The Boston Public Improvement Commission (PIC) is the owner and regulator of the City's rights of way. The PIC plays an integral role in the City's development and permitting process. From the restaurant that wants to add a seasonal cafe on the public sidewalk, to the developer who wants to construct an underground parking garage for a new housing development, or the homeowner who wants to add an architectural feature to a house that juts into the public space, each must seek approval from the PIC to have its private venture occupy public space, either permanently or on a licensed basis.

they're
right
now,
traffic
is
pretty
terrible
and
dangerous
to
persons
and
bicycles,
as
well
as
pedestrians,

persons
in
wheelchairs
making
crossing
that
intersection.

big
concern
now
is
particularly
with
the
change
in
these
plans
to
north
grove
street
that
the
street
is
being
narrowed
even
further,

means
that
traffic
will

reduced

speed

coming

of

intersection

like
there's
two
plus
a
bike
lane.

think
it's
hard
to
tell
from
the
plan

not
sure
how
wide
the
new
eastman

sidewalks

for
many

big
concern

the
changes
being
proposed

north
grove
street

adverse
effect
on
the
safety

beacon
hill
residents

times
about
different
options
about

deal
with
this
issue.

very
concerned
about
approving
this
plan

without
those
options
firmly
in
place
as
to
how
the
traffic
will
be
dealt

that
safety
issue
and
it's
a
safety
issue,
safety

people
going
to
general
safety,

beacon
hill
residents,

large
and
complex
intersection,
and
I'm

very
wary
of
this
particular
plan
being

safeguards

it's
the
belief
of
the
transportation
department
and
the
project
that,

creating
two
normal
lanes
clearly
striped
clearly
marked,
will
eliminate
that
friction
right
here

curb

cars
were
just
informally
standing,
allowing
the
intersection
to
process
more
efficiently,
we
spent
time
watching
the
videotapes
of
the
behaviors
and
because
cars
think
they
can
stop
here.

was
slowing
the
vehicles
from
processing
through
that
signal
which
is
designed
to
move
the
vehicles
into
the
campus.

we

revision
that
it
had
some
significant

changes
to
some
of

This
specific
work
extends
utility
services
from
harvard's
district
energy
facility
to
harvard
institutional
buildings
north
of
western
avenue.
You
may
remember
that
harvard
received
the
commission's
approval.
A
couple
of
years
back
for
the
same
utility
license
work
crossing
north,
harvard
street
that
works
now
complete.
This
is
another
step
in
this
important
sustainability
effort
that
harvard
has
undertaken
so
I'll
turn
it
over
to
mark
to
walk
you
through
the
plan
and
answer
any
questions.

is
mark

I'm
here
representing
harvard
and
sort
of
a
redo
of
the
kind
of
crossing
we
did
on
north
harvard
street
a
couple
of
years
back.

We
work
with
the
boston,
water
and
sewer
commission
work,
the
mwra
who
has
a
substantial
water
main
in
western
avenue,
and
we've
worked
with
eversource
and
national
grid
and
coming
up
with
this
design,
the
utilities
that
are
proposed
across
our
hot
water
chilled
water,
with
their
return
lines,
electrical
and
telecommunications
that
are
all
harvard
utilities
and
also
there's
a
cooling
condensing
collector,
and
these
are
designed
to
provide
a
campus-wide
microgrid
of
utilities
to
increase
efficiency
and
sustainability
from
the
district
energy
plant.
That
was
completed
probably
a
year
and
a
half
ago.

Now
that's
really
the
keystone
of
their
approach.
The
utilities
were
designed
to
go
underneath
what
exists
there
once
again,
it's
the
same
approach.
We
used
on
north
harvard
street
we've
been
working
with
the
boston
transportation
department
in
the
last
month,
or
so
in
coming
up
with
a
construction
management
plan
that
they're
happy
with
for
this
stretch
of
road,
because
it's
an
important
stretch
of
road
in
coming
up
with
a
construction
management
plan
that
maintains
pedestrian
and
bike
facilities
during
construction
and
also
provides
protection
for
the
existing
utilities
and
existing
adjacent
properties.

So
we've
come
up
with
an
approach,
we're
still
working
out
the
details
with
that
hasbro,
but
he
gave
us
a
blessing
to
move
forward
because
we
agree
in
concept
and
we're
not
proposing
to
change
in
the
final
condition:
the
content
of
western
avenue.
Really
when
this
is
all
done,
you,
you
won't
be
able
to
tell
it's
there,
except
for
maybe
a
little
bit
of
manhole
cover
on
either
side
of
the
outside
the
rhinoplate.

hopefully
this
is
reasonably
straightforward,
a
very
important
project
for
harvard
and
I'm
happy
to
take
any

proposing

place
a
customer
manhole
in
some
conduit
in
the
sidewalk
over
in
front
of

liverpool
street.

I

here's
our
plan-
I
know
some
of
it's
hard
to
see,
but
basically,
unfortunately,
there
is
no
room
in
the
street
whatsoever.
We
were
too
close
to
boston
water,
sewer
infrastructure.
There
is
no
room
on
the
private
property
generally.
We
would
place
this
on
private
property.
So
really
our
only
option
here
was
the
sidewalk.

So
basically
it's
coming
out
of
our
existing
manhole
44
feet
of
conduit,
the
new
main
pole
be
in
the
sidewalk,
and
then
we
have
82
feet
of
conduit
back
into
the
private
property.
There's
a
mixed
use
brand
new
building
over
there.
