barinas
evenings
everyone.
My
name
is:
you
are
santa
son.
I
am
a
recovery
manager
for
any
give
back.
I
would
like
to
welcome
you
thank
you
for
joining
us
tonight
on
the
topic
of
rebuilding
in
unincorporated
boulder
county.
They
wanted
to
clarify
that
that
It
is
focused
on
the
part
of
some
value
not
to
incorporate
or
not
the
town.
We
must
upload.
The
report
was
sent
to
the
media
and
someone
from
higher
up
is
here.
They
can
stay,
but
the
focus
will
be
on
the
unincorporated
part
of
the
county
of
power.
A
I
would
also
like
to
welcome
the
three
county
commissioners
marcelo
h
min
mr
commissioner
jones
and
commissioner.
Libya
are
here.
I,
really
appreciate
your
participation.
We
are
going
to
be
delivering
a
lot
of
information
tonight.
We
are
very
excited
because
we
have
a
lot
of
different
options
and
ideas
on
rebuilding
the
direction
has
taken
us
a
few
weeks,
but
we
are
very
excited
and
we
are
going
to
record
this
planting.
A
9Th,
what
you
need
to
get
a
permit
for
deconstruction,
yes,
is
opting
out
of
the
debris
removal
program.
We
are
also
going
up
from
emergency
housing.
What
we
have
learned
from
our
assessors
from
your
fire
experts,
and
we
are
going
to
spend
the
majority
of
our
time
on
the
roads,
moving
forward
to
rebuild
and
also
for
the
process
of
article
19.
A
You
know
what
you
want
instead
of
staff,
trying
to
guess,
we
always
start
with
listening.
So
thank
you
so
much
for
all
the
feedback.
You
guys
gave
us
the
ideas,
the
questions
that
what
we've
been
asking
since
that
meeting.
Well.
First,
we
had
to
finish
all
the
disaster
response
and
transition
to
recovery
in
the
short
term
that
we
had
to
create
a
whole
organization
within
the
county
in
order
to
have
an
efficient
process
to
coordinate
between
all
the
teams.
A
Another
part
of
this
was
to
get
some
direction
on
the
policies
from
our
leadership
on
the
construction
process.
As
we
move
forward
and
as
I
told
you,
it's
very
exciting
that
we
have
a
number
of
personal
people
to
deal
with,
we
are
working
with
non-profit
organizations
or
the
offi
Governor's
Office
to
get
a
resource
on
green
building
and
we're
going
to
be
able
to
share
some
exciting
information
about
this
and
there's
going
to
be
more
information
as
well.
A
We've
started
the
process
of
getting
more
staff
to
help
process
and
provide
support
for
you
provide
support
in
the
rebuild
and
obviously
after
the
event,
a
lot
of
our
staff
was
out
there
in
the
field,
doing
a
damage
assessment
and
assessing
what
the
level
of
damage
is
making
sure
we
had
correct
numbers.
So
we
understood
the
range
of
the
whole
problem
and
you
lit
if
your
house
I
was
lost
or
not,
and
then
finally
super
beaten
on
the
comments
that
you
guys
made.
A
You
can
also
go
to
our
page
to
web
little
point
or
heretic
marshall
fire
and
look
for
the
guide
for
the
rebuild
fire
level
come
in
english
and
another
key
part
of
this
to
let
you
know
is
that
you
are
going
to
be
assigned
a
coordinator
for
the
rebuild
when
you
are
ready
and
part
of
those
giving
you
specific
information,
it's
your
property.
So
you
can
work
with
your
architect
to
find
out
how
to
proceed,
and
it's
also
something
else.
A
We've
been
doing,
obviously,
there's
a
lot
of
work
that
has
happened
and
I'm
very
proud
of
all
the
staff
involved
in
that
work.
There's
still
a
lot
of
work
to
do,
but
we
have
the
confidence
that,
given
all
the
information
that
you
gave
us,
that
we
have
a
very
clear
path
forward,
and
so
we
feel
excited
present
resonates
with
you
tonight
and
there
will
be
an
opportunity
to
present
questions.
And
we
will
answer
and
with
this
I
will
pass
the
floor
to
whom
sánchez.
A
Of
community
planning
and
permits,
ok,
hear
me
well
6,
hello,
everyone,
my
name
is
that
pay
attention.
I
am
an
administrator
of
oppressions
and
planning
and
boulder
county
permits.
With
all
of
this
exciting
information
we
have
regarding
the
deconstruction
a
permit
first,
I
would
like
to
thank
you
so
much
for
all
the
patience
you
have
had
with
us
as
we
work
to
launch
this.
A
I
know
many
of
you
are
feeling
very
anxious
to
clean
up
your
sites
and
try
to
get
back
to
something
normal
and
also
come
home
and
would
like
you
to
know
what,
but
the
time
that
we
've
been
spending.
We've
been
working
together
while
we're
spending
less
time
working
with
the
city
of
louisville
and
above
to
make
sure
that
we're
actually
getting
things
done
well
and
what
we're
going
through
is
making
sure
that
we're
doing
it
for
ma
sure.
A
Let
you
know
that's
where
we've
been
spending
our
time
to
make
sure
that
this
goes
well,
so
tonight
we're
not
going
to
talk
about
option
number
one
on
the
site
here.
Just
that,
if
you
wanted
to,
let
me
know
that
all
the
properties
that
were
affected
in
the
fire
are
going
to
have
to
deal
with
debris,
removal
and
also
property.
Cleanup
measures
of
two
options
to
do.
The
first
option
is
in
the
county
program
for
debris.
Removal
and
I
would
like
to
point
out
that
we
have
extended
the
deadline
to
midnight
on
Monday
February
14th.
A
So
if
you
want
to
opt
in
and
you
don't
has
done,
you
can
still
do
it
until
Monday
night
and
then
there
is
contact
information
for
the
county
debris
removal
program.
The
other
option
to
clean
up
your
site
is
to
hire,
try
a
licensed
contractor
if
you're
going
to
do
it.
So
we
have
some
processes
and
requirements
for
the
permit.
You
have
to
do
it
through
our
organization,
our
department.
A
Good,
if
you
are
opting
out
of
the
debris,
removal
test,
you
need
to
be.
The
first
thing
you
need
to
do
is
submit
the
right-of-way
form
to
opt
out
of
the
debris
removal
program.
You
have
to
fill
out
that
form
if
you
want
to
participate
or
if
you
want
to
opt
out,
and
please
keep
a
copy
of
that
form
to
present,
because
you
need
a
copy
to
apply
for
your
permit
through
cpp,
then
the
next
thing
you
have
to
do
is
find
a
contractor
and
licensed
in
boulder
county.
It
will
look
like
work.
A
You
guys
can
do
the
job
for
their
account.
If
they
want
to
do
it
is
their
decision,
but
what
they
need
to
do
is
pre,
submit
a
waste
notification
form
to
the
public,
health
and
environment
department
of
square
to.
Let
them
know
to
public
health
that
you
are
doing
so
work
on
your
property,
notifying
the
election.
A
A
In
those
first
steps,
I
mentioned
in
the
last,
who
has
to
apply
for
a
deconstruction
permit
to
clean
up
the
site
with
cpi
p,
I
would
like
to
point
out
that,
if
you
are
opting
in
the
program
for
those
who
are
opting
in,
you
do
not
need
to
apply
for
a
juanse
pp
permit
that
will
be
arranged
through
the
debris
removal
program.
Those
steps
here
are
only
for
those
that
no
or
that
they
are
going
to
opt
out.
A
We
are
going
to
start
processing
those
applications
tomorrow
for
those
who
have
their
application
already,
we
are
going
to
start
going
through
the
applications
to
make
sure
they
have
everything
they
need
for
the
application
and
we
are
going
to
start
turning
them
in
by
the
system,
and
we
will
issue
those
permits
to
those
who
have
not
applied
or
those
who
have
applied
but
need
to
submit
more
additional
information.
Here
are
a
few
steps
for
you.
You
need
to
apply
through
the
online
portal.
A
A
Then
this
is
structure,
construction,
letting
you
know
that
many
have
a
lot
of
structures
that
no
longer
exist,
so
it
seems
a
bit
strange,
but
only
when
you
are
going
to
apply.
Please
indicate
in
the
description
that
the
work
is
due
to
the
fire
in
march.
That
is
going
to
help
us
prioritize
your
permit,
so
please
make
sure
they
are
doing
it
there,
so
we
can
start
it
with
permits
when
you
are
alone,
if
I
am
or
your
permit,
you
need
to
make
sure
that
you
attached
in
some
documents.
A
The
first
document
is
the
right
to
proceed
that
I
mentioned
earlier.
So,
even
though
you
have
already
provided
it
to
the
county
debris
program,
you
need
to
attach
it
to
this
application
and
it
needs
to
be
signed
by
the
owner,
because
we
would
like
make
sure
the
owner
has
indicated
that
they
do
not
want
to
participate.
They
do
not
want
you
to
the
county,
do
the
work,
and
what
do
they
want
to
do?
We
would
like
to
have
this
on
record.
A
I
would
also
like
you
to
upload
this
form
that
has
an
area
view
of
your
property
that
helps
the
inspectors
when
they
go
out
to
do
the
inspection
they
help
them
know
where
the
foundation
was
where
there
is
the
ash
area.
So
you
can
be
aware
of
this
as
well.
What
is
important,
a
few
things
to
be
important
for
licensed
contractors
to
be
able
to
issue
this
permit
to
clean
up
the
debris.
A
If
you
are
not
doing
the
work,
only
the
contractor
that
I
hired
needs
to
have
for
at
least
a
license
or
a
license
that
with
the
cpp,
the
other
kind
of
license
that
the
contractor
needs
is
to
take
it,
and
that
is
through
the
bolshoi
universal
conservation.
This
license
is
going
to
be
important
when
it
takes
the
purchases
to
the
dump.

A
A
So
first
I
just
want
to
reiterate
to
everyone
that
we
may
not
be
able
to
answer
all
of
your
questions
in
the
10
positives
in
tonight's
presentations,
but
we
will
be
available
to
answer
questions
for
you
via
email
phone
calls,
doing
virtual
meetings
and
whatever
you
want
to
talk
about
in
this
still
young
world
that
we
live
in.
So
tonight
is
not
the
only
opportunity
to
answer
your
questions
and
we
anticipate
that
it
will
be
the
beginning
of
many
conversations
that
we
will
have
with
you
in
the
future.
A
So
to
start
with
the
approach
to
rebuilding
after
the
sea
fire.
The
important
message
we
would
like
you
to
know
is
that
we
are
committed
to
helping
you
navigate
the
rebuilding
process
in
and
this
could
be
for
over
the
next
few
months
or
years
years.
So,
with
all
the
time
it
takes
to
completely
rebuild
and
recover
from
e
this
event,
our
staff
is
committed
to
working
with
you
to
the
end.
A
Omar's,
reconstructions
and
repressions
of
violence
are
building
permits
and
processes
to
review
planning.
Anything
related
to
recovery
from
the
fire
march
will
be
apart
of
all
processes,
planning
subregulars,
and
they
will
be
a
priority
for
those
projects.
That
means
that,
for
those
of
you
who
know
the
typical
process,,
you
do
not
need
to
schedule
a
pre-application
conference
to
start
the
conversation
around
the
reconstruction
project,.
You
do
not
need
to
be
there,.
You
do
not
need
to
ask
to
be
added
to
our
and
schedule
for
the
submission
of
applications.
A
We
are
to
deal
with
all
the
reconstruction
and
repression.
Apart
from
the
regular
processes
as
keri
santa
are
mentioned
before,
we
also
contemplate
having
reconstruction
cornea
dors
available
for
you,
so
a
plan,
a
planning
person
on
our
staff
going
to
be
appointed
to
each
homeowner
to
assist
that
homeowner
and
their
architect
their
builder,
any
design,
professional,
navigating
the
rebuilding
process.
All
properties
in
the
unincorporated
part
of
boulder
county
are
very
unique
and
each
property
is
a
different
size.
Different
structures,
many
face
different
issues
in
terms
of
spaces
and
development
in
areas
already
planned.
A
Instead
of
parcels
that
are
independent,
we
know
that
there
are
unique
circumstances
and
we
would
like
to
have
a
person
to
help
answer
the
specific
questions
that
have
to
do
with
your
property.
To
that
end,
we
are
also
going
to
be
seeding,
packets
of
property,
specific
information,
many
of
the
things
that
you
would
receive
at
a
pre-application
conference.
Things
like
what
is
the
existing
area
x,
o
on
the
property?
What
the
appraiser
says
is
the
square
footage
that
exists
on
your
property.
A
What
building
permit
records
tion
we
have
which
planning
revisions
have
been
approved
in
the
past.
The
psm
is
the
assumed
maximum
size.
What
is
the
compatible
size
and
for
development
in
construction
in
your
neighborhood?
All
those
things
that
are
really
site
specific
are
going
to
be
packaged
together
of
information
that
we
are
going
to
be
able
to
distribute
to
each
owner
when
they
are
ready
to
start
the
construction
process.
A
So
the
paths
to
rebuild,
if
you
have
not
already
seen
the
reconstruction
sheet,
that
we
put
to
guide
in
all
the
necessary
steps
for
the
reconstruction.
Please
see
this
little
book
this
this
sheet.
A
lot
of
this
information,
more
information
that
we
are
going
to
go
over
tonight
is
outlined
in
this
sheet.
You
will
be
able
to
access
it
on
the
serious
sea
website
are.
Basically,
we
have
two
paths
that
we
have
outlined
to
move
forward
at
this
time.
A
If
it
is
rebuilding
the
same
structure
that
was
lost
in
the
fire,
that
means
that,
in
the
original
place
in
the
same
place
in
the
same
area,
the
same
size
or
less
at
the
same
height
or
less,
that
original
structure
can
go
ahead
and
you
can
immediately
apply
for
a
building
permit
with
the
commitment
to
rebuild
with
more
fire
resiliency
measures.
Those
those
measures
required
for
fire
include
fire-rated
construction
and
fire-
rated
materials.
A
We
would
like
to
see
roofing
or
siding
materials
windows
doors,
this
all
of
the
web,
fences,
patios
and
all
structures
in
such
a
way
as
to
create
a
space
that
can
be
defended
around
around
the
structure
and
in
your
yard.
That
is
to
resolve
some
of
the
issues
that
we
have
mentioned
in
the
lessons
learned
section
we
would
like
to
see.
A
We
really
have
an
interest
in
seeing
that
what
is
rebuilt
is
rebuilt
in
a
more
resilient
way
that
actually
responds
to
hazards
that
we
are
experiencing
and
would
like
to
make
any
changes
to
the
structures
that
existed
before.
Then
you
need
to
take
a
moment
and
then
proceed
to
an
expedited
article,
19
review,
which.
A
Specifically
addresses
rebuilding
after
the
May
fire,
the
provisions
of
article
19
are
going
to
supersede
the
review
process
of
the
site
plan
is
going
to
be
a
substitute.
That
is
the
process
that
is
typically
a
requirement
when
someone
is
building
a
new
structure,
article
19
is
going
to
allow
for
an
expedited
review
of
a
limited
number
of
permits
that
are
specific
to
the
redevelopment
area.
After
from
the
marion
essay,
this
process
is
similar
to
n
Our,
focus
that
followed
on
the
formed
and
cardwell
fires.
A
I
believe
we
have
posted
the
article
19
section
of
our
land
use
code
in
the
questions
and
answers
that
have
been
coming
in
and
a
link
to
article
19
is
also
available
in
our
issue
on
the
reconstruction.
What
are
some
of
the
benefits
of
article
19?
What
article
19
will
do
is
that
these
provisions
now
allow
for
a
longer
time
for
reconstruction
under
an
expedited
review.
A
So
currently
a
project
would
be
extended
to
that
review
if
the
owner
is
restoring
the
same
structure
and
again,
which
means
the
original
location
same
space
same
size
and
height
within
one
year
of
the
disaster.
After
that,
there
is
a
requirement
for
a
site
plan
review.
We
know
this
time
frame
may
not
be
feasible
for
every
homeowner,
because
sometimes
Sometimes
insurance
resolutions
take
longer
than
you
expect.
Design
may
take
longer.
me
than
expected,
so
we
would
like
to
do
what
we
can
to
alleviate
any
unnecessary
stress
in
regards
to
rebuild
time
so
file.
A
19
provisions
are
going
to
assess
what
the
time
needed
is
for
this
particular
area
of
,
the
May
fire,
and
we
are
going
to
seek
your
information
and
your
thoughts
on
in
the
timeline.
How
long
you
need
to
rebuild
we've
gotten
some
feedback
that
maybe
it's
going
to
be
a
few
years
that
people
might
need
to
be
able
to
move
forward
under
an
expedited
review
rather
than
a
plan
review,
decided
item.
19
is
also
going
to
resolve
non-conforming
structures.
Non-
conforming
structures
are
things
like
structures
that
are
currently.
A
In
legal
space
for
the
site,
any
study
structure
that
did
not
meet
that
requirement
and
currently
has
six
months
to
rebuild
under
current
regulations.
However,
the
provisions
of
Article
19
allow
structures
that
do
not
conform
to
them
having
more
time
so
they
can
replace
and
rebuild.
So
there
is
flexibility
in
time
regarding
structures
that
do
not
conform,
also
to
the
provisions
of
article
19,
also
to
allow
modifications
to
pre-existing
structures.
The
idea
behind
this
is
to
allow
some
level
of
change
without
causing
the
site
plan
review
process
that
this
is
a
6
to
8
week.
A
Review
item
19,
as
I
mentioned,
is
going
to
focus
on
some
limited
issues
that
are
pertinent
to
the
area
of
,
the
marshall
fire
and
is
going
to
outline
the
parameters
and
Permits
for
Acceptable
Changes
in
Necessary.
The
things
we're
going
to
explore
are
whether
there
is
a
certain
square
footage
that
would
be
allowable
so
that
people
can
add
their
homes
without
causing
a
site
plan
review.
We
know,
after
living
in
many
of
the
its
structures
for
more
than
20
years,
people
may
exist.
There
are
changes
to
its
structure.
A
We
have
lived
that
there
are
g
If.
You
want
to
go
from
a
two-story
house,
for
example,
to
a
single-story
house
to
be
able
to
grow
old
in
the
house.
Things
like
this
can
change
the
size
or
can
increase
the
size.
You
can
change
the
location.
It
is
possible
that
there
are
other
different
designs
than
the
people
want
to
rebuild
so
item
19,
or
it's
really
going
to
figure
out
how
to
provide
how
to
provide
permission
for
the
changes
that
people
want
to
make
to
their
build
when
they
rebuild
it.
A
There
we're
going
to
seek
community
input
on
those
changes,
we've
gotten
quite
a
bit
already.
Thank
you
to
those
who
filled
out
the
rebuild
survey.
A
while
ago,
we've
been
going
through
those
responses
and
looking
at
what
changes
people
would
like
to
make
and
we're
trying
to
continue
to
get
this
feedback
from
you.
A
So
we
can
inform
the
regulations
we're
going
to
put
in
place
The
other
thing
that
the
provisions
of
Article
19
are
going
to
do
is
solve
the
resilience
f
Faced,
with
climate
changes,
building
structures
that
are
more
resilient
and
energy
efficient
is
very
important,
is
imperative.
As
part
of
the
article
19
regulations,
staff
will
propose
fireproof
materials
to
be
part
of
those
provisions.
A
Another
matter
What
has
come
up,
is
one
that
has
to
do
with
housing
units
that
are
split.
Currently,
the
land
use
code
only
allows
those
split
units
in
limited
circumstances
and
in
those
circumstances
they
may
have
and
another
unit
to
live
on
your
property.
If
you
have
a
need
for
an
agricultural
worker,
let's
say
you
have
a
farm
and
there
are
people
who
work
on
the
farm
who
need
to
live
in
their
own
age,
24
hours
a
day
for
help
in
that
use
of
agriculture
in
his
property.
A
The
second
is
that
to
take
care
of
a
relative
for
a
sick
relative
or
a
relative
who
needs
help
in
his
place,
and
the
third
instance
is
for
a
historic
unit.
In
those
cases
where
there
is
already
a
historic
structure
that
we
would
like
to
preserve
rather
than
die
and
demolish
it
to
maybe
add
more
space
to
a
property,
then
the
county
has
heard
that
the
community
does
have
an
interest
in
having
those
adv
for
the
acronyms
in
English
available.
A
We
are
going
to
consider
that
question,
so
we
are
going
to
allow
those
additional
units
in
the
area
of
the
reconstruction
of
the
miley
fire.
Is
there
a
question
if,
if
we
allow
that,
we
know
if
those
should
be
as
part
of
article
19
or
if
that
is
a
broader
land
use
code
change
that
must
be
passed
for
the
entire
county
of
return?
That
is
not
incorporated
as
to
the
timeline
for
the
provisions
of
section
19.
If
it
is
a
code
change,
so
it
does
require
public
hearings
before
the
planning,
commission
and
county
commissioners.
A
Here
are
finally
going
to
adopt
those
regulations
as
part
of
the
land
use
code,
o
In,
the
estimated
timeline
we
see
for
adoption
of
those
regulations,
it
would
be
late,
March
or
early
April
for
final
adoption.
So
the
process
includes
what
currently
has
been
ongoing,
including
staff,
considering
all
ideas
communicated
to
us
by
the
community
to
date
also
doing
an
area
analysis
of
the
structures.
The
lessons
learned,
all
the
things
we
really
need
to
do
to
assess
what
should
be
included
in
the
rebuild
and
then
writing
the
bylaws
for
public
review.
A
So
the
first
step
involving
the
community
would
be
we
contemplate
having
another
community
outreach
meeting
with
you
to
respond
to
the
ideas
we
have
had
for
article
19.
That
meeting
is
going
to
be
on
wednesday,
the
23rd
again
at
6
pm.
We
are
going
to
make
another
public
announcement
about
this
and
make
sure
we
get
the
word
out.
So
people
can
join
this
meeting.
A
That
meeting
This
is
probably
going
to
take
the
form
of
the
last
public
meeting
we
had
where
we
can
go
up
directly
to
community
members
to
get
their
feedback
on
some
of
the
parts
of
the
Article
19
provisions
that
we
are
looking
at.
Then
the
regulations
in
the
form
of
a
draft
version
will
go
through
planning,
commission
review
on
Wednesday,
March,
16
or
a
special
session
sooner.
If
we
can
get
it
outside.
A
All
the
framework
to
rebuild
before
final
regulations
are
adopted
so
more
time
too.
If
it
allows
for
the
collaborative
efforts
that
are
taking
place
between
the
county,,
louisville
municipalities
and
underwriting
non-profit
organizations,
xcel
the
state
and
others
on
programs
and
options
for
the
reconstruction
and
the
help
and
the
resources
to
take
more
shape.
So
if
there
is
a
lot
of
work
and
a
lot
of
efforts-
and
they
are
already
happening
to
help
with
the
incentives
and
the
resources
for
green
construction
and
also
some.
A
Fire
resilience
measures,
things
like
how
are
we
going
to
look
for
the
sources
of
materials
s?
I
there
are
funds
available
to
help
pay
for
the
additional
costs
of
those
measures.
So
all
these
conversations,
if
they
are
happening,
we
are
making
a
lot
of
progress
and
we
are
excited
to
share
some
of
this
with
you
tonight.
A
If
we
have
a
little
more
time,
I
think
those
things
are
going
to
be
more
developed
when
people
are
ready
to
rebuild
so,
as
mentioned
before,
if
we
look
at
having
rebuild
brokers
appointed
to
each
homeowner
in
the
redevelopment
area,
so
the
homeowners
and
their
architects,
their
builders
or
design
professionals
are
going
to
be
able
to
work
directly
with
a
county
staff
at
cpeip
and
immediately
they
are
rebuilding
the
same
structure
that
was
lost
in
the
fire
or
if
they
are
building
a
modified
structure.
What
does
that
mean?
A
E
Also
encourage
neighborhoods
to
coordinate
with
each
other,
so
that
maybe
many
of
you
can
remind
those
who
attended
the
last
community
meeting
on
January
19th
that
we
have
a
presenter
that
we
had
a
presented
presenter
who
talked
about
the
blocks,
the
neighborhood
blocks
that
were
created
and
those
blocks
were
collaborating
with
a
with
a
common
architect
with
a
common
builder,
so
that
each
block
by
block
you
are
working
in
a
coordinated
way.
So
that
does
everything
efficiently
and
at
scale.
E
In
a
way
we
warm
up
neighborhoods
to
continue
to
coordinate
with
each
other
and
we're
seeing
this
kind
of
approach.
That's
been
taking
place
in
a
queue
in
california
and
we're
helping
you
facilitate
these
discussions
and
getting
organized
we're
willingly
helping
to
support
you
with
this.
Now
we
are
going
to
continue
with
some
of
the
resources
and
incentives
that
we
have
available
and
I
'm,
going
to
turn
the
floor
over
to
zac
zac.
Thank
you
very
much.
Thank
you
very
much
and
good
evening.
Everyone.
E
My
name,
is
sachs
wen
I'm,
the
environment
and
building
coordinator
in
the
office
of
sustainability,
climate
action
and
resilience.
So
I'm
going
to
share
some
information
and
incentive
opportunities
that
we
have
from
the
last
time.
We
met
next
slide,
please,
so
the
first
thing
will
take
place
on
February
16.
E
This
meeting
will
be
from
6
to
8
at
night.
This
will
to
be
carried
out
by
the
colorado
green
building
club,
which
is
a
non-profit
organization
of
colorado
that
is
going
to
get
an
information
out.
An
informational
meeting
is
going
to
be
the
first
of
a
series
of
meetings
that
we
are
going
to
be
holding
the
sessions
are
going
to
be
available
in
both
english
and
spanish,
and
everyone
is
going
to
have
this
live
Q&A,
so
this
is
going
to
be
through
cvg
dot.
E
Heretic-
and
here
you
are
going
to-
is
an
excellent
opportunity
to
learn
more
about
why
you
might
want
to
consider
building
a
high
performance
home.
What
this
means,
and
also
you
are
going
to
see
an
introductory
general
session
to
get
you
thinking
about
what
this
might
be.
This
again,
it's
going
to
be
the
first
step
in
our
series,
and
this
is
going
to
take
place
throughout
the
year
next
slide
for
another
chance
is
the
boulder
valley
expo
that's
going
to
be
happening
on
friday,
26,
feb,
25
and
saturday
26
February.
E
Every
day
we
are
going
to
have
sessions
of
two
and
a
half
hours.
There
are
fifteen
builders
who
have
already
registered
and
others
can
of
course
register.
They
are
interested
in
going
to
have
there.
The
county
and
the
municipal
personnel
are
present
to
answer
their
answers.
They
will
talk
to
housing
experts
who
are
going
to
present
and
to
link
you
to
everything.
We
have.
Please
go
to
the
link
to
see
what
we
are
going
to
present
in
excellent
energy
company
xcel
energy.
E
We
are
working
in
collaboration
with
excel
energy
and
really
excellent
if
you
are
providing
some
incentives
for
people
to
rebuild
and
repair
their
homes.
These
some
some
structures
that
are
damaged
are
still
standing,
so
we
are
also
offering
some
network
initiatives
for
smoke
damage
replace
because
of
the
structures
that
are
impacted
by
smoke.
So
I'm
going
to
share
more
details
about
this
and
how
to
get
more
information
about
this
later
next
slide.
Please.
E
So
I
'm
going
to
talk
A
little
bit
about
the
incentives
that
you
will
exceed
and
are
proposing
for.
The
rebuild
I
want
to
point
out
that
these
are
basically
just
sketch
incentives
that
are
subject
to
change
based
on
the
terms
and
conditions
that
these
incentives
may
apply
are
going
to
require
ar
that
they
need
regulatory
approval.
So
it's
gonna
take
some
months.
Please
take
this
with
a
grain
of
salt.
These
are
provisional
incentives
that
we
are
sharing
with
you
right
now.
Next
slide.
Please.
B
E
I
also
want
to
clarify
that
these
are
direct
incentives
for
consumers.
These
are
not
for
builders
so
and
therefore
the
homeowners
who
lost
their
homes
during
the
marshall
fire
and
want
to
rebuild
on
their
lots.
These
are
incentives
for
homes
being
rebuilt
by
new
residents,
moving
into
fire-impacted
parcels
or
residents
selling
their
parcels
and
wanting
to
rebuild
that
is
going
to
be
different
next
slide.
Please,
ok,
good
with
all
this
information.
These
are
the
provisions
or
incentives
that
xcel
energy
company
is
thinking
about.
As
you
can
see,
there
are
two
columns.
E
One
column
shows
for
the
2018
energy
conservation
codes
and
the
middle
column
and
column.
3
is
do
of
unincorporated
homes
in
boulder
county
and
the
other
column
is
for
communities
that
were
adopted
under
the
2021
energy
conservation
code,
such
as
the
city
of
louisville,
so
that
those
in
unincorporated
boulder
county
they
have
other
codes
that
they
need
to
align
with.
There
is
no
direct
incentive
to
homeowners
for
excellence.
They
are
really
reserving
this
for
a
higher
energy
combining
code.
E
Energy
in
the
version
is
that
version
is
12,500
the
incentive
if
it
builds
a
house
that
is
low
standard,
the
energy
star
standards
of
the
new
series,
the
program
of
which
we
are
currently
Being
finalizing.
That
would
be
a
rebate
of
17,500
so
that,
if
you
build
the
house
that
needs
passive
standards
from
any
institute
that
would
be
up
to
37,500
these
60.
These
incentives
are
not
grouped
so
that
you
cannot
add
them
and
have
more
than
one
next
slide.
Please.
E
One
last
thing
I
want
to
add
is
we
are
listing
the
details
about
all
the
information
we
have
shared
and
more
on
our
website
at
energy,
smart
dot
and
this
dot
com
bar
reviews.
This
is
there
you
will
find
links
to
this
webinar
and
the
information
of
the

E
E
Hi
I'm
ron
flags
I'm,
the
redevelopment
officer
boulder
county
redevelopment,
wanted
to
walk
you
around
a
bit
about
the
construction
process.
They
already
have
quite
a
bit
of
information
on
As.
Far
as
what
we've
talked
about
to
date.
There
are
actually
a
couple
of
details
in
the
rebuild
process
xxi,
but
I
wanted
to
take
a
moment
to
talk
about
the
broad
spectrum
of
what
the
process
is
like
I.
Think.
The
most
important
piece
is
this:
this
that
we're
showing
here
is
to
choose
the
professionals
that
you
are
going
to
be
working
with.
E
E
That
shows
what
you
are
planning
to
build
and
all
those
details
in
your
application
together
with
these
drawings
and
what
is
the
goal?
The
goal,
then,
is
to
finish
the
complete
permit
application
that
your
con
tractor
will
give
you
so
that
have
everything
you
need
to
be
able
to
build
your
home
and
can
receive
with
the
minimum
safety
standards.
Urity
the
county
review
process
is
relatively
quick
and
I
know.
There
is
a
lot
of
anxiety
around
this
part
of
the
process
as
well,
but.
B
E
But
the
reality
is
that
the
county
of
boulder
already
has
permits
issued
quite
a
few
permits
annually.
So
you
have
to
We
have
a
load
of
permits.
It
is
quite
always,
and
so
we
have
the
ability
to
do
it,
but
we
know
that
we
have
to
take
a
breather,
so
we
don't
have
to
worry
that
you
don't
have
to
worry
how
that
process
is
going
to
be
so
we
are
anticipating
that
this
permit
permit
applications
to
be
completed
quickly.
E
So
this
is
pretty
important,
probably
the
most
important
piece
of
what
you
should
make
sure
that
all
the
people
who
are
working
on
the
project
are
familiar
with
all
the
requirements
of
what
they
are.
Once
you
have
done
this,
you
can
actually
proceed
with
the
construction
itself
and
the
required
inspections
again
this.
E
E
So
we
also
talk
about
the
wind,
the
snow,
the
amount
of
snow
as
wind,
how
much
snow
in
particular
for
each
of
the
areas.
So
we
want
to
make
sure
that
people
are
working
with
people
who
are
familiar
with
the
details
of
boulder
county
once
they.
They
have
these
packets
that
tell
you
about
wind
and
snow
when
they
are
working
with
an
architect,
a
tractor
that
is
not
finished.
Working
with
a
power
die.
E
We
really
need
to
pay
attention
to
all
these
energy
codes
and
details
of
heavy
duty
construction,
depending
on
the
interest
of
what
we
receive
from
this
group.
Perhaps
we
will
be
We
are
running
other
additional
workshops
to
really
focus
on
these
details.
As
far
as
the
details
of
the
energy
codes
and
to
let
the
designers
and
with
tractors
know
what
they
need
to
understand
in
this
piece.
The
other
thing
I
really
want
to
highlight
and
share
is
that
we
have
everything:
a
team
of
people
who
are
willing
to
help
and
answer
these
questions.
E
Specific
to
your
note
to
your
property
to
design,
we
also
have
a
design
team
who
really
want
to
help
people.
What
to
do.
These
people
are
available
to
answer
your
questions,
we're
ready
to
help
you
make
your
design
team
successful
and
do
what
you
need
to
do.
We
want
to
make
sure
people
understand
what
they
need
to
do
early
on,
so
you
don't
miss
out
on
surprises
later
in
the
build
process
like
this
I
encourage
everyone
to
please
and
ask
us
questions
if
necessary.
Another
piece
is
the
license.
The
contractor's
company.
E
Wants
to
make
sure
that
you
are
choosing
a
professional
construction
contractor
that
is
truly
well
qualified
to
do
the
job
that
you
are
asking
them
to
do
and,
in
my
experience,
I
understand
that
a
big
part
of
this
is
working
with
local
experts
who
understand
all
about
construction.
construction
in
this
region,
especially
talk,
and
they
can
talk
to
other
clients
they
have
had
in
the
local
area
and
other
members
of
the
community.
So
these
are
good
important
references
to
have
in
our
contractor
license
or
contractor
license
program.
E
We
make
sure
that
they
post
our
on
our
website
publicly.
We
accept
a
list
that
checks.
What
you
have
are
these
people
and
professionals.
So
if
I
was
talking
to
you
talking
to
licensed
contractors
that
are
licensed,
I
have
some
ideas
from
others
for
other
projects
they
have
completed
recently
from
so
that,
if
n
or
knows
who
to
work
with
well
versus
someone
who
has
experience
and
someone
who
hasn't
built
or
done
a
project
here
in
boulder
county
again,
I
can
answer
specific
licensing.
E
E
Thank
you
very
much.
It's
ron
hi
everyone.
I
'm
candy
you're
from
boulder
county
transportation
planning.
Many
thank
you
for
participating
tonight.
We
are
getting
close
to
the
end.
I
promise
I
have
only
one
slide
to
go
and
move
on
to
our
question
and
answer
section,
but
my
goal
tonight
is
to
alert
you
and
let
you
know
that
all
transportation
resources
are
currently
available.
So
we're
also
going
to
talk
about
some
future
options.
I
put
in
the
chat
for
everyone
on
the
web
page.
E
E
That's
going
to
give
you
transportation
resources,
and
it's
going
to
take
you
directly
to
this
page,
even
though
we
don't
have
time
tonight
to
talk
about
all
the
resources
and
I
want
to
give
you
a
global
review,
a
global
look
of
what
we
have
available,
especially
for
those
of
you
who
are
being
temporarily
rehoused.
These
may
be
resources
that
can
help
you
and
your
loved
ones
from
getting
to
where
you
need
to
go.
E
We
recognize
that
many
of
you
have
lost
your
vehicles,
your
bikes,
your
scooters
and
things
that
could
have
been
part
of
your
everyday
transportation
options.
So
as
we
learn
about
new
resources
and
that
in
their
in
their
temporary
neighborhoods
or
in
their,
we
want
to
share
what
we
have
available.
These
resources
include
bike
resources.
There
are
a
large
number
of
free
and
discounted
bikes
at
many
local
stores,
as
well
as
bikes
for
rent
at
a
discount
price
of.
So
you
can
see
that
here
in
our
menu,
or
we
also
have
to
share
cars
or
karts.
E
It
says
that
they
can
be
vehicles
that
can
be
used
by
multiple
people
around
the
county.
There
are
different
options
here.
We
can
give
you
information
about
how
to
receive
a
free
subscription
or
credits.
There
are
also
free
door
to
door
services
through
via
mobility,
and
there
are
also
a
number
of
communities
in
boulder
county
with
buses
like
the
london
de
lafayette
that
are
free.
That
can
help
you
get
where
you
need
to
be.
There
is
constant
information
under
this
menu
so
that
they
can
talk
to
these
systems
and
co
n
these
free
bus
systems.
E
There
is
also
a
link
to
the
regional
trails
that
can
help
you
get
where
you
need
to
go
and
get
around
from.
We
have
uber
is,
for
example,
providing
free
credits
to
go
from
one
place
to
another
and
to
the
center
of
existence
of
disaster.
There
is
also
a
map
of
the
roads
closed,
although
there
are
no
roads
closed
yet,
but
there
you
can
find
which
roads
or
trails
are
closed,
but
they
are
currently
all
open.
There
is
another
section
about
ui
art,
bus
services
and
their
passes.
E
A
To
those
who
are
families
of
the
boulder
valley,
school
district
will
be
updated
very
soon,
but
we
will
d
tell
you
who
you
can
contact
in
the
school
district
to
find
out
the
resources
they
are
providing
for
transportation,
for
students
to
and
from
school.
There
is
a
menu
here
on
how
to
load
the
transportation
app.
We
recommend
to
butts
county
residents
and
be
affected
not
to
be
used,
because
it
helps
you
compare
different
resources
such
as
the
truck
or
orchard
to
see
who
is
the
cheapest
and
they
want
the
fastest.
A
So
it
is
like
a
place
to
get
all
the
answers
to
help
in
your
life.
Instead
of
going
to
many
agencies
have
their
web
pages
as
well
as
different
platforms.
That
transit
app
then
collects
all
the
information
in
one
place,
and
if
there
are
resources
that
are
not
here,
they
will
be
under
the
option
of
another.
A
So
please
contact
us
anytime
and
I
know
the
web
page
and
how
to
contact
us
is
also
going
to
be
shared
at
the
end
of
this
presentation,
something
related
to
the
rebuilding
or
the
rebuilding
process.
We
will
be
issuing
a
survey
on
transportation
needs
soon
that
will
open
us
better.
It
will
allow
us
to
better
understand
what
are
the
options
or
vehicles
what
has
been
lost
and
what
you
want,
or
what
you
want
to
replace.
A
That
could
also
include
the
idea
of
rebuilding
with
the
ability
to
have
electric
vehicles
such
as
possibly
electric
bikes,
such
as
those
who
perhaps
need
help
with
trucks
or
sharing
rights.
Those
things
that
are
designed
we
would
like
assess
where
you
are
currently
living
temporarily,
so
that
we
can
better
put
the
rec
courses
to
where
they
are
most
needed
in
the
county.
This
is
my
quick
update,
but
soon
there
will
be
more
information.
You
can
pass
the
word
on
to
whoever
finishes,
but
thank
you
for
your
time
tonight.
We
appreciate
it
very
much.
A
Albert
green
building,
he
is
going
to
have
a
webinar,
yes
starting
february.
16,
the
age
pool
and
skin
expo
is
going
to
be
held
february,
25
and
26
in
our
there
is
going
to
be
a
community
outreach
meeting
about
article
19
on
the
reconstruction
provisions
after
March
11
he,
but
on
February
23,
and
then
we
are
going
to
have
other
public
hearings
on
article
19
before
the
planning,
commission
and
the
professionals
of
the
fund.
All
this
information
is
going
to
be
put
on
the
website
of
the
lit
sea
are.
A
A
He
email
in
general
for
building
after
fire
hasn't
been
added,
but
we're
going
to
put
it
in
chat
or
Q&A
if
we
have
added
other
emails
for
building
code,
and
maybe
it's
not
the
correct
device.
But
we
are
going
to
give
you
that
information
on
the
web
page
of
the
site,
plus
I,
think
this
is
all
for
now
and
if
you
have
any
final
comments,
I
think
we
are
done
with
more
presentations.
A
Thank
you
and
I
would
like
to
thank
all
the
staff
for
your
work
and
for
presenting
a
lot
of
information
and
I
would
like
to
acknowledge
that
if
it
was
a
lot
of
information
that
we
have
just
presented
to
you,
this
will
be
the
recording
will
be
uploaded
to
the
page.
Just
like
this
powerpoint
is
learn
action.
Please
don't
worry.
If
I
don't
get
all
the
information,
there
will
be
more
opportunities
for
you
to
listen
to
it
again
or
talk
to
one
of
us.
A
The
other
thing
you
would
like
to
mention
is
that
in
the
chat
in
the
questions
and
answers,
there
were
some
people
who
I
think
are
contractors,
architects,
people
for
sure
who
are
soliciting
business
and
I
wish
they
had
n't.
But
I
would
like
to
encourage
everyone
on
the
call
to
use
their
better
judgment
and
how
to
say
how
they
decide
to
work
with
a
contractor.
The
county
requires
that
license
contractors.
A
A
The
other
thing
I
would
like
to
say
if
you
are
not
already
aware
of
this,
there
is
a
woman
named
corti
who
is
helping
to
facilitate
communications
in
the
unincorporated
part
of
boulder
county
and
would
like
if
it
is
no
longer
on
your
list,
I
am
putting
up
a
chat.
Your
d
e-mail
address,
please
contact
and
get
on
that
list,
because
you
are
doing
an
excellent
job
of
helping
to
sift
through
all
the
information.
A
A
We
are
here
to
support
arles
for
all
the
time
it
took.
I
think
I
would
finally
like
to
say
thank
you
very
much
for
your
time.
We
are
not
going
anywhere.
We
are
going
to
be
here
throughout,
so
we
look
forward
to
working
with
you
and
seeing
you
in
the
future.
So
thank
you
very
much
for
your
time
tonight
and
we
will
be
in
contact
thanks.
