African-American
life

history

scholar

initiated
black
history
week.

in
1976
as
part
of
the
nation's
Bicentennial,

continued
need

battle
racism

build

its

appreciation

the
observance
of

month
is

honor

extraordinary
contributions

Americans

far
as

Proclamation

concerned,
it
means
a
lot
to
us.
We
are
Bothell
residents,
we've
been
in
for
25
years,
and
so
in
25
years
we've
enjoyed
everything
about
Bothell,
I,
know
a
couple
of
people
here
in
the
audience.

What
black
history
month
means
to
me
my
wife
and
my
family
is
that
we
stand
on
the
shoulders
of
giants.
I
mean
we
stand
on
the
shoulders
of
the
Giants
and
the
month
of
February.
What
that
means
to
us
is
a
time
to
reflect
as
far
as
the
many
achievements
that
we've
made,
but
we
still
have
more
to
work
on.
We
still
have
more
more.

Okay
and,
at
the
same
time
there
are
forces
against
that.
Just
like
there
were
now.
There
are
forces
against
that
now,
and
the
thing
about
it
is,
is
that
my
two
daughters
and
my
grandkids
live
in
Florida
and
the
thing
about
it
is:
is
that
what
I
saw
in
that
documentary
made
me
uncomfortable
and
it
would
make
white
people
uncomfortable.

So,
if
that's
the
case
in
Florida,
kids
would
not
be
able
to
see
the
documentary
on
Rosa
Parks
because
it
would
make
some
people
uncomfortable
when
I
mean
uncomfortable
I,
mean
black
people
trying
to
register
to
vote
and
they
get
clubbed
upside
the
head
trying
to
vote.
If
that
makes
people
uncomfortable,
you
know
in
Florida
they're
not
going
to
be
able
to
do
that.
So
these
are
the
type
of
things
that
as
we
move
forward,
we
need
your
help.

would
like
to
be
a
part
of
the
city
as
far
as
for
next
year
and
the
year
after
to
make
sure
that
there
are
more
black
people
that
live
in
Bothell
here,
because
the
thing
about
it
is
is
that
we're
only
going
to
get
stronger
if
we're
together
and
if
we're
divided
it
nothing
ever
happens.
Nothing
ever
changes.

for

I
would
like
to
put
something
to
you
guys
as
concerned
is
like
what
are
you
guys
going
to
do
for
Black
History
Month
I
would
recommend
a
Northwest
African-American
Museum.

start,
that
tells
you,
especially
in
Washington,
State
what
black
Pioneers,
what
they've
done
for
this
country
I
mean
what
they've
done
for
the
city
and
the
state
of
Washington,
okay
and
I'm
sure
that
there's
a
whole
lot
of
things.
As
far
as
the
state
of
Washington
is
concerned,
that
a
lot
of
people
don't
know
because
it's
not
in
the
history
books
or
either.
If
it's
in
the
history
books,
it's
not
being
talked
about,
so
that's
something
that
I
would
recommend
to
everyone.

far
as
they're
concerned
also
I
would
recommend,
go
seeing
a
couple
of
movies.
There's
one
movie
called
The
Help,
there's
another
movie
called
Mississippi
Burning.
That
tells
you
exactly
what
happened,
and
the
thing
about
it
is.
Is
that
that's
going
to
make
you
uncomfortable,
but
in
order
to
be
positive
and
to
go
forward
you're
going
to
be
uncomfortable,
that's
just
the
way
it
is
in
order
for
us
to
move
forward
and
to
make
it
a
better
America,
for
all
we
have
to
understand.
Sometimes
comfortable
is
better
for
the
whole
society.

57th
birthday
here

this
area,
so
I've
been
here
for
57
years
and
I
can
tell
you
right
now.
I
feel
warm
and
welcome
being
in
this
community
loved
within
this
community,
and
so
I
just
want
to
thank
you
for
sharing
your
stories
and
what
what
black
history
month
means
to
you.
Black
History
Month
is
an
annual
observance
that
recognizes
and
celebrates
the
many
achievements
and
contributions
and
Central
role,
African
Americans
in
U.S
history
across
our
many
communities.

It
is
observed
annually
in
February,
in
the
U.S
and
Canada
and
in
October
in
Ireland
and
the
UK.
The
intended
purpose
of
Black
History
Month
is
to
both
remember
and
celebrate
the
important
people
milestones
and
events
of
our
history
in
Bothell.
Let
us
come
together:
let's
celebrate
the
history
and
achievements
of
the
city's
black
community
and
when
I
say
black
community
I
mean
we
are
all
one
Community,
but
we
must
understand
those
who
live
amongst
us
and
ensure
that
they
have
a
voice
as
well
at
the
table.

It
is
important
to
understand
and
appreciate
the
diversity
that
we
have
in
our
community,
the
equity
and
the
inclusion
within
our
own
and
to
avoid
speaking
for
others
as
I
think
we
heard
you
say
without
us
being
at
the
table.
The
true
meaning
of
Black
History
Month
should
not
be
politicized.
Let
us
focus
on
celebrating
the
history
and
accomplishments
of
African
Americans,
rather
than
using
this
time
as
a
space
or
a
platform
that
might
some
interpret
it
of
being
divisive.
I
think
you
touched
on
that
a
little
bit
as
well.

must
continue
to
work
towards
understanding
our
own
communities,
lived
experiences
and
feelings
and
Equity
a
sense
of
belonging,
a
sense
to
ensure
that
we
don't
speak
for
others
once
again
as
they're,
not
part
of

conversation,
while
I'm
sure
it
might
not
be
the
intent
discussions
that
make
connections
centered
around
housing
and
other
things
within
our
community
without
speaking
to
the
community.
The
black
community
during
this
special
time
can
be
divisive.

little
bit
of
context
of
is
the
council
will
recall
on
November
1st,
you
adopted
a
legislative
agenda
and
count
and
priorities
for
the
legislative
session
in
Olympia.
There's
been
well
over
1
000
bills
proposed
in
Olympia
in
this
session,
which
is
just
a
few
weeks
old.
So,
as
you
might
imagine,
that
legislative
agenda
and
policy
manual
did
not
anticipate
every
type
of
Bill
that
might
come
forward.

that's
what
Tony
is
here
to
share
tonight
of
again
for
a
context
for
people
who
are
watching
at
home.
We
use
we
as
staff
use
that
information
from
Council
to
really
guide
which
bills
do
we
support
and
contact
you
on
about
testifying
in
and
what
is
the
information
we
need
to
coordinate
as
the
legislative
session
goes
forward
and
when
there's
a
gap
or
there's
something
silent
oftentimes?

It
is
always
an
honor
to
be
at
the
table
in
front
of
you
tonight.
We
are
seeking
direction
to
support
legislation
that
would
provide
fair
and
reliable
funding
stream
if
annexations
occur.
So
as
city
manager,
stannert
just
noted
many
times,
there
are
things
that
arise
during
the
legislative
session.
In
this
case
the
concept
of
annexations
incentivizing
annexations
funding
stream
for
annexations.

None
of
those
concepts
are
currently
in
your
policy
statements
and
in
order
for
staff
to
take
any
action
on
that
legislation.
Therefore,
we
are
here
tonight
to
get
that
direction
from
you.
So
a
little
bit
of
background
as
city
manager
noted,
you
did
pass
your
legislative
agenda
and
policy
manual.
Last
November
staff
uses
those
two
key
documents
regularly
every
day
as
we're
looking
at
bills
that
come
forward
and
only
weighing
in
when
we
have
clear
policy
direction
through
those
two
documents
to
to
weigh
in
on
them.

It's
unusual
that
we
would
see
something
arise
that
comes
to
the
level
of
we'd
like
to
be
able
to
to
offer
an
opinion
on
something,
and
it's
not
in
those
documents,
as
I
noted
annexation
is
that
free
this
evening,
in
the
current
legislative
session,
there
is
a
bill
being
presented,
number
House,
Bill
1425.
It
has
been
proposed
that
would
provide
an
option
to
facilitate
Municipal
annexations
by
re-establishing
an
incentive
program
that
previously
existed
to
encourage
annexations
So,
currently
or
historically.

If
an
area
wants
to
Annex
into
a
city,
especially
if
that
area
is
primarily
residential
in
nature.
The
cost
to
provide
the
municipal
services
to
that
new
area
would
greatly
exceed
the
tax
revenue
that
would
come
in.
So
the
bill
before
the
state
legislature
would
allow
cities
to
bridge
that
bridge
that
financial
gap
providing
those
urbanized
Services
I
want
to
be
really
clear
that
the
bills
that
we're
talking
about
do
not
mandate
annexation.
They
do
not
ask
for
annexation.

They
are
purely
providing
a
financial
incentive
tool
that
would
hold
harmless
the
cities
if
the
city
and
the
areas
chose
to
Annex,
so
staff
is
recommending
an
adjustment
or
an
amendment
to
your
policy
to
allow
staff
to
weigh
in
in
a
positive
nature,
on
this
bill.
With
that
mayor,
I'm
going
to
send
this
back
to
you
and
again,
we
are
seeking
your
direction
to
enable
staff
to
be
able
to
do
that.

tool

cities

required

entities
would
still
have
to
vote
if
they
wanted
to
join
the
city.

would
still

action
to
take
on
the
annexation.
None

those
rules

process

meeting

city
council
did
hold
a
retreat

something
that
maybe
the
council
will
reflect

as

purpose

retreat
was
to
really
do
some
organizing
around
operating
guidelines,
as
well
as
to
work
on
drafting
a
vision
and
priorities
that
would
come
from
that.

to
note
that,
while
there
is
also
draft
minutes
on
your
agenda
in
the
consent
calendar
to
for
approval
tonight
that
really
hit
the
the
basics
of
what
happened.
Meeting
we'll
be
working
with

city
clerk's
office

also

city
council's
report
from
The
Retreat,
which
is
pretty
substantial
and
includes
really
all
the
pertinent
details
of
what
happened.

from
that

try

new

meetings

stations

they
needed
to
be
replaced.
They
really
did,
but
thank
you
and
the
citizens
for
the
levy
when,

we
passed
the
levy,
we
talked
about
a
couple
things
to
the
citizens
that
we
highlighted.

My
name
is
Lauren
Allen
and
I
live
in
the
Kingswood
Townhomes
complex
in
Bothell
I'm
speaking
in
favor
of
the
middle
housing
code
amendments.
This
evening
my
family
has
been
personally
affected
by
the
lack
of
housing
in
Bothell,
especially
middle
housing
and
I,
wish
to
add
my
remarks
to
those
who
have
already
contributed
to
the
multitude
of
reasons
to
support
these
amendments.
My
dad
and
his
siblings
grew
up
here
in
Bothell.

We
spent
several
months
commuting
from
Bremerton
to
Bothell
to
search
for
our
next
family
home
several
months
and
unfortunately,
we
found
homes
that
were
only
out
of
our
budget
or
we
were
easily
outbid.
We
did
not
find
our
home
in
Bothell
my
dad
purchased
a
home
in
Briar,
yet
we
continued
to
Center
Bothell
in
our
lives.
I
finished
high
school
at
Cascadia,
College
earned
my
degree
from
the
University
of
Washington
Bothell
and
I
had
my
first
job
at
the
Menchie's
on
Beardsley.

My
sister
purchased
her
first
home
in
Bothell
in
2019,
a
lovely
townhouse
with
access
to
Transit
trails
and
Parks.
Townhomes
and
multiplexes
are
excellent
entry-level
homes,
especially
for
young
people.
However,
when
she
was
searching
for
a
town
home
to

amendments
proposed
would
allow
flexibility
and
development
to
ensure
we

sufficient
housing
that

available
to
all
who
want
to
live
here.

region
will
continue
to
grow
and
it
is
most
responsible
to
take
Swift
and
data-driven
action
to
accommodate
that
growth.
The
middle
housing
code
amendments
proposed
by
the
Planning
Commission
are
extremely
reasonable
and
grounded
in
research
and
Community

you
to
support
these
amendments.

resident

in
Bothell
tonight.
I
want
to
express
my
concern
to
you
with
the
process
that
the
council
is
following
to
enact
the
missing
middle
housing
code
amendments.
As
you
know,
these
proposed
code
amendments
will
allow
duplexes,
triplexes
and
quad
plexes
to
be
built
Citywide
in
any
Bothell
neighborhood.

The
Citywide
zoning
change
has
the
potential
to
impact
Bothell
property
owners
and
voters
in
a
significant
number
of
ways.
Yet
what
is
troubling
me
is
that
the
council
is
pushing
to
proceed
with
the
city-wide
change
by
April
1st
within
the
next
two
months,
without
the
appropriate
due
diligence
and
what
I
feel
is
following
due
process,
and
let
me
explain
a
little
more
with
respect
to
due
diligence.
There
is
a
clear
lack
of
understanding
as
to
what
the
real
impacts
of
this
proposed
city-wide
code.

So
the
City,
by
its
own
words,
has
no
clear
understanding
of
how
this
zoning
change
will
impact,
Bothell,
property
taxes,
parking
and
traffic
in
Bothell,
neighborhoods
roadways
and
infrastructure,
the
character
of
our
neighborhoods
and
with
even
with
respect
to
environmental
issues,
increased
impervious
Services
storm
water,
runoff
tree
canopy.
There
have
been
no
studies,
there's
no
review
with
respect
to
another
issue,
due
diligence
and
due
process
with
respect
to
limited
Outreach
to
Bothell
residents.

I
know
each
of
you
on
the
diocese
understands
the
importance
of
communication
and
Outreach
I
know
that
you
were
elected
because
you
went
to
in-person
meetings.
You
had
social
media
posts,
you
knocked
on
doors,
you
sent
emails,
you
mailed
out
postcards
yet
on
this
most
important
and
impactful
city-wide
zoning
change.

Finally,
tonight
agenda's
packet
states
that
in
June
2023
and
next
year
in
2024,
the
city
will
conduct
research
to
better
understand
the
impact
of
these
proposed
code
amendments.
Why
is
the
council
rushing
to
vote
on
code
amendments
for
April
and
then
conduct
research
on
their
impact
to
Bothell
residents?

After
don't,
Bothell
residents
deserve
to
understand
the
impact
of
these
code,
amendments
on
their
property
taxes,
their
neighborhood
parking
and
traffic
and
the
roadways
before
the
code
amendments
are
put
in
place
in
closing
I
strongly
request

council
not
rush
to
adopt
these
highly
impactful
middle
missing
middle
housing
code
amendments
until
I'll.

Further
concerted
public
Outreach
efforts
are
made
and
the
impact
of
these
code
amendments
is
better
understood
and
documented.

goal
seemed
to
be

taxes

to

is

walks

walk

was
not

true
statement
that

sudden

they
showed
us
extensive
new
developments
on
wide
streets
with
parking
on
both

behind
the
homes

Bothell-
does
not
have
that
situation.

notice

on

walks,

deceptive?
Why
does
the
call

imply

wants

dream

responsibility

center

charm
of
downtown
Bothell

North
and

hardly
any

happened

runoff
and

development
like
their
view

transparency

we
can

not

step

connected

look

next
steps

college
I'm
disappointed
that
housing
policy
is
keeping
me
away
from
my
hometown
to
afford
the
median
Buffalo
apartment

need
to
make
at
least
eighty
nine

dollars,
which
is
not
happening
soon.

large
single
family
home
with
Lawns
or
spaces
from
a
lot
of
cars.

that's
the
only
thing

can

built
in
most
of
Bothell
single
family
zoning
is
like
requiring
wealth

part

community

be
able
to
take
transit
to
work
and
live
within
walking,
distance
of
groceries,
coffee,
Parks
trails
and
restaurants,
but
housing
is
so
expensive
in
downtown
Buffalo.

I
will
have
to
move
far
away
from

these
amenities
or
in
a
different
city
with
more
housing.

love

live
in

small
apartment
building
next
to
friends,
but
those
barely
even
exist.
The
missing
middle
housing
policy
is
the
Catalyst

that

not
alone

areas.
Housing
shortage

young
people
are
forced
to
move
away
or
or
can't
come
back
because
they
can't
afford
it.

did
a
poll
on
social
media
a
few
days
ago
and
of
the
303
students
and
young
adult
respondents.
57
said
they
want
to
move
back
to
their
Hometown
soon.

only
22
percent
expect
to
be
able
to
afford
the
rent
in
their
hometown,
and
it's
not
just
young
people,
there's
a
shortage
of
housing
for
all
income
levels
and
stages
of
life,
more
families
struggle
to
pay,
Rising
rents

fine
homes
they
can
afford
to
purchase
more
empty,
nesters
and
seniors
have
to
hold
on
to
their
houses
or
move
far
away
because
they
can't
downsize
in
town.
More
people
face
homelessness,
which
is
primarily
a
housing
supply
problem.

not

rushed.
Community
engagement
has
been
underway
for
over
a
year.
My
ability

enjoy
Buffalo
will
not
destroy
your
neighborhood.
Nobody
is
being

of
their

there

contacts
with
police
at
this
residence.
That's
once
every
two
months
for
over
23
years,
crimes
from
the
residents
of
this
property
include
assault
theft,
illegal
drugs
and
other
disturbances.

cannot
allow
this
to
continue
if
we
want
to
keep
our
communities
safe
in
the
letter.

sent
you
there
are
several
police
reports
included,
which
I
obtained
from
a
public
records
request.
One
of
the
reports
describes

residence

well-known
location

criminals,
that
police
frequently
check
here
for
suspects
and
find
them.

order

property
under
Washington
laws,
it
must
be
considered
a
blight
on

surrounding
neighborhood
and
meet
any
of
these
two
factors.
The
property
constitutes
a
threat
to
Public
Health
safety,
welfare

property

been
associated
with
illegal
drug
activity
in
the
past
12
months.
Well,
this
property
meets
all
of
these
factors.
The
police
reports
are
include
to
highlight
the
persistent
drug
activity
occurring
at
this
property,
as
well
as
other
crimes
which
make
it
a
threat
to
Public,
Safety
and
Welfare.

both

where

people
want
something

parents

somebody

knowing

need

live
with

They
see
this

amendments

a
means
for
them

allow
those
the
the
children
or
the
parents
to
live
on
site,
so
they
can
still
be
independent,
but
be
able
to
you
know,
have
the
help
they
need
in
in
those
later
years,

life
and
through
either
the
size
or
the
ownership
requirements
being
removed.

removes
risk
that
otherwise
was
previously
there.

personally
have
parents
who
are
in
their
60s
one
of
them
in
poor
health
from
really
horrible
accident
involving
fire
when
they
were

asked
hey.
Would
you
want

come
say,
live

my
backyard
in
an
edu,
but
I
told
them?
Okay,
so
we're
limited
to
800
square
feet,
and
do
you
think
that
would
be
enough
for
you
and
and
the
ownership
requirement
was
also
a
huge
risk
for
me.

the
end,
they
decided
no
because
it
just
it
just
wouldn't

wouldn't
be
enough,
so
the
new
size
of
1200
is
so
much
better.

can.

do
a
really
comfortable
two
bedroom
or
even
a
three

bath
with
that.
So
that's

Improvement

removal

ownership
requirements
removes
the
risk
of

plans,
change

means
of

have

Cottage
housing
and
Courtyard
style
housing

seats.

fill
the
middle
space
between
one
family
homes
and
multi-family
Apartments.
The
goal
is
to
expand
choices,
good
design
and
location
options
for
a
variety
of
housing,
types
and
households,
with
a
focus
on
achieving
compatibility
with
new
and
established
residential
and
mixed-use
neighborhoods
foreign.

implementation
has
been
going
on
since
then
and
has
included
actions
like
adopting
regulations
for
corner
lot,
duplexes
and
adus

and
affordable
housing,
overlay,
multi-family
tax
exemption
standards

2021

recently

senior
apartments
on

This
is
an
iterative
process
that
also
engages

Planning

the
city
council

large

28th

to
implementing
the

requests
usually
made
by
private
sector
landowners
for
updating

comprehensive

is
where
we
have
the
highest
concentration

middle
housing

we've
received
grants
from
the
state
and
there's
been
grants
over
the
last
two
bienniums
that
have
allowed
us
to
move
forward
with
middle
housing
work.

summer

grant
to
do
further
work
around
middle
housing
and
we
aimed
that
those
Grant
deliverable
deliverables
around
implementation.
Although
the
grant
remains
flexible
so
that
we
can
amend
the
work
we
do
based
on
where
we
are
with
our
code.

we've
asked
for
in
that
Grant
and
what
we're
funded
to
do
is
to
do
public
engagement.
This
includes
work
being
done
by
arch
with
community-based
organizations.
The
engagement
includes
Outreach
and
education
to
for

not-for-profit
developers,
renters

homeowners
and
the
general
Bothell
community,
and
so
depending
on
which
path
we
move
to

passed

grant
requirements
were
that

it's

at
middle
housing,
but

looking

racially
disparate

for
all
housing
policies
in
the
city

it
gives
us
the
opportunity

look

we
done
in
the

it
had
an
impact?

funded

this
proposed
comp
plan
amendments
to
align
the
comprehensive
plan
and
development
regulations.
So
a
lot
of
the
community
engagement
also
will
focus
on
what
should
the
comprehensive
plans
say
about
middle
housing
and

those
policies
be
written
and
then
finally,
we've
included
a
middle
Mark
middle
housing
market
analysis,
so,
looking
at
what
the
potential
impacts
could
be
if
middle
housing
was
developed
in
Bothell
and
not
just
looking
at
infrastructure
impacts,
but
really
looking
at?
Where
do
we?
Where
could
we
anticipate
some
of
this
housing
going
in?

with
this
list
shows,

some
of
those
approaches
that
the
city
has
put
in
place.
We
maybe
haven't
seen
actual
implementation
or
use
of
them
yet,
but
it
does
sometimes
take
time
for
some
of
the
regulations
put

place

deliver

so
we've
also
been
looking
at
ways
that
we
can
track
outcomes
from
some
of
these
legislative
things
that
the
council
has
passed
during
the
last
meeting
too.
There's
questions
about
the
growth
allocations.

horizon
year
is
2044,
so
that's
where
we
are
planning
for
and,
as
you
can
see,
we
have
a
small
surplus
of
housing
units
in
King
County,
but
we
have
a
deficit
in
Snohomish,
County
and
so
through
our
next
comprehensive
planning
effort,
we
will
have
to
show
how
we
can
meet
that
capacity
need
in
Snohomish
County
and
then,
because,
with
every
comprehensive
Plan
update,
we
do
have
more
growth
allocations.
It's
always
worthwhile
to
think
about.

add
to
that,
there's
a
new,
slightly
complicated
process
that
we're
going
through
about
affordability
targets,
so
House,
Bill
1220,
in
addition
to
the
racially
disparate
impacts
report
required
for
our
comprehensive
plan,
is
also
requiring
that
we
meet
growth.
Targets
allocated
by
affordability
need
King
and
Snohomish.
County
are
both
going
through
the
process
of.
How
are
we
going
to
allocate
these
targets
to
each
community?

are
also
also
questions
about
consideration
of
natural
features,
and
so
there's
some
conversation
about
riparian
areas
and
trees.
One
of
the
things
that
we
want
to
stress
is
that
new
middle
housing
will
not
allow
more
surface
coverage
than
a
single
family
home,
and
that's
not
just
in
the
shoreline
jurisdiction.
That's
in
all
areas,
so
the
goal
of
this
is
they
aren't
getting
additional
height
or
setback
allowances.
The
bulk
standards
are
the
same.

theory,
these
are
supposed
to
look
like
new
single-family
homes
or
even
fit
into
existing
single-family
homes
that
have
been
divided
and
so
there's
no
special
allowances
in
the
shoreline
jurisdiction
or
elsewhere
in
the
city.
Additionally,
we've
included
some
flexibility
to
preserve
existing
trees
or
to
create
new
natural
features
like
rain
Gardens,
so
trying
to
be
cognizant
that
there
may
be
some
things
that
we
want
to
make
sure
that
we
don't
remove
in
in
new
development,
but
also
making
sure
that
we're
allowing
opportunity
for
other
features
that
may
be
beneficial
to
the
overall
development.

also
some
requirements
to
add
an
affordability
requirement
for
new
plots
in
The
Proposal.
That's
before
you
all
for
utilities,
from
what
we've
had
in
the
conversations
we've
had,
we
do
feel
that
they're

found

level
there's
existing
capacity.
So
overall
the
capacity
is
there
for
Middle
housing.

also
wanted
to
stress
that
at
the
project,
level
needs
will
be

to
be
analyzed
just
like
any
project
would

whether
it's
a
single
family,
home
or
apartment
part
of
the
review
process
really
is
making
sure
that
they
have
adequate
utilities

they
have
adequate.
Frontage
improvements
that
they're
meeting
our
codes
and
so
part
of
the
individual
project
level
would
include
making
sure
that
that
capacity
exists
for
that
proposal
and
then,
if
it
doesn't
working
with
the
developer,
to
figure
out
how
they
can
provide
that
capacity
to
to
take
care
of
their
development.

so
that
was
one
thing.
That's
come
up
with
utilities,
of
course,
as
we
continue
to
do
analysis
and
move
forward,
we'll
continue
to
make
sure
that
we
feel
comfortable
with
that
and
that
we
are
able
to
make

that,

things
get
built
there
is,
there
are
sidewalks.
There's
sewer,
hookups,
there's
adequate
infrastructure
to
serve
all
of
these
new
units.

tricky

complicated
understanding
exactly

changes

impact

community,

that's
some
work,
they've
done
in
some
other
communities
and
we're
hoping
to
get
more
information

them

to
the
urban
three

things

3
did
present
is
that,
at
a

acre
basis,
properties
developed
with
middle
housing

assessed

for
rent
in
all
these
houses
and
so

allowing

we
change
our
zoning,
we're
allowing
all
these
different
uses

going

open

door

folks
developers,
investors
come
in
and
buy
homes
and
use
those
homes
to
rent
rooms
and
in
some
cases
you
know
in
this
particular
case
is
neighborhood
he's
lived
there
in
his
entire
life.
He
grew
up
there.

get
his
home
from
his
his
mother,
but
the
community
has
changed
and
now
there's
there's
different
individuals
that
need
affordable
rent,

an
amazing
thing.

need
to
have
that,

community
now
is
made
up

individuals

taking
rooms
right,
they're,
not
homeowners,
they're,
just
renters
and
there's
in
his
words
they're
speeding
through
the
neighborhoods,
and
these
are
younger
kids
and
we
want
to
support
them.

do
but
now
we're
starting
to
talk
about
the
effects
of
having
more
cars
on
our
roads.

they're

going
to
be
cars,
because

folks
are

to
need
to
commute,

concerns
around
safety
and

having
you

single-family
neighborhood

new
homes
on
it
and
those
maybe
renters,
which
are
awesome.

want
places
for
people
to
rent,

maybe
more
affordable
or
obtainable
housing
types.

is

of

sells
and
has
a
higher
developable
developable
land
use,
and
they
do
utilize
that
your
property
is
then
going
to
be
valued
at

rate

on

sale

that
property

of

so
you
will
pay
more
in
general
property
taxes.
The
mayor
mentioned
last
week
that
our
our
levees
do
go
down,
as
we
do
add
more
housing

connected

sewer

generally
won't
be
affected
if

sewer

to

front

septic

nearby
sells

will
be

that

heard

times
