A
I'd
like
to
welcome
the
members
of
the
public,
you
have
joined
us
tonight.
The
purpose
of
a
council
meeting
is
to
conduct
a
business
council
in
an
orderly
and
constructive
manner.
Members
of
the
public
are
not
able
to
address
council
in
the
last
unlikely
event
of
an
emergency.
Please
follow
the
direction
of
council
offices
and
their
mission
procedures
on
the
wall
near
the
door.
A
A
A
As
the
council,
we
will
act
in
the
best
interests
of
the
group
community
and
consider
the
immediate
and
long-term
impacts
of
our
decisions.
We
will
make
these
decisions
fairly
and
without
bias.
We
will
uphold
all
of
our
obligations
under
the
laws
of
victoria
and
council's
local
awards
and
will
act
in
accordance
with
our
current
conduct.
A
Apologies
especially
for
absence
tonight,
council
branson,
is
an
apology
for
this
evening.

to
also
hear
of
her
life,

with
pure
devotion
to
her
family,
like
many
immigrating
to
australia,
to
start
a
new
life,
one
of
many
challenges,
but
also
many
many
rewards,
and
to
raise
a
beautiful
family
that
loved
her.
Also
to
hear
of
the
devotion
of
our
fellow
councillor,
san
david,
who
was
completely
devoted
to
her
through
their
62
years
of
marriage,

I

reminded
by

the

with
councillor
david
actually
goes
back
much
longer
than
my
friendship,
but
in
dealings
with
him

Aristotle,
along
with
other
young
carers,
have
released
a
report
which
they
will
release
to
the
federal
government,
with
recommendations
to
help
mitigate
the
challenges
faced
by
many
young
carers
and
better
established
programs
and
government
support
for
young
carers,
of
which
there
are
many
improvements
who
need
this
breadth.
Sorry,
there
is,
they
need
greater
recognition
and
support.
Thank
you.
Artist,
bear
and
congratulations
on
behalf
of
the
council
for
standing
up
to
be

the

may
your
strong

with
the

Thank

Counselors,
let's

E
You
madame,
I
would
also
like
to
join
my
fellow

in
congratulating
aristea

for
their
advocacy.
Work

Aristea
has
been
helping
her
parents
in
caring
for
her

She
has
a
deep
understanding
of
the
issues
related
to

the

the

I
would

to

Out

I'll
put
the
notions
about
all
these
in
here.
Please
that
motion
carries
counter.
We've
been
notified,
there's
doing
some
technical
issues
with
our
live

Now
please
have
a
mover
too
for
10
minutes,
so
we
can
sort
things
out.
A
Is
there
a
second

Thank
you
for
all
this,
I
think
I

is
good.
Okay.
The
version
is
very
eligible
to
pick
that
up.
That
version
carries
third

A
Questions
from
the
public,
there
have
been
a
specific
number
of
questions
and
we
might
have
time
to
read
and
answer
all
of
them.
But
can

is
currently
being
determined
by
the

Does
council
support
widely
expressed
need
for
an

of
the
integrated
planning
options
for
the
precinct,
including
consideration
of
an
elevated
rail
option
that
has
not
yet
been
properly
considered.
A
Council
has
consistently
and
over
the
long
term,
advocated
that
the
state
government
should
reconsider
its
plans
for
an
airport
rail
flight
by
sunshine
and
adopt
a
staged
approach
to
delivering
the
melbourne
airport
ground
projects
by
initially
utilizing
existing
act,
great
tracks,
the
supply
of
a
third
party,
excellent
review
that
would
influence
the
state
government.
In
this
regard,
it
will
be
welcomed
by
council.
L
A
A
A
F
Thank
you,
madam
mayor.
The
purpose
of
this
report
is
to
report
to
council
on
the
status
of
planning,
permit
applications
and
trends
and
planning
approvals
in
bringback
and
decisions
made
under
delegated
authority
in
november
2021
regarding
planning
permit
applications,
as
well
as
decisions
handed
down
by
vcat.
A
H
You,
madam
mayor,
it
certainly
is
noted
as
a
report
that
the
value
of
the
applications
has
gone
from
november,
2020
of
28
million
to
november
2021.
140
million
there's
certainly
a
welcome
indication
of
the
growth
in
the
construction
industry
in
brimbank
and
also
represent
considerable
growth
in
jobs.
H
As
you
go
through
the
list
of
delegated
planning
permits
decisions
included
in
the
council
agenda,
you
will
see
that
many
of
these
permits
are
issued
for
multi-dwelling
developments.
This
is
both
important
and
good
news
for
rimback.
These
developments
are
significant
in
helping
to
achieve
affordable
housing
and
rip
back,
particularly
for
our
young
people
and
first-time
buyers.
It's
been
shown
by
research
from
the
udia,
the
urban
development
institute
of
australia,
that

And
the
community
safe
for
many
years,
we've
had
issues
with
feral

from
their

which
has
ranked
great
damage
and
threat
to
native
species
and
sadly,
created
great
risks
of
disease
and
impact
on
protected
native
and
foreign.
We
need
greater
educational
sense
to
our
bullet
community
on
the.

threats

and
our
people,
the
streamlining
of
the
cat
tracking
process
and
the
nuisance
dog
reporting
process,
along
with
identifying
unregistered
animals
to
increase
registration,
will
assist
in
enforcing
the
proposed
domestic
animal
management
plan.
I
look
forward
to
community
response
and
submissions
to
this
plan.
Thank
you.

The
next
report
is
number
12.3,
the
quarterly
budget
report
for
the
period
ending
the
30th
september
2021.
I
invite
director
mr
mum
to
speak
to
the
report.
K
H
There
I
moved
the
officer's
recommendation.
N
You
as
portfolio.
H
H
This
month's
report
includes
matters
including
complaints
of
policy,
audit
risk
committee
and
council
meeting
dates.
Additionally
of
considerable
significance.
This
month
is
recommendation
that
council,
as
part
of
its
australia
day,
citizenship
ceremony,
considers
observing
a
minutes
silence
at
the
ceremony
and
reflects
on
what
the
day
means
for
the
aboriginal
and
torres
strait.
Islander
community
recording
an
elder's
message
on
what
day
means
to
the
community.
H
This
recommendation
supports
an
approach
of
respectful
truth
telling
reconciliation
and
learning
about
aboriginal
and
torres
strait,
islander
histories
and
adapting
practices
that
will
help
the
wider
community
to
develop
respect
for
diversity
and
understanding
cultural
differences.
I
commend
this
report
to
council.
E
A
M
A
B
This
is
particularly
important
with
there
have
been
instances
where
emergency
services
have
experienced
difficulty
in
locating
property
at
2b
avenue,
as
well
as
the
post
deliveries
not
being
received
due
to
ongoing
confusion.
I
therefore
support
this
proposal
to
listen
this
confusion
and
ensure
that
the
address
is
easily
identified.
Thank
you.
C
N
N
H
Thank
you,

I
think
I've
already
had
my
site.
A
K
E
Green
bay
reconciliation
action
plan,
I
would
like
to
say
that
I
have
been
working
very
closely
with
the
aboriginal
people
and
and
the
torres
strait
islanders.
People,
the
emotional
pain
associated
with
australia
day
is
still
very
low
raw
as
a
local
government.
We
have
a
responsibility
to
acknowledge
and
share
this
truth
telling,
through
our
actions,
reconciliation
and
and
healing
cannot
take
place.
Unless
this
happens,
we
need
to
walk
hand
in
hand
together,
as
we
continue
walking
the
journey
of
reconciliation
and
healing.
A
N
A
H
A
H
Thank
you,
madame
as
champion
of
the

which

matters

the
quarterly
portfolio
report
december
marks
the
completion
of
year,
one
of
the
two-year
term
council's
hold
in
portfolio
roles.
H
During
the
2021
calendar
year,
72
portfolio
meetings
have
been
held
and
372
presentations
or
updates
were
delivered
across
the
11
portfolios.
Thank
you
to
all
the
council
officers
who
took
the
time
to
present
to
portfolio
meetings.
Their
contributions
to
these
meetings
is
instrumental
to
the
success
of
the
program
and
appreciated
by
all
councils.
H
Highlights
of
this
quarter
include
site
visits
to
neighborhood
houses
in
sunshine,
west
sydney
and
west
vale,
hosted
by
the
people
portfolio
and
the
recent
grasslands
visit
to
deremit
and
deer
park
on
behalf
of
the
sustainable
portfolio.
Both
of
these
size
site
visits
were
invaluable
in
gaining
a
deeper
understanding
of
programs
and
issues
within
the
portfolio.

have

and
have

to
deliver

With
the
assistance
of
department
of

trained
clinical
program
champions,
we
are
currently
producing
a
series
of
podcastable
reality
shake-up,
focusing
on
topics
which
may
include
especially
for
young
people,
financial

post-covert

mental
health,
which
is
a
big
one
and
living
with
code,
community
people
with
disability,
interfaith
volunteers
and
community
events.
B
These
are
concerns
that
I've
raised
as
well,
which
is
with
our
faith.
Leaders
as
we
know
through
bank,
is
a
high
faith
community,
but
our
faith
leaders
are
facing
challenges
in
mediating.
Family
disputes
surrounding
the
koka
vaccination
rollout
and
the
stress
this
is
causing
I've
spoken
to
several
faith
leaders.
The
port
team
have
approached
the
victorian
council
of
churches
to
explore
options
to
support
greenbank
interfaith
leaders.
We
will
work
with
the
brimbank
marathon
interface
network
on
this
matter.
We
are
also
planning
to
facilitate
an
interfaith
panel
discussion
as
part
of
this
podcast
series.
B
I
think
it's
really
important
that
our
community
continues
this
dialogue
with
faith
leaders
because
they
are
our
closest
contact
to
talking
to
their
publishers
in
the
whole
community.

disability
through
programs,
services
and
use
of
the
spaces
and
facilities.
Thank
you.
Thank
you.
D
D
D
I
just
want
to
assure
the
community
I'm
going
to
be
advocating
for
a
dedicated
carers
hub
in
greenbank.
Carers
deserve
a
dedicated
space.
This
space
does
not
even
have
a
sink.
When
I
questioned
why
there
was
no
running
water,
I
was
told
I
could
bring
a
jug
of
water
into
the
room.
Now,
if
I'm
caring
for
an
autistic
child,
like
my
own
child,
how
am
I
meant
to
go
and
grab
a
jug
of
water?
D
D
E
E
G
C
D
Thank
you.
I'd
also
like
to
add
that
this
facility
is
costing
rate
payers
at
least
60
million
dollars
rate
payers.
The
state
government
has
funded
two
million
dollars,
it's
appalling,
that
our
ratepayers
need
to
spend
over
60
million
dollars,
and
we
can't
even
have
a
dedicated
carers
hub
that
carrots
hub
that
has
a
changing
room
facility
at
keras
hub
that
has
a
sink
a
carers
hub
that
is
inclusive
to
carers
and
those
with
special
needs.
I
just
can't
understand
how
we
expect
our
ratepayers
to
spend
60
million
dollars
and
not
have
those
facilities.
D
B
Services
and
infrastructure-made
planning
major
policy
has
been
out
for
community
consultation.
Council
received
two
submissions.
The
feedback
included
both
submissions
were
supported
of
the
draft.
Major
policy
suggestions
were
made
for
my
additions
to
the
policy
related
to
environmentally
sustainable
design.
The
bring
back

scheme
encouraging.

Held
on
the
19th
of
august,
2021
council
endorsed
the
initial

of
this

Community

commenced
on
the
23rd
of
august
2021
and
closed
28th
of

2021
council

submission.
Both
submissions
were
supported
of
the

major

were
made
for
minor

relating
to
environmentally

the

D
G
G
Move
to
the
item:
12.9,
greenberg,
leisure,
centers,
membership
structure
and
fees,
I'm
by
director
lilly
dunphy
to
present
their
report.
Thank
you.
This
report.
G
B
Final
point,
and
that
is
that,
when
we,
when
we
benchmarked
our
leisure
centre
memberships,
these
structure
through
decree
sales,
the
bulk
is
still
at
the
lowest
end
of
the
scale,
along
with
the
five
other
similar
leisure
centres.
This
is
vital
for
our
community,
as
our
community
has
stated
to
us
that
it
is
important
that
membership
remains
affordable
so
that
the
community
can
all
have
the
capacity
to
access
the
benefits
of
this
amazing
tnt.
M
I
E
And
as
we
are
preparing
for
the
opening
of
the
new
greenback
aquatic
and
wellness
center
in
2022,
it's
important
to
have
a
membership
and
pricing
structure.
A
number
of
factors
needed
to
be
considered
to
strike
a
balance
for
pricing
that
is
competitive,
socially
equitable,
financially
sustainable
customer
friendly
and
mexican
maximizes
physical
activity
and
access.
E
G
H
Thank
you
just
a
quick
question
of
seeking
an
explanation,
artworks
in
in
this
case.
It's
a
garden
that
has
heritage
coverage.
N
F
B
We
haven't
set
a
budget
for
this
particular
commission,
so
the
intent
is
that
this
information
will
inform
the
next
iteration
of
the
public
art,
policing
strategy
and
closer
to
that
time.
We
would
actually
then
allocate
a
public
art
allocation
in
the
budget
today,
but
you
know,
depending
on
what
the
final
grief
is,
it
could
be
in.
J
J
We
are
the
only
city
who
got
this
history,
having
the
statue
of
mr
mckay
at
the
time
and
justice
hitler's
at
the
incident
section
of
hansharon
and
democrat
roads,
and
the
reason
behind
this
is
the
history
that
no
other
city
in
australia
has
that
is
during
the
early
years
of
the
harvested
works,
the
mccain
family
were
paying
the
unskilled
workers
two
to
three
shillings
a
day
that
was
not
enough:
modern
diabetes
to
feed
their
families,
so
the
wives
of
those
unskilled
workers
they
taken
this
case
to
the
arbitration
court.
J
The
case
was
heard
by
justice
higgins
at
the
time,
going
back
in
1907
it's
a
long
time
ago-
and
I
mentioned
earlier
about
sanchez
history,
josh
higgins
came
down
with
the
decision
that
seven
chains
a
day
for
42
shillings
a
week
was
a
fair
and
reasonable
wage
to
get
skilled
later
the
42
sheets
even
six
days
a
week.
That's
how
many
days
people
used
to
work
before
another
adam
debbie.
This
decision
became
the
national
minimum
wage
system
in
the
summit.
J
C
J
G
H
Thank
you
madame
yes,
look.
I
would
certainly
like
to
support
the
the
words
of
councillor
david.
I
think
that
was
an
excellent
history
of
the
mckay
gardens
and
some
of
the
things
that
went
on
in
terms
of
our
worker
rights
and
the
recognition
of
the
battles
that
went
on,
and
that
would
be
recognized
as
an
art
as
a
piece.
D
H
C
H
In
our
parks-
and
we
do
appreciate
these
are
tough
times
and
it's
expensive,
and
so
we
can
only
proceed,
probably
one
one
time
at
a
year,
and
this
is
the
time
that's
that
we've
got
for
it,
and
I
do
recall
quite
some
time
ago
the
discussion
of
this
topic
coming
up
in
the
brimbank
heritage
advisory
committee,
of
which
I
chair,
so
discussion
of
this
proposal
has
been
going
on
for
quite
some
time.
So
I
would
also
like
to
commend
this
proposal
to
my
fellow
councillors.
Thank
you.
G
G
K
Thank
you,
madam
deputy
mayor.
The
purpose
of
this
report
is
to
provide
an
update
to
council
on
the
state
government
waste
reports
and,
in
particular
the
details
relating
to
the
proposed
forbidden
preferred
residential
kerbside
waste
recycling
collection
service
model.
The
report
seeks
council
consideration
of
endorsement
of
the
draft
before
being
preferred
residential,
kept
sideways
consultant
collection
service
model
for
implementation.
O
In
all
languages
and
how
it's
good,
the
concentration
will
occur,
lessen
to
postals
or
direct
face-to-face
meeting
two
to
four
week
periods
due.
I
K
Thank
you,
manny
50
mayor.
Thank
you
for
the
question.
Yes,
so
the
community
consultation
process
won't
start
until
obviously,
after
the
the
christmas
and
new
year
holiday,
so
probably
more
likely
around
february
into
march.
The
channels
that
will
be
used
to
promote
will
be
a
range
of
both
online
face-to-face
and
also
in
frames.
There'll,
be
a
combination
of
a
whole
range
of
mechanisms
to
inform
the
community
enabling
them
to
have
their
say.
H
This
is,
and
I've
said
it
before
local
government
used
to
be
roads,
rates
and
rubbish.
I
think
there's
the
issue
of
our
waste
collection
system
has
become
ever
more
important
in
council
and
to
our
community.
It's
not
just
the
thing
that
gets
collected
every
week,
that's
of
significant
to
all
of
us
and
our
residents.
H
C
H
Or
food,
organics
and
garden
organics
is
is
an
important
part
of
that
process.
Shifting
a
lot
of
the
kitchen
waste
out
of
our
rubbish
bin
and
into
our
green
bean,
which
is
fogo,
is
an
extremely
important
part.
Having
visited
the
centers
where
they
process
this
material
and
take
the
green
waste
and
convert
it
into
quite
an
amazing
compost
material
to
then
add
the
garden
waste
to
that
substantial
amount
of
garden
waste
to
that
is
is
again
a
quite
an
excellent
thing.
It's
keeping
material
out
of
our
tips
and
we.
H
Being
the
counsellor
on
the
raven
ball
waste
facility,
where
there's
been
endless,
complaints
about
smells
and
things
like
that,
I.
H
H
So
I
would
certainly
recommend
this
report
as
starting
that
consultation
process.
Thank
you.
I
Landfills
within
our
municipality
change,
in
the
way
that
we
manage
waste,
is
certainly
well
welcomed,
but
it
is
growing
without
saying
that
it
does
require
effort
from
all
of
us.
So
I
appreciate
the
community
consultation
that
will
take
place
here
and
yeah
that's
a
comfortable
relationship.
There
are
so
many
innovative
and
exciting
opportunities
in
this
space.
O
Lesson
through
this
new
initiative,
it
is
a
great
initiative
sorting
out
the
waste
prior
to
going
to
the
landfill
we
will
in
minimize.
The
landfill
is
positive,
also
in
the
down
the
track
to
also
save.
O
Lesson
to
this
leading
moving
on
and
I've
urged
communities
take
part
in
these
consultations
when
it
does
occur,
speak
to
your
neighbours,
because.
O
In
hours,
I
think
it
hasn't
happened.
You
know
in
other
areas,
and
our
issue
will
happen
to
the
time
frame
which
are
the
rubbish
have
been
collected
and
also
mean
the
number
of
people
three
to
four.
So
I've
urge
you,
the
business
size
has
not
changed.
You
have
the
same
insights,
however.
The
there
will
be
information
lesson
two
weekly
to
fortnightly,
that's
a
collection
of
bits,
so
I
urge.
O
Manage
your
bin
sort
out,
your
bins,
see
how
you
can
give
up
the
rubbish.
Is
it
suitable
to
your
family
or
not?
I
know
my
family
would
struggle
being
a
fan
of
seven
with
five
kids,
so
we
counsel
we
manage
for
the
whole
missile,
not
just
a
certain
group
of
people,
but
so
our
family
will
try
to
manage
it.
But
I
urge
all
those
in
in
versailles
to
try
to
manage
your
bins,
see
what
it
suits
you
or
not
or
when
it
comes
to
come.
Give
proper
feedback
speak
to
your
neighbours.
O
J
O
Provide
feedback
with
communication,
whether
your
neighbors
speak
english
or
not,
speak
to
them,
and
it
is
very
important.
It
is
it's
better
to
do
it
before
it
will.
C
O
A
K
K
B
It
meets
quarterly
attached
to
this
report
is
the
charter
which
outlined
its
requirements
under
the
emergency
act
of
1996,
and
the
agency
management
act
in
2013
relevant
guidelines
set
out
by
the
minister
in
the
planning
mitigation
response
and
recovery
of
emergencies
in
the
municipality
of
brimbank
city
council
and
to
build
community
emergency
resilience
against
emergencies
such
as
fires,
floods,
heat
waves,
we've
also
talked
about
response
and
recovery
in
this
community,
as
well
as
well
as
other
disasters,
as
well
as
coordinated
responses
and
recovery
prevention.
B
O
Just
briefly,
this
is
a
very
important
port
where
the
chart
is
important.
Listen
to
how
we
coordinate
uniquely
disaster
emergency
disaster,
not
myself
being
a
police
officer.
We
understand
how
all
the
different
sectors
need
to
coordinate
when
something
does
happen
and
interact
straight
away,
and
this
online
charter
will
provide
that
if
something
arises
hopefully
not,
but
it
does.
Thank
you.
A
A
K
You
very
much
the
purpose
of
this
report
is
to
provide
council
with
an
update
on
the
brimbank
and
aquatic
wellness
center
project,
including.
K
A
I
Last
week
and
see
a
progress
update
and
the
site
is
coming
along
really
well,
we
are
getting
close
and
the
walls
up
and
if
everything
comes
alive,
I
didn't
realize
what
a
huge
project
it
really
is,
and
it's
going
to
be
such
a
huge
benefit
to
our
community.
B
B
Just
how
big
the
project
is,
but
also
in
talking
to
the
site
managers
we
found
out
that
this
particular
project
has
got
the
best
of
every
project.
We've
rolled
it
into
one,
and
it's
going
to
be
simply
amazing
energy
savings.
We're
striving,
I
think,
for
an
eight
star.
I
mean,
I
think,
we're
six,
but
we're
gonna
try
and
push
no
promises.
B
And
everything
will
be
touchless,
you
know
and
state
of
the
art,
it's
something
that
our
community
will
completely
be
proud
of.
I
endorse
this
update
and
thank
neil
again
from
his
team
keeping
councillors
and
nintendo
community
in
the
loop,
as
we
excitedly
await
through
its
opening.
Thank
you.
O
In
this
album
it
is
a
lifetime
project,
it's
worthwhile
and
we
haven't
actually
walked
through
it.
It
is,
it
is
enormous
and
it
will
put
by
the
albus
value
with
great
potential
and
benefits
like
all
major
projects.
There
will
be
some
kitchen
short
for
within
that's.
Why
we're
here?
If
the
council
of
current
majority,
the
carers
facilities
there
are
always
will
be
some
shortfall
and
that's
why
council
is
here,
and
so
we
can
correct
our
shortfall
and
address
it
while
we're
developing
it.
O
So
it
is
old,
commander
report
and
our
really
full
support
for
us
in
the
project.
I
understand
it's
a
large
amount
of
money
and
having
responded
to
the
mayor,
we
will
continue
to
advocate
for
funding
support
for
65
plus
million
dollars
with
this
police
project.
It's
councilman
it's
coughing
out
and
we
will
continue
our
faithful
mistaken
in
federal,
flashball
funding
for
this
project.
Thank
you.
B
A
A
A
A
B
For
many
years,
both
planning
authority
and
responsible
authority
roles
under
the
planning
environment
act
have
been
primarily
seeking
global
government.
These
roles
and
responsibilities
are
fundamental
obligation
of
local
government,
which
is
the
closest
level
of
government
to
the
community
and
works
hard
to
represent
its
residents.
B
Current
planned
planning
reforms
are
weakening
councils
planning,
controls
for
land
use
and
urban
planning
by
removing
the
community's
rights
to
object
to
certain
proposals,
to
appeal
decisions
on
certain
proposals
and
also
to
be
notified
about
proposed
development.
These
changes
prevent
communities
from
having
say
on
shaping
their
cities
and
places.
B
We
should
make
it
clear
to
the
minister-
and
this
is
what
we're
proposing
in
this
notice
of
motion,
that
it
does
that
we
do
not
support
and
approach
such
an
approach
and
we
support
an
approach
where
the
is
consulted
and
that
the
bowel
counts
that
account
retains
the
planning
powers
for
developments.
Thank
you.
D
D
O
A
A
E
You
madame
the
unprecedented
increased
power
approvals
and
oversight
over
the
state's
revision
planning
system
by
the
victorian
planning
minister,
richard
winn
has
attracted
a
lot
of
scrutiny
and
criticism.
This
power
is
being
taken
away
from
local
government
to
expedite
the
development
process
for
state
projects,
including
the
homes,
victoria,
public
housing
renewal
scheme
and
the
suburban
rail
loop.
Such
increased
power
deprives
the
local
community
from
having
a
voice.
E
Consequently,
public
benefit
is
highly
questionable.
According
to
michael
paxton,
a
former
professor
almighty
and
wallace
universities,
the
new
powers
were
automatic
and
allowed
the
government
to
impose
major
projects
and
higher
density
development
onto
large
sections
of
melbourne.
This
quote
is
taken
from
the
age
november.
19
2021.,
the
removal
of
the
local
atlantic
powers
around
the
home's
victorian
program
is
outrageous
and
creating
a
lot
of
concerns
among
local
government
and
the
community.
