A
I
would
like
to
extend
a
warm
welcome
to
members
of
the
public
who
are
viewing
at
home
due
to
social
distancing
directives
received
from
the
state
government
councillors
will
be
attending
this
ordinary
council
meeting
by
electronic
means.
This
meeting
is
stemmed
open
to
the
public
via
an
online
live
stream
available
through
council's
website.
A
A
A
On
behalf
of
bring
bank
city
council,
I
would
like
to
acknowledge
the
traditional
custodians
of
this
land,
the
warranty
people
and
pay
our
respects
to
elders,
past
present
and
emerging
item,
two
council
commitment.
I
ask
councillors
to
remain
standing
for
the
council
commitment.
Others
may
be
seated
as
the
council.
We
will
act
in
the
best
interests
of
the
bring
bank
community
and
consider
the
immediate
and
long-term
impacts
of
our
decisions.
A
A
B
A
A
A
Condolences
there
are
two
items
of
condolence
this
evening:
7.1
the
first
one
is
the
passing
of
charlie
skidmore
maya,
have
a
move
of
the
motion
for
council
to
extend
their
condolences
on
the
passing
of
charlie
skidmore
councillor
sam
david.
F
A
Would
the
mover
like
to
speak
a
counselor
david?
We
can't
hear
you.
F
Thank
you,
mother
mayor.
I
will
thank
you.
Yes,
I
like
to
extend
our
condolences
to
the
family
of
charlie
skidman,
who
passed
away
on
july.
The
1st
charlie
was
a
former
brimac
counselor
and
deputy
mayor.
He
lived
in
the
western
service,
his
entire
lives
spending
the
majority
of
his
years
in
north
central
raising
his
family.
He
was
a
truck
driver.
F
F
90
year
old,
charlie
told
many
many
stories
of
large
community
gatherings
and
picnic
durians
1999
to
30
depression
years
down
along
the
riverian
strip
of
marigold
river
in
the
braybrook
and
north
sunshine
areas,
charlie,
is
survived
by
his
daughters,
grandchildren
and
grand
grandchildren
mother
mayor
just
to
say
that
I
knew
charlie
and
I
was
there
when
he
became
a
counselor
first
time
around.
I
was
cerebral
world
counselor
for
the
former
city
of
sunshine
and
later
on.
F
As
a
deputy
mayor,
he
was
an
extremely
good
sunshine
man
and
us,
as
I
said
earlier,
he
lived
all
his
life
here
with
his
family
and
our
sport
in
person,
a
very
well
respected
person
and
charlie.
We
saw
him,
I
think
most
of
us
counseling
saw
them
at
the
celebrations
of
the
israel
here
in
songchai,
so
my
condolences
goes
to
the
family
and,
let's
hope
they
got
give
charlie
plenty
of
rest.
Your
time.
Thank
you.
Madame.
B
Thank
you,
madam
mayor
I'd
like
to
speak
on
behalf
I'm
reading
this
condolence
motion
on
behalf
of
councillor.
Hedy
chu
is
an
apology
tonight,
and
this
is
only
part
of
the
eulogy
that
was
delivered
for
for
charlie
skidmore.
B
These
years
were
hard
for
dad
and
his
family
during
the
depression,
always
walking
barefoot
to
school,
to
save
on
shoe
leather
walking
up
to
five
miles
a
day,
come
rain,
hail
or
shine.
This
would
save
two
pence
a
day
and
he
would
use
that
to
buy
a
loaf
of
bread
for
the
family
to
share
dad's
father
was
collecting
empty
bottles
and
cement
bags
using
his
horse
legs
and
cart.
B
B
Over
the
years,
dad
was
a
member
of
the
masonic
lodge
a
charter
member
of
the
deer
park,
lions
club
for
over
34
years,
the
sunshine
rsl,
the
tpi
club,
the
harvester
club,
devoted
to
many
years,
multiple
community
organisations
and
projects.
He
was
an
independent
councillor
with
the
sunshine
city
council
for
many
years,
including
one
year
as
a
deputy
mayor
mum
and
dad
dad
were
blessed
with
four
children.
From
from
that.
B
We're
blessed
with
four
children
from
from
we
now
have
nine
grandchildren
and
twelve
great-grandchildren
one
step
granddaughter
and
one
step-great-granddaughter.
This
includes
one
set
of
twins:
two
heads
four
bullet
bilingual
children
that
speak
multiple
languages.
B
He
taught
us
the
value
of
great
work
ethic
doing
for
others,
the
love
of
family
and
the
joy
of
having
a
great
sense
of
humor.
A
family
joke
for
many
years
was
one
which
rung
you,
which
one
you
were
on
and
on
the
family
letter,
depending
on
what
you
had
done,
making
him
a
batch
of
date,
date
scones,
giving
him
a
a
jar
of
bull's
eyes
for
his
birthday
or
a
jar
of
hair,
all
and
razor
blades
for
christmas.
B
Dad
was
always
running
late
when
he
had
to
go
out
because
he
always
wanted
to
cut
his
toenails
at
the
last
minute,
which
would
drive
us
insane.
He
always
joked
with
him.
We
always
joked
with
him
that
he
would
even
be
late
for
his
own
funeral.
So
we
thank
the
holy
bones
for
getting
him
here
on
time
to
us.
Kids,
he
was
the
best
dad
ever
dad
was
an
absolute
joker
to
the
end,
and
we
were
not
surprised
when
asked
if
he
had
any
pain
anywhere.
B
He
replied
a
clear
as
clear
as
day
yep
only
in
the
hip
pocket.
These
were
his
last
words.
Thank
you,
madam
mayor,
and
our
deepest
condolences
to
his
family.
A
A
7.2,
the
passing
of
charlie
casa,
may
I
have
a
mover
to
the
motion
for
council
to
extend
their
condolences
on
the
passing
of
charlie
casa
councillor
sam
david.
F
Thank
you.
Thank
you,
madam
madame
I'd
like
to
to
move
that
the
passion
with
charlie
kasar
and
extend
condolences
to
you.
Thank
you
in
the
extended
family.
A
Thank
you.
Do
I
have
a
secondary
council
of
tacos
all
right.
Would
the
mover
like
to
speak
councillor
david?
Please
turn
your
mic
on.
That's
it!
Thank
you.
F
Thank
you.
Madame
charlie
was
a
mentor
and
father
figure
at
the
killer
park,
family
and
wider
community.
He
joined
the
killer
park
soccer
club
in
1974
when
his
children,
rick
david
and
joff,
started
playing
as
junior
there.
He
was
a
life
member
of
and
spent
many
hours
working
at
the
club,
including
coaching
two
junior
teams,
both
of
which
won
the
league's
targets.
Under
his
leadership.
F
I
knew
charlie
for
many
years
through
our
sporting
bronze
madame.
It
is
indeed
as
what
I
said
earlier,
a
very
lovely
figure,
a
good
sporting
person.
Everybody
was
like
liked
him
and
he,
whatever
he
did.
He
was
always
wanted
to
be
on
the
correct
and
and
doing
the
right
thing
at
all
times
and
he'd
be
very
well
and
sad
to
see
a
figure
like
that
go,
but
to
me
and
the
whole
of
the
his
friends
that
they
knew
him.
A
B
Yes,
thank
you,
madam
mayor,
on
behalf
of
the
council,
I'd
like
to
express
our
sincere
condolences
for
charlie
kassar
and
to
his
family.
Margaret
and
extensive
family
charlie
had
committed
the
best
part
of
47
years
to
a
club
that
became
his
family
in
various
roles
spanning
coaching
helping
behind
the
bar
marking
the
grounds
vizio.
Even
cleaning
charlie
made
huge
sacrifices.
B
He
took
on
all
those
jobs
with
gusto.
He
gave
with
his
heart
and
left
behind
a
huge
legacy
to
a
club.
He
has
become
a
local
hero
to
an
icon
and
known
by
many
as
mr
kearlor.
It's
people
like
charlie,
that
have
built
clubs
from
the
ground
to
the
strong
family
friendly,
strong
clubs
they
are
today
today.
B
G
Thank
you,
mother
mayor.
I
met
charlie
on
some
occasions.
His
passion
about
the
killer
soccer
club
was
very
striking
in
the
way
he
spoke
about
it.
The
killer
soccer
club
was
like
his
second
home.
He
always
committed
himself
with
great
love,
passion
and
pride.
Thank
you,
charlie
for
your
sterling
contribution
to
the
community
for
almost
half
a
century.
I
would
like
to
pass
my
condolences
to
his
wife,
margaret
his
extended
family
and
friends
rest
in
peace,
charlie.
A
A
F
F
F
F
This
will
be
much
welcome
event,
particularly
as
part
of
profit
19,
recovery
efforts.
We
welcome
news
across
brimbang,
bing,
bang's,
rich
and
proud
football
community,
hello,
hello,
bring
20
to
23
and
go
to
my
tailgates
mother
mayor
just
to
say
that
if
you
turn
the
clock
back,
say
20
30
years
ago,
and
talking
about
matilda
there's
a
world
cup
in
australia.
That
was
a
dream.
That
is
a
reality
now
and
our
guests
are
doing
well.
F
A
Thank
you
councillor,
david
councillor,
lancashire.
Would
you
like
to
speak
to
this.
H
Yes,
thank
you,
madam
mayor
I'd,
like
to
strongly
support
the
words
of
councillor
sam
david.
I
think
the
people
across
australia
who
got
up
early
to
watch
the
bid
process.
It
was
very
exciting
and
australians,
being
a
mad
sporting
country,
we're
all
thrilled
to
hear
the
the
announcement
that
australia
and
new
zealand
had
pulled
the
the
world
cup
down
under
into
the
southern
hemisphere.
I
think
this
is
a
an
incredible
achievement
for
us.
H
It's
also
very
exciting
out
of
2023,
certainly
as
we
are
in
lockdown
with
covert
and
all
this
other
problems
that
are
setting
us
at
the
moment.
It
really
gives
us
hope
for
the
future
hope
for
our
sports
people,
and
particularly
our
women's
sports
people,
and
I
can
see
particularly
young
girls,
seeing
this
and
being
enthused
to
take
up
soccer
and
take
up
sport
and
by
what's
going
on
here,
and
certainly
I
think
the
matildas
are
probably
australia's
most
renowned
sporting
team
at
the
moment
and
to
have
them
on
home.
H
Our
largest
park
is
is
a
very
exciting
thing,
so
well
done
to
the
to
the
women's
soccer
federation
in
achieving
this,
and
we
certainly
hope
continuing
good
news
into
the
future,
with
possibly
the
matildas
being
based
in
brimbank.
What
better
could
that
be
for
us
for
our
kids
and
girls,
as
as
to
encourage
them
into
sport?
Thank
you
very
much,
madam
mayor.
Thank
you.
C
Thank
you,
madam
mayor,
just
to
echo
the
sentiments
of
both
councillors
david
and
councillor
lancashire.
I
always
I
wanted
to
see
a
world
cup
game
and
if
I
see
a
world
cup
soccer
game
for
women
before
I
see
a
world
cup
soccer
game
for
men
might
also
be
a
very
good
thing
too.
I
certainly
do
welcome
the
announcement.
It
is
certainly
very,
very
good
news
indeed
and
who
knows
madame
made
actually
paved
the
way
to
see
our
socceroos
on
on
ground
soil
as
well.
C
A
A
Next
item
8.2
2020
ayla.
I
assume
it's
pronounced
victoria
award
of
excellence
for
parks
and
open
space.
May
I
have
a
mover
of
a
motion
of
congratulations
to
councils
urban
design
department
for
winning
the
2020
victoria
award
of
excellence
for
parks
and
open
space
for
sun
vale
community
park.
I've
got
councillor
lancashire.
H
A
H
Thank
you
madame
yes.
Indeed,
on
behalf
of
council,
I
wish
to
congratulate
our
urban
designer
department
for
winning
the
australia
institute
of
landscape
architects.
That's
ayla
award
for
excellence
for
parks
and
open
space
for
sunvale
community
park,
funded
by
brimbank
city
council,
the
victorian
government
and
melbourne
water.
The
park
was
opened
in
2018
and
is
a
wonderful
community
facility
crowned
by
the
five
elements
artwork
created
by
local
aboriginal
artists,
nandy
barton
and
lee
ann
clark.
H
C
Yes,
thank
you,
madam
mayor
madame.
It
may
seem
a
surprise
to
some,
but
for
me,
when
I
opened
this
park
in
2018
when
I
was
the
mayor,
I
knew
full
well
when
the
officers
had
said
to
me
that
the
park
was
entered
into
an
award
design
process.
I
knew
that
we
would
win
this
award.
It
is
an
amazing
park.
It
is
an
absolute
tribute
to
the
residents
who
fought
for
it,
and
it
is
an
absolute
tribute
to
the
urban
design
team
that
we
have
here
working
in
council.
C
I
wouldn't
be
surprised,
madame
if
a
lot
of
our
other
parks
did
not
receive
awards
either,
as
our
urban
design
team
is
second
to
none,
and
I
wish
to
thank
them,
of
course,
for
all
the
work
that
they've
done
in
this
area
and,
like
I
said,
madame
no
surprise
there
at
all.
It
is
an
amazing
park
well
used
by
our
community
as
our
all
parks,
and
especially
now,
during
covert
19.
The
parks
are
such
essential
places
for
the
health
and
well-being
of
our
residents.
A
A
I
I
Yes,
madam
maya,
thank
you
on
behalf
of
council.
I
would
like
to
acknowledge
and
recognize
a
group
of
general
and
self-led
people
who
have
spent
endless
time
making
and
de
boosting
the
face
mask
during
the
convict
19
benjamins.
There
were
a
short
test
of
face
masks.
A
small
group
of
vietnamese
residents
living
in
green
bank
started
to
buy
the
material
require
and
seal
the
first
month
and
united
them
to
the
hospital
in
shenzhen,
willam,
tao
and
hobart
roshing.
I
I
This
was
a
real
team
airport
by
many
people
who
worked
day
and
night,
cutting
the
material
and
then
showing
it
together,
volunteer
delivery,
the
material
to
be
cast
and
shows,
and
can
pick
up
the
finished
product
for
not
only
the
dispersion
in
greenbank
and
melbourne,
but
also
in
other
states
of
australia
in
los
many
temples
overnight,
asian
and
other
ethnic
groups.
This
had
all
been
achieved
by
a
group
of
vietnamese
residents
who
volunteer
her
time
and
money
to
make
this
impossible.
E
Thank
you,
madam
mayor.
I
also
have
a
long
chat
with
the
leader
of
the
group
and
cannot
express
how
much
effort
and
time
and
money
that
the
group
had
put
in
you
know
and
then
mars,
actually
going.
This
were
being
distributed
to
many
states
in
australia
and
also
many
organizations
such
as
venice,
australian,
vietnamese
women
association,
western
health
foundation,
a
few
temples,
sandvax,
mekong
aged
care
and
also
many
other
various
groups
and
many
many
people
in
community.
E
You
know
what
cannot
express
how
much
effort
spent
in
even
if
we
have
money
we
can't
sometimes
buy
it
on
time,
but
without
these
volunteers
willing
to
spend
their
own
time-
and
you
know
effort
to
do
it.
So
thanks.
Thank
you.
F
Thank
you,
madam
mayor,
I'd
too,
like
to
thank
the
vietnamese
community
that
put
in
such
a
tremendous
effort,
and
I'm
saying
thank
you
to
them
behalf
of
the
maltese,
the
italians,
the
turkish,
the
greeks
and
the
latin
americans.
They
asked
me
especially
to
say
on
their
behalf
thank
you
to
this
community,
because
they're
always
putting
their
hands
up
they're
first
to
do
so,
and
it's
another
one
community
in
bloomberg,
and
I
think
in
myself
I
think,
they're
doing
a
tremendous
job
when
times
are
hard.
They
come
up
and
show
their
hand
well
done.
A
We
really
appreciate
the
time
the
work
and
also
the
fabric
that's
been
donated
to
make
these
masks.
So
on
behalf
of
bring
bank
city
council,
I'd
like
to
say
thank
you
to
the
40
people
or
whoever's
involved
for
making
these
for
our
community.
Thank
you
all
right.
A
J
We
have
been
america.
The
first
two
questions
are
from
mr
jamie
ramsey
question.
One
is
given
the
dysfunction
the
community
faced
with
a
previous
council
prior
to
it

How

public

conducive
to
a

question
two
is:
does
this
council
condone
such
behavior.
A
Thank
you,
council
does
not
condone
attacks
on
anyone.
People
are,
however,
within
their
rights
to
say
or
like
whatever
they
please,
on
facebook
or
other
social
media.
As
long
as
it
is
lawful,
people
do
have
different
political
opinions,
which
can
be
expressed
freely,
but
online
abuse,
bullying
and
trolling
is
unacceptable
behaviour.

The

Peter

in

it
has
understood
that

a

titled

secondary
college
to
the
local
community,
in
which
councils
sought
to
stop
the
sale
of
the

at

driskills
road
kielba
to
the
open
market
by
the
department
of
education
acting
in
accordance
with
government

to
seek
to
acquire
the
land
on
a
priority
basis
prior
to
the
sale
to
the

K
J
The
second
question
from
mr
burke
is
that
in
that
leaflet,
council
indicated
its
preference
for
community
infrastructure
uses
of
education,
early
learning
in
open
space
for
the
site
at

driskills

kia.

now
that
the
land
has
been
in
private
ownership
for
more
than
three
years
and
development
plan,
approval
has
been
sought
for
a
low-scale
integrated
medium
density,
residential
housing
project.
What
is
the
current
position
of
council
in
respect
to
its
preferred
use
for
the
land.

at

resolved
to
advocate
widely
to
stop
the
sale
of
the

kielba.
This
resulted
in
a
range
of
actions,

letters
to
relevant
ministers,
local
mps
and
state
government
departments
about
council's
desire
to
keep
the
sites
in
public
ownership.
A
On
this
basis,
the
preferred
use
of
the
site
is
for
a
residential
development
that
complies
with
the
purpose
of
the
general
residential

and
a
secondary

borg?
Thank
you
councillor
gudet.
Would
you
like
to
say
a
few
words.
C
Just
briefly,
madam
mayor,
you
did
cover
in
your
statement
just
about
everything
that
I
wanted
to
say,
and
a
very
good
statement
indeed
outlining
the
fact
that
council
has
been
very
vigilant
in
our
strategies
in
responding
to
this
pandemic.
C
It
is
very
unfortunate,
of
course,
that
stage
three
restrictions
had
to
be
reimposed,
but
I
urge
all
residents
to
please
listen
and
do
the
right
thing
so
that
we
may
all
come
out
of
it
at
the
end
and
sooner
perhaps,
rather
than
later.
Madame,
it
is
very
important
and
to
any
of
the
residents
out
there
who,
of
course,
don't
understand.
C
Please
get
in
touch
with
any
of
us
with
counsel
with
any
of
your
mps.
They
will
find
a
way
for
the
information
to
get
to
you
to
be
able
to
understand
how
better
to
manage
this
pandemic.
In
the
meantime,
though,
a
lot
of
stuff
has
gone
on
behind
the
scenes.
Madam
mayor,
including
as
you've,
said,
the
citizenship
we're
helping
our
businesses
our
residents.
We
also
secured
two
million
dollars
in
funding
the
sun,
albans
leisure
centre.
We
received
funding
from
dhhs
for
the
community
connector
program.
C
We
also
assisted
dhhs
with
the
covert
19
testing
blitz,
which
of
course,
is
still
happening
down
there
in
kelo
village,
they're
still
testing
people
every
day.
C
So
I
urge
residents
that
are
feeling
a
little
bit
insecure
or
don't
realize
or
don't
think
that,
maybe
that,
if
any
symptoms
whatsoever
or
maybe
no
symptoms
at
all,
we
just
never
know
please
get
tested
and
help
us
understand
the
situation
here
in
brimbank,
we've
also
include
increased
our
meal
service,
our
maternal
services
visits
and
we
approve
303
rate
relief
applications
for
residents
out
there
who
are
finding
it
difficulty
difficult
to
pay
their
rates.
So
these
are
just
a
few
examples
as
the
ones
that
you've
mentioned.
C
A
G
G
B
Last
week
I
spoke
over
the
phone
to
a
resident,
who
is
in
mandatory
isolation
due
to
their
underlying
condition
and
placing
her
and
her
husband
in
a
very
high
risk.
During
this
pandemic,
my
own
inconveniences
became
minor
and
insignificant
compared
to
the
140
odd
days.
This
person
has
not
left
their
front
door
and
with
no
end
in
sight
with
this
year
that
changing
where
life
has
become
remote
and
connection
other
than
phone.
B
People
on
this
council
must
make
more
of
an
effort
to
try
and
reach
out
to
these
people
need
because
they
do
need
that
connection,
whether
it's
via
phone
by
letters
by
zoom,
because
they
feel
forgotten
the
library
service,
the
meals
on
wheels.
The
community
register
are
fantastic,
and
these
are
the
services
that
I
really
am
grateful
that
this
council
is
putting
a
lot
more
energy
and
effort
in
they
must
be
prioritized
to
ensure
that
these
people
also
feel
connected
during
this
difficult
time.
Thank
you.
I
Thank
you,
madam
man.
I
just
would
like
to
act
on
from
other
counsellor
already
mentioned.
I
I
think
it's
another
thing
we
have
to
acknowledge
is
all
the
library
is
the
they
they
have
the
law
delivery
and
also
it
a
lot
of
the
service
pro
provide
online
for
the
people,
and
it's
really
successful
and
really
help
the
member
of
the
library.
It
will
be
enriched
a
lot
of
members.
Even
they
only
contact
the
staff
through
the
phone
and
also
it's
like
online
story,
and
I
think
this
really
successful
another
thing
with
them.
I
The
young
people
from
is
the
dream
impacts
is
to
make
them
to
connection
and
make
them
to
enjoy,
and
I
did
invite
to
the
meeting
on
the
zoom
with
the
fortified
people.
Relationship
for
the
project
it
to
show
is
how
care
and
how
to
support
from
the
young
people
to
get
in
love,
who
love
and
living
in
the
ring
bank,
I
think,
is
really
good
and
successful.
I
A
O
O

H
H
So
that's
certainly
12
million
dollars
more
in
work,
that's
going
on,
which
is
very
impressive
and
reflects
the
strength
of
the
economic
activity
in
the
building
industry
in
brimbank.
So
again,
this
is
very
heartening
to
see,
and
certainly
a
thank
you
to
the
to
the
staff
who
have
been
processing
these
applications.
Thank
you,
madam
mayor.
A
Thank
you
councillor.
Lancashire.
Would
the
second
delight
speak
countlesses?
No,
do
I
have
any
other
speakers?
Okay,
I'll,
put
it
to
a
vote,
all
those
in
favor
against
carried.
Thank
you.
A
O
Thank
you
madame.
This
report
provides
council
a
quarterly
update
on
planning
compliance
activity
in
brimbank
for
the
first
for
the
period
of
1st
of
april
to
30th
of
june.
The
recommendation
is
for
council
to
note
this
report.
Thank
you.
A
A
A
O
Thank
you,
madam
mayor.
This
report
presents
for
council's
consideration
the
council
officer
assessment
of
the
application
for
approval
of
the
development
plan.
P

The
application
is
the
subject
of
a
vcat
hearing
in
september
2020
and
requires
council
to
form
a
position
on
the
development
plan
which
is
shown
at
attachment.

O
A
L
Thank
you
madame
and
apologies
to
the
community
for
my
absence
at
the
planning
forum
relating
to
this
matter.
My
wife
had
just
given
birth
to
our
son
idris,
so
simply
put
the
revised
application
once
again
fails
to
live
up
to
the
community
and
the
council's
expectations,
and
this
has
been
reflected
in
both
the
community
expressions
and
the
offices
report.
L
B
Yes,
I
would
the
vcat
decision,
which
supported
council's
refusal
on
the
previous
application
for
this
site,
raised
a
number
of
failings
of
the
application,
including
the
number
of
crossovers,
resulting
in
the
garage
dominated
streetscape,
which
left
little
room
for
the
street
tree
planting
insufficient
on
street
parking,
how
the
development
presented
to
driscoll's
road,
the
number
of
existing
trees
to
be
removed,
the
interface
with
bolaro
reserve
and
information
that
was
missing
from
the
plans.
B
Although
there
appears
to
have
been
an
attempt
by
the
developer
to
address
some
of
these
failings,
the
attempt
hasn't
gone
far
enough.
In
effect,
they
have
reduced
the
number
of
dwellings
by
six
but
increased
the
size
of
many
of
the
dwellings
by
squeezing
them
into
the
centre
of
the
site,
which
has
really
resulted
in
an
increase
of
development
of
that
site's
density,
not
reduced
it.
B
The
residents
who
addressed
the
council
at
the
planning
forum
last
week,
all
noted
they
were
not
against
development
of
this
site,
but
they
were
against
the
intensity
of
the
development
proposed
and
they
were
concerned
about
the
impact
it
would
have
on
the
area.
The
officer's
assessment
of
the
application
has
summarized
some
of
the
key
failings
of
the
current
proposal,
as
the
lot
sizes
and
layout
will
result
in
the
development
of
the
land
for
only
double
story
attached
down
houses
which
does
not
provide
a
range
of
dwelling
types
to
cater
for
every
variety
of
housing
needs.
B
The
proposal
does
not
make
councils
environmentally
sustainable
development
requirements,
as
set
out
in
clause
22.02
of
the
planning
scheme.
The
buildings
will
not
allow
for
adequate
variation
of
building
forms
across
the
site.
In
fact,
there
is
not
one
single
story
dwelling
in
the
entire
proposal.
The
internal
amenity
will
be
poor.
The
amenity
of
the
adjoining
sites
may
be
impacted
due
to
the
number
and
density
proposed
of
lots
along
the
interface.
B
The
proposal
has
not
had
sufficient
regard
to
the
existing
non-residential
interfaces,
for
example
the
school
and
the
child
care
centre
and
has
not
provided
suitable
buffer
treatments,
and
the
tree
retention
has
not
been
properly
addressed
other
than
that.
The
fact
that
driscoll's
road
is
barely
coping
at
the
moment
moment.
Madam
mayor
and
fellow
councillors,
on
any
day
during
the
rat
run,
you
will
see
that
it
is
almost
impossible
to
get
out
of
driscoll's
row.
B
If
there
was
to
be
an
emergency,
then
the
only
two
exits
would
be
driscoll's
road
and
stenson
road
and
there's
not
many
other
options
left
for
those
residents
so
purely
on
a
safety
basis.
It
is
a
great
concern.
Thank
you.
A
Thank
you
any
other
comments
by
other
councillors.
Councillor
goodichi.
C
Can't
you
thank
you
madame.
I
wished
you
also
including
sentiments
of
counsellors,
alan
and
tarkos,
and
just
referring
to
some
of
the
objections
by
the
objective,
the
objections
by
some
of
the
residents
that
live
close
to
driscoll's
road
madame,
they
all
took
the
time
to
come
out
to
the
planning
forum.
Once
again,
they
are
very
real
issues
and
concerns
that
these
residents
have.
C
I
would
by
no
means
say
that
they
are
exaggerated,
as
perhaps
the
developer
may
have
intimated,
and
I'm
totally
disappointed
that
the
developer
has
not
made
any
more
changes
to
this
development
plan
after
it
has
already
gone
through
vcat
and
our
offices
have
already
assisted.
So
I
commend
our
officers
once
again
in
their
wonderful
work
on
assessing
this
application
according
to
the
residents
needs
and
all
of
our
policies
as
well.
Madam
mayor,
I
totally
support
this
recommendation
by
our
offices.
Thank
you
very
much.
A
A
O
Thank
you,
madam
mayor.
This
report
presents
for
council's
consideration
the
council
officer
assessment
of
planning
application,
p13
2020
for
the
construction
of
two
double
story:
dwellings
at
20,
reed
street,
sorry,
reed
crescent,
taylor's
lakes.
The
council
officer
assessment
of
the
application
is
shown
at
attachment
4
to
this
report,
and
the
recommendation
is
for
council
to
approve
the
planning
application
subject
to
the
commissions
shown
at
attachment
5
to
this
report.
Thank
you.
H
D
A
H
Thank
you,
madam
mayor.
Yes,
so,
first
of
all,
I'd
like
to
thank
the
the
objectors
and
and
the
applicant
who
came
and
met
with
council
and
put
their
points
of
view
at
the
planning
forum.
H
In
terms
of
the
alternate
motion
was
one
of
the
points
raised,
and
it
was
something
that
I,
as
a
town,
planner
had
concern
of
and
I'd
say
20
years
ago,
when
solar
panels
were
first
coming
in
that
people
might
be
building
buildings
on
the
northern
side
of
other
buildings
that
have
introduced
these
panels
and
overshadowing
them
now,
while
there's
some
debate
within
the
report
over
whether
they
were
well
located
or
not,
the
problem
is,
of
course,
that
they
will
be
shadowed.
The
owner
has
given
agreement
not
to
contest
this
condition.
H
The
owner
has
agreed
to
pay
for
the
cost
of
relocating
those
panels,
and
I
think,
given
the
the
environmental
concerns
that
this
council
has
exhibited
in
terms
of
dealing
with
these
things
and
in
terms
of
environmental
sensitive
urban
design,
it
is
probably
good
that
we're,
including
this
condition,
to
relocate
those
panels.
H
C
Thank
you,
madam
mayor.
I
would
also
like
to
echo
council
lancashire
sentiments
and
thank
him
for
his
amended
motion.
I
do
certainly
support
it.
The
applicant
has
indeed
agreed
to
relocate
those
solar
panels.
I
also
wish
to
state
madame
that
I
understand,
but
by
a
few
meters,
this
block
of
land
may
have
been
subdivided
into
two
lots.
So
if
it
had
been
subdivided
into
two
lots,
then
there
would
have
been
two
homes
there
anyway.
C
So
the
dual
occupancy
is
really
not
a
surprise
in
that
area,
and
there
are
quite
a
few
other
blocks
of
land
in
red
crescent
that
may
be
developed
in
the
near
future
as
well
as
people
are
starting
to
move
back
into
taylor's
lakes.
The
other
thing
also
is
made
of
me
that
I'm
assured
by
the
applicant
that
the
applicant
and
her
son
will
be
living
in
the
dual
occupancy.
C
So
in
fact
it
will
be
two
households,
a
two
two:
what
one
family
into
two
households
kind
of
thing,
matami,
and
also
we
have
to
remember,
with
the
block
of
sight
block
of
land
that
size
there
could
have
been
a
50
square,
double
story
home
which
basically
would
have
been
what
we've
got
now.
But
it
is
one
of
the
better.
C
Architectural
designs
that
have
come
to
us-
and
I
do
understand
that
there
are
some
concerns
about
the
the
modern
and
modernness
of
it,
but
suburbs
will
tend
to
change
over
time
and
I'm
sure
that
things
will
smooth
out
and
with
the
solar
panels.
Of
course,
I
hope
that
the
objector
actually
agrees
to
the
solar
panels
being
replaced.
I
think
it's
a
very
good
thing
that
we've
managed
to
put
some
conditions
together,
which
will
allay
the
fears
of
some
of
the
objectives.
Thank
you.
Madame.
A
O
I'm
sorry,
councillor
pepper
mayor
I'll,
have
to
take
that
on
note.
I
believe
that
was
raised.
I
recall
that
being
raised
in
the
meeting,
but
I'm
I
would
have
to
check
in
terms
of
how
we've
addressed
that
matter.
If,
at
all.
A
A
O
This
report
please
thank
you,
madam
mayor.
This
report
presents
for
council's
consideration
a
submission
that
responds
to
the
victorian
parliament's
environment
and
planning
and
committee
inquiry
into
the
ecosystem
decline
in
victoria.
The
submission
is
shown
at
attachment
one
to
this
report,
and
the
recommendation
is
for
council
to
endorse
the
committed
to
the
parliament
of
victoria's
inquiry.
G
Yes,
thank
you,
madam
mia.
The
ecosystem
decline
in
victoria
has
prompted
the
state
government
to
conduct
an
inquiry
into
the
matter.
Council
officers
have
prepared
the
submission
to
forward
it
to
the
victorian
legislative
council.
Council
has
a
responsibility
to
protect
bio
biodiversity
for
our
community
and
the
future.
G
I
Thank
you,
madam
mayor
yep.
I
think
it
echoes
ecosystem
dislike.
It
have
negative
impact
to
the
health
and
the
happiness
for
our
community,
the
community
interested
biodiversity
protection
and
enhancement
demonstration
by
the
attention
of
the
environmental
volunteer
within
the
multicultural,
the
impact
of
diamond.
It
requires
consideration
consideration
of
the
transition
approach
to
the
biore
city
protection.
I
I
think
the
quality
and
attention
of
the
victoria
ecosystem
is
deadline.
Current
records
and
system
it
management
are
not
sufficient
to
occur.
An
access
to
the
right
and
many
good
of
the
deadline,
significant
effort
to
require
to
the
document
echo
ecosystem,
condition
over
time
and
centralized
platform.
It
needs
to
protect
information
to
be
accepted
to
the
decision
with
the
maker.
B
If
anything,
the
pandemic
has
raised
the
importance
of
biodiversity
on
our
delicate
ecosystem
more
into
the
spotlight,
as
more
people
are
turning
to
our
parks,
open
spaces
for
exercise
and
respite
people
are
becoming
more
observant
of
the
natural
world
around
them
and
the
gaps
and
the
failures
as
much
as
the
strengths
and
successes.
B
Whilst
our
council
prouds
itself
on
the
retention
and
conservation
of
grasslands,
it
can
not
on
its
own,
stop
or
reverse
the
decline
of
biodiversity.
It
needs
to
be
done
on
a
regional
level
and
needs
sustained
funding
and
management.
Ecosystem
decline
is
linked
strongly
to
a
healthy
community,
both
physically
and
mentally.
The
weaknesses
in
biodiversity
protection
around
species
needs
to
be
strengthened.
D
A
One
of
the
sub-items
in
the
report
is
declarations
of
representations
to
members
of
parliament
the
table
lists
occasions
where
councillors
have
met
with
members
of
parliament
and
sought
their
support
councillors.
I
would
like
to
speak
just
for
a
moment
on
this
item
of
this
report.
As
you
can
see,
on
pages
256
and
257
of
this
agenda.
Most
recently,
I
have
met
with
federal
government
parliamentarians,
including
senator
sarah
henderson
and
state
ministers,
including
the
local
government
new
minister
sean
lean
as
part
of
council's
efforts
to
support
our
community.
A
During
this
difficult
time,
I
have
been
focusing
on
promoting
the
needs
of
our
community
and
advocating
to
secure
a
health
well-being
and
economic
covert
19
support
package
for
bringbank
that
will
help
provide
our
community
with
support
that
will
need
to
respond
and
recover.
From
this.
A
I
would
like
to
mention
a
number
of
wins
and
outcomes.
I
am
proud
to
have
led
bring
bank
in
securing
all
of
which
will
improve
safety
and
well-being
and
help
support
local
economic
activity,
business
and
jobs,
as
announced
just
today
by
the
state
government
minister
for
employment,
charlotte
pulford.
A
An
additional
2
million
state,
two
million
dollars
state
government
funding
for
our
saint
albans
health
and
well-being,
leisure
center,
1.13
million
in
federal
government
financial
assistance.
A
A
20
million
hundred
and
ninety
eight
thousand
dollars
an
extraordinary
amount
that
I
need
to
really
recognize
the
efforts
of
our
staff,
our
council
staff,
our
ceo,
the
emt
that
they
have
put
in
these
submissions.
Let's
give
them
a
hand.
I
can't
thank
them
enough
for
their
hard
work.
A
P
Thank
you,
madam
mayor.
The
monthly
governance
report
is
a
standing
item
within
the
ordinary
council
meeting
agenda.
It
is
a
summary
of
recent
governance
related
activity
in
accordance
with
best
practice
and
good
governance
principles
written
in
compliance
with
provisions
applying
respectively
in
the
local
government
act
of
1990
1989
and
the
act
of
2020.
P
A
Okay,
do
I
have
a
mover
for
this
counselor
goody
chair,
I'm
glad
you're
smiling.
Would
you
like
to
move
this.
C
Report.
Oh
yes,
I
would
gladly
like
to
move
this
report
as
printed
in
the
business
papers.
Thank
you.
Madame.
A
C
Thank
you
madame
the
way
you
put
it
in
your
statement,
welcoming
almost
21
million
dollars
to
this
municipality
is
probably
unprecedented.
I
don't
remember
that
amount
of
money
in
one
year.
So
it's
thanks
to
everyone
that
you
have
said.
Thank
you
to
our
ceo,
our
staff
for
writing.
All
of
those
submissions
for
the
advocacy
of
all
the
councillors.
C
Apart
from
the
usual
things
like
the
records
of
the
assemblies
of
councillors,
delegates
reports
representations
by
members
of
parliament,
council
of
support
expenses,
but
also
matami,
there's
the
collective
action
committee,
which
has
which
would
now
be
changed
to
the
impact
brim
back
advisory
committee
and
meeting
with
the
committee
last
week.
Madam
may
yourself,
and
I
and
also
councillor
borg,
the
committee
members.
C
There
were
very
appreciative
of
the
committee,
but
they
were
also
in
agreeance
with
the
name
change,
so
I
don't
think
that
there
will
be
a
problem
with
that
madame,
but
also
I'd
like
to
flag
the
street
light
upgrade
for
4
409
lights
to
led
which
will
cost
this
council
3.38
million
dollars
over
three
years,
but
over
20
years
we
will
recoup
10
million
dollars.
So
maybe
that
should
be
added
to
the
amount,
madam
mayor
and
we
should
say
31
million
dollars.
C
Perhaps
then,
so
it's
certainly
part
of
our
greenhouse
strategy
to
do
something
like
that
and
look
the
initiatives
that
this
council
is
coming
up
with,
are
amazing,
being
on
the
innovation
portfolio,
I'm
privy
to
a
lot
of
that
of
those
reports
coming
through,
and
I'm
very
very
pleased
to
commend
this
report,
especially
this
month.
Thank
you.
Madame.
F
Thank
you,
madam
mayor.
Yes,
this
is
a
welcome
announcement,
madam
mayor,
and
thank
you
for
that
report
to
us
to
me.
I
was
happy
enough
to
listen
to
the
small
pocket
pack
in
lingala
road
in
gum
street.
That's
the
michelin!
That's
been
there
for
a
long
time.
I
mean
it'd,
be
wonderful
for
the
people
of
best
sunshine,
but
if
we
can
find
a
few
dollars
to
plant
a
palm
tree
in
the
middle
of
that
little
park,
it'd
be
a
fantastic
picture
without
that
tree.
But
I
I'm
taken
by
the
level
crossings.
F
Mother
mayor
is
wearing
a
very
wonderful
thing
for
those
people
I'm
referring
to
robinson's
road
station
road
and
that
of
of
course,
ficherra
road,
which
I
was
there
when
all
those
all
those
years
where
we
lost
a
few
friends,
if
you
like
in
that
crossing
and
that's
a
wonderful
sort
of
happening
and
the
whole
area
in
where
sanchez
had
received
letters
direct
by
the
government
and
the
and
the
way
they
get
they
designed
the
the
crossing.
F
H
You
thank
you,
madam
mayor.
I
would
certainly
like
to
endorse
the
comments
of
councillor
judith
and
councillor
david.
H
This
is
and
and
certainly
say
that
this
is
really
exciting
news:
21
million
dollars
worth
of
investment
in
the
municipality
and
thank
madame
yourself,
the
ceo,
the
directors
and
all
the
staff
that
worked
extremely
hard,
and
I
hope
that
the
media
certainly
picks
up
on
this,
that
how
brimbank
is
getting
quite
a
lot
of
help
in
this
area,
and
it
is
fantastic
to
see
so
well
done
to
everyone
involved,
and
I
won't
say
much
more
except
it
is
very
exciting
news.
H
Thank
you
very
much,
madam
mayor,
for
that
and
I
for,
as
I
said,
very
much
endorsed
the
comments
of
the
two
previous
councillors.
Thank
you.
A
Thank
you
councillor,
lancashire,
any
other
comments
from
councillors.
I
can't
stop
smiling
at
the
moment.
It's
a
tremendous
effort.
I
I
can't
praise
enough
the
wonderful
work
our
staff
do
here
at
bringbank.
Let's
put
it
to
a
vote.
Oh
all,
those
in
favor
I've
got
both
hands
against
carrie.
Thank
you.
A
Okay,
12.8
portfolios,
quarterly
quarterly
report
march
to
may
mr
hogan.
P
As
the
title
gives
away,
council
receives
this
report
four
times
a
year
for
the
purpose
of
noting
portfolio
meetings
held
during
the
reporting
period
and
their
respective
items
of
presentation
and
discussion.
This
quarterly
report
is
unique:
first,
recognizing
the
impact
of
covert
19
on
the
scheduling
and
content
of
the
portfolio
program.
The
office's
recommendation
is
for
council
to
note
the
report.
A
A
C
Move
the
report
as
printed
in
the
business
papers
madame
thank.
C
In
the
report
there
seemed
to
be
a
bit
of
a
lull
in
the
portfolio
presentations
in
the
beginning,
when
we
weren't
sure
whether
we
were
going
to
actually
attendance
meetings
or
zoom
meetings,
but
as
soon
as
the
zoom
meetings
were
organized
madame
where
we
picked
up
our
pace
and
the
portfolios
have
been
moving
along
very
very
nicely.
I
congratulate
councillor
resist
for
moving
into
the
healthy
portfolio.
C
I'm
sure
she
will
be
enjoying
it
and
getting
ahead
around
everything
and
for
me
being
in
the
innovation
portfolio.
Well,
it
certainly
has
been
innovative.
Madam
mayor,
just
the
meetings
that
we
are
holding
now
is
innovative
enough.
I
mean
whoever
would
have
thought
this
time
last
year
that
this
is
what
we
would
have
been
doing,
but
we
have
adapted.
C
We
are
certainly
championing
our
portfolios
as
we're
supposed
to
be
doing
and
we're
getting
on,
madame
with
the
business
of
council,
as
evidenced
also
by
the
previous
report.
So
I
commend
all
of
the
councillors
for
their
work
in
their
portfolios
and
please
continue
to
champion
your
portfolios,
as
you
have
been
very
well
done.
Thank
you.
Madame.
A
E
Yes,
thank
madam
mayor.
I
would
like
to
extend
whatever
was
said
by
councillor
good
chair,
but
as
community
see
that
our
our
center
are
closed,
but
our
staff
and
counselor
haven't
stopped
working,
especially
with
our
portfolio.
E
As
you
know,
there
was.
There
are
still
many
excited,
updates
and
news
that
come
through
to
portfolio
meetings,
talking
about
innovative
idea
that
related
to
what
counselor
guru
chairwood
was
mentioning.
E
It's
actually
we,
our
officer
was
saying
that
we
never
actually
have
that
many
visitors
on
site
compared
to
this
virtual
one,
and
the
number
of
the
visitor
that
visiting
our
accept
exhibition
was
2275
people.
So
it's
quite
exciting
change
for
us
and
we
as
vibrant
remakefolio.
I
hope
that
this
work
will
continue
after
the
pandemic
as
well.
So
thank
you
to
all
the
staff
that
working
behind
the
scene,
counselors
that
keep
putting
the
passion
on
to
your
portfolio
and
working
on
what
we
passionate
about.
Thank
you.
A
Thank
thank
you,
council
of
fans,
good
comments.
Well
done
any
other
counsellor
that
would
like
to
speak
to
this.
Okay
I'll
put
it
to
a
vote,
those
in
favor
against
carried.
Thank
you
12.9
return
of
general
evaluation
2020.
K
Thank
you,
madam
mayor.
This
report
is
presented
to
council
to
consider
adopting
the
return
of
the
general
revaluation
2020
for
all
properties
within
brimbank.
This
is
a
valuation
made
by
the
valuer
general
on
on
behalf
of
the
state
government.
Thank
you.
C
Just
simply,
madam
mayor,
of
course
we
have
to
receive
the
report.
It's
a
receiver
note
report,
but
I'd
also
like
to
read
a
paragraph
from
the
report
madame,
which
would
be
quite
significant
at
this
time
for
residents
who
may
experience
a
rate
rise
or
a
rate
decrease,
and
the
report
does
say.
But
despite
increases
to
property
values,
council
does
not
collect
more
rate
revenue
as
a
result
of
the
revaluation
rates
are
redistributed
according
to
the
shifts
in
property
values
that
have
occurred
across
the
municipality.
C
I
think,
oh,
my
god,
the
council
is
going
to
be,
you
know
having
so
much
more
rates
in
their
municipality
and
that's
not
actually
the
case,
madam
mayor,
so
I'd
like
to
assure
the
residents
that
it
is
a
fair
process
and
the
valuation
of
course
does
happen
yearly
now,
whether
we
like
it
or
not,
it's
a
state
government
requirement
and
that
all
the
rates
as
I've
said
all
the
rate
payers
are
treated
equally.
So
thank
you
very
much
madame
for
that.
I
thought
that
I
would
just
mention
that.
A
A
N
N
The
study
has
been
out
for
community
consultation
and,
following
that
has
had
some
minor
changes
based
on
community
feedback,
which
is
presented
to
council
to
consider
consultation
on
the
draft
study
commenced
on
the
20th
of
march
and
closed
on
the
19th
of
april.
This
year
a
total
of
18
submissions
were
received
during
the
consultation
period
on
the
draft
study.
A
A
G
Yes,
I
do
madame
as
portfolio
champion
for
the
brimbank
people
portfolio,
which
includes
lifelong
learning.
I
am
very
pleased
to
see
the
final
draft
saint
albans
and
their
park
libraries
study
report
presented
to
council
this
evening
in
2018,
council
adopted
the
community
services
and
infrastructure
plan
2018
2038,
which
provides
council
with
guiding
principles
and
commitments
for
planning
and
delivering
community
services
and
infrastructure
in
brimbank.
G
G
G
The
consultation
was
widely
promoted
through
a
variety
of
mediums,
including
social
media,
traditional
medium
wide
trade
with
traders
and
direct
emails.
A
total
of
18
submissions
were
received
during
the
consultation
period
following
adoption
of
the
final
draft
study
and
subject
to
annual
council
budget
processes.
A
business
case
for
each
facility
will
be
prepared.
L
You,
madam
mayor,
because
the
borg
has
pretty
much
nailed
it
yeah.
This
council
have
recognized
that
the
sonorans
and
deer
path
libraries
need
to
be
redeveloped
and
refreshed,
and
we've
resolved
to
endorse
the
library
studies.
C
Thank
you,
madam
mayor,
just
a
few
brief
words
to
highlight
that
there
was
overall
support
for
the
community
on
the
locations
of
these
libraries,
and
now
we
have
to
look
forward
to
seeing
the
business
cases
to
better
inform
the
size,
services
and
needs
to
be
included,
and
I'm
sure,
of
course,
that
we
will
be
looking
at
modern,
innovative
ideas
and,
whilst
we're
on
the
subject
of
libraries,
madame
air,
I
would
certainly
like
to
thank
not
only
the
deer
park
and
sunulbans
library
staff,
but
also
the
sydnem
and
sunshine
library
staff
for
the
work
that
they
do,
especially
during
the
current
times.
C
C
A
Okay,
any
other
speakers
for
this
report.
Council
of
farm.
E
Thank
you,
ma'am
man,
I
think
library,
to
some
of
our
community
members
are
the
first
destination
when
they
go
to
the
suburb.
You
know
in
terms
of
getting
the
book
in
their
languages
or
getting
help
with
other
services
from
storytelling
for
their
kid
to.
You
know
other
hope
that
they
feel
very
close
like
a
family
and
I'm
I'm
very
sure
that
a
lot
of
our
librarian
staff
know
a
lot
of
our
local
community
very
well,
and
the
library
service
is
something
that
can't
be.
E
You
know
missed
out
in
our
service
of
council
with
the
expansion
of
the
pub
and
the
northern
population.
I
think
this
is
a
very
important
report
that
we,
you
know,
bring
forward
and
working
on
it
and
I,
I
think
community
can't
wait
for
it
to
happen.
Thank
you.
B
Tarkos
currently,
both
the
synorbons
and
deepak
library
are
completely
inadequate
for
the
need.
B
Also,
diversification
of
the
libraries
are
becoming
more
living
and
breathing
hubs
offering
a
wide
range
of
interfaces,
including
I
what
I
wanted
to
really
cover
that
other
speakers
didn't
say
is
that
with
the
covert
19,
there
needs
to
be
an
increase
in
the
digital
expansion
and
considerations
of
social
distancing,
now
integrated
into
libraries,
because
we've
seen
with
this
particular
case,
with
hover
19
that
libraries
had
to
adapt
and
change
and
refocus
into
a
delivery
service,
and
also
the
reliance
on
on
digital
collections
increased
significantly.
B
I
appreciate
the
community
feedback
and
I
look
forward
to
future
council
and
budget
allocation
for
these
very
too
much
needed
facilities
to
be
created.
Thank
you.
Thank.
I
Thank
you
madame
sorry,
mother
man,
I
just
would
like
to
add
on
is
like
for
the
community
is
the
potential
to
impact
on,
for
the
community
includes
the
public
church
and
the
customer
service
impact
is
like
the
service
for
deliveries
to
the
dog.
It's
really
helpful
and
make
the
curtain
it
get
involved.
We
call
thai
style
home
and
they
can
request
or
have
to
serve
it
directly
to
tedor,
and
I
see
is
the
like.
I
The
castle
is
smarter,
as
it
looks
it's
not
only
for
the
center
open
or
deepak,
but
all
the
library
in
bloomberg.
It's
fantastic,
it's
service
for
the
customer,
and
I
think
the
community
service
helped
identify
it
taking
the
shuffle
on
the
floor
space,
and
I
think
it's
a
lot
of
good
in
community.
It
really
enjoy.
I
I
A
A
Okay,
I'll
put
it
to
a
vote,
all
those
in
favor
against.

any
other
region
in
melbourne.
The
action
plan
provides
strategic
direction
to
western
region
councils
on
challenging
the
gender
barriers
to
women
and
girls
participating
in
sport
and
active
recreation.
A
You
councillors
before
we
continue
to
counsel
it
david
councillor.
Farm
left
the
room,
so
we
need
her
to
identify
herself
first.
A
Okay,
thank
you.
We'll
continue
now,
councillor
david,
you
seconded
this.
Would
you
like
to
speak
to
this
report.
F
Thank
you,
madam
mayor.
Yes,
I
will,
and
indeed
thank
you
to
councillor
aziz
for
remind
us,
a
very,
very
good
secretary,
and
he
did
say
that
and
he's
a
famous
senior
sports
and
music
are
the
other
two
languages
that
people
can
understand.
That's
a
famous
word
as
a
great
initiative
about
a
man,
a
woman's
participation
in
sport
and
active
recreation
in
melbourne.
West
action
plan
for
change
provides
brim
bank
and
six
of
our
partners.
F
Councils
of
these
projects,
including
whitnam
meribenon,
muniwali,
melton,
hobsons
bay
and
melbourne,
with
a
pathway
to
help,
encourage
and
support
more
female
sport
participation,
sport.
We
play
a
huge
role
in
helping
our
community
respond
and
recover
from
kobe
pandemic,
and
I
look
forward
to
bring
my
working
with
our
regional
as
well
as
state
and
federal
government
partners,
to
help
provide
more
investment
facility,
support
and
resources
that
inspire
more
women
and
girls
to
become
fit
and
healthy
and
active.
A
very
good
report
by
the
mayor
and
commander
report.
A
B
Whilst
I
accept
the
general
analysis
of
this
report,
I
I
also
note
that
there's
only
one
brim
bank
club
that's
represented
in
this
report.
I
accept
that
the
analysis
says
that
the
general
themes
are
better
access,
equity
and
child
care
options.
B
However,
we
probably
have
one
of
the
most
multiculturally
diverse
municipalities
in
victoria
and
the
barriers
to
organize
sport
that
we
have
are
complex
and
need
a
more
place-based
analysis
as
a
whole.
I
believe
greenbank
has
done
an
excellent
job
in
in
doing
things
like
retrofitting
change
rooms
and
built
facilities,
but
some
issues
that
I
still
feel
are
missed
in
this
report
are
transport
to
sports
facilities
is
a
major
barrier
for
women.
B
Lack
of
available
public
transport
is
also
another
major
issue
across
the
board
for
women,
and
you
know
everyone
and
non-traditional
sports
need
to
be
represented
in
our
community
as
well,
because
with
our
cultural
diversity,
it's
not
just
only
soccer
and
football
that
needs
to
be
represented,
but
it
needs
to
be
a
whole
range
of
other
sports,
and
that
needs
to
be
reflected
in
this
regional
report
as
well.
Thank
you.
C
Thank
you
madame.
It
is
certainly
a
welcome
report
and
there
are
really
no
surprises
there.
We
have
been
advocating
for
women's
participation
in
sport
in
brimback
now,
for
quite
some
time
and
to
some
extent
madam
merit
has
actually
increased,
but
of
course,
participation
could
actually
be
even
even
more
augmented
in
that
area.
C
C
I
do
commend
the
action
plan,
though,
because
it
it
is
a
document
that
can
be
referenced
by
state
and
federal
governments
to
inform
their
strategies
on
on
women's
participation
in
sport
in
the
west,
but
it
will
also
go
a
long
way
in
informing
our
own
current
sports
strategy
in
that
area
as
well.
Madame
so
I
do
commend
the
report
and
of
course
I
do
look
forward
to
seeing
actions
coming
out
of
this
report
as
well.
Thank
you.
D
E
Thank
you,
madam
mayor,
with
the
thinking
in
the
past
that
you
know
woman
should
stay
home
and
be
a
housewife,
not
anymore.
There's
a
lot
of
women
in
local
government
in
all
different
sort
of
job,
and
so
also
in
sport.
At
this
day,
these
reporters
is
so
important
that
it's
encouraged
and
giving
opportunity
for
women
to
participate,
not
just
in
sport
but
in
active
recreation.
E
E
One
of
it
is
daughter
of
the
west,
and
I
can't
express
how
much
the
women
were
waiting
for
that
night
to
happen
because
they
were.
There
was
so
many
women
that
come
to
the
night
participating
in
exercise
in
getting
all
information
in
healthy
eating
and
all
other
sort
of
thing,
and
they
would
never
want
to
miss
one
day
and
they're
all
from
different
cultures
as
well.
E
Another
pro
game
that
I
have
chance
to
also
have
experience
in
is
into
tennis
but
actually
type
of
tennis,
and
it
was
funny
in
the
past
that
the
women
were
just
sitting
there
and
wait
for
their
children
or
their
husband
to
finish
the
game
and
and
go
home,
but
now
they
actually
joining
to
with
other
family
members
to
practice,
and
they
would
be
shy
before
but
incredible.
You
know
how
it's
happened
and
I
can't
express
my
you
know
feeling
in
that
for
this
report.
A
A
N
A
No,
okay,
do
I
have
a
mover
for
this
report.
A
C
Thank
you.
Thank
you
madame
just
briefly,
it
is
a
very,
very
important
document
on
which
will
encompass
and
cross-reference
all
of
our
infrastructure
policies,
especially
the
community
services
and
the
infrastructure,
major
planning
policy.
So
in
effect,
madam
mayor,
it
is
a
document
which
will
take
into
account
all
of
that
infrastructure
policies,
and
it
will
be
a
very
docume,
very
important
atlas
per
se
for
the
fulbright
bank
to
use
in
allocating
infrastructure
into
the
future.
C
So
I
do
look
forward
to
the
final
report,
which
I
think,
of
course,
will
be
decided
upon
by
the
next
council,
but
we
can
gladly
say
that
we
have
initiated
this
process
and
I'm
sure
that
the
report
will
be
a
very
good
one
in
the
end,
and
the
officers
will
will
do
a
great
job
in
bringing
all
of
that
both
policies
together.
Thank
you.
A
Thank
you
councillor.
Do
I
have
any
other
speakers
for
this
report.
Okay,
I'll
put
it
to
a
vote
all
those
in
favor
against
carried
okay,
12.13
final
draft
green
gully
reserve
northern
preaching
enhancement
plan.
Mr
white's
side,
could
you
please
present
this
report?
Thank
you.
Q
Q
Consultation
on
the
draft
plan
commenced
on
the
27th
of
march
and
closed
on
the
third
of
may
promotion
of
the
community
consultation
included
council's,
have
your
say,
webpage
a
media
release,
details
in
the
local
newspaper
and
information
distributed
via
council
social
media
channels,
also,
a
letterbox
drop
of
approximately
a
thousand
residents
in
the
vicinity
of
the
green
galley
reserve.
Northern
precinct
was
completed
and
an
opportunity
was
also
provided
to
local
brim
bank
sports
clubs.
Q
Council
received
175
written
submissions
from
community
members
during
the
community
consultation
period.
A
summary
of
those
submissions
and
the
council
officer
comments
is
provided
attachment
to
to
the
council
report.
Overall,
there
was
strong
community
support
for
the
draft
plan
with
169
community
responses
supporting
the
planned
improvements.
Q
A
Thank
you
all
right.
Do
I
have
a
mover
for
this
report.
C
Speak
to
this
report.
Yes,
thank
you.
Madame
just
a
few
thoughts
that
I
thought
of.
While
I
was
reading
the
report,
there
was
a
very,
very
strong
support
with
169
community
responses
for
the
precinct
and
six
against.
I
think
the
169
responses
was
probably
a
record.
In
my
view.
I
haven't
seen
that
many
responses,
but
I'm
glad
that
a
lot
of
the
response-
a
lot
of
the
submitters,
took
the
time
to
tell
us
of
their
interest
and
also
comment,
make
comments
on
the
precinct
itself.
C
C
A
lot
of
the
clubs,
of
course,
will
be
interested
in
the
spaces
that
will
be
provided
for
the
club
scene
in
the
sporting
ovals,
and
I
don't
want
to
ensure
madame
that
the
expressions
of
interest
process
that
we
have
outlined
in
our
sports
facility
development
study
and
also
a
facilities
and
reserves
allocation
will
be
adhered
to.
So
any
of
the
clubs
once
the
expressions
of
interest
process
is
opened
up,
please
do
apply
and
it
will
be
a
fair
and
equitable
process
according
to
our
policies
and
according
to
the
needs
of
whichever
club
applies.
C
So
thank
you
very
much,
madame
a
very
comprehensive
report
and
I
certainly
look
forward
to
seeing
that
into
the
future
and
perhaps,
if
I'm
still
a
counsellor,
we
may
be
there
for
the
opening
of
it.
Thank
you
very
much.
H
H
I
recall
all
of
us
walking
over
this
site
quite
a
long
time
ago,
as
new
councillors
and
getting
burrs
in
our
socks
and
what
looked
like
a
fairly
ordinary
site.
However,
to
get
to
a
point
now
where
we
can
see
the
dual
purpose:
oval
fields
reserves
the
pavilion,
the
car
park,
the
playgrounds
and
all
the
trees.
H
To
get
to
this
point,
where
we
have
a
fantastic
plan,
it
is
really
exciting,
it's
nothing
better
as
a
council
and
see
how
we
can
enter
the
facilities
of
brimbank
in
this
particular
way,
and
we've
done
that
right
across
the
municipality-
and
this
is
another
great
facility
which
this
council
is
adding
adding
to
the
list.
It
will
help,
certainly
all
of
our
sports
men
and
women
by
the
range
of
typing
type
of
sports.
H
That
can
be
played
there
moving
forward
and
I'm
sure
they'll
be
very
keen
interest
by
clubs
in
taking
up
occupancy
of
various
times
and
dates
on
those
fields.
So
again,
thank
you
to
the
submitters.
Thank
you
to
our
staff
and
well
done
it's
a
great
proposal,
and
certainly,
I
think
the
next
term
of
councillors
will
be
very
lucky
in
in
having
such
a
fantastic
facility
to
open
so
well
done.
Thank
you.
A
F
Thank
you,
madam
mayor.
Yes,
just
briefly
commend
the
both
council
of
judiciary
council
online,
the
sheriff
for
speaking
about
this
premier
facility.
I
might
say
this
is
for
future
direction,
so
I
believe,
but
really
we
need
some
in
our
city,
a
stadium
in
our
city,
to
create
interest
by
even
international
type
of
games
are
charged.
I
remember
back
in
65,
70,
mother
man,
and
this
that's
long
long
time
ago,
where
the
superintendent,
the
parts
in
ghana
superior,
then
that
we
call
in
those
days
sunshine.
F
He
was.
He
had
a
dream
at
the
energy
park
to
make
that
a
mega
stadium,
so
it
can
create
atmosphere
internationally,
but
it's
still
there.
So
this
green
garlic
part.
It
reminds
me
of
him
right
now.
Look
at
the
rabbit
people
they
tap
into
our
door
right
now.
They
want
somewhere
to
come
to
melbourne.
It's
many
things
close
to
the
airport
everywhere
we
can
think
about
it.
Our
noise
just
talking
in
reference
to
the
report
tonight,
but
let's
look
at
it
and
perhaps
dream
on
it
as
well.
Perhaps
that
dream
might
come
true.
Thank
you.
A
A
12.14
proposed
discontinuance
of
the
road
part
of
gum
street
in
sunshine,
west,
mr
white,
so
you're
presenting
this
report.
Thank
you.
Q
Yes,
thank
you
madame
absolutely
thank
you
in
late
2019,
the
state
government
department
of
environment,
land
water
and
planning
invited
councils
to
submit
applications
for
round
one
of
the
local
parks
program.
The
local
parks
program
includes
a
35
million
dollar
targeted
investment
towards
creating
up
to
25
new
pocket
parks
across
metropolitan
melbourne.
Q
The
project
would
enable
the
conversion
of
the
existing
traffic
island
and
a
small
portion
of
gum
street
road
reserve
that
could
be
closed
permanently
subject
to
this
road
discontinuance
process
into
a
pocket
park.
The
purpose
of
this
report
is
for
council
to
consider
a
proposal
to
discontinue
a
part
of
the
road
reservation
of
gum
street
sunshine
west,
in
order
for
the
land
to
be
used
for
municipal
purposes
as
open
space,
and
also
to
commence
the
statutory
consultation
process
and
write
and
invite
written
submissions
until
friday,
the
20th
28th
of
august
2020..
Q
A
F
Thank
you,
madam
mayor.
More
than.
A
So
councillor
david
you're,
the
mover
yes
part,
b,
number:
four.
I
think
it
was
part
b
and
before
you
need
to
appoint
a
chairperson
and
two
committee,
members.
A
F
Well,
if
I
can
say
something,
but
I
mean,
of
course
you
can-
I
was
forgetting
a
little
bit
earlier.
It
is
it'd,
be
a
wonderful
thing.
It's
a
small
little
island
there,
which
he
surrounded
us
by
gum
street
and
that
of
glingara
road
and
it'd
be
little
miscellaneous.
I
said
earlier
and
thank
to
our
officers
for
thinking
of
that
it'd
be
a
wonderful
thing.
Community
wise
they
love
it
there'll
be
something
there
to
perhaps
hit
around,
perhaps
a
few
benches
and
things
such.
I
I
think
it
this
potential
impact
for
the
community
and
it's
the
to
act
for
the
quality
open
space,
to
ensure
it's
more
delightable
for
ring
bang
and
healthy
and
happiness
for
the
community,
and
I
think
this
one
is
also
it
for
hand,
safety
for
the
duty
of
the
care
of
the
impact,
and
yet
the
removal
of
the
bro
railway
will,
in
the
most
the
restaurant
connection,
the
dash
streak
and
will
have
enriched
the
safety
traffic
outcome.
A
Okay,
I'll,
put
it
to
a
vote,
all
those
in
favor
against
carrie.
Thank
you.
12.15
greenbank
council
in
westgate
tunnel
saw
soil,
raven
hall
campaign
with
melton.
I
invite
mr
hogan
to
present
this
report.
Thank
you.
P
Thank
you.
Madam
mayor
council
has
previously
and
publicly
opposed
the
potential
for
contaminated
westgate
tunnel
project
stoil
to
be
transported
through
bim
bank
bank,
on
route
to
melbourne
regional
landfill
in
raven
hall,
consistent
with
this
position
and
a
number
of
council
actions
to
date,
this
report
asks
council
to
further
consider
contributing
25
000
towards
a
joint
campaign
with
melton
city
council
to
continue
advocacy
in
this
regard.
Thank
you.
Madam
men.
B
I'd
like
to
move
the
recommendation
as
per
business
papers.
Thank
you.
B
Yes,
as
part
of
brimbank
council's
environmental
equity
agenda,
I
applaud
our
strong
officers
recommendation
to
oppose
any
proposal
for
westgate
to
tunnel
soil
to
be
transported
to
the
mrl
in
ravenhall.
B
I
support
the
allocation
of
funding
and
resources
towards
the
campaign
and
know
that
strong
campaigns
matter
as
they
educate
people
and
as
we
know,
our
community
has
borne
the
brunt
of
victoria's
rubbish,
dumping
and
storage
and
legacy
contamination
of
toxic
laden,
chemicals
and
fill
this
if
it
goes
ahead,
will
be
another
legacy.
Contamination
issue
in
the
making
for
future
generations
except
pfas,
does
not
go
away.
It
doesn't
just
disintegrate
or
it
doesn't
biodegrade.
B
Why
the-
and
this
is
why
the
epa
describes
them,
as
quote
persistent,
accumulative
and
mobile,
unquote
chemicals
and
take
a
precautionary
approach
to
them
and
that
it
is
a
it
is
prudent
quote
to
reduce
exposure
to
pfas
as
far
as
reasonably
practicable.
Unquote.
Thank
you.
C
Thank
you,
madam
mayor.
Another
indictment
on
the
edge
of
our
suburb.
I
would
have
to
say:
1.5
million
cubic
meters
of
rock
and
soil
are
to
be
removed
from
this
tunnel,
some
of
which
has
some
degree
of
contamination
of
preface.
Now
we
don't
know
how
much
that
contamination
is.
No
one
can
tell
us
that
at
the
moment,
but
the
melbourne
regional
landfill
is
earmarked
to
receive
this
soil.
C
Councillor
david
will
remember
on
our
previous
council
travels
that
the
previous
mp
for
court,
andre
hermeyer,
who
was
then
the
minister
for
police,
helped
this
council
not
get
a
toxic
waste
dump.
In
fact,
we
were
offered
either
the
prison
or
the
toxic
waste
dump,
and
we
said
no
we'll
have
the
prison
it's
less
toxic,
but
you
know
what
we
ended
up
with
a
toxic
waste
dump
anyway,
with
the
melbourne
regional
landfill
virtually
on
the
outskirts
of
our
city.
C
I
absolutely
absolutely
appall
the
fact
that
the
west
is
being
treated
as
a
dump.
Once
again,
we
are
not
the
dumping
ground
of
the
of
the
state
on
you
know,
there's
got
to
be
a
better
way
of
treating
this
material
and
the
state
government.
I
urge
the
state
government
to
come
up
with
a
better
way
of
treating
this
material.
It's
not
acceptable.
So,
therefore,
I
totally
support
the
allocation
of
these
funds
in
fighting
this
for
our
municipality
and
again
together
with
melton.
Thank
you
very
much.
Madame.
H
Thank
you,
madam
mayor.
I
I
certainly
do
endorse
the
comments
made
by
councillor
tarkos
and
council
goodiche
in
in
regards
to
this.
As
the
councillor
on
the
raven
hall
mrl,
the
I
can
say
that
the
community
reps
that
go
along
to
every
meeting
and
put
their
point
of
view
and
carefully
scrutinize
the
work
of
clean
away
in
running
that
facility
have
made
it
very
clear
of
their
concerns
and
melton
have
made
it
very
clear
their
concerns
about
this.
H
So
again,
I
would
have
to
support
the
words
and
support
the
report
in
terms
of
joining
together
with
melton
to
to
have
a
campaign
on
this
issue
is
certainly
in
accordance
with
the
community's
wishes,
and
we
need
to
be
very
careful
in
how
we
approach
these
sort
of
things
as
they
as
we've
seen
from
the
past.
They
do
leave
a
dreadful
legacy
of
contamination,
particularly
in
the
west,
and
so
our
work
in
this
regard
with
melton
is
important.
Thank
you
very
much.
A
A
Could
I
ask
a
counselor
to
move
that
as
a
block
motion,
please.
C
Madame
I'm
happy
to
move
both
12.16
and
12.17
as
per
the
business
papers,
but
also
as
a
block
the
two
items
together.
Thank
you.
A
A
Thank
you,
joy.
The
secondary
counselor
david.
A
Q
Right.
Thank
you,
madam
mayor.
So
the
first
report
item
12.16
is
contract.
20-2832
mall
park
reserve
albion,
construction
of
a
new
sports
pavilion.
The
purpose
of
the
report
is
for
council
to
consider
awarding
the
contract,
which
consists
of
construction
of
a
new
sports
pavilion
to
replace
the
existing
facility
on
sash
and
also
to
upgrade
the
car
park.
Q
The
tender
for
the
project
closed
on
the
3rd
of
march
early
this
year
at
closing,
seven
tenders
were
received,
attenders
have
been
received
and
were
assessed
by
the
tender
evaluation
panel,
and
the
panel
has
rated
mel
con
pty
ltt
as
the
preferred
tenderer
for
the
tended
amount
of
three
million
four
hundred
and
nineteen
thousand
four
hundred
and
sixty
one
and
ninety
three
cents
excluding
gst.
It's
considered
that
mel
khan
proprietary
limited
has
the
expertise
and
capacity
to
complete
the
works
under
the
contract
and
madam
mayor
in
relation
to
item
twelve
one.
Q
Seven,
it's
contract
number
eighteen,
slash
two
three,
eight
eight,
which
is
the
provision
of
urban
tree
planting
and
maintenance,
and
this
is
an
extension
of
contract.
The
report
essentially
seeks
council's
approval
to
extend
the
current
contract
by
a
further
12
months
period.
Thank
you,
madam
mayor.
A
A
C
Just
simply
to
say,
madame,
I
commend
both
reports
to
council.
They
are
tender
reports.
Our
due
diligence
has
been
done
and
I
wish
everyone
well
in
the
sports
pavilion
to
enjoy
it
and
also
for
our
tree
planting.
Thank
you
very
much.
Thank
you.
Thank.
F
Words,
that's
very
brilliant,
but
I
it
was.
This
project
was
a
long
time
coming
and
more
more
more
park
more
park
that
is
reserved
in
albion.
I
remember
the
people
that
the
the
first
people,
the
yeah,
attracted
to
that
probably
that
ground
and
husband
and
wife,
mr
mrs
mcguire
and
they'd,
be
very
happy
people
today.
I
don't
know
about
mr
mcguire,
but
I
think
betty
is
still
alive
and
they'll
be
very
happy
people
to
see
this
happening
soon.
E
A
A
Okay.
Next
item
number
13
notices
of
motion.
There
are
four
notices
of
motion
for
consideration
tonight.
Counsellors.
I
remind
you
that
a
notice
of
motion
must
be
moved
as
printed
in
the
papers
and
only
if
seconded
can
an
amendment
be
moved
if
a
notice
of
motion
is
not
moved
at
the
council
meeting
in
which
it
is
listed,
the
notice
of
motion
it
elapses.
A
B
Madame
at
this
point,
I
would
like
to
retract
my
nom
and
declare
that
I
no
longer
wish
to
move
the
motion
as
printed
as
today's
announcement
by
the
federal
government
that
job
keeper
to
be
is
to
be
extended
until
march.
2021
addresses
the
substantive
issue.
Having
said
that,
it
may
become
necessary
again
in
the
future,
to
advocate
on
behalf
of
our
community,
for
this
essential
program
should
the
dif
should
it
be
deficient
in
some
way.
B
A
B
Madame
please
note
that
I
want
to
move
this
motion
today,
as
outlined
in
the
business
papers.
I
won't
read
the
motion
out
other
than
that.
The
council
writes
to
the
minister
for
planning
and
the
minister
for
energy
of
environment
and
climate
change,
requesting
the
following
points
in
regards
to
the
high
the
the
transportation
of
high
qual
westgate
tunnel
saw
at
the
high
quality
site
at
bulla,
and
I'm
happy
to
put
that
motion
for
discussion.
Thank
you.
A
D
B
Yes,
please
bring
bank
and
melbourne's
west
have
been
disproportionately
impacted
by
soil
contamination,
pollution,
congestion
and
impacts
to
the
natural
environment.
The
transforming
brimbank
2020
environmental
equity
agenda
advocates
for
a
region-wide
approach
to
addressing
environmental
equity
and
improving
sustainability.
B
The
stability
means
they
take
a
long
time
to
break
down
in
the
environment.
In
some
circumstances,
pfas
can
bio,
accumulate
and
become
part
of
the
food
chain
and
remain
there
for
many
many
years.
The
epa
regulates
the
disposal,
reuse
and
management
of
pfas
impacted
materials
in
line
with
victoria's
environmental
protection
regulations.
B
So
it's
understood
that
the
minister
for
planning
anticipates
a
request
from
the
high
quality
site
in
relation
to
planning
approval
for
this
disposal
of
soil
of
the
west
cape
tunnel
project,
which
will
require
an
amendment
to
the
human
planning
scheme.
In
addition
to
the
psa,
it
would
be
expected
that
the
epa
works
approval
would
be
required
to
ensure
the
best
available
techniques
are
used
to
manage
potential
environmental
impacts
of
this
site
and
exposure
to
our
residents
in
brimbank
and
particularly
on
the
boundaries
of
peer
law.
Thank
you.
A
Okay,
council
of
fame,
would
you
like
to
present
your
comments.
E
Thank
you,
madam
mayor.
Just
a
raptor.
I
think
our
greenbank
community
have
all
the
right
to
request
for
all
this
information
and
all
the
confirmation
that
is
safe
or,
to
whatever
extent,
that
you
know
they
feel
safe
before
it's
going
ahead.
So
that's
all
I
want
to
say
thanks.
A
G
G
It
is
supported
for
the
community
to
be
highly
involved
in
the
consultation
process
and
that
any
future
works
approvals
would
also
provide
the
resistance
of
kilo
with
an
assurance.
They
will
not
be
impacted
by
the
processing
and
storage
of
previous
contaminated
soil
and
high
quality
site
at
burla.
I
would
like
to
thank
councillor
tacos
for
moving
this
motion.
A
Thank
you,
councillor
good
achievement.
C
Thank
you,
madam
mayor.
Madame.
I
can't
help
but
link
this
notice
of
motion
by
councillor
tarkos
to
12.4
15,
which
was
the
westgate
tunnel
soil
in
raven
hall,
where
we
would
be
teaming
up
with
melton
seems
like
we
have
a
problem
in
one
side
of
the
city
and
the
same
problem
on
the
other
side
of
the
city.
C
So
I
feel
that
strong
advocacy
is
required
for
this
issue
madame
mera,
and
it
would
certainly
be
a
shame
if
either
ends
of
the
city
would
be
subjected
to
this
kind
of
not
behavior
for
want
of
a
better
word
or
but
this
this,
this
kind
of
horrible
subjecting
the
community
to
pfas
contamination.
A
H
Thank
you,
madam
mayor.
Yes,
look.
I
I
have
a
question
to
the
director
on
this.
Just
in
terms
of
it
appears
that
there's
a
tender
for
this
site
in
bulla
and
a
tender
in
raven
hall.
Is
there
any
understanding
at
this
stage?
H
O
Counselor
language,
you
know
we
we
don't,
we
don't
have
an
understanding
of
the
nature
of
the
tender,
only
that
if,
if
the
tender
was
approved,
that
there
are
additional
approvals
required,
at
least
for
the
high
quality
site
in
in
bulla,
that
that
we've,
that
we're
aware
of
and
we're
we're
also
of
the
understanding
that
cleanaway
are
obviously
going
through
additional
approvals
to
now
enable
any
expansion
of
their
site
too.
O
So
from
that
from
that
perspective,
we
we
just
understand
that
the
tenders
are
progressing
and
both
would
require
development
approvals.
O
A
Okay,
I'll
put
it
to
a
vote
all
those
in
favor
against
carried.
Thank
you,
okay
councillors.
Before
we
continue,
it
is
almost
10
o'clock,
so
I
need
to
request
for
a
half
an
hour
extension.
Could
I
please
have
a
mover
for
half
an
hour
extension
for
this
meeting
councillor
alan
and
the
secondary
councillor
david.
Thank
you
I'll,
put
it
to
a
vote
all
those
in
favor
against.
A
Carrie
13.3
membership
of
the
victorian
local
governance
association
councillor
good
evening.
C
Thank
you
madame.
I
beg
the
council
to
indulge
the
fact
that
I
want
to
withdraw
from
this
motion.
Madam
mayor,
I'm
still
waiting
on
clarification
of
certain
information.
A
Okay,
thank
you
councillor
chief.
Does
any
other
councillor
wish
to
move
this
notice
of
motion
as
it
is
at
the
moment
no
okay
lapses.
Thank
you,
13.4
report
on
street
escapes
to
the
new
2020
council
and
we
had
councillor
hedich
that
put
in
this
notice
of
motion,
but
I
believe
councillor
tarkos
will
be
presenting
it.
B
Thank
you.
Thank
you,
madam
mayor.
Thank
you
councillors
for
considering
islam.
Given
the
circumstances
with
councillor
huge
he's,
an
apology
for
tonight.
He's
asked
me
to
to
put
forward
this
notice
of
motion
on
his
behalf
on
streetscapes
and
as
per
the
business
I'll
put
it
to
all
councillors
as
per
their
business
papers.
I'm
not
going
to
read
the
whole
body
of
that,
but
the
general
information
is
there
for
your
consideration.
J
A
So
councillor
lancashire
for
us
to
continue
we'll
put
your
amendment
notice
of
motion
up
on
the
screen.
We'll
share
that
just
wait.
A
minute.
A
H
So
there
is
not
the
resources
necessary
to
undertake
that
work
as
proposed
the
the
proposed
timeline
of
a
report
to
council
in
february.
21
is
also
considered
by
council
officers
to
be
unobtainable
to
the
significant
amount
of
work
proposed
for
information.
The
draft
2021
budget
includes
an
allocation
for
the
commencement
of
development
of
creating
better
street
strategy
to
be
completed
over
two
financial
years.
Essentially
in
2021.
H
The
the
the
original
motion
which
this
addresses
calls
for
a
huge
body
of
work
that
is
basically
best
left
for
the
next
council
to
deliberate
over.
B
Just
wait
a
minute.
Sorry,
madame
I'm
not
aware
of
this.
I
haven't
seen
this
alternate
motion.
I
just
wanted
to
ask
what
is
the
budget
allocation
within
the
original
notice
of
motion
that
councilor
lancashi.
B
Well
relevance
because
what
whereabouts?
In
the
original
notice
of
motion,
he
made
a
statement
that
he's
providing
an
alternate
notice
of
motion,
because
it's
it's
vastly
different
to
to
this
one.
But
this
he
said
that
this
one
would
need
a
budget
allocation,
but
it
doesn't.
A
A
Okay,
can
we
call
the
director
please,
mr
whiteside,
could
you
just
explain
if
there's
any
budget,
that's
required
with
the
proposal
of
mr
hedich's
notice
of
motion.
Q
Thank
you,
madam
mayor,
and
certainly
there
is
obviously
a
resourcing
issue
in
relation
to
preparation
of
any
policies,
plans
or
guidelines
and
obviously
reporting
that
back
to
council
by
february
next
year,
the
the
council
has
allocated
some
funding
for
the
development
of
the
creating
better
street
strategy
that
was
presented
to
council
as
part
of
the
annual
budget
process
and
the
obviously
to
provide
any
work
over
and
above
that,
development
will
require
resourcing,
whether
it
be
in-house
resources
or
consultants,
and
on
that
basis,
that
was
the
the
advice
provided.
B
A
All
right
so,
mr
white,
so
could
you
distinguish
the
difference
between
the
one
councillor
head
each
has
put
forward
and
the
one
that
councillor
lancashi
is
putting
forward.
Q
Q
From
my
understanding
is
the
amended
motion
put
forward
by
councillor
lancashire
looks
at
council
the
new
council
that
is
considering
the
development
of
this
suite
of
documents
as
part
of
the
development
of
the
future
council
plan,
and
also
considering
that
as
part
of
its
annual
budget
process,
so
any
budget
resources
would
obviously
be
considered
for
future
budgets,
not
this
current
budget.
Thank
you.
Madame.
H
In
terms
of
the,
I
would
just
simply
the
wording:
that's
there
in
terms
of
the
alternate
sorry,
the
amended
motion,
particularly
it
should
be
noted
that
the
it
refers
to
the
development
of
the
new
count
that
be
deferred
to
the
development
of
the
new
council
plan
in
2021
and
25,
and
the
annual
budget
process
for
consideration.
H
So
again
it
that's
the
key
part
of
the
motion.
So
if
we
could
have
a
see
whether
we've
got
a
second
announcement.
A
H
Thank
you,
madam
mayor.
Yes,
certainly
the
the
motion
that
was
put
forward,
given
our
commitments
for
relating
to
cope
19,
given
our
budget
considerations
that
are
occurring
at
the
moment.
H
This
proposal
is,
I
believe,
putting
additional
strain
on
our
budget
and
also
a
huge
strain
on
our
staff
and
resources
at
a
time
when
we
need
to
be
devoting
to
more
important
issues
such
as
covert
19
and
all
the
particular
projects
we
have
underway
at
the
moment.
So
I'm
certainly
concerned
about
detracting
from
that
and
overloading
our
budget
and
staff
situation
with
with
this
vast
array
of
work
that
needs
that's
been
put
forward.
H
So
in
that
regard,
I
think
it's
probably
better
that
it
be
not
dealt
with
in
the
immediate
future,
but
pushed
out
into
the
new
council
plan
2125
and
the
and
the
the
annual
budget
process
that
goes
with
that,
and
that
will
be.
The
next
council
will
have
an
opportunity
to
to
deal
with
this
wider
issue
and
the
ramifications
it
will
have,
and
there
is
also
budget
processes
in
the
following
years
to
go
through
this
process.
So
I
see
that
as
being
certainly
the
way
to
progress.
H
This
matter,
rather
than
push
it
up
forward
and
conflict
with
the
other
things
we're
going.
So
that's
the
basis
of
the
amended
motion.
Thank
you,
madam
man.
C
And
I
think
the
only
difference,
madam
there,
between
the
amended
motion
by
council
lancashi
and
the
original
notice
of
motion
by
councillor
heritage,
is
basically
the
resourcing
and
the
budget
implications.
C
I
think,
as
a
council,
we've
made
it
an
unwritten
rule,
but
a
very
good
rule
that
we
don't
introduce
anything
that
would
have
major
budget
implications
and,
as
mr
whiteside
has
just
explained,
there
would
be
some
budget
implications,
especially
right
now,
with
our
offices
already
stretched
with
their
resources
in
dealing
with
the
new
covert
19
way
of
doing
business.
C
Nonetheless,
madam
mayor,
I
do
consider
that
councillor
heritage's
motion
is
a
very,
very
good
one,
which
I'm
sure
that
the
new
council
would
be
most
interested
in,
but
I
think
it's
prudent
that
the
new
council
may
make
up
their
minds
on
whether
they
actually
want
to
see
this
or
not.
I
can
reiterate,
madame
that
when
we
were
first
elected
in
october
2016,
we
had
a
couple
of
things
in
our
mind
that
we
wanted
to
get
done.
C
We
wanted
to
increase
participation,
participation
in
our
local
sports
clubs
and
we
did
that
we
wanted
to
have
our
parks
better
resourced
and
we
did
that
as
well.
So
the
mix
the
next
council
may
actually
look
at
the
streetscapes
and
and
at
this
notice
of
motion
and
and
decide
that,
yes,
we
want
to
see
that
as
well.
I
have
to
also
say,
madame
that
a
lot
of
what
is
required
in
this
nervous
promotion
is
already
included
in
a
lot
of
council
policies.
C
So,
madam
mayor,
I
will
be
supporting
council
lancashire's
embedded
motion
simply
because
of
their
budget
implications,
and
I
don't
think
that
at
this
very
stage
with
our
budget
having
not
been
fully
passed
by
the
council
but
submitters
coming
in
and
by
looking
at
some
of
the
submissions,
there
are
some
serious
comments
there
from
some
of
our
people,
which
we
may
have
to
seriously
have
a
look
at.
So
this
is
something
that
I
think
can
wait
until
the
new
council.
C
Let's
deal
with
the
current
budget
but
as
I
said
it's
it's
it's
a
very
good
motion
by
council
headache,
but
because
of
the
budget
implications,
I
won't
be
able
to
support
it
this
evening.
A
Thank
you
for
that
any
other
councillors
that
would
like
to
speak
to
the
amended
motion
daniel
councillor,
allen.
L
Thank
you,
madam
mayor
yeah,
just
same
line
as
what
counselor
judy
chair
hundred
said.
L
I
agree
with
councillor
heritage's
notice
of
motion
so
and
I
fully
understand
how.
Yes,
we
do
address
all
of
those
things
in
different
ways,
but
the
streetscape
one
is
different
because
it'll
time
all
in
I
know
personally,
especially
with
the
amount
of
rubbish
that
is
dumped,
that
is
my
pet
peeve
yeah
as
a
counselor,
is
seeing
rubbish
and
then
saying
the
next
one,
and
then
you
know
another
house
thinks
oh,
I
can
do
the
same
and
then
they
do
the
same
and
it
just
it's
domino
effect.
L
What
I
agree
with
council
lancashire's
amended
motion
is
for
me
yeah,
I'm
all
for
that
notice,
emotion,
but
for
me
it
has
to
be
in
order
to
do
something
that
is
outside
of
the
budget
right.
We
all
decide
as
a
council
together
on
what
we
put
in
the
budget.
But
if
it's
something
that's
going
to
be
outside
of
the
budget,
then
it
has
to
be
for
me
urgent
that
oh
well,
this
thing
really
has
to
be
put
in
the
budget.
L
You
know
it
really
has
to
go
in
there
for
me,
there's
no
urgency
of
this
particular
piece
of
work.
That
has
to
be
right
right
now
for
it
to
be
considered
outside
of
that
budget.
A
B
I
would
like
to
speak
against
the
amended
motion,
because
I
think
that
the
new
normal
that
that's
changed
in
our
society
is
this
pandemic,
where
people
are
now
restricted
and
constrained
to
their
neighborhoods
and
their
neighborhoods
have
become
an
extension
of
their
lives.
So
a
lot
more
people
are
walking
in
their
neighborhood,
because
that
is
what
the
the
regulations
are,
that
we
are
restricted
to
walking
distance
and
because
we
are
walking
in
our
neighborhoods,
we
are
noticing
the
amenity.
B
We
are
noticing
that
the
visual
effect
and
the
impact
the
amenity
is
having
on
our
mental
health,
our
physical
health,
everything
that
we
notice
we
take
in
and
our
community
takes
pride
in
the
way
our
community
presents
itself
which,
whether
it's
the
footpath,
the
trees,
the
nature
strips
the
gardens,
everything
that
exists
in
our
community
has
become
what
was
not
important
before
has
become
important,
and
that
also
relates
to
the
reserves
in
the
parks,
but
people
that
do
not
have
parks
their
streets
are
their
escape,
and
so,
in
this
situation
I
think
the
budgetary
allocation
needs
whatever
budgetary
allocation,
and
I
don't
believe
there
is
a
significant
amount.
B
This
needs
to
be
prioritized
because
we
do
have
a
new
normal
things
have
changed
in
our
amenity
and
we
need
our
community
to
be
provided
with
an
amenity
that
provides
them
respite
that
gives
them
fresh
air
nature,
strips
open
spaces,
trees
and
gardens
the
amount
of
people
that
contact
me.
They
tell
me
that
they
want
more
trees
on
their
footpaths.
More
greenery
is
just
as
much
as
people
that
get
rubbish
dumped.
That's
how
important
it
is
to
our
mental
health.
So
I
would
like
to
see
this
prioritized
in
this
budget.
B
I
believe
that
our
community
needs
it
now,
and
I
I
see
what
you're
saying
council-length
like
that.
You
also
see
its
importance,
but
it
should
be
rolled
over.
I
think
it
needs
to
be
prioritized
now.
E
Thank
you,
madam
mayor.
I
also
would
like
to
to
echo
what
councilor
tarkov
was
saying.
I
I
with
myself.
I
recognize
this
issue
actually
already
existing
from
year,
one
that
we
recognize.
This
is
our
ongoing
issue.
We
communicate
with
rubbish
dumping
with
a
lot
of
you
know
things
that
unkept
well
also
many
times
I
witnessed
that
you.
E
Getting
overload
flown
with,
if,
if
there's
a
heavy
rain
that
come
in,
it's
also
talking
about
signage
and
and
vendorism
and
damage
damaging
tree
as
well
at
littering.
So
if
you
notice
in
some
of
our
tcpd
center,
sometimes
we
have
to
actually
put
in
a
camera
to
track
with
people
that
just
keep
dumping
rubbish
at
or
even
industrial
zone.
People
are
keep
dumping
rubbish
in
southern
favorite
location,
and
you
know
we
without
us
putting
a
camera
there.
E
A
H
Thank
you
madame
yes,
just
to
say
that,
as
the
information
we
were
provided
by
by
staff
by
the
director
was
that
it
is
included
in
the
draft
budget
for
20
20
21
and
is
to
be
completed
over
two
financial
years
and
there's
good
reasons
for
that.
H
Sometimes,
when
you
talk
about
a
street
strategy
covering
the
whole
of
the
municipality,
I
certainly
understand
why
it's
to
be
done
over
two
financial
years
and
the
complexity
involved
in
it
to
russia
is
a
bad
move.
A
very
bad
move.
Indeed,
there's
no
need
to
go
rushing
it,
and
I
would
see
that
we
would
be
certainly
doing
that
within
a
covenant
environment
when
we
should
be
concentrating
on
on
other
issues.
So
again
in
responding
to
that,
it's
it's.
H
I
think
the
proposal
that
had
been
agreed
to
by
council
and
put
forward
by
staff
over
those
two
financial
years
and
budgeted
in
that
in
that
time
frame
will
give
us
a
really
great
result
that
we
can
be
proud
of,
but
I
just
can't
see
how
doing
it
when
we're
so
busy
with
other
things
and
to
rush.
It
would
give
us
that
same
result.
H
A
Mayor
I've
just
got
one
quick
question
from
mr
white.
So
do
we
have
the
staffing
available
to
do
this
at
the
moment.
Q
Madam
mayor,
as
per
my
previous
response,
if
the
notice
of
motion
proposed,
as
per
the
business
paper,
was
adopted
by
council,
there
would
have
to
be
a
reorientation
of
existing
internal
resources.
We
would
require
I'd,
suggest
also
potentially
some
external
assistance,
so
there
would
be
obviously,
as
I
indicated
previously,
there
will
be
a
resource
impact
on
the
current
2021
budget
year.
Yes,.
A
So
that's
what
I
just
wanted
to
make.
The
other
council
is
aware
of
it.
It
is
a
staffing,
it's
not
just
money
for
purchasing
items
or
getting
things
fixed.
It's
also
a
staffing
issue,
all
right.
Thank
you.
All
right,
I'll
put
it
to
a
vote.
All
those
in
favor
of
the
amended
motion
hands
up,
please
one.
Two,
three,
four:
five,
six,
seven,
eight,
eight,
those
against
okay,
it's
passed.
The
amended
motion
is
passed.
Thank
you.
A
A
A
For
the
duration
of
the
consideration
of
the
confidential
items
as
the
last
items
for
this
evening,
members
of
the
public
may
wish
to
seize
viewing,
in
which
case
I
would
like
to
thank
the
public
for
the
for
their
interest.
In
tonight's
meeting.
We
will
reopen
the
meeting
to
the
public
after
these
items
are
considered
by
council.
