Description
Council Meeting of Brimbank City Council
– Agenda available via Council’s website.
A
B
B
I
would
like
to
welcome
members
of
the
gallery
who
have
joined
us
tonight.
The
purpose
of
a
council
meeting
is
conduct
the
business
of
Council
in
an
orderly
and
constructive
manner.
Members
of
the
public
are
not
able
to
address
the
council
in
the
unlikely
event
of
an
emergency.
Please
follow
the
direction
of
council
offices
and
the
emergency
procedures
on
the
wall
near
the
door.
B
B
Please
stand
for
the
acknowledgment
of
country
on
behalf
of
brimbank
city
council.
I,
respectfully
acknowledge
and
recognize
the
warangiri
and
banarong
peoples
as
the
traditional
custodians
of
this
land
and
pay
respect
to
their
Elders
past
present
and
future
I
asked
councilors
to
remain
standing
for
the
council
commitment.
Others
may
be
seated
as
a
council.
We
will
act
in
the
best
interests
of
the
brimbank
community
and
consider
the
immediate
and
long-term
impacts
of
our
decisions.
B
B
B
Move
counselor
David.
Sorry
if
we
can
have
a
motion
up
on
the
screen.
B
Okay,
could
I
have
a
move
of
that
motion.
B
And
thank
you
Council
David
and
a
secondary
councilor
Kerr.
D
B
Thank
you.
Are
there
any
Declarations
of
conflicts
of
interest.
B

B
F
B
F
B
G
Thank
you,
madam
thank
you.
Mr
Mayor.
We
have
two
questions
from
the
public
this
evening.
The
first
question
is
from
Wes
Young.
The
question
reads:
the
public
isn't
unable
to
comment
to
the
sporting
facilities
within
the
Kevin
Flint
feedback
online.
The
basketball
court
forms
part
of
the
reason
we
visit
this
park
and
the
Zone
should
include
the
areas
expanded
on
the
map.
To
include
this
section,
please
ensure
the
scope
of
feedback
and
improvements
include
the
sports
equipment
as
well.
B
Thanks
for
your
feedback
on
council's
say
website
the
community
consultation
period
on
the
Kevin
Flint
Memorial
Reserve
upgrade
project
provide
an
opportunity
for
the
community
members
to
provide
feedback
on
the
playground
area
and
included
a
series
of
questions
where
residents
could
suggest
other
improvements.
While
the
your
say
website
for
this
project
is
now
closed,
community
members
can
still
provide
feedback
to
council
by
emailing
Council
on
info
brimbank.vic.gov
dot.
A?
U
thank.
G
B
Okay,
thank
you
for
your
question.
Rates
and
charges
are
determined
annually
via
the
annual
budget
process
and
there
are
no
changes
in
the
amount
of
rates
charged
due
to
changes
in
service
levels,
while
some
Park
sites
have
been
too
wet
to
mow.
Park
staff
have
still
continued
to
undertake
other
maintenance
activities
such
as
brush
cutting
litter,
pickup,
mulching
works
and
top
dressing.
B
Okay,
is
there
any
questions
on
that?
Okay,
procedural,
so
I'll
move
the
we'll
move.
The
motion
on
that
all
those
in
favor.
B
Thank
you
item
11
minutes
reports
of
delegated
committees.
There
are
no
minutes
of
delegated
committees,
item
12
officer
reports.
There
are
18
officer
reports
for
consideration
by
council
tonight.
Councilors
I
wish
to
advise
that,
in
the
interests
of
conducting
all
the
business
on
tonight's
agenda,
I
will
not
be
granting
extensions
of
speaking
time
this
evening.
If
you
have
alternate
or
amended
motions
this
evening,
you
must
draft
these
motions
and
provide
to
the
governance
team
via
email
so
that
they
may
be
shared
on
screen
and
form
part
of
the
meeting.
B
H
Thank
you,
Mr
Mayor.
The
purpose
of
this
report
is
to
provide
Council
a
status
update
on
planning,
permit
applications
and
Trends
in
planning
approvals
planning
decisions
made
under
delegated
authority
in
the
month
of
November
of
this
year,
and
current
planning
scheme
amendments.
As
of
the
30th
of
November
officers,
recommend
the
council
notes
the
the
report
and
attachments.
Thank
you.
Mr
Mayor.
G
B
B
B
Okay,
could
we
have
that
up
on
the
screen,
yeah.
G
Into
three
four
and
five
together,
but
the
planning
application
will
have
to
use
separately
so
12.2.
B
G
B
Advised
that
12.2
needs
to
be
dealt
with
separately
and
three
four
and
five
can
be
dealt
with
in
a
block,
so
in
that
case
I
will.
Does
anyone
have
any
questions
on?
Oh
sorry,
Mr
Walsh.
If,
if
you
could
provide
some
comments
on
12.2,
thank
you.
H
Certainly
Mr
Mayor,
so
12.2
is
the
application
P
586
2013
for
amendment
of
a
develop
approved
development
plan
for
80,
Taylor's,
Road,
Keeler
downs
and
surrounding
land,
and
the
purpose
of
this
report
is
to
provide
council
with
an
assessment
of
the
application
to
amend
the
development
plan
and
the
officers
recommend.
The
council
approves
the
amended
development
plan,
subject
to
the
incorporation
of
changes
specified
in
attachment
6
to
the
report
and
advises
the
applicant
and
all
submissive
submitters
of
its
decision.
Thank
you,
Mr
May
thank.
B
In
that
case,
can
we
have
a
mover
for
12.2.
G
B
F
B
Thank
you,
councilor
Uncle
rustic.
Do
you
have
a
comments
on
it?
No
thank
you.
Does
anyone
else
else?
Have
any
comments
on
that
report?
Okay,
the
okay!
In
that
case,
I'll
move
12.2.
B
Okay,
the
the
application
is
approved.
Thank
you
now
on
to
12.3
four
and
five
I
think
it
was
councilor.
Tarkos
was
wanting
to

sorry.
Councilman
papalia
was
wanting
to
move
that
as
a

A
B
H

Mr

The
purpose
of
this
report
is
for
Council
to
note
the
feedback
received
regarding
the
draft

Development
strategy
2022-2027,
which
is
included
in
the

as
shown
at

councilman
karate.
Do
you
have
any
councilor
Brenton.

Okay,
anyone

have
any

on
that

B
Okay,
all
those
in
favor.
B
That's
carried

B
Now,
let's
sorry
Georgie

you,
Mr

the

Thank

Mr
Mayor.
B
All
right,
thank
you,
Miss
Hill.
Do
we
have
any
questions
of
Miss
Hill
on
that?
Do
we
have
a
mover
of
the
report?
B
Can
we
have
the
report
up
on
the
screen?
Thanks
do
we
have
a.
B
You
councilor
Rasik,
do
we
have
a
second
councilor
Kerr
I.
B
And
any
other
counselor
and
want
to
speak
to
the
motion.
In
that
case,
I'll
move
the
motion.
All
those
in
favor
carried
12
12.8
advocacy,
update
this
hill.
K
Thank
you,
Mr
Mayor.
This
report
outlines
council's
advocacy,
highlights
in
2022
and
provides
an
update
on
council's
know
the
facts
on
the
third
Runway
campaign,
as
well
as
lead
West's
recent
advocacy
initiatives.
The
report
also
seeks
council's
endorsement
for
the
draft
of
a
new
memorandum
of
understanding
with
Victoria
University,
to
be
considered
at
a
future
council
meeting
prior
to
the
expiration
of
the
current
mou
in
April
2023.
Thank
you,
Mr
math.
B
Thank
you,
Miss
Hill.
Do
we
have
any
questions
for
Miss
Hill?
If
there
are,
if
there
are
no
questions,
can
we
have
a
mover
of
the
motion?
Please.
F
B
Thank
you
secondary
Council,
papalia
councilor
tarkos.
Do
you
want
to
speak
to
the
motion.
F
B
Thank
you,
councilor
tacos,
councilor,
papalia,.
I
B
B
A
Lulu
thanks
man
Mr
bear
yes,
I
want
to
endorse
they're,
actually
pretty
much
the
this
year.
We
have
done
extremely
well
and
do
I
do
want
to
invite
the
lesson
to
all
the
announcements
we
have
achieved
on
this
Council
over
the
years
and
I
do
every
night
to
congratulate
lesson
to
the
Deer
Park
station.
That
was
a
great
advocacy
that
wasn't
there
at
all
through
the
government
plan,
and
the
teams
did
quite
good
work
actually
got
the
bus
stop
and
put
into
the
plan
within
12
months.
A
B
L
This
report
responds
to
a
notice
of
motion
from
the
19th
of
July
2022
council
meeting,
where
Council
resolved
to
receive
a
report
detailing
the
full
costing
funding
options,
funding,
opportunities
and
time
frames
required
to
install
shade
structures
at
the
green
Gully
Bocce
to
provide
shade
and
protection
from
the
elements
for
the
Keeler
Downs
Bocce
Club.
Thank
you.
B
Thank
you,
Miss
dumble,
at
any
questions
for
Miss,
humble
okay
could
I
have
the
motion
up
on
the
screen.
Please.
D
Yes,
please
I'd,
firstly
like
to
thank
Council
officers
for
preparing
this
report.
This
is
quite
a
significant
structure
for
this
community
Keeler
Downs
does
not
have
over-representation
in
sporting
clubs,
and
this
Grassroots
Club
really
requires
this
shade
to
actually
build
their
membership.
D
At
the
moment
they
have
60
members
and
not
many
competitions
on
site,
so
I
just
want
to
assure
all
the
members
of
the
killer,
Downs
Bocce
Club-
that
I
will
be
strongly
advocating
to
the
state
government
for
funding
for
this
project,
and
you
know
this
report
is
great,
but
I
want
to
see
the
funding
come
through.
So
that's
the
next
step.
Thank
you.
C
I,
just
very
briefly,
I
want
to
say
that
this
type
of
community
there,
mainly
elderly
citizens,
they've,
been
asking
for
this
type
of
cover
for
a
long
long
time,
and
yes,
they
want
to
play
winter
in
that
of
summer.
So
to
do
that,
you
need
someone
where
somebody
to
cover
you
up
and
I
think
it's
a
good
report
and
that's
when
we
get
on
to
it
the
better
ideas
and
it's
about
time
for
them.
Thank
you.
B
L
B
E
B
Thank
you
that
was
Council
of
papaya.
Would
you
like
to
speak
to
the
motion.
I
Just
to
say
that
it's
fantastic
to
see
so
many
of
our
community
making
full
use
of
the
brimbank
wellness
and
Aquatic
Center,
it's
been
open
for
a
while
now
and
every
time
I
go.
It
is
just
super
busy,
so
it's
great
to
see
and
the
staff
are
doing
a
really
great
job
in
managing
it
and
keeping
everyone
safe
and
well.
Thank
you.
B
D
You
I
just
want
to
say
a
few
words
about
the
bring
Bank,
Aquatic
and
Wellness
Center
I.
Think
that
it's
obviously
you
know
looking
at
the
membership
totals
at
the
moment
it's
there
was
a
definite
need
for
this
Center
I
think
we
still
have
some
teething
issues.
I
took
my
children
there
as
a
test
run
and
I.
Think
that
there's
a
distinctive
lack
of
parking,
which
I've
had
a
lot
of
Resident
feedback
with
having
a
child
with
a
disability,
I
found
that
using
the
facility
with
my
son
wasn't
quite
easy.
D
So
there
was
no
priority
queue
for
kids
of
all
abilities.
I
found
that
while
I
was
using
the
pool
with
my
children,
a
lot
of
the
parents
were
not
supervising
their
kids
that
were
underage
so
I
found
that
getting
into
the
center
with
the
swipe
cards
and
using
the
facilities
was
not
easy
and
also
the
lockers.
So
I
do
think
that
we
need
to
review
a
few
teething
issues
and
really
look
at
something
in
relation
to
parking.
Thank
you.
A
Mr
Mayor,
just
so.
A
First
of
all,
congratulations
staff
to
have
an
aquatic
extended
opens,
but
the
wheelchairs
coming
summer
I
know
we
got
membership
coming
in
quite
rapidly,
but
I
think
the
challenge
will
come
summer
when
we
got
no
outdoor
pool
at
cinema
and
the
number
will
grow
as
some
look
up
Advance
towards
us
over
Christmas
and
that
that
we're
working
the
staff
who
would
much
to
challenge
Dana,
will
revise
and
review
lesson
once
past
Summer's
past
and
see
how
the
our
staffing
and
our
the
Center
progress
during
the
through
those
sound
a
few
months.
M
F
B
L
You
mayor
this
report
responds
to
a
notice
of
motion
from
the
council
meeting
held
on
the
20th
of
September
2022,
where
Council
resolved
to
receive
a
report
outlining
the
fees
charged
at
the
brim,
Bank,
Aquatic
and
Wellness
Center
as
compared
to
other
local
government,
Aquatic
and
Leisure
facilities
in
Melbourne's,
Northwest
and
analyze,
affordability
for
families,
seniors
and
people
receiving
government
support
payments.
This
report
outlines
the
fees
and
charges
of
the
Aquatic
Center
and
detailed
benchmarking
with
other
Leisure
facilities
in
Melbourne's
Northwest.
Thank
you.
B
Thank
you,
councilor
tacos.
If
you
could
yeah
note
that,
thank
you.
B
A
This
question
now:
Mr
Mayor,
yes,
just
a
question
say:
would
the
F
delay
any
increase?
The
increase
in
discount
or
increase
in
fee
I
want
to
clarify
that
the
increase
in
membership
fee
over
the
discount
week
continue
with
the
this
cap
increase.
A
B
Mr
stumble,
if
you
could
answer
that
question.
Thank
you.
L
Thank
you,
Mr
Mayor,
I
think
the
intention
in
Council
tacos
may
need
to
clear.
Okay
was
able
to
clarify
that
this
is
around
the
increase
delay
of
increase
in
membership
fees.
It.
It
still
retains
the
change
to
the
discount
to
the
the
Casual
fees.
The
concession
fees.
Thank
you
is
that
maybe
that
could
be
clarified
if
I've
got
that
correct,
councilor
tacos
that.
B
Okay,
thank
you
any
further
questions.
Council
Mountain.
L
Yeah,
thank
you.
I
will
have
to
take
that
on
notice
the
delay
in
the
membership
fees
to
the
July,
the
first,
what
it
would
mean
to
the
based
on
the
current
membership
numbers
I,
will
have
to
take
that
on
notice.
Sorry,.
N
Has
any
like
a
feasibility
you
have
that
have?
Has
this
been
looked
at.
L
L
It
does
have
a
financial
impact,
but
not
it
won't
be
an
impact
on
what
we
were
already
forecasting,
which,
which
is
a
positive
thing.
The
other
thing
to
note
is
that
there
it
has
been
obviously
a
delay
in
actually
opening
the
center
as
well.
So
it's
certainly
reasonable
to
actually
delay
the
increase,
because
people
really
only
started
using
the
facility
in
September.
The
planned
increase
was
for
January,
which
was
actually
set
in
December
last
year,
so
yeah
yeah
I,
hope
that
answers
the
question
yeah
it
does.
Thank
you.
D
L
Yeah
look
I'll
have
to
sorry
I,
don't
think
that
was
part
of
the
council
report.
It
might
have
been
part
of
the
recommended
circulation
right.
B
F
E
I'm
just
going
to
say
that
I
do
support
Council,
Tapas
amendment
I
think
it's
especially
around
the
Christmas
time.
We
always
talk
about
wonderful
community
and
a
diverse
community
in
brimbank
and
I.
Think
when
it
comes
to
Christmas,
as
I
said
in
one
of
our
briefings,
people
spend
lots
of
money
on
their
families
and
gifts
on
holidays,
so
it's
most
likely
that
lots
of
people
will
maybe
stop
their
memberships.
E
D
You
Mr
Mayor
I'd
like
to
say
that
I
do
agree
with
delaying
the
increase,
but
I
also
amount
of
the
opinion
that
you
know
we
should
be
looking
at
possible
decreases
to
those
in
our
community
that
are
most
disadvantaged.
My
fear
is
that
there
are
families
out
there
that
simply
can't
afford
to
use
the
center,
and
it
is
my
opinion
that
I'll
be
looking
at
advocating
as
much
as
possible
for
the
most
disadvantaged
and
vulnerable
families
in
killer
downs
and
in
bring
Bank
to
be
able
to
utilize
this
fantastic
Center.
Thank
you.
A
Mr
Mayor
I
do
agree
lesson
to
the
The

I,
which
he

the

so
but,
most
importantly,
last
councilman
Kirk
mentioned
it's.
This
councils
always
seek
to
make
sure
that
everybody
in
boom
Banks
has
opportunity
to
utilize
their
facilities
and,
most
importantly,
I,
do
like
a
knowledge
them
to
support
the
the
discount
15
to
20
percent
of
concessions
in
the
20th

A
L
You
Mr
Mayor.
This
report
is
presented
to
council
to

Thank
you,
councilor

Would
you
like
to
speak
to
the

Councilor
papelia.
I
Yes,
thank
you.
Mayor
I
would
like
to
speak
to
the
motion
and
thank
all
of
the
team
for
putting
this
together.
I
know
myself
and
all
of
the
counselors
and
team
at
brimbank
have
spent
a
lot
of
time,
understanding
the
requirements
for
the
sports
development
plan
and
the
rolling
programs.
I
Sports
clubs
are
the
heart
of
our
community
and
if
we
could
give
them
more,
we
would
there's
just
not
enough
money
in
the
pie
to
go
around,
but
I
think
we've
made
a
really
great
start
on
this
you're
reading.
Some
of
the
reports,
some
of
the
upgrades
that
we're
considering
and
yeah
I
just
want
to
thank
everyone
involved.
Thank
you.
C
Like
to
speak
to
the
most
very
briefly,
Mr
Mayor,
yes,
this
is
a
roaring
program.
Look
up
in
several
years,
a
very
welcome
by
the
sporting
clubs.
So
this
is
to
do
with
a
little
maintenance
such
as
kitchens,
and
otherwise
it
means
that
put
time
to
time,
sporting
clubs
need
and
it's
a
very
good
program.
We
have
and
that's
important.
B
Okay,
I'll
in
the
case,
I'll
move
the
motion.
All
those
in
favor.
B
Thank
you
that
was,
everyone

could
I
have

then

I.
B
Thank
you,
councilor

for
that

Councilor
Lou
I
was.
A
Yes,
thank
you
Mr
Mayor.
Just
briefly,
if
that's
what
I
wanted
to
say,
it's
the
plan,
that's
the
staff
has
implemented
it's.
A
How
well
thought
out,
and
our

is
one
of
the
one
of
the
top

I
respond
to

which
will
relate

which
corresponds

we'd

in

B
Okay,
I'll
move
the

all
those
in
favor.
M
Thank
you,
mayor
of
the
draft
Sunshine
NG
Park
Vision
plan
was
a
council
plan
action
and
there's
also
a
key
outcome
of
the
transforming
brimb
Bank
Sunshine
priority
Vision
2050,
adopted
by
Council
in
April
2021
and
council's
advocacy
plan
2022,
which
was
adopted
in
March
this
year.
It
also
responds
to
two
notice
of
motions
one
considered
in
May
this
year
and
the
other
one
in
November
this
year.
The
sunshine
energy
Park
is
the
significant
Council
owned
site
within
the
sunshine
Precinct,
it's
a
location
with
the
Albion
quarter.
M
Ghd
prepared
a
technical
report
in
2019,
which
highlighted
how,
over
time
and
through
necessary
environment
requirements
and
management,
that
the
ReUse
of
sunshine
Park
is
possible,
like
many
other
closed
landfill
sites
that
now
have
Community
facilities
on
them.
The
purpose
of
this
report
is
for
Council
to
consider
endorsing
the
draft
Sunshine

Vision
plan
for
Community
consultation
for
a
period
of
four
weeks
no
earlier
than
February
2023
and
inviting
written
submissions.
Thank
you.
B
Mr
White
just
one
question
about
the
the
funding
of
it
source
of
funding.
Thank
you.
M
Thank
you,
Mr
Mayor,
so
at
this
point
in
time
there
is
no
funding
allocated
within
council's
Capital
works
for
the
implementation
of
the
vision
plan.
Traditionally,
Council
has
gone
through
a
process
of
adopting
either
a
master
plan
or
a
vision
before
the
council
then
would
consider
to
allocate
funds
whether
it's
allocating
funds
for
development,
its
own
projects,
or
in
this
case
it
might
be
for
funds
to
Advocate
to
the
other
levels
of
government
for
funding.
Thank
you.
M
So
look
at
cam
range.
You
know
if,
when
you're,
when
you're
preparing
Master
planes,
when
you're
preparing
concept
plans
Vision
plans
in
some
cases
we
will
look
at
using
external
consultants.
In
this
case,
majority
of
the
work
was
done
by
Council
staff
over
a
number
of
years.
Obviously
we
used
consultancy
money
for
the
technical
expertise
that
was
completed
originally,
which
helped
inform
the
vision
plan.
Thank
you.
Do.
M
No
I'd
have
to
probably
take
that
on
notice
sure
but
yeah,
so,
okay,
obviously
mainly
officer
time.
Thank
you.
B
Could
we
have
the
motion
up
on
the
screen?
Please
sorry,
could
we
have
the
officer
recommendation
up
on
the
screen?
Please.
B
Thank
you.
Do
we
have
a
mover
of
that
councilor
Lou.
B
F
B
Thank
you.
It
did
we
sorry
yeah.
Okay.
Would
you
like
to
speak
to
the
motion
Council
or
Lou?
Thank
you
next
week,
Mr.
A
Metis
briefly,
just
wanted
to
first
of
all
to
us
what
he's
got
to
like
previous
councils
and
all
that
stuff
for
having
this
Visions,
which
are
for
us
to
continue
on
and
for
this.
A
For
this
vision
of
energy
part
Vision
plan
and
the
former
transforming
boom
bank
and
with
the
sunshine
priority
priesting
in
Albion,
it
is
going
to
give
us
an
opportunity
for
the
future
councils
to
to
have
opportunity
to
play
in
the
future
what
they
would
do
with
the
landfill
in
the
area
and
with
all
this
report,
that
will
will
give
us
opportunity
down
the
track
to
like
to
continue
to
prosper
and
develop.
Thank
you.
F
Used
to
be
the
planners
and
the
managers
of
our
City's
land,
this
Vision
or
plan
for
energy
Park
is
a
bold
vision
and
it's
a
first
step
in
how
we
envision
the
planning
of
sunshine
energy
Park,
which
is
a
54
hectare,
land
size
bordering
the
Ballarat
Road
Saint,
Albans,
Road,
westering,
Road,
Joe
and
Jones
Creek.
Significant
and
ongoing
remediation
works
are
continuing
on
the
site
under
the
epa's
strict
guidelines.
The
opportunity
to
reimagine
the
site
is
in
essence
what
a
council
is
meant
to
do.
F
That's
our
job,
our
unique
opportunity
to
tell
a
story
and
help
shape
and
provide
an
asset
to
our
community
once
it
is
fully
remediated.
The
first
steps
of
tree
planting
is
is
already
underway
and
also
we
have
discussed
an
intermediate
step
of
solar
energy
fund
or
a
microgrid
which
will
help
improve
also
the
energy
possibly
produce
some
income
and
acidic
value
and
usage
of
that
land.
F
I'm
really
excited
about
the
prospect
of
a
series
type
of
resource
recovery
center
being
there,
as
well
as
the
renewal
of
Jones
Creek
and
unlocking
the
Albion
station
albing
bought
out
Redevelopment
a
development
plan
which
is,
as
Council
Lulu
said,
in
preparation
for
the
Albion
station
and
the
the
sunshine
super
Hub
Redevelopment,
which
our
Council
has
strongly
advocated.
F
B
C
You
Mr
Mayor
just
to
say
that
every
terminal
Council
that
came
to
this
to
this
city
they've
been
speaking
about
the
energy
Park,
but
the
last
five
or
six
years.
We
started
to
fasten
the
timing
and
everything
else.
We
have
seen
a
lot
of
the
presentations
great
presentations
in
reference
to
their
party.
He
saw
across
the
city,
The
Heart
of
the
City,
doesn't
matter
it
got
access
to
just
about
everywhere
and
I
think
eventually
we're
going
to
see
something
there.
C
That
is
not
me,
maybe
in
the
futuristic
of
our
kids
and
grandchildren
and
all
the
new
residents
in
the
city
to
see
we're
going
to
see
something
really
good
there.
In
reference
to
him,
we've
got
plenty
of
outlets
to
a
small
Forest,
perhaps
sporting
Avenues
there
and
many
other
things
to
see,
and
it's
a
great
report
by
the
officers
and
I'll
say
thank
you
to
them.
They
put
a
lot
of
work
over
the
years
and
we
continue
to
do
so
and
I
believe.
Eventually
we
will
make
it
happen.
Thank
you.
B
I'll
then
put
the
motion
all
those
in
favor
of
the
motion.
B
F
Sorry
thanks,
Mr
Mayor
I
would
like
to
mop
to
move
the
following
items:
reports,
12.16,
12.17
and
12.18
as
a
block
item
with
any
questions
directed
to
the
relevant
directors.
Thank
you.
B
O
There
is
one
item
that
is
appropriate
for
Council
to
consider
admitting
as
urgent
business
relating
to
the
appointment
of
counselor
delegates
to
the
municipal
Association
of
Victoria.
Mav
generally
Council
makes
committee
appointments,
including
to
the
MAV
in
February
each
year.
However,
it
is
recommended
that
Council
consider
making
appointments
to
the
MAV
at
tonight's
council
meeting.
The
mov
board
is
elected
every
two
years
by
member
Council
delegates
that
comprise
the
MAV.
The
next
mov
Board
elections
are
being
held
on
Friday.
O
The
3rd
of
March
2023
nominations
for
the
MAV
board
will
open
on
Thursday
the
19th
of
January
and
close
on
Monday
the
6th
of
February.
The
next
council
meeting
will
be
held
on
the
21st
of
February
2023,
which
means
that
if
Council
appoints
a
new
councilor
as
delegate
to
the
MAV,
that
councilor
will
miss
the
deadline
to
nominate
for
the
MAV
board
foreign.
H
H
B
If
we
could
now
now
that
we
have
determined
to
admit
this
item
of
urgent
business,
may
I
have
a
mover
of
emotion
to
appoint
the
delegates.
Councilor
Lou.
A
B
B
Councilor
Lou,
would
you
like
to
speak
to
the
motion?
No,
thank
you,
Mr
Mayor,
councilor
Kerr.
Would
you
like
to
speak
to
the
motion.
B
Item
16.
confidential
business.
There
is
one
item
of
confidential
business.
May
I
have
a
mover
of
a
motion
to
close
the
meeting
in
accordance
with
section
662a
of
the
Local
Government
Act
2020
to
members
of
the
public
for
the
consideration
of
report
16.1,
which
has
been
designated
as
confidential
councilor
Kerr.
B
B
B
B
F
Services
for
his
tremendous
service
of
15
years
here
at
brimbank
city
council,
I,
knew
and
had
met
with
Neil
before
I
was
elected
on
Council
and
for
me
and
informed
a
very
strong
collaborative
and
professional
relationship.
Once
I
was
elected
as
counselor
one,
at
which
times
I'm
sure
I
have
caused
him
the
occasional
headache
over
the
years
with
my
requests,
but
nothing
was
ever
too
big
or
too
small
for
for
near
Whiteside.
F
I,
think
I
knew
Neil
and
he's
a
I
just
want
to
take
this
opportunity
to
thank
Neil
and
his
outstanding
Department,
because
he
always
got
things
done
nothing
within
24
hours
of
sending
a
request.
I
knew
it
was
just
you
know
so
familiar
to
me
that
Neil
would
respond
either
with
a
phone
call
or
with
an
email
to
say:
I've
got
your
email,
I'm
I'm
onto
it.
F
It
was
an
absolute
honor
and
I
feel
felt
it
fitting
that
the
last
weekend
I
attended
three
Park
openings
of
which
Neil
and
his
Department
were
catalysts
to
getting
them
completed.
Despite
the
many
challenges
like
the
weather
through
at
them
and
the
supply
chain
issues
with
materials,
but
the
biggie.
You
know
he's
still
got
the
they
still
managed
to
get
the
job
done
and
in
time
for
Christmas,
for
our
community
to
be
able
to
enjoy
these
three
new
amazing
parks.
F
F
It
was
not
a
small
but
a
huge
accomplishment
for
our
city,
one
where
we
can
stand
tall
and
proud
Neil.
Thank
you
so
much
for
everything
and
your
commit
your
utter
commitment
to
your
role
and
I,
just
it's
very
hard
for
me
to
say
this,
but
I'm
really
sorry
to
to
to
lose
you
and
I
wish
you
all
the
very
best
in
your
new
Endeavors.
Thank
you.
C
C
when
the
first
CEO
of
this
city
after
amalgamation,
Rob
Spence,
which
finish
up
taking
the
role
as
the
CEO
at
the
MAV
six
months
time.
Thereafter
we
got
elected,
he
says
I'm
leaving
the
former
mayor
Mr
Lombardi
at
the
time
is
you
cannot
do
that?
He
says:
we've
got
a
contract,
he
says
try
and
stop
me.
He
said
a
wonderful
guy.
He
got
us
along
for
six
months
and
I
feel
disappointed
at
this
instance.
This
guy
here
nearby
South
Avenue.
C
That's
my
Avenue
yeah.
He
he
was
something
different,
I
I
said
it
many
times
that
and
I
call
him
friend
and
I.
Do
that
it's
a
friend
yeah.
He
was
a
CEO
SEO
at
director.
Rather
for
everything
he
was
just
very
quick
to
answer
in

any

Come
back
to
you
the
next
day.
If
not-
and
he
done
so
much
for
the
city,
he
knew
the
city
back
to
France.
They
say,
oh,
like
the
back
of
his
power
and
to
me
Neil
I.
Think
it's
a
we
want
you
a
huge!
C
D
B
Thank
you,
councilor
Kerr,
councilor,
Rossi,.
E
Thank
you
for
your
service
at
bring
Bank
Neil
I
in
particular.
I
would
like
to
thank
you
for
all
the
support
you
provided
me
as
me,
and
as
Council
on
this
Council.
You
work
and
dedication
to
bring
Bank
communities
appreciated
by
us
all
and
I
wish
you
the
very
best
in
your
next
chapter
in
life,
and
thank
you
once
again
Neil.
N
N
One
of
the
first
proper
conversations
we
had
I
had
a
big
list
of
things
that
I
wanted
to
do,
and
you
very
patiently
explained
why
I
couldn't
do
most
of
them,
but
you,
you
always
said
no
with
complete
respect,
and
you
would
explain
why,
in
in
a
way
that
has
has
developed
my
knowledge
and
understanding
of
how
all
of
this
works
and
I.
Thank
you
for,
for
being
a
teacher
and
helping
me
learn
all
of
that.
I
Thank
you,
I'm,
not
very
good,
at
good
buyers
but
I'm
sure
it's
not
goodbye,
Neil
you're,
just
not
too
far
away,
which
is
nice
to
know.
We
will
miss
you
so
much
and
I
just
wanted
to
say.
Thank
you
for
all
of
your
support
and
knowledge.
I
You
are
such
a
calming
person
and
I
really
appreciate
that,
especially
when
times
can
get
things
can
get
heated
tension.
And,
yes,
you
are
the
person
that
sometimes
has
to
say
no
to
11
people
of
which
I
think
eight
were
new
and
had
absolutely
no
idea
how
the
local
government
works.
So
I
really
appreciate
the
advice
that
you
provided.
Congratulations
on
your
new
role
very
well
deserved
and
yeah
you'll
be
missed.
Thanks.
A
Councilor
Lou
thanks
thanks,
Mr
Mayor
I'll
make
this
quick
and
short
Neil
I'm
glad
I
got
this
opportunity
to
come
back
and
say
goodbye
to
you,
a
man
of
knowledge.
Congratulations
for
taking
the
role
out
in
Melton
to
Lost,
to
Green,
Bank
and
you're,
full
of
knowledge.
The
infrastructure
which
you
provided
to
bring
back
I
think
the
infrastructure
itself
tells
the
story,
and
we
don't
need
to
tell
how
much
you've
done
it
will
leave
a
market
will
be
in
print
back
but
I
know.
A
B
Thank
you,
councilor
Lou,
and
if
I
could
certainly
endorse
the
comments
that
have
been
made
so
far,
one
of
the
things
of
having
someone
in
local
government
for
that
period
of
time
is
the
amount
of
knowledge
that
they
accumulate
and
put
to
use
towards
benefiting
the
municipality.
So
thank
you
very
much
Mr
Whiteside
for
all
those
years
of
service
which
must
be
recognized,
and
for
me
in
particular,
of
course,
the
brimbank
Aquatic
and
Wellness
Center
is
an
absolute
highlight.

to
the
