nearly

largest
Association

Hispanics

engineering

13,000

several

whom
call

their
home
study,
commute
and
work
in

also
partner
with
the
students
and
institutions
in
the
region
and
some
of
them

are
hosted

Changing
a
diaper
to
extend
the
available
Supply
and
whereas
a
daily
or
weekly
supply
of
diapers
is
generally
an
eligibility
requirement
for
babies
and
toddlers
to
participate
in
child
care.
Programs
and
quality.
Early
Education
programs
that
enable
children
to
thrive
and
parents
to
work,
and
whereas
many
parents
struggling
with
diaper
need
report
missing
an
average
of
5
days
of
work
each
month
due
to
an
insufficient
supply
of
diapers
and
whereas
without
enough
diapers
babies
and
toddlers
risk
infections
and
health
problems
that
may
require
medical
attention
resulting
in
medical
costs.

accept

proclamation
noting
the
diaper
need
awareness

We
really
appreciate
you
bringing
helping
to
bring
this.
This
need
of
so
many
families
in
our
area
to
the
attention.

Through
the
proclamation
I
represent
an
organization
called
kid:
Vantage
used
to
be
called
East,
Side,
baby
Corner,
and
we
help
by
providing
those
diapers.
We
are
a
diaper
Bank,
we're
a
basic
needs
bank
and
we
are
one
of
the
largest
in
the
country.
This
year
we
expect
to
distribute
a
little
over
2
million
diapers
for
families
in
King
and
surrounding
counties.
We've
already
distributed,
1
Point.
Well,
almost
.8
million
Diapers
at
this
point
in
the
city
of
Bothel
children
living
here
have
received
over
40,000
diapers.

So
far
this
year
from
us,
a
diaper
need
sounds
like
something
super
simple,
but
you
heard
some
of
the
statistics.
In
the
proclamation,
it
becomes
an
enormous
barrier
for
families
to
be
able
to
build
their
own
resiliency
to
build
on
their
strengths
and
to
be
self-sufficient
when
they
cannot
hold
a
job
when
kids
cannot
go
to
daycare
or
they
cannot
be
in
an
Early,
Learning
Program.

So
with
this
Proclamation,
you
are
helping
to
bring
awareness
and
encouraging
people
to
contribute
diapers
like
to
Advantage
where
then
we
can
distribute
them
through
our
75
plus
agency
partners.
We
don't
work
directly
with
families.
We
work
with
those
Partners
that
are
helping
to
shelter,
house
feed,
educate
and
keep
kids
and
families
healthy
in
our
area.
So
thank

and
I'm
learning
in
my
career,
that
that
means
it's
time

start
talking
about
budget
again
so
tonight,

quick
update
from
our
finance
director,
Quan
Wong
and
our
our
budget
manager
Ted

give
you
an
overview
of
what
to
expect
this
coming
fall
between
now
and
the
end
of
the
year
around
the
midby
and
also
a
bond
refinancing
opportunity,
and
then,
as
well
as
a
financial
report
which
those
were
coming
to
you
pretty
regularly
when
I
first
got
here,
and
we
did
agree
to
take
a
pause
on
those
until
we
had
a
new
Finance
director
who
had
a
little
time
to
think
about.
How
do
I
want
to
do
this.

is
the
the
first
of
an
update
and
with
that
I'm
going
to
turn
it
over
to
finance
director
Quan

We

you
an
update
on
all
budget
related
items.
Three
of
them
will
be
our
Focus
tonight
and
the
financial
reports
are
included
in
your
Council
package.
So
you,
if
you
have
any
additional
questions,
please
we
are
available
to
answer
them,
but
tonight
we
would
like
to
give
you
really
three
updates
on
the
budget
process.
The
first
one
is
an
update
on
this
year
is
U
me
bium
budget
process
and
scope.
I
I
So
this
is
a
preview
and
we'll
come
back
to
you
for
a
longer
study
session
to
do
a
deeper
dive
and
I
also
want
to
recognize
Ted
right
next
to
me,
Ted
and
Gretchen
were
the
acting
Deputy
Finance
director
last
year,
and
they
really
put
together
a
fabulous
budget.
So
tonight
we
don't
need
to
deal
with
any
budget
shot
for
that's
because
of
their
work
and
your
decisions,
so
I
want
want
to
recognize
him
and
Gretchen
tonight.
I
So
the
first
item,
the
mid
bium
budget,
so
this
year
the
mid
by
Anum
approach
will
be
including
really
primary
housekeeping
items
as
needed.
We
are
not
going
to
talk
about
really
any
major
new
items.
We
want
to
really
push
it
to
have
a
more
strategic
approach
to
those
items,
so
while
examples
of
housekeeping
items
so
the
first
one
is
really
adjustments
to
budgets
for
updated,
Financial
or
project
schedule,
and
most
of
these
are
really
capital
projects.
I
So
we'll
come
back
to
you
with
a
list
just
to
keep
our
book
sync.
The
second
one
is
really
recently
accepted
grants
from
the
federal
government
and
also
from
the
state
agencies,
so
we'll
again,
sync
up
our
budget
because
of
the
new
grants.
The
last
one
is
really
all
other
technical
adjustments
position
lists
our
rat
and
fees.
So
we
will
again
come
to
you
with
a
comprehensive.
I
List
so
what's
to
come
before
the
city
council
in
the
next
few
months
on
October
the
10th
really.
The
first
item
is
a
an
ordinance
to
refinance
to
City
Bond
to
a
lower
rate
right
now,
as
everyone
is
watching
what
the
federal
Reserve
is
doing.
So
are
we
so
we
will
be
again
watching
closely
you
how
the
bond
market
is
going,
but
at
least
right
now
they
still
be
a
projected
saving.
The
second
item
is
on
November
the
14th.
I
As
mentioned,
we
will
do
a
study
session
to
do
a
deeper
dive
on
what
is
coming
for
the
mid
by
enum
budget.
The
third
meeting
is
on
November
the
21st.
We
need
to
update
the
ordinance
to
adopt
the
2024,
King
County
and
S
homage
County
property
tax
rates.
So
every
year
they
do
a
assessment
on
their
properties
and
we
would
adjust
the
rate
accordingly.
The
fourth
meeting
will
be
on
December
the
5th
to
adopt
the
bium
housekeeping
amendments.
I
So
we'll
pleas
sent
to
you
a
list
of
amendments
for
you
to
consider
and
on
the
same
night
we
will
also
do
the
on
and
to
adopt
the
2024
sewer,
water,
storm
and
surface
water
utility
rates
and
The
BMC
Title
18
amendments.
So
that's
what's
coming
your
way
in
the
next
couple.
I
Months,
so
the
next
item
is
how
we
ended
the
2021
22
budget.
The
good
news
is,
we
ended
up
with
a
positive
fund
balance,
as
I
mention
to
somebody
before
the
meeting.
Other
jurisdictions
are
not
in
as
lucky
of
a
position
as
we
are,
as
you
may
have
heard,
other
your
surrounding
jurisdictions
are
facing
a
budget
deficit,
so
do
our
school
districts
but
I
think
again,
due
to
the
good
work
of
staff,
the
city
manager
and
the
City
Council.
I
We
really
made
some
tough
decisions
and
where
we
are
I
think
we
are
in
a
good
place
toward
future
budget
discussions.
So
how
did
we
end
up
the
2022
F
financial
situation?
So
revenues
came
in
above
projection
by
about
$8.1
million,
mostly
about
4.6
million
was
due
to
the
sales
tax.
It's
not
$2,
2
million
budget
building
and
mechanical
permits.
I
So
my
mistake:
it's
not
$2
it's
$2
million
and
then
$1.7
million
from
inter
local
government,
mostly
due
to
reimbursements
some
from
some
of
the
fire
districts,
because
we
sent
our
firefighters
to
fight
forest
fire
on
the
expenditure
side.
Expenditures
came
in
under
budget
by
about
$3.2
million
due
to
vacancies.
So
when
you
add
up
the
balance
between
the
revenue
side
and
the
expend
chur
side,
we
ended
up
with
about
$1
million
in
ending
fund
balance.
So
that's
good
news.
I
We
didn't
have
to
deal
with
the
negative
fund
balance,
but
the
$1
million
was
included
in
the
2324
adopted
budget.
So
we
were
right
on
target,
so
I
I,
don't
think
I
can
top
that,
so
it's
so
close
to
what
Ted
and
and
his
staff
did
last
year.
So
what's
going
on
right
now
in
the
23
24
budget,
so
the
first
six
months,
everything
is
according
to
projections,
so
we
are
right
on
the
target
of
the
25%
benchmark
Mar.
I
Having
said
that
again,
we
are
watching
the
revenues
very
closely,
particularly
in
the
real
estate
excise
tax
because
of
the
higher
interest
rate
or
the
borrowing
cost.
We
have
seen
they
slow
down
in
the
transactions
of
residental
Market,
even
commercial
Market,
so
we're
watching
that
closely,
but
on
the
positive
side
because
of
the
high
interest
rate,
our
investment
with
the
stay
pool
and
also
with
our
Wells
Fargo
Bond
portfolio.
I
We
are
earning
like
two
2.6
billion
doll
above
projection,
so
so
it
cuts
both
ways,
so
it
it
works,
sometimes
it
it
covers
some
of
our
Revenue
sh
for
but
again
overall,
we
are
right
on.
I
Target
now
successes
and
challenges,
as
we
approach
to
the
mid
bium
budget
and
also
for
the
2526
planning.
So
the
again,
the
city
made
really
strong
financial
decisions,
including
what
the
council
did
to
set
aside
$3.5
million
for
a
budget
stabilization
fund,
so
that
would
helped
us
push
our
burden
further
away
in
the
future
years.
Now,
having
said
that,
that
we
will,
you
know,
cross
the
revenues
and
expand
to
lines,
sometimes
in
2026,
so
challenging
future
budgets.
So
what
are
the
our
challenges?
Well,
the
cost
of
growth
due
to
inflation.
I
We
have
never
in
my
recent
career,
seen
inflation
as
high
as
five
and
AIA
was
about
9%
inflation
came
down
a
little
bit,
but
in
the
last
two
months
our
local
index
also
saw
a
hike
going
back
up.
So
again
we
are
watching
inflation
and
what
the
federal
government
is
doing
so
staff
will
return
with
recommendations
for
a
longer
range
budget
strategies
in
the
mid
2024
budget
process.
I
So
what
we
are
doing
right
now
is
really
will
be
more
strategical
in
our
approach
to
spending
and
in
getting
revenues.
So
we
will
be
looking
at
our
Reserve
policy.
We'll
also
be
looking
at
what
is
coming
du
because,
as
you
know,
there
are
two
levies
coming
for
renewal,
so
really
the
safe,
Street,
safe,
sidewalk,
it's
due
in
2025,
so
it's
not
too
distance.
I
So
again,
my
our
goal
is
to
give
city
council
analysis
and
recommendations,
and
you
have
the
big
picture
in
front
of
you
in
making
decisions.
So
that's
our.
I
Goal
so
the
third
item
is
a
bond
refunding
or
refinancing.
We
are
always
looking
at
at
a
so-called
budget
savings
to
help
out
what
we
need
for
the
city.
So
there
are
two
series
of
limited
tax
go
bonds
available
for
refunding.
One
is
in
fact
due
in
December
20,
20,
20,
20,
23
and
March
2024.
I

I
Onance,
so
in
summary,
again,
your
three
updates
for
you
and
the
financial
reports
are
included
in
your
Council
package.
So
to
summarize
the

budget

and

it
will
be

highlight

the

the

the

budget.
The
message
is,
we
are
having

bonds
to

super
easy

we've

to

pretty
tough
decisions,

nice
looking
back

those
tough
decisions,
because
we

don't

them
now.

really

with
this
midb
budget
that
we
can
show
our
community
that
this
is
a
steady
disciplined
ship
that
we're
running
the
also
really
happy
that
that
staff
is
just
proactively
looking
for
opportunities
to
to
work
on
the
budget
with
the
bond
refinancing.

every
time

see

update
on

diversity,
equity
and
inclusion
program,
development
at
the
city
of
Bothel,
as
well
as
the
diversity
Equity
inclusion
belonging
road
map
that
is
guiding
our
work
moving
forward,
so
we'll
go
ahead
and
get
started.

Just
as
a
reminder.
Tonight's
presentation
is
an
update.
It's
information
only
and
we're
not
requesting
any
action
from
Council,
but
any
feedback
that
is
given
will
continue
to
guide
the
work
as
we
move
forward.
Like
K
said
it's
a
road
map
and
anything
that's
shared
will
be
helpful
in
the
future.
So
just
some
breing
I'll
start
with
some
context
and
history
I'll
go
into
an
executive
summary
of
the
Dei
road
map.
P
I'll
talk
briefly
about
the
alignment
with
the
council
Vision
that
was
developed
and
then
we'll
talk
about
implementation
and
the
next
steps
throughout
this
presentation.
You'll
hear
me
where
use
the
acronym
deib,
which
is
diversity,
Equity
inclusion
and
belonging
and
Dei,
being
diversity,
equity
and
inclusion.
So
if
you
hear
those
throughout
I'll
try
to
switch
it
up
pretty
often
but
you'll
hear
those
so
starting
briefly
with
context
and
history.
In
2017
resolution,
1358
was
given
to
reaffirm
our
commitment
to
being
a
safe,
welcoming
and
Equitable
city.
P
The
following
year,
the
divein
team
was
formed,
which
is
an
internal
staff
committee
focused
on
leading
Dei
initiatives
within
the
city.
In
2020
resolution,
1404
was
passed
along
with
a
budget
approval
which
reaffirmed
our
commitment
to
diversity,
equity
and
inclusion,
and
provided
funds
to
hire
a
consultant
to
research.
A
Dei
program
at
the
city
in
2021,
chanon,
Kelly,
Ray
Consulting,
was
hired
to
lay
the
Strategic
found
to
lay
the
Strategic
foundation
for
a
Dei
program
within
the
city.
P
At
that
time
she
convened
an
ad
hoc
Dei
advisory
committee
and
met
with
City
staff
to
identify
the
city's
strengths
and
opportunities
and
developed
this
2023
to
2026
deib
road
map.
Based
on
her
findings,
then,
in
2022
Council
received
a
report
from
Channon
about
the
recommendations
for
a
Dei
program
and
then
later
that
year
approved
a
budget
which
included
funding
for
a
full-time,
Dei
coordinator
position
in
2023.
P
As
you
know,
city
council
came
together
during
their
annual
Retreat
and
created
an
inspiring
vision
for
what
Bothel
would
look
like
by
the
year.
2040
Council
also
developed
a
list
of
three-year
strategic
priorities
in
sever,
different
Focus
areas
to
help
bring
the
2040
Vision
to
life
in
our
city.
P
Council
officially
adopted
this
Vision
on
March
7th
and
endorsed
the
Strategic
priorities,
which
align
very
heavily
with
the
Dei
road
map
that
you
have
in
front
of
you
and
then
in
June
of
this
year,
I
joined
the
city
as
the
first
diversity,
equity
and
inclusion
coordinator
with
an
immediate
focus
on
developing
and
implementing
the
Deb
road
map.
P
So
to
get
into
it,
the
diversity,
Equity
inclusion
and
belonging
road
map
really
provides
a
look
forward
into
the
tangible
steps
that
the
city
can
take
to
work
towards,
creating
a
more
Equitable
environment
to
live,
work,
learn
and
visit.
It
was
crafted
with
direction
from
the
council
and
the
city
manager's
office,
in
collaboration
with
the
dive-in
team,
the
internal
staff
committee,
City
staff
and
Community
groups.
The
plan
was
drafted
by
chanon,
Kelly,
Ray
and
then
built
upon
when
I
joined
the
city
in
June.
P
Once
a
working
draft
was
developed,
feedback
was
sought
through
the
dive-in
team.
The
executive
leadership
team
with
the
city
and
each
of
the
department
directors
were
met
with
oneon-one,
and
then
the
community
advisory
boards
and
commissions
were
also
met
with
we
commed
a
focus
group
of
community
members
to
give
feedback
on
the
plan
as
well
and
then
based
on
the
feedback
gathered
from
each
of
these
stakeholders
group.
This
living
document
is
ready
to
guide
our
work
moving
forward.

You
might
notice
that
I
hesitate
to
call
this
document
finalized
and
I
definitely
don't
believe
in
a
final
draft.
As
I
I
said,
this
is
very
much
a
road
map,
so
it
can't
be
inflexible.
It
must
remain
adaptive
as
we
move
forward
in
this
work.
I
like
to
say
just
like
Google
Maps,
doesn't
tell
you
to
just
plow
through
the
traffic
when
you
hit
a
road
bump,
you
slow
down,
if
there's
sometimes
it
does.
If
there's
construction,
it
helps
you
move
around
it.
P
So
this
very
much
functions
in
the
same
way
that
so
that
we
can
remain
adaptive
and
flexible
to
our
community's
needs
and
it
cannot
function
as
a
checkbox.
So
this
is
a
promise
that
we
make
to
ourselves
and
our
community
about
how
we
guide
this
work.
Moving
forward
and
like
we
say
here,
it's
both
aspirational
and
operational.
So
it
must
provide
these
big
picture
like
ideas,
but
it
also
must
be
something
that
we
can
put
into
practice
in
every
day
in
our
work.

So
this
plan
is
divided
into
five
goal
areas,
including
leadership
and
accountability,
and
organizational
culture
plans,
policies
and
budgets,
workplace
Workforce
and
training,
Communications,
and
engagement
and
Community
Partnership
well
being
in
growth.
Each
of
these
goal
areas
is
broken
into
overarching
goals,
then,
with
specific
action
items
and
I'll
be
going
through
each
of
these
five
goal
areas
now
so
starting
out.
The
first
goal
area
is
leadership,
accountability
and
organizational
culture,
so
this
Focus.

This
focuses
on
integrating
Deb
into
everything
that
we
do
here
and
into
the
annual
strategic
plan
processing,
as
well
as
formalizing
existing
processes,
so
that
we
can
foster
an
internal
organizational
culture.
Which
shapes
how
our
city
services
are
assessed
accessed
by
community
members
and
solidifies
our
city
as
a
trusted
Regional
partner
in
equity
work.
So
a
lot
of
this
comes
down
to
relationship
building
in
many
ways.

Some
of
the
notable
action
action
items
from
this
goal
area
include
immediate
actions,
some
of
which
have
already
been
taken
like
hiring
a
de
coordinator,
hello
and
developing
a
human
services
program
and
ensuring
that
our
community
members
have
access
to
City
facilities.
They
need
the
most.
Like.
You
noticed
the
voting
block,
the
voting
box.
We
heard
from
community
members
that
it
wasn't
necessarily
accessible
and
we
moved
it.
That's
part
of
this
organizational
culture
is
really
being
responsive
to
our
community's
needs.

Likewise,
other
goals
in
this
area
in
this
goal
area
are
very
ongoing.
They
don't
necessarily
have
an
end
date
like
participating
in
local
Regional,
Dei
coalitions
and
learning
from
National
models
like
race
forward
and
the
King
Center.
Those
are
included
within
the
school
area.

Next,
we
talk
about
plans,
policies
and
budgets,
so
I'm
a
homework
kind
of
person
and
when
I
was
going
back
and
I
joined,
the
city
I
went
through
all
of
the
past
recordings
of
community
council
meetings
and
I
heard
somebody
call
for
Dei
to
be
included
in
every
single
thing.
We
do
on
a
random
Tuesday,
and
this
is
the
part
of
the
plan.
That
really
does
that.
P
So
the
goal
is
to
develop
Equity
impact
analysis
so
that
our
staff
feel
empowered
to
e
integrate
equity
into
the
work
they
do
every
single
day
in
each
of
their
departments,
we're
also
working
on
an
equity
toolkit
and
along
with
consultation
and
collaboration
resources,
so
that
we
can
provide
support
needed
to
each
of
our
departments
as
they
move
through
large-scale
planning
and
budgeting,
as
well
as
small
community
events,
so
that
when
we
put
on
events,
we're
ensuring
that
they're,
accessible
and
inclusive
and
that
our
city
processes
every
day
are
accessible
and
inclusive
to
our
community
members.

So
this
really
FOC
focuses
on
empowering
our
staff
members
to
be
able
to
incorporate
this
into
their
everyday
work
so
that
our
city
services
are
accessible
and
inclusive.
Our
third
goal
area
focuses
on
workplace,
Workforce
and
training,
so
this
focuses
on
building
our
capacity
to
be
a
safe,
welcoming
and
Equitable
place
by
building
robust
recruitment
processes,
understanding
our
city,
employees,
experiences
and
training
our
staff
members
to
be
Equitable
civil
servants
and
respectful
colleagues.

Action
items
in
the
school
area
include
developing
inclusive
Recruitment
and
hiring
practices,
developing
a
new
employee
orientation,
implementing
a
banal,
employee
experience
survey
and
improving
data
collection
and
Analysis
for
attrition.
We
know
that
it's
not
enough
to
Simply,
recruit
and
hire
a
more
diverse
Workforce,
but
we
must
Foster
an
environment
where
our
city
staff
members
feel
included
and
like
they
have
access
to
high
quality
training,
respectful
and
affirming
work,
environments
and
professional
development.

So
this
one
really
focuses
on
bringing
in
the
best
folks
and
then
training
them
and
developing
them
so
that
they
stay
with
us
our
first.
Our
fourth
goal
area
focuses
on
Communications
and
engagement,
so
this
really
Builds
on
how
we
interact
with
our
community
members.
So
through
Communications
and
engagement
initiatives,
we
know
that
there
are
members
of
our
community
who
either
one
have
no
idea
what
their
local
government
does,
or
they
have
really
negative
perceptions
of
what
their
local
government
does
because
of
their
lived
experiences.

So
we
want
to
work
towards
a
community
engagement
model
and
strategy
across
the
city
that
educates
our
community
members
about
what
we
do
and
how
we
can
best
serve
them
and
then
gives
them
the
tools
to
interact
with
us
so
that
they
can
tell
us
what
they
need.
So
we
are
hoping
to
ensure
that
our
community
members
can
actively
participate
in
their
local
government
by
making
information
readily
available
to
them.
We
also
know
that
this
doesn't
happen
quickly.

This
requires
both
short-term
and
long-term
items,
and
we
have
to
show
up
consistently
in
this
work
to
build
that
trust.
Trust
is
takes
a
long
time
to
build
and
is
very
easy
to
break.
So
this
really
focuses
on
building
relationships
in
our
community.
So
part
of
this
includes
developing
a
language
access
plan
and
making
translation
services
accessible
and
readily
available
to
City
staff,
so
that
on
the
dayto
day
they
know
if
they
have
somebody
in
front
of
them
who
doesn't
speak
English.

They
know
exactly
what
they
can
do
to
ensure
that
they're
serving
them
equitably
as
well
as
well
as
proactive
ly,
sharing
commonly
requested
data
and
making
that
available
to
people.
Rather
than
having
them
put
in
requests
for
data
making
sure
that
we're
proactively
sharing
that
in
order
to
build
trust
and
transparency
with
community
members
and
their
local
government
and
updating
our
communication
strategy
so
that
across
the
organization
we're
all
working
towards
creating
a
unified
and
collaborative
Community
engagement
model,
so
all
working
together
area,
five
focuses
on
Community
Partnership
well-being
and
growth.

So
this
really
focuses
on
ensuring
that
our
community
members
feel
safe
and
welcomed
in
our
city
and
that
staff
encourages
civic
participation
in
a
variety
of
ways.
So
this
really
encourages
neighbors
to
get
to
know
each
other
celebrating
the
cultural
diversity
that
we
have
here
in
Bothel
and
creating
a
compassionate
and
welcoming
city.
Some
of
the
action
items
in
this
goal
include
a
Civic
training
program,
publishing
a
cultural
observances
calendar
so
that
city
community
members
have
access
to
it.

But
then
also
City
staff
knows
what
are
what
are
some
cultural
observances
happening
so
that
we're
not
scheduling
meetings
over
High
holy
days
or
so
that
we're
not
like
making
conflicting
schedules.
Formalizing,
the
cultural
proclamations
process
and
ensuring
that
we're
really
involving
community
members
in
that
proclamations
process
and
supporting
a
human
services
grant.

Program,
so
this
work
aligns
very
heavily
with
the
council
vision
and
priorities
in
looking
over
the
council
vision
and
priorities
when
I
started,
it's
very
clear
that
Equity
is
woven
into
all
of
our
priorities
and
really
woven
into
the
way
that
we
consider
our
work.
But
these
were
the
areas
that
I
felt
there
was
the
most
alignment,
so
the
community
of
trust
and
respect
specifically
calls
out
developing
a
phase
plan
to
implement
Dei
across
the
city.

A
joyful
and
healthy
way
of
life
talks
about
assessing
opportunities
to
enhance
city-wide
cultural
events
and
celebrations.
I've
been
working
pretty
heavily
with
our
parks,
department,
who's
been
doing
an
awesome
job
of
that,
and
it's
been
really
a
great
thing
to
see
and
then
building
bothel's,
Beloved
Community.
So
using
the
king
Center's
principles
of
non-violence
to
bring
people
together,
enhance
civil
dialogue
and
care
for
others.
So
those
are
where
we
see
like
the
most
alignment
but,
like
I,
said
it's
truly
throughout
the
entire
document
very
clearly.

So
some
of
the
important
Milestones
that
we've
already
started
since
joining
the
city
in
June
I've
had
the
opportunity
to
work
with
a
lot
of
Community
Partners,
City
work,
groups
and
departments,
as
well
as
the
dive-in
team,
to
create
and
continue
Dei
initiatives
like
the
ones
that
are
shown
here.

The
proclamation
process
has
given
me
an
awesome
opportunity
to
really
connect
meaningfully
with
community
members
and
numerous
organizations
like
Outdoors
for
all
the
Bothel
kinmore
Chamber
of
Commerce,
the
King
County
library
system,
Partners
at
Cascadia
college
and
the
NorthShore
school
district
and
more.

We
have
created
a
professional
development
opportunities
for
City
staff
in
July
for
just
disability
pride
month
we
hosted
a
lunch
and
learn
style
event
that
was
all
about
recognizing
and
unpacking
ableism
in
our
day-to-day
work
and
how
we,
as
City
staff
members,
can
fight
ableism
and
ensure
that
we're
creating
disability,
accessible
and
inclusive
City
events
and
Parks,
and
then
we've
also
been
able
to
provide
these
both
synchronously
and
asynchronously
through
creating
a
Dei
educational
resources
repository
on
our
website.

So
we're
keeping
that

time
celebrating
welcoming
week
in
the
city
of
Bothel,
and
then
we
also

a
couple
more
events
coming
up
indigenous
people's
day
in
October
and
then
also
dwali
is
coming
up
as
well,
so
really
focusing
on
things
that
are
coming
up
and
things
that
we've
been
able
to
do,
and
then
next
steps.

we
I've
said,
we
already
started
some
of
this
implementation
process,
but
we
will
continue
to
implement
and
continue
to
work
on
the
action
items
that
are
outlined.

As
we
move
through
some
of
the
actionable
steps
in
this
plan,

absolutely
be
seeking
Community
feedback

surveys

different
activities

different
things,

an

platform
is
a
great
way
to
do
that.

data

to
come
to
this
and
there's
members
of
the
council
that
came
on
board,
even
as
the
work
was
underway

we
talked
to.

there

leadership
Insight
report
done
where
we
talked
to
all
of
the
leaders
of
City
staff
to
come
up
with
findings,
insights
and
recommendations.
There
was
a
SWAT
analysis
of
the
city's
policies,
processes
and
procedures
to
come
up
with
insights
findings
and
recommendations.
There
was
this:
the
city
survey,
a
staff
survey.
There
were
listening
sessions
of
of
staff
and
then
community
members
there
was
the
deib
advisory
body
that
looked
at
all
of
the
work
and
offer
their
own
set
of
recommendations
from
the
perspective
of
community.

So
a
lot
of
qualitative
and
quantitative
data
from
lots
of
different
corners
of
the
of
the
city
came
to
inform
the
plan.
So
there
was
a
lot
done
in
terms
of
a
heavy
lift
for
what
this
looks
like
as
you
move
forward.
When
we
designed
the
plan
to
to
fall
under
the
many
different
goal
areas,
it
was
really
to
give
the
city
an
opportunity
to
not
just
look
at
how
this,
because
you
know
even
before
I
say
that
the
city
of
bthl
is
is
not
a
silo.

That
is
this
island
that
exists
among
itself
and
even
when
I
listen
to
some
of
the
concerns
about
the
comprehensive
plan
and
what
that
looks
like
in
terms
of
growth
for
a
city,
that's
leaning
into
deib
and
building
toward
this
beloved
Community.
There
are
lots
of
folks
that
we
learned
in
the
process
whether
you
live
work
or
play
in
botel
there's
this
ecosystem
that
connects
all
of
these
cities
and
communities
so
Kenmore
and
Kirkland,
and
Redmond
and
Duval
and
Everett
and
Woodenville
and
Edmonds
and
Lake
Forest
Park.

All
of
these
communities
have
members
that
live
work
and
play
Within
the
same
ecosystem
and
creating
that
framework
and
aligning
it
with
King
County
meant
that
everybody
could
have
goal
areas
that
were
similar
so
that
you
could
not
only
Benchmark
your
efforts
against
the
county,
but
you
could
Benchmark
them
against
one
another
as
similarly
situated
communities,
but
it
would
give
you
a
a
a
foundation
for
what
that
road.
That
path
forward
should
look
like,
and
so
it
was.

will
intrinsically
tie
you
to
one
another.
Always
the
other
challenge
is
it's.
It's
I'm
glad
that
there's
the
website
that
exist,
but
I
think
that
transparency
breeds
accountability
and
when
you
look
at
the
city
of
kenmore's
plan
that
we
passed
both
the
policy
and
plan
a
week
and
a
half
two
weeks
ago,
alongside
those
goal,
areas
are
specific
strategic
initiatives.

are
the
things
that
are
not
just
data
and
formed,
but
that
have
performance
measures
to
be
able
to
look
at
what
those
engagement
steps
are
because
people
should
be
able
to
ask.
What
are
you
doing
specifically?
What
are

programs

actions

initiatives

events
that
are
happening
specifically
to
close
the
gaps
that
you've
identified
and
to
be
able
to
share
that
information
and
engage
the
community

desire

wheelhouse

able

partner

those
folks

everything

to
make
sure
that
there
is
affordable,
safe
and
quality
housing.

you
partner

community

make

that
gets

with
developers

you
make
sure
that
Human
Services,
while
you
can't
provide
all
of
the
services
necessary?

while

plan
is
aspirational,
you
articulate
what
those
things
are
that
you're
seeking
to
do
and
then
partner
appropriately
set
priorities
and
consider,
especially
when
you
talk
about
budget
I've
watched
lots
of
Dei
plans,
sit
and
collect
dust
because
you
didn't
have
the
staff
or
resources
committed
to
be
able
to
do
those
things,
but
the
city
of
B.

You
know
you
don't
have
the
luxury
to
let
the
comprehensive
plan
collect
dust
because
the
city's
going
to
grow
the
city's
going
to
develop,
and
you
have
to
make
sure
that
you
have
the
provision
of
of
infrastructure,
built-in
natural
environment,
Health,
Care,
Human,
Services
access,
like
someone
said
earlier,
access
to
political
institutions
and
all
of
these
many
different
things
that
that
are
the
social
determinants
of
equity.

things
that
as
a
community,
we
work
to
build
toward
together.

lens

One
thing
I'd
add
to
is
that
as
a
executive
leadership
team,
as
we've
been
meeting
we've,
we
have
a
few
priorities
for
ourselves:
they're,
not
not
quite
the
council
priorities,
but
we
have
our
own
and
one
of
them
is
data
informed
decision
making,
and
so
we
are
working
in
all
of
our
program
areas
around
making
sure
that
we
have
performance
measures,
indicators
and
benchmarks
across
community.
So
that
is
something
that
we're
continuing
to
develop
and
making
sure
there's
some
consistency
across
the
organization.

that's
that's
where
we're
working
on
together,
but
more
in
the
near
term,
and
again
we
heard
from
from
our
new
Finance
director
Quan
Wong,
who
joined
us
in
this
year.
One
of
the
priorities
that
Quan
had
coming
in
and
from
the
very
first
conversation
about
what
future
budgets
would
look
like
is
that
he
introduced
some
some
new
questions
for
departments
to
answer
when
they're
making
budget
requests-
and
one
of
those
is
an
equity
impact
in
terms
of
every
budget
request
that
we
make.

that's
something
we
can
control
in
the
near
term
too,
is
that
is
we're
doing
new
things.
Setting
that
expectation
of
what's
the
impact
and
how
do
how
would
you
measure
it
so
that'll
inform
anything
new
that
comes
forward
and
then

meantime,
as
we
work
on
rolling
out
our
data
informed
decision
making
you'll
see
that
more
and
more
too.

pleasure

meet
with
a
couple
different
departments
across
the
city
and
look
at
their
processes
and
plans
and
programs
that
they're
hosting
and
really
sit
down
and
say
like
okay.
Let's
look
at
this
through
an
equ
equity
lens
and
I'm
sure
that
there
is
an
opportunity
to
do
that
as
well
with
the
new
agenda
or
the
new
protocol
manual.

it's
actually
like
part
of
my
role,
is
consultation
and
meeting
with
folks
throughout
the
city
as
they
develop
programs
and
processes
so
that
we
can
look
at
that
through
an
equity
lens.
So
right
now
the
process
is

equity
toolkit.
Eventually
we
will
be
able
to
empower
others
to
act
in
that
way
as
well,
but
for
now
I'm
doing
the
consultation
on
a
lot
of
programs
and
processes
so
that
we

evaluated

on
when

mentioned
it
was

thought,
maybe
when
you
first
said
it
that
it
was

and
it's

the

so
the
educational
resources
that
Gabby
has
mentioned
are
up
here,
and
this
is
great.

control

vacation
time

go

Maui

animal
search

rescue.
They
just
opened
the
burned
area

Humane
Society
to
go
in

look

animals
and
things,
and
it's
been
Grim
on
a
lot
of
levels,
but
she's
been
a
part
of
helping
and
animals
that,
like
a
tortoise
chickens,
you
know
so
there's
been
some
good
things,
but
our
ACO
took
vacation
time
to
go.
