A
Welcome

tonight's
council

I'm
the
mayor,
councillor
judge.
I
declare
this
meeting
open
at
7

This
meeting
is
deemed

the

an
online
live

available
through
brinback
city's
council's
website.
Members
of
the
public
will
not
be
recorded
in
this
process.
A
I
asked
councillors
to
remain
standing
for
the
council
commitment.
As
the
council.
We
will
act
in
the
best
interests
of
the
brimbank
community
and
consider
the
immediate
and
long-term
impacts
of
our
decisions.
We
will
make
the
decisions
fairly
and
without
bias.
We
we'll
uphold
all
of
our
obligations
under
the
laws
of
victoria
and
council's
local
laws
and
will
act
in
accordance
with
our
code
of
conduct.

A
A
A
Thank
you
is
there
a
second
to
please
cancel
us.
E
C
On
behalf
of
the
killer
community,
I'd
like
to
acknowledge
the
passing
and
the
very
sad
passing
of
john
holloway
and
also
acknowledge
the
contribution,
the
huge
contribution
he's
made
to
the
keyboard
sporting
community
and
we
pay
our
respects
and
also
sincere
condolences
to
his
family.
Thank
you.
A
This
is
moving
on
to
the
next
session
for
congratulations.
There
are
two
items
of
congratulations.
The
first
one
is
the
broombank
australia
day
awards.
May
I
have
a
mover
of
congratulations.
B
Yes,
thank
you
madame.
I
would
like
to
congratulate
marianne
de
leon
and
tara
trang
for
their
brim
bank
citizen
award
of
the
year
award
and
the
vika
hari
and
haley
bessette
for
the
brimbang
young
citizen
of
the
air
award,
certainly
great
achievers
in
our
community
and
congratulations
to
all
of
them.
Thank
you.
F
We
do
appreciate
their
efforts
and
well
done
to
them
all.
Congratulations.
A
C
The
order
of
australia
recognises
australians,
who
have
demonstrated
outstanding
service
or
exceptional
achievement
throughout
the
following
four
categories:
companion
of
the
order,
australia,
ac
officer
of
the
order,
australia,
ao
member
of
the
order,
australia
am,
and
also
the
middle
of
the
order
of
australia,
which
is
oam
awarded
the
service
worthy
of
particular
recognition,
special
acknowledgement,
appreciation
and
consideration
to
all
recipients
of
the
2022
order
of
australia,
medal
that
reside
within
brimbank
and
also
where
the
awards
for
services
provided
benefit
to
the
municipality
of
greenbank.
Thank
you.
D
Very
very
few
mother
mayor,
he
said
great
achievement
for
summer
to
win
born
of
australium.
This
is
an
award
that
creates
a
sort
of
interest
for
families
and
people
that
are
well
known
to
our
communities
and
it's
once
in
a
lifetime.
It's
a
great
thing
to
happen
to
them
and
well
done
to
those
recipients.
G
D
F
A
D
Just
to
say
a
few
words
madame,
this
is
a
wonderful
thing
that
is
happening
to
our
community
and
for
the
first
time
as
well.
Now
you
know
you
were
there
counselor,
lou
and
castelo
borg.
She
was
there
as
well
and
the
first
time
he
ever
happens
in
sunshine
and
I
thought
they
lifted
the
bar.
Somehow
it
was
the
best
I've
seen
and
I've
been
to
these
type
of
celebrations.
Many
many
of
years,
and
I
I
like
what
I
saw
in
sunshine.
D
We
had
a
terrific
celebrations
again
at
san
ormans
on
sunday,
but
I
thought
sunshine.
He
lifted
the
bar.
It
was
wonderful.
We
saw
elderly
people,
middle-aged
people,
young
children,
dancing
in
the
middle
of
hampshire
road.
That
was
something
that
never
happened
before
and
I
think
what
we
will
do
is
us
council.
D
We
should
try
and
support
the
sunshine
business
association
to
continue
on
and
they
want
to
continue
on,
but
they
need
a
bit
of
help
and
I
think
we
as
council
should
try
and
help
him
in
a
way
to
do
it
better
and
as
for
sonoma's
view,
you
all
been
there
yesterday
wonderful
happiness
again,
it's
been
going
for
24
years.
D
I
remember
them
all
somehow,
and
it's
it's
better
and
better
every
year,
so
well
done
to
all
of
them.
It's
such
a
short
time
that
was
extremely
brought
together
together
to
the
people,
and
everybody
was
happy
in
a
way,
and
so
they
should
be
that's
enough
for
me.
Another
me,
thank
you.
A
F
Thank
you
so
much
man.
Thank
you,
council,
david.
Yes,
definitely!
Congratulations
to
the
sign
business
association
and
the
president
of
president
of
the
association
of
who
do
and
all
the
staff
involved
in
including
the
bloomberg
staff.
It
was
the
first
time
that
sunshine
actually
put
in
put
up
a
cat
festival,
which
is
a
new
lunar
year
festival,
and
that
mean
in
blind
bank.
We've
got
two
major
festival
balloon
new
year
in
whole
victoria
and
after
two
years
of
covert
sunshine
had
definitely
raised.
F
The
bar
I've
been
to
several
one
before
sunshine,
which
is
down
in
yarra
in
footstraight
and
down
down
long.
It's
definitely
sunshine
lift
the
bar
and
it
was
tremendous
atmosphere.
The
location
is
fantastic,
so
commenders
to
the
oldest
all
the
staff
involved.
It
was
a
great
show,
and
I
hope-
and
I
know
it
will
continue
with
sunshine
and
albans-
will
make
brim
bank
we're
a
great
location
for
next
for
the
future.
Moving
on
lessons
new
year
festival
well
done
guys.
Congratulations,
science,
columbus
association.
A
C
I'd
like
to
congratulate
sunshine
on
their
first
luna
or
tech
new
year.
I'd
also
like
to
extend
the
congratulations
to
the
synorbons
traders
association
and
also
our
contribution
as
council
to
the
highly
successful
synorbons
lunar
new
year.
If
there's,
one
thing
this
pandemic
has
done,
is
really
isolated.
C
People
and
these
both
of
these
events,
have
shown
just
how
much
connection
and
bringing
together
and
the
smiles
on
people's
faces
when
they
saw
the
dragon
dance
and
also
all
the
stall
holders
and
all
the
just
the
traders
actually
coming
out,
and
it
just
felt
like
a
very
normal
feeling
again
that
we
were
able
to
celebrate
and
feel
that
freedom.
C
A
To
talk
to
us
are
the
counselors
like
to
speak
on
this
I'll.
Put
the
motion
to
vote
all
those
in
favor.
Please
raise
your
hand
yep.
This
notion
of
congratulations
carries
and
I
can
certainly
agree.
I've
been
to
both
the
events.
Congratulations
to
the
sunshine
business
association
for
the
first
three
year,
vessel
in
tantra,
road
and
also
amazing,
work
as
well
to
the
san
albans
business
association
for
continuing
the
festival
and
settlements,
we're
moving
on
to
public
question
time,
miss
blackfoot.
I
understand
we
have
received
questions
from
the
members
of
the
public.
C
Much
and
non-essential
content
has
been
edited
from
the
original
question.
My
question
is
with
regards
to
the
old
brick
bank
council.
Building
the
new
owners
are
the
developers
of
the
land
next
door,
who
agreed
to
protect
this
mural.
This
has
not
occurred.
Other
countries
in
place
some
developers
does
bring
bank
council
have
a
representative.
H
C
My
question
is
with
regards
to
the
old
brimbank
council:
building
the
new
owners
are
the
developers
of
the
land
next
door,
who
agreed
to
protect
this
mural.
This
has
not
occurred.
Are
there
penalties
in
place
for
the
developers
does
bring
bank
council
have
representative
who
keeps
the
developers
accountable
to
their
agreement
of
looking
after
the
old
brimbank
city
council,
building
mural.
A
A
heritage
overlay
applies
to
this
privately
owned
site
to
ensure
protection
of
heritage
as
part
of
any
future
development.
However,
unfortunately,
the
heritage
overlay
does
not
require
the
maintenance
of
heritage
structures
and
there
are
no
penalties
that
apply
for
allowing
a
heritage
structure
to
fall
into
disrepair.
A
C
Okay,
we've
got
a
question
from
mark
gilcov
non-essential
content

been
edited
from
the
original
question.
Solomon
heights
is
listed
as
a
current
project
on
the
council
website,
but
has
had
no
update
in
nearly
two
years.
Can
council
provide
an
update
on
what
has
been
and
will
be
occurring
in
the
subdivision.
A
C
A
A
There
is
community
admissions
data
from
the
snapshot
tool,
which
is
available
online
at
snapshotclimate.com.edu,
council
and
mission
tracking
currently
includes
scope,
1,
2
and
3
emissions.
In
future
years.
Formal
guidelines
such
as
the
climate
active
methodology,
will
be
followed
to
enable
council
to
become
third
party
certified
carbon
neutral.
C
A
C
A
The
role
of
the
councillor
is
set
out
in
the
local
government
act.
2020.
councillors
are
required
to
meet
their
obligations
under
the
act.
The
standards
of
conduct
for
a
councillor
in
the
local
government
regulations,
2020
and
the
code
of
conduct
also
speaks
to
the
requirements
of
the
council.
Rule
we've
received
a
question
from.
C
A
Well,
broodbank
council
continues
to
implement
the
urban
forest
strategy,
which
seeks
a
30
tree
canopy
cover
across
brimbank
and
has
recently
adopted
the
brimbank
tree
policy
and
significant
tree
policy
to
further
strengthen
greening
of
broombank
as
a
key
strategy
to
tackle
the
heat
island
effect.
Council's
annual
street
tree
planting
program
has
seen
the
planting
of
over
7
000
street
trees
in
san
albans
since
2011
with
fervor
tree
planting
planned
in
2022.
A
C
A
A
To
let
you
know,
council
is
preparing
submissions
to
both
the
2022
draft
melbourne
airport
master
plan
and
the
preliminary
draft
major
development
plan
for
the
third
runway,
which
are
currently
on
exhibition.
As
part
of
this
work,
we're
planning
to
undertake
targeted
engagement
with
selected
bring
bank
stakeholders
in
relation
to
the
noise
impacts
arising
from
the
airport
operations.
Brimbank
is
promoting
melbourne,
airport's
engagement
to
our
communities
and
providing
access
to
our
facilities.
Our
own
engagement
is
proposed
to
be
targeted
and
no
public
meeting
is
planned.
A
I
A
C
A
The
trees
in
question
ice
cream
are
sugar,
gums
which
are
not
native
to
victoria
and
as
such,
no
planning
permit
or
other
approval
is
required
from
council
to
remove
these
trees.
Despite
this,
council
strongly
encourages
the
retention
of
mature
trees
when
they
are
healthy
and
do
not
pose
a
risk
to
society.
A
Development
victoria
has
submitted
their
proposed
amendment
to
the
minister
for
planning.
If
the
minister
authorizes
the
amendment,
council
officers
will
prepare
a
submission
and
it
would
address
a
range
of
matters
including
any
proposed
removal
of
the
sugar
guns
and
the
importance
of
tree
retention
and
canopy
cover.
A
C
A
C
Received
a
second
question
from
despina
havalas
non-essential
content
has
been
edited
from
the
original
question.
Council
has
been
putting
the
following
recommendations
in
reports
authorised
offices
to
redirect
resources
in
order
to
give
effect
to
the
recommendations
in
this
report.
If
any
such
redirection
is
reasonably
required
as
a
result
of
the
change
of
change
caused
by
the
covert
19
pandemic
and
in
accordance
with
any
delegations
made
by
council
in
effect
at
that
time,
how
will
the
community
and
councillors
be
updated
of
these
changes?
A
Council
offices
are
required
to
take
action
on
matters
in
accordance
with
council
resolutions.
Any
notifications
of
redirection
of
resources
for
kirby
19
that
are
received
by
the
government's
team
will
be
reported
through
to
the
governance
report.
A
diversion
of
financial
resources
will
be
tracked
through
the
quarterly
financial
report
and
reported
back
to
council.
We
have
received.
C
A
The
department
of
transport
are
progressing
this
project
and
are
currently
developing
an
intersection
design
plan
and
seeking
comments
from
various
stakeholders.
They
anticipate
the
design
to
be
completed
later
this
year
with
tendering
to
occur
in
early
2023
construction,
to
commence
in
mid-2023
and
be
completed
by
mid-2024.
C
A
C
C
We've
received
a
question
from
w
edwards
non-essential
content
has
been
edited
from
the
original
question.
What
steps
are
the
council
taking
to
installing
the
the
book
of
court
system
at
the
existing
deer
park
tennis
club
in
order
to
increase
its
utilization
and
offer
local?
Can
lee
and
deer
park
residents
the
opportunity
for
a
casual
hit
and
practice.
A
Yes,
so
council
has
been
working
with
the
deer
park:
tennis
club
antennas
victoria
of
the
past
three
months
on
installing
the
bouquet
court
system.
At
the
club,
the
deer
park
tennis
club
have
now
committed
to
the
system.
The
system
should
be
installed
in
the
coming
months,
depending
on
contractor
availability.
C
We
received
a
second
question
from
w
edwards
non-essential
content
has
been
edited
from
the
original
question.
What
steps
the
brim
bank
council
taking
to
allow
for
local
residents
to
be
able
to
use
the
existing
victoria
university
college
tennis
courts
casually
to
increase
sports
participation
and
improve
their
mental
and
physical
health
in
this.
A
Area
yeah.
Thank
you
for
your
question.
There
have
been
a
couple
steps
that
officers
have
took,
so
the
officers
have
met
with
the
victorious
school
building
authority
and
directly
with
the
principal
of
the
new
campus
on
multiple
occasions,
to
discuss
how
a
joint
user
agreement
between
the
school
and
the
council
could
work
for
community
access
to
the
multiple
sports
facilities
on
site
council
will
continue
to
pursue
this
avenue
to
formalize
an
agreement
through
the
education
department.
C
A
The
next
stage
of
planning,
subject
to
available
funding
is
to
determine
the
additional
services
for
both
sites
and
it
will
offer
and
develop
a
business
case
for
each
facility
and
I've.
Can
we
just
receive
a
procedural
motion
to
extend
the
public
question
time?
Is
there
a
counselor
that
can
do
that?
Counter-Target
us.
C
I
move
that
we
extend
question
time
to
finalize
the
question.
Thank
you.
A
Thank
you.
Is
there
a
second
after
the
motion,
cancer
care.
G
A
So
council
is
guided
by
the
strategic
frame
work
in
the
adopted
community
services
and
infrastructure
plan,
as
well
as
a
sports
facility
development
plan
and
further
work
that
results
from
implementation
of
these
two
plans.
Residents
are
able
to
advocate
to
other
providers
for
facilities
and
services
and
council
can
provide
its
evidence
base,
as
required.
A
F
So
I'll
move
the
as
per
display
on
the
cs3
madame.
A
Thank
you.
Thank
you,
councillor
cancerdang.
Would
you
like
to
speak?
No.
Thank
you,
madam
thank
you.
Does
any
other
council
want
to
speak
on
this
motion?
Put
this
motion
to
vote
all
those
in
favor.
Please
raise
your
hand
that
motion
carries.
A
Thank
you
we'll
now
move
on
to
the
officer
reports
to
note
there
are
10
officer
reports
for
consideration
by
council
tonight.
A
So
this
report
is
number
12.1,
which
is
the
planning
activity,
update
and
delegate
decisions
and
planning
scheme
amendment
updates
for
december
2021
and
january
2022.
Can
I
please
invite
director,
mr
calvin
walsh,
to
present
the
report.
J
The
officer
recommendation
is
the
council
notes
the
planning
activity,
update
and
delegated
decisions
as
per
attachment
one
and
also
notes
the
planning
scheme,
amendment
summary
for
december
2021
and
january
2022
at
attachment
three.
Thank
you,
madam
men.
K
Yes,
I
do
have
a
question
in
the
section
under
planning
scheme.
Amendment
summary
there's
a
reference
to
amendment
c,
212
former
sunshine
landfills,
and
it
is
noted
that
the
council
adopted
this
in
the
16th
of
march
2021
and
lodged
a
request
for
the
minister
to
approve
the
amendment
on
the
24th
of
march
2021.
K
It
is
now
coming
up
to
a
year
that
this
has
now
been
sitting
with
the
minister.
My
question
is:
is
there
any
understanding
as
to
why
the
minister
is
taking
so
long
to
approve
this
amendment.
J
K
Yes,
thank
you,
madam
mayor
look.
This
is
quite
a
lot
of
information.
That's
provided,
of
course,
monthly
to
council
on
planning
applications
and
things
like
amendments.
It
does
show
the
tremendous
amount
of
work
the
planners
do
and
it
it,
of
course,
with
the
amendments.
It
is
disappointing
to
see
the
delays
in
decision
making
on
amendments,
but
this
is
clearly
not
the
fault
of
our
offices
or
council.
It's
just
sitting
there,
so
we
would
encourage
follow-up
action
in
this
area.
Thank
you
very
much,
madam
man.
A
Your
council
link
is
cancer.
Would
you
like
to
speak
a
second
off?
No.
Thank
you,
madam
mayor.
Thank
you
cancer.
Any
other
counselors
want
to
speak
in
this
motion.
I'll
put
the
motion
to
vote
all
those
in
favor.
Please
raise
your
hand
that
motion
carries
moving
on
to
the
next
officer
report,
12.2
planning
compliance
activity
update.
This
is
from
the
first
october
to
the
31st
of
december
in
2021.
J
Thank
you,
madam
mayor.
The
purpose
of
this
report
is
for
council
to
note
the
and
receive
an
update
on
the
planning
compliance
activity
undertaken
for
the
period
you
mentioned,
and
the
officer's
recommendation
is
council.
The
council
notes
the
compliance
activity
report
as
further
as
included
in
the
business
papers.
Thank
you.
Madame.
K
Thank
you,
madam
mayor.
Yes,
I
would
like
to
move
the
officer's
recommendation
in
the
business
papers.
Thank
you.
A
J
J
K
K
Yes,
thank
you,
madam
mayor.
Certainly,
we
have
a
very
detailed
and
complex
report
provided
by
the
officers,
and
we
thank
them
for
that.
We
did
have
the
pleasure
last
week
of
the
planning
committee,
where
we
got
to
meet
the
and
have
a
presentation
from
the
applicant
and
the
objectors
to
this
application,
and
I
would
also
like
to
thank
them
for
making
their
time
available
to
help
inform
council's
decision
this.
This
application
is,
is
an
interesting
one.
K
It's
in
a
a
zone
that
does
encourage
multi-unit
development.
We
have
a
proposal
which
involves
a
all
of
the
units
in
this,
which
is
three
a
two
story.
However,
there
is
a
single
one
to
the
front
which
I'm
pleased
to
see
gives
the
impression
of
a
single
dwelling
on
the
site.
The
other
two
dwellings
sit
behind
that,
so
the
impression
to
the
street
is
one
of
a
normal
dwelling
and
I
think
that's
an
attractive
proposal
to
the
to
show
for
the
street.
K
Things
like
overlooking
have
been
eliminated
through
translucent
windows.
On
on
the
first
floor,
the
overshadowing
that
occurs
despite
the
fact
it's
a
two-story
development,
is
minimal
and
will
have
minimal
impact
on
adjoining
developments.
K
I
believe
that
this
will
add
some
value
to
the
area
and
quality
of
development
and
may
also
help
in
a
small
way
in
affordable
housing
to
to
get
additional
dwellings
in
our
area.
So
on
that
regard,
I'm
prepared
to
support
the
officer's
recommendation.
Thank
you,
madam
mayor.
F
I
mean
just
briefly:
let's
have
casper
mentioned
earlier-
that
we
heard
the
the
voice
of
the
applicants
and
also
the
voice
of
those
who
post
the
development,
and
we
understand
all
those
who
opposed
to
it,
and
we
hear
that
the
concern.
F
Unfortunately,
we
only
can
base
evidence
on
the
applications
on
the
particular
one
we
can't
base
on
future
applicants
or
future
development
on
this
application.
So
we
can
only
go
on
whatever's
on
this
applications
and
as
long
as
those
the
order
conditions
are
met,
this
council
will
seek
very
little
issues,
not
opposing
it.
So
we,
I
would
say
we
got
this
application,
we're
going
to
only
based
once
merit
and
we
have
to
accept
it
and
we'll
accept
the
last
officer
recommendations.
B
Thank
you,
madam
mayor.
I
have
done
a
lot
of
thinking
about
this
planning
application.
I
thoroughly
read
the
report
and
the
submissions.
While
I
strongly
empathize
with
the
community's
concerns,
I
will
be
supporting
this
application.
The
main
objection
was
the
potential
for
parking
increase
and
the
heavy
trafficking
in
the
area
believed
to
come.
Compromise
safety.
B
B
Despite
the
additional
street
parking,
there
is
nothing
to
suggest
that
the
rocker
road
network
cannot
support
the
additional
dwellings
proposed
on
this
site.
The
report
also
addresses
other
concerns
regarding
neighborhood
character,
harmony
and
noise.
I
am
satisfied
with
the
full
detailed
assessment
of
this
application.
B
C
Madam
mayor,
I
also
will
be
supporting
the
planning
application.
As
is
I
live
just
around
the
corner
from
that
property.
My
house
is
nearly
on
all
of
the
application
plans.
Aerial
photos,
so
I
go
down
that
street
pretty
regularly.
A
Council
brandon,
I
said
council
targets
would
like
to
speak
in
this
motion.
C
I
want
to
speak
against
it
made
america,
that's
okay,
madame
I
also
attended
the
planning
forum
and,
whilst
I
understand
this,
application
falls
within
a
growth
zone
and
ticks
all
the
boxes
as
mentioned,
and
the
demand
for
housing
within
service
amenities
and
amendments.
I
am
very
concerned
at
the
additional
unmet
parking
needs
that
this
development
will
create,
as
well
as
the
traffic
that
would
impact
safety
for
the
current
community.
Currently,
the
objectives
are
indicating
parking
is
already
at
capacity
due
to
the
streets
being
used
by
rail
commuters.
C
Essentially
it
all
the
in
the
local
streets.
I
have
seen
what
this
has
done
to
synorbis
and
sunshine
as
well
near
the
hospital
and
the
station,
which
has
made
it
almost
impossible
to
drive
out
of
some
of
these
driveways
for
people
to
get
their
kids
to
school
and
to
get
to
work,
creating
chaotic
situations
and
unsafe
situations.
C
Madam
mayor,
whilst
I
recognise
that
residential
growth
is
encouraged
for
bringback
strategically
through
higher
density
builds,
I
also
recognize
the
pressure
that
this
puts
on
our
amenities
and
support
services,
the
heat
island
effect
it
creates
and
the
reduction
in
livability,
and
that
some
balance
needs
to
be
struck
so
that
increased
housing
development
in
growth
zones
are
supported
by
increased
tree
canopy,
better
transport
connectivity
through
buses
and
other
networks,
and
increase
increased
sustainability
in
the
actual
residential
density
itself.
Thank
you.
A
A
D
Yes,
thank
you,
madam
mayor.
I
too
support
the
application.
He
meets
all
the
building
regulations.
There
is
the
only
thing,
madam
mayor,
at
the
planning,
a
seating.
Last
week
we
had
most
of
it,
objections
used
to
do
with
parking
and
castle.
Tacos
did
say
what
I
was
going
to
say
and
I
she
just
said
it
well
look
close
to
the
stations
and
becoming
a
growth
area
as
it
is.
D
D
But
I
think
we
can
do
something
about
it.
I
think
our
battle
office
should
try
peruse
on
the
side.
A
lot
of
them
are
so
other
side
myself.
Last
sunday
after
the
yeah
there's,
an
auburn's
celebrations
have
passed
from
there
just
to
have
a
look.
Some
of
those
people,
like
the
cowboys
they're
parking
just
about
everywhere,
and
I
think
we
can
do
something
about
it-
work
a
couple
of
those
people
and
then
they
will
not
do
it
again,
so
they
can
learn,
but
it's
always
ways
to
fix
things
right.
D
That's
that
so
on
the
building,
as
I
said,
I
support
it,
that's
is,
is,
oh,
it
meets
all
the
applications
and
all
the
regulations
of
buildings.
So
to
me,
I'm
happy
to
to
support
the
gear
report.
Thank
you.
E
A
A
And
all
those
against
please
raise
your
hand,
okay,
based
on,
I
think
the
motion
carries
the
majority
of
roots.
Thank
you.
A
We'll
move
on
to
the
next
report:
this
is
12.4
draft
submission
to
inquiry
into
the
protections
within
the
victorian
planning
framework.
Mr
welsh,
can
you
please
present
on
this
report.
J
J
The
officer's
recommendation
is
the
council
notes
the
submission
to
the
inquiry
detachment
one
and
that
it
was
lodged
by
january
31st
of
this
year
and
notes
that
the
submission
was
lodged
prior
to
council's
consideration
of
the
matter
due
to
time
constraints
associated
with
the
timeline
for
engagement
and
that
the
submission
was
informed
by
previous
submissions.
As
detailed
in
the
report,
the
officers
also
recommend
that
council
endorses
the
submission
to
the
inquiry
and
writes
to
the
committee
to
advise
that
it
has
endorsed
the
submission.
K
Thank
you,
madam
mayor.
Yes,
I
could
have
quite
a
lot
of
questions
about
this,
but
I'll
limit
myself
to
two.
The
certainly
I'd
like
to
start
by
thanking
the
the
officers
for
their
enormous
amount
of
work
in
this
area
and
the
question
the
first
question
relates
to.
K
While
there
is
enormous
number
of
limitations
on
council
times
on
how
we
process
things,
I
am
concerned
about
the
lack
of
accountability
and
timelines
on
matters
by
the
department
and
the
minister
in
terms
of
dealing
with
planning
matters
could
have
we
adequately
covered
that
in
the
submission
and
if
I
could
then
say,
the
second
question
is
the
government's
introduced
legit
planning
legislation
relating
to
heritage
buildings
that
gets
not
looked
after
and
are
allowed
to
deteriorate
or
demolished
illegally,
and
there
are
some
concerns
raised
about.
K
While
they've
introduced
that
legislation
it
doesn't
seem
to
take
effect
and
could
the
director
please
comment
on
what
what
we're
doing
or
what
our
submission
says
about
those
items.
Thank
you,
madam
man.
J
Thank
you
thank
you
councillor
and
through
you,
madam
mayor,
so
on
the
first
item,
council
officers
always
respond
to
opportunities
to
have
engagement
or
to
provide
views
to
the
state
government,
in
particular
on
matters
that
we
do
know
are
of
of
importance
to
the
council,
and
we
do
know
that
this
council
has
a
particular
interest
in
protections
within
the
victorian
planning
framework.
J
So
we
certainly
acknowledge
and
know
that
the
council
is
is
particularly
interested
in
making
submissions
when
the
opportunities
arise
and
therefore
we
make
sure
that
where
we
mobilize
where,
where
the
opportunities
present,
we
do
make
comment
in
the
submission
in
regards
to
time
frames
within
the
state
government.
Other
you
know
with
regards
to
submissions
to
to
things
of
this
nature
and
where,
where
the
time
frames
are
particularly
compressed,
we
ensure
that
we
rely
on
prior
submissions
that
the
council
has
made
and
other
policy
platforms.
J
That
council
has
already
made
decisions
on
in
terms
of
informing
the
completeness
of
our
submission
going
to
the
second
point
in
regards
to
heritage
matters
and
the
recent
changes
to
the
legislation.
J
I
point
council
to,
in
particular
our
responses
to
the
terms
of
reference
item
four,
which
relates
to
protection
of
heritage
in
victoria
and
in
particular
pages
149
through
to
152
of
the
agenda
pack,
where
we
cover
a
range
of
matters
to
deal
with
our
responses
to
those
recent
legislative
changes
and,
in
particular,
call
for
the
government
to
provide
further
detailed
guidance
on
how
on
their
expectations
on
the
implementation
of
those
recent
legislative
changes.
A
All
right,
no
questions
left
counselors
wait.
Is
there
a
mover
of
emotion,
chancellor
brenton.
K
C
Yeah
just
to
say
that
the
top
two
or
maybe
not
priorities,
but
the
first
two
things
that
this
submission
speaks
to
is
better
controls
and
protections
for
environmental
and
and
biodiversity
values
and
the
second
one
was
affordable
housing
which
it
did
in
a
later
report.
We've
got
an
identification
of
4
000
homes
that
we
don't
have
that
we
need
within
brimbank.
So
this
is
a
tool
to
help
get
those
homes,
because
there
are
approximately
5
000
people,
possibly
that
are
experiencing
homelessness
within
brimbank.
C
This
is
a
really
powerful
tool
to
try
to
hurt.
You
know
house
people,
my
personal
favorite
one
is
to
increase.
My
favorite
recommendation
in
the
submission
is
to
increase
the
penalties
for
illegal
clearing.
I,
like
that,
a
lot
I
want
to
find
people
who
cut
down
beautiful
trees,
lots
more
money,
big.
Thank
you
to
all
the
officers
that
worked
on
this.
It's
a
joy
to
read
this
submission
and
I
totally
support
it.
K
Yes,
thank
you.
Madame.
I
would
like
to
endorse
the
comments
made
by
councillor
branton
on
that
there's.
Not
very
often
do
we
get
an
opportunity
to
contribute
on
these
very
important
issues
and,
as
councillor
brenton
has
mentioned,
the
high
cost
of
housing,
environmental
sustainability,
delivering
certainty
in
the
planning
process,
protecting
heritage
and
ensuring
residential
zones
are
delivering
the
type
of
houses
the
communities
want
and
then
there's
certainly
a
huge
body
of
work.
K
The
council
has
done
which
formed
part
of
that
submission
from
our
10-year
social,
affordable
housing
strategy,
submissions
to
the
parliamentary
inquiry
into
homelessness,
planning
for
victoria's,
green
wedges,
improving
the
operation
of
res
code,
the
western
metro,
land
use
framework
plan
which
we've
seen
planning
and
building
approvals
process,
esd
roadmap,
which
is
the
environmental,
sensitive
design,
roadmap,
greening
and
cooling
provisions
and
legislative
inquiries
into
the
ecosystem
of
decline
in
victoria.
K
We've
made
submissions
on
all
those
things
and
all
those
things
have
gone
into
that.
So
the
timeline
unfortunately
meant
that
we
weren't
able
to
consider
this
and
resolve
it
before
it
had
to
go
in,
but
I
am
certainly
given
the
massive
body
of
work
that
has
been
done
by
our
officers
and
this
council
in
these
areas
that
our
submission,
as
council,
branton
has
pointed
out,
is
excellent
and
happy
to
endorse
the
submission
that's
being
put
in
by
the
officers.
Thank
you.
Madame.
B
Thank
you,
madam
mayor.
I
want
to
retaliate
what
counselor,
brenton
and
councillor
lancashire
said,
and
this
is
a
very
important
document
and
it's
great
to
see
it
coming
towards
us
for
endorsement
important
to
note
that
council
has
prepared
a
number
of
submissions
on
planning
and
other
related
reforms
during
2020
and
2021.
A
We're
now
moving
on
to
this
her
officer
report
12.5.
This
is
the
government's
report
for
february.
2022
would
like
to
invite
director
mr
dan
hogan
to
present
this
report.
L
A
A
E
A
C
I
just
wanted
to
speak
briefly
on
behalf
of
my
only
attendance
at
this
partnership
group
meeting,
of
which
I'm
involved
in
I
did
raise
at
that
meeting
in
december
issues
in
regards
to
safety
in
errington
reserve
and
the
increase
of
antisocial
behaviours,
and
I
have
continued
that
dialogue
with
police
subsequently
this
week
about
addressing
the
issue
and
they
are
saying
that
there
are
improvements
with
a
lot
more
resources
coming
that
way.
C
Another
issue
was
also
the
illegal
selling
of
goods
on
alfreda
street,
and,
whilst
I
realized
that
that's
a
police
matter,
it
does
intersect
with
reaching
local
laws
as
well.
So
people
have
seen
an
increase
in
this
and
noticed
that
these
people
are
constantly
present
and
creating
a
lot
of,
I
guess,
fear
amongst
shoppers
as
well,
and
to
the
topic
of
community
recovery
grants,
which
is
also
in
the
governance
report.
C
I
would
like
to
congratulate
this
council
for
reaching
out
across
brimbank
to
all
parts
of
greenbank
in
providing
the
very
important
recovery
grants.
I
think
I
would
really
strongly
consider
that
that
this
council
consider
increasing
recovery
grants
and
business
micro
grants
for
the
community.
C
I
think
that
we
can
see
from
the
festivals
and
the
events
that
our
community
has
been
organizing
since
the
pandemic.
It's
really
done
a
lot
to
help
the
cohesion
of
our
community
and
even
cultural
festivals.
I
think,
have
been
gone
a
long
way
in
supporting
our
community,
but
also
the
the
business
grants
that
injection
of
funds
have
made
a
difference
of
life
and
death
to
a
lot
of
businesses.
C
So
I
really
would
like
to
congratulate
you
know
that
the
fact
that
we
have
been
delivering
these
grants
in
several
stages
through
our
economic
development,
I've
been
approached
by
many
commun
community
members
and
a
lot
of
them
are
saying
that
they
want
more
street
activities,
more
festivals,
more
activation.
C
So
I
congratulate
the
governance
report
in
outlining
all
the
recipients
and
hope
that
we
continue
to
grow
that
area
for
our
community.
Thank
you.
A
Councillor
dang
as
secondary,
would
you
like
to
speak
on
the
motion.
E
And
also
thank
you
to
the
team
who
had
work
hard.
Thank
you.
A
H
Thank
you
mother
me
following
my
meryl
rule,
where
I
was
the
portfolio
champion
for
resilient
grim
bank,
I'm
very
pleased
to
have
joined
councillor
lancashire,
sharing
two
portfolio
rules,
brim,
bank
innovation
and
prosperius
brimbank
portfolio,
the
brimbang
innovation
portfolio
includes
governance
and
property.
The
monthly
governance
report
is
outstanding
report
to
council.
The
report
appears
to
best
practice
in
good
governance
principles.
It
ensures
compliance
with
the
requirement
of
the
local
government
act.
2020.
H
This
month
report
incorporates
matters
including
exercise
of
delegated
authority
records
of
informal
meetings
of
councillors,
committee,
member
appointment
and
the
brimbank
coveted
business
recovery
grants
program
council
allocated
200
000
to
to
the
successful
2021
2022
applicants,
the
small
business
grand
stream
opened
on
the
10th
of
august
and
closed
23rd
of
september
2021
with
258
applications
received,
the
applicants
were
assessed
and
the
independent
selected
selection
panel
awarded
20
grands
business.
Grants
were
promoted
on
the
council's
business,
e-bulletin
social
media
and
via
direct
communications
to
bring
bank
business
associations
and
accountants
to
support
applicants.
H
K
Thank
you,
madam
mayor.
Yes,
in
the
delegates
and
representatives
reports,
it
refers
to
the
metropolitan
local
government
waste
forum,
of
which
I'm
council's
representative.
K
This
forum
has,
of
course,
been
operating
quite
some
time,
and
I've
been
on
that
forum.
Now,
as
council's
representative
for
four
years
in
the
last
year,
I
was
elected
to
the
chair
of
the
strategic
planning
committee
of
that
forum
and
just
to
say
that
council
in
the
past
has
been
seen
as
being
roads,
rates
and
rubbish
and
in
terms
of
rubbish.
Waste
is
still
very
much
an
important
part
of
council's
activities.
K
So
my
role
on
that
committee
will
end
in
a
few
months
and
my
of
course,
my
role
on
the
as
chair
of
the
span
committee
for
that
forum
will
also
end.
It
has
been
very
valuable,
I
think,
for
council
to
have
that
forum
to
have
a
say
in
waste
management
and
I
think,
has
made
a
huge
contribution
to
those
waste
issues.
K
K
A
L
L
G
A
I
A
K
Thank
you,
madam
mayor
look.
I
would
like
to
disagree
with
the
director.
He
said
this
is
not
an
exhaustive
list.
I
certainly
believe
it
is
an
exhaustive
list.
It
does
show
a
massive
amount
of
involvement
by
councillors
in
a
in
a
huge
array
of
public
organizations,
committees
that
take
up
many
many
hours
of
our
time,
and
it
is
done
with
great
enthusiasm
by
councillors.
So
I
I
think
it
does.
K
The
list
does
demonstrate
just
this
incredible
effort
the
council
has
put
in
to
help
make
this
command
community
work
and
work
well.
Thank
you.
Madame.
A
That's
the
lancashire,
any
other
councils
like
to
speak
on
this,
if
not
I'll,
just
ask
the
staff
to
show
on
the
screen
again,
because
it's
a
big
amount
of
text
before
we
vote.
Thank
you.
A
A
A
As
you
know,
there
are
a
couple
of
elections
in
place,
federal
and
state,
and
the
most
upcoming
one
is
the
federal
election
and
look
it's
no
surprise
to
anyone
in
this
council
that
I'm
very
passionate
about
young
people
and
the
things
that
impact
them.
So
in
considering
the
suit
of
priorities
that
we
may
choose
to
push
in
the
lead-up
to
the
federal
election,
many
a
continuation
of
the
work
and
efforts
of
council
in
the
community
over
a
very
long
period
of
time.
A
It's
a
fact:
grim
bank
has
been
historically
overlooked
in
the
past
and
while
there
has
been
more
investment
in
our
area,
there's
still
much
more.
That
needs
to
be
done
to
redress
the
inequity
between
the
west
and
the
east,
while
tonight's
report
renews
our
focus
intent
during
winter
time.
The
lead
up
to
a
federal
election
in
which
all
competing
parties
and
candidates
make
a
range
of
promises
and
commitments.
A
Should
council
adopt
federal
election
priorities
tonight.
There
is
much
more
work
to
do
on
behalf
of
our
community
right
up
to
the
declaration
of
the
results,
and
I
look
forward
to
receiving
more
advocacy
reports
of
our
progress
in
future
months.
Thank
you
councillors,
esther
hogan.
Can
I
please
ask
you
to
present
on
this
report.
Indeed,.
L
C
I
I
fully
support
all
that's
been
done
and
I
welcome
what
you
said
in
regards
to
the
priorities,
but
I
believe
that
we
should
add
that
we
should
consider
that
council
should
consider
in
the
future
to
please
can
put
in
the
third
the
master
plan,
the
melbourne
airport
master
plan
and
also
the
mdp,
which
is
the
major
development
plan
for
the
third
runway
as
a
important
priority
at
a
federal
level,
as
well
as
it
falls
under
a
federal
jurisdiction
and
I'm
hearing
from
my
community
that
this
is
a
really
important
issue,
and
it
would
be
appreciated
that
this
council
considers
it
as
a
priority
for
future
federal
level
advocacy.
A
C
Thanks
matami
I've
already
pretty
much
summed
up
the
that
it's
it's
only
that
we
raise
it
at
the
federal
level,
along
with
those
other
key
priorities
that
we've
discussed.
It's
a
it's
a
current
issue
and
it's
a
pressing
issue
for
my
community
for
our
community,
the
whole
of
grim
bank.
So
I
would
really
appreciate
that
our
my
counselor
colleagues
consider
this
as
well.
Thank
you.
I
A
All
right,
I'll
put
the
oh
sorry,
cancer
right.
H
C
Well,
that's
going
to
be
something,
as
I
said,
I
would
like
it
to
be
considered
by
the
advocacy
we've
already.
C
Those
people
that
attended
the
briefing
last
week
would
have
listened
in
on
the
airport
having
a
discussion
with
us,
and
I
think
it's
important
that
we
take
what
the
airport
says
on
board,
but
we
also
take
what
our
community
says
on
board
and
our
community
at
the
moment
is
quite
concerned
about
the
impacts
of
the
airport
and,
I
believe
in
the
past,
the
airport
was
an
advocacy
issue
at
federal
level
that
we
discussed.
So
this
would
be
highlighted.
I
guess,
with
the
consultation.
C
That's
currently
happening
the
the
90-day
period
of
consultation.
Our
community
is
hoping
that
when
we
do
meet
with
federal
representatives
that
we
also
discuss
the
concerns
raised
by
the
community
about
the
impacts.
Thank
you.
A
Sorry
cancer
did
you
have
a
question
or.
I
Oh,
I
I
just
wanted
to
also
answer
counselor
razik's
question:
am
I
able
to
provide
feedback
on
that?
I
guess
just
to
articulate
what
we
are
seeking
in
advocacy.
It
would
be
for
some
further
funding
to
assist
the
local
community
that
is
being
impacted
by
the
third
runway,
I.e,
soundproofing,
primary
schools,
high
schools
in
the
area-
and
you
know
some
other
health
issues
that
will
occur.
Inevitably,
so
I
guess
you
know
the
the
agenda
for
advocating
is
to
seek
some
further
funding
for
our
community.
H
Thank
you,
okay.
I
know
I
don't
have
a
right
to
reply
just
wanted
to
ask
counselor
tacos,
because
that's
what
we
spoke
about
the
other
day
and
I'm
quite
happy
with
that,
because
that's
something
that
I
would
support
any
time.
Thank
you.
A
F
F
F
Well,
would
I
say
some
lesson
to
listen
to
the
the
motion
itself.
C
That,
if
that
wasn't
supported
by
the
majority,
then
it
would
have
fallen
and
we
would
go
to
the
original.
You
know
recommendation
but
because
it
was
it
was
seconded
and
it
was
then
supported.
Then
it
becomes
the
motion.
F
A
Hey
explain
what
happened
here
was
when
I
asked
for
emotion
to
be
moved
cancer
tacos
moved
in
motion.
It
would
be
a
amendment
if
someone
moved
and
seconded
in
the
office's
recommendation
and
then
that
and
then
amendment
was
a
provided
on
top
of
that
officer
recommendation.
But
what.
F
A
A
A
F
A
C
Thank
you,
madam
mayor.
This
report
is
presented
to
council
for
noting
and
outlines
changes
announced
by
the
victorian
aboriginal
heritage
council
that,
from
the
1st
of
july
2021
under
the
aboriginal
heritage
act
2006,
the
country
in
which
brimbank
is
located
is
under
the
statute
care
of
its
traditional
owners,
the
bonnarong
land
council
aboriginal
corporation
to
the
south
and
the
warandri
woyarong
cultural
heritage,
aboriginal
corporation
to
the
north
of
the
municipality,
as
shown
in
attachment
one.
Thank
you.
Madame.
B
B
H
Just
say
that
occur
what
council
borg
said,
then
it's
just
great
to
acknowledge
traditional
learners
in
any
possible
way.
Thank
you.
A
Thank
you
counselling
to
speak
in
his
motion.
Counselor
tapas.
C
Operation
greenbank
has
a
very
rich
and
important
aboriginal
heritage
and
we
need
to
learn
more
about
it
and
the
way
our
elders
look
after
our
lands
and
waterways
and
the
respect
they
had
for
it
and
treated
it.
I
look
forward
to
meeting
the
bournemouth
plan
and
and
of
course
our
council
will
continue
the
great
work
of
the
conciliation
through
the
rap
committee.
I
look
forward
to
more
learnings
of
our
indigenous
past
present
and
future
conciliations.
A
Thank
you
councillors.
I
will
now
move
on
to
the
next
report.
12.9
draft
position
statement
on
social
and
affordable
housing.
Mr
dumble,
can
you
please
present
this
report?
Please.
C
C
Can
we
put
the
the
statement
summary
on
the
screen
yep,
I
think,
there's
just
a
short
two
paragraph
thing
that
sort
of
sums
it
up.
C
C
A
A
C
Madam
man,
social
and
affordable
housing
is
really
important
to
me
for
one
I'm,
a
new
homeowner,
a
house
buyer.
I
wouldn't
be
able
to
afford
to
buy
a
house
in
brimbank
without
initiatives
that
create
affordable
housing
and
that's
the
story
for
most
people,
my
age.
On
top
of
that,
for
most
of
my
adult
life,
I
have
lived
under
rental
stress.
More
than
90
of
my
income
has
gone
to
rent
and
I've
struggled
to
get
income
support,
so
I'm
not
used
to
being
able
to
comfortably
pay.
C
My
rent
having
a
statement
like
this,
is
demonstrating
that
council's
not
just
fluffing
around
and
saying
that
we
are
worried
about
homelessness.
This
is
saying
that
we're
actually
going
to
do
things
about
it.
It's
a
it's
a
direction,
but
it's
also
something
that
we
can
build
on
and
hopefully
we'll
build
into
something
more
concrete.
C
It's
it's
why?
Whenever
I
I
am
such
a
big
supporter
of
dense
housing,
because,
according
to
that
statement
of
intent,
there
are
we.
We
don't
have
four
thousand
homes
that
we
need
and
we
only
get
that
by
adding
bit
by
bit
every
little
bit
of
units.
Add
to
that
and
we'll
have
homes
for
people,
because
you
can't
do
anything
unless
you've
got
a
home,
you
can't
get
a
job.
If
you're
you
don't
have
a
home,
it's
impossible.
C
A
Brenton,
would
the
second
elector
speak
to
the
yes.
B
Thank
you.
Madame
over
the
years,
affordable
housing
in
birmbank
has
been
going
from
bed
to
worse.
Indeed,
this
municipality
has
the
highest
rate
of
homelessness
and
is
very
much
on
the
increase,
so
is
social
housing,
waiting
lists
and
housing
stress
in
may.
2020
council
commissioned
an
affordable
housing
research
project,
among
other
things,
it
included
a
detailed,
affordable
needs
assessment,
which
estimates
a
current
shortfall
of
more
than
4
000
social
and
affordable
housing
dwellings
in
brimbank,
as
mentioned
by
councillor
brenton.
B
B
A
Thank
you.
I
have
accounts
like
to
speak
in
this
version,
and
the
lanky
show.
K
Thank
you,
madam
mayor.
I
would
certainly
endorse
the
words
of
councillor
branton
and
councillor
borg
on
this
motion.
I
recall
four
years
ago
five
years
ago,
I
was
aware
that
there
was
homelessness
in
brimbank,
but
didn't
really
see
much
of
it
or.
G
K
Fact
back
then
see
any
of
it
over
this
time.
I've
increasingly
we've
all
increasingly
seen
a
more
obvious
exposure
to
on
the
streets
of
homelessness
and
shockingly
within
a
few
weeks,
back
a
couple
of
weeks
back
now
on
riding
around
my
estate,
which
I've
always
seen
as
being
a
very
comfortable
area,
I
actually
pass
by
a
lady
sleeping
rough
on
a
vacant
block,
and
I
guess,
if
it's
reached
every
corner
of
this
municipality,
it
truly
has
become
a
huge
issue.
K
It's
not
just
people
sleeping
rough
in
cars,
but
to
sleep
rough
on
the
grass
on
a
vacant
block
near
where
I
lived
is
truly
shocked
me.
I
guess
I've
sat
through
several
briefings
now
about
the
issues,
the
facts,
the
figures
and
I
think,
we've
all
become
convinced
of
the
scale
of
this
problem
and
the
need
to
do
things.
K
I
have
very
strong
views
in
this
area
as
well
and
I
believe
we
should
be
establishing
a
community
board
for
affordable
housing
and
social
housing,
and
I
also
strongly
believe
that
we
should
have
clear
council
policies
that,
where
we
have
rezonings
as
other
councils
do,
that
we
seek
to
get
10
of
that
development
as
part
of
affordable
housing
to
be
added
into
that
community.
B
K
To
set
up
for
us
to
control,
I
think
the
we
even
had
a
meeting
with
developers
the
other
day
who
were
looking
at
an
interesting
site
and
proposal,
and
they
actually
offered
to
provide
us
with
a
component
of
affordable
housing.
K
I
think
we
need
to
look
at
all
these
options
and
how
we
can
become,
and
a
provider
in
this
area
and
get
skin
in
the
game,
not
necessarily
being
the
housing
provider
itself,
but
certainly
managing
the
stock
of
houses
which
managing
property
is
something
councils
do
quite
well
this.
K
I
recall
in
discussions
quite
some
time
ago
where
we
were
coming
into
some
housing
and
it
was
suggested
all
we
give
it
just
give
it
to
a
provider.
K
K
That's
why
I
think
we
need
to
make
sure
we
keep
control
of
those
assets
through
a
housing
authority
where
we
get
a
housing
provider
to
manage
it
for
us
and
that
we
have
clear
planning
policies
to
make
sure
that
we
get
our
fair
share
and
put
us
in
a
position
to
advocate
for
building
that
stock
of
housing.
K
So
again,
I
support
this
recommendation.
Thank
you,
madam
mayor.
D
D
Remember
a
while
back
working
on
a
cases
say
as
such
for
the
housing
commission
as
we
call
before
now
ministry
of
housing.
I
said
15
16,
20
years
waiting.
D
A
That
motion
carries
now
moving
on
to
the
next
officer
report.
This
is
number
12.10
system
park,
master
plan
february
2022
update
I'll
invite
director,
mr
neil
whiteside,
to
present
this
report.
M
Thank
you.
Madam
mayor.
At
the
council
meeting
on
the
19th
of
october
2021
council,
considered
an
update
on
the
implementation
of
the
cinema.
Part
master
plan
council
resolved
to
note
the
update,
including
the
completion
of
various
investigations
and
feasibility
studies,
and
endorsed
the
drafts
in
the
part
master
plan
addendum
2021
for
a
four-week
consultation
period.
The
drafts
in
part
master
plan
addendum
2021,
was
made
available
for
public
comment
for
a
four-week
period
from
the
5th
of
november
to
the
5th
of
december
2021.
M
M
A
Thank
you,
mr
whiteside.
Any
questions
for
mr
whiteslide
counselors.
K
If
we
could
have
that
up
the
if
we
could
have
that
off
on
the
screen,
thank
you.
K
D
A
K
Yes,
madam
mayor,
thank
you.
The
there
are
many
concerns
relating
to
the
proposed
master
plan
update.
I
will
speak
on
just
a
few
of
these
issues,
which
I
believe
would
best
be
served
by
delaying
consideration
of
this
report
to
the
next
council
meeting,
so
that
these
matters
can
be
resolved.
K
We're
advised
the
council
has
a
policy
adopted
during
the
time
of
the
administrators
that
discourages
fencing
and
gates
and
in
parks.
Despite
this
policy,
this
strategy
proposes
hundreds
of
meters
of
new
fencing,
at
least
six
new
gates.
The
submissions
received
from
the
community
clear
clearly
request
that
the
park
be
open
to
the
public.
K
K
One
of
these
gates
is
proposed
to
restrict
public
access
to
the
park
at
a
location
adjacent
to
the
main
entry
of
the
golf
course.
However,
model
aircraft
club
members
will
be
allowed
to
enter.
This
means
that
someone
from
outside
brimbank,
who
is
a
member
of
the
model
aircraft
club,
will
have
vehicle
access
to
beyond
this
point.
But
the
residents
of
brimbank
who
have
who
have
to
park
here
and
walk
several
hundred
meters
along
a
shed
pedestrian
and
vehicle
road
to
get
to
the
walking
tracks.
K
This
shared
road
is
exposed
to
both
the
sun
without
shade
and
potential
strike
from
golf
laws.
This
appears
to
be
a
very
poor,
unsafe
and
unfair
outcome.
The
proposal
clearly
discriminates
against
brimbank
presidents.
This
strategy
proposes
to
relocate
the
park
and
golf
course
maintenance
depot
to
the
entrance
of
the
golf
course.
This
idea
is
ugly
and
inappropriate.
K
A
far
better
solution
would
be
to
locate
the
maintenance
sheds
behind
the
golf
course
with
access
via
a
public
road
that
exists
along
the
eastern
side
of
sydney
park.
This
proposal
is
a
poor
urban
design
outcome.
Maintenance
depots
should
not
be
located
front
of
house.
A
back
of
house
location
would
be
a
better
urban
design
outcome.
K
We
advise
that
the
state
government
is
funding
a
shared
path
between
organ
pipes,
national
park
and
sydney
park,
which
is
a
great
result
for
brimbank.
However,
it
is
disappointing
that
this
new
path
is
not
shown
on
the
plan.
As
a
result,
the
proposed
park
access
path
does
not
appear
to
connect
with
this
network
in
a
logical
manner.
K
We
are
also
advised
that
the
consultants
were
directed
to
locate
one
of
the
new
paths
diagonally
across
the
proposed
farm
from
the
entrance
of
the
park
to
the
model
aircraft
club.
Locating
the
path
in
this
position
potentially
restricts
the
location
of
additional
of
an
additional
sporting
field
in
this
area.
In
addition,
the
proposed
massive
farm
west
of
the
entry
is
clearly
intended
to
prevent
additional
an
additional
sporting
ground
from
being
located
in
this
area
of
sydney
park.
K
K
K
K
Why
do
we
propose
to
use
toppings
and
granitic
sand
for
these
new
paths?
This
is
an
unplea
unpleasant
and,
I
believe,
unsafe
surface
for
bicycle
riders,
particularly
along
sloping
surfaces
where
erosion
may
occur.
Bicycle
user
groups
in
brimbank
would
rather
see
concrete
or
bitumen
powers,
provided
I
ride
a
bike,
and
I
agree
with
these
concerns.
It
is
important
that
the
future
needs
for
our
children,
sports
men
and
women
are
provided
with
sufficient
supporting
grounds
within
brimbank.
There
is.
K
Thank
you.
I
will
need
probably
about
another
30
seconds.
Madame.
It
is
important
that
the
future
needs
of
our
children
and
sportsmen
and
women
are
provided
with
sufficient
sports
grounds
within
rimbank.
There
is
a
shortage
of
some
12
fields
and
grounds
within
brimbank
that
are
certainly
includes
communities
close
to
sydney
park.
K
These
additional
sporting
facilities
will
need
to
be
provided
over
the
next
10
years,
according
to
council
sporting
facility
policy,
while
it
is
intended
to
locate
these
facilities
throughout
our
limited
open
space
network
within
brimbank,
I
understand
the
minimum
of
three
grounds
were
proposed
for
sydney
park.
It
must
be
understood
that
it's
very
difficult
and
expensive
to
increase
open
space.
These
open
space
areas
must
be
protected
and
not
sold
off
to
ensure
that
we
commit
these
communities
needs
now
for
the
next
year
and
beyond.
K
A
Thank
you,
councillink
cancer
care
secondary.
Would
you
like
to
speak?
No.
Thank
you,
madam
mayor.
Thank
you
counselorkeeper.
I
have
a
counselor
to
speak
in
this
motion.
H
Thank
you,
mother
mayor.
Oh
I'm
really
excited
to
see
cinnamon
park
open,
it's
it's!
H
A
C
This
is
the
same
plan
that
council
approved
in
october.
I
don't
really
understand
why
we
would
put
it
off
again
when
we've
already
approved
this
plan,
it's
gone
out
for
community
consultation.
C
I
think
17
to
20
of
the
24
responses
supported
the
plan
and
a
couple
of
the
people
mentioned
that
they
were
concerned
about
the
damage
to
the
grassland,
and
I
think,
concern
for
the
grasslands
is
is
just
as
high
as
but
people
want
more
sports
grounds,
but
it's
not
a
farm
it.
It's
a
grassland
and
someone
who
has
worked
collecting
seed
and
putting
out
seeds
to
rehabilitate
grasslands,
there's
not
enough
seed.
There
is
never
enough
seed.
C
I
think
it
was
the
rundery
people
advised
that
it
would
be
best
for
us
not
to
dig
up
the
ground,
because
then
we
can
protect
the
artifacts
that
are
there.
There
are
really
good
reasons
for
a
lot
of
these
things,
and-
and
I
support
it
as
it
is-
and
I
think,
deferring
a
plan
that
council
has
already
approved
is
kind
of
a
waste
of
our
time,
because
we're
just
going
to
approve
it.
Next
time,
thank
you.
C
Quite
sure
why
capsule
lecture
read
out
all
those
things
that
he
did,
because
we
agreed
to
defer
so
by
deferring.
That
is
the
the
time
that
we're
going
to
be
using
to
discuss
whatever
extraneous
issues
are
needed
to
be
discussed.
It
is
not
an
opportunity
to
bring
back
something
that
we
were
against,
which
was
more
sports
facilities
there,
because
we
wanted
to
preserve
the
grasslands
as
councillor
branton
said,
and
that
message
came
very
strongly
through
the
submissions.
C
What
the
submissions
did
say
is
that
they
would
like
to
look
at
a
different
entrance
that
could
be
looked
at
yeah.
They
would
also
like
to
explore
an
indigenous
you
know
to
transform
the
robinsons
college
into
something
I
mean
these
are
all
things
that
are
part
of
master
plan
that
we
can
discuss
further
on,
but
I
don't
understand
why
we
had
to
listen
to
this
when
we
have
approved
the
plan.
What
we
needed
to
do
now
is
just
defer
it.
C
So
then
those
conversations
for
the
few
issues
to
just
to
be
discussed.
Thank
you.
D
Thank
you,
mother,
mayor,
yes,
look
deferring
the
report
tonight
will
change
nothing
at
all.
This
reporter
has
to
come
back
to
it
in
a
month's
time.
Well,
next
meeting
exactly
the
same
way,
if
you
know
where
to
change
in
that
report,
so
it
was
best
for
council
of
languages
to
put
an
amendment
and
if
the
council
was
so
fit
to
support
that
amendment,
that
would
have
been
gone.
Otherwise,
we
go
back
to
the
report
we
got
before
us
tonight.
D
A
If
it's
okay,
you
can,
you
can
do
that,
you
can
put
an
amendment
to
the
progression
being
debated.
What
is
your
your
amendment
to
the
deferral.
H
I
would
meant
that
we
have
just
a
little
bit
more,
maybe
consultation
and
that
we
do
change
few
things
around
and
that
as
a
counselors,
we
do
get
a
little
bit
more
involved
in
this
report,
rather
than
officers
just
presenting
that
to
us.
So
I'm
not
talking
about
having
extra
facility
as
in
sporting
facility,
I'm
not
fussed
by
that.
I
just
wanted
to
have
a
little
bit
more
input
on
this
report
or
on
this
master
plan
on
steven
park.
That's
all.
A
We're
just
going
to
put
that
proposed
amendment
to
the
current
motion,
which
is
the
deferral
on
the
screen
just
I'll
just
get
it
I'll
start
to
put
that
on
the
screen,
just
give
it
a
sec
I'll
encounter
david.
If
are
you
still,
you
keep
it
on
your
hand,
if
you're,
not
speaking,.
A
I
guess
I'll
take
this
time
to
explain
that
right
now,
bronco
is
moving
an
amendment
motion,
so
there
would
need
to
be
a
second
there
for
the
amendments,
and
then
there
would
be
a
debate
on
that.
If
that
carries
through
that
amendment
gets
added
to
cancer
lancashire's
motion
that
makes
sense.
H
Mother
me:
can
we
just
see
the
screen
before
we
do
anything
else,
just
what
they
put
up.
H
Yes,
further
briefing
prior,
but
as
well
to
get
a
bit
more
involved
in
that
master
plan
and
as
a
councillors
as
a
representatives
to
have
a
bit
more
say
in
few
things.
As
I
said,
I'm
not
fast
about
having
an
extra
sports
ground,
but
like
just
to
do
it
properly
and
to
do
small
changes
before
it
comes
to
the
march
meeting.
That's
what
I
would
prefer
if
councillors
agree
on
that.
A
H
A
G
H
Like
I
said,
I'm
not
worried
about
breathing,
I
just
want
all
councils
to
get
involved
and
to
get
out
with
the
most
possible
outcome
of
this
cinema
park.
This
is
a
chance
that
we
have
we've
got
a
funding
and
I
just
don't
want
to
blow
that
chance
up
and
you
know
come
back
like
we
do
in
every
roads
that
we
make.
H
You
know
we
don't
make
them
too
wide
and
when
we
come
back
and
we
have
to
make
them
wider,
so
I
don't
want
to
make
this
same
mistake
with
sydney
park
because
talking
to
community
constantly
they
want
this
done.
They
can't
wait
for
this
to
be
done,
and
I
just
want
to
make
sure
with
our
counsellors
that
we
do
it
properly
first
time,
rather
than
go
back
and
fix
it.
H
I
didn't
ask
for
briefing,
I
said
involvement
of
us
counsellors
in
discussing
this
rather
than
breathing,
because
when
we
breathe
when
we
get
briefed
on
it,
we
don't
have
much
of
a
say
we
just
get
briefed
on
it.
So
I
want
to
be
able
to
discuss
on
this.
A
I
I
So,
therefore,
we
can
come
back
and
make
those
amendments
at
a
later
stage,
as
a
council
as
councillors
together,
rather
than
putting
together
this
ad
hoc
rushed
amendment
where
the
whole
reason
why
it
was
deferred
in
the
first
place
is
so
we
can
discuss
it
as
a
group
and
we
can
articulate
it
rather
than
wasting
the
time
of
counsellors
and
officers,
and
it's
just.
I
just
find
that
this
whole
process
is
absolutely
astonishingly,
ridiculously
time-wasting
and
it's
not
serving
any
kind
of
purpose.
A
A
I
A
A
F
Secondly,
amendment
to
the
film
in
a
minute.
A
H
Quickly,
as
I
mentioned
before,
I
don't
want
to
waste
anyone's
time.
If
you
think
the
time
is
wasted,
then
my
time
was
wasted
when
we
had
a
briefing,
because
I
was
briefed
on
something
that
I
didn't
agree
and
last
second
of
that
briefing,
I
didn't
get
a
chance
to
speak
to
because
we
spoke
about
so
many
other
things
and
to
me
this
is
important,
because
I
am
listening
to
community
and
I
am
deferring
this
in
this
way.
F
Yeah
man,
just
let's
just
just
clarify
council
language
students,
deferral
council
of
wessex
little
amendment-
is
just
basically
clarifying.
Why
we're
deferring
it
and
it
just
basically
exactly
just
more
consultation
with
the
counselors
and
decisions
by
the
council.
That's
all!
Basically,
that's
why
we
do
very.
Let's
make
it
clear
otherwise,
like
this
kind
of
said,
we'll
come
back
with
the
same
report.
A
K
Thank
you,
madam
mayor.
Just
before
I
speak
on
it.
I
have
a
question:
would
this
we
we
had
wanted
to
speak
to
the
submitters
about
their
submissions,
and
would
this
and
the
officer
refused
to
do
that.
Would
we
be
able
to
speak
to
the
submitters
to
find
out
about
the
details
of
their
submissions
as
part
of
the
process.
M
Thank
you,
madam
mayor,
and
through
you
just
to
respond
council
officers
just
followed
the
council
resolution
based
on
the
october
council
meeting
where
it
was
to
conduct
community
consultation
and
receive
written
responses.
So
no
officers
have
refused
to
speak
to
submitters.
It
was
simply
enacting
the
council
resolution
from
the
october
2021
council
meeting
course.
Officers
are
always
comfortable
and
happy
to
have
discussions
with
key
stakeholders.
That's
what
we
do
on
every
day
basis,
and,
of
course,
if
anyone
wanted
to
talk
to
the
officers
about
this,
they
certainly
could
contact
the
officers.
K
Through
you,
madame
mayor,
I
didn't
quite
answer
my
question.
I'm
not
concerned
about
the
submitters
talking
to
the
officers.
I
would
like
to
know
whether
we
would
be
able
to
have
the
submitters
talk
to
counselors.
L
Thank
you,
madam
mayor.
From
a
government's
perspective.
The
amended
motion
that's
been
put
the
council
is
currently
considering
would
not
facilitate
that
outcome.
Necessarily
a
council
relinquished,
if,
indeed,
what
you're
intending
is
for
a
for
council
to
form
a
panel
and
have
a
formal
hearing.
K
Thank
you,
madam
mayor.
Yes,
I
would
like
to
now
take
advantage
of
the
opportunity
to
speak
in
support
of
counselor
rasik's
motion.
Could
we
have
the
motion
just
back
up
please
for
a
moment.
K
E
K
Yes,
look.
I
certainly
support
this.
If
we
need
to,
as
counselors
speak
to
the
submitters,
I
guess
we
can
do
that
privately.
I
understand
what
the
director
is
saying
there
and
I
I
think
this
clarifies
that
when
you
have
a
report
to
council
that
is
to
go
out
to
public
consultation,
that
does
not
mean
you
are
adopting
that
particular
strategy
or
policy
or
whatever
it
means
you're.
You
have
a
position
of
which
you
are
seeking
consultation
with
the
community
after
that
consultation.
K
After
that
consultation,
we
have
a
requirement
under
the
new
local
government
act
to
under
undertake
consultation
and
engagement
with
community,
and
I
think
we
all
take
that
very
seriously
as
part
of
that
process.
So
I'd
like
to
thank
council
russic
for
the
for
the
amendment
and
I
would
certainly
support
the
amendment.
Thank
you,
madam
mayor.
B
I
believe
that
we
have
been
a
very
lengthy
process
and
it
has
been
done
with
great
consideration
and
with
consultation
with
the
community.
I
think
it's
becoming
very
messy
and
I'm
not
going
to
support
there's
no,
this
amended
motion.
Thank
you.
A
H
You
for
me,
it's
disappointing
to
see
some
people
finding
community
consultation
and
engagement
waste
of
time.
For
me,
as
I
said,
waste
of
time
was
briefing
because
I
didn't
have
my
say-
and
I
was
elected
here
for
my
community
to
have
my
say
and
if
that
part
of
community,
it's
not
gonna,
have
what
they
deserve.
H
I
feel
disappointment,
big
disappointment
and
I'm
saying
sarah
was
concerned
about
sportsfield,
I'm
not
talking
about
sportsfield,
I'm
not
talking
about
anything.
I'm
just
talking
about
coming
back
talking
about
a
little
bit
more
engaging
a
little
bit
more
and
after
all
about
it,
then
if
the
decision
is
made-
and
it
is
not
what
I
wanted
or
my
community
want
it
well,
it
will
be
disappointment
for
my
community
more
than
for
me.
For
me,
it
would
be
disappointed
the
disappointment
that
I
couldn't
get
something
that
they
asked
for
me.
H
I
couldn't
deliver
something
that
they
wanted
from
me
and
as
a
ward
counsellor,
I'm
not
going
to
apologize
for
fighting
for
it
and
being
passionate
about
it.
Thank
you.
A
I
Sorry,
I'm
I
couldn't
get
off
there.
I
was
just
wanting
to
query
whether
or
not
I
could
speak
to
the
amended
motion.
I
I
I
think
that
you
know,
obviously,
council
time
should
be
spent
on
dealing
with
people
that
are
in
crisis
at
the
moment,
people
that
are
committing
suicide
due
to
mental
health,
people
that
don't
have
food
on
their
table
the
homeless.
I
just
think
that,
as
a
council,
we
should
be
focusing
on
really
urgent
matters
at
this
present
point
in
time.
That's
all
I've
got
to
say.
Thank
you
point.
H
A
That's
right,
but
I
have
checked
with
the
government's
team.
Cancer
care
has
now
just
broken
on
the
amendment,
but
look
I'm
going
to
put
the
amendment
to
vote
now.
So
all
those
in
favor,
please
raise
your
hand
of
the
amendment.
A
A
A
A
A
Thank
you
councillors.
That
was
a
bigger
debate.
Thank
you.
Okay,
we'll
now
move
on
to
the
notices
of
motion.
There
are
two
notices
of
motion
for
consideration.
A
H
Just
share
my
motion,
another
solution
on
the
screen.
Thank
you
yeah.
Would
you
like
to
move
that?
Yes,
I'll
move
my
motion
especially
screen
things?
Thank
you.
A
C
Madam
I'd
like
to
say
briefly
that
I
support
counselor
restitute's
notice
of
motion.
I
think
it's
fantastic
and
I
read
the
age
article
and
fully
supported.
C
However,
I
do
believe
that
both
federal
and
state
government
have
given
us
a
poor
deal
and
the
reason
I
say
that
is
one
only
has
to
look
at
our
roads,
our
schools,
our
state
parks,
look
at
brimbank
park
and
organ
pipes,
the
under
resourcing
of
those
two
parks,
lack
of
funding
for
the
sunshine
super
hub
for
the
albion
quarter,
we've
run
campaigns,
we've
had
to
pay
for
lobbyists
to
fight
for
us
to
get
the
funding
that
we've
asked
for,
and
that
was
promised
to
us
from
the
state
government
have
a
look
at
our
swimming
pool
project
the
biggest
project
we've
ever
approved
in
in
brim
bank
history,
who's
paying
for
it
it's
the
rate
paids
that
are
paying
for
it.
C
Why
should
our
community
be
burdened
under
rate?
Capping
we've
got
rate
capping
in
place
as
well,
be
burdened
with
this
great
cost
for
something
that
they
deserve
and
they
need,
and
no
one
on
this
council
will
disagree-
that
we
need
that
super
hard.
But
we
need
the
super
hub,
but
we
also
need
that
well
as
the
well-being
center
as
well.
C
So
basically,
what
I'm
I'm
trying
to
do
is
add
balance
to
this
notice
of
motion,
which
I
think
is
great
by
addressing
the
disparity
and
that,
let's
face
it
is
because
we
are
a
safe
seat
and
I'm
not
saying
it's
from
the
state
government.
I'm
saying
it's
from
the
federal
government:
it's
well.
We
miss
out
the
money
bags.
Don't
stop
here,
we're
not
in
the
growth
corridor,
where
growth
municipalities
also
get
additional
funds,
because
they've
got
greenfields
that
they're
developing.
C
So
I'm
being
honest
and
saying
that
our
community
needs
more
funding
and
more
support,
because
we
have
got
such
a
complex
and
broad
community
with
lots
of
needs
from
diverse
backgrounds
that
need
support.
So
we
as
a
council
are
addressing
that
through
our
strategy,
but
we
need
partnerships
with
the
federal
government
and
the
state
government
to
fully
deliver
what
we
need
to
deliver
to
our
community
in
in
the
best
way
possible.
C
I
You
madame,
although
I
support
the
sentiment
of
this
motion,
I
have
to
clarify
a
few
issues
I
have
in
bringbank.
We
are
burdened
by
a
non-marginal
political
environment
in
both
federal
and
state
government.
I
support
advocating
to
the
federal
government,
along
with
also
the
state
government.
I
We
should
also
include
the
state
premier
and
treasurer
in
our
advocating
efforts
for
further
funding
for
our
residents.
The
major
areas
in
which
we
need
to
support
is
to
increase
funding
to
important
projects,
including
the
recently
watered
down
airport
rail
link
funding.
We
need
this
project
to
be
world-class,
no
flyover,
a
commitment
to
bring
bank
and
our
residents
for
a
satellite
city
class
infrastructure
to
sunshine,
and
we
want
to
turn
sunshine
into
a
destination
attracting
big
business
tourism
and
boosting
local
jobs
and
our
local
economy
using
our
bring
bank
aquatic
center.
I
As
an
example,
this
project
is
costing
our
rate
payers,
our
community
over
60
million
dollars
in
rate
payer
money.
We
come
from
one
of
the
lowest
socioeconomic
areas
and
our
ratepayers
are
forking
out
60
million
dollars
with
only
two
million
dollars
in
contribution
from
the
state
government
in
marginal
areas.
The
state
government
has
promised
38
million
20
million
to
la
trobe
and
dandenong.
I
The
reality
is
marginal
areas
receive
more
funding,
and
this
is
a
basic
reality
of
politics
we
are
all
aware
of,
especially
in
bring
bank.
The
community
needs
to
be
aware.
The
current
political
climate
and
b
and
and
considering
we're
in
an
unfortunate
political
environment
and
in
a
dead
red
sea
makes
advocacy
in
bring
bank
so
challenging.
Therefore,
I
believe,
as
a
community,
not
only
do
we
need
to
be
lobbying
the
federal
government,
which
I
totally
agree
with.
We
equally
need
to
be
lobbying.
The
state
government.
A
A
Okay,
so
we
just
had
kanta
takos
and
kanteka,
as
we've
been
second
to
speak
on
this
amendment,
any
other
counselors
who
want
to
speak
on
this
amendment,
council,
brothers,
yeah.
H
I
want
to
speak
on
this
speak
on
this
amendment.
This
notice,
emotion
that
I
have
put
before
is
specifically
related
to
the
federal
government
program
and
the
imbalance
between
labor
health
seeds
like
bring
bank
and
liberal
health
seats
in
the
eastern
suburbs
that
have
received
significant
more
in
funding.
H
I
see
this
as
playing
politics
and
not
as
putting
the
community
and
its
needs
before
funding.
First,
all
levels
of
government
need
to
invest
in
the
west.
I
will
always
advocate
for
more
funding
from
all
parties,
state
or
federal,
but
this
notice
of
motion
is
directly
related
to
the
issue
of
grants,
funding
distribution
across
the
east
and
west,
and
this
what
they
were
saying
just
before.
I
think
it's
great
and
I
I
actually
encourage
you
to
put
this
as
a
separate
motion,
because
it
doesn't
align
with
my
notice
of
motion.
F
Thank
you,
madam
mayor
I'll,
totally
agree
with
council
russik.
This
motions
he
put
up
if
council
actually
read
it
specifically
to
target
the
grant
from
federal
government,
there's
nothing
less
than
federal
or
early
state
lessons.
We
were
intending
to
the
state
at
a
next
one
or
two
council
meeting
separately,
and
we
would
target
the
state
itself
so
to
commend.
You
allows
them
to
try
to
cooperate
the
statue,
but
it's
not
specific
or
with
these
particular
motions,
there's
nothing
less
than
two
word
of
liberal
or
labor.
F
It's
basically
targeting
the
federal
station,
but
we're
getting
this
grant
so
fully
support
your
amendment,
but
not
in
particular
this
one.
That's
until
this
council
agreed
motion
so
have
a
read
that
at
the
actual
motions
understand
you
on
question
of
state
and
we
all
do
well.
We
were
because
I
will
discuss
that.
We
were
planning
to
have
another
motion
with
the
state
further
down
the
track,
we're
closer
to
the
election
as
well.
We're
specifically
tightening
this
listen
to
the
federals
with
a
grant.
F
So
please
read
the
actual
motion
and
what's
his
intent
to
do
that's
all
you'll
say.
A
D
Whatever,
I
think
explained
the
whole
world
this,
this
type
of
not
promotion
that
put
forward
by
council
raj
rashid,
is
to
do
with
the
federal
parliamentarians
that
do
get
a
funding
each
of
them
every
year
they
got
a
lump
sum
of
money
and
what
they
do,
they
spread
it
out
to
their
communities,
etc.
So
the
what
I
read
here
and
she's
very
right-
I
don't
think
here
in
the
west
or
whatever
is
regardless
in
this
instance
she's
mentioning
the
member
for
fraser.
D
I
think
they're
all
under
the
same
ban
and
we
don't
get
as
much
as
the
other
side.
So
am
I
supporting
council
of
tapas
some
amendment,
oh
hundred
percent,
but
I
think
we
have
to
do
it
in
a
different
role.
We
cannot
mix
it.
Doesn't
it
doesn't
blend
because
we're
asking
something
else,
we're
not
asking
help
overall,
stable
or
federal
governments.
We
ask
you
about
the
funding
of
the
parliamentarians
that
they
get
to
spread
around
in
the
communities.
D
So
if
we
are
to
do
that,
maybe
some
other
time
we
can
come
up
next
up.
Perhaps
council
attackers
bring
it
up
next
as
a
motion
and
we
hammer
the
state
government
as
well.
Yes,.
D
Blend
into
into
this
type
of
notice
of
motion
that
council
or
radish
russians
put
forward.
A
Thank
you
any
other
counselors
who
would
like
to
speak
in
regards
to
this
amendment.
K
Thank
you,
madam
mayor
look,
I
I
do
take
the
points
raised
by
council,
russik
and
councillor
david,
and
I
would
have
to
say
that
if
it
came
up
as
a
separate
notice
of
motion,
I
I
would
too
at
this
stage,
indicate
that
I'd
be
supporting
it.
Absolutely
I'm
just
a
bit
confused
over
how
it
all
measures,
I
think
we've
got
a
more
clear
notice
of
motion.
K
A
separate
mode
of
motion
in
that
area
would
be
good
and
and
would
encourage
councillor
tarkos
to
get
that
to
the
next
meeting.
The
so
look
I
I
I
would
just
yeah
put
it
that
way.
Thank
you.
C
Yeah
I
take
on
board,
what's
being
said,
and
I
think
that
what
it
doesn't
for
me
pose
a
problem
to
have
this
all
in
the
one
nom,
because
the
disparity
is
across
federal
and
state.
Let's
face
it,
and
as
maria
councillor
kerr
raised
valid
points
about
the
funding
that
is
going
to
the
pools
in
other
in
other
marginal
seats,
whether
it's
state
or
federal,
it
doesn't
really
bother
me.
I
understand
that
the
original
nom
I
support
100,
but
I
think
we
need
to
you
know
by
adding
that
amendment.
C
It
strengthens
it
to
show
both
levels
of
government
that
they
need
to
really
improve
and
respond
to
the
needs
of
our
community,
whether
it's
this
election
or
next
election.
Does
it
really
matter.
We
need
to
get
the
message
out
that
that
our
community
needs
fair
funding
and
grants
across
the
board,
federal
and
state.
Thank
you.
A
Thank
you
fantaticos,
so
about
a
reply
was
given
and
I'll
now
ask
counselors
to
vote
on
the
amendment.
Can
we
please
share
them
on
the
screen
again.
A
Okay,
so
this
is
to
add,
in
part
d
council
calls
upon
the
state
government
to
also
address
grant
fund,
disparity
and
imbalance
to
bring
bank
and
that
continues
to
increase
funding
to
bring
bank
okay.
So
that's
shared
on
the
screen
now
so
counselors,
I'm
asking
you
to
vote
on
the
amendment
for
first
all
those
in
favor.
Please
raise
your
hand
all
those
against.
Please
raise
your
hand.
A
Unfortunately,
that
amendment
does
not
carry
so
we'll
go
back
to
the
notice
of
motion
cancer.
Russia,
you
have
not
spoken,
can.
C
A
Okay,
all
those
for
the
amendment.
Please
raise
your
hand.
Cancer,
virginia
tacos
counter
america,
all
those
against!
Please
raise
your
hand.
A
Okay,
thank
you
now,
moving
back
to
the
notice
of
motion
which
is
staying
as
is
at
the
moment
counter
rashic,
would
you
like
to
speak
as
mover
of
discretion.
H
Definitely,
thank
you
so
much
mother
man.
First,
I
would
like
to
say
that
I'm
sorry
that
council
attacks
put
this
amendment
on
my
motion,
because
it's
really
not
relevant
to
my
notice
of
motion
and,
as
I
mentioned
in
cots
today
or
the
other
day,
I
did
say
that
I
would
love
to
see
that
from
state
government
funding
that
they
were
talking
about,
but
not
really.
What
was
said
in
my
emotion.
My
motion
is
about.
H
As
we
can
see
through
the
data
available
in
the
december
edge
newspaper,
article
and
all
councils
can
have
a
look
at
that.
There
is
a
huge
gap
between
east
and
west.
It
is
extremely
disappointing
that
federal
government
has
chosen
to
fund
liberal
health
seats,
millions
of
dollars
more
than
the
federal
labor
seat
of
fraser
that
covers
most
of
brimbank.
H
The
federal
government
needs
to
remember
bring
bank
is
real,
our
community
is
real
and
our
needs
are
real
too,
and,
as
I
said
before,
on
closing
I
did
say
in
the
top
meeting
that
would
be
great
to
you
know,
advocate
the
state
government
to
support
us
more
which
councillor
tacos
did
bring
it
just
before,
but
nothing
to
do
with
this
motion.
F
Thank
you,
madam
mayor.
I
agree
with
your
customers
less
than
two
we're
not
getting
it
funny
enough
from
the
federal
government
we
get
the
western
suburbs,
especially
in
brimbank,
compare
it
to
the
east.
Having
said
that,
I'm
not
going
to
let
council
toughest,
add
statement
to
this
this.
This
emotion,
because
I'm
not
going
to
let
the
state
get
that
off
down
lightly
lesson.
F
Two,
the
neglect
they
have
regarding
this
side
of
town
they'll,
get
another
motion
and
we'll
put
public
background
problem
information
lessons
to
why
they
need
to
put
inform
money
out
to
the
west
as
well,
so
I'll
try
to
agree
with
your
motions
constable
cutlass,
but
they
need
to
have
a
separate
one,
but
we're
going
to
smash
them
later
too
wide
and
put
in
and
pull
more
money
into
boom
bank.
That's
mistake
and
listen
to
this
one.
F
A
A
A
Thank
you.
Thank
you
very
much
for
hearing
the
screen
chances.
Is
there
a
second
of
what
there's
no
notice
of
motion
cancer
care.
A
H
Thank
you,
mother.
Yes,
I
would
love
to
speak
to
this
motion.
This
notice,
emotion,
is
very
straightforward
and
simple
safety
is
important,
and
that's
why
I
am
calling
on
the
government
to
extend
their
road
to
safety
barriers
installation
to
include
king's
road,
whether
it's
on
kingsborough
in
taylor's
lakes,
delahaye,
saint
albans
or
kings
park.
This
is
a
very
dangerous
stretch
of
road
that
needs
various
installation.
Urgently.
H
H
I
have
seen
nemesis,
tragic
collisions
and
even
an
air
ambulance
helicopter
landing
on
king's
road
because
of
crashes
that
could
have
been
avoided
if
safety
bearers
were
there
to
protect
our
community,
we
need
those
these
road
safety
barriers
and
we
need
them
now.
Thank
you.
I
To
this
point,
I'd
like
to
commend
councillor
rajich
for
bringing
this
very
important
motion
to
council.
I
would
like
to
call
on
the
honourable
ben
carroll
to
take
the
safety
of
his
electorate,
part
of
his
electorate
and
also
our
local
area
of
bring
bank
very
seriously,
and
I
call
on
the
state
government
to
take
the
concerns
quite
seriously,
considering
the
amount
of
near
misses
and
fatalities
that
we've
seen
on
this
stretch
of
road.
So
again,
I'd
like
to
congratulate
ranka
for
bringing
this
through.
Thank
you.
K
Thank
you
madame,
and
I
I
would
like
to
thank
councillor
for
bringing
this
also
for
bringing
this
notice
emotion
forward
that
that
particular
area
is
a
traffic
nightmare.
We've
seen
certainly
lots
of
accidents
in
that
area.
I
believe
there's
traffic
lights,
roundabouts
and
traffic
light
work
to
be
done
generally
in
that
area
because
of
the
the
complexity
of
the
traffic
movements,
the
bank
up
of
traffic
people
trying
to
dash
through
that
area
across
the
bridge
and
because
of
the
bank
up
well,
there's
lots
of
traffic
issues.
K
It's
complicated
to
protect
pedestrians
in
that
area
is
a
very
good
move,
so
I
certainly
agree
with
my
counselor
rasik
and
council
occur
on
their
concerns
about
this
area
and
the
proposal
put
forward.
Thank
you,
madam
mayor.
C
Definitely
something
that
needs
to
be
addressed.
It
sounds
like
it's
very
dangerous.
My
only
concern
is
that
it's
cherry-picking
small
projects
within
grim
bank,
I'm
not
sure
if
that's
the
right
approach
to
safety
of
all
of
brimbane,
just
to
pick
one
spot,
and
we
advocate
for
only
that
small
spot.
I'm
worried
that
it
opens
it
up
for
every
council
meeting,
there's
a
new
interchange
that
that
we're
going
to
write
a
a
letter
about
that's
my
only
concern.
A
Any
other
council
would
like
to
speak
in
this.
Raise
your
hand,
if
not
I'll,
put
the
motion
to
vote
now.
I.
H
Would
like
to
write
a
reply
if
it's
that
okay
mother
me
just
a
counsellor
brenton
on
her.
H
Yeah,
thank
you
so
much.
I
just
wanted
to
say.
I
feel
it's
not
like
picking
and
choosing
I
I
I
am
you
know
what
counselor
for
taylor's
wards
and
I
obviously
gonna
start
from
here,
because
I
know
our
local
issues
around
my
area.
H
I
do
encourage
every
single
counselor
if
we
have
these
issues
around
whole
green
bank,
which
area
to
put
up
nom
or
to
speak
together
and
to
try
to
resolve
as
many
issues
as
we
have
and
as
I
mentioned
before,
in
the
clock
meeting
that
I
have
had
meeting
past
yeah
with
tac
and
asking
them
about
the
black
spots
in
brimbank
and
all
other
issues
that
we
have.
E
A
You
all
right
now
I'll
put
the
motion
to
very
all
these
in
favor.
Please
raise
your
hand.
H
Mission
carries:
I
would
like
the
vision
on
that
as
well,
please,
because
it's
meta
safety.
Thank
you.
A
All
right
all
these
in
favor,
please
raise
your
hand.
A
A
Abortion
carries
thank
you
councillors.
That's
all
the
nurses
in
motion.
There
are
no,
no
there's,
no
rescission
motions
and-
and
I
would
like
to
invite
our
ceo
fana
blair
who's,
having
her
first
council
meeting
very,
very
lively
meeting
ceo.
Is
there
any
urgent
business?
No
matter,
man,
there's
no
urgent
business.
Thank
you.
A
A
A
A
A
It
will
run
confidential
at
this
date,
we'll
now
close
the
meeting,
but
thank
you
all
for
attending
and
for
your
interest
in
tonight's
meeting.
I
declare
this
meeting
closed
at
10,
09
pm
and
yep.
I
instruct
the
host
to
stop
recording
of
this
meeting.
Thank
you.
Everyone.
