
the
future
as
well,
because
now
is
our
moment
to
get
it
right.
You
feel
good
about
this
plan.
Yes,.
K
J
F
Is
it
foolish
for
me
to
assume-
or
am
I
off
base
with
this
campus,
be
connected
to
the
opposite
side
of
the
Charles
River
in
the
campuses
on
either
side
be
connected
more
to
the
point
where
it
needs
to
be
a
seamless
transition.
We
have
this
artificial
boundary
of
a
water
shape
there
and
two
cities
that
shouldn't
play
into
the
needs
of
a
student
or
the
city.
Subs
that
are
there
transparent
power.
Crease
should
be
there
between
those
two
corridors.
F
F
L
Make
a

the

deed
in

Second,.
L
I
C
K
C
L
Ave
will
be
receiving
a
new
16
inch
water
main.
However,
it
will
be
receiving
a
16
inch
water
main
in
a
phase
approach
from
soldiers
field,
Road
working
back
towards
First
Street.
It
will
go,
it
will
stand
towards
the
end
of
air
intake
station
at
spur
street
world.
The
new
work
will
terminate
the
current.
The
first
phase
of
the
water
main
is
outside
these
project
limits.
So
it
will
not
impact
the
improvements
made
here.
Eventually,
it
will
go
right
through
there,
but
we
anticipate
that
that
is
more
than
five
six
seven
years
away.
L
K
Those
are
discussion,
obviously,
and
I-
know
your
yeah
reactor,
then
that's
something
that
is
demand
built
on
your
campus
and
now
we're
getting
to
a
point
that
you
know
these
capital
improvements.
There
are
outward
we're
getting
into
a
brand
to
the
roadway.
Those
are
all
things
that
should
be
discussed.
Upfront
yeah.
L
We
so
we've
been
discussing
them
all
from
the
master
planning
point
of
view,
and
this
issue
was
identified,
but
I
also
understand
the
need,
for
you
know:
Harvard's
had
a
lot
of
construction
out
there
and
they're
eager
to
put
the
western
half
back
together,
I
suppose
so
we
are
trying
to
coordinate.
We
got
to
get
you.
F
F
Nine
times
out
of
ten,
we
are
there,
but
once
in
a
while,
I
feel
a
little
bit
anxious-
and
here
I
didn't
mention
this
at
the
new
business
theory,
where
the
bicycle
facilities,
which
I
think
is
a
key
component
in
the
usage
within
this
campus
across
this
watershed
and
I-
think
we
need
to
exhaust
not
infinitely
all
options
but
I
think
there's
a
little
bit
more.
That
can
be
done.
F
That
can
be
adjusted
and
I
will
seek
the
guidance
of
the
excellent
AIC
captured,
stop
how
to
process
this
petition
so
that
it
doesn't
impede
your
needs,
but
it
still
leaves
the
city
and
you
keep
the
flexibility
to
explore
all
meaningful
options
to
provide
a
credible
service
to
the
cycling
community,
which
is
important.
We
must
learn
from
the
shortcomings
of
our
prior
episodes.
So
as
not
to
repeat
this,
bu
has
been
in
the
corridor,
others
a
lot
of
times.
We
have
encountered
awkward
situations,
and
here
we
seriously
borrow
from
a
valley
with
zero.
F
You
know
I'm
always
very
happy
when
I
see
people
that
has
worked
with
the
city
for
years,
and
you
know
done
the
right
thing.
So
if
you
continue
to
commit
to
keeping
the
conversation
and
providing
the
solution
at
any
point,
just
because
PSE
takes
a
vote,
doesn't
mean
that
it
is
cut,
I
mean
in
a
way.
It
is.
F
A
Just
to
be
clear
that
so
the
Southside
cycle
track
sidewalk
read
cycle
track
is
obviously
a
high
quality
facility,
the
north
side.
You
have
a
parking
protected
bike
lane.
Where
we
take
a
vote
in
favor.
It
would
be
contingent
upon
continued
conversations
with
the
PSE
staff,
with
the
Boston
Transportation
Department.
It's
active
transportation
group
and
in
the
public
works
department
to
look
at
other
ways.
We
could
improve
the
cycling
facilities
on
the
north
side,
understanding
that
there's
a
bartender.
You
are
a
facility
directly
beneath
it.
So.
F
I'd
be
concerned
about
protecting
that
crown
jewel
of
an
asset
16
waterline
with
the
cover
they
may.
They
may
and
rightfully
ask
for
certain
restrictions
in
the
means
and
method
of
construction
which
will
increase
the
price
of
doing
business,
but
I
think
it
is
worth
that
increased
price
of
business
if
I
have
to
do
it
by
hand.
K
L
Plug
for
green
infrastructure,
so
I'm
very
familiar
with
the
Western
Ave
corridor
from
all
of
these
plans,
and
it
is
a
utility
congested,
very
tough
corridor
to
work
in
I,
fully
understand
the
challenges
of
Western
Ave
and
there's.
There's
there's
limited
opportunities
there.
However,
moving
forward,
you
will
be
back
to
P
I,
see
over
the
next
decade
for
new
streets
and
I
I
just
want
to
set
the
expectation
for
green
infrastructure
on
these
streets
and
and
and
more
than
just
subsurface.
You
have
surface
feature
green
infrastructure,
so
just
to
kind
of
paint.
The
picture.
L
The
Boston
Complete
Streets
guidelines
call
for
green
infrastructure
to
handle
stormwater
the
area
of
development
to
the
south.
That
Harvard
is
kind
of
partnering,
but
involved
with
MassDOT
in
the
master
planning,
the
PDA
and
the
draft
EIS
oak.
All
for
green
infrastructure
for
stormwater
management
of
roadways,
so
I
think
it
would
be
seamless
and
consistent
to
expect
that
throughout
the
enterprise
campus
as
well.
So
keep
that
in
mind
as
we
move
forward.
Thank
you.

Store
our
total,
if
you
can
give
a
handicap
ramp,
that
takes
people
from
this
sole
to
your
building.
When
you
do
this,
that
plant
is
not
going
to
be
sufficient.
Basically,
my
question
is
during
construction.
How
are
you
going
to
transition
that
ability
for
somebody
in
a
wheelchair
to
get
to
this
building?
Because
if
you
are
building
this,
that
sidewalk
is
going
to
be
defunct
because
the
ramp?
So
can
you
walk
me
through
how
we
are
gonna
stage
the
construction,
so
customers
still
can
access
the
property.
P

P
F
Need
to
sort
of,
please
think
that
thing
through
the
sequence
of
construction,
so
that,
because
I
have
this
awkward
feeling
that
the
contractor
shouldn't
I
mean
you
need
to
think
that
one
through,
because
these
main
doors
are
going
to
be
out
of
access.
That's
the
only
RAM
and
the
sidewalk
that
is
left
is
going
to
be
taken
out.
F
P
R
Think
there
is,
the
opportunity
will
definitely
bring
that
up
to
Lee
Kennedy
as
we're
looking
at
the
phasing.
But
there
is
the
opportunity
to
maintain
that
existing
access
to
get
up
and
enter
in
from
the
O'connell
entry.
While
we
build
the
new

from

While
we

We
went
through
because
of
the
PDA
and
the
urban
renewal
because
of
the
PDA
amendment
in
the

We
did
go
through
extensive
discussions
with
would-be
PDA.
The
community
are
about
ours,

for
all
those

So,
although
we
didn't
go
through
the
process,
we
went
through
the
process.

O
Members
of
the

my
name
is
Paula
Deveraux
I'm,
an

at
Rubin
and
Redman
in
Boston
and
with
me
is
Todd
Fremont
Smith
from
Revlon
company
and
Brian
passed
away
from
SM
MA
we're
here
on
to
petitions.
The
first
is
the
pedestrian
easement.
The
second
is
a
petition
for
specific
repairs
for
project
at
3:21,
Harrison
Ave
in
a
thousand
Washington
Street.
O
This
is
at
80,
proximately,
83,000
square
foot,
property,
that's
bounded
by
Herald,
Street,
Harrison
Ave,
wait,
Mullins,
Way
and
Washington
Street
and
we're
here
there's
an
existing
11
story,
office
building
at
a
thousand
Washington
Street
and
there's
also
a
parking
existing
separate
parking
garage.
The
project
at
3:21
Harrison
is
to
add
8
storeys
above
the
garage
for
an
office
building
we've
gone
through
large
project
review
with
the
BPD
a,
and
this
is
a
PDA.
So
we
went
through
the
PDA
process
as
well.
O
U
And
the
purpose
for
pedestrian
easement
is
that
the
portion
of
the
right-of-way
is
available
for
the
sidewalk
is
too
narrow
to
provide
both
a
furniture
and
planting
zone
that
Complete
Streets
guidelines
would
prefer,
as
well
as
a
pedestrian
zone
sufficient
for
accessibility
in
a
DA.
So
what
we're
proposing
is
increasing,
essentially
the
available
right
of
way
for
the
sidewalk
by
2.7
feet
that
will
give
us
a
space
for
a
four
and
a
half
foot
furniture
zone
as
well
as
a
five
and
a
half
foot
pedestrian
zone.
U
U
U
U
F
U
F
Point
seven
of
a
foot
I'm
just
trying
to
make
you
know
I'm
seriously
saying
this,
but
with
a
sort
of
a
tongue-in-cheek
make
sure
that
you
are
doing
this
in
a
way,
so
that
someone
who
measures
it
is
not
doing
half
of
inches.
So
point
seven
of
a
feet
multiply
that
by
12
you
will
figure
out
whether
that's
a
round
number
or
a
decimal
okay,
so
you
know
the
service.
You
know
you
guys
need
to
take
a
little
bit
of
professionalism
into
the
work
that
is
being
done
so
we
actually
gets
laid.

this
is
the
petition
for
specific
repairs
and
there'll-
be
repairs
on
every
Street
around
this
building
in
connection
with
this
project,
it
was
the
repairs
are
to
coincide
with
the
city's
Harrison
Ave
guidelines,
which
I
believe
is
that
100%
design
and
to
spend
a
lot
of
coordination
between
the
project
and
HUD
and
the
BPD
a
and
Public
Works
over.
Exactly
and
bus
and
water
and
sewer
for
what
has
to
be
done
around
the
building.
F
U
Classic
areas
between
the
two
buildings,
as
well
as
the
loading
dock
and
the
new
resident
trucker
new
retail
facility
on
the
south,
west
or
south
I'll,
start
with
cattle.
Since
that's
where
we
were
working
just
now.
So
the
proposal
along
Carroll
is
to
install
a
furniture
zone
which
includes,
of
course,
brick
pavers
trees
and
new
pendant
streetlights.
That
and.
H
U
That
also
included
a
porous
paper
strip
adjacent
to
the
curb
line
and
adjacent
to
that
is
a
new
raised
planter
system
for
the
street
trees.
Along
this
stretch,
the
raised
planters
about
six
inches,
so
the
tree
roots
definitely
continue
below
the
sidewalk
elevation
and
the
horse
pavers
will
be
contributing
to
a
structured
sand
base,
soil
planting
soil,
to
support
the
trees
and
also
and
filtration
of
the
runoff
from
the
site
and
the
cycle.
C
I
K
U
D
H
U
U
U
F
But
right
now
you
are
introducing
more
pedestrians
into
this
zone
because
of
this
very
nice
project
and
there's
connectivity
between
the
various
usage
but
Whole
Foods
on
this
side.
So
we
need
to
take
a
step
backwards
and
ask
yourself:
where
are
our
people
going
to
walk
around
okay?
So
let's
decide
this
thing
in
a
bad
development.
I.
K
K
U
L
U
T
L
U
C
Q
Q
C
F
Odd
Rams
are
over
here
yeah
lot
of
you
are
building
up
in
this
sword.
Yes,
it's
a
nice
spot
yeah!
No
one
can
come
to
your
head.
You
came
here
willingly
and
we
appreciate
that,
but
all
the
traffic
that
is
going
to
be
generated
in
this
whole
zone.
You
know
which
Street
they're
going
to
use
to
get
to
I-93
a
decent
person.
Okay,
this
is
not
rocket.
Science.
F
So
you
have
a
very
awkward
situation
here
with
pedestrian
swear
words
to
just
go,
get
some
food
with
cars
that
are
trying
to
eat
a
93,
those
who
are
competing
interest,
so
you
press
upon
your
designers
so
not
to
leave
a
false
sense
of
security
for
some
person
just
to
walk
one
day
into
that
street.
So.
Q
That's
what
we
are
asking
across
the
the
disaggregation
of
the
block
that
it
come
comes
from
the
ninth
floor.
It
is
a
commercial
office
building
lobby,
so
we
don't
actually
think
in
practice.
Many
people
will
walk
through
the
office
building
lobby,
although
they
may,
but
I,
do
think
you're
right
that
the
office
workers
are
going
to.
F
F
We
are
just
telling
you
a
consistent
design,
so
your
improvements,
your
putting
things
back,
is
somewhat
consistent
with
the
king
block.
That
is
a
that's
a
given.
Yes,
now
you
are
also
tearing
up
our
streets
because
of
the
utility
connections,
so
we
will
come
back
and
do
it,
hopefully
at
a
point
in
time
when
all
of
you
are
done.
Yes,.
F
Not
sure
why
the
city
has
to
put
up
those
funds,
but
that's
a
separate
discussion
and
the
point
thought
you
need
to
be
mindful
of
I
think
it
is
on
this
side.
I,
don't
think
this
property
has
changed
hands
here,
I'm,
not
sure,
okay.
So
when
we
are
trying
to
look
at
the
street,
there
are
going
to
be
some
odd
issues.
So
we
will
continue
this
conversation
to
ensure
that
when
you
are
done
moving
in
the
area
still
and.
C
C
U
Q
U
Basically,
what
comes
down
to
is
their
sidewalk
and
our
sidewalk
without
being
to
the
property
line
into
being
the
same,
their
sidewalk
looks
bigger
only
because
they
have
a
slight
setback
and
our
existing
building
is
right
on
the
property.
The
existing
roadway.
That's
left,
I
believe
that
we're
at.
H
U
Painter
strip
along
the
edge
since
we're
not
planting
trees
in
there,
it's
going
to
be
an
impervious
paper
strip
because
we
don't
have
anything
to
recharge
the
trigger
I.
Take
that
back,
I
think
I.
We
we
are
doing
pervious
tailors
in
here,
but
we're
not
going
the
structural
sand
because
we
don't
have
nutrients.
U
U
C
C
C
U
We
are
reconstructing
the
curb
as
necessary,
because
some
of
the
curbs
are
are
falling
down
a
little
bit,
so
we're
going
to
be
making
sure
that
we
have
a
consistent
6n
to
reveal
this
is
similar
to
what
we're
doing
on
Howard
Carroll
Street
again.
The
existing
sidewalk
is
brick
pavers
for
a
DA
reasons,
and
to
be
consistent
with
3:45
airs
and
adjacent
to
us,
we're
reconstructing
from
the
property
line
to
the
curb
line
with.
C
U
Horse
paver
permeable
pavers
against
the
curb
line
with
a
minimum
5
foot
concrete
sidewalk
against
the
property.
The
existing
trees
will
be
removed.
We
did
get
as
I
mentioned
two
weeks
ago.
We
were
simultaneously
and
hearing
since
that
I've
received
the
approval
to
remove
those
trees
and
we
will
be
replacing
those
trees.
K
L
The
intersection
of
Washington
Street
at
Herald
Street
in
the
northbound
Silver
Line
lane,
there's
some
pavement
failure
in
the
form
of
rutting
and
when
you
reconstruct
that
sidewalk
and
reset
that
curve,
your
pavement
patch
that's
going
to
go
out
a
couple
feet.
You
know
in
order
to
set
the
curb
and
do
your
work
on
the
sidewalk
is
probably
going
to
improve
that
a
little
bit
so
there's
a
problem,
just
don't
cut
it
in
the
middle
of
the
bump.
Just
pull
the
edge
of
the
bumper
cut
it.
Okay.

not

point,

again.
I'm
sorry
I've
enjoyed
the
I-90
three
on-ramp
over
here's.
The
catchment
area
that
takes
traffic
to
there
is
actually
influenced
by
how
well
the
South
Bay
shopping
center
stoplights
function.
That
is
the
extent
of
the
catchment
area.
I
know
people
who
would
travel
north
up
to
Harrison
and
come
out
here
to
jump
the
queue
because
versus
going
on

T

Has
been
put
up,
which
is
you
know,
it's
perfect

Unfortunately,
awkwardness
of
that
I,
93

what's
creating
a
challenge
situation
for
us,
so
be
mindful

are
to
compensate

This
is
the
second
action
where
we're
requesting
canopy
approval
at
an
elevation
of
20
feet:
eight
inches
above
the
street
in
sidewalk
two
again
to
improve
the
appearance
and
the
visual
attractiveness
of
the
lobby
at
the
corner
of
Franklin
and
Oliver
and
I.
Don't
know
if
you
would
like
to
go
through
the
details.
Frank,
we.

My
name
is
Chris
Murray
and
I'm,
representing
Lake
Tahoe
or
fiber
networks
petitioning
to
install
conduits
for
telecommunication
on
cross
street
Hanover,
Street
and
surface
Road.
The
method
of
installation
will
be
micro
trenching,
and
we
will
include
a
shadow
in
the
in
the
build
solicited
to
run
city
shadow,
but
there
wasn't
any
available
and
we
also
sought
out
participants
and
they
were
any
takers.
M
Total
length
of
the
installation
is
about
1,650
feet
and
the
only
issue
of
note
from
last
meeting
was
the
the
streets
involved
are
actually
under
the
jurisdiction
of
mass
Highway
and
we
were
taught
to
our
attention
by
Amy
and
Todd
we've
since
approached
mass
highway
to
obtain
the
necessary
permits
from
them
as
well.
So
just.

Losing
my
fight,
or
even
that
I'm
failing
to
make
my
point
micro
trench,
is
the
least
intrusive
way
of
chopping
up
a
straight
friends.
Okay
of
all,
the
states
that
are
in
bastard.
This
is
the
one
which
we
are
trying
to
preserve
the
most.
You
know
why,
because
we
spend
a
couple
of
billion
dollars,
trying
to
get
this
thing
done.
Okay,
so.
D
K
F
F
As
close
as
possible
to
the
curb
line
as
possible,
so
it
is
not
flat
down
the
middle
just
because
we
give
you
a
grant
of
location
I'm.
Sorry,
because
we
approve
these
plans
here,
you're,
not
telling
you
exactly
what
the
offsets
are
from
the
edge
stone.
So
it
needs
to
be
out
of
sight
meeting
your
needs.
F
K
F
Even
the
city
has
a
five
year
moratorium.
You
know,
that's
like
bad
size
fits
all
and
I
hope.
You
recognize
the
fact
or
you
understand
how
concern
we
have
a
five
year
moratorium,
you're
aware
of
that
right,
like
no
okay
got
it,
but
you
know
that's
that
interesting
little
rule
applies
with
a
and
a
park,
little
neighborhood
street
versus
the
most
expensive
Street.
That
cannot
be
the
case
right
and
common
sense.
F
M
A
There
are
these
two
separate
issues:
one
is
the
location
of
the
cut
and
making
sure
that
we
that,
if
you
cut
your
cutting
in
a
way
that
protects
the
asset
to
the
best
extent,
it's
possible,
it
doesn't
sort
of
damage
it
or
just
create
a
visual
disruption.
The
second
piece,
though,
is
back
to
mr.
hazardous
point,
which
is:
do
we
need
to
cut
it
all?
Do
we
need
to
actually?

We'll
we'll
work
through
that
channel
to
what
Nate
the
work
so
yeah.
