In
2019,
several
cities
in
our
area
received
grant
funding
for
a
north,
sound
radar,
navigator
program,
and
there
are
some
people
in
the
room
that
really
were
responsible
for
that
and
helped
to
bring
that
to
light.
So
I
don't
want
to
take
credit
for
any
of
that.
I'm
just
giving
you
the
update
on
a
lot
of
hard
work
that
other
people
have
done
in
this
city
and
in
other
cities.
I
What
that
radar
program
was
intended
to
do
was
to
put
mental
health
professionals
alongside
our
law
enforcement
and
our
first
responders
and
help
them
during
in-progress
calls
and,
more
importantly,
help.
Community
members
who
may
need
help
with
crisis
de-escalation
needs
some
support
and
need
a
little
bit
of
resources.
I
A
couple
of
years
later,
the
city
of
kirkland
also
launched
a
similar
program
called
the
community
responder
program.
It's
very
similar
to
the
north
sound
cities
radar
program
with
a
slightly
different
delivery
model.
They
also
had
a
vision
for
mental
health
professionals
to
respond
out
into
the
community,
sometimes
in
pairs
or
with
first
responders.
I
So,
not
too
long
after
that.
These
five
cities
started
working
together,
because
these
city
managers
and
some
very
smart
people
and
all
of
our
staffs
understood
that
if
we
work
together
on
what
is
really
a
regional
problem
that
we
could
do
much
better
for
our
community
and
for
people
who
are
in
need,
so
these
five
city
managers
or
their
designees
started
working
closely
together
on
a
proposal
to
merge.
I
I
wish
you
could
really
see
all
the
hard
work
that's
happening
and
the
amazing
things
that
are
being
accomplished.
It's
very
impressive
and
eventually,
you
will
get
to
see,
hopefully
the
fruit
of
their
labor.
So
as
a
consultants
working
with
the
cities.
What
they're
doing
right
now
is
helping
everyone
look
at
this
revised
model
and
what
it
could
be,
or
should
be.
I
Part
of
this
effort
is
working
together
on
an
ila,
an
interlocal
agreement
that
is
a
little
bit
complicated.
So
there's
a
lot
of
things
happening
there.
These
city
managers,
along
with
brook
and
our
first
responders,
are
all
working
together
on
what
does
the
funding
model?
Look
like?
What
is
staffing
scenarios?
Look
like
you
know,
would
you
prefer,
in
the
beginning,
to
have
pairs
of
mental
health
professionals
on
at
different
shifts,
but
potentially
not
be
able
to
cover
all
of
the
ships
or
have
shifts
where
you
have,
maybe
just
one
mental
health
professional?
I
So
we're
looking
at
all
these
different
different
staffing
scenarios?
What
this
budget
should
look
like?
As
you
know,
the
current
program
is
heavily
funded
with
grants,
but
that's
something
that
we're
looking
at.
We
also
are
discussing
the
administrative
oversight
of
such
a
new
entity
and
an
expanded
entity
if
several
more
mental
health
professionals
are
hired.
I
That
program
expands.
Currently,
the
city
of
bothell
is
the
administrating
agency
for
this
entity,
but
it
seems
like
that
may
change
to
perhaps
the
city
of
kirkland,
who
has
a
lot
more
staff
and
resources
than
the
city
of
bothell
does
and
they're
also
discussing
things
like
what
should
be
the
right
name
for
this
program,
and
what
really
is
the
philosophy
for
what
we're
trying
to
do
here?
So
lots
of
different
things
are
being
discussed.

king

grant
funding,
and
that's
actually
one

concerns
that
this
team
is
talking

team

ila
together,
they're
doing

in
a
very
wise
way
and
such

member
cities

potentially
counties
wanted

don't
know
how
it
would
work
with
snohomish
county,
and
I
don't
know
if
I
don't
want
to
put
you
on
the
spot
chief.
But
I
don't
know
if
snohomish
county
has
a
similar
program
or
a
similar
effort.

currently
as
it
stands
with
the
radar
program,
it
covers
king
and
snohomish
county
with
the
ila,
I'm
unsure
how
that's
going
to
work
early
on.
We
got
king
county
to
approve
that
mid
funding
to
utilize
it
for
the
whole
of
the
city
as
it
stands
right
now,
snohomish
county
focuses
heavily
on
volunteers
of
america,
further
service
provider,
which
is
different
than
king
county.

conversations

know
no
boundary
lines
here
in
bothell.

do
span
two
counties,
and
I
know
that
we,
when
we
have

conversations,

at
all
parts
of
our
community,

and

appreciate
all
the
work

efforts

we
do
regionally
with

partners
around

region

just

update

related
to
a
request
that
was
received
in
the
city
manager's
office
at
the
end
of
june,
for
a
council
item,
and
while
this
isn't,
the
intended
purpose
tonight
is
not
to
give
a
full
response
to
the
request
for
more
an
update
or
upgrade
to
the
cooling
center
program.
We
did
want
to
get
information
out
to
the
community
about
what
it
looks
like
when
cooling
centers
are
activated
and
then
also
there
was
two
parts
to
the
request.

Really
one
of
them
was
about
using
city
hall,
so
we
want
to
make
sure
people
know
what's
available
and
the
other
was
having
a
consistent
means
for
triggering
when
cooling
centers
were
activated,
and
so
there's
a
update
on
that
too.
So
it's
my
pleasure

introduce
colby
cavanaugh

The
city's
emergency
manager,
out
of
the
fire
department
and
colby,
was
part
of
a
presentation
earlier
this
year,
but
I
don't
know
that
he
would
have
the
spotlight
on
him.

I
did
want
to
make
sure
to
introduce
colby
to
the
to
the
council
and
to
the
community
for
the
really
important
work
that
he
does
helping
her
prepare
us
for
the
moment.
We
hope
we
don't
see
and
making
sure
that
we
come
out
on
the
other
side,
so
colby,
thank
you
for
joining
us
tonight
and
I'll
turn
it
over
to
you.

Thank

mayor
and
council
members,
we'll
take
this
in
two
pieces.
First
overall,
a
little
bit
of
background
on
some
of
the
efforts
that
have
been
going
on
with
king
county
and
snohomish
county,
around
cooling,
centers
and
weather
sheltering
and
then
we'll
touch
base
on
the
use
of
city
hall
as
a
cooling
center.

So,
first
it's
pivotal
to
know
that
cooling
centers
are
sporadic
but
they're
likely
going
to
increase
in
frequency,
as
has
been
alluded,
and
it's
getting
warmer
next
week,
we're
supposed
to
have
one
of
our
first
real
big
heat
events,
and
after
last
year's
big
heap
dome
that
kind
of
sat
in
our
region,
we're
really
kind
of
focusing
on
how
to
respond
from
the
whole
community
perspective.
So
we've
been
engaging
with
partners
from
utilities,
king
county
office
of
emergency
management,
some
of
our
other
regional
city
jurisdictions.

So
last
year,
during
the
big
heat
event,
we
had
quite
a
few
cities
respond
by
opening
their
city
halls
and,
to
give
you
some
context,
the
cities
that
we
had
actually
spoken
with
are
bothell
kenmore
lake
forest
park,
kirkland
mercer,
island
shoreline
and
woodenville,
and
of
those
six
groups.
Only
15
participants
came
to
use
their
city
hall,
specific
shelters,
so
we'll
call
them
emergency
sheltering
we're,
not
technically
a
full-time
shelter.

Those
are
where
we're
seeing
the
highest
attendance
and
the
highest
participation
from
the
communities
that
the
community
members
that
actually
need
the
cooling
centers
so
for
bothell.
Specifically,
I
would
like
to
kind
of
touch
on
a
couple
of
the
the
aspects
that
we
are
considering
and
we're
planning
in
my
office
and
with
the
assistance
of
some
of
the
other
departments
across
the
city.

This
legislation
is
currently
making
its
way,
like
I
said,
and
if
it
passes,
which
we're
expecting
it
to
there's
going
to
be
two
main
asks
of
the
cities
and
the
county
departments
as
a
whole.
First
will
be
to
kind
of
pull
some
of
our
lower
income
communities
and
some
of
our
vulnerable
populations
that
are
most
at
risk
of
being
negatively
impacted
by
this
heat
and
then
second,
is
to
create
a
unified
response
plan
for
sheltering
it's
been
in
the
works
for
many
years,
just
on
a
general
shelter
level.

But
now
it's
really
trying
to
pick
up
the
focus
on
some
of
the
heat
and
the
the
cold
weather
sheltering
as
well,
so
that
is
being
considered
tomorrow.
When
that
passes,
we
will
have
a
little
bit
more
of
a
formalized
structure
to
respond
to
from
the
county-wide
perspective.
I
have
a
meeting
down
down
south
in
mercer
island
as
well
to
kind
of
discuss
what
that's
going
to
look
like.
We've
already
been
going
through
some
of
these
presentations,
but
I
did
want
you
all
to
know
that
that
legislation
is
being
considered.

So
again.
What
that
will
mean
for
for
the
city
of
bothell
is
that
my
recommendation
would
be
to
continue
to
support
some
of
those
community
partners.
I've
already
spoken
with
the
library
and
I've
already
spoken
with
the
north
shore
senior
center,
both
have
already
committed
to
being
cooling
centers.

That
is
a
lot
of
city
jurisdictions
to
consider
and
a
lot
of
factors
to
consider
as
well,
but
allowing
that
planning
process
to
go
through
and
really
kind
of,
focusing
on
that
community
infrastructure.
As
we
see
it
now
will
allow
us
to
have
some
better
response
plans
in
the
future.
We
won't
be
jumping
the
gun
by
any
stretch,
but
it
will
hopefully
allow
us
to
have
some
defined
trigger
points,
as
provided
by
the
subject
matter,
experts
and
that
way,
when
we
go
to
codify,
we
won't
have
to
go
through
any
cyclical
processes.

one
of
the
things

really

just
looking
at
heat
response.
It's
also
looking
at
cold
response,
and
so
can
you
give
us
some
further
insight
in
what
winter
sheltering
might
look
like
and
what
cities
might
be
asked
to
participate
in.

typically
winter
sheltering
is
similar
to
heat.
It's
just
a
different
temperature
response.
So
most
of
the
time
when
cities
are
asked
to
participate,
it
is
within
the
structure
that
we've
seen
with
the
heat,
so
it's
either
supporting
the
community
infrastructure
or
opening
one
ourselves.
So
I've
seen
jurisdictions
both
in
king
and
sonoma,
county,
open
city
hall
for
cooling
stations.
I've
seen
them
push
more
towards
the
community
infrastructure.

you're
going
to
go
down
south

mercer
island,
it's
like
it's

felt
sounded

senior
center

live

library
you
mentioned,
there's
two
facilities,
but
those
are
king
county
focused
and
I
anything
any
ideas
for
our
snohomish
county
part
of
the
city.

working

it.

two
were
just
the
two
that
have
previously
been
partnering
closely
with
the
city.
So,
given
that
it's
a
little
bit
early
in
the
season,
I'm
still
working
with
the
other
partners
to
identify
some
of
the
snohomish
county,
so
much
county
does
have
a
really
great
resource.
They
have
an
actual
emergency
map
that
they
put
up
every
year
that
highlight
some
of
the
shelters
both
in
the
city
jurisdictions
and
in
the
unincorporated.

our

brought

sort
of
explained
everything

gone
into
this

adopt

ordinance
regarding
acquisition
and
eminent
domain
for
that
project.

both
were
adopted
6-0,
we
did
agree

come
back

answer

outstanding
questions,
primarily
a
little
bit
around
the
design
and
the
size
of
the
roundabout
itself,
and
then
also
I
had
a
good
conversation
and
got
good
feedback
from
council
about
future
eminent
domain
processes
and
really
the
timing
of
when
outreach
was.

the
things
we
could
commit
to
on
the
28th
was
to
come
back
with
some
initial
reactions
to
what
happened
when
staff
approached
the
property
owners.
So
we're
prepared
to
do
that
tonight

who
is
the
capital
project
engineer
and
also
that
happens
to
be
the
project
manager
for
this
project
and
then,
if
there
are
any
questions

you
won't
necessarily

our

acquisitions
for
the
240th
street
celsius
in
the
meridian
roundabout
project,
as
approved

june
28
2022,
a
more
detailed
memorandum
was
provided
to
the
city
manager
for
your
use.
This
presentation
will
be
a
brief
summary
of
the
information
provided
in
the
memorandum
and
give
you
an
opportunity
to
ask
any
further
questions
you
may
have.
In
summary,
council
asks
the
staff
to
report
on
two
particular
issues.

first
is
the
property
owner
communication
and
the
second
is
the
size
of
the
roundabout
and
in
regards
to
the
property
owner
communication
staff
has
been
communicating
communicating
with
property
owners
since
the
beginning
of
the
project
in
following
console
selection.
Recently,
contact
has
been
made
with
all
five
properties
affected
by
the
original
write-off.
We
plan,
based
on
feedbacks,
received
all
property
owners
support
the
project.

owner

this
property
desires,
to
develop
this
land
in
the
future
and
comments
provided
have
been
related
to
impacts
to
future
development
in
the
safety
concerts
and
property
number
two,
which
is
the
southwest
corner
property.
This
property
belongs
to
a
single
family
resident,
which
is
a
rental
property.

This
property
is
owned
by
a
developer,
who
will
be
resubmitting
a
permit?
Application
to
build
staff
has
coordinated
with
the
owner
regarding
the
roundabout
and
the
owner
did
not
see,
impacts
to
their
project

property
number

south

the
property
number
two.
This
property
belongs
to
a
single
family.
Residence
staff
is
currently
looking
to
avoid
this
property
altogether,
but
otherwise
owner
supported
the
project.

Second
issue
is
regarding
the
roundabout
design,
so
in
brief,
the
diameter
of
the
roundabout
affects
the
mobility
and
the
safety
of
the
intersection.
It
must
be
large
enough
to
accommodate
turning
movements,
but
also
small
enough
to
ensure
safe
travel
speeds
for
smaller
vehicles
drive
through
the
roundabout
in
general.
The
larger
the
diameter
is,
the
more
vehicles
can
move
through
the
intersection,
as
described
in
the
memo.

talk
to
you
about
potentially
providing
funding
for
canyon
park,
transportation,
demand
management,
program
or
tdm
program.
So
first,
why
am
I
presenting
to
you
this
now?
Why
not
wait
until
the
budget
process
has
gone
through
its
process?
Well,
last
fall.
One
of
the
council's
legislative
priorities
was
to
support
the
funding
of
the
state's
regional
mobility.

Grant
tdm
program
and
washed
out
who
administers
this
program
is
accepting
applications
for
the
fiscal
year
2023
to
2025
period.
So
in
order
to
meet
the
deadline,
staff
has
submitted
a
concept
which
was
accepted
has
met
the
initial
application
deadline,
and,
if
council
supports
this,
we
would
amend
the
application
prior
to
the
final
deadline
to
show
that
we
have
match
funding
available.

So,
in
short,
the
reason
staff
is
here
is
to
give
this
kind
of
a
unique
request
to
give
the
city
an
opportunity
to
compete
for
this
regional
mobility
grant.
Excuse
me
the
opportunity
comes
around
once
every
two
years.
So
if
we
are
successful,
the
funding
would
be
able
to
start
a
program
in
july
2023
if
we
don't.
If
we
pass
on
this,
the
next
opportunity
is
two
years
later.

what
is
tdm?
So
this
comes
from
the
washdot
page.
Tdm,
basically
describes
programs
and
projects
that
aim
to
provide
more
competitive
transportation
options
to
driving
alone.
It
reduces
trips,
improves
congestion
without
building
more
roads.
They
use
different
techniques.

Education
is
a
big
component
rewards
disincentives
essentially
to
reduce
the
need
for
vehicle
trips,
shorten
the
distance
of
trips
or
just
shift
the
transportation
modes,
so
in
short,
we're
trying
to
get
people
out
of
single
occupancy
vehicle
cars,
but
we're
trying
to
provide
them
more
options
or
eliminating
barriers.

Tdm
is
also
mentioned
in
our
city-wide
comprehensive
plan.
Goal
number
four
is
to
encourage
walking
by
bicycling
ride,
sharing,
taking
transit,

mentions
tdm
and
talks
about
reducing
traffic
congestion,
but
also
reducing
greenhouse
gas
emissions,
and
then
action

essentially
says
look
for
our
funding
for
tdm.

So
I
want
to
talk
a
little
bit
about
economics
and
environment.
So,
if
tdm
is
successful,
we
may
not
need
to
invest
as
much
in
capital
projects
to
make
the
transportation
transportation
system
work.
So
that's
good
for
economics.
Capital
projects
are
expensive.
They
can
be
tens
of
millions
of
dollars,
whereas
if
the
tdm
program
is
successful,
it's
magnitudes
less
we're
actually
actually
asking
for
380
000
over
a
four-year
period.
So
again
it's
a
way
of
saving
money
and
not
investing
in
just
the
capital
side.

So
the
tdm
for
canyon
park
is
proposed
to
be
four
years.
It's
our
regional
growth
center.
It
would
expand
on
the
existing
community
trip
reduction
program.
The
ctr
program,
the
ctr
program,
currently
targets
businesses
that
are
100
employees
or
larger,
and
they
pretty
much
focus
on
peak
hour
trips.
So
this
tdm
program
would
widen
the
audience
by
focusing
on
smaller
businesses,
residents,
individuals
and
off-peak
travel
in
2018.

tdm,
there's
a
whole
laundry
list
of
tools.
We
are
not
crossing
any
tool
off
the
list,
yet
our
application
is
pretty
wide
open.
How
we're
approaching
this?
We
want
to
give
ourselves
every
opportunity
to
look
at
all
the
different
tools
it
can
range
from
partnering
with
transit
agencies
and
the
private
sector.
It
can
be
things
like
setting
parking
policies
providing
on-site
facilities
for
those
who
walk
or
bike.
You
could
even
be
looking
at
new
transit
service
options.

You've
probably
heard
I
we
had
on
the
agenda
transportation
supervisor
as
a
staff
position,
we'll
likely
bring
that
forward
in
september
to
discuss
that
transportation
supervisor
basically
would
have
provided
oversight
for
this
tdm
coordinator
they're.
Not
one
of
the
same.
The
tdm
coordinator
is
a
different
position
that
could
be
a
consultant,
could
be
in-house.
Staff
could
be
even
continuing
to
use
community
transit.

However,
it
could
be
that
if
we
figure
out
ways
to
sustain
it
longer
through
private,
private
and
public
partnerships
such
as
some
companies
will
subsidize
orca
passes
on
their
own
because
it's
to
their
economic
advantage.
So
that's
part
of
the
education

partnership
process.
So,
if
that
occurs,
we
can
continue
this
program
longer.

One
potential
is
to
address
it
in
the
upcoming
legislative
cycle
and,
if
we're
successful
and
get
this
carried
over,
this
could
be
used
as
the
match
money
instead
of
the
380
000
that
we're
putting
up
to
ensure
that
we
have
sufficient
funds.
So
what
we're
essentially
doing
is
trying
to
be
conservative
to
make
sure
we
have
the
worst
case
covered.

let's
see

wrong
way,
so
this
is
something
new
for
bothell.
It'll
help
show
the
city's
commitment
to
looking
at
providing
alternative
ways
to
address
transportation
needs
in
other
ways.
Looking
at
it
is
trying
to
remove
barriers,
it
will
help
start
the
conversation
with
community
transit
and
the
private
sector
on
ways
to
manage
transportation
needs
and
if
successful
again,
we
could
potentially
implement
it
in
other
places
in
bothell
again,
the
intent
is
to
provide
certainty
for
the
grant
funding
agency.
So
we
will
score
better.

community
survey
needs
analysis
and
we
wanted
to
make
sure
that
was
in
there
and
talking
to
community
transit
is
a
very
key
part
of
the
process,
because
not
only
do
you
get
information,
it's
a
good
way
to
develop
partnerships

barriers
that
are
out
there
and
engage
people.
So
I'm
asking
to
put
that
in
as
a
backup
in
case
we
can't
get
it
reimbursed
through
that
grant.

so
the
application

the
regional
mobility
in
themselves
require
goals
and
measurements
where
there
will
be
a
baseline
exercise
where
we

figure
out

their
cars

and
then
we

goals

will
do
measurements.

think
every
I
know
there's
a
before
and
after
I
don't
know,
if
it's
every
year
that
we
have
to
do
one
that
set
aside
the
requirement
for
the
grant.

covered

as

like

out
there

partners

we

there's
a
whole

of
it's
non-taxable
when

downtown
you're
looking

sizable

large
landowner,

downtown

swath

preserved

survive

downtown

to
about

going
to
get
taxes
from
there
forward

it's
going
to
pay
to
the
community.

are

revenues
on
top
of
it,
of
growing
in
taxes
annually

next,
it's

years
or

But

if
you
leased
it?

you
didn't,
sell

you
could
take
less
money

beginning
and

leased

out
for
the

building
and
we
just
knocked

opportunities

sort

profit
sharing,

something

think

community
control
and

that

connected

downtown

on

strong
urban
land
institute,

find
those
developers
that
do
the
more

developer
will

be
there's
going
to
be

willing
partner
in

they
don't
have
to
like
time

of
the
essence
for
most
developers.

with

owners

tear

regional

advisory
bodies
and
what
they
are
exactly.
What
our
proposed
outcomes
of
the
review
are
and
make
sure
that
that
matches
with
what
you
would
like
for
us
to
accomplish
and
then
next
steps
so
just
real,
quick.
We
we've
been
talking
about
a
review
of
our
boarding
commissions
on
staff
and
the
clerk's
office
for
quite
some
time.
I
We've
known
that
it's
pretty
important
to
do
this
review
and
we
finally
just
decided
we
need
to
do
this.
We
also
received
a
request
from
council
to
start
this
work
a
couple
of
months
ago,
so
we
are
embarking
on
this
project
and
I
just
want
to
say
real
quick.
Why
are
boards
and
commissions
and
advisory
bodies
so
important?
I
We
are
servants,
it
wouldn't
be
great
for
us,
as
staff
or
us
as
council,
to
sit
inside
this
room
or
sit
inside
city
hall
and
make
decisions
for
our
community
without
involving
them
inclusive
and
authentic.
Community
engagement
is
absolutely
critical
to
what
we
do
every
day.
It's
super
important
and
we
have
people
in
our
community
that
are
brilliant,
they're,
smart,
they're
working
in
areas.
They
know
more
about
some
of
the
work
that
we
do
more
than
we
do
so
we
need
to
involve
them
in
the
decision
making
process
because
we
are
public
servants.
I
So
that's
very,
very
important.
One
of
the
ways
that
we
all
can
involve
our
community
into
the
decision
making
process
is
really
good
advisory.
Our
really
good
advisory
bodies,
I'm
going
to
refer
to
boards
and
commissions
moving
forward
as
advisory
bodies,
because
I'm
going
to
be
really
honest
with
you,
I
polled
staff,
no
one's
quite
sure
what
the
difference
is
between
a
board
or
a
commission.
I
We
are
going
to
resolve
that
in
our
review,
we're
going
to
give
some
definitions
and
hopefully
put
some
nomenclature
together
for
what
these
advisory
bodies
are
so,
but
just
as
a
kind
of
general
explanation,
advisory
bodies
are
just
a
group
of
residents
or
business
owners
or
stakeholders
that
get
together
and
advise
you
city
council,
on
how
you
can
make
decisions
better.
They
give
you
a
diverse
perspective.
They
give
you
a
diverse
insight.
They
help
you
do
your
job
better.
It
can
take
a
couple
of
different
forms.
I
There,
a
commission
or
a
board,
you
kind
of
know
what
that
is.
We
have
those
already
and
we
have
some
standing
bodies
that
are
already
in
place.
Your
planning
commission,
your
your
parks
board,
your
arts,
commission.
We
often
talk
about
ad
hoc
or
advisory
committees
or
task
forces
in
this
review
process.
What
we'd,
also
like
to
do
is
put
some
definition
to
those.
I
We
also
aren't
quite
sure
what
the
differences
are.
We
do
know
that
a
standing
body
you
know
is
permanent
and
it's
either
set
forth
by
state
law
or
by
bothell
municipal
code,
but
maybe
we
could
make
better
use
of
an
ad
hoc
committee
or
an
ad
hoc
task
force,
which
is
kind
of
a
project
or
something
that
you'd
like
to
take
on
or
study
for
a
shorter
amount
of
time.
You
convene
that
committee
and
then
they
study
that
process,
and
then
you
stand
that
committee
down
once
they're
done
with
that.
I
So
that's
one
of
the
things
we'd
like
to
do
in
this
review
is
just
kind
of
define
all
of
those
things
you
have
about

current
advisory
bodies.
Right
now.
I
won't
go
through
that
list,
but
I'll
say
one
of
the
important
things
for
us
as
staff
is
that
we
we
haven't
really
ever
done
a
review
of
our
boarding
commissions.

We
have
two
ad-hoc
committees
and
these
are
actually
relatively
new,
so
we
have
the
community
developments.
Landmark.
Preservation
board
is
an
embarking
on
a
pretty
awesome
project,
telling
bothell's
full
story.
The
historical
narrative
update
they've
convened
a
public
committee
to
help
them
with
that,
and
we
also
have
a
fairly
new
dei
advisory
committee.
That's
helping
our
dei
consultant,
put
a
racial
equity
plan
together
and
we'll
also
be
advising
staff
and
maybe
potentially
counsel
on
some
dei
things
moving
forward.
I
So
as
we
started
to
think
about
this
board
and
commission
review,
we
said
what
exactly
do
we
want
to
study?
What
are
the
objectives
of
this
review,
and
this
is
where
we'd
like
for
you
to
tell
us
if
we
got
it
right
or
not
in
general,
one
of
the
things
that
we
want
to
review
is
your
overall
philosophy
and
strategy
when
it
comes
to
advisory
bodies.
I
So
one
of
the
first
things
we'll
do
is
say
what
is
the
purpose
and
role
of
an
advisory
body
and
we're
going
to
have
to
have
some
crucial
conversations
about
that?
You
know
we'll
set
forth,
probably
a
list
of
things.
Of
course
we
want
to
capture
and
apply
diverse
input
to
all
of
our
work.
That's
the
purpose
of
an
advisory
body.
I
They're
they're
going
to
exist,
assist
and
advise
you
counsel
on
how
you
should
make
decisions,
but
does
it
also
help
us
build
authentic
relationships
with
people
in
our
community
and
community
groups?
Yes,
probably,
but
let's
really
think
about
this:
do
we
want
to
be
vulnerable
in
city,
council
and
staff?
Do
we
really
want
to
share
authority?
I
Do
we
want
to
co-create
vision
and
policy
and
actually
partner
with
our
community,
to
develop
solutions
and
policy
together
and
that's
easier
said
than
done
right,
because
if
you
tell
your
advisory
bodies
and
your
public
that
they
really
get
to
co-create
something
with
us
together,
it's
a
little
bit
scary
right
because
we're
giving
up
a
little
bit
of
our
expertise
and
our
work
and
we're
we're
saying
yes
tell
us
what
we
really
need
to
do
and,
let's
be
honest,
sometimes
when
we
ask
the
community
input,
it's
not
always
great
feedback.
That
comes
back.
I
So
we
need
to
really
think
about
that
philosophy
and
strategy,
and
we
really
need
to
know
what
we
want
from
our
boards
and
commissions
and
important
volunteers
in
the
community.
There's
also
a
few
other
things.
We
know
that
philosophically
it
also
creates
kind
of
a
training
ground
for
future
civic
leaders.
So
if
that's
important
to
you,
we
need
to
to
call
that
out
in
our
strategy
and
philosophy.

Some
some
big
items
are
just
administrative.
We
have
a
lot
of
code
to
clean
up,
it's
pretty
outdated.
I
know
the
clerks
have
been
keeping
a
list
of
things
that
we
need
to
update
some
of
it's
just
updated
process
and
procedures.
Now
we
have
hybrid
meetings,
some
of
it's
social
media
policies,
some
of
it's
do
we
standardize
across
the
different
boards
and
commissions
about
how
agendas
are
done,
how
they're,
published
and
then
again
standardizing
and
clarifying
names
and
definitions.

And
then,
finally,
we
would
also
like
to
think
a
little
bit
more
about
involvement
in
that
decision
making.
You
know,
we've
talked
about
it,
I
think,
several
months
ago,
even
with
council,
we
talked
a
little
bit
about.
How
often
do
your
board
of
commissioners
come
and
update
city
council?
How
do
they
engage
with
you?
It's
really
difficult
for
you
as
council
members
to
attend
lots
of
different
meetings.
That's
very
difficult!
I
Your
schedules
are
packed,
but
what's
the
right
rhythm
and
cadence
of
your
participation
with
the
folks
that
you
have
appointed
to
be
your
advisors,
and
we
can
talk
a
little
bit
more
about
that,
and
we
also,
although
it's
hard
we've
talked
about,
is
there
a
procedural
way
that
certain
boards
and
commissions
should
better
coordinate
in
the
agenda
planning
process
that
helps
you
right?
So
when
something
big
is
coming
to
you
to
consider,
if
you
know
that
the
parks
and
rec
board
has
officially
already
coordinated
on
that
agenda
item,
does
that
help
you?

that's
kind
of
the
study
framework
that
we're
thinking
of
and
we
there's
a
lot
more
details

your
agenda
item,
but
I
hope
that
that
kind
of
captures,
some
of
the
things
that
you've
been
asking

asked
us

look

so
kind
of
some
of
our
next
steps.

like

hear

we're

everything

staff

the

hopefully
incorporate

execute
any

those
new

want
to
be
hovering
over
our
advisory
bodies,

we
really
want

know
their
thought
processes.

to

and
also

community

be
demographics
connected

that
part

staff

component
of

engagement

trust

to
be
able
to
engage
in
some
of
that
process

provide
people
in
the
broader
community
an
opportunity
to
provide
feedback
to
our
advisory
bodies
as
before
they
get
passed
on
to
us.
So
it's
not
necessarily
always
you
know
we
have.

think
that
that
would

more
effective
and
there
is
a
nice
flow
between
you

agenda
items
to
an
advisory
body,
community
engagement
within
that
advisory
body,
feedback

them
to
council
and
in
the
in
those
forms

so
I
do
think
that
there
is
an
opportunity
here
to
to
improve
that
flow,
and
those
are
some
of
my
ideas
for
how
how
that
could
happen.

than

with

council

the
priorities
and
that
really
helps
inform
things
like
budget
and
performance.

themes

discussed

budget
retreat
as
well
as

that
june
meeting,
is
wanting
to
use
the
conversation
that
council
had
in
the
work

you've
done
to
reframe
these
out

on
values
and
outcome
areas.

that's
what
we're
going
to
focus
on
tonight
and
I'll

like
to
ask
questions
up
front
and
then
end
with
them

you

coming

again
a
little

discussed
this,
but
I
think
it's
foundational
that
your
retreat
we
did
review
together.
The
community
survey
results
so
statistically
valid
survey
saw
themes
brought
in
some
other
themes,
too,
of
other
conversations
and
data
sources.

think
kind
of
interesting
how
a
lot
of
our
topics
tonight
are
coming
together.

seeing
future
opportunity
of
advisory
bodies
giving
weighing
in
on
that
as
well
and
then
also
discussed
budget
priorities,
and
there
was
sticky
note
exercises
and
we
filled
the
windows,
and
that
is
really
what
led
to
and
what
maryland
presented
as
those
themes
or
the
priorities
on
the
28th
and
just
as
a
reminder.
These
are
the
what
was
before
us
again
and
through
that
conversation
got
a
lot
of
ideas
of
some.

would

within

of
how
does
the
city
operate,
so
those
values
that
are
important
would
be
equity
and
inclusion.

so
those
are
all
things
that
we
would
embed
in

to
put
this
into

values

terms

important,
and
so
these
already
again
we're
kind
of
coming
up
on
crunch
time

we
want

develop
a
budget
and
get
that
going,
that's

be

organization

we've

our

have

strong

values

that

vibrant

talking

as
the
city
grows.
We
need
to
keep
that
that
ethos
and
that's
something
that
comes
to
my
mind
when
I
think
about
what
a
vibrant
community
looks
like.

talked
about
housing
choices
as
a
as
terminology
that
really
captures
beyond
affordable
housing,
and
then
there
was
also
discussion
with
the
council
about
some
of
the
things
around

and

of
the

values

short

what

the

important

preparing

wants
to
hear
from
their
government.

trust

trust

flag

organization
that
uses
data
driven
performance
based
decision
making,
and

hear
that
from
you

again
I
heard
that

the

the

earlier
conversations

few

striving
for,

we'll
prove
that,
in
terms

we're
developing

budget
proposals
we're
also
looking

performance
measures
and

city

good
foundation
for
use
of
data,

we
got
a
great
compliment

consultant

on
the
other

of

and
works

lots

different
agencies
and
the

we
collect
and
have
available
was
able
to
tee
up

important
decisions,

apply

not
overwhelm
with
lots
and
lots
of
performance
measures,
but
start
really
honing
in
on
what
are
some
important
key
metrics
that
emphasize
what
are
we
doing?

we
want

get
to
so
that'll

captured

the
budget

add
that,
in

value

clarification

we're
talking
about

being
good
stewards,

see

discussions

while
there's
many

public
opportunities

public

meet
that
statutory
requirement

think
it's

good

in

budget
cycle,

we
want

see
