A
Welcome
everyone
to
tonight's
ordinary
council
meeting,
I'm
the
mayor,
councilloran
karasik.
I
declare
this
meeting
open
at
701
due
to
declaration
of
state
of
emergency
in
victoria
and
in
compliance
with
section
395
of
the
local
government
act.
2020
councils
will
be
attending
this
ordinary
council
meeting
by
electronic
me.
The
council
chamber
is
closed
to
members
of
the
public
for
this
meeting.
However,
this
meeting
is
deemed
open
to
the
public.
Why
an
online
live
stream
available
through
our
link
published
on
the
brimbank
city
council
website.
A
A
I
ask
councillors
to
remain
standing
of
the
council
for
the
council
commitment.
As
the
council,
we
will
act
in
the
best
interest
of
the
brimbank
community
and
consider
the
immediate
and
long-term
impact
of
our
decisions.
We
will
make
these
decisions
fairly
and
without
bias.
We
will
uphold
all
the
obligations
under
the
laws
of
victoria
and
council's
local
laws,
and
we
will
act
in
accordance
with
our
con
coder
of
conduct.

A
D
He
be
very
sadly
miss
and
when
I
first
heard
of
it,
I
straight
away
felt
with
his
workmates
it's.
It
was
a
shocking
type
of
news,
bad
news
but,
as
you
said,
madame
it's,
I
thought
he's
with
the
family
and
his
young
children
and
if
I
can
ask
you
perhaps
in
respect
to
the
family,
to
have
a
mean
silence.
Please.
D
A
D
A
F
Thank
you,
madam
mayor.
I
would
like
to
also
express
my
sincere
condolences
for
the
passing
of
simon
vittorio
and
say
that
he
was
an
outstanding
and
very
highly
respected
officer
of
this
council.
I
wanted
to
also
express
my
appreciation
for
all
his
support
around
the
barrow
landfill
issue
that
he
was
most
recently
involved
in.
My
thoughts
are
with
his
wife,
his
young
children,
his
extended
family
and
all
his
work,
colleagues,
a
very
tragic
loss
for
the
whole
council
community
of
brimbank.
Thank
you.
G
Thank
you,
madam
mayor
again,
I
would
like
to
echo
the
comments
made
before
as
a
town
planner.
I
certainly
knew
simon
vittorio
and
and
certainly
express
condolences
to
the
wife
and
the
three
young
children,
friends
and
family.
G
The
I
certainly
admired
his
professionalism
in
his
job.
Eight
years
of
service
with
brimbank
council
is
an
incredible
time
to
serve.
He
was
involved,
of
course,
in
the
brimbank
reference
group
and
was
highly
regarded
in
the
industry.
G
My
wife
is
a
town,
planner
and
town
planning
consultant
and
had
dealings
with
him
in
the
past,
with
in
relation
to
clients
and
always
found
him
to
be
absolutely
professional
and
very
much
appreciated
his
calm
and
reasoned
approach.
He
was
a
good,
hard
working,
loyal
planner
for
brimbank
and
he
will
most
certainly
be
missed.
Thank
you,
madam
mayor.
A
Thank
you.
Anyone
else
would
like
to
speak
to
this
motion.
A
A
I'm
going
to
go
to
item
nine,
which
is
public
question
time.
Mr
zakaria,
I
understand
we
have
recent
questions
from
members
of
the
public.
H
We
have
received
questions
from
members
of
the
public.
Madam
mayor,
the
first
question
is
from
penny
rabats
as
robots.
Ask
at
the
march
2021
council
meeting
I
raised
concerns
at
a
fallen
willow
tree
across
stoney
creek
at
the
matthews
hillside.
This
willow
tree
is
collecting
rubbish.
The
same
willow
tree
is
still
there
more
rubbish
has
collected
and
after
heavy
rain
rubbish
is
being
washed
up
to
the
site
and
along
the
pathway
council
advised
two
months
ago.
They
would
speak
and
follow
up
with
melbourne
water.
Please
advise
the
status.
A
H
A
H
Next
question
is
from
stephen
thorsey,
madame
convener
of
the
greater
sunshine
community
alliance
who
asks
there
has
been
enthusiastic
media
coverage
in
the
star
weekly,
the
west
side
of
the
herald.
Sun
abc
drive
time
and
3
radio
of
the
community
advocacy
campaign
for
the
reconsideration
of
the
airport
rail
design
that
will
affect
the
albion
heritage
precinct
in
response
to
a
public
question
tabled.
The
last
council
meeting
council
advised
it
was
advocating
strongly
to
ensure
the
promises
are
kept
and
that
council
has
written
to
the
minister
to
seek
clarification
regarding
the
scope
of
the
project.
A
Thank
you
for
your
question,
stephen
and
thanks
for
your
work
with
with
the
gm
sca,
we
have
a
report
to
council
in
tonight's
meeting
agenda,
which
provides
an
update
about
our
advocacy
on
this
issue.
To
a
second
question,
the
minister
for
transport
infrastructure,
the
honourable
jacinta
allen
replied
that
20
billion
20
billion
in
major
transport
infrastructure
will
benefit
sunshine
and
make
it
one
of
the
most
important
transport
interchanges
in
victoria
and
that
the
government
will
continue
planning
for
the
sunshine
precinct
to
stimulate
increased
investment,
economic
activity
and
job
creation.
H
Next
question,
madam
mayor
is
from
anu
who
asks
how
is
council
advocating
the
proposed
airport
train
plan
that
state
government
has
changed
recently,
abolish
the
plan
of
converting
sunshine
station
into
a
super
hub?
How
is
council
making
sure
that
the
airport
link
helps
burn
bank
community
to
maximize
employment,
real
estate
boom
and
more
businesses
in
the
area.
A
H
H
The
next
question,
madam
mayor,
is
from
shuwon
newan,
who
asked
we
noticed.
There
are
still
people
illegally
rubbish
in
the
park
areas
in
ken
lee.
Will
the
council
be
investing
in
cctv
cameras
to
address
this
issue?
Cct
cctv
cameras
also
address
the
safety
concerns
of
can
lee
residents
at
night.
We
are
aware
that
the
council
takes
safety
concerns
seriously
to
assist
canley
residents.
A
Council's
leader
enforcement
officers
carry
out
regular
patrols
throughout
the
municipality,
including
the
kenley
area.
Dumping
is
a
serious
issue
in
all
communities
and
council
regularly
patrols
the
city
to
catch
offenders,
including
using
video
cameras
to
assist
investigations.
We
encourage
people
to
report
hotspots
directly
to
council.
A
The
area
the
areas
in
question
are
owned
by
the
state
government
throughout
several
departments.
Unfortunately,
council
cannot
enforce
action
against
the
state
government.
However
brimbank
city
compliance
department
does
work
with
the
facilities
manager
at
the
location
and
advise
them
of
issues
raised
by
residents.
These
particular
concerns
have
been
raised
with
the
facili
facilities
manager
for
attention.
A
Also,
the
areas
contains
several
in
environmentally
sensitive
conservation
areas
that
require
specialized
treatment
at
special
time
of
the
year.
Sometimes
this
means
that
area
can
look
as
if
it
has
overgrown
grass.
I
will
have
a
council
officer
contact
you
directly
for
a
more
detailed
explanation.
Mark.
H
A
Thank
you
for
your
question.
We
are
currently
seeking
details
on
funding
allocations
pushing
for
the
maximum
amount
while
grateful
there
is
much
more
needed,
so
we
will
continue
advocating
to
the
federal
and
state
governments
for
funding
to
fast
track.
The
increase
in
brinbank
street
canopy
cover
aspect
council's
urban
forest
strategy.
The
second
question.
A
The
former
sydney
sydenham
railway
station
is
owned
by
voter
garden
shopping
center
as
we
are
not
the
building
owners
council
cannot
undertake
an
eoi
process
for
their
former
station
possible
issue.
Water
garden
shopping
center
have
substantial
experience,
running
eoi
processes,
including
working
with
private
and
public
stakeholders,
and
we
will
advise
them
of
your
question.
The.
H
H
The
hot
spots
continue
to
have
a
devastating
effect
on
community,
both
physically
and
mentally.
The
continued
hot
spots
have
rendered
a
large
portion
of
our
properties
not
only
unsafe
but
unusable.
As
a
result,
residents
are
spring
bay
council
to
facilitate
a
temporary
suspension
on
all
rates
for
those
affected
by
the
landfill
hot
spots
until
they
are
remediated.
A
Thank
you
for
your
question.
Council
cannot
unilaterally
make
changes
to
the
rates
for
individual
properties.
I
understand
officers
have
been
in
contact
with
you
to
discuss
your
option.
Council
continues
to
advocate
to
the
state
government
and
the
epa
for
the
hasty
resolution
of
thing.
This
ongoing
issue
that
is
having
such
a
significant
impact
on
the
local
community.
H
The
next
question
from
john
hettich
madame
mayer
is
given
victoria
is
now
in
another
wave
of
covert
lockdown
and
airborne
transmission
of
the
virus
in
enclosed
spaces.
He's
the
main
driver
of
infection
can
council
advise
what,
if
any,
changes
that
has
made
to
the
new
facility's
ventilation
model
and
air
handling
systems
designed
to
mitigate
the
risk
of
building
a
potential
super
spreader.
A
On
the
division
I
ate
section
57
of
the
brain
bank
governance
rule.
2020..
All
questions
must
be
brief
as
possible.
As
a
result,
we
will
address
only
the
question,
not
the
lengthy
preamble,
the
design
of
the
new
health
and
well-being
hub
includes
a
state-of-the-art
heating
ventilation
and
air
conditioning
system
and
water
filtration
system
that
may
meet
industrial
standards
and,
as
such,
ensures
a
safe
environment.
H
No
doubt
there
are
serious
conversations
internally
counsel
following
this.
What
commitment
will
be
council
making
to
resource
and
support
the
grace
of
sunshine
community
alliance
and
the
wider
brimbane
community
in
their
campaign
and
opposition
to
the
backflip
proposal
by
the
state
government
for
the
severely
downgraded
sunshine,
super
hub
and
flyover
at
albion
train
station.
A
H
Transforming
brimbank
2020,
so
the
airport
rail
link
is
a
once
in
a
generation
opportunity
to
create
jobs,
educate
pathways
and
a
vibrant
and
sustainable
future
for
people
in
the
melbourne's
west.
We
will
not,
as
a
community,
allow
the
state
government
to
push
us
aside
once
again
with
the
alternative
plans
presented
by
the
state
government.
What
communication
has
happened
with
local
state
and
federal
mps
regarding
the
watered
down
and
unacceptable
backflip
of
the
state
government?
A
Hi
lisa,
thanks
for
your
question,
and
I
appreciate
your
support
for
council
transformers
brim
bank
vision,
2050,
which
we
developed
to
maximize
community
outcomes
based
on
20
2018
announcement
on
the
melbourne
airport
railing
since
then
utilizing
an
existing
relationship.
We
have
been
advocating
directly
to
the
state
government
at
all
levels,
including
to
local
members
and
to
the
minister
for
transport
infrastructure,
jacinta
allen.
A
We
we
have
also
been
working
closely
with
rail
project
victoria
and
the
department
of
transport
at
an
officer
level,
particularly
as
we
become
aware
of
the
diminish,
diminishing
scope
of
the
project
from
what
was
originally
discussed.
Have
another
report
here
tonight
and
we
will
also
be
addressing
the
council
in
relation
to
our
continued
advocacy
and
hope.
This
will
provide
you
with
the
understanding
and
assure
assurance
you
are
looking
for.
H
A
A
Council
is
currently
directly
supporting
163
carers
throughout
the
support
for
carers
program,
which
includes
a
max
of
younger
and
older
carers.
Council's
community
connect
connector
program
will
also
continue
to
develop
and
expand
its
range
of
support
to
carers,
which
include
greater
outreach
support,
as
well
as
assistance
for
carers
to
navigate
services
and
support
available
to
them.
Further
support
has
been
provided
by
council,
with
over
198
vouchers,
provided
in
june
to
109
carers
to
support
them
during
covert
restrictions.
A
A
Well,
this
question
is
disallowed
under
division:
eight
section
50
center,
seven
of
the
brim
bank
governance
rules
2020
on
the
grounds
that
is
object,
objectionable
in
substance
and
possible
deformation.
A
H
The
second
question
from
jamie
ramsey,
madam
man,
given
that
it
now
appears
that
albion
station
will
not
be
developed
or
the
sunshine
station
upgraded
as
a
super
hub,
based
on
updates
provided
by
the
state
aop
government.
What
amendments
will
need
to
be
made
to
the
sunshine
2050
plan,
given
it
appears
the
albion
flyover
is
now
going
ahead,
despite
what
is
being
told
to
the
community.
A
H
The
next
two
questions
are
from
kelly:
banco
I'll,
read
them
together,
because
they're
concerned
similar
subject
matter.
The
first
question
is:
what
specific
actions
will
the
council
be
taking
to
support
the
12
community
motions,
including
no
flyover,
that
will
pass
at
the
gsca
town
hall
meeting
on
the
7th
of
june?
The
second
question
is:
how
will
the
council
continue
to
engage
with
the
greater
sunshine
community
alliance
going
forward.
A
Thank
you,
hi
kelly.
Thanks
to
our
questions,
we
do
have
a
limit
of
two
due
to
our
governance
rules,
so
I
will
respond
to
the
first
two
questions.
Firstly,
we
will
be
debating
council's
response
later
in
tonight's
agenda.
As
part
of
our
advocacy
campaign
update
report
to
a
second
question.
We
will
continue
to
engage
by
councils
attending
and
speaking
at
gsca
events
when
available,
and
I'm
advising
that
officers
will
remain
engaged
with
the
mgmca
convenience
to
share
information
and
provide
basic
levels
of
support
where
appropriate.
H
Next
question
madam
mayor
is
from
john
heddich
in
the
advocacy
campaigns
update
report
tonight.
There
is
mention
of
strategy,
engaging
state
government
decision
makers
at
a
departmental
and
political
level.
Given
airport
rail
is
a
10
billion,
5050
commonwealth
and
state
funded
project
with
a
mou
incorporating
project
scope
to
be
signed
by
both
parties.
A
Thanks
for
a
question,
john
council
has
engaged
formally
and
informally
at
both
levels
of
government
and
both
sides
of
the
aisles,
including
independence,
but
as
a
primary
responsibility
for
the
scope
and
delivery
of
melbourne
airport
rail
project
and
precinct
work
rests
with
the
labour
state
state
government.
They
have
been
the
main
party
we
have
been
seeking
to
pursue
to
date.
Council
will
continue
to
refer
and
develop
its
advocacy
approach
at
things,
change
in
which
engaging
at
the
federal,
independent
or
opposition
level
may
increase
as
necessary.
A
H
A
H
A
Thanks
for
a
question
miles,
I
intend
to
address
this
issue
later
this.
This
meeting
as
part
of
the
advocacy
campaign
update.
H
A
Thanks
miles,
council
will
consider
all
available
options
having
taken
expert
advice
to
try
to
source
the
best
possible
outcomes
for
our
community
in
relation
to
the
airport
railing.
This
may
or
may
not
include
legal
action,
but
we
are
unable
to
make
a
definitive
determination
tonight
without
undertaking
the
necessary
due.
A
F
I
just
moved
that
we
received
the
petition
as
per
business
papers.
Thank
you.
A
K
You
madame
the
purpose
of
this
report
is
to
present
to
council
the
status
of
planning,
permit
applications
and
trends
in
planning
approvals
in
brimbank
and
decisions
made
under
delegated
authority
during
may
2021
regarding
planning
permits,
applications
and
other
matters
council
or
the
officer
recommendation.
Is
the
council
notes
the
planning
activity
update,
as
included
in
the
agenda
paper,
including
those
detailed
at
attachment
one
to
the
report?
Thank
you.
Madame.
L
L
G
Thank
you
madame.
Yes,
I
do
note
in
the
report
that
an
appeal
against
a
delegated
decision
to
refuse
to
grant
a
permit
for
the
construction
of
five
triple
story,
dwellings
and
a
reduction
to
the
standard
car
parking
requirement
was
unsuccessful,
with
vcat
ordering
that
no
permit
be
issued
for
35
west
esplanade
sonorbans,
and
it
is
gratifying
to
see
that
council's
office's
work
in
this
area
has
been
validated
at
vcat.
G
That's
certainly
good
news
to
to
have
that
sort
of
result.
Also
on
the
offices
it's
noted,
with
the
applications
received
are
up
to
96
from
72
in
may
last
year.
That's
actually
about
a
30
increase,
so
I
imagine
that's
filtering
through
to
the
planners
in
terms
of
workload,
a
30
increase.
So
again,
thank
you
to
the
officers
for
all
their
hard
work
in
dealing
with
that
surging
activity.
So
thank.
L
Thank
you,
madam
mayor.
Just
so
I've
got
to
concur
my
counselor.
That
is
lesson
two.
Then
the
number
has
increased
regarding
planning
activities
from
a
different
perspective
lesson.
Looking
at
the
report,
which
is
the
community,
is
heading
back
on
the
right
direction
in
recovery
and
getting
its
confidence
back
with
application
number
we
see
by
council
gradually
increasing
and
we
turn
to
the
number
to
2018
monthly
figure
during
march
april
and
may
in
the
average
of
80
for
80
84
per
month.
So
it's
good
to
see.
M
Thank
you,
madam
mayor.
The
purpose
of
this
report
is
to
present
to
council
the
final
draft
annual
budget
for
20
21
22..
It
also
includes
the
draft
financial
plan,
draft
revenue
and
rating
plan,
and
also
council
allowances.
Council
have
dropped,
adopted
these
draft
documents
in
april
for
consultation
with
the
community.
M
A
Thank
you.
Are
there
any
questions
for
the
director.
N
Yes,
please
thank
you.
Madame
this
motion
proposes
the
final
draft
2021
budget,
slash
202,
the
dry
financial
plan,
the
draft
revenue
and
rating
plan,
as
well
as
proposed
council
allowances.
I
thank
the
staff
for
their
financial
prudence
in
the
preparation
of
these
items,
as
well
as
the
community
members
who
made
budget
submissions
tonight.
In
particular,
I
would
like
to
speak
about
the
draft
annual
budget
for
2021-2022.
N
The
annual
budget
is
a
reflection
of
council's
priorities,
ensuring
that
our
priorities
have
committed
financial
resourcing
brigade,
community
and
businesses
were
getting
back
on
their
feet
again
after
a
long
period
of
lockdown
last
year,
but
victoria
went
into
lockdown
again
two
weeks
ago
with
curvy
cases
in
melbourne's
west,
including
bloomberg
shopping
center
as
well
the
exposure
sites
the
pandemic
isn't
over.
I
welcome
the
foresight
to
include
measures
in
our
annual
budget
to
continue
supporting
our
community
through
the
kerberoni
virus,
19
response
and
recovery
strategy.
N
N
We
have
an
opportunity
here
to
make
a
positive
impact
to
our
young
people
and
I'm
proud
to
highlight
that
our
2021,
slash,
2022
budget
includes
the
crowbar
19
recovery.
Grants
will
continue
and
include
a
youth
support
category
for
2021
2022,
providing
an
additional
200k
for
community
groups
and
organizations
to
support
young
people
in
broombank
throughout
the
pandemic,
as
well
as
an
additional
twenty
thousand
dollars
for
the
next
three
years.
Support
motivated,
talented
young
people
from
disadvantaged
backgrounds
to
complete
their
education.
N
Many
people
that
I
know
were
western
chancellor
scholars
and
they
have
gone
on
to
do
great
things,
not
limited
to
only
young
people,
but
the
pandemic
has
also
had
a
negative
impact
on
the
mental
health
of
our
wider
community.
Stress
anxiety,
as
well
as
social
isolation
and
learningless
are
prevalent.
N
Council
currently
provides
mental
health
first
aid
programs
and
partners
and
service
providers,
but
a
question
here
is
what
more
could
be
done.
I'm
pleased
to
say
that
broombank
will
allocate
25
000
to
prepare
an
extensive
review
of
brimbank's
mental
health
situation,
including
the
services
programs
and
legal
strategies
that
are
in
place
for
our
mental
health
strategy.
N
By
having
this
extensive
report
through,
council
will
help
us
be
on
the
front
foot
when
it
comes
to
advocating
for
local
funding
and
ensuring
that
the
hub
meets
the
needs
of
our
community.
The
opportunity
is
here
for
us
to
leverage
momentum
in
the
mental
health
space
and
better
work
in
partnership
with
the
state
government.
G
Thank
you,
madam
mayor.
I
certainly
support
the
words
of
council
and
un
as
co-portfolio
counselor
with
council
and
un
for
brimbank
innovation,
which
includes
management
of
assets
and
financial
sustainability.
I
support
the
final
draft
annual
budget
for
21
22
and
the
final
councillor
allowances.
G
The
annual
budget
reflects
our
community's
input
and
council's
ongoing
priority
to
continue
to
create
an
inclusive,
livable
and
prosperous
community
and
an
innovative
and
responsive
community
first
council.
The
annual
budget
incorporates
measures
to
support
the
community
through
the
coronavirus
pandemic.
It
also
focuses
on
improving
and
enhancing
brimbank
to
ensure
the
best
possible
outcomes
of
all
residents
to
recover
from
the
virus
pandemic.
G
Highlights
of
the
capital
works
program
include
43.6
million
dollars
on
sports
facilities,
upgrades
and
enhancements,
and
I
will
take
a
little
time
to
talk
about
the
particular
features
in
this
budget
for
taylor's
ward
being
a
taylor's
ward
councillor,
the
completion
of
the
sonorbans
health
and
well-being
hub
this
year
includes
an
expenditure
of
32.6
million
dollars.
G
G
The
green
gully
reserve
oval
number
two
sports
ground
development
includes
road
access
as
it's
located
right
at
the
back
of
the
green
gully
reserve
lighting
car
park
and
change
rooms,
a
very
exciting
opportunity
for
residents
in
this
area
and
brimbank
also
there's
the
taylor's
creek
recreational
trail
upgrade,
which
is
half
a
million
dollars,
and
that's
fantastic
for
those
that
have
been
around
taylor's
creek
recently.
They
will
have
noticed
the
significance.
Improvements
in
that
area
skate
facilities,
upgrade
program
for
packard
street
to
coincide
with
the
solarwinds
leisure
center
upgrade.
G
Thank
you.
This
exciting
facility
will
provide
a
great
improvement
for
children
in
the
area
and,
of
course,
finally,
the
lionheart
reserve
tennis
pavilion
refurbishment,
so
that's
all
pretty
exciting
and
that's
just
one
corner
of
this
fantastic
municipality.
So
I
certainly.
A
F
F
At
the
moment,
I
commend
the
increase
to
support
western
chances
and
0
increase
to
seniors
fees
and
a
200
000
commitment
to
youth
in
our
community
grants
program,
as
well
as
a
review
analysis
of
the
current
mental
health
provisions
and
whether
it
meets
the
current
needs
of
which
our
community
is
at
the
moment
crying
out
for
a
greater
support
around
mental
health
support
in
my
area,
as
illustrated
with
my
own
community,
it's
going
through
its
fourth
lock
down
in
the
midst
of
hot
spot
fires
and
odors
that
cannot
escape
impacting
their
mental
health
greatly.
F
F
F
Continuation
of
the
excellent
into
sport
equity
sports
program
that
allows
families
that
can't
afford,
for
their
kids,
to
join
clubs
the
opportunity
to
try
a
sport,
continuing
bring
back's
collective
action
program,
which
I
attended.
My
first
meeting
with
the
mayor,
which
is
close
to
social
and
health
outcome,
which
is
committed
to
closing
social
and
health
outcome,
gaps,
focusing
on
loneliness
and
isolation,
programs
in
our
community,
continuing
tree
planting
programs
to
increase
tree
canopy,
increasing
recycling,
education
programs
and
business
and
community
grants,
which
is,
are
really
needed
in
our
community.
During
these
kinds
of.
F
I
also
want
to
welcome
the
peer
review,
the
commitment
of
the
money
for
the
peer
review
for
the
health
impact
assessment
for
the
melbourne
airport
third
runway,
which
is
of
great
need
that
I
know
that
myself
and
my
co-counselor
colleague,
jay
papalia
lobbied
for
and
also
the
increasing
funding
to
for
alfreda
street
as
a
as
a
destination
for
gathering
and
shopping
and
socializing.
Thank
you.
L
That's
because,
but
you
want
to
save
me,
how
great
of
work
the
director
shane
now
and
that
his
team
has
done
his
budget,
I'm
looking
at
a
budget.
This
is
a
quite
difficult
budget,
with
the
the
covert
19
recoveries
and
accu
the
need
for
the
community
required
in
recovery
in
the
recovery
program,
the
budget
itself.
It
also
continues
to
focus
mainly
on
improving
our
city,
which
is
is
which
has
demonstrated
lesson
two
upgrading
various
shared
path
in
the
sunshine
transport
policing.
L
Action
programs
has
upgrade
the
sporty
facilities
in
more
park
ideas
and
the
completion
of
various
sport
divisions
in
more
parts
of
the
bond
thomas
reserve
in
deer
park
in
my
wards.
L
But
I'm
so
very
pleased
to
see
that,
with
this
budget,
we
also
managed
to
provide
assistance
were
to
the
memorial
garden
and
sunshine
that
came
with
oil
sunshine,
with
the
lighting
options
and
also
studying
less
than
two
solar
batteries
in
the
neighborhood
house.
In.
L
Neighborhood
housing
again
I'd,
say
great
work
to
the
directors.
L
Listen
to
putting
this,
but
together
unlocking
our
budget
is
quite
hard
difficult
to
manage
both
supporting
our
community
and,
at
the
same
time,
managing
in
all
the
operations
and
improving
our
city's
facilities,
so
it
could
work.
Thank
you.
Thank.
E
Thank
you,
madam
mayor.
It's
great
to
see
the
final
draft
of
the
budget
2020
21
22
presented
to
council,
and
I
would
also
like
to
echo
my
fellows
counselors
in
acknowledging
the
the
great
work
that
shane
and
his
team
have
have
done
with
regards
to
producing
these
documents
again,
I
would
also
like
to
endorse
what
counselor,
newman
and
counselor
tacos
mentioned
with
regards
to
mental
health
at
the
focus
on
mental
health
is
more
specifically
with
the
youth.
E
As
a
as
a
award
counselor
for
grasslands,
I
would
also
like
to
highlight
some
of
the
items
that
have
been
included
in
this
budget,
and
this
includes
a
number
of
community
facilities
such
as
the
kitchen,
the
grade
their
park,
west
kindergarten,
heating
and
and
cooling
upgrade
in
their
park.
West
kindergarten,
flooring,
gabriel
upgrades
a
deer
park,
west
kindergarten,
playground,
equipment
of
upgrading,
epilogue
christian
to
kindergarten
epilogue
and
also
in
deer
park.
E
West
kinder
kindergarten,
deer
park,
other
toilet
upgrades
in
kindergartens,
community
services
and
infrastructure
planning
com
in
carmodi
drive,
kindergarten,
kelly
and
deer
park
with
kindergarten.
The
airport.
E
Left.
Thank
you.
Thank
you,
madam
mayor.
It's
also
important
to
know
the
that
within
the
playground
sparks
and
reserves,
there
is
a
playground
upgrade
at
alfred
grain
reserve,
curley
playground
upgrade
at
jemison
street
reserves
and
albans
and
there's
also
a
new
pedestrian
bridge
at
colorado,
creek
isabella
williams,
memorial
reserve
and,
of
course,
wrote
a
number
of
roti
rehabilitation
within
the
grassland
ward.
Thank
you.
Madame.
D
Thank
you,
mary.
May
I
just
briefly
harvest
the
water
and
number
of
streets
and
roads
have
been
eco-friendly
reconstructed
and,
of
course,
the
with
the
main
expense
expenditure
was
at
the
hampshire
road,
which
I
believe
will
will
make
difference
to
our
traders,
which
really
they
suffered
quite
a
lot
very
badly
the
last
year
and
a
half
due
to
covert
19.
D
we're
also
some
some
improvements
made
to
the
sunshine
leisure
center,
really
the
capital
workshop,
nearly
as
counselors
as
long
as
I
mentioned
earlier,
83
billion
dollars,
it
was
it
was
shared
accordingly
throughout
our
city,
the
cake
has
been
shared,
and
I
think,
regardless
of
war
council
counsellors
very
friendly
councillors,
and
we
have
to
support
the
requirements
of
our
city.
Thank
you.
Madame.
G
Is
to
provide
council
with
an
update
as
to
two
advocacy
campaigns
prioritized
by
council,
as
councillors
will
be
aware,
the
council
meeting
agenda
and
the
reports
contained
within
were
issued
last
friday,
the
11th
of
june,
the
following
day,
saturday,
12th
june.
This
long
weekend,
the
state
announced
that
it
had
issued
the
first
package
of
works
for
airport
rail
out
to
market
this
invitation
to
private
contractors
to
submit
their
initial
proposals
to
construct
the
airport
rail
project
is
yet
to
be
fully
examined
and
understood.
G
A
A
We
understand
the
money
will
be
used
for
the
detailed
design
and
planning
of
major
upgrades
to
the
calder
freeway
for
safe,
safer
and
more
reliable
journeys
of
our
community.
Well,
I
have
been
proud
of
campaigning.
This
council
has
run
through
the
fixed
calder
campaign.
A
There
are
also
many
in
our
community
who
have
worked
for
a
long
time
to
achieve
this
hundred
million
results
to
russell
moet
and
the
calder
action
group
to
the
calder
highway
action
committee
and
the
local
members
of
parliament,
including
local
local
sydney,
mp
natalie
hutchins,
who
spoke
at
the
launch
of
council
campaign.
Thank
you
for
tireless
work.
A
Our
fix
the
calder
campaign
will
now
transition
to
working
with
partners
to
ensure
the
timeless
selection,
planning
and
delivery
of
the
major
capital
works.
As
this
hundred
million
is
the
first
step
towards
the
complaint,
completion
of
the
freeway
to
the
standard
of
our
community
expects,
this
is
enormous
advocacy
win
for
our
community
and
for
council.
It
will
save
lives,
improve
safety
and
travel
times,
and
it's
being
done
now.
A
But
we
are
concerned
that
the
scope
of
the
airport,
rail
project
and
precinct
work
has
been
getting
even
smaller,
even
smaller.
We
have
worked
professionally
and
collaboratively
with
the
state
government
at
all
levels,
making
the
case
for
community
uplift
and
long-term
value
capture
over
months
and
years.
A
A
There
will
need
to
be
a
really
big
development
here
said:
premiere
there
really
existing
parties.
This
could
include
retail
housing,
all
sorts
of
different
opportunities.
We
can
create
one
of
the
those
brand
new
spaces.
If
you
like
and
see
a
real
boom
for
this
area
from
economic
activity
and
minister
allen
said
there
will
need
to
be
a
significant
redevelopment
of
the
sunshine
area.
A
A
A
A
If
the
specification
of
works
do
not
meet
the
prom
promises
of
the
premier
and
the
minister
for
transport
infrastructure
and
the
expectations
of
the
community,
the
council
must
consider
its
next
steps
very
seriously.
Thank
you
councillors.
I
look
forward
to
debating
this
report
and
my
amended
motion
in
order
to
move
a
motion
for
your
consideration
and
debate
counselors.
I
will
now
step
down
from
the
chair
and
ask
deputy
mayor
customer
jasmine
newan
to
assume
control
of
the
meeting.
N
Okay,
so
is
there
a
move
of
the
motion
of
emotion,.
A
I
I
may
I
please
have
my
amended
motion
displayed
on
screen.
Thank
you.
A
A
F
receive
an
urgent
briefing
from
council
offices
on
the
content
of
the

works
package
released
by
the
state
government
to
determine
the
scope
of

the

in
the

request:
an
urgent
briefing
from
the
state

in
relation
to
the
melbourne

sunshine.
Priority

community
engagement,
planning
and
related
master
planning

works.
A
The
development
of
sunshine
station
in
a
regional
super
hub,
2.,
the
reconstruction
of
albion
station
into
fit4
purpose,
public
transport,
interchange
that
complements
and
celebrates
the
heritage.
Value
of
the

floor
mill.
Three,
the
integration
of
boats
stationed
in
the
surrounding
precinct
in
a
way
that
unlocks
development
opportunities.
A
L
Yes,
thank
you,
my
man,
I'm
going
to
mail
him.
I
say
thank
you
for
your
time.
I
would
like
to
speak
on
support
of
this
metamotion
any
regard
to
the
report
and
most
particularly
the
transport
green
bank
2050
campaign.
L
This
will
give
the
community
a
brief
background
on
the
council
approach
to
this
campaign,
and
hopefully
this
would
assist
in
answering
some
of
the
questions
which
raised
earlier
during
public
question
time:
the
melbourne
airport
railroad
project,
the
western
railroad
plan,
the
suburn
rail
looped
by
sunshine,
super
transport
hub,
the
sun
signed
priorities,
feasting
the
albion
quarter
and
the
elbin
stations
the
need
to
deliver
these
right
to
community
to
benefit
with
billions
of
dollars
from
the
state
and
fredericks
investment
is
vital.
All
this
was
a
very
first
act.
L
First
accuracy
issue
that
house
counselors
tackle.
Since
we
were
elected
from
in
november
2020,
we
received
data
briefing
from
council
officers
from
the
department
of
transport
and
railway
project
victoria
and
the
department
of
jobs,
pristine
and
region.
We
merely
saw
the
benefits
and
risks
the
government
approach
before
the
public
announcement,
but
by
made
by
the
government.
As
a
result
of
this,
we
shop
shop,
our
agencies,
options
and
strategy
early
2021..
L
This
special
league
event
meeting
in
council
in
april
to
at
six
sixth
of
april
of
this
year,
when
we
officially
signed
off
the
final
transport
transforming
bring
bank
leading
mission
2050
document.
I
also
want
to
inform
the
community
that
we
have
been
ahead
of
the
curve
on
this
issue
and
we
continue
to
be.
L
Thank
you.
Man,
council
has
always
invested
space
talks
and
time
efforts
in
bringing
the
key
decision
makers
with
state
government
attention,
emphasizing
the
risk
and
developing
low-cost
engineering
lead
commuters,
eccentric
proposal
and
as
a
government
to
its
community,
the
economics
and
social
benefit.
After
doing
the
right
things,
council
received
multiple
report
on
this
matter.
He
has
to
fly
over
the
proposal
and
social
super
hubs
is
in
harvest
ward.
L
As
I
said
earlier,
the
mayor
is
the
council's
spokesperson
in
recent
years
see
she
made
my
whole
address
on
this
issue
and
and
michael's
press
release
calling
on
the
state
and
deliver
maximum
possible
community
outcomes.
I
understand
accuracy
on
this
matter
has
been
a
very
difficult
approach:
traditional
advocacy
campaigns
such
as
fixing
the
culture
and
which
is
which
is
very
much
loud
and
proud,
but
we
consider
that
our
discrete
and
target
and
focus
informing
intervention
have
been
very
effective
today.
L
I
know
it's
not
even
nearly
as
public
size
and
vocal
as
visible
as
one
would
like.
The
mayor
has
speak
to
the
to
the
greatest
australian
community
alliance
event
on
monday
june
december
june.
It's
best
said
once
he
said,
while
the
greatest
sunset
community
alliance
and
others
have
been
making
a
lot
of
noise
in
the
main
street.
L
We
at
this
council
have
been
beaten
during
the
spring
street
and
quote
it's
important
that
my
community
understand
that
we
have
always
been,
in
the
background,
pushing
and
pressuring
the
government,
I'm
proud
of
the
worker
council
on
this
important
campaign
over
the
last
year,
and
I'm
also
proud
of
my
local
community,
the
greater
south
smart
community,
google
alliance
for
pushing
corp
the
issue
as
well
as
far
except
without
resources
as
less
as
and
far
less
access
to
governments
and
member
of
parliament
for.
L
You
haven't
seen
something
man,
I'm
looking
forward
to
receiving
a
brief
gambling
briefing
from
the
officers
and
stakeholder
departments,
and
hopefully
mr
I'll,
be
keen
to
ensure
the
state,
the
federal
government,
to
keep
the
promise
out
to
bring
bank
and
again
I
want
to
assure
the
community
that
the
council
will
be
doing
whatever
is
necessary
to
get
the
best
outcome
for
the
community.
Thank
you.
N
Okay,
yeah
just
a
reminder
to
counselors
that
have
three
minutes
to
speak.
You
may
ask
for
an
extension
cancer,
sound
david.
Would
you
like
to
speak.
D
Thank
you.
Thank
you,
david
mayor.
I
like
to
support
the
words
by
the
mayor
and,
of
course,
councillor
lou,
but
my
my
own
wonders
is
to
have
an
answer,
a
really
good
explanation.
D
It
started
back
in
2018
and
we
thought
it
was
a
miracle
coming
from
somewhere.
We
didn't
know
from
where
we
can't
forget
the
embracing
of
prime
minister
morrison
in
that
of
our
premier,
daniel
andrews,
declaring
the
airline
to
the
airport,
one
stop
to
sunshine.
D
That
was
the
words
five
billion
each
and
that's
what
they
were
doing:
10
billion
on
the
table
to
do
the
works,
however,
to
me
big
surprise,
daniel
andrews
he
came
in
as
premier
and
when
we
lost
brax,
I
thought
he'd
be
taking
a
long
time
before
we
get
up
another
one
as
good
as
premier
blacks.
However
daniel
he
didn't
surprise
me,
I
knew
him
from
a
young
man
and
he
he
promised
he
came
in
a
promise,
a
lot
of
promises
and
he
delivered
them
all
every
one
of
them.
D
The
only
thing
that
left
behind
it
is
the
railing
to
the
airport
and
in
my
thinking,
is
exactly
what
council
ruled
said
earlier.
Some
of
the
local
politicians-
perhaps
they
pushed
daniel
in
the
corner.
They
wanted
a
piece
of
the
cake,
that's
what
it
was
and
bit
disappointed.
Yes,
I
had
my
biggest
disappointment
when
the
council
was
dismissed
back
in
2009,
and
this
is
one
a
bigger
disappointment,
because
it
wasn't
just
me:
it's
us,
it's
our
community,
it's
our
city,
that's
suffering
badly
and
I'm
very,
very
disappointed.
N
Thank
you
so
much
david
can't
talk
us.
Would
you
like
to
speak.
F
Thanks,
thank
you,
deputy
mayor
I'd
like
to
echo
the
passionate
words
by
both
the
award
counsellors
in
their
speeches.
F
I'd
also
like
to
congratulate
the
efforts
of
the
advocacy
department
and
our
mayor
in
achieving
a
great
windfall
on
the
fix,
the
calder
campaign
and
equally,
this
is
a
very
difficult
and
complex
issue
and
complex
times
that
we're
navigating
for
this
amazing
transformation
that
we're
asking
from
the
government
the
people
who
live
and
work
in
sunshine,
albion,
brimbank
and
the
wider
west
have
had
to
fight
for
themselves
and
the
communities
to
get
a
fair
deal,
whether
it's
wages,
public
health,
education,
environmental
goals,
transport
and
other
basic
services.
F
It
has
always
been
a
continual
struggle
for
outcomes,
but
at
all
times
through,
the
community
has
stuck
together.
The
recent
government
decisions
to
build
an
albion
flyover
and
significantly
watered
down
sunshine.
Super
hub
confirms
that
sunshine
is
being
seen
as
a
transport
issue
and
not
an
integrated
transport
and
land
use
planning
opportunity
capable
of
radically
transforming
this
area
if
implemented.
Well,
the
greater
sunshine
community
alliance
zoo
meeting
last
month
was
last
week
was
absolutely
amazing.
F
F
All
of
this
and
supported
by
the
andrews
government
was
talked
about
before
the
2018
state
election
and
also
the
sunshine
priority
precinct.
Future
vision,
2050
released
recently
by
this
council
that
what
has
now
currently
gone
on
life
support
on
the
12th
of
june
2021,
when
the
commonwealth
and
victorian
governments
put
the
first
package
of
works
for
the
airport
rail
out
to
market,
but
this
community
still
has
aspirations
and
the
local
community
wants
delivered,
wants
this
delivered
and
not
to
be
a
wasted
minute
opportunity.
F
Finally,
I
just
like
to
say
that
I
appreciate
all
the
the
hard
work
in
the
advocacy
sunshine
was
now
finally
going
to
go
and
live
up
to
these
prestigious
designations
as
a
metropolitan
activity
center,
and
we
continued
the
fight
as
trung
councillor
lou
said,
maybe
not
at
the
public
interface,
but
we
are
fighting
in
the
background
as
introduced
by
the
mayor
during
the
this
meeting.
F
This
vision
is
a
landmark
document
for
the
council
in
our
community.
It
is
a
vision
that
makes
the
most
of
the
major
infrastructure
investments
that
have
been
committed
to
by
the
state
and
federal
governments.
As
made
clear
in
this
report,
this
mission
has
received
significant
and
broad
support
across
our
community,
who
can
see
themselves
in
this
vision
and
how
they
may
share
in
the
wealth
it
could
create,
environmentally,
socially
and
economically,
all
must
prosper
and
sharing
the
benefits.
Thank
you.
N
Thank
you
guys
to
talk
to
us.
Would
anybody
else
like
to
speak
against
the
motion?
What
emotion
could
we
please
put
the
motion
up
on
the
screen
again
before
we
go
to
vote.
I
I
N
O
Bronson,
thank
you.
It
says
on
there.
B
That
one
of
the
amendments
is
to
launch
a
petition,
a
community
petition.
Is
there
currently
a
a
community
petition.
N
N
G
I
will
get
myself
arranged
governance
report.
The
monthly
governance
report
is
a
standing
item
within
the
ordinary
council
meeting
agenda.
It
is
predominantly
a
summary
of
recent
governance
and
operational
activity
in
accordance
with
best
practice
and
good
governance
principles
written
in
compliance
with
provisions
applying
respectively
in
the
local
government
act
1989
and
the
local
government
act
of
2020.
G
A
A
Appointment
to
local
government
working
group
on
gambling
yeah,
I.
E
Well,
I'll
move
them
on
the
emotion
as
per
business
papers
and
take
into
consideration
item
k
in
the
officer's
recommendation
and
that
council
appoints
until
council
reserves,
otherwise
counselor
tacos
and
councillor
newing,
as
counselor
representatives
on
the
local
government
working
group
on
gambling.
Thank.
A
Thank
you
now,
councillor
borg,
would
you
like
to
speak
to
this.
E
D
No
matter
may
the
only
thing
you
can
say.
I
believe
that
council
of
tarkos
have
the
portfolio
before
in
a
way
of
a
gambling,
and
I
think
council
on
europe
will
do
just
the
same,
and
it's
better
to
have
two
councillors
on
that
very
important
type
of
topic.
Thank
you.
Thank.
N
Hi
everyone-
I
yes,
as
prince
counsel,
has
said
I
yeah
I've
been
here
for
the
community
that
gambling
is
a
prevalent
issue
in
our
community
in
broome
bank,
so
happy
to
work
with
tanto
tarkos
on
the
local
government
working
group
on
gambling
and
also
as
a
curry
portfolio
accounts.
I
would
counter
lancashire
the
brim
bank
innovation
portfolio,
which
includes
the
governance
and
probability.
N
I
would
like
to
highlight
the
imports
of
the
monthly
report
to
council
and
this
month's
government
report
includes
regular
items
such
as
delegations
reconciling
for
meetings
and
mp
meetings,
but
it
also
includes
the
updated
risk
management
framework
and
draft
risk
management
policy.
The
framework
which
was
endorsed
by
the
audit
and
risk
committee
is
a
key
component
of
council's
governance
agreements.
A
Thank
you.
Let's
put
this
motion
to
vote
all
in
favor,
please
raise
your
hands.
A
G
Thank
you
again,
madam
mayor
quarterly
portfolio's
report,
as
indicated
by
the
title,
is
received
quarterly
by
council
in
order
to
understand
the
progression
of
the
portfolio
system
held
within
council.
Thank
you,
madam
man.
A
F
Yes,
madam
mayor,
I
would
like
to
speak
as
the
portfolio
holder
for
the
covert
response
and
recovery.
F
F
The
fallout
still
remains
to
be
seen
with
the
ceasing
of
job
keeper
and
job
seeker,
and
we
have
already
seen
a
visible
rise
in
homelessness
and
rough
sleeping
across
brimbank.
Some
other
challenges
facing
brimbank
are
the
unemployment
very
high
casualized
and
international
student
unemployment,
insecure
unemployment,
family
violence,
crowded
housing,
loneliness
and
isolation
and
mental
health
issues.
Caring
responsibilities
continue
to
be
big
issues
impacting
brimbank.
F
I
also
want
to
speak
highly
of
the
community
connector
program
that
was
launched
by
this
council.
The
community
connected
program
was
launched
to
help
connect
people
in
our
municipality
with
different
types
of
support,
practical
help
like
shopping,
running
errands,
setting
up
video,
chats
emotional
support,
welfare
checks,
financial
assistance,
social
activities
like
linking
people
into
groups,
libraries
naval
to
house
programs,
and
also
that
the
council
ran
a
covert
19
community
events,
training
to
which
a
hundred
and
fifty
people
attended.
All
training
sessions
on
are
now
covert,
safe
events.
A
E
Thank
you,
madam
mayor.
Just
a
few
words
about
the
portfolio
the
people
portfolio
that
I
hold.
This
is
a
huge
portfolio
that
I
hope
dearly
and
with
great
passion.
In
this
report.
There
are
13
items
included.
E
Through
this
program,
participants
receive
training
in
writing,
hosting
and
product
and
production
of
radio
shows
and
podcasts.
It
is
aimed
at
young
people
experiencing
structural
disadvantages
and
allows
them
to
unpack
issues
important
to
them
on
their
terms
conceived
during
the
pandemic
as
a
way
of
supporting
young
people
to
feel
connected.
E
A
O
N
Just
to
keep
a
brief
like
to
say
it's
good
to
see
that
our
council
plan
is
continuing
to
go
ahead
with
works
in
progress
and
are
looking
forward
to
working
with
the
community
to
build
our
new
council
plan
for
the
for
the
next
four
years.
Thank
you.
Thank.
E
E
A
I
declare
this
motion
carried,
I'm
going
to
go
for
to
12.7
saint
albans,
leisure
center
replacement,
health
and
wellbeing
hub
project
june
2021
update
with
mr
neil
whiteside.
Thank
you.
P
P
J
Yep
I'd
like
to
move
the
motion.
Can
I
speak
to
it
now
or.
J
Yeah,
I
just
want
to
say
that
after
the
recent
council
tour
that
we
had,
we
got
to
visit
the
location
and
it's
coming
together.
Fantastically
it's
going
to
be
such
a
great
world-class
facility
in
the
heart
of
killer
downs,
I
think,
being
a
counselor
for
taylor's
board.
I'm
super
excited
for
this
facility
to
be
open.
J
J
Q
A
G
Thank
you,
madam
mayor,
and
I
would
certainly
like
to
support
the
the
words
of
councillor
kerr
and
councillor
dang
in
regard
to
the
sonorbans
leisure
centre.
Rebuild
just
a
particular
interest
of
mine
in
the
report
was
the
green
star
certification
edco.
The
company
involved
are
required
to
deliver
a
facility
to
achieve
a
five-star
green
star
design
and,
and
that
certainly
is
best
practice
as
built
certification
in
accordance
with
the
green
building
council
of
australia.
G
Further
information
will
be
provided
to
council
as
edco
continues,
its
investigations
impossible.
Six
star
green
star
certification
attainment.
Look
as
councillor
kerr
was
pointing
out.
We
did
go
on
a
rather
exciting
tour
of
this
amazing
facility
for
brimbank
and
the
possibility
of
taking
it
beyond
the
five-star
energy
rating
or
green
star
energy
rating,
as
it's
now
to
a
level
of
six
would
make
it
one
of
the
first
and
one
of
the
best
buildings
in
australia
of
this
type.
G
A
Okay,
then,
put
this
motion
to
vote
all
in
favor.
Please
raise
your
hands.
I
declared
this
motion
carrie.
Thank
you.
A
P
Thank
you,
madam
mayor.
At
the

on
the
16th

a
period
of
28
days,
inviting
written
submissions
notices

but
in
may
I
recommend
this
report
to
council.
L
E
Just
quickly
mother
mayor
council
has
a
duty
of
care
to
road
users.
It
is
required
to
demonstrate
that
it
has
in
place
a
minimum
standard
regarding
inspections
to
take
place
to
identify
risks.
This
plan
details
the
management
system
that
council
proposes
to
implement
in
the
discharge
of
its
duty
to
inspect,
maintain
and
repair
public
roads,
for
which
the
council
is
the
coordinating
road
authority.
G
G
This
is
a
very
highly
sophisticated
system
that
we
operate
at
this
council
and
across
victoria
and
how
we
do
our
roads,
and
I
I
do
recall
the
stories
from
the
past
as
to
how
rhodes
got
chosen
for
being
redone
or
rebuilt,
and
it
was
a
very
haphazard
and
often
political
approach
and
the
work
that
is
being
done
through
this
portfolio
through
council
alu
is
is
best
practice
and
it
is
good
practice
that
we
are
looking
at
a
number
of
criteria
by
which
we
choose
to
rebuild
roads
in
a
timely
manner
and
an
economic
manner,
and
also
given
to
very
considerations
of
their
degradation
and
need
for
rebuilding.
G
So
it's
quite
a
sophisticated
system.
Thank
you,
councilman
and,
and
I'm
very
impressed
with
it,
and
it
is
such
an
improvement
over
what
happened
in
the
past.
Thank
you.
F
I
moved
that
we
moved
12.9
and
12.10
together
and
that
any
respective
questions
can
still
be
asked
of
the
directors.
Thank
you.
A
Okay,
to
do
them
in
the
blog.
Do
I
have
a
second
up
for
that?
Yes,
thank
you.
Councillor,
david
okay,
then
we're
gonna
move
12.9
and
12.10
in
a
block
yeah,
which
is
extension
of
contract
number
192503
provision
of
bound
and
animal
collection
services
and
the
other
one
is
contract,
number
21,
3008
bring
bank
community
and
civic
center
cleaning.
A
Services
councillors
are
there
any
questions
for
relevant
director.
A
F
A
G
Thank
you,
madam
mayor.
I
would
like
to
move
the
council
rights
to
the
victorian
minister
for
energy
environment
and
climate
change.
The
honourable
lily
d'ambrosio
mp,
to
a
raise
council's
concerns
with
recent
advice
from
the
metropolitan
waste
and
resource
recovery
group
that
the
advanced
waste
processing
facility
procurement
process
for
councils
in
the
northwest
of
metropolitan
melbourne
will
not
be
proceeding
due
to
resourcing
and
funding
constraints.
G
They
seek
the
minister's
urgent
intervention
to
ensure
that
metropolitan
waste
and
resource
recovery
group
receives
the
required
support
and
resources
funding
from
the
state
government
to
immediately
commence
an
advanced
waste
processing
facility
procurement
process
for
councils
in
the
northwest
of
metropolitan
melbourne,
based
on
learnings
from
the
collective
procurement
process
undertaken
to
the
south
east
of
metropolitan
melbourne
highlight
that
and
see
highlight
that
counts.
The
brim
bank
council
has
contributed
more
than
30
million
dollars
to
the
state
government
sustainability
fund
through
the
landfill
levy
since
its
inception.
G
Thank
you,
madam
mayor.
Yes,
I
certainly
would
counsel
its
ordinary
meeting
in
2019
resolved
to
advise
metro
waste
that
it
will
participate
in
its
collective
procurement
processes
by
december
2019.
G
Metro
wasted
convened
a
workshop
with
northwest
councils
to
continue
discussion
on
a
strategic
assessment
to
better
set
the
objectives
for
a
business
case
for
this
sort
of
facility
by
december
2019.
In
good
faith,
council's
chief
executive
officer
had
signed
a
memorandum
of
understanding
to
work
with
metro
waste
to
facilitate
this
business
case.
G
By
february
2020
the
state
government
released
its
circular
economy
policy
entitled
recycling
victoria,
and
that
was
to
set
a
stronger
to
build
a
stronger
economy
across
victoria
for
the
next
10
years,
and
in
doing
so,
it
was
going
to
take
12
to
18
months
before
the
sorry,
and
also
as
part
of
that
they
were
setting
up
a
new
waste
authority
by
may
2020
metro
waste
advised
that
a
result
of
the
impacts
of
covert
metro
waste
were
required
to
prioritize
its
work
plan
and
develop
a
the
development
of
a
northwest
business
case
would
be
undertaken
in
the
2021
financial
year.
G
Metro
waste
was
progressing
a
collective
procurement
process
for
16
councils
in
the
in
the
southeast
of
melbourne
for
an
all
waste
processing
facility.
Again,
a
great
example
of
what's
happening
in
the
southwest
melbourne.
Any
all-waste
facility
in
the
southeast
melbourne
is
understood
to
be
at
least
four
years
away
from
operation.
G
An
all-waste
facility
once
functional
will
offer
an
alternative
to
landfill.
The
current
procurement
process
has
taken
approximately
three
years
and
has
been
advised
that
it
was
approximately
one
year
away
from
selecting
a
preferred
option.
Counselors
meeting
of
march
this
year
resolved
to
award
a
contract
for
landforce
services
to
queen
to
clean
away
and.
G
Landfill
services
of
a
non-guaranteed
basis
for
a
four-year
term,
commencing
on
april
brimbank
council
advised
mitchellway
said
it
made
its
decision
on
the
landfill
services.
Tender
and
preference
was
to
accelerate
the
procurement
of
an
all-waste
processing
facility
in
the
north
west
of
metropolitan
melbourne
council.
G
Its
meeting
in
march
this
year
resolved
to
write
to
the
honourable
member
lilly
d'ambrosio
mp,
minister
for
energy
environments
and
climate
change,
requesting
the
state
government
consider
greater
investment
from
the
landfill
levy
to
support
local
government
in
collecting
its
waste
and
and
recycling
material,
and
go
to
a
four
bin
system
council,
also
its
meeting
in
march
21
resolved
in
part
to
write
to
metro
waste
chief
executive
officer
requesting
acceleration
of
an
advanced
waste
processing
filler
facility
in
the
northwest
of
metropolitan
melbourne.
G
Madam
ceo,
the
concern
here
is
that
the
south
west
of
melbourne,
we
are
seeing
an
all-waste
plant
built
and
we
have
hundreds
of
millions
of
dollars
in
collected
environmental
fees
from
the
state
government
to
facilitate
that
process.
G
We
want
to
see
the
same
thing
in
the
north
west,
that's
fairly
simple,
and
that
should
be
so
logical
because
if
you
don't
do
that,
what
does
it
leave
us
with
in
brimbank
in
the
west?
It
leaves
us
with
putting
our
waste
in
a
tip
or
possibly,
the
scenario
is,
we
might
just
simply
have
to
send
it
all
off
to
an
incinerator
producing
massive
amounts
of
carbon
dioxide
and
greenhouse
gases.
One
minute
left,
thank
you.
G
Madame
none
of
this
is
is
at
all
desirable
for
the
west
of
melbourne
that
we
are
left
in
limbo,
not
knowing
what's
going
to
happen,
the
scenarios
for
us
are
outrageous,
because
if
we
have
all
our
waste
picking
up
going
to
an
incinerator
producing
carbon
dioxide,
then
eventually
we'll
also
get
hit
by
a
carbon
tax
as
we
head
towards
a
zero
carbon
environment.
G
All
of
this
is
just
bad
news
upon
bad
news.
We
have
the
money.
The
state
government
has
the
money
they
should
be
doing
in
the
north
west
of
melbourne,
what
they're
going
to
do
in
the
south
east
of
melbourne.
It's
that
simple.
Thank
you,
madam
mayor,
and
I
recommend
this
notice
of
motion
to
councillors.
A
Thank
you
councillor
papalia.
Would
you
like
to
speak
to
this
motion.
C
Well
thanks:
I
would
just
like
to
second
councillor
comments
and
detailed
analysis
of
the
situation.
There's
definitely
no
doubt
that
we
we
need
an
alternative
to
landfill.
This
council
has
spoken
on
a
number
of
occasions
as
a
result
of
the
consequences
of
landfills,
and
that
happened
to
be
in
the
west.
I
just
look
forward
to
the
advocacy
on
this
and
definitely
support
a
advanced
waste
processing
facility
in
the
northwest.
It's
as
council
languages
that
it's
definitely
needed
long
long
ago.
F
You
I'd
like
to
echo
both
the
council
on
what
they've
said
and
in
line
with
our
strategy,
this
council
strategies
objective
to
reduce
our
foot.
Our
footprint
in
landfills
improve
our
diversion
away
from
landfills.
This
is
a
major
blow
again
to
bring
back.
We
have
been
a
major
contributor
through
our
landfill
levy
for
decades
to
the
sustainability
fund.
The
sustainability
fund
was
set
up
for
this
very
purpose,
and
that
is
to
look
at
alternatives
for
landfill.
F
Everything
will
continue
going
to
landfills
and
those
landfills
will
become
legacies
for
our
future
children's
generations
to
deal
with
contamination
and
fires.
I
applaud
this
nom
and
have
contributed,
and
we
have
contributed
more
than
our
fair
share
for
real
change
to
happen
and
we
are
still
waiting.
Thank
you.
A
Councillors
I
wish
to
lodge
a
notice
of
motion
at
this
meeting.
I
know
that
under
section
27.11
of
the
brimbank
governance
rules
that
I
must
now
vacate
the
chair
and
the
deputy
mayor
will
now
assume
the
chair
for
the
duration
of
item
13.2.
Thank
you,
councillor
newan.
You
are
now
chair
of
this
meeting.
N
Thank
you
madame
so
for
itunes,
13.2
barra
group's
kel
belanfield.
A
A
N
A
Thank
you
to
my
fellow
councilor
for
supporting
this
motion.
The
community
is
fed
up
with
the
time
taken
to
resolve
this
first
at
the
caliber
landfill
council
has
considered
to
call
on
the
state
government
throughout
the
epa
to
resolve
this
issue
that
has
emerged
at
the
site
operating
under
the
epa
license.
A
A
In
response
to
the
council's
support
for
the
december
2020
notice
of
motion.
Regarding
this
issue,
I
received
a
response
from
the
minister
lilly
d'ambrosio,
advising
me
of
the
request
that
epa
prepare
a
report
into
this
matter
and
that
the
epa
will
also
provide
a
copy
of
the
report
to
bring
bank
city
council
well,
we
are
yet
to
receive
this
report
and
well
we
understand
that
the
it
will
be
completed
soon.
This
notice
of
motion
will
send
a
clear
message
of
our
request
for
an
update
from
the
minister.
A
Given
six
months
have
been
passed
and
we
have
not
received
any
formal
updates
from
the
minister.
I
would
also
like
to
thank
my
fellow
councillors
for
keeping
this
issue
in
the
spotlight,
where
it
rightfully
belongs.
In
particular,
I
would
like
to
acknowledge
the
ongoing
support
of
councillor
tacos
on
this
important
matter.
Thank
you
all
councillors
for
your
support,
and
I
hope
we
won't
stop
here.
Thank
you.
N
Thank
you
madame.
Would
you
like
to
speak
at
secondary,
thank.
F
You
definitely
yes.
I
would
I'd
like
to
thank
our
mayor
for
the
support
in
raising
this
highly
important
notice
of
motion
as
part
of
our
continuing
support
for
our
community
in
this
very
difficult
time,
which
is,
in
fact,
I
consider
a
crisis
at
crisis
point
in
our
community
and
every
week
I
listen
to
the
devastation
it
causes
to
people's
lives,
people
who
have
had
to
shut
off
all
their
vents
in
their
homes,
because
they
can't
open
windows
that
that
and
have
to
live
off
the
air
of
purifiers.
F
They
cannot
keep
the
dust
out
and
the
acrid
chemical
voc
laden
laden
odor
from
their
homes
and
their
lives
for
the
last
two
years.
The
mental
health
impacts
are
madame
unspeakable
and
to
top
this
off,
they
have
endured
four
lockdowns
trapped
in
their
homes
and
within
five
kilometers.
This
odor
still
trapped
in
in
in
their
homes.
F
Sorry
I
have
mothers
that
are
worried
about
what
the
vocs
are
doing
to
their
developing
children
at
parks
and
schools.
In
my
ward,
there
are
no
words
to
describe
the
distress
the
hopelessness,
people
feel
trapped
and
doing
the
best
they
can
many
enduring
insomnia,
because
the
odour
is
so
strong
and
pervasive.
It
can
also
wake
them
up
whether
it's
windy,
whether
it's
still
whether
it's
raining
freezing
or
hot.
The
stench
is
present,
the
odor
does
not
take
a
holiday
and
it's
affecting
people's
minds,
their
pride
and
their
love
for
a
place.
F
They
call
they
call
their
home.
I'm
hoping
the
appointment
of
this
new
ceo,
as
mentioned
by
the
mayor,
and
that
the
changes
in
the
epa
laws
which
are
not
retrospective
and
these
new
independent
reports
actually
make
a
difference,
because
right
now,
because
right
now
our
community
deserves
better
than
what
it's
getting
lip
service
from
the
epa
and
lack
of
certainty
around
the
end
date.
Bringback
needs
to
take
a
stand
against
the
environmental
vandalism
and
absence
of
air
quality.
F
J
Thank
you,
madam
mayor,
for
submitting
this
notice
of
motion.
There
has
been
a
fair
amount
of
media
attention,
highlighting
the
bureau
of
fire
and
health
concerns
headlines,
like
health
fears,
as
fire
in
landfill
continues
to
burn
back
in
october,
2019
residents
began
noticing
a
smell
permeating
from
the
former
quarry
site,
and
fires
were
identified
underground.
We
can't
go
outside,
we
call
our
kids
inside
because
we
don't
know
what
they're
being
exposed
to
a
local
mother
explains.
J
We
can't
go
for
walks,
we
can't
take
the
dog
for
a
walk,
I'm
a
runner
and
I
can't
run
my
husband
rides
bikes.
We
can't
ride
bikes
residents
are
prisoners
in
their
own
home,
and
the
lack
of
action
from
the
epa
and
state
government
on
this
urgent
matter
is
appalling.
I
support
the
residents
of
kielba
in
demanding
clean,
odorless
air
to
breathe.
I
support
the
residents
and
ask
that
the
state
government
and
local
ministers
prioritize
this
really
serious
health
concern.
J
Q
J
D
D
We
knew
from
the
start
that
this
type
of
happenings
in
landfills.
Sometimes
it
would
take
a
long
time.
But
to
me
it's
it's.
Where
is
epa
all
this
time?
They
just
I
found
a
very
much
behind
the
scene
instead
of
just
acting
promptly
the
motion
put
forward
by
amir
to
the
heat
where
people
ministers
can
understand
the
perhaps
the
pain
behind
the
whole
thing:
the
neighborhood
neighbors
neighborhood
there
kiarba
it's.
D
It's
got
the
right
to
have
a
clear
air,
a
brick
clearance
every
day,
and
I
think
it
is
the
wrong
thing
for
not
doing
something
about
it
as
quick
as
possible,
and
I
presume
the
bar
of
people
they
want
to
do
that,
but
somehow
they
haven't
got
the
perhaps
the
machine
or
the
know-how
and-
and
someone
has
to
come
from
somewhere
to
try
and
help
we
need
that
stop
as
soon
as
possible,
david
mayer.
Thank
you.
N
G
Thank
you
acting
there.
Yes
look.
I
would
certainly
like
to
support
the
motion
put
forward
by
the
mayor
and
support
the
the
ongoing
community
work
in
this
area
by
council
tacos
and
the
comments
made
by
the
other
council
in
relation
to
this.
This
was
meant
to
be
largely
a
building
waste
disposal
site.
However,
it
really
shouldn't
be
across
the
road
from
residential
properties.
G
This
is
incredibly
unfortunate
for
the
people
that
live
there.
The
rewrite
of
the
act
hasn't
helped.
The
barrow
group
haven't
got
the
solutions
to
the
problems.
The
epa
hasn't
been
able
to
bring
to
bear
legislative
powers
enforcement
powers
to
stop
this
really
even
the
other
day
at
at
metro
waste.
I
was
hearing
about
tips
where
things
like
recycle
batteries,
for
example,
can
explode
and
catch
fire
underground,
so
we're
facing
with
these
building
materials,
where
you
could
have
builders
batteries,
just
sprinkled
throughout
starting
these
fires.
G
I
just
don't
know
the
solution
to
it,
but
certainly
barrow
don't
and
the
government
doesn't
and
to
go
on
for
this
long
opposite.
Residential
properties
is
just
outrageous
and
I
don't
live
opposite,
but
I
totally
empathize
with
the
with
the
problems
being
experienced
by
those
in
the
area
that
are
getting
the
smells
from
this
ongoing
fire.
How
it
continues
to
burn
after
six
months
is
just
unbelievable.
So
thank
you
for
raising
this.
Madam
mayor.
N
A
Thank
you
deputy
me.
We're
going
to
go
to
item
14
notice
of
motion.
Rescission.
There
are
no
rescission
motions,
then
we're
going
to
go
to
15
urgent
businesses.
I
would
like
to
ask
you:
is
there
any
urgent
businesses
for
tonight?
No
matter
me.
A
A
A
I
recognize
chief
executive
officer,
helen
morrissey
for
her
extraordinary
service
to
bring
bank
city
council
and
the
people
of
this
community
and
b
extend
our
sincerest
thanks
and
see
wish
you,
the
outgoing
ceo,
the
very
best
for
whatever
the
future
may
bring
you
and
your
growing
extended
family.
May
I
have
a
second
up
for
this
motion.
Please
thank
you.
Counselor
dan.
I
Thank
you,
madam
mayor.
At
the
new
councillor
I
have
been
working
with
helen
morrissey
just
a
few
months,
but
I
can
see
her
carrying
her
hard-working
for
the
community
and
also
very
supportive
to
the
councillors.
I
A
D
D
She
was
just
as
good
an
officer
before,
but
she's
been
taken
over
as
the
ceo
she
be
happy
knowing
that
she
left
behind
a
five
star,
extremely
maybe
six
star,
if
they
can
make
it
six
star
infrastructure
and
referring,
of
course,
to
our
leisure
center,
a
kilo
dollars
that
was
here,
the
child,
the
brainchild
type
of
happening,
and
this
will
be
remembered
helen
for
a
long
long
long
time.
D
And
if
I
was
you,
madam
mayor,
I
will
perhaps
invite
helen
at
the
opening
of
the
cme
pool.
If
you
like.
Maybe
you
can
have
a
deep
but
honestly,
not
a
joke.
I
will
be
missing
helen
and
also
myself.
I
wish
have
to
the
best
of
family
happiness,
because
you've
got
the
grandchildren
now
efon.
D
My
bargain
called
a
good
supporter.
So
I
wish
you
the
best
of
luck
and
try
and
do
as
much
as
possible
happiness
helen
to
your
own
life.
Well
done.
Thank
you.
Thank.
F
Thank
you
madame
I've
known
helen
morrissey
for
over
a
decade
and
have
been
through
some
amazing
good
times
and
some
very
difficult
times
and
all
through
those
times.
I'd
like
to
thank
you,
helen
for
your
guidance
and
your
support
and
your
wisdom.
F
I
would
like
to
wish
you
the
very
best
in
the
next
chapter
of
your
life.
You
leave
a
very
big
legacy
in
this
council,
not
just
in
this
council
term,
but
also
know
that
in
the
previous
council
term,
much
of
your
support
was
appreciated,
and
can
I
please
remind
you
that
collingwood
has
a
lot
more
premiership
places
and
killed
us
so
you're
on
a
good
wicket.
Thank
you
very
much
helen.
All
the
very
best
you
will
be
very
missed.
Thank
you.
E
Thank
you,
madam
mayor.
Well,
helen.
I
have
known
you
for
these
last
five
years
or
so,
and
it
has
been
a
great
great
pleasure
working
with
you
even
before
you
were
a
ceo.
I
still
remember
the
first
time
I
met
you
as
soon
as
I
was
elected,
and
you
certainly
left
quite
an
impression
on
me,
perhaps
even
an
imprint
in
me,
and
I
have
learned
a
lot
from
you.
You
have
shown
a
great
leadership
skills,
a
great
person
that
we
can
aspire
to
as
a
female
ceo
here
in
the
heart
of
brimbank.
E
E
It
was
a
really
really
critical
time
for
all
of
us
and
you
managed
to
keep
the
organization
going
so
to
speak
business
as
usual
in
a
way
because
it
didn't
stop.
It
even
got
better
and
stronger
and
we
are
taking
a
lot
of
lessons
on
board.
As
a
result
of
your
great
leadership
during
that
time,
helen,
I
want
to
thank
you
very
much
for
your
commitment
to
the
city
of
brimbank,
which
goes
for
many
many
years
long
before
you
were
a
ceo.
E
L
L
L
So
I
want
to
say
is
thank
you
and
we
can
see
if
the
council
and
the
city
has
nothing
but
a
success
during
your
term
here
as
a
ceo,
and
I
was
going
to
say
so,
I
wish
you
your
chapter
and
a
very
prosperous
and
happy
journey.
B
Madam
mayor,
I
want
to
say
that
I'm
personally
really
sad
that
I
won't
get
to
work
with
you
longer,
because
these
six
months
have
been
really
warm
and
that's
been
really
wonderful
to
have
as
an
introduction
to
such
a
scary,
new
experience
and
I'm
so
grateful
that
you
gave
me
the
tools
and
and
guidance
that
I
really
needed.
And
now
I
feel
competent
that
as
much
as
I
want
to
keep
working
for
you.
I
don't
need
your
support
anymore
and
that's
because
thank
you
for
giving
me
the
tools
that
I
don't
need.
B
C
Thank
you.
I
just
want
to
say
a
major
thank
you.
I
remember
my
first
call
with
helen
when
she
called
to
introduce
herself
and
I
immediately
felt
the
warmth
and
welcome
and
you
I've
only
known
you
for
a
short
time,
but
it's
been
a
pleasure
working
with
you
and
I
wish
you
all
the
very
best.
Thank
you.
N
I
just
want
to
photograph
it.
It's
so
funny
because,
like
everyone
got
the
phone
call
from
helen
he's
like
hi,
I'm
sierra,
like
I
didn't,
know
bro.
If
I
had
a
ceo
or
something,
but
oh
my
gosh,
do
we
need
one
and
it's
just
this
the
amount
of
like
work
that
goes
behind
the
scenes
and
wearing
a
council
to
help
counselors
do
their
stuff.
Just
like.
F
N
It
shows
through
in
your
work,
and
it
was
it's
it's
tough
times
coping
pandemic.
You
know,
and
it's
like
all
this
stuff
happening
on,
but
you
kept
the
council
going
and
it's
actually
pretty
inspiring
for
me
and
yeah
and
I
think
for
a
short
time,
but
like
whatever
work
working
with
you
talking
to
it's
just
you're,
really
easy
to
work
with
and
you're
always
about
finding
a
way
forward.
G
Thank
you,
madam
mayor.
Yes,
certainly
I
thought
I
really
thought
you'd,
be
there
see
your
maybe
the
sunorbin's
leisure
center
opened
and
absolutely
reiterate
the
invitation
to
come
back
and
see
it
open.
However,
I
also
can
understand
as
a
grandparent,
there
are
other
babies
that
can
influence
people's
decisions
and
there's
there
is
life
after
council.
G
In
my
case
I
came
back
to
council,
my
goodness,
don't
do
it
but
enjoy
life
with
the
family.
I
certainly
wish
you
well
in
that
area.
G
I
think
you'll
have
great
fun
with
with
your
grandchild
and
everything
I
think
that's
terrific.
However,
we
would
have
liked
to
have
seen
you
were
there
at
the
opening.
We
certainly
hope
you're
back
there
as
the
opening,
because
it's
the
really
big
baby
for
this
municipality.
So
thank
you
for
all
your
hard
work
and
the
comments
that
were
made
about
how
this
council
is
quite
different
to
the
council
that
we
came
in
after
administration.
G
We've
seen
an
awfully
big
turnaround
in
things
like
our
sporting
facilities,
sporting
fields,
parks
and
facilities,
and
all
of
that
is
now
in
under
five
years.
So
that's
pretty
amazing
to
achieve
all
of
that.
So,
thank
you
certainly
ceo
for
for
your
massive
contribution
to
achieving
those
things.
Thank
you.
Thank
you.
J
Oh
helen,
I
just
want
to
say
quickly,
I
think
everyone
said
everything
but
from
me
personally.
You've
been
a
great
role
model
and
support,
and
your
kindness
and
understanding
of
you
know
being
a
mother,
and
you
know,
you've
just
been
so
lovely
to
you
know,
get
to
know,
and
I
wish
you
all
the
best
and
you
know
look
forward
to
seeing
you
around
the
traps
anyway.
So
take
care.
J
Q
Oh
and
not
get
emotional,
as
as
the
great
nathan
buckley
said,
there
is
a
time
for
everything,
and
this
is
my
time
I
have
loved
working
at
brimbank,
there's
been
some
challenging
times,
but
this
community
is
the
most
resilient,
authentic
deserving
community
that
I
have
ever
worked
for
in
my
40
years
of
local
government.
Q
Q
I
will
miss
the
challenges,
but
this
is
the
right
time
and
the
right
decision
you
know
to
to
each
season.
There
is
a
time,
and-
and
this
is
my
time
so
I
want
to
thank
you
very
much.
This
was
unexpected
and
that's
a
little
bit
emotional,
but
you
know
my
greatest
gratitude
to
you
all,
and
I
wish
you
all
the
very
best
and
I
will
always
be
part
of
brimbank.
