July
parade

underway

parade

into
the

about
that.

summer
nights
and
bothells
coming
back
July
14th

August

they

six

activation

downtown
Bothell
Summer
performing
arts
is
a
new
program
that
we're
excited
to
share
later
on.
In

to
that,
the
Summer
Trail
restoration
project
is
in
a
new
program
as
well,
so
we'll
kind
of
move
right
into
Fourth
of
July
and
give
a
preview
of
thanks
to
everybody
that
is
supporting
this
initiative
and
effort.

know
it
takes
a
tribe.

almost
every
single
Department
Public
Works
fire
PD,
you

it
we're
there
to
support
this.

just
like
to
say
that
the
Fourth
of
July
is
well
underway.
Marketing
is
going
underway.

think
the
communications

effort
and
just
that,
of
course,
it
is

fourth

there

elements

we'll
share
in
the

gonna

bit

So

core
elements
that
we
have
is
a
pancake
breakfast
that
is
supported
by
the
fire
department.

had

that
kind
of
around
the
same
time
is
the
North
Shore
veterans
car
show
will
be
hosting

the
grand

will
also
have
the
element
of
the
Children's
Parade
and
the
grand
parade
one
of
the
key
things
that
we're
adding
to
this
year

Children's
Parade

Grand.
Prix
is
just
additional
directional
signage
to
help
people
get

those
areas.
Other
surrounding
activities
that
we
would
like
to
highlight
is
the
pop
shops
will
be
hosting
a
little
market
by
themselves
in
that
Corridor
and
then,
if
there
are
any
additional
activities,
we'll
update
the
website.
So
that
is
a
high
level
of
the
Fourth
of
July.

Now,
for
the
fun
part
that
I
know
you're
so
excited
to
hear
about
is
the
summer
nights
and
Bothell
event
Series,
so
we
are
doing
a
six-week
event
series.
As
the
former
year
we
had
last
year,
as
we
know,
we
had
roughly
three
months
to
turn
around
an
amazing
event
and
I
think
everybody
in
this
room
for
giving
that
creative
influence
of
how
we
could
execute
a
summer
series
for
Bothell.
So
I
really
wanted
to
highlight
I
know
in
September
of
2022.
H

Still
we
are
having
City
Hall
Plaza
for
cultural
Night,
Main
Street
will
be
art
night
and
then
adding
music
night
down
at
Parkway
Landing
to
activate
that
Corridor
as
well,
and
then
the
other
elements
that
we
wanted
to
briefly
discuss
was
Staffing
and
volunteering,
as
you
might
have
seen
specifically
at
City
Hall
Plaza.
The
road
closures
is
a
big
lift,
but
we
have
readjusted
and
evaluated
how
to
bestly
and
more
effectively
add
the
support
for
volunteers
and
additional
staff.
So
that
was
a
key
area
and
then
enhancing
the
core
element.

So
last
year
we
were
able
to
execute
the
six
weeks
at
a
a
good
level
and
this
year
I
wanted
to
enhance
that
and
build
upon
it.
So
we're
maintaining
those
six,
the
the
core
element
of
the
six
weeks
with
music,
art
and
culture,
but
some
of
those
fun
activities
or
those
memorable
experience
was
the
bistro
lights
and
the
Bothell
sign
excited
to
say:
The
Bistro
lights
are
coming
back.
We
have
extended
that
contract
just
so.

You
all
know
that
the
feature
lights
will
be
put
on
after
Fourth
of
July
and
up
until
after
our
Halloween
event.
So
that
will
add
some
creativity
on
that
space
and
then
the
Bothell
sign.
Last
year
we
had
a
beautiful
Marquee
letter
sign
on
the
fountain
out
the
City
Hall
Plaza
I'm
excited
to
share
that
we
actually
purchased
a
giant
letter
sign.
It
is
not
Marquee.
We
wanted
to
make
sure
it
lasted
a
little
bit
longer,
but
it
does
have
up
lighting
from
the
bottom.
So
that
will
be
a
four
foot
tall
and
I.

What
we
noticed
last
year
is
that,
in
order
to
make
this
effective
and
and
the
Outreach
that
we
wanted,
we
worked
the
art,
commission,
the
chamber,
local
stakeholders,
businesses,
organizations
and
we're
still
obtaining
that,
and
then
we
have
new
connections
which
I'm
excited
to
share
about
in
the
later
slides.
So
those
were
some
of
the
high
levels:
music
night

Bothell
Landing
save
the
dates.
I
always
encourage
everybody

Core
theme
here

shows
that
we
will
be
utilizing
the
amphitheater.

next
night
is
the
series

Art
night
that
will
still
be
on
Main
Street

we're
expanding
down
101st
Ave.
We
are
expanding,
a
more
art,
craft
and
maker
vendors,
so
we're
around
right
now
15,
but
we're
hoping
to
get
20..
Last
year
we
had
nine
to
ten,
so
that's
always
great
to
provide
the
equity
within
the
art
realm.
There
will
be
outdoor
dining
we're
working
with
the
local
businesses
on
Main
Street.

In
addition
to
that,
we're
adding
more
food
trucks,
adding
more
interactive
activities
and
the
performers
I'm
excited
that
we
have
an
amazing
lineup.
The
lineup
is
listed
on
our
website.
One
of
them
is
a
local
solo
artist
that
acoustic
artist
that
was
just
featured
in
The
Voice
last
season,
so
that
was
kind
of
a
fun
pat
on
the
back
that
we
got
him
so
I
definitely
recommend
checking
out
those
performers.
We
are
locked
in
and
booked
with
all
that
and
then.
Lastly,
the
other
element.

That
was
just
a
beautiful
experience
to
see
take
place
at
the
City
Hall
Plaza
was
a
cultural
night.
We
want
to
expand
up
beyond
what
we
were
able
to
do
last
year,
keeping
true
to
the
core
elements,
and
what
this
year
we're
excited
to
announce
that
we're
working
with
Northwest
Folklife.
They
have
a
robust
platform
of
programming
throughout
the
region.

They
were
thrilled
that
Bothell
reached
out
to
have
them
come
to
this
side.
They
have
a
150
programmers
that
can
help
with
any
elements
and
themes.
I
will
not
disclose
all
the
fun
things
that
we
have
in
place
because
I'm
still
working
through
all
of
those
elements,
but
we
can
say
that
there
will
be
three
to
four
large
performances
on
the
main
stage,
which
is
a
City
Hall
Plaza.
We
will
have
the
art
and
craft
vendors,
food
trucks
and
Northwest
Folklife,
of
course,
we'll
draw
and
some
creative
experiences
as
well.

So
that
is
a
recap
of
Summer,
Nights
and
I'm
excited
to
also
share.
In
addition
to
that,
one
of
the
notices
that
we
had
from
our
community
was
there
used
to
be
youth
programs
or
youth
concerts
at
parkabatha
Landing.
We
wanted
to
add
into
that,
but
also
switch
it
up
a
little
bit
and
put
a
highlight
on
Performing
Arts
perform
Performing
Arts
is
Broad
and
we
can
go
from
music
to
dance
to
anything,
and
so
what
so
far,
we've
been
able
to
book
a
The
Outdoor
Theater
program.

Their
show
is
on
the
road
and
they're
coming
here
to
Bothell
their
first
time
ever
coming
up
into
this
region
as
well,
so
the
first
one
will
be
July
16th
and
to
note
that
Summer
performing
arts,
the
intent,
is
to
do
weekday,
ideally
on
Wednesdays,
to
separate
from
those
Fridays
this
summer
summer
nights
so
stay
tuned
for
additional.
And,
lastly,
we're
excited
to
note
that
we
are
now
partnering
with
Washington
Trails
Association
to
do
some
trail
restoration
out
in
Blythe
Park.

able
to
start
that
initiative
back
in
spring
on
Earth
Day,
one
of
the
core
areas
in
Blythe
Park.
If
you
know
the
trail
system
by
the
disc
golfs,
they
really
need
some
love
and
attention,
and
we
have
an
amazing
group
of
volunteers
that
have
been
supporting
that
effort.
Washington
Trails
Association
just
brings
out
a
different
sort
of
community
gathering
with
the
the
work
parties.

with
the
trail
restoration
from
August
22nd
to
the
24th.

will
be
work
parties
from

to
15
people.
They
come
out.

ryzen
to

council

to
the
community
tonight
as

thankful
that
we

somebody
with
Chief
Horizon's
experience
of
over
38
years
in

fire
service

During
that
time
of
transition
is
leadership
and
his
style
and
his
just
wisdom
has
been
appreciated

him

highlight
in
case

news
alerts
failed
that,
as
we
mentioned
two
meetings
ago,
the
state
did
call
a
special
session
to
address
legislative
fix
for
an
expiring
drug
possession
law
that
was
potentially
going
to
leave
with
a
localized
Patchwork
quilt
of
rules
throughout
the
state.
So,
as
you
may
very
well
know,
a
special
session
was
called
by
the
governor,
convened
today
in
both
the
Senate
and
the
house.

Then
voted
on
a
bill
and
moved
it
forward,
so
it'll
be
going
to
the
governor
and
all
indications
or
that
he
will
be
signing
it.
So
we
were
on
alert
to
make
sure
that
we
had
something
to
bring
to
Council
in
June,
if
needed,
to
make
sure
that
Bothell
had
some
options
for
council's
consideration,
but
it
looks
like
we
have
a
state
law,
I'll
just
say
as
a
reminder
too.
This
really
did
just
happen
a
couple
hours
ago
so
and
the
bill
was
released
last
night,
so
analysis
wise.

the
high
level

really
dive

it
and
making
sure
we

the
pieces
ready

implementation

the

executive
director

Oaks,
enhanced
shelter

the

Authority.

the
process
worked
and
is

effect.

is
an
upcoming
service
project
that
will
get

resigned

Woodinville
announced
that
they
did
a
groundbreaking
ceremony
for
an
affordable
housing
project
and
Bothell
announced
the
open
position
for
Human
Service
coordinators,
which
I
think
has
since
closed

on
homelessness.

Improvement
projects
and
explain
why
capital
is
seeking
Council

project
engineer

provide
support
during
the

portion

this
presentation.

The
project
proposes
to
improve
The
Pedestrian
facilities
along
102nd
Avenue.
The
existing
conditions
will
be
revitalized
to
meet
standards.
Some
example,
improvements
are
shown
on
the
right.
These
improvements
include
the
relocation
or
removal
of
pedestrian
hazards,
the
installation
of
ADA
Compliant
ramps
at
the
183rd
102nd
intersection,
the
installation
of
wider
sidewalks,
Ada
and
Bothell
standard
compliant
driveways
at
alleys,
as
well
as
the
installation
of
standard
Street
lighting.

From
when
this
project
was
originally
scoped
in
2020,
design
and
construction
costs
have
increased
in
part
due
to
inflation.
42
percent
of
the
costs
will
be
covered
by
Sound
Transit.
Under
an
established
interlocal
agreement,
16
of
costs
will
be
covered
by
the
city.
The
remaining
42
of
costs
have
the
opportunity
to
be
covered
by
federal
grants.

However,
one
of
the
requirements
of
federally
funded
projects
is
the
right-of-way
within
the
project.
Area
must
be
clear
of
all
encroachments.
An
encroachment
is
any

street

is

enough
room
to
push
it
back
because

existing

and
we'll

to
achieve

kind

balance.

propose
just
to
keep
the
rock

Rockery
there
for
our
sidewalk

protect
the

something
other
than
the
usual
suspects
tonight.
So

sub-area
plan
recognizes
that
essential
public
facilities
may
not
always
be
capable
of
meeting
minimum
development
levels
like
minimum
floor
area
ratios
or
minimum
residential
densities
because
of
their
unique
operations.
So
in
order
to
meet
the
psrc
regional
growth,
Center
obligations,
the
Canyon
Park
sub-area
plan
envisions
the
development
of
a
TDR
program.

Bothell's
adopted
comprehensive
plan
and
the
Canyon
Park
sub-area
plan
acknowledge
TDR
as
a
voluntary,
market-based
and
flexible
option
to
meet
housing
and
employment
Targets
in
Canyon
Park
to
accommodate
an
essential
public
facility
like
sound
transit's,
bus-based
North.
So
with
that
I'll
hand
over
to
Ashley
and
the
team
and
they'll
walk
you
through
a
presentation
and
we're
all
here
to
answer
any
questions
you
might
have.

of
the
challenges,
though,
in
Canyon
Park,
with
achieving
Target
activity
unit
units,
is
the
development
of
the
Sound
Transit
bus
base
north.
So
we
recognize
that
this
project
that
bus
space
North
is
really
important
to
delivering
bus
rapid
transit
to
our
community,
but
also
the
buses
have
to
go
somewhere
and
be
maintained
somewhere,
and
so
the
the
site
that's
been
selected
by
some
Transit
is
in
Canyon
Park.

We
want
Rapid
Transit,
but
we
also
want
to
make
sure
that
we
can
develop
to
our
full
capacity
in
Canyon
Park.
So
what
the
sub-area
plan
laid
out
is
this
transfer
of
development
rights
program,
and
so
this
is
an
implementation
of
that
sub-area
plan,
specifically
land
use
policies,
lutdr
one
two
and
three
so
tonight.
First
we're
going
to
start
off
just
with
an
overview
of
bus
base.
North
I
know
you're
really
familiar
with
it,
but
just
wanted
to
talk
about
it
again
in
context
of
transfer
development
rights.

wonderful

working
tirelessly
over
the
past
many
months
with
some
of
the
city
staff
members
on
this
effort.
So
I
appreciate

As
Ashley
mentioned,
I've
got
two
slides.
It's
just
going
to
be
a
brief
context.

orientation
of
the
bus
based
North
project.
You

see

upper
right
hand,
corner

site
plan.
We
are
in
the
Canyon
Park
business
center
off
of
20th
Avenue
Southeast
close
to
State
Route
527.,
the
the
site
is
there
highlighted
in
blue.
Once
the
site
is
complete,
we
will
have
a
service
for
up
to
120
buses.

Those
buses
will
be
a
combination
of
double
deckers
and
extended
buses,
and
we,
in
addition
to
the
the
capacity
for
the
buses,
the
facilities
we
will
have
on
site,
will
include
a
maintenance
facility.
So
we
can
perform
maintenance
on
the
buses.
We
will
have
electric
charging
infrastructure,
that's
installed
to
charge
the
electric
buses.
We
will
have
facilities
for
the
employees
that
include
an
admin
and
operations
building,
including
parking
up
above
where
the
buses
will
be
one
additional
feature.

It's
very
simple:
it's
essentially
allowing
us
to
take
the
unused
development
capacity
from
ascending
area,
so
essentially
a
site
that
isn't
going
to
meet
the
minimum
standards.
Those
can
be
purchased
and
used
in
a
receiving
area,
so
the
areas
in
blue
are
actually
our
receiving
sites
which
we'll
get
into
how
we
selected
those
later.
But
essentially
these
are
the
areas
in
which
these
development
rights
can
be
used.

The
hatched
area
is
the
only
sending
site
we've
identified
right
now,
so
that's
the
only
site
that
we've
really
done
the
environmental
review
and
background
for
so,
if
just
to
preface,
if
we
ever
decided
to
expand
the
transfer
development
rights
program,
we'd
be
coming
back
to
you
all
with
more
review
and
things
like
that.
But
for
right
now
this
is
the
kind
of
starter
proposal
so
sending
sites
again
the
bus
based
North
site
is
our
our
only
sending
site
at
this
point
in
time.

There
are
certain
lots
that
are
eligible
to
transfer
development
rights
to
a
receiving
site,
and
this
is
straight
from
the
code.
So
that's
why
it
says
pursuant
to
this
chapter,
but
but
that's
essentially
how
we've
defined
sending
sites
and
then
receiving
sites
are
certain
lots
that
are
benefited
by
a
transfer
development
rights
from
ascending
site,
as
evidenced
by
a
certificate
of
TDR
receipt.
So
essentially
it's
a
certificate
of
TDR
receipt,
which
the
code
goes
into
a
lot
more
detail
of.
This
is
Staff.

So
we
did
an
environmental
impact
statement
for
that
and
looked
at
all
the
transportation
impacts
of
the
proposed
Canyon
Park
sub-area,
and
so
what
we
needed
to
do
is
additional
environmental
to
review,
because
essentially,
when
we
reviewed
this,
we
looked
at
how
much
development
capacity
would
be
in
each
super
block
and
so
we'd
be
moving.
Some
of
that,
and
so
we
wanted
to
make
sure
that
we're
having
as
minimal
impact
as
possible
on
our
transportation
systems
and
other
things
that
have
been
looked
at
through
our
Canyon
Park
sub-area
plan.

So
we
had
four
different
development
scenario:
Transportation
scenarios
that
we
looked
at
and
had
our
transportation
consultant
team,
fair
and
peers.
Look
at
so
we
looked
at
moving
250
multi-family
units
to
Super
blocks,
one
through
four
to
that
was
scenario
one
and
then
I'm
going
to
preface.
We
didn't
think
about
scenario
one
and
then
calling
them
super
blocks,
one
through
four.
S
So
if
we
could
change
anything,
we
wouldn't
use
numbers
twice,
we'd
call
these
scenarios,
but
that's
what's
I'll,
try
to
make
sure
that
I'm
pulling
back
each
time
and
reminding
you
also
the
the
big
white
numbers
are
the
scenarios
the
little
black
numbers
are.
The
super
blocks
lesson
learned
so
scenario:
two
is
moving
250
multi-family
units
to
superblock
six
scenario:
three
is
moving
them
to
Super
blocks
13
through
16,
so
that's
just
south
of
405
and
then
scenario.

Four
was
looking
at
moving
office
space
to
Super
block
five,
so
we
ran
that
through
our
transportation
model
and
essentially
what
we
found
is
that
scenarios
one
through
three
have
nominal
impacts,
so
those
could
be
receiving
sites
without
needing
significant
changes
to
our
previous
environmental
impact
statement.
Whereas
scenario
four
had
significant
impacts
to
transportation,
and
so
we
determined
that
that
would
not
be
an
appropriate
receiving
site
at
this
point
in
time.

So
how
does
this
work
so
I'm
going
to
run
you
through
a
really
basic
example
of
how
a
transfer
development
rights
could
work
on
a
a
fake
site?
So
essentially,
let's
say
this
is
the
sending
site
it's
ten
thousand
square
feet
and
it
requires
a
minimum
floor
area
ratio
of
two.
So
essentially
the
building
can
be
twice
as
big
as
the
lot
that
it's
built
on,
so
the
building's
minimum
size
would
be
20
000
square
feet.

They
could
transfer
the
remaining
10
000
square
feet
of
development
capacity
to
meet
the
minimum
requirements,
so
they
would
essentially
I
think
the
hardest
part
of
this
to
understand
is
essentially
these
development
rights
exist
in
paper,
they're,
not
really
a
tangible
thing
until
something's
built,
so
at
this
point
in
time,
we'd
be
severing
those
rights
from
this
site
to
be
used
on
an
unknown
site
in
the
future.
So
let's
say
in
a
few
years
someone
came
to
us
and
they
wanted
to
build
something
slightly
larger
than
permitted.

The
maximum
base
far
would
be
three,
so
they
could
have
a
fifteen
thousand
square
foot
or
less
building
as
of
right.
If
they
wanted
to
build
a
23
000
square
foot
building,
they
could
purchase
the
remaining.
That
should
be
eight
thousand,
not
800,
with
a
comma,
a
square
feet
of
development
capacity
to
meet
the
minimum
requirements.

So,
essentially,
how
would
this
work?
The
sending
site
would
apply
for
and
receive
a
certificate
of
transfer
development
rights,
availability
from
the
city.
They
would
use
a
transfer
development
rights
Covenant
registered
to
the
parcel
to
sever
the
development
rights
on
the
site.
We
would
update
the
city's
registry
so
essentially
the
registry
is
how
we'd
be
tracking,
who
owns
these
rights.
Where
are
they
Etc?
The
receiving
site
would
purchase
a
certificate
of
transfer
development
rights,
receipt
from
the
transfer
development
rights
holder,
so
essentially
from
the
sending
sites
holder.

Although
there
is
the
potential
that
the
rights
could
be
sold
to
someone
who
then
doesn't
end
up
using
them,
so
we're
just
going
to
say
TDR
holder,
they
would
provide
a
statement
about
the
transfer
development
rights
being
purchased
to
be
used
with
the
permit
applications
for
approval,
and
then
we'd
update
our
registry
documenting
the
ownership
history
of
the
certificate.
So
once
they're
used,
we'd
update
the
registry
that
those
rights
no
longer
exist
for
free
use
in
the
market.

So
what
happens
after
this?
So,
let's
say
city
council
votes
to
approve
this
program.
One
thing
that
the
code
does
require-
or
it
essentially
is
an
option-
is
an
interlocal
agreement
for
governmental
agency
to
instead
of
doing
the
certificate
of
of
TDR
availability.
We
can
also
do
an
entered
local
agreement
and
essentially
why
we
would
like
to
do
an
interlocal
agreement
with
Sound
Transit
is
to
make
sure
that
we
memorialize
the
severance
of
Rights,
an
agreement
between
the
agencies
on
tracking
marketing
and
eventual
transfer
sale.

The
passage
of
a
transfer
development
rights
program
would
also
allow
sound
transit
to
make
application
for
land
use
entitlement.
So
essentially,
they
need
to
apply
for
a
conditional
use
permit
for
a
Central
Public
facility,
but
because
they
aren't
meeting
minimum
code
standards
right
now.
Essentially
they
can't
make
application
until
this
exists
so
that
we
could
move
forward
with
that.
So
we've
been
working
with
them
on
that
permitting
and
timelines
to
make
sure
that
they're
able
to
deliver
the
product
on
time.

It
needs
some
moderation
every
now
and
then
I
hear
someone
say
something
really
disparaging
about
nimbies
and
I
think
yeah,
but
wait
until
it's
your
backyard
and
then
and
then
it's
going
to
matter
so
looking
at
the
map,
I
guess
that
was
one
of
the
the
map.
The
first
map
that
you
put
up
in
the
northeast
corner
on
the
receiving
sites,
any
of
those
single-family
homes
despair.
You

are
the
neighbors

it
a
very
different
use?

usage
that's
happening
on
a
TDR,
because
someone
might
think
that
a
certain

building

coming

height
and
that's
in
theory
with
a
TDR.
In
theory
it
doubles
in
height
and
now
now,
what
do
you
have
next
to
you
so
but
I
I'm,
I'm

was
trying
to
think
of.

sites

north

is
one
location:
that's
like
a

self-storage
facility,
that's
less
likely
to
be
redeveloped,

Fred
Meyer

strip
retail
large
parking
lots.
Those
are
areas
that
I
mean
you
already
have
the
swick
line
going
down
the
Bothell
Everett
Highway,
and
it's
likely
that
those
are
areas
that
would
potentially
redevelop,
but
the
other
areas
to
the
south

mean
all
of
this
is
zoned
for
multi-family
development.

my

neighborhoods,

similar
development,

attitude

well
knock
yourself

It's

not
it's
going

watching
for
environmental
concerns,
Transportation
impacts.
Those
are
all.
Those
are
all
the
boxes
that
need
to
be
checked.
So
I
really
appreciate
your
work.
There
and
I
have
one
one
super
blocks.
What
a
cool
name
I,
don't
know
who
thought
of
that,
but
that
was
a
cool
name
to
describe
what's
happening.

and

I

add
too,
that
I've
been
working
with
the
Department
of
Commerce
on
their
nft
program
advice
on
MIT
to
communities,
so
I
can
speak
to
that
as
well,
when
we
were
doing
the
market
analysis
for
this
area.
Looking
at
mftes
and
other
incentives
were
specifically
included
in
the
analysis,
so
looking
at
how
they
would
improve
the
feasibility
of
development
in
these
areas
is
already
incorporated
into
our
model.
What
we've
also
included-
and
it's
incorporated
into
the
into
the
code,
is
an
additional
parking
incentive.

So
if
you're
adding
units
with
credits,
you
don't
need
your.
Your
parking
requirements
are
reduced
for
those
additional
units
that
are
being
provided
and
when
we're
looking
at
development
incentives,
they
can
be
pretty
complicated,
but
typically
parking
is
the
limiting
factor
in
a
lot
of
in
a
lot
of
cases.
So
that
was
one
of
the
elements
that
we
had
identified
as
being
pretty
critical
for
this
to
be
adopted
sooner
rather
than
later.
But
this
isn't
really
going
to
impact
the
use
and
Adoption
of
mfte.

it
it's
not
likely
that
development
would
go
up
in
height.
The
height
limits
are
such
where
you're,
where
you
would
essentially
need
to
switch
from
a
wood
frame,
construction
to
concrete
and
that's
typically,
a
threshold

terms

cost

at
least
in
kind
of
North,
America
long
story
about
that.
But
the
when
we're
talking
about
kind
of
the
density
incentives
it's
more
of
looking
at
far
and
when
we're
talking
about
far
it's
it's
just
site
utilization
and
how
how
large
of
a
building
you
can
build
on
a
site.
So.

that's
why
parking
tends
to
be
a
limiting
factor.

when
you
need

start
putting
parking
inside

a

cost

development

the
recommendations

we

we

are
super
short
and

TDR
program
that
helps

supportive
of
this

the

dollars

parcel

Redevelopment

properties

is
a
fairly
large
lift

bottom

long-range
financial

Apple
was
passed

Back
in
March
of
2021
Bothell
received
a
13.2
million
dollar
and
the
city
council
allocated
9.5
million
dollars
already.

living

3.67
million
dollars
to
be
allocated.
So
one
important
note
is:
we
must
encumber
the
money
by
2024
and
spent
by
2026.
So
it
is
with
our
full
intention
that
we
don't
want
to
turn
any
money
back
to
the
federal
government.

we
will
spend
the
money
invested
here
in
the
city
of
Bothell.
So
tonight
we
are
recommending
again
to
you
with
a
different
priority,
Focus
area,
but
we
are
Guided
by
the
final
rules
set
by
Congress,
so
the
next
slide

again
reminding
ourselves.

studies

do

to
just

them
and
place
them
on

shelf,

implement

forward
and

I'll

presenting
agenda.
Bill
2377,
which
discusses
the
35th
Avenue
Southeast
drainage,
Improvement
project
and
the
possibility
of
funding
the
construction
of
the
project
with
the
1.9
million
dollar.
Public
works
trust
fund
loan.

This
flow
of
water
eventually
found
its
way
down
along
35th
Avenue
and
into
the
business
park
and
240th
Street,
resulting
in
minor
damage
and
street
closures.
Realizing
this
issue
can
become
significant
over
time.
The
city
performed
preliminary
drainage
studies
and
environmental
reviews
of
the
existing
condition,
found
reviews
of
the
existing
condition
and
found
that
the
drainage
improvements
would
be
required
to
avoid
future
damage
from
flooding,
events
and
a
need
to
address
impacts
to
fish
habitat
follow-up
discussions
with
fish
and
wildlife
also
confirmed
that
a
fist
possible
covert
is
necessary.

In
2019,
the
design
of
the
project
began,
considering
a
variety
of
Alternatives
how
to
improve
the
site
and
address
the
flooding
problems.
The
picture
before
he
used
the
preferred
alignment
of
the
Culvert,
which
is
just
North
of
the
existing
crossing.
The
Culvert
will
be
designed
to
width
the
15
feet
and
accommodate
future
roadway
cross-section
with
sidewalks
and
ND
separated
bike.

Improvements
were
also
considered
in
the
drainage
system
on
240
street,
but
fish
and
wildlife
Express
concerns
about
fish
barrier
removal
which
were
beyond
the
scope
of
this
project.
These
concerns
may
be
addressed
in
the
cfp
project
to
rebuild
the
35th
to
40th
intersection
or
in
discussions
with
the
bevel
development
project.

Originally,
the
construction
cost
was
estimated
to
be
4.2
million
in
2021.
This
estimate
was
updated
as
part
of
the
2023
cfp
process,
with
an
estimated
cost
of
3.5
million.
A
two
million
dollar
Federal
grant
was
forecasted
to
pay
for
the
work.
However,
project
timelines
and
permitting
requirements
did
not
make
the
project
suitable
for
federal
funding.

Some
federal
funding
limitations
include
not
being
guaranteed
because
we
have
to
compete
for
it.
Lower
amounts
available,
lower
amounts
of
available
funding
than
needed
due
to
competition,
and
the
permitting
process
would
result
in
higher
design,
higher
design
and
construction
costs
due
to
additional
effort
and
delays
in
timing.

If
Council
chooses
not
to
accept
the
loan,
then
staff
will
look
for
other
funding
opportunities,
such
as
available
local
funds,
state
grants
or
legislative
allocations.
However,
the
alternative
funding
opportunities
are
projected
to
have
same
limitations
as
Federal
funding
due
to
timing
and
uncertainty
of
funding
availability.
Otherwise,
staff
will
proceed
with
presenting
the
loan
agreement
at
a
feature.

things

because

that's
not
the
issue.

question

how
do
we
know

other
projects

face

similar
situation

back

loan

at
that
particular
type
of
funding

say
right
now

always

two

for
as
many
federal
grants

proactive

just

opportunity
in
hand
that
we
have
I
think
maybe
Boyd
might

able
to
speak
to
it,
but
it's
it's
just
one
of
those
circumstances
that
it
could
fit
the
bill
pretty

the

were
loans
out
there,

there
are
much
smaller
amounts,

least

fish

we

expected,

at
that
point
it
was

sediment

and

changing

this

foot
wide
box
covered
in
it-

sounds
very
large,
but
that's
based
on
Fish
and
Wildlife
guidance
of
the
rest
once
it's
in
the
water
should
get

North
Creek
the
way
it's
supposed
to.
So
we
don't
anticipate
and.

care

most
of
the
issues

the
second
project
portion

highlight

gun
violence,
awareness

think
it's
incredibly
important

talk

problem
could
be
solved
if,

owners
would
just
be
responsible
and
secure
your
Firearms,
it's
incredible
how
many
people
don't
secure
their
firearms
in
their
home
this
state,
fortunately,
waives
taxes
on
gun,
locks,
safes

like
that,
so
we're
encouraging
that
as
a
state
which
is
great
to
see
but
a
lot
of
gun.

suicide
and
it's
from
firearms
that

not
not
locked
up
or
there
are
accidents
in
the
home
with
children,

that

not
happen.
There's
no
reason
not
to
secure
your
firearms.
It's

a
lock
for
your
gun
visit,
the
police
department,
they're
free,
so
I
just
want
to
call
that
out
and
want
our
community

know

we
don't
accept
firearm
deaths
in

people
access

Affordable

accessible
mental
health
care,

is
through
the
racer
program
that

Services,

there

always
help
available

group

people
here
has
really
tried
to
make
that
accessible
and
available
to
everyone
who
might
need
it,
and
so,
like.
Yes,
absolutely
lock
up
your
guns,
but
also
like
take
the
extra
levels
of
you

two-factor
authentication
when

when
you're
at
a
special
risk.

think
one

problems

culturally
is
it's
like

friends

I

talk

can't
even

the

securing
guns

that
that
the
plan
is
good,
because
it's

horrifying.
That
I
think
the

number
one
cause
of
death
in
children
is
gun,
violence
and
it's

should
not
be
the
case.

guns
should
be
safe
from
children.

would
just
encourage
everyone
to
to
remember
that.
