2018

about

half

really

contradicts
policies

maintain

mckay
gardens
under
the
adoption
of
the
mckay
gardens
management
plan,
2017
failure
to
employ
a
curator
as
per
council
direction,

10-year
asset
plan
aims

articulate
council's
commitment
to
the
responsible
and
sustainable
management
of
its
public
infrastructure
assets
over
the
next
10
years.

drive
10-year
asset
plan

about

is
aligned
with
the
council's
annual
budget
process.

leisure
center
had
off-peak
membership
and

currently,

nearby
leisure
center

key

cheaper
than

membership
fee
proposed

brimbank
center.

of
this
report
is
for
council
to
consider
the
submission
to
the
2022
draft
melbourne
airport
master
plan
and
the
preliminary
mdp
for

third
runway
shown

attachment.
One

a
program
of
advocacy
to
address
the
health
impacts
on
community
from
airport
noise
and
range
of
other
matters,
our
officer
or
the
officer
recommendation.

measurable.

comprehensive
evaluation

ours

our
community's
worst
fears.
The
future

residents

brimbank
is
fraught
with
great
risk
to
their
health
and
well-being
of
all
our
residents.
If
this
expansion
plan
goes
ahead,
applying
this
paper
to
brimbank
region
for
people
who
who
live
in
the
anef
20
to
25
zones,
23
to
30
percent,
will
be
highly
sleep,
disturbed
35,
severely
distressed
by
aircraft
noise.

If,
in
the
a
nef
25
to
30
zones,
30
to
40
percent
will
be
highly
sleep,
disturbed
and
50
severely
distressed
by
aircraft
noise,
a
larger
proportion
of
the
residents
will
be
moderately
sleep,
disturbed
and
noise
distressed
in
2003,
the
maeo
plan
revealed
four
times
as
many
people
that
lived
in
a
ef
15
to
20
zone
in
melbourne's,
as
in
anef
20
to
25..
They
also
noted
50
of
complaints
in
sydney
came
from
outside
the
a
f
ef
15
contour.
How
many
more
people
are
affected
in
this
zone
in
melbourne?

Three
schools
in
the
area
will
be
severely
enough.
Noise
affected
that
if
these
schools
were
near
heathrow
airport,
the
airport
would
pay
for
building
playground.
Adobe
conversation
noise
huts
offering
a
refuge
from
the
noise
peak
background.
Noise
levels
need
to
be
be
at
or
below,
50
decibels
for
a
teacher
to
effectively
teach
at
65
decibels.

The
trouble
is
that,
at
its
very
best,
triple
window,
glazing
ceiling
and
wall
and
floor
insulation
can
only
make
the
residents
of
key
law
call
your
eyes
and
parts
of
bulla
noise
prisoners
in
their
own
classrooms
and
homes.
Adding
to
this
that
the
many
highly
vulnerable
children
from
socially
disadvantaged
families
living
in
kielba,
sunshine,
north
and
sunshine,
as
well
as
parts
of
kieller
downs
and
synorbons,
their
parents
due
to
their
own
limited
education,
often
poor
english
skills
and
dire
financial
position
are
unable
to
help
their
children
to
overcome
education.

Melbourne
airport
needs
to
start
looking
at
win-win
solutions
for
its
expansion.
The
1990
environmental
impact
statement
planned
for
melbourne
airport
could
offer
us
a
good
starting
point.
It
followed
today.
It
would
allow
the
airport
to
grow
320
to
350
000
flights
per
annum
at
capacity
and
50
busier
than
in
2019,
with
55
million
passengers
per
year
and
up
to
65
million
if
using
melbourne's
airport
own
passenger
numbers
and
flight
projections
and
still
be
a
low
environmental
impact
airport
that
was
planned
and
committed
to
by
by
john
keynes
and
bob
hogg's
federal
government.

then,
who
knows
super
quiet
battery
run
aircraft
may
well
be
a
win-win
solution.
Once
again,
I
on
behalf
of
my
residents
and
I
suspect,
everyone
else
in
brimbank.

enjoyed

pandemic,

that

mental
health
concerns

learning
impacted

put

in
its
current
state,

personally
was
actually
really
shocked
to
learn
that
the
airport
noise
forecasts
exceeded
the
world
health
organization's
guidelines
on
aircraft
generated
noise,
and
I
actually
question
how
this
is
possible
in
today's
age,
where
we
are
such
a
highly
regulated
country,
but
we
can
allow
this
sort
of
thing
to
to
go
ahead.

am
personally
really
proud
to
be
part
of
this
council,
proud
of
the
work
that
is
being
done
to
date
and
hope
to
see
partnerships
with
our
state
and
federal
leaders
to
ensure
the
best
outcome
for
our
community.

issues

the
health
impacts

the
findings
to
the
point
that
I
needed
a
debriefing
with
a
fellow
counselor.

of
shortcomings
which
are
identified
in
this
submission,

council
acknowledges

growth

development
of
melbourne's
airport
would
have
significant
benefits
to
brimbank.
There
are
a
range
of
impacts
that
will

only

benefit

community
and
the
environment,
but
they
will
cause
significant
negative
human
health
and
environmental
impacts.
Council
urges
the
commonwealth
to
assess
the
environmental
impacts
and
consider
its
human
rights
obligations
and
con
when
aircraft,

aircraft
noise
as
part
of
the
proposed,
turned
runway.

suburb

highest
in
the
groups
of

highest
experiencing.

Increased
rental

diminishing
supply

factors

increasing
pressure

to
exacerbating

already
serious
homelessness
issue.

are
also
seeing
councils
reduced
role

social
housing
projects

the
big
housing
build,
which
I
feel
needs
to
be
redressed
and
needs
to
change,

allow
council
to
play

key
role
in
the
process
and
policies

plans,

it
is
council
that
has
the
important
knowledge
and
understanding

planning
in

our
municipality.

far
more
collaborative
approach

needed

social
housing.

not

case

government
will
just
push
a
housing
project

expect

people
to
accept.

need
collaboration
with

role
restored

the

insecure
housing

stressful

land
order

planning
that
the
officers

department
have
concluded
their
assessment
of
the
amendment
documentation,

understand
it

now

office

the
minister

consideration.

I
would

terms

energy
park,
it's
a
park
that
unfortunately,
has
had
a
very
poor
history
going
back
20
years.
There
was
an
attempt
to
establish
a
waste
to
energy
plant
there,
which
failed
and
resulted
in
some
legal
action.
I
More
recently,
this
council,
I
believe,
has
been
extremely
responsible
in
undertaking
the
re-zoning
of
this
land
to
establish
the
environmental
audit
overlay.
There
was
an
opportunity
of
several
years
of
administration
where
it
would
have
been
nice
if
that
had
happened.
However,
this
council
had
undertaken
that
action
and,
as
we
can
now
see
it's
in
the
very
final
stages,
this
site
is
a
mountain
of
toxic
waste,
including
some
nuclear
waste
from
hospitals.

It
is
suggested
to
achieve
this,
that
we
look
at
two
strategies,
a
short
term
and
a
long
term,
and
in
the
short
term,
it
is
suggested
that
we
might
look
at
things
like
a
solar
farm
and
the
remainder
of
the
site
being
planted
with
native
grasses
and
native
trees,
which
would
help
with
the
heat
island
effect
in
sunshine.

All
the
land
south
of
ballarat
road
is
residential,
and
this
huge
park
area
to
the
north
in
the
middle
sits
an
industrial
area
with
frontage
to
ballarat
road
as
a
mixed
use
site.
This
would
be
an
excellent
development
and
would
suggest
that
this
could
be
a
joint
activity
with
strategic
planning
and
economic
development.

This
land
does
present
itself
with
exciting
opportunities,
not
just
for
what
can
be
developed
there,
but
also
to
provide
access
through
the
pedestrian,
cyclists
and
vehicles
through
between
ballarat
road
and
the
adjoining
parkland
to
the
north.
So
there's
some
interesting
things
to
look
at
from
me
in
terms
of
short
and
long
term,
some
exciting
opportunities
for
this
municipality
to
address
to
address
what
has
been
a
very
bad
site
from
the
past,
so
I
would
put
that
to
council.

which

the
lowest

grasslands

then
down
the
track

remediation

this
site

be
a
long
time
because
of
the
nature

contamination

creating
it

a
green

connectivity

it

bike
paths

think,
important,
but
master
planning

what

believe
should
be
happening
now
at
this

look
at
how
our
council
remediated
taylor's,
creek,

was
an
awful

sight

toxic
contamination

it

greener
oasis

use
it
for
walking

use

to

to

your
sterling
contribution
to

various

with
regards

reconciliation
action
plan
committee
and
the
strong
working
relationship
that
you
developed
and
then
reached
with
the
first
nation
people.

the
building
sitting
down
enjoying

it
was
those
casual.

diversity

exciting
for
my
ward
to
have
had
something

achieved

grants

coming
in,

amazing

on

admit

enjoy

sense

tough
times

the

it

be

have
