I

think,

people
who

trying
to
rebuild
to
these
incentive
programs-
and
yesterday,
for
example,
I
did
some
advising
on
construction
strategies
and
implementations,
and
I
have
been
speaking
with
homeowners
directly
as
as
an
advisor
on
some.

these
programs
and
incentives
mean
what
what
does
code
compliance
mean
some
of
the
building
science
around
those
things
and
whatnot.
So
please
take
advantage

what
I
can
offer
and
I'll
put
up.

wanted

move

ask
some
questions
and
get
some
understandings
of
kind
of
the
the
pinch
points
that
people
are
having
in
the
rebuilding
process
here.
One
of
those
is,
is
our
incentive
based
kind
of
pinch
points
and
the
others
would
be
non-incentive
non-incentive-based
questions
that
you're
hearing
from
people
that
are
wanting
to
rebuild
their
homes
and
or
that
you
might
have.
So
why
don't
we
start
with
the
non-incentive
questions?

So
the
question,
as
you
can
see
on
the
screen
here,
is
what
non-incentive-based
questions
are
you
getting
most
often,
I
can
tell
you
from
myself
that
I'm
getting
a
lot
of
code
questions
and
later
on
here,
maybe
I'll.

Just
move
that
up
right
away
here
that
we're
getting
questions
about
submitting
to
the
2018
or
the
2021
iecc,
and
my
recommendation
right
now
has
been
to
submit
under
the
2021
iecc,
especially
if
the
homeowner
and
builder
are
pursuing
one
of
the
incentive
programs,
because
the
incentive
programs
are
all
based
off
of
the
2021
iecc.

The
lift
is
not
there
anymore
and
a
lot
of
builders
and
homeowners
don't
have
experience
working
their
way
through
these
programs.
Therefore,
they
there's
possibility
that
they
might
not
get
that
ultimate
certification
that
that's
needed
to
actually
receive
the
incentive
payments
that
are
available
if
you
don't
permit
under
the
2021
iecc
you're
not
going
to
be
eligible
for
that
base
incentive
payment
of
of
seventy
five
hundred
dollars
for
that
incentive.
So
in
essence
you
don't
have
a
fallback
there.
So
I
like
kind
of
a
belt
and
suspenders
approach.

think
that's
what
the
code
does
anyway,
and
this
gives
you
a
belt
and
suspenders
approach
to
incentives
and
kind
of
a
strategy
to
say
well
if,
for
some
reason,
something
goes
wrong
during
the
construction
process.
While
I'm
building
this
energy
star
house,
I
can
always
fall
back
and
still
help.
My
home
buyer
homeowner
achieve
some
level
of
incentive
payment
there.

a

lowest
incentive
is
for
a
home
that
is
permitted
required
to
be
permitted
to
the
2021
and
for
rebuilds
the
incentive
there

500

new
resident
incentives.
Those
are
four
people
who
are
purchasing
a
fire
affected
lot,
who
did
not
own
it
before
the
fire,
but
a
rebuilding
on
it.

next
four
incentives
there
are
above
code
incentives,
energy,
star
version,
3.2.
This
program
just
recently
got
approved
by
the
epa.

The
incentive
for
that
for
rebuilds
is
ten
thousand
dollars
from
residence.
Twelve.
Fifty

deal
easier,
energy
ready.
You
can
see
the
incentives
are
twelve
five
and
2500
energy
star
new
certification,
excel's
incentives
are
17.5
for
rebuilds
and
5
000
for
new
residents.
One
thing
I
will
mention
here:
there
was
a
colorado
bill
passed
recently
that
is
offering
rebuilding
homeowners
an
extra
ten
thousand
dollar
incentive
for
all
electric
which
this
certification
is.

are
two
different
pathways
there,
phi
and
theis,
and
either
of
those
qualify
are
eligible
for
thirty,
seven
thousand
five
hundred
dollars
for
rebuild
and
fifteen
thousand
for
a
new
resident.
We
are
offering
pre-qualification
for
all
of
the
above
code
tiers.
It
is
optional
for
energy,
star
version,
3.2,
zero
energy,
ready
version
two
and
the
energy
star
new
certification,
but
it
is
required
for
passive
house.

the
difference
between
rebuilds
and
new
residents.

rebuild
would
be
somebody
who
owned
the
property
before
the
fire
lost
their
home
and
is
choosing
to
rebuild
on

be
someone
who
did
not
own
a
fire
affected
property

somebody

lose
their
home
is
choosing
not
to
rebuild
there.
So
they
are
purchasing
that
lot
and
rebuilding
a
house

fire
affected

they
need
to
show
any
documentation
that
they
own
the
lot.

these
the
most
typical
scenario
we're
gonna
see
is,
is
people
who
owned
the
house
and
lived
in
the
house,
so
they
have
the
excel
account

excel
in

their
submission
form
will
be
linking
that
premise
to
that
homeowner
and
matching
the
accounts.
That
way
there
are
some
other
cases
of
you
know
people
own
rental
properties.
Maybe
the
utilities
aren't
in
their
name,
and
there
are
some
other
ways
to
link
that
property
that
I
think
rob
can
speak
more

that

is
not
based
on
the

is
something
that
we
are
working

look
at
right
now
with
regards
to
the
next-gen
program
and
pools
and
other
electrical
equipment

other
equipment

might
be
outside.

next-gen
program

colorado
program
doesn't

disallow.

guess
that
gas
be
brought
to
the
property.

However,
heating
and
cooling
equipment,
water,
heating
equipment
and
cooking
equipment
all
need
to
be
electrified,
and
specifically,
from
the
perspective
of
water
heating,
it
needs
to
be
a
heat
pump
water
heater
for
the
colorado
program
to
to
qualify
for
that.
So
you
can
use
gas
for
your
fireplace
and
potentially
a
gas
grill
outside
other
equipment
like
pools
and
spas.

and
for
both
energy
star
next
gen
and
for
the
colorado
energy
office
incentive.
It's
easy
to
it's
often
in
a
shorthand.

to
describe
the
programs
as
electric
homes,

really

what's
allowed,
what's
not
allowed
it's
easier

more
accurate

think
about
that
certain
pieces

could

not
considered
under

programs,

can
have

primarily
your

programs
out

group

started

passivhaus
movement.

programs
are
really
trying
to
achieve

same
goal
ultimate
goal.

united

and
the
different
climate
zones
that

are
some
of
the
incentive
programs,
especially

colorado,
electrification
incentive
program
that
requires
that
you
permit
under
the
2021.
But
again
these
incentive
programs
are
complex
and
a
lot.
It
appears
that
some
of
the
builders
anyway
haven't
had
a
lot
of
experience
building
to
these
programs.
So
if,
for
some
reason
you
can't
achieve
a
certification
or
what
you
need
to
submit
for
the
incentive
payment,
you
can
always
fall
back
to
at
least
being
able
to
get
the
7
500
for
permitting
under
the
2021
iecc.

So,
if
you're
building
to
this
this
program,
you
are
already
building
to
the
2021
iecc
program,
so
it
doesn't
necessarily
make
sense
to
permit
under
the
2018
iecc
there,
so
that
that's
really
where
that
that
question
comes
from
or
that
suggestion
comes
from,
is
that
if
you're,
if
you're
planning
on
doing
an
incentive
program
it,
it
really
doesn't
make
sense
to
do
the
20
to
permit
under
the
2018
iacc,
and
you
give
yourself
that
additional
backup
there.

other
thing
we
wanted
to
talk
about
was
to
make
sure
that
builders
were
aware
that
that
excel
energy
off
also
offers
an
energy
star
for
new
homes.
Builder
incentive,
this
incentive
payment
goes
directly
to
the
builder
and
that
that
program
is
still
valid
with
in
the
marshall
fire
rebuilding
area.
The
federal
tax
credit
is
not
it's
not
currently
available,
but
historically
it's
been
reactivated
or
it
it
it.
It
gets
reauthorized
and
in
its
reauthorization
it's
retroactively
been
been
activated.

So,
if
you're
building
a
house
now,
it's
always
a
good
idea
to
get
that
tax
credit
documentation
for
the
houses
that
you're
building
and
it's
likely
that
you'll
be
able
to
submit
that
information
retroactively
for
those
houses,
because
it
is
a
tax
credit
that
goes
through
the
irs
there.
So
that's
another
builder
incentive
that
we
just
wanted
to
make
sure
that
people
understood
because
you
should
be
able
to
take
take
advantage
of
that.

the
thought
process
is
that
they're
going
to
link
it
to
the
energy
star
program
at
twenty
five
hundred
dollars
and
to
the
doe
zero
energy
ready
home
program
at
five
thousand
dollars
there,
and
we
don't
know

that's

ability
to
retroactively
utilize
that
that
tax
credit
there
so
keep

eyes
on

reality
is-

this
is
one

kind

close

on-

that
it's
really
important
that
you,
you
build
your
team
and
builders
are,

huge
part

that
team.

are
are

huge
part
of
that
team,

architect

key
trade
partners
as

the

in

incentive

but
it
also
gives
you

comply
with
code

when

talking

code
compliance,

get
fixated
on
the
prescriptive

tables
gives
you
the
guidance

say
you
have
to
put

your

design
says
that

don't
want
to

in

need

rebates
go
directly

typically
works
is
rebuilding
like
for,
like
with
you
know,
meeting
modern
code
and
no
one's
codes
require
electrification,
except
for
some
of
the
larger
homes

wouldn't

for
