Description
The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

the
public
way
in

located
on
Southwest
design
between

and

This
was
new
business
on
June

as
shown
on
a

hearing
relative
to
the
widening
in
relocation
areas,
as
well
as
the
specific
repair
plans
for
the
entire
Cora
de
the
widening
and
relocation
areas.

needed
that
extra
space
from
the
city
layout
and
city
right
away
for
specific
repair
for
the
entire
Cora
de
relative
to
major
improvements
in
reconstruction
involving
full
build
reconstruction
of
the
roadway
surface,
sidewalks
grade-separated
cycle
track.
New
stormwater
systems
don't
want
to
recharge
new
street
lighting
systems
and
streetlights
new
traffic
signals,
traffic
signal
control
boxes
and
a
related
traffic
signal.
Equipments
fiber-optic
for
traffic
management's
raised
into
sections
in
some
particular
locations,
in
particular
at
the
Tremont's
right
turn,
which
will
be
signalized
and
have
its
profile
raised
for
additional
pet
safety.

have

raised
approach

slightly

profile
at

three
inch

calming
measures
were
called
out
in
our
process,
with
community
engagement,
as
well
as
city
agencies,
that
traffic
coming
and
slowing
down
the
vehicles
was
paramount.
So
we
wanted
to
try
these
kind
of
cutting-edge
treatments,
so
the
radius
elements
were
incorporated
into
the
plans.

real
quick
on
the
history.
We
had
a
design
that
would
have
actually
widened
the
roadway
originally
incorporating
center
median
bus
way
and
during
the
process
of
the
design
and
community
engagement,
we
actually
had
to
scrap
that
idea
and
go
back
to
the
drawing
board
and
create
more
of
a
design
that
was
amenable
to
the
neighborhood
more
of
a
Complete
Streets
design
and
something
that
wouldn't
intrude
upon
the
edge
of
the
Way
and
the
residential
communities
in
some
way.

new
development
that's
starting
to
be
built
along
the
corridor,
so
we
changed
course
on
this
several
years
ago.
We
received
full
funding
in
2016
to
the
federal
amrok
money
to
the
225
million
dollars
and
what
was
done
with
that
opportunity
is
create
a
roadway
that
will
be
safer,
greener,
we're
planting
over
250
trees.
Yes,
we
do
have
to
remove
a
number
of
trees,
but
we
will
be
planting
a
significant
amount,
three
or
four
times
of
what
well
we're
moving.

The
curb
line
is
getting
moved
on
the
north
side
of
the
boulevard,
but
because
that
is
the
existing
40-foot
transportation,
easement
you're
not
voting
on
that
widening
aspect.
I'm
assuming,
however,
there
are
left
turn
lanes
being
added
at
Albany
heading
north
and
a
left
turn
approaching
on
the
boulevard
approaching
Shawmut
southbound.
So
the
comment
made
that
the
road
is
actually
not
getting
widened
doesn't
seem
quite
accurate.
I
do
want
to
correct
that.

times
there
is
an
additional
lane
added
to
the
roadway
for
the
left
turn
lanes.
However,
there
are
existing
medians
at
certain
locations
that
were
treat
maximizing,
that
space
turning
it
into
roadway,
we're
doing
our
best
to
keep
the
crossings
in
the
roadway
widths,
from
curb
to
curb,
as
short
as
possible
for
pedestrian
safety,
and
the
productive
intersections
do
alleviate
some
of
those
extended
crossings
as
well
with
pushers,
get
a
lead
time
out
into
a
protected
space
before
crossing
the
road.

particular

the
pedestrian
crossing
from
sidewalk
to
sidewalk
has
been
increased
extraordinarily
from
typically
a
little
over
50

feet
or
so
from
sidewalk
to
sidewalk,
to,

sidewalk
to
sidewalk.
So
the
pedestrian
from
raised
sidewalk
that
is
in
yellow
and
those
drawings

go
down

the
street

bikeway.

punitive

pedestrian

really

opposition
to
what
the
Complete
Streets
stands
for,
which
is
improving
things.
One
of
the
basic
commitments
made
by
the
city
when
the
project
started
was
to
try
to
improve
the
connection
from
one
side
of
Little,
Rock's,
pH
and
the
other,
and
to
add
to
the
problems
of
this
going
down
across
and
back
up
much
longer
distances.
This
traffic
signals
also
should
be
encouraging
and
where
the
city
had
originally
told
the
neighborhood
that
they
would
have
automatic
walks
so
that
they
could
get
across
from
one
side
of
Laurel
Roxbury
to
the
other.

They
were
told
at
the
last
meeting
at
75
percent.
The
people
would
have
to
come
and
push
a
button
and
wait
for
the
cycle
to
come
through
before
they'd
be
given
the
opportunity
to
walk
that
there
would
be
no
automatic
walks
and
that
it
would
be
only
at
request
of
the
pedestrian.
The
neighborhood
is
extremely
unhappy
about
that
and
believes
that
they
had
been
misled
in
this
project.

intersection

skewed,

what
we're
trying
to
do
is
make
all
the
improvements
that
are
consistent
within
the
court

that

protected
intersections
and
getting
everything
within
the
right-of-way.

order
to

so,
we
created
a
chicane
on
Albany
Street
in
order
to
square
up
the
intersection
of
it
and
make
those
crossings
as
short
as
possible,
while
providing
all
of
the
safety
improvements
at
each
of
the
corners
of
significant
note.

chicane
opens
up
a
much
wider
area
for
the
bus,
stop
and
that's
of
importance
being
adjacent
to
the
school.
So
we
can
create
a
much
much
larger
place
for
on-boarding
and
off-boarding
and
the
area
here
it
will
also
be
utilized,
but
it's
from
the
Boston
Water
and
Sewer.
So
it's
also
City
way
open.

worked
with
the
Boston
lighting
department
to
determine
the
fixtures,
but
a
full
photometric
plan
was
done
to
make
sure
that
we
had
street
scale
and
pedestrian
scale
lighting
along
the
corridor
with
the
pedestrians
and
the
bikes
being
offset
from
the
road
and
protected.
We
wanted
to
make
sure
that
adequate
lighting
was
provided
for
safety.
In
addition,
the
city
has
already
begun
during
our
design
process.
Some
tree
trimming
and
maintenance.

lot
of
the
existing
lights,
were
blocked
by
existing
overgrown
trees,
and
we
have
taken
great
care
to
place
the
new
lighting,
a
minimum
I
believe
of
15
feet.
I
think
it's
15
feet
from
each
of
the
existing
trees
and
we
have
trying
not
to
plant
a
new
trees
near
it
and
make
sure
that
maintenance
is
it's
the
easy
as
possible,
going
forward
to
keep
this
new
lighting
operational
and
lit
so
that
way
that
the
sidewalk,
the
bike,
the
bike
lane
and
the
roadway
all
have
the
appropriate
safety.

So
the

apologize

don't
have
the
tree
plan
with
the
official
count
in
front
of
me,
but
throughout
the
iterations
of
the
design,
going
all
the
way
back
to
the
rapid
transit
design.
It
was
really
an
obliteration
of
the
corridor
because
we're
widening
and
widening
out
into
both
sides
of
the
road
hearing
from
the
community
that
the
bus,
rapid
transit
was
not
a
viable
option
for
the
extended
crossings,
as
well
as
the
loss
of
trees
and
more
complete
streets
approach
was
taken
from
the
basically
a
restart
of
this
project.

Specific
species
that
will
grow
in
the
corridor
be
resistant
to
the
conditions
here
in
New
England
and
provide
the
appropriate
canopy.
So
that
way
we
can
try
and
avoid
the
overgrowth
that
has
occurred
on
the
with
some
of
the
existing
trees.
Again,
all
of
the
trees
to
be
planted
have
been
selectively
placed
to
try
and
minimize
utility
impacts
and
lighting
impacts,
and
it
was
through
with
great
coordination
with
the
community
in
order
to
avoid
certain
trees,
weave
the
the
bike
path
and
the
sidewalk
around
other
trees
have
some
minimal
clearances
for
others.

order
to
save
as
many
as
possible,
it
was
an
inter
process
from

save

trees
as
we

also

point

that
the
contract
documents
haven't,

measures

protection

trees
before
construction

is
extensive
tree
protection
where
the
cladding
and
fencing
and
there
is
a
special
special
specification
that
requires
the
contractor
on
board
to
hire
their
own
arborist,
that
is,
to
assess
all
of
the
trees
and
the
construction
efforts
prior
to
them.
Commencing
construction
in
coordination
with
mastabas
resident
engineer
and
the
city's
arborist.
So
there's
quite
a
bit
of
you,
know,
check
offs
and
fail-safes
to
make
sure
that
we're
protecting
the
existing
trees
along
the
corridor.
In
addition
to
ultimately,
four
years
from
now
and
construction,
is
wrapping
up
having
on
200
new
trees
planted.

bike
lanes
would
be
the
appropriate
treatment
for
the
bicycle
facility
and
then
currently
the
road,
the
the
roadway
that
work
has
the
sidewalk
adjacent
to
it,
and
the
decision
was
made
to
put

sidewalk
adjacent
to
the
building
phases.
So
that
way
there
was
access
to
the
property
without
having
to
cross
the
bicyclist
and
create
an
additional
buffer
from
the
roadway
and
the
bicyclists
for
the
sidewalk.
So
the
sidewalks
is
now
will
be
adjacent
to
the
building
face
property
face.
The
cycle
tracks
will
be
adjacent
the
roadway
but
I'm,
not
adjacent.

Actually,
you
know
reach
out
and
touch
a
car.
There
is
a
buffer
between
the
curb
line
of
about
five
feet
in
larger
in
certain
instances
to
have
a
protection
from
the
cyclists.
As
the
cyclists
and
pedestrians
enter
into
an
intersection,
they
will
have
their
own
dedicated
crossings
and
the
idea
behind
that
is
to
protect
the
vulnerable
users
from
the
vehicular
traffic.
That
being
demonstrate.

is
that
as
a
vehicle
approaches,
the
intersection
at
a
stop
line,
the
bicycles
and
the
pedestrians
are
already
ahead
of
them,
waiting
in
a
safe
refuge
that
protected
by
a
curb
and
as
a
car
makes
its
turn
on
to
a
side
street.
It
has
an
almost
perpendicular
view
of
the
pedestrians
in
the
crosswalk.
The
crossings
are
concurrent,
and
this
was
love.
Many
discussions
that
had
happened
with
Boston
and
in
the
community
I
understand
that
everyone
would
always
like
to
have
an
exclusive
face
for
every
time.

The
signal
comes
up,
but
operations
and
volumes
through
this,
this
connector
are
are
quite
high
and
we
are
doing
our
best
to
make
this
a
neighborhood
Street,
while
maintaining
that
arterial
connection.
As
it
stated
earlier,
it's
not
an
Operations
project,
it's
a
safety
project,
so
we
have
done
our
best
and
with
the
the
signals
are
going
to
will
operate
us
concurrent
and
the
lead
time
that
pedestrians
and
bicyclists
have
to
get
out
into
the
protected
waiting
areas
and
become
visible
through
the
lead.

Pedestrian
interval
to
give
them
a
head
start
will
provide
plenty
of
time
and
notice
and
put
them
much
more
visible
in
the
driver's
viewing
than
they
are
today.
I
think
it's
not
appropriate
to
count
the
area
of
the
pedestrian
crossing
that
is
protected
as
time
to
get
across.
All
of
the
timings
for
the
signal
are
from
where
the
pedestrians
start
where
they
have
to
end,
but
the
protected
portion
of
that
crossing
is
just
that.

Guy
talked
about
a
single
time
flight,
with
great
coordination
with
BTD
that
the
signal
timings,
I
apologize,
I
am
NOT
a
traffic
engineer,
but
they
they
have
been
coordinated
with,
with
Don
Burgess
and
his
staff
that
every
design
phase
the
the
idea
is
to
maintain
operations
and
not
make
them
any
worse
than
they
are
and
we're
trying
to
do
our
best
to
not
create
gridlock
out.

The
concurrent
crossings
was
really
the
the
I
know.

So
we
had
to
find
a
balance
and
that's
kind
of
what
the
whole
project
has
been
as
a
balance
of
pedestrian
and
bicycle
safety
against
vehicular
safety
in
operations.
And
so
we
came
up
with
three
four
five
concepts
and
a
concept
design
report,
and
it
was
determined
that
we
didn't
need
a
slip
lane
in
order
to
maintain
operations
appropriately
at
this
intersection
and
not
queue
all
the
way
back
to
Ruggles.
And
once
the
dot
was
established.

We
tried
to
come
up
with
as
many
wrinkles
and
variations
in
order
to
make
that
slip
lane
as
tight
and
as
slow
and
as
visible
as
possible
and
with
help
through
the
community.
In
that
cotton.
In
the
basically
concept
design
process
and
the
25-percent
design
process,
we
were
able
to
make
a
variant
on
the
25%
design,
which
was
submitted
and
present
three
or
four
operations
at
a
community
working
session
where
the
community
could
take
post-it
notes
and
on
each
of
the
three
alternatives
that
we
had
presented,
write
down,
what
they
liked
and
disliked
about
it.

And
we
were
able
to
take
that
feedback
and
synthesize
it
and
come
up
with
the
option.
That
is
here
today.
The
option
that
was
presented
on
the
table
had
almost
unanimous
positive
feedback.
Basically
we're
trying
to
slow
the
vehicles
down,
make
them
turn
in
a
much
tighter
radius,
not
a
sweetening
free
right,
and
it
is
signalized
with
an
overhead
signal
now
there.

Just
had
chief
on
the
tremor
aunt
slip
plane
when
we
looked
at
the
option
to
remove
the
slow
play
an
entire
entirely.
What
we
had
to
do
was
reallocate
that
lane
to
trim
on
Street,
which
widened
from
one
Street
into
more
lanes
a
longer
crossing,
and
we
didn't
want
to
do
that
and
the
community,
the
friends
as
well
to
not
like
that
idea
to
widen
Tremont
Street.
So
that's
again,
another
reason
why
we
ended
up
going
back
to
the
refined
slip
lane.
That's
from
lawmaking.
You
know
changing
the
radius
raising
the
profile
making
it
safer.

The
bioretention
area
was
coordinated
closely
with
Boston
Water
and
Sewer
and
widened
even
at
the
hundred
percent
level
to
you
know,
fill
up
as
much
of
the
space
that
we
were
taking
and
with
adequate
easement
and
provide
as
much
bioretention
for
them,
and
it's
actually
the
way.
It's
designed
that
allows
the
Boston,
Water
and
Sewer,
then
in
the
future,
to
create
a
stepped
by
our
attention
area
and
increase
their
there.
There
I
guess
what
you
think.
We
call
it
a
demonstration
project
out
in
the
front
door.

We're
running
essentially
blank
space
for
fiber-optic
conduits.
As
soon
as
you
finish,
this
every
des
an
antenna
provider
is
going
to
come
and
ask
for
a
streetlight
that
you
just
installed
so
the
notion
of
getting
them
and
putting
their
lights
and
kind
of
concurrent
with
your
project
or
not
putting
in
brand
new
lights
that
they'll
rip
out
for
four
hours
later.

had
operational
meetings
with
Public
Works
Department
and
to
ensure
that
the
machinery
was
able
to
fit
through,
and
we
made
certain
that
at
the
protected
intersection,
maneuverability
was
maintained
and
our
dimensions
reflect

ability
to
maintain
and
to
allow
for
machinery
to
to
get
in
there.
So
that
was
a
good
point
to
bring
up
that.
We
had
to
have
a
certain
dimension
in
order
to
maintain
it
properly
for
snow
move
on
leaves.

That
does
allow
the
snow
equipment
to
come
right
out
through
the
intersection
and
then
do
a
loop
and
come
back,
and
basically,
you
know
make
that
right
turn
just
like
I'm
gonna
say
a
little
mini
cloverleaf
for
the
for
the
the
Bobcat
equipment
and
we
did
maintain
six
and
a
half
feet
at
those
turning
movements
and
it
only
a
couple
of
pitch
point
salong
the
corridor
on
the
straightaways.
Does
it
come
down
to
six,
but
the
equipment
still
fits
on
that.

the
the
road
is
called
a
Boulevard,
but
it's
not
really
a
Boulevard,
because
it's
you
know
not
a
grand
street
like
Commonwealth's

this
is
a
very
complex
problem
of
taking
down
trees
and
then

out
locations

new
trees

won't
conflict

streetlights

I,
don't
think
it's
resolved.
Yet
we
did
here
at
the
June
20th
meeting
that
a
hundred
and
one
trees
were
coming
out
and
today
we're
hearing
60.

good
to
know,
however:
MassDOT
is
arborist
the
the
work
that
he
did
for
the
consultants
showed
less
than
ten
dead
trees.
So
again,
there's
been
a
lot
of
different
information
presented
and
not
enough
public,
a
review
of
course,
because
we
haven't
seen
the
hundred
percent
in
drawings.
I
do
want
to
say-
and
this
is
relevant-
maybe
to
everything
that
the
Commission
does
is
because
of
climate
change,
and
this
is
a
designated
heat
island
on
this
particular
stretch
of
the
road,
both
because
of
the
of
impervious
surface,
but
the
traffic
etc.

the
city
is
seeing
that
in
more
and
more
areas,
and
so
it
would
be
really
good
to
have
a
role
for
the
Public
Health
Commission
on
the
P
IC,
to
help
think
about
some
of
these
things
that
are
going
on.
So
the
neighborhood
has
been
focused
on
that
concept
of
the
heat
island
issue
and
what
it
means
to
take
down
mature,
shade
trees
that
have
been
pretty
healthy
for
over
35
years.
So
it
is
important.
The
number
and
we're
hearing
today
a
replacement
rate
of
three
to
four
times
what's
coming
down.

However,
it's
the
number
again
is
a
moving
target.
What
we
read
in
in
the
75%
design
plans
was
that
268
trees
we're
going
to
have
their
routes
impacted
by
excavation
and
that's
a
really
complicated
process,
and
you
know
that
what
will
happen
in
the
construction
is
going
to
we're
going
to
lose
more
I
mean
that
is
inevitable
that
happen
on
Commonwealth
as
well.

So
that's
that's
a
overriding
issue
for
the
neighborhood
and
obviously
the
Parks
Department
is
involved
with
trees,
and
we
were
assuming
that
there
will
be
public
hearing
and
review
by
part
of
the
tree
warden
before
the
project
goes
to
bid
because
they
need
those
approvals.
However,
just
to
make
sure
that
calling
this
project
a
widening
project
doesn't
preclude
hearings
with
the
tree
warden,
because
sometimes
exceptions
are
made
that
way.
So
that's
that's
significant
related
to
the
locations
for
new
trees.

That's
also
something
the
Parks
Department
should
be
involved
in
and
we're
hoping
that
that
process,
too,
is
shared
with
the
community
again
before
the
project
is
bid
to
developers
so
related
to
Complete
Streets.
This
became
a
Complete
Streets
project
in
BT
Dee's
words.
However,
it's
not
listed
as
a
Complete
Streets
project
in
MassDOT
z--
tip
because
it
was
a
highway
project
from
the
beginning.
In
fact,
of
course,
it
was
supposed
to
be
a
transit
project
with
BRT
lanes,
although
the
MBTA
was
not
involved
in
that.

So
again,
we
just
have
to
say
that
there
is
a
lot
to
say,
but
Complete
Streets
guidelines
that
are
on
the
city's
website
say
medians
in
the
street.
If
there's
trees
planted
there
they're
supposed
to
be
16
to
18
feet
wide,
and
these
plans
that
Todd
shared
with
us
two
weeks
ago,
those
show
those
medians
between
Albany
and
massive
I.

They
look
like
they're
less
than
10
feet,
and
that
is
not
going
to
accommodate
enough
soil
to
you
know,
grow
healthy
trees,
so
that
just
is
not
going
to
work
and
those
trees
should
not
be
counted
as
before
the
replacement
trees.
You
can
do
green
medians,
but
to
try
and
waste
money.
Planting
trees
there
that
will
not
survive
is
not
a
good
use
of
project
money,
so
I'm
sure
there's
more
to
say,
but
this
is
all
I
can
think
of
right
now.

current

count
is
about
60,
healthy
trees
are
coming
down
and
there
are
40
dead
and
poor
trees
that
we
have
been
recommended
by
masked
on
the
arborist,
the
city's
arborist
and
our
landscape
design
team
that
should
be
removed

they
will
not
survive
with
or
without
construction
within
the
next
five
to
ten
years.
So
that's
the
difference
in
the
tree
count
when
we
say
sixty

know
what
everybody's
really
focusing
on
the
trees
that
are
there
and
are
healthy.

determine
that
in
the
field
with
the
contractor,

idea
is
to
not
get
to
that
point,
because
we
have
the
AR
bursts
that
they
have
to
hire
the

coordinate

city's
arborist

be
you

as
there
are
many
other
pre-construction
items
that
must
have
been,
assessing

trees,
identifying
them
and
marking
them
prior

Construction
is
one
of
the
first
action
items

the
contractor,

not
done
in
a
vacuum.

think
the

medians
they,
depending
on
what
you're
trying

provide
benefits

disservice

median

you're
increasing
the
crossing

good
for
a
quarter.
So
it
was
a
balance
throughout
the
corridor
about
where
to
include
meetings

way
to
remove
them.

where
we
needed
operational

improvement.

need

maintain
operations

left
turn
lanes
and
whatnot.

medians
had
to
come
out,
however,
as
you
are
coming
from
the
Massif
connector
in
the
highway
and
entering
this
this
corridor.

know
the
idea
from
the
get-go,
from
the
public
and
from
the
the
the
community
that
the
design
team
was
to
create
a
slower,
Street,
a
safer
Street,
a
more
neighborhood
friendly
street,
even
though
it
is
an
arterial
and
it
does
pro
process
a
lot
of
traffic.

So
the
idea
was
presented
to
us
from
the
communities
from
the
community
to
include
that
median
as
you
enter
the
mass
F
connector
and
you
come
into
Melanie
Cass
Boulevard
to
have
that
planted
median,
and
it
does
have
some
interesting
geometry,
where
it
kind
of
creates
a
bit
of
a
chicane
in
the
road
as
well
as
slow
traffic
down.

want
people's
mentality.

So
we've
designed
the
medians
and
the
roadway
at
that
25
mile
an
hour
design,
speed
and
make
sure
that,
where
possible
were
including
traffic
calming
measures
such
as
medians
chicanes,
raised
crossings
raised
intersections
the
sign
of
striping
as
necessary
to
still
process
traffic
but
slow
people
down
and
make
it
a
safer
environment
in
a
more
friendly
Street.

chief
as
well
commissioners
for
the
survivability
of
the
trees
on
the
medium
recognizing
that
oftentimes
trees
printed
medians
during
what
the
time
plowing
and
salt
deteriorates
the
soil
condition
and
the
plantings.
So
what
we
did
was
we
we
added
a
terracing
to
the
medians,
so
the
medians
are
raised
since
an
additional
step
back
and
curb
revealed
that
would
allow
for
the
plowing
to
take
place
and
salting
standing
and
create
an
additional
barrier.

I'd
like
to
start
out
by
saying
that,
whether
it's
60
trees
or
100
trees,
the
neighborhood,
is
concerned
about
the
trees,
and
so
60
trees
is
still
too
many.
But
nevertheless
the
real
question
that
we're
getting
at
here
also
is
what
is
the
damage
to
the
existing
trees
and
I
would
like
to
compliment
the
engineers
and
the
city
in
doing
a
very
careful
analysis
of
the
trees.

But
when
you
look
at
the
drawings,
they
do
show
that
an
enormous
amount
of
the
root
structure
of
the
trees
is
being
disturbed
by
the
new
construction
by
the
relocation
of
the
roadway
over
to
let's
say
two
or
three
feet
closer
to
an
existing
tree
that
is
being
expected
to
live.
In
spite
of
that
disruption,
the
trees
are
being
expected
to
live
that
are
going
to
be
covered
by
the
new,
where
their
root
structure
is
going
to
be
covered
by
the
new
pervious
pavement.

And
when
you
look
at
their
drawings,
you
will
see
that
the
pervious
pavement
requires
digging
down
into
the
earth
into
the
root
structure
of
those
trees
by
a
distance
of
I,
haven't
measured
the
drawing
but
I'm
guessing
a
foot
and
a
half
or
two
to
place
the
gravel
beneath
the
pervious
pavement.
So
here
again
through
a
decision
about
where
the
path
is
going
to
be
located
going
across
those
routes
or
where
the
path
is
being
located
over
the
top
or
at
the
location
of
the
existing
sidewalk.

We're
going
to
be
digging
up
that
root
structure
that
is
currently
there
I.
Don't
doubt
for
a
minute
that
both
the
neighborhood
and
the
engineers
who
want
to
put
the
best
spin
on
this
project,
and
so
the
descriptions
that
they
are
giving
of
things
are
going
to
be
different
than
the
descriptions
we
give.
But
I
would
suggest
that
you
take
a
look
at
the
drawings
and
try
to
figure
out.

ISEE,
drawing
on
the
top
and
the
layout
of
the
street
lighting
and

lighting
that
was
originally
constructed
in
1978
plans
from
the
Southwest
corridor.
The
spacing
of
the
lighting
for
the

bike
path,

as
new
acorn
lights
lights,
that
the
bicyclists
by
the
way
dislike
greatly
because
of
the
amount
of
glare
in
their
eyes,
is
being
put
in
at
75
to
90
feet
where
the
existing
lights
are
put

not
maintained

cases
the
lights

Southwest

bike
path

with
LED
downlights
the
same
things
that
the
city
uses
and
universally
the
cyclists
along
that
corridor.

lighting
is
fabulous.
Now.
How
many
times
have
you
heard
about
city
lighting
that
it
is
fabulous?

cyclists
really
like
to
separate
the
bike
biking
from
the
roadway
and
the
noise
and
the
lights
of
the
cars
on
the
tree
on
the
on
the
road
when
I,
look
at
those
same
drawings,
I
see
that
that
dimension
is
3
feet
and
that's
often
a
hard
surface
so
that
when
the
snowplow
comes
through,
it
puts
the
snow.
On
top
of
that
3
feet
and
much
of
the
bike
path.

The
neighborhood's
been
saying
this
for
now,
four
years
since
we
took
pictures
of
the
snow
plowed
on
to
the
space
next
to
the
Milne
cast
Boulevard
and
said
this
is
not
the
place
where
you
want
to
put
a
bike
path,

yet
it's
the
way
it
is
in
these
drawings.
You
shouldn't
approve
something:
that's
going
to
create
so
much
havoc
for
the
Public
Works
Department
to
try
to
take
care
of.

And
it
gives
you
a
layout
that
can
be
very
easily
plowed
by
any
piece
of
equipment
rather
than
by
highly
specialized
bike
path,
equipment
that
has
to
zigzag
between
the
curbs
in
the
design
that's
currently
being
proposed.
So
again,
yes,
they
talked
with
Public
Works,
but
I
think
if
they
had
really
listened
to
the
complexity
and
difficulty
of
trying
to
maintain
the
bike
path
on
Commonwealth
Avenue
and
would
apply
that,
as
they
have
said,
they
have
tried
to
do
with
their
equipment.

To
these
new
layouts
and
imagined
taking
care
of
all
of
the,
what
are
the
eight
different
intersections
with
this
complex
bike,
sidewalk
roadway
layout
and
considered
the
cost
of
doing
that
when
the
problem
could
have
been
avoided
by
a
different
elevation
of
the
bike
path
in
that
area,
a
very
similar
geometric
layout,
but
one
where
the
plow
doesn't
have
to
get
in
between
all
these
high
curbs.
The
answer
could
be
better
for
both
the
neighborhood,
the
residents
who
are
trying
to
cross
and
the
city
in
terms
of
its
responsibility
for
maintaining
this
roadway.

These
are
decisions,
engineering
decisions
that
need
to
be
made
and
they
should
be
made,
taking
into
account
all
of
the
responsibilities,
not
just
looking
at
one
particular
design
in
the
highway
design
manual
inside
to
say
deciding
that
one
which
is
most
expensive
is
the
one
that
we
should
be
building.
Let
me
mention
just
very
briefly
a
couple
of
other
concerns
in
terms
of
Complete
Streets.
The
engineers
have
said
how
wonderful
it
is
that
they're
narrowing
the
roadway
lanes
from
11:00
or
sometimes
14
feet
to
10
and
a
half
feet.

At
the
same
time,
they
probably
should
have
been
told
in
telling
you
that
they
are
widening
the
offset
from
the
curb
from
one
foot
to
two
feet.
So
the
total
distance
from
the
curb
to
the
outside
of
the
center
lane
is
gonna,
be
exactly
the
same
as
it
is
out
there
right
now
and
so.
Reducing
the
width
of
the
lane
by
half
a
foot
is
not
necessarily
going
to
get
the
results.
That
Complete
Streets
believes.

That
covers
briefly
not
too
briefly,
some
of
the
concerns
that
the
neighborhood
feels
still
deserve
to
have
been
resolved.
That
believes
that
in
fact,
they're
reality.
The
truth
of
what
is
being
designed
needs
to
be
quite
well
understood
by
you,
as
you
vote
on
this
project,
and
that
looking
at
the
details
of
the
drawings
and
understanding
the
impact
on
the
routes,
understanding
the
type
of
lighting
that's
being
proposed
and
whether
it's
going
to
actually
be
better.

speeds,

the

that
vulnerable
user
from
the
vehicles
making
the
turns.
