cities
with
populations
of
250,000

more

they
were
required
to
submit
a
plan
by
the
end

August,

we
were
doing
this
investigation
late
last
year.
We
didn't
have
the
resources
to
look
all
the
plans
and
all
the
cities,
so
we
use
a
risk
measure
of
housing
instability
and
we
identify
places
with
high
levels,
housing,
instability
as
well.

in
honolulu,
which
only
had
three
items
that
met
this
definition,
but
we
wanted
some
diversity,
geographic,
then,
at
the
end,
we
review
29
cities
and
can
see
the
results

in
our
analysis-

found
basically

places-
we
reviewed
only
4
had
no
had
no
housing
priority
in
the
list
and
the
vast
majority
number
more
than
a
housing
use

places

country

prioritizing

mostly

funds
for
