of
a

the

A
With
the
younger
people,
he
began
the
gamma
Festival,
which
showcased
art
dance,
song
and
storytelling
to
an
National
audience
and
which
today
leads
discussion
and
debate
of
issues
affecting
indigenous
peoples.
A
A
The
lead
singer
of
yotu,
indeed
to
write
treaty
has
been
described
as
a
great
Australian
and
a
giant
of
Aboriginal
land
rights
and
Justice,
who
supported
calls
for
constitutional
recognition
for
Aboriginal
and
Torres
Strait
Islander
peoples.
He
was
a
committed
and
Powerful
leader
who
met
with
every
prime
minister
since
1972.
A
Died
in
his
homelands
after
a
lifetime
fighting
for
the
rights
of
the

his
country
and
all
Aboriginal

on
behalf
of
the
brimbank
Aboriginal

Torres

consultative
committee,
brimbank
Council,
and
the
Bremen
Community
will
pass
on
our

to
the
family
of
the
late
Yuna
pingu
and
to
his
peoples.
Do
I
have
a
mover
on
this
motion.
E
A
E
C
Well,
I
just
want
to
say
Madame
Deputy
Mayor,
that,
as
you
mentioned,
europingo
has
been
quite
a
community
leader
and
activist,
and
it's
very
sad
to
hear
about
his
passing
and
I
would
also
like
to
extend
my
condolences
to
the
family,
friends
and
the
whole
community
at
large.
A
A
Now
it's
time
for
public
question,
the
serpent
I
understand.
We
have
received
questions
for
members
of
the
public
for
tonight.
F
Thank
you
manager,
in
accordance
with
section
57.14
of
the
governor's
rules.
All
questions
and
answers
must
be
as
brief
as
possible
and,
as
a
result,
I'll
speak
to
these
questions.
As
edited,
the
first
question
comes
from
tawani
bonichi.
The
question
is
recent:
media
reports
have
shown
that
the
postcode
of
3020
has
the
most
electric
and
plug-in
hybrid
vehicles
in
Victoria.
A
Council
is
aware
of
the
increasing
number
of
EVs
and
municipality
and
the
need
for
increased
charging
stations,
including
in
sunshine.
Supporting
a
community
updater
of
EVS
is
an
action
item
in
the
climate
emergency
plan
offices

currently
working
on

for
Council
to

Bank
offices
have
reached
out
to
EV
charging
companies
and
are
aware
that
new
charges
are
coming
soon
to
middies
in
sunshine,
North,
North
Costco
in
adiya
and
Paul
foodery,
Enderman.
F
F
Question
from
Liam
Ward
we
received
also
two
identical
questions
from
Liam,
Ward
and
Tifton,
and
once
again,
in
accordance
with
Section
5715
of
the
green
Bank
governance
rules
like
questions
are
grouped
together
and
a
single
answer
will
be
provided.
The
question
is:
will
Council
establish
an
lgbtiqa
plus
advisory
committee
that
will
allow
LGBT,
iqa
plus
residents
to
have
a
voice
on
how
to
make
the
city
safer.
A
Our
Council
will
be
promoting
a
number
of
exciting
platforms
to
ensure
the
lgbtqia
plus
Community
have
a
voice
on
Council
matters,
including
safety.
This
includes
Crystal
Clear
program,
bring
back

and
well-being
partnership
empowering
the
rainbow
school
network
bring
back
disability
Network
group.
G
A
I'm
sorry
to
hear
that,
but
the
questions
are
not
allowed
during
the
meeting.
Thank
you.
F
Let's
just
carry
on
I
think
if
we,
if
we
proceed
to
the
next
question,
question
from
Monica
Hawkinson
council
is
a
mayor.
Please
provide
the
constituents
of
bring
Banker,
Council
and
subjects
of
the
Commonwealth
a
copy
of
your
sworn
oath
of
office
and
who
you
swore
your
oath
of
office
to
unredacted.
A
Council
Council
has
taken
oath
of
a
formation
of
office
at
the
start
of
their
term,
in
accordance
with
the
men
are
prescribed
by
The
Local,
Government,
Act
2020
and
the
local
government
governance
and
inter
Integrity
regulations.
2020.,
you
can
review
the
meeting
where
councilors
took
an
oath
or
affirmation
through
Council
website
and
YouTube
channel.
This
Council
took
the
oath
on
the
10th
of
November
2020,
with
the
exception
of
council
O'reilly
with
who
took
the
oath
on
the
30th
January
2023.
F
F
I
have
reported
multiple
times
to
cancel
about
the
rubbish
and
nothing
is
done.
Can
Council
hire
staff
to
clean
the
rubbish
on
the
side
of
the
roads,
Parks
waterways,
footpaths,
to
protect
our
environment
as
waiting
for
people
to
report
later
than
to
act
on?
It
is
not
sustainable
for
the
long
term,
as
the
rubbish
just
keeps
building
up.
A
Council's
leader
enforcement
and
cleansing
staff
regularly
patrolled
the
area
to
investigate
and
remove
any
rubbish
dump
by
others
on
public
land
within
the
area
of
responsibility.
In
addition,
Council
Park
Service
staff
collect
leader
prior
to
mowing
as
part
of
their
monthly
Mowing
and
maintenance
programs.
A
Please
note
the
Melbourne
water
or
are
responsible
for
maintaining
a
number
of
Water
waste
throughout
the
municipality
and
the
state
government
Department
of
Transport
and
planning,
formerly
Rick
roads
are
responsible
for
maintaining
freeways.
Council
offices
have
raised
these
concerns
with
the
relevant
government
agencies
responsible
for
these
areas
for
the
action.
F
We
have
another
question
from
Bianca:
all
the
freeways
in
the
brimbank
area
and
western
suburbs
in
general
are
covered
in
rubbish
when
tourists
land
in
Melbourne
Airport,
all
they
see
on
the
freeways
on
their
way
to
the
hotel
is
rubbish.
There
is
currently
no
one
cleaning
this
up
and
the
damage
to
local
wildlife
habitats
is
heartbreaking.
Bring
Banks
should
be
working
towards
a
more
environmentally
clean
area
for
our
future.
Generations
can
bring
Bank
employ
staff
to
keep
our
freeways
free
of
rubbish.
A
Areas
along
the
western
Ring
Road,
the
entire
Marine
freeway,
are
the
responsibility
of
state
government
Department
of
Transport
and
planning,
formerly
Victoria
roads
and
maintained
by
their
contractors.
Council
has
no
during
this
addiction
to
and
undertake
any
work
work
without
these
areas.
Council
offices
have
also
raised
This
concerns
with
Department
of
Transport
and
planning
for
their
action.
A
In
October
2022,
the
minister
of
local
government
established
the
Electoral
representation
advisory
panel,
ER
APS,
to
conduct
a
Electro
structure
review
of
39
local
councils.
The
erip
has
been
tasked
with
writing
a
report
that
makes
recommendations
as
to
the
number
of
words
the
boundaries
of
the
word
and
the
name
of
the
world.
The
panel
is
scheduled
to
release
a
report
of
its
preliminary
funding
findings
in
October
2023,
following
public
information
sessions
run
by
the
VEC.
A
F
A
As
noted
in
the
question,
Council
has
been
advocating
strongly
on
important
matters.
Such
a
gambling
reform
and
Melbourne
Airport's
proposed
third
Runway.
Both
of
those
issues
have
been
raised
with
state
and
federal
MPS
during
face-to-face
meetings
and
through
written
correspondence.
We
encourage
residents
to
contact
their
local
MPS
directly
to
voice
concerns
and
to
seek
their
position
on
this
matter.
A
The
inspection
of
properties
across
the
municipality,
either
as
a
result
of
complaints
or
productively,
is
a
business
as
usual
task.
This
property
has
been
inspected
intermittently
and
any
work
required
have
been
carried
out
to
by
owner,
as
required,
with
without
Council
needed
to
incore
costs.
To
carry
out
Works
time
spent
on
such
a
task
is
part
of
the
council's
regular
compliance
function.

A
F
Second
question:
from
Kelly
benko:
we
received
two
similar
questions
from
Cali,
Banco
and
and
Heidi
pert.
In
accordance
with
section
57.15
of
the
Broome
Bank
governance
rules.
Leica
questions
are
going
to
be
grouped
in
a
single
answer
will
be
provided.
Why
have
the
off-season
outdoor
pool
hours
at
sunshine,
Leisure,
Center
reduced
from
last
year.
F
A
The
2022
winter
opening
hours
of
6
to
11,
A.M
and
3
to
7
PM
3
to
8
pm
on
two
days
to
accommodate
a
specific
swim
feed
program,
while
temporarily
extension
as
the
new
Green
Bank,
Aquatic
and
Wellness
Center
was
still
under
construction.
The
owls
have
reverted
to
the
trial,
which
was
initiated
in
2019,
which
allows
for
the
pool
to
run
through
the
winter
months
between
six
to
nine
am
and
47
pm
and
8
AM
to
12
p.m.
F
The
next
question
from
hottie
putt
I,
was
very
disappointed
to
see
the
crash
at
sunshine
pool
be,
is
closing.
This
will
disproportionately
impact
women.
I
am
not
satisfied
with
the
transparency
of
previous
consultations
on
this
issue
and
would
like
Council
to
take
steps
to
reopen
the
crash
and
promoted
properly.
Can
you
please
reopen
to
crash
and
work
with
the
community
to
ensure
it
is
utilized.
A
Council
is
providing
best
value
to
our
community,
reviewing
and
modified
Services
delivery
and
programs
in
all
of
our
facilities
based
on
community
feedback,
demand,
funding,
changes
and
also
a
wider
Community
changes.
The
demand
for
on-site
crash
facilities
has
declined
a
decline
over
many
years
in
not
just
our
Center,
but
many
Leisure
centers
in
Melbourne.
Benchmarking
showed
this
is
a
strong
Trend
with
the
number
of
councils
closing
such
a
facilities
and
understanding
that
families
now
have
a
greater
range
of
options
for
child
care.
F
A
The
purchase
of
the
council
vehicles
are
carried
out
in
accordance
with
state
government,
established
procurement
policies
and
guidelines.
All
safety
risks,
including
fire
risk,
are
an
integral
consideration
as
a
part
of
the
procurement
process.
In
addition,
Council
regularly
maintains
its
Fleet,
including
its
electrical
vehicles
to
the
required
safety
standards.
F
And
next
question
from
Jane
Smith
I
walk
around
brimbank
every
day
and
the
footpaths
are
a
hazard
they
have
not
been
made
properly
from
the
beginning,
then
to
be
repaired,
it's
all
just
Patchwork
and
more
of
a
hazard.
What
will
the
council
do
to
address
this
problem,
especially
with
people
walking
and
cycling
more
these
days.
A
Councilor
has
both
the
proactive
and
reactive
foot
buff
inspection
program
to
ensure
it
is
complying
with
the
road
management
plan
obligation.
Footpath
repairs
are
undertaken
as
per
adapted
maintenance
guidelines
and
requirements,
specific
location
of
concerned
that
are
reported
to
council
by
residents.
F
A
A
Traffic
management
devices
such
as
Road
humps
are
installed
in
areas
where
excessive
speed
has
been
identified.
In
the
case
of
the
delahee
local
area,
traffic
management
works,
letters
and
questionnaires
were
Center
affected,
owner
occupier
occupies
and
the
majority
supported
the
proposal.
Hence
the
traffic
management.
The
advices
were
installed.
F
A
I'm
going
to
go
to
item
10
petitions,
there
are
no
petitions
item
11
minutes
report
of
delegated
committees.
There
are
no
minutes
of
delegated
committees.
Now
we're
going
to
go
to
item
12,
which
are
officers
report.
There
are
10
offices
report
for
consideration
by
council
tonight.
We
have
another
report
that
we
have
designated
as
confidential
item.
A
If
you
have
alternate
or
amended
motion
this
evening,
you
must
drive
these
motions
and
provide
the
governance
team
by
email
so
that
they
may
be
shared
on
screen
and
form
part
of
the
meeting.
Otherwise,
we
may
have
to
defer
the
meeting
until
the
motion
has
been
written,
allowing
the
meeting
to
proceed,
uninterrupted.
A
First
is
12.1

The

that
play
a
critical
role
in
supporting
the
brimbank
community.
This

is
251
million,
with
the
total

expenditure
of
244

including
55.9

for

projects.
A
Hci
Council

an

to
further
progress,
strategic

outlined
in
the

The
draft

plan
include
102
actions
that
respond
to
what
we
hear
is
important
to
our
community.
These
actions
contribute
towards
implementing
Council
vision
for
a
transformed

that
is
beautiful,
thriving
healthy
and
connected.
I
would
like
to
thank
all
of
the

and
councilors,
who
have
contributed
to
the

of

the

Additionally
the

states
that
a

It's
recommended
that
Council
endorses

Thank
you.
Thank
you.
B
G
Sure
thing:
okay,
I
just
had
a
question
regarding
the
amount
allocated
to
community
projects
like
I've.
Just
noticed
it
in
the
budget
that
it's
decreased
by
more
than
half
compared
to
the
previous
Financial
year.
J
Thank
you,
Chancellor.
We
can
take
a
question
on
notice
and
provide
you
an
answer.
D
C
Thank
you,
madam
chair.
The
drafting
of
the
annual
budget
is
always
challenging
this
year
it
has
been
even
more
challenging
considering
the
highly
constrained
Financial
environment,
the
process
has
been
very
thorough,
with
Community
engagements
and
planning
days
for
counselors
and
staff
and
I
can
assure
you
lots
of
robust
discussions
were
held.
C
C
Mental
well-being
was
one
of
the
priorities
that
Council
has
considered
in
supporting
people
and
community
mental
health.
Related
problems
continue
to
contribute
to
the
silent
pandemic
that
is
inflicting
our
community.
I
am
very
much
looking
forward
to
the
community's
feedback
during
the
upcoming
consultation
and
I
would
also
like
to
take
to
thank
to
take
this
opportunity
to
thank
all
the
council
officers
and
staff
who
have
been
involved
in
this
process.
D
Report,
thank
you.
I
I
would
just
like
to
Echo
the
comments
of
councilor
Borg.
It
has
been
a
particularly
challenging
year
this
year
with
the
environment
that
we're
in
costs
going
up,
but
I
was
pleased
to
be
part
of
this
process
and
the
involvement
that
we've
had
this
year.
It's
evident
that
our
priorities
are
shining
through,
particularly
as
Council
bogg
mentioned
around
mental
health
and
sports
facilities
was
on
our
agenda
again
this
year.
Given
the
catch-up
work,
that's
been
done
so
there's
nine
million
allocated
to
that.
D
Some
of
the
other
highlights
were
7.1
million
dollars
for
playgrounds
parks
and
Gardens
as
part
of
our
transformation,
1.9
million
dollars
on
walk,
walking
and
cycling
paths,
which
is
creating
a
more
connected
brim
bank
and
5.4
million
on
improvements
to
community
facilities
so
good
to
see.
Even
though
a
challenging
time,
we
can
still
get
those
things
through.
Thank
you
would.
A
K
Thank
you,

A
K
Thank
you,
madam

The
purpose
of
this
report
is
to
provide
council
with
information
on
the
planning
compliance
activity
for
the
period
of
first
of
January
through
to
the
31st

All
the

Thank.
A
A
K
Oh,
thank
you,
madam
chair.
The
purpose
of
this
report
is
for
Council
to
consider
the
draft
brim,
Bank
housing
and
neighborhood
character.
Background
report,
which
is
at
attachment
one
and
the
appendices
which
are
included
in
the
papers
at
attachment
to
officers,
recommend
the
council
notes
the
draft
housing
bring
back
housing
and
neighborhood
character.
Background
report
and
dependencies
as
attached
makes
the
draft
documents
available
for
the
community
on
council's
website
and
knows
the
draft
documents
may
be
further
updated
as
the
result
of
further
work.
Thank
you,
madam
chair.
D
Yes,
firstly,
I
would
just
like
to
thank
the
team
that
worked
on
this
piece.
This
very
important
piece
I
think
it's
really
reflecting
that
we
are
I
guess
going
with
the
times
currently
80
of
green
Bank
greenbank's
housing
Supply
is
separate,
separate
houses
and
does
not
match
everyone's
housing
needs.
So
it
was
really
good
to
see
that
the
new
housing
strategy
will
encourage
diverse
housing,
including
more
Apartments,
townhouse
and
multi-generational
housing
or
councilors.
I.
Guess
we're
all
involved
in
this
process
and
I
commend
this
report
to
council.
Thank
you.
C
C
C
The
background
report
identifies
both
the
opportunities
and
the
constraints
to
housing
growth
and
the
brim.
Bank
projected
growth
synonymous
with
housing
is
the
neighborhood
character.
This
is
imperative
to
take
into
consideration
important,
to
note
also
that
the
neighborhood
character
varies
from
one
residential
suburb
to
another.
Indeed,
six
emerging
characteristic
types
will
have
been
identified
in
the
analysis.
I
would
like
to
acknowledge
the
Intensive
and
diligent
work
by
give
by
Kevin
and
the
staff
and
prep
in
the
preparation
for
the
reports
presented
to
council.
Thank.
A
D
A
H
Sorry,
madam
I
would
like
to
move
an
alternate
motion,
a
report
recommendation.
Sorry,
it's
the
report,
so
everything
attached
a
b
and
c
just
to
add
d,
E
and
F
I'm
not
going
to
read
it
up,
but
as
per
shared
screen.
H
You,
madam
deputy
mayor,
Madam
mayor,
whilst
it
was
being
presented
tonight,
that
it
is
a
status
report
on
the
brim,
Bank
Greenwich
management
plan,
which
started
in
2010
a
20-year
strategy
for
brimbank
portion
of
Sunbury
Greenwich.
The
96
sorry
was
someone
did
I,
do
something
wrong.
H
Sorry,
the
cable
I'm
I'm
here
to
particularly
talk
focus
on
the
kilo,
Market
Gardens
land
and
I
praise
all
the
actions
that
have
been
you
know
done
so
far
and
I
think
that
a
lot
of
them
are
for
the
control
of
invasive
obnoxious,
weeds
pest
control
and
also
there's
a
master
plan
for
Sydenham
park,
that's
being
developed,
but
the
Keeler
Market
Gardens
land,
in
particular
the
agricultural
land
in
the
brimbank
part
of
the
Sunbury
Greenwich,
has
created
many
challenges
and
many
ongoing
issues
for
land
owners
that
are
grappling
for
viable
Economic
Development
and
it's
quite
clear
from
our
discussions
with
them
that
they
require
more
support.
H
These
are
landowners
and
Farmers
have
tried,
but
you
can
imagine
how
they
feel
where,
where
they're
dealing
with
waterways
that
have
had
the
health
destroyed
through
pfas
in
this
part
of
the
maribyrnong,
it's
all
but
been
ignored
by
Melbourne
water
and
their
EPA.
If
the
state
government
is
serious
about
continuing
agricultural
usage
of
this
particular
land,
then
we
do
need
more
financial
support
and
funding,
but
also
that
other
Innovative
and
viable
options
are
provided
if
agricultural
farming
is
no
longer
viable.
H
So
there
are
residents
that
have
tried
in
the
face
of
complex
conditions,
to
continue
farming,
in
particular,
as
one
of
the
actions
marked
as
ongoing
is
for
applying
for
funding
opportunities
to
support
local
and
peri-urban
food
production.
There
does
not
seem
to
be
enough
in
investment
from
the
Commonwealth
to
develop
these
areas
into
actual
food
bowls,
nor
to
set
up
small-scale
local
growing,
which
is
what
the
kilo
markets
were
traditionally
known
as
and
what
they
should
be
doing.
H
I
called
to
the
state
government
and
the
Commonwealth
government
to
come
down
and
see
for
themselves
that
the
fields
lying
empty
and
Now
dust
bowls,
where
the
once
thriving
farming
and
growing
Community
occurred.
It's
a
travesty
to
keep
calling
this
a
green
wedge
when
it's
quite
obvious
to
to
us
that
many
of
the
landowners
have
tried
but
are
facing.
Many
are
facing
financial
and
Oblivion.
H
H
A
Thank
you
before
we
proceed
further.
I
was
just
ask
councilors
if
they
have
any
questions
for
Mr
Walsh
on
this
report.
A
No
councilor
Kerr.
Would
you
like
to
speak
to
this
motion.
L
L
You
know
it
highlights
the
fact
that
our
hands
are
tied
and
we
are
relying
on
the
state
government
to
intervene
and
to
give
these
landowner
owners
some
answers.
So
I
call
on
the
state
members,
our
local
state
members
to
listen
to
the
residents
and
offer
a
resolution
for
them.
A
lot
of
these
people
are
suffering
from
Financial
ruin
and
I
hope
that
they
can
intervene
and
assist
us
in
being
able
to
service
these
residents.
Thank
you
thank.

C
C
Council
has
benefited
a
lot
from
the
previous
memorandum
of
understanding
and
it's
great
to
have
a
tertiary
institution
in
our
municipality
and
it's
very
critical
that
we
continue
to
capitalize
on
that
under
the
refreshed

as
attached
to
this

the
areas
of

and
very
much
looking
forward

C
A
M
A
Thank
you,
Mr
osmoski,
I'm
counselors.
Do
you
have
any
question
for
Mr
President?
No,
do
I
have
a
move
of
this.
E
A
A
A
H
H
The
authority
is
saying
that
changes
in
2015
to
TV
code
of
practice
increased
not
decreased
gambling
ads
when
children
are
watching
the
federal
government
authorities
response
to
this
is
to
put
the
onus
on
the
parents
and
to
say
to
the
the
parents
check
when
the
gambling
ads
can
be
broadcast
and
ensure
a
responsible
adult
supervisors
that
the
television
and
radio
time.
Surely
this
is
not
the
best
we
can
do.
H
H
Hence
why
I'm
bringing
this
notice
of
motion
is
that
I
am
concerned
about
the
devastating
impacts
of
gambling
on
our
community,
especially
because
the
these
ads
are
basically
psychologically
preparing
children
for
gambling
I'm,
calling
on
this
Council
to
Advocate
to
the
state
and
federal
government
for
the
introduction
of
a
total
ban
on
Sports
gambling
online
and
media
betting
advertisements
on
TV
and
social
media.
This
has
the
potential
to
significantly
reduce
gambling
harm
and
losses
in
our
community
and
across
Australia.
You
only
have
to
go
to
a
sports
club
to
overhear
kids.
H
These
days,
who
will
bet
on
who's
going
to
be
the
first
player.
That's
going
to
kick
the
goal,
who
you
know
it's
just
something
that
is
now
acceptable,
even
with
teenagers.
Talking
about
you
know
what
are
the
odds
of
people
kicking
goals?
It's
just
become
part
of
life,
but
the
losses
of
wagering
and
sports
betting
in
Victoria
has
reached
2.3
billion
dollars.
Every
day
on,
average
374
gambling
ads
are
broadcast
on
free-to-air
TV,
the
local
brim,
Bank
data
is
not
available,
but
it's
likely
that
brimbank
residents
have
contributed
to
these
increases.
H
H
So
in
a
nutshell,
in
conclusion,
I
remain
very
concerned
about
the
impact
of
gambling
and
advertising
in
our
community,
especially
Banning
gambling
advertising
is
critical
to
preventing
and
reducing
gambling
harm.
The
current
restrictions
on
gambling
advertising
are
not
strong
enough
and
have
detrimental
effects
on
our
communities,
and
particularly
young
people
through
this
notice
of
motion,
I
call
Council
to
Lobby
the
federal
and
state
government
to
implement
this
total
ban
on
Sports
gambling.
H
C
Thank
you,
madam
chair
I
would
also
like
to
Echo
councilor
Taco's
comments
in
general.
Gambling
advertising
has
a
great
impact
on
the
community.
It
has
much
more
of
an
impact
on
vulnerable
people.
The
community
is
increasingly
concerned
about
the
proliferation
of
sports
betting,
advertising
on
broadcast
and
diligent
media,
particularly
its
effects
on
young
people.
We
have
a
generation
of
young
people
growing
up
with
sports
betting
as
the
norm.
This
is
not
only
unacceptable
but
also
highly
concerning
the
devastating
Financial
psychological
and
social
impacts
are
well
known.
C
This
is
the
highway
to
a
catastrophic
disaster,
as
we
are
fostering
a
sick
society
which
not
only
does
not
Thrive
but
is
also
a
huge
economic
and
social
burden
to
the
broader
Community.
This
is
a
growing
public
health
issue
that
needs
to
be
at
rest.
The
sooner
the
better
I
call
on
the
state
and
federal
government
to
act
now.
The
alarmers
Are
Ringing
loud
and
clear
I
thank
councilor
tacos
for
putting
forth
this
motion.
Thank
you.

Currently
there
are
3
836
children
participating
in
swimming
lessons
across
both
of
our
facilities.
Fees
for
swimming
programs
at
Council
facilities
are
reasonably
priced
compared
to
other
private
competitors
and
include
free
year-round
swimming
for
the
student
and
a
supervising
adult
outside
the
swimming
lesson
times.
H
The
state
government
has
been
has
supported
a
number
of
Statewide
screening
programs
aimed
at
school-aged
children
like
swimming
in
schools,
the
swimming
school
swimming
outside
of
school
hours,
Voucher
Program,
get
active
vouchers
and
youth
accreditation
program,
and
they
have
invested
Millions
Statewide
since
2017.,
because
water
safety
is
a
priority,
but
the
brim
Bank
specific
support.
We're
asking
is
that
current
state
government-funded
water
awareness
and
swimming
lesson.
Programs
support
mainly
focus
on
school-aged
children.
H
So
in
conclusion,
while
the
state
government
provides
extensive
funding
to
support
school-aged
children,
I'm
more
concerned
about
the
lack
of
state
government
funding
and
to
support
for
at
risk
at
risk,
preschool
children
and
their
families
in
brimbank
who
are
over
represented
in
rate
in
in
the
most
recent
major
incidents
through
this
motion,
I
call
on
Council
to
write
to
the
state
government
acknowledging
their
funding
and
support.
However,
we
do
need
a
pilot
water
safety
program
identified
as
at-risk
called
preschool
children
and
families
in
Burbank.
Thank
you.
L
Thank
you
again.
I
just
want
to
commend
councilor
tacos
for
bringing
this
motion
to
council.
Just
recently,
I
brought
a
motion
for
a
full
safety
review
of
the
bring
Bank,
Aquatic
and
Wellness
Center,
and
this
coincides
with
this
motion
very
well.
I
mean
just
this
week.
There
were
two
drownings
in
North
Queensland.
L
Both
drownings
were
adults
from
the
call,
Community
and
I
think
it's
really
imperative
that
we
offer
some
support
for
preschool
children
me
taking
my
kids
to
the
bringback
Aquatic
Center
I,
see
it
firsthand
I
see
you
know,
just
the
lack
of
knowledge
in
water
safety
by
the
parents
and
the
children,
so
I
really
commend
councilor
tarkles
for
bringing
this
motion
and
I
hope
that
we
can
support
this
and
call
on
the
state
government
to
offer
some
support.
Thank
you.
Thank.
G
Yeah
I'd
like
to
thank
catataka
Hospital,
bringing
this
nurse
emotion
and
also
Cancer
Care,
also
for
your
comments
on
supporting
Express
communities
and
in
learning
essential
life
skills
and
yeah.
A
word
welcome.
The
state
government
to
provide
more
funding.
You're,
of
course,
like
swimming,
is
a
very
critical
skill.
G
You
know,
like
my
mother,
she
only
recently
learned
how
to
swim
at
the
pool,
but
that's
cool,
but
I
would
just
like
to
bring
the
attention
like
I'm
wondering.
Does
council,
oh
Council
organization?
So
what
are
we
doing
right
now?
Do
we
have
capacity
to
have
these
programs
already
in
place
like,
of
course,
I?
G
Do
welcome
more
initial
thing
from
federal
or
state
governments,
but
it
would
be
good
to
also
like
figure
out,
okay,
so
how
the
number
of
people
that
we
will
need
for
the
program
like
in
terms
of
like
Staffing
as
well
and
yeah
I,
think
that
needs
to
be
like
scraped
out.
I
think
that
would
be
good.
Thank
you.
In.
G
C
Just
quickly
again
to
reinforce
the
need
of
this
water
safety
programs.
C
Unfortunately,
at
the
beginning
of
the
year,
I
attended
the
funeral
of
a
young
brimbenga
youth
member
who
drowned
found
himself
in
a
rip
on
Christmas
day,
and
it
was
from
he
was
from
a
a
non-english
speaking
community
heartbreaking
is
not
the
word
to
be
able
erno
to
see
or
to
experience
such
a
horrendous
event
with
the
family
and
the
community.
C
C
When
I
found
myself
in
danger,
just
a
simple
thing
of
showing
up
your
hand,
the
their
life
lifeguards
would
know
that
you
are
in
danger
and
lucky
I
was
swimming
in
between
the
flags,
so
any
programs
regarding
water
safety
is
welcomed
and
again
I
want
to
thank
councilor
tacos
for
putting
forth
this
motion.
Thank
you.
A
A
B
Yes,
thank
you.
Councilor
Asic
I
submitted
this
notice
of
motion
regarding
the
Spur
Lane
over
a
week
ago,
in
understanding
that
Sunshine
is,
is
set
to
become
the
center
of
Melbourne's
booming
West
as
a
transport
super
hub
to
build
on
the
transformation
of
sunshine
station.
The
Department
of
Transport
and
planning
has
prepared
the
sunshine
station
master
plan
to
help
guide
change
and
investment
in
the
land
surrounding
the
station
and
provide
clear
direction
for
long-term
development.
B
The
purpose
of
this
notice
emotion
is
to
understand
in
writing
why
other
options
were
not
considered,
such
as
creating
a
dedicated
pedestrian
and
cycle
path.
Bridge
can
between
Hampshire,
Road
and
city
place
that
could
have
closely
supported
and
linked
all
the
businesses
on
both
sides
of
the
bridge,
in
particular,
seeking
clarification
as
to
whether
traffic
studies
will
be
or
have
been
completed,
to
support
the
project.
If
these
elements
of
the
sunshine
station
master
plan
were
to
be
implemented,
I
asked
my
fellow
counselors
to
support
this
notice.
Emotion,
thank.
E
Just
a
very
briefly
mother,
mayor
of
conseek,
Mr,
Paul,
unit's
name
on
the
board.
It
was
only
just
yesterday
which
Mr
Eunice
was
our
CEO
here
and
I.
Remember:
council
haddish
at
the
time
and
myself
asking
quite
a
number
of
questions
as
to
how
can
we
make
sure
that
we
have
a
connection
between
the
west
and
the
East
and
you're
saying?
Look,
we've
been
trying
our
best
to
do
so
and
that's
the
time
they
brought
forward
the
railing
to
the
airport
Etc.
E
So
it
was
always
been
my
willingness
to
see
that
happen
for
more
than
25
years,
but
we're
still
waiting.
We
had
a
loop,
a
loop
where
people
used
to
connect
at
times
under
the
under
the
railway
area,
but
unfortunately
they
fill
it
up
with
concrete.
So
today,
I
was
always
hoping
that
perhaps
the
bridge
once
the
rail
linked
to
the
airport
comes
along.
Maybe
the
bridge
will
come
down
and
connect
the
city.
Again
it's
been
years.
We
are
not
part
of
the
world.
He
was.
E
And
I
said
many
times
to
fellow
counselors
and
officers
thank
God
for
the
African
Community.
At
the
time
they
found
out
that
he
was.
There
was
no
tenants
there,
so
they
took
the
cheap,
render
and
kept
that
side
perhaps
alive,
but
that
to
me
it's
we
always
get
disappointed
because
of
no
connections
so
I
support.
Council
of
morale
is
Martian
tonight.
I
think
it's
worth
asking
them
again
a
question
and
let's
hope
that
might
be
something
come
out
of
it.
Thank
you,
deputy
mayor,
yeah,.

There

Thank

Thank

There
