Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

petition
by
the
Boston
Planning
and
Development
Agency
in
the
city
of
Boston,
Public,
Works
Department
for
the
adoption
of
a
city
policy
concerning
the
review
and
implementation
procedures
and
consideration
of
climate
resilience
to
the
city.
This
was
new
business
on
November
21st
2019
and
has
had
its
first
public
hearing
on
December
5th
2019.

Morning
as
a
climate
ready,
Boston
initiative,
we
are
here
this
morning
to
ask
for
the
public
Improvement
Commission
to
adopt
a
policy
for
climate
resilience.
The
climate
ready
Boston
program
is
the
city's
initiative
to
develop
more
resilient
solutions
to
prepare
Boston
for
the
impacts
of
climate
change,
including
rising
sea
levels.
Extreme
heat
and
weather
events
identifying
impacts
that
involve
the
public.
Right-Of-Way
is
a
critical
first
step
in
implementing
the
climate
ready,
Boston
vision.

The
policy
for
climate
resilience
arose
from
the
development
of
the
city
of
Boston,
resilient
design,
standards
and
guidelines
for
protection
of
public
rights-of-way
representatives
from
Public
Works,
the
BPD,
a
and
Environment
Department,
with
technical
support
by
Weston
and
Sampson
engineers
developed
and
published
the
design
standards
in
2018.
This
work
was
advised
by
a
technical
advisory
group,
including
representatives
from
the
mayor's
office
and
parts
department,
mascot,
massport,
NEMA,
DC,
r,
EO
e
EA
and
the
MBTA
local
utilities,
and
local
and
international
engineering
leaders
and
resilience.

really
appreciated
the
insight
that
chair
Osgood
and
commissioners
jaisingh
and
courting
contributed
to
the
development
of
the
design
standards
Amy's,
not
here,
but
the
policy
for
climate
resilience
will
require
projects
seeking
approval
from
the
P
IC
to
evaluate
the
climate
risk
and
potential
for
flooding
of
the
right-of-way
and
take
measures
to
ensure
the
continued
operation
of
the
right-of-way
during
flooding.
Events
related
to
storm
surge
and
sea
level
rise.

Implementation
of
this
policy
will
make
the
protection
of
the
right-of-way
public
streets,
sidewalks
and
all
the
infrastructure
therein
from
the
impacts
of
climate
change,
consistent
with
the
balls
already
enforced
on
buildings,
with
a
BPD
a
when
the
policy
was
proposed
as
new
business.
The
Commission
asked
for
information
related
to
the
implementation,
specifically
a
clear
explanation
of
the
policy
for
those
who
will
need
to
comply
and
a
checklist
to
assist
with
the
review
of
projects
for
applicability
and
compliance.

were
provided
to
the
commissioners
prior
to
this
meeting
and
will
be
published
on
the
public
works
website,
along
with
the
design
standards.
We
are
proposing
this
morning
that
the
effective
date
of
the
policy
be
February
28th
2020,
to
allow
time
for
all
of
the
implementation
guidance
to
be
published
and
projects
scheduled
for
P
IC
in
the
spring
to
complete
the
assessment.

Yeah
and
that's
actually
one
of
the
reasons
why
we
implemented
both
the
design
standards
and
this
policy,
because
what
we
were
finding
was
particularly
with
the
temporary
flood
barriers.
They
were
actually
blocking
egress
and
blocking
emergency
access
to
certain
areas,
and
so
this
ensures
that
that
access
will
be
maintained
throughout
any
events.

name
change

Dudley
square
in
Roxbury,
looking
at

known
in
the
future
as
Nubians
Square.
This
was
new
business
on
December,
5th

Walsh
was
chief
of
civic
engagement
for
the
city
of
Boston
I'm,
here
before
you
today,
with
our
partner

this
process,
who
I'll
turn
over

a
moment
who
represents
the
Nubians
Square
Coalition
towards
the
end
of
last
year.

good
friend
approached
the
city
about
an
opportunity
to
engage
the
public
in
a
discussion
regarding
the
naming
of
a
square,
as
you
guys
were
aware
that
there
has
never
been
a
process
for
us
to
name
a
large
swath
of
an
area
that
has
a
had
an
identity
before,
and
so
we
appreciate
you,
as
we
went
through
this
public
exercise
of
trying
to
set
up
parameters
about
how
we
would
move
forward.
They
took
it
upon
themselves
to
exercise
their
right
under
the
Charter
to
petition
the
city
getting
residents
they
sat
down.

followed
all
the
rules
and
procedures
through
going
through
the
process.
We
assisted
him
in
the
mayor's
office.
There
was
numerous
news
reports,
articles
advertisements
and
newspapers.
They
did
a
coordinated
campaign
throughout
the
whole
year.
From
our
official
position,
the
results
came
back
in
and
it
was
almost
2
to
1
in
the
in
the
precincts
of
Roxbury
that
we
were
working
with
them
as
we
thought
that
that
was
the
identity.

that
was
the
community
that
we
wanted
to
talk
about
about
their
major
business
district
and
so
from
our
position
before
year
today,
to
wholeheartedly
from
the
mayor's
office,
heartily
support
the
applicants
application
before
the
board
today
to
successfully
changed
the
name
of
Dudley
Square
to
Nubian
square.
With
that
I'd
like
to

it

we
believe
it's
gonna
be
a
historic
day
for
our
community.
My

but

here

chair

the
Nubians
Square
Coalition
and
like
just
give
you
a
quick
summary
of
where
we
are
right
now,
we've
been
at.

Let
me
just
say
this
that,
in
terms
of
the
information
center
well,
first
of
all
is
the
National
Movement,
I'm
sure
you're,
all
aware
of
the
take
down
monuments
and
symbols,
honoring
folks
will
involved
in
the
slave
trade.
Many
years
ago,
our
organization
by
convention
we
led
the
effort
to
have
former
Washington
Park
in
Roxbury
named
Malcolm
X,
Park,
coach,
George,
Washington
slaves
and
then
also
subsequently
renaming
new
Dudley
Street
Malcolm
X
Boulevard.

For
the
same
reason,
so,
like
I,
said
for
the
five
plus
years
now,
we've
been
on
a
mission
to
take
down
the
the
Dudley
name
at
Dudley
Square,
and
primarily
because
of
the
fact
that
you
had
governor
Thomas
Dudley,
who
was
in
fact
in
1641,
oversaw
passes
of
a
law
that
legalized
slavery
in
Massachusetts
and
then
subsequently.
His
son
in
fact
became
governor
and
maintained
it
until
the
abolition
stepped
up
and
had
the
lot
stricken
in
the
early
1700s.

So
from
our
perspective
that
we
feel
that
it's
a
major
contradiction
to
have
our
primary
commercial
shopping
district
named
after
a
slave
advocating
family,
and
so
we've
been
working
through
these
years.
First
of
all,
to
educate
the
community
as
to
the
reason
why
we
in
fact
wanted
to
change
the
name,
and
so
the
end
result
is
that
there's
been
overwhelming
support
for
the
name
change
in
our
community
and
I.
Just
handed
off
our
tier
staff.

A
list
we've
got
support
from
churches,
mosques,
neighborhood
associations,
elected
officials,
I
have
a
petition
here
with
over
2,000
names
signed
by
racer
residents.
And
so,
as
the
gentleman
explained
to
you,
we
had
a
meeting
with
with
the
mayor
and
about
opposition
of
wanting
to
in
fact
move
towards
the
name
change
and
to
Mayor
Walsh's
credit.

He
in
fact
said
well,
would
you
consider
a
ballot
question
and
we
said
absolutely,
and
so
it
was
essentially
around
16
precincts
that
in
close
proximity
to
the
square
that
the
mayor
felt
should
be
making
the
decision
and
we
agreed
with
that
wholeheartedly.
So
on
November
5th
2019,
there
was
a
non-binding
question
on
the
ballot
and
we
115
out
of
those
16
precincts
overwhelmingly,
and
so,
of
course,
it's
non-binding
and
we
wanted
to
change
the
dynamic
of
non-binding.
We
want
it
to
be
permanent.
So
that's
why
we're
here
before
you?

A
Streets
or
or
in
squares,
this
body
generally
focuses
on
engineering
issues,
but
we
do
also
oversee
the
renaming
of
streets,
the
renaming
of
squares
for
the
renaming
of
streets.
We
seek
approval
from
everybody
with
an
address
on
that
Street
for
the
renaming
of
squares.
We
look
for
a
clear
indication
of
strong
community
support
for
that
name
change.

As
both
the
chief
and
director
said
prior
to
the
number
fifth
election,
it
was
determined
that
there
would
be
a
a
public,
non-binding
referendum
that
would
be
on
the
ballot
we'd
be
looking
specifically
at
a
subset
of
wards
and
precincts
to
see.
If
there
was
that
clear,
strong
community
support
from
those
wards
and
precincts,
there
were
1990
votes
in
support
of
renaming
or
changing
the
name
of
Dudley
square
Danubian
Square,
compared
with
only
958
no
votes.
So
there
was
that
that
clear,
strong
support
from
those
words
precincts
in
the
new
business
hearing
on
December
5th.

also
had
an
opportunity
all
the
here
public.
Testimony
from
this.
We
perceived
some
additional
comment,
letters
from
the
public
and
also
have
the
opportunity
now
in
the
public
hearing
to
be
able
to
hear
from
additional
members
of
the
community
who
may
want
to
add
their
voice
on
this
issue.
So
I
welcome

grandfather,
Malik
of
the
Hulk,

founder
of
a
nubian
ocean,
incorporated
a
black
on
family
business
established
in
the
heart
of
Dudley
for
half
a
century
and
for
which
this
effort,
the
renaming
of
Dudley
Square
to
Nubian
square,
is
a
partial
tribute
on
my
paternal
grandmother's
side.
I
am
the
great
great
granddaughter
of
a
white
Irish
slave
master
and
a
black
enslaved
woman.
I
Our
mayor
and
city
councilor
said
they
wanted
to
hear
what
the
people,
particularly
those
in
Roxbury,
had
to
say
offering
a
ballot
question
through
which
they
could
say
it.
Well,
we've
spoken
with
a
resounding
yes
to
having
the
square
renamed,
not
just
any
name
but
Nubian
square
I
am
honored.
That
part
of
the
effort
for
the
name
change
is
to
pay
tribute
to
my
family's
legacy.
I
A
business
where
members
of
my
family
and
community
alike
poured
money,
love
vision,
blood,
sweat
and
tears
into
Roxbury
and
into
my
grandfather's
vision
and
the
manifestation
of
it
for
50
years
and
beyond.
I
am
grateful
that
in
our
city,
the
Museum
of
Fine
Arts
has
finally
pulled
out
hidden
treasures
of
Nubia
and
is
providing
forums
to
re-educate
and
educate
all
of
us
on
Nubia
and
its
rich
Afrocentric
influence
on
Egypt,
America
and
beyond.
I
When
my
grandfather
returned
from
Nubia
during
one
of
his
trips
to
the
motherland,
he
came
back
with
a
notion,
an
idea
that
our
shared
Afrocentric
culture
should
be
celebrated
and
expressed
right
here
in
Roxbury
right
in
Boston,
by
making
available
Afrocentric
gifts,
music
cards,
incense,
paintings,
jewelry,
books,
statues
and
so
much
more,
especially
during
a
time
when
blacks
were
being
oppressed
by
mindsets.
That
believed
that
they
we
were
inferior.
I
A
nubian
notion
served
as
a
counter
narrative
that
celebrated
our
African
heritage
and
cultural
influence,
allowing
millions
of
patrons
whites,
blacks
and
others
alike
throughout
the
city
of
Boston
country
and
world
to
frequent
it.
Many
of
us
have
frequented
Chinatown
and
the
North
End,
where
Chinese
and
Italian
cultures
can
be
enjoyed.
There
are
Latino
and
other
ethnic
hubs
throughout
Boston
to
celebrate
their
cultures,
thus
highlighting
our
cultural
diversity
as
a
city.
Let
us
frequent
Nubian
square
together.

people
in
Roxbury

its
closed
areas
have
experienced
an
onslaught
of
displacement
due
to
gentrification
and
other
means
of
intentionally
or
unintentionally,
unjust
and
not
right
circumstances.

Efforts
have
been
made
to
not
show
pair.
Excuse
me
to
not
show
parity
for
those
who
have
endured
and
have
lived
through
the
travesty
times.
People
who
have
perpetuated
the
richness,
the
love
and
pride,
in
spite
of
the
circumstances
they
deserve
to
be
lifted
in
their
historic
community,
as
in
all
of
the
communities
in
Boston
truth
be
told
it's
time
to
declare
new
bein
square.

might
ask:
should
the
commercial
district
in
the
city
of
Boston
presently
named
Dudley
square,
be
renamed
Dudley
square?

reasons
are
many,
and
one
quick
and
profound
answer
is:
why
not
look
at
the
good?
It
will

for
a
community
of
people
not
only
in
that
area,
but
a
community
in
entire
Boston
to
be
represented
with
historic
pride
all
over
Boston,
as
in
other
community
districts,
it
will
be
steam
right
for
the
city
of
Boston.

grew
up
in
Boston,
I
was
born
in
Boston,
I
lived
in
Marcel
the
street
and
then
at
about
age,
nine
I
moved
to
Dorchester
due
to
circumstances,
move
back
Roxbury
again,
I
lived
in
La
Salle
the
street
and
then
I
was
in
the
project
for
a
few
years.
In
Brooklyn,
Borough
Street
and
I
am
ejected
changing
the
name
of
Dudley
Street,
because
we
used
to
go
down
to
Dudley.
We
didn't
call
it
Dudley
square.
We
went
down
a
w
to
do
shopping
at
Dutton's.
That
was
down
there.

We
went
to
the
Rivoli
theatre
down
there.
We
bought
our
first
bedroom
set
at
Fort,
Nance
and
Saturdays.
It
was.
It
was
fun
when
I
was
a
child.
My
mother
would
take
the
four
of
us
down
in
the
carriage
we
poked
around
and
I
have
a
lot
of
good
memories
down
the
Hibernian.
Hall
is
still
in
valid
shape
today
and
my
dad
used
to
play

area's
a
musician
back
in
the
late
20s
and
the
belong
to
a
ski
club.
They
used
to
have
meetings
at
Hibernian,
Hall
I,
occasionally
go
through
there.

Street

to

when
we

the

it

Dudley

had
the
article

the
Dearborn
school

said
he

near

prominent
name,

names
and
whatever

it's
been
there
forever

has
a

Dudley

Nubian,
but

he

lot
of
good

we

forgive
people

the
past,

will
we

move

to
the

recollection
of
Boston
Massachusetts
when
I
came
here
for
graduate
school
in
1972
was
Dudley.

had
to
pass
through
Dudley
and
Winslet
scary
experience,
having
riding
London
on
the
subways
and
elevated
lines
in
New
York
Chicago
Philadelphia
coming
in
to
Dudley.
It
was
a
serious
impact
as
a
train
leaned
all
over
to
the
side
and
the
lights
would
go
off.

There
are
those
who
see
governor
Dudley
and
his
family
and
a
role
they
played
in
promoting
and
in
a
sense
supporting
slavery.
It's
not
so
bad,
of
course,
for
them
that
they
can't
remember
the
times
when
Irish
were
not
allowed
in
certain
places,
and
when
Latinos
and
African
Americans
could
not
be
in
certain
places
and
where
Native
Americans
could
be
inside
the
city
of
Boston
at
sundown.
They
don't
remember
that
and
for
them
it's
not
a
painful
memory
for
those
of
us
who've
lived
through
it.

Those
our
ancestors
were
bought
and
sold,
basically
on
the
market
and
jamaica
in
places
where
they
traded
off
Native
Americans
for
African
slaves.
You
know
it
doesn't
have
the
same
memory.
A
people
named
themselves,
one
of
the
principles
that
we
celebrate
after
we
have
the
good
period
of
Christmas,
African,
American
community
celebrates
Kwanzaa
and
during
principle,
Kwanzaa
is
Kujichagulia
self-determination.
It's
a
very
critical
principle
in
our
community
people
named
themselves,
they're
not
named
by
anyone
else.
A
people
name
their
community.

It's
not
named
by
other
people
coming
to
Dudley
and
his
time
had
the
brace
in
the
period
to
express
and
do
what
he
thought
he
was
best
for
them
and
I
guess
for
those
who
live
to
that
period
and
those
who
benefited
it
was
good
for
them.
But,
let's
not
be
mistaken,
not
all
white
people
enjoy
governor
Dudley,
very
few
African
people
and
none
of
the
Native
Americans.

The
history
of
deadly
is
not
as
great
as
we
wanted
to
be,
even
though
it
is
a
history,
and
this
reason
that
we
change,
because
this
part
of
man
that
you
changed
some
is
revolutionary.
Some
is
not.
Some
is
just
progressive
change.
We've
gotten
to
the
point
where
we've
had
a
community's
been
here
for
over
200
years
now
and
living
in
an
area
under
the
name
of
someone
who
was
not
very
good
to
it,
and
the
people
say
we
want
change.

Some
might
have
been
of
any
Asian
group
but
said
Chinatown
and
we're
good
with
that,
because
for
every
city
I've
been,
and
there
is
a
Chinatown
and
it's
predominated
by
people
who
are
Asian
origin
and
predominantly
when
you
look
back
at
the
base
of
that
origin,
it
will
be
coming
from
China
through
Africa,
but
to
China.
So
it's
acceptable.
We're
asking
you
to
take
this
into
consideration,
because
it's
time
for
a
change,
we
see
it
from
different
perspectives,
but
we're
all
a
part
of
the
city
and
the
change
doesn't
change.

You
know,
assault

other
governor's
will
be
able
to
talk
about
what
they

reignite
Roxbury
creative
economy
inside

Dudley

we

notion

had

he
established
a
nubian
Ocean

years

tenants
as
economic
justice,
Arts
and
Culture
and
civic
engagement
in
terms
of
economic

platforms

manifest
in
ways
that
look
like
a
signature
marketplace
that
has
cycled
over
300
micro
businesses
and
participated
inside
of
an
ecosystem.
That's
generated
six
hundred
and
fifty
thousand
dollars

collective

in
the
first
two
seasons.

our
bicycling
and
walking
network
in
the

south

located

Cemetery
bisected

Hope

Main
Street
party
had
wind
and
cavalry
road.
We
are
looking
at
proposing
24
speed
humps
over
the
course.
