commissioners
today,
on
tuesday
january
12th.
Today
is
our
boulder
county
state
of
the
county,
address
and
reorganization
meeting.
We
do
this
every
couple
of
years,
and
so
thank
you
so
much
for
being
here
today
we're
going
to
kick
it
off.

with
a

will
be
a
thank
you
from
all
of
our
department
heads
um
to
everyone
in
the
county,
the
uh
and
then
we'll
have
some
speaking
from
elise
and
I
and
then
kick
it
over
and
have
the
swearing
for
the
new
commissioners.
But
we
really
felt
today
that
a
priority
would
be
to
take
the
time
to
truly
thank
everyone
for
all
your
hard
work
and
service
throughout
this
past
year.

coalesced
into

identity

dedication
to
shaping
our
strategic
plan
with
the
strong
mission,
vision
and
framework
to
guide

training

and
racial

experienced
boulder,
county's

wildfire,
half
of
which
burned
heil
valley
ranch.

thank
everyone
who
helped
evacuate
the
public
and
livestock
supported
the
emergency
response
and
are
even
now
working
on
the
recovery,
with
everyone's
help,
we'll
get
ohio
valley
ranch
back
up
and
running
in
2021.

folks
that
work
in
my

know
it's
been
a
tricky
year
as
it
has

everyone,

most

us
have
been
here
every
day,
so
those
that

long

get
off
to
blocks,

we
could
actually
get
you
the
material
to
do
that.

immense
amount

work

our
motor
vehicle

the
most
public-facing
teams

I
think

amount
of
compassion

care

demonstrated

truly
made

we've
seen
that

we've
transitioned

new
environment
into
our
elections

three
elections
in
2020
and
four
elections
in

months

the
most
challenging
elections,
environment
in
modern
history,
and
it
just
could
not
have
gone
any
smoother,
and
so
I
thank
you
all

hard
work

could
not
be
any
more
proud
of
the
work
that
you
all
have
done
this
year.

resources
team

last

we've

resources

accomplishments,

rise
in

offenses
and

domestic

response

office
staff

more
dramatic
examples

what's
happening

our
community

our

of
the
impacts

climate

stewardship
and

work

reduce
greenhouse
gas
emissions
and
address
the
effects

climate

vital

newest
teams,

office

action

resilience
affectionately
known

Can
you
believe
we
started
out
2020
with
restructuring
much
of
the
organization?
It's
hard
to
remember
all
that
way
back
then,
but
we
did
and
the
formation
of
this
new
department
came
with
the
creation
of
a
new
mission
and
strategic
plan
which
centers
equity,
as
well
as
racial
and
climate
justice,
and
a
slew
of
other
new
beginnings
for
the
team
as
well.

is
has
housed
under,
was
housed
under
the
administrative
services
department,
but
is
now
fully
a
department
of
their
own.
This
year
created
major
changes
in
the
hr
team
as
much
as
the
county
had
to
make
a
shift
to
remote
work.
Hr

to
carefully
consider
the
implications
of
a
global
pandemic
on
the
county
workforce
and
adjust
as
needed.

includes
hiring
a
risk.
Analyst
safety
specialist
to
improve
the
culture
of
safety
in
boulder
county,
launching
inclusive
hiring
policies
and
guidelines,
as
well
as
finding
multiple
equity
and
inclusion,
training
classes
and
applying
for
and
then
winning
seventh
healthiest
employer
in
the
us
and
first
healthiest
employer
in
the
denver
metro
area.

Of
course,
some
businesses
still
had
to
be
completed
in
person,
including
the
field
appeals,
appraisals
of
properties,
new
guidelines
for
both
staff
members
and
the
property
owners
were
created
to
ensure
health
and
safety
of
all
involved
in

process.
The
staff
in
the
assessor's
office
stepped
up
to
all
the
challenges
and
had
a
very
successful
year.
They
quickly
moved
all
phones,
including
two
call
centers
to
teams
transferred
all
of
their
staff
to
working
on
laptops
and
hired
interns
through
boulder
county
workforce
to
help
collect
data
on
the
impact
of
covid
for
local
businesses.

just
to
share
some
of
the
highlights,
give
you
a
different
voice
to
hear
as
we
go
through
the
state
of
the
county.
So
I'm
going
to
talk
a
little
bit
about
the
county
attorney's
office
this
year
was
a
big
shift
for
the
county
attorney's
office.
Right
as
the
pandemic
began,
they
had
to
shuffle
many
of
their
staff
members
to
accommodate
all
of
these
new
legal
questions
coming
up
from
public
health
related
to
the
pandemic.

Of
course,
cobot
19
wasn't
the
only
major
project
on
the
table
for
our
attorneys
this
year,
arm-in-arm
with
a
huge
team
from
many
county
departments.
The
county
attorney's
office
finished
drafting
revisions
to
our
oil
and
gas
regulations
with
which
the
commissioners
adopted
in
december
and
are
the
most
comprehensive
and
protective
regulations
in
the
state
of
colorado
and
just
like
everyone
else,
was
figuring
out
how
to
do
the
work.
The
county
attorney's
office
had
to
keep
up
on
all
the
other
regular
work
as
well.

They
saw
significant
increases
in
activity,
including
close
to
double
the
typical
number
of
cases
in
litigation,
significant
increases
in
dependency
and
neglect
cases,
as
well
as
increases
in
mental
health
cases
and
open
records
requests
as
a
team.
They
worked
hard
to
keep
one
another
positive
in
spite
of
the
pandemic
working
from
home,
often
with
kids
and
increased
workloads,
planning,
monthly,
optional
gatherings
outdoors
at
parks
that
allowed
for
social
distancing,
sending
care
packages
to
everyone's
home,
including
branded
sweatpants,
and
making
a
concerted
effort
to
keep
staff
meetings,
light
and
fun.

Thanks
jana,
you
know,
wow
our
parks
and
open
space
department
saw
a
huge
increase
in
this
year's
visitation
when
the
public
needed
a
respite
from
the
covet
isolation,
as
it
became
clear
that
the
coronavirus
spread
through
the
air,
more
ventilation
was
key
to
the
slowing
the
spread
and
where
is
the
greater
ventilation
than
out
in
our
great
open
spaces,
visitation
numbers
boomed.
In
some
cases
they
are
100
higher
than
the
year
before.

Excuse
me,
of
course,
just
because
there's
a
global
pandemic
to
worry
about
doesn't
mean
the
rest
of
the
struggles
disappear.
In
october,
the
county's
largest
wildfire
in
history
began
with
threats
to
another
of
another
small
fire
popping
up
shortly.
Thereafter,
the
cow,
wood
and
left
hand.
Canyon
fires
impacted
more
than
ten
thousand
acres,
more
than
half
of
witches
county,
open
space
or
preserved
or
preserved,
as
in
conservationism.

So
it's
the
largest
fire
in
boulder
county's
history
staff
worked
hard,
particularly
the
sheriff's
office,
to
evacuate
park,
visitors
residents
and
livestock
from
ohio
valley
ranch,
and
luckily
there
was
no
serious
injuries
or
death.
I
gotta
say
I'm
amazed
by
that
thanks
so
much
for
evacuating
all
those
folks.

Our
records
team
work
quickly
and
efficiently
to
learn
how
to
organize
the
three
of
us,
our
presenting
staff
teams
and
the
public
to
recreate
the
in-person
experience
online,
and
it
wasn't
easy,
but
we
can't
emphasize
enough
how
impressed
we
are
with
that
transition,
and
we
know
that
the
public
is
able
to
engage
with
the
county
government
seamlessly
during
a
pandemic
because
of
your
work.
So

Ultimately,
651
bills
were
introduced
in
the
spring
and
323
of
those
became
law
and
another
33
bills
were
introduced
in
the
december
special
session
and
10
of
those
became
law.
Despite
the
shifting
dynamics,
our
team
successfully
advocated
for
boulder
county
priorities
and
then
shifted
into
new
roles,
supporting
coveted
response
and
recovery
work.

Of
course,
they
weren't
the
only
team
jumping
in
to
support
emergency
response.
Our
pios
and
administrative
staff
all
had
rules
to
play
in
emergency
communications,
staffing,
the
call
center
helping
with
covet
and
wildlife,
wildfire,
purchasing
and
funding,
and
so
much
more
an
incredible
lift
that
we
are
all
so
grateful
for.
So
thank
you
to
our
own
amazing
team.
We
are
so
successful
because
of
what
you
do.

On
top
of
that,
the
sheriff's
office
was
also
heavily
involved,
with
supporting
other
local
municipalities
during
the
racial
and
social
justice
protests
throughout
the
summer,
and
then,
of
course,
the
response
to
the
major
wildfires
here
in
boulder
county
in
october,
the
wildfires
were
fast
moving
and
required
this
all
hands
on
deck
approach,
to
help
ensure
the
public
safety
overall,
the
wildfires
created
a
huge
amount
of
work.
In
just
a
few
weeks,
the
sheriff's
communications
center
issued
nearly
5
000
evacuation
orders
and
more
than
4
700
evacuation
warnings.

The
public
information
map
which
tracks
the
fire
movement
saw
more
than
2.3
million
views
on
the
county
website.
Over
those
two
weeks,
the
animal
control
staff
members
helped
to
shelter,
967
animals
and
the
office
of
emergency
management
had
466
posts
of
information
across
their
social
media
and
website.
During
the
response,
those
are
some
incredible
numbers.

so
how
about
we
now
focus
on
community
planning
and
permitting
this
new
department?
Formerly
the
land
use
department
was
right
in
the
middle
of
unders,
of
understanding
the
new
structure
of
getting
and
getting
to
know
one
another.
When
coveted,
19
hit
and
forced
the
staff
to
move
their
work
to
a
virtual
realm
becoming
cpmp
meant,
adding
some
planning
staff
from
the
former
transportation
department,
including
folks
from
mobility
for
all
long-range
mobility
planners
and
special
events,
permitting,
among
others,
with
staff
members
still
making
the
physical
transition
to
the
new
offices.

The
team
at
cpnp
successfully
drafted
the
strong
new
regulations
we
have
in
place
today
and
still
allowed
the
public
engagement
in
the
process
holding
a
nearly
four
hour
long
hearing
on
the
topic
online
in
early
december
and
added
to
that.
They
still
worked
on
the
state
hearings
to
get
the
strongest
rules
possible.

accomplishments
of
the
clerk
and
recorders
office.
Now,
one
of
the
most
publicly
visited
spaces
in
the
county
is
the
motor
vehicle
division
and
the
clerk
and
recorder's
office,
and
they
really
stepped
up
this
year
to
continue
serving
the
public
only
pausing,
in-person
service.
Briefly,
at
the
beginning
of
the
pandemic,
the
motor
vehicle
team
welcomed
back
community
members
in
person
with
compassion
and
care,
as
well
as
plenty
of
distancing
signage
and
creativity.

The
recording
division
also
had
to
make
some
important
changes
right
away,
as
they
were
statutorily
required
to
provide
marriage
licenses
and
also
wanted
to
maintain
the
health
and
safety
of
the
staff
and
of
newly
vets.
They
created
a
fully
remote
marriage
process
and
were
able
to
move
all
other
recording
needs
online,
as
well,
very
impressive
and,
of
course,
last,
but
certainly
not
least,
the
elections
division
prepped
for
and
successfully
completed
an
election
with
historic
voter
turnout.

Creativity
was
key
when
creating
drive-through
ballot
pickups
identifying
super
sites
where
in-person
voting
could
occur,
with
proper,
distancing
or
holding
virtual
tours
and
info
sessions,
and
if
you
hadn't
had
a
chance
to
read
through
the
election
security
community
briefing
that
the
clerk
and
recorder's
office
produced
this
year.
It
is
a
shining
example
of
our
leadership
and
secure
elections
and
worth
a
read.
We
are
so
thoroughly

We

been
struggling
mightily
this
year
if
we
didn't
have
excellent
support
from
our
it
team
moving
at
least
1400
employees
to
work
nearly
100
percent
remotely
with
all
of
their
staff
needing
at
least
some
access
to
virtual
meetings
was
a
monumental
task
and
one
that
had
to
happen
almost
overnight.

Our
eye
team
was
rolling
out
teams
and
opening
up
one
drive
for
team
collaboration.
In
addition
to
introducing
the
upgraded
security
system
duo.
These
are
all
big
enough
tasks
on
their
own,
but
we're
just
one
slice
of
this
larger
I.t
pie
for
this
year.
Teams
isn't
just
used
for
video
meetings
and
file
sharing.
It
is
also
used
for
our
virtual
call
centers
that
it
helped
to
set
up
for
many
departments
this
year
to
help
support
employees
across
the
organization,
as
they
learn
multiple
new
systems
at
once.

It
has
also
been
hosting
weekly
I.t,
open
house
meetings,
which
offer
training
and
a
chance
for
anyone
who's
struggling
to
ask
questions
of
the
experts.
These
trainings
covered
many
software
issues
and
it
was
also
providing
support
with
physical
hardware
for
remote
workers
as
well.
They
helped
with
coordinating
the
switch
to
laptops
and
other
mobile
devices
as
well
as
troubleshooting
at
home
printing
scanning,
and
anything
we
were
trying
to
set
up
in
our
remote
workspaces,
so
not
to
be
a
broken
record,
but
pandemic
support
is
just
a
piece
of
the
larger
picture
for
it.

It
also
continues
to
help
with
ongoing
security,
upgrade
projects
at
the
jail
and
the
justice
center.
They
lent
expertise
to
the
upgrade
of
the
community
engagement
and
agenda
management
system.
In
the
commissioner's
office,
they
supported
new
building
and
renovation
projects
with
the
most
needed
technology
solutions
and,
of
course,
they
helped
to
support
the
clerks
team
in
the
general
election
wow
a
lot
of
work,
thank
goodness
for
that
it
team
and
their
technical
support
this
year
now
I'll
turn
it
over
to
commissioner
deb

community
services,
as
we
have
all
seen
in
the
news,
2020
created
an
even
greater
need
within
our
community
locally
and
across
the
nation.
The
community
services
department
has
been
serving
our
community
members
who
are
most
in
need
since
their
creation
and
went
above
and
beyond
in
their
service
this
year.

If
you
remember,
2020
was
also
the
year
of
the
census.
Can
you
believe
it?
So
much
has
happened
and
community
services
was
helping
to
lead
the
effort
for
greater
census,
reporting
in
boulder
county,
even
enlisting
the
help
of
high
school
students
at
one
point,
to
help
get
the
word
out
about
the
count
as
job
losses
climb.
Throughout
the
year
workforce
boulder
county
has
been
working
tirelessly
to
help
connect
community
members
with
the
resources
they
need
to
survive
and
plan
for
their
future
careers.
A
They
immediately
created
a
call
center,
which
has
answered
more
than
ten
thousand
calls.
In
just
thirty
weeks,
an
average
of
three
hundred
and
seventy
four
four
calls
per
week.
They
also
hold
weekly
online
hearing
events,
help
to
place
interns
and
other
workers
within
boulder
county
to
augment
staff,
support
and
regularly
host
trainings
and
presentations
for
the
public
head
start.
Teachers
and
staff
were
agile
and
able
to
shift
with
the
ever-changing
safety
guidelines
for
school,
we're
moving
virtual
at
the
end
of
the
spring
semester
and
returning
in
person
this
fall.

are
just
some
of
the
staff
members
who
are
front
line
workers
serving
the
public
in
person,
the
employees
and
community
justice
services
kept
up
the
support
at
the
juvenile
assessment
center.
The
area
agency
on
aging
led
direct
food
distribution
to
older
adults
and
many
staff.
Members
headed
to
the
office
of
emergency
management,
to
lend
support
for
the
pandemic
and
the
wildfires
compassion
and
enthusiasm
for
service
at
its
best
matt.

The
eligibility,
techs
and
other
case
managers
were
key
to
making
a
new
and
ongoing
clients
feel
confident
and
cared
for
me.
As
we
heard
from
the
county
attorney's
office,
there
has
been
an
increase
in
child
welfare
and
neglect
cases
this
year
as
well.
Sadly-
and
we
want
to
thank
the
staff,
the
front
line,
staff
members
who
helped
protect
the
most
vulnerable,
those
most
vulnerable
populations
with
schools,
closed
and
children
at
home,
it
became
even
more
important
for
these
staff
members
to
continue
doing
their
heroic
work
to
support
children
even
more
this
year.

The
family
and
children
services
team
even
created
a
drive-through
school
supply
distribution
with
backpacks
full
of
school
supplies.
Property
managers
were
still
on
hand
to
help
new
residents.
Sign
leases,
collect
new
keys
and
move
uh
their
into
their
new
homes,
including
completing
the
first
virtual
lease
up
at
the
new
tungsten
village
community
in
netherland,
not
to
mention
that
the
maintenance
staff
who
looked
after
the
repairs
and
upkeep
of
all
the
operations
we're
also
grateful
for
the
housing
and
human
services
was
able
to
create,
and
even
even
tighter
bonds
with
community
partners.

Elise,
we'll
talk
about
the
coroner's
office.
Now,
although
it
isn't
a
topic,
many
of
us
relish
talking
about
the
services
provided
by
the
coroner's
office
have
been
even
more
important.
This
year
during
such
a
deadly
pandemic,
the
team
at
the
coroner's
office
has
had
to
switch
into
a
potential
mass
casualty
readiness
position
this
year,
tracking
covades,
maintaining
mass
casualty
response
supplies
working
on
continuity
of
operation
plans.
In
the
case,
their
smaller
staff
comes
in
contact
with
the
virus
and
so
much
more.
A
Moving
into
this
year,
the
office
will
be
continuing
to
support
their
staff
through
trainings,
certifications
and
accreditation.
They
also
have
plans
to
apply
for
multiple
grants
and
continue
work
on
identifying
two
john
does
through
genetic
dna.
Thank

to
those
employees
for
doing
such
important
work.

chance
to
talk
now
about
another
new
department
um
that
came
about
in
2020
our
public
works
department.
This
is
another
team
that
was
just
getting
to
know
one
another
right
after
the
reorganization
last
year
and
shuffling
office
space
around
and
then
the
pandemic
hit.
So
the
public
works
department,
included,
building
services
and
resource
conservation
with
the
transportation
team,
and
with
that,
an
additional
batch
of
high
achieving
employees
all
came
together.

Also
big
this
year,
resource
conservation
was
recognized
with
a
major
national
award
for
outstanding
community
or
governmental
programs
for
the
zero
waste
efforts
across
boulder
county
on
the
roadside
of
things,
the
maintenance
team
hit
a
record
in
one
day
for
completing
609
tons
of
paving
along
lookout.
Road
they
also
completed
paving
operations
along
major
connector
roads,
j,
road
and
baseline
road,
and
another
huge
milestone
to
mention
was
the
engineering
team
completing
the
last
major
flood
recovery
project
from
2013..

This
one
was
in
four
mile
canyon,
nearly
seven
and
a
half
years
of
incredible
work
addressing
complicated
reconstruction.
That
is
something
to
be
celebrated,
a
huge
thanks
to
this
team
for
keeping
our
facilities
up
and
running
our
community
moving
and
all
of
the
work
that
you
do
to
support
mobility
throughout
boulder
county.

One
program
that
always
garners
attention
is
the
fresh
start
program
that
allows
non-violent
offenders
with
warrants
to
have
their
warrants
cleared
without
arrest.
The
program
started
in
2019
and
the
da's
office
staff
successfully
navigated
the
pandemic
this
year
to
offer
not
only
in-person
options
to
speak
with
an
attorney
for
free
but
options
over
zoom
as
well.

The
staff
at
the
da's
office
also
helped
to
share
knowledge
and
offer
trainings
on
important
issues
like
elder
abuse
and
ways
to
spot
st
stimulus
check,
scams
or
other
coronavirus
related
scams.
Perhaps
the
most,
and
perhaps
the
most
anticipated
news
out
of
the
district
attorney's
office
was
the
addition
of
another
comfort
dog
buck.

Aside
from
the
coveted
response,
some
of
the
most
impactful
of
these
projects
include
declaring,
in
an
official
resolution,
that
structural
racism
is
a
public
health
crisis
in
boulder
county
and
diving
in
to
really
address
things
like
language
disparities
and
other
boundaries
to
health
and
obstacles
to
health
equity
and
then
also
supporting
the
air
quality
team
and
air,
pollutant
monitoring
and
data
collection
to
inform
state-level
policy
work
like
our
air
monitor
out
at
the
boulder
res,
and
this
ties
directly
into
their
completion
of
the
public
health
climate
action
strategy.

round
out
the
highlights
this
year,
just
by
talking
a
bit
more
about
the
office
of
county
administrator.
I
um
shared
my
thanks
to
all
of
you
in
the
appreciation
video,
but
I
wanted
to
hit
some
highlights
of
the
accomplishments
this
year,
as
was
the
new
normal
for
everyone
else.
At
the
county,
the
board
of
equalization
team
had
to
make
the
switch
to
virtual
service.

U
Two
of
the
biggest
projects
were
the
ability
for
anyone
in
the
county
to
add
a
supplier
in
the
oracle
system,
a
function
that
previously
rested
with
the
purchasing
team
only
which
helped
to
speed
up
the
payment
processing
across
the
whole
county.
The
second
project
was
supported.
The
pandemic
workforce
equipment,
support
pro
supply
program
or
pwes
for
county
employees
purchasing
helped
to
procure
1930
different
items
that
would
help
staff
work
more
efficiently
during
the
pandemic,
whether
working
remotely
or
in
the
field.

We
also
had
the
fire
recovery
team
within
the
office
of
county
administrator
working
to
coordinate
all
of
that
work
with
the
impacted
community
members
who
lost
22
residential
structures
during
the
cowood
fire.
The
wildfire
recovery
team
is
meeting
regularly
with
neighbors
to
discuss
options
and
share
resources
and
information.
It
will
be
a
long
road
to
recovery,
but
thankfully
we
have
plenty
of
staff
on
hand
who
are
experienced
and
have
expertise
in
this
sort
of
disaster.

lot
really
impressive,

lot
of
great
work,
and
I
wish
we
could
all
celebrate
it
together,
maybe
next
year.

we
have
looked
back
on
the
incredible
work
from
last

state

electeds
often
don't

along,

here

boulder
county
we
get
that
we
all
play

the
same
team
and

shows

work
we're
able
to
do
together
and
then.

expanding
the
county's
integrated
data-driven
approach
to
helping
community
members
in
need
through
initiatives
like
a
regional,
affordable,
housing,
strat
housing
strategy.
Excuse
me,
which
amazingly,
is
being
implemented
by
all
the
municipalities
in
the
county
and
then
adding
to
our
multimodal
transportation
system.
Through
the
completion
of
the
wildly
successful
us-36
express
lanes,
project
and
and
starting
similar
bus,
rapid
transit
initiatives
on
say,
highway,
119
and
state
highway
7.

Now
the
list
could
go
on
and
on
it,
but
I
I'll
stop
there,
but
I
gotta
be
honest
today
is
is
bittersweet,
it's
really
really
been
wonderful
to
be
a
part.

member
of
the
county
family
these
past
eight
years.
So
it's
it's
really
sad
to
say
goodbye,
um
but,
as
some
of
you
know,
I'll
soon
begin
a
new
position
leading
the
southwest
energy
efficiency
project,
which
is
just
a
few
blocks
away.

A
But
one
of
the
big
highlights
is
the
passage
of
the
alternative
sentencing
facility
tax.
That
really
is
giving
us
an
opportunity
to
um
you
know,
revamp
the
way
we
um
incarcerate
people.
We
know
it
is
not
um
good
the
way
we're
doing
it
and
that
we
have
embarked
as
a
county
and
a
community
on
a
whole
new
path
to
really
improve
and
and
have
criminal
justice
reform.
uh
The
da's
office
is
part
of
that.
A
A
As
chief
judge,
really,
I
think
made
a
difference
in
terms
of
things
we
were
able
to
accomplish
in
the
world
of
criminal
justice
reform,
and
I
want
to
specifically
call
out
and
say
thank
you
judge
for
all
of
your
leadership
around
this
and
the
another
big
thing
that
we
did
that
took
multiple
years
and
was
delayed.
As
elise
said,
many
things
were
because
of
the
flood
was
the
office
of
financial
management
and
our
switch
to
oracle
and
jana
peterson.
Really.
This
was
her
idea.
A
But
that's
a
huge
accomplishment
that
will
go
on
for
years
and
years
in
the
county,
and
I
think
maybe
just
one
more
I'll
mention
is
um
the
that
racial
equity
work
that
we're
doing
um
the
uh
you
know.
Elise
called
out
in
her
thing
about
public
health,
about
um
the
statement
that
they
made
about
systemic
racism
and
the,
and
then
the
commissioners
adopted
that
as
well.
A
But
we
again
have
been
working
for
years
uh
on
trying
to
improve
our
organization
and
reduce
the
systemic
racism
that
does
exist
in
the
organization
and
the
and
and
the
organizations
that
we
work
with
and
recognizing
that
and
then
beginning
to
have
the
hard
conversations
about
changing
what
those
systems
look
like
and
putting
in
place
processes
and
procedures
that
will
reduce.
That
is
a
really
good
thing
and
I'm
happy
to
be
a
part
of
that
getting
going.
But
at
the
end
of
the
day,
it
really
comes
down
to
the
people.

um
This
working
here
and
doing
this
job
uh
has
been
the
best
thing.
I've
ever
done
in
my
entire
life,
and
I
want
to
specifically
thank
um
janna
that
when
I
came
jenna
and
I
have
known
each
other
for
years
and
the
ability
to
be
able
to
work
together
and
and
accomplish
great
things
and
have
a
friend
uh
in
another
office
to
be
able
to
talk
about
and
get
co-conspirators.

change

us

long-term
challenge

keep
working

that
along
with
other
multimodal
transportation,
and
we
need

continue
protecting
open
space

phase

also
when
you
manage
it,
so
that
it's
a
great
place
for
people
to
visit,
but
still
has
all
the
resources
intact
and
in
a
great
way,
um
and
we
need
to
continue
the
racial
equity
work.

know

story

surviving
two
cancers.
I
really
believe
in
work
trying
to
come
back
stronger
and
I
think
that's
what
we
need
to
do
with
our
natural
disasters
that
we're
dealing
with
we're
still
working

2013

We
still
have
fema
payments.
We
think
we
are
owed
so
we're
going
to
continue
that
although
much
of
the
construction
work
is
done
and
then
uh
the
pandemic,
we
need
to
find
ways
to
come
back
stronger
out
of
that
and
then
the
cow
would
fire.

Government
solves
the
problems
that
people
cannot
solve
on
their
own.
It
can
bring
equitable
access
to
services
and
address
unmet
needs
that
make
us
all
better
off,
and
that
is
perhaps
more
true
of
local
government
than
any
other
level
of
government.
Baltic
county
owns
tens
of
thousands
of
acres
of
beautiful,
open
space
and
farmland.

The
county
is
on
the
leading
edge
of
efforts
to
stop,
and
hopefully,
reverse
the
ravages
of
climate
change.
It's
been
a
driving
force
in
shifting
transportation,
funding
in
the
state
towards
equitable
access
to
multi-mobile
options
and
reducing
reliance
on
single
occupancy
vehicles
and
those
aspects
of
boulder
county's
work
are
well
known
and
of
vital
importance,
but
what's
less
known
about
what
the
county
does
is,
what
may
be
even
more
important?
The
county
provides
housing
and
human
services
to
people
whose
incomes
aren't
sufficient
to
meet
their
basic
needs.

Local
government
is
where
people
turn
when
they
need
housing,
food
assistance
or
help
with
the
cost
of
child
care,
and
those
are
the
areas
in
which
were
it
not
for
government
people
would
suffer
now
almost
11
months
into
the
copen
19
pandemic,
with
people
at
risk
of
eviction
facing
food
insecurity,
because
they're
out
of
work
and
worried
about
whether
they
or
a
loved
one
will
fall
victim
to
this
disease.
We
have
an
even
more
vivid
reminder
of
how
important
local
government
is
and
that's
why
I
sought
this
job.

I
started
my
campaign
by
meeting
with
community
leaders,
nonprofit
service
providers
and
elected
officials,
to
learn
what
people
living
in
boulder
county
needed.
I
heard
about
how
hard
it
is
for
someone
working
a
low
or
moderate
income
job
to
pay,
rent
or
even
buy
a
home
as
a
result,
they
drive
long
distances
to
get
to
work.
They
live
in
crowded
substandard
housing
and
they
devote
too
much
of
their
income
to
housing
and
when
people
all
across
the
income
spectrum
cannot
live
in
boulder
county.
We
miss
out
on
the
richness
that
comes
from
a
diverse
population.

I
want
to
make
that
better.
I
heard
about
how
hard
it
is
to
find
a
mental
health
provider,
how
much
adolescents
struggle
with
the
pressure
they
feel
from
easy
access
to
marijuana
and
drugs.
Our
criminal
justice
system
has
become
the
mental
health
provider
of
last
resort,
and
I
want
to
make
that
better.

As
I
talked
to
the
people
whose
support
I
wanted
for
my
candidacy
and
as
I
looked
at
my
predecessors,
it
was
obvious
that
far
too
many
most
in
fact
were
white
and
came
from
the
same
privileged
background.
As
I
come
from,
boulder
county
has
been
deprived
of
the
insights
and
contributions
its
latino
indigenous
asian
black
and
immigrant
community
can
provide.

pandemic
has
made
it
impossible
to
ignore
that
people
working

the
lowest
pay

those
who
we
rely
upon.
The
most
every
level
of
government
must
be
dedicated
to
transforming
our
economy
so
that
people's
work
is
fairly
valued
and
so
that
the
good
health
and
good
health
care.
Many
of
us
take
for
granted
are
universally
available
in
laying
out
my
priorities,
I
don't
discount
the
importance
of
supporting
the
work
of
the
office
of
sustainability,
climate
action
and
resilience
that
work
is
near
and
dear
to
my
heart.

me

public
life
in

first

I
overlook
the
importance
of
providing
basic
governmental
services,
such
as
road
maintenance
and
public
safety
and
doing
so
efficiently

compassion

back
into
elected
office,

I
know
it
can
be
tough.

noblest
