Commencing 7.00pm
Council Chamber
301 Hampshire Road, Sunshine,
Victoria
0:00 Council Meeting No. 582 - Agenda - 15 December 2020
A
A
I
declare
this
meeting
open
up
seven
o'clock.
I
like
to
stand
a
more
welcome
with
members
of
the
public
who
are
viewing
that
way.
I'd
also
like
to
extend
a
special
welcome
to
representatives
from
victorian
state
emergency
service
who
are
joining
us
for
import
12.1
due
to
the
declaration
of
state
of
disaster
in
victoria.
This
meeting
is
deemed
open
to
the
public
via
an
online
live
stream
available
through
council
websites.
A
A
On
behalf
of
the
greenback
city
council,
I
would
like
to
acknowledge
the
traditional
custodians
of
the
land,
the
voluntary
people
and
pay
our
respect
to
oldest
past
present
and
emerging
item.
Two
council
commitment.
I
asked
councillors
to
remain
standing
for
the
council
commitment.
Others
may
be
seated
as
the
council.
B
A
We
will
act
in
the
best
interest
of
the
british
community
and
consider
the
immediate
and
long-term
impact
of
our
decisions.
We
will
make
these
decisions
clearly
and
without
advice.
We
will
uphold
all
of
our
obligations
under
the
law
of
victoria
and
council
for
local
law
and
we
will
act
in
accordance
with
our
code
of
conduct.
A
A
A
A
C
B
Gladly
well,
river
city
council
would
like
to
just
thank
the
different
organizations
and
multicultural
communities
that
were
involved
in
their
culturally
and
literacy.
Diversity.
These
hospitals
and
you
know,
being
impressed
with
these
communities
like
these
task
force,
has
been
a
great
support
to
us
and
especially
helping
out
delivering
food
parcels
and
supplies.
So
I.
A
A
Carried
council
would
like
to
congratulate
the
riverbank
organization
who
were
funded
by
the
state
government
controlled
and
linguistically
divided,
very
diverse
communities,
passports
for
the
outstanding
contribution
to
the
community
during
the
probably
19
pandemic
on
such
organization.
In
the
sudanese
mother's
coalition
of
victoria,
the
coalition
received
funding
from
the
department
of
premier
and
cabinets
to
provide
food
relief
for
volunteers
people
in
the
south
sudanese
community.
A
A
The
coalition
is
committed
to
support
and
advocate
for
young
people
in
the
community
who
are
experiencing
homelessness
and
are
disconnected
from
their
families.
They
have
a
collaborative
collaborative
partnership
agreement
with
prevail
council
neighborhood
health
students.
The
partnership
is
focused
on
range
of
projects
to
address
building
integration,
connection,
reducing
gambling
harm
and
mental
health
literacy
in
their
community.
A
C
Emotion
is
for
a
young
athlete
born
and
bred
here
in
sunshine
malabar.
I'm
always
talking
about
the
young
man
called
peter.
C
So
the
last
couple
of
years
was
playing
for
developer
renegade,
the
other
night.
It
took
two
two
weeks:
it's
brilliant
wickets,
I
say
and
the
whole
hydrogen
family,
which
were
all
sportsmen
young
nick
his
father
at
the
time
for
me.
So
I
always
follow
me.
He
was
over
the
moon
together
with
his
mom.
Soon
they're,
fantastic
and
he's
images
are
very
proud
here
in
the
west,
and
I
wish
him
well.
C
Well,
I
guess
I
repeat
what
I
said
earlier-
that
knowing
the
young
peter
since
he
was
in
the
in
the
prime,
if
you
like,
and
the
whole
family
for
a
long
long
time,
I
felt
very
proud,
as
an
individual
myself,
watching
playing
for
the
renegades
last
couple
of
years
and
spent
some
time
in
england
by
the
way.
So
it's
it's
all
there,
so
it's
generating
to
build
something
for
him
and
the
whole
sunshine
yeah.
A
I
would
also
like
to
second
what
sam
said
and
particularly
proud
as
a
cricket,
tragic
that
this
is
a
homegrown
talent
he's
causing
a
buzz
amongst
the
community
and
I've
got.
I've
got
some
words
here
from
ricky
ponting
who's.
Speaking
on
the
post-match
show
who
picked
hedzoglu.
As
the
talking
point
seemingly
impressed
by
the
league
spinner's
debut
performance
in
which
he
was
dismissed,
he
dismissed
two
test
players
and
also
josh
labour
at
zoglu's,
renegades,
teammate,
hailed
him
as
a
brilliant,
debut
performance
after
the
game.
A
A
D
A
Thank
you
for
your
question.
Having
reviewed
this
question,
I
have
determined
that
this
question
should
be
solved
under
the
bring
back
governance
rules
on
phases
that
the
question
seeks
a
response
from
an
individual
counsellor.
Therefore,
not
a
question
of
counsel
and
two.
The
question
relates
to
matter
outside
the
duties,
functions
and
powers
of
counsel.
The
question
will
not
be
read
spread
out,
but
a
written
response
will
be
provided
to
miss
sharma.
A
Thank
you
for
your
question.
Having
reviewed
this
question,
I
have
determined
that
this
question
should
be
dissolved
under
greenman
governance
rules
on
the
basis
that
the
question
sees
a
response
from
an
individual
counsellor.
Therefore,
not
the
question
to
counsel
the
question
will
not
be
read
out,
but
the
written
response
will
be
provided
to.
Ms
sharma
third
question
is
from
mr
jamie.
A
A
A
Having
reviewed
this
question,
I
have
determined
that
this
question
should
be
dissolved
under
the
prevent
governance
rules
on
this
is
that
the
question
seeks
response
from
individual
counselors.
Therefore,
not
the
question
to
counsel
as
required.
I
irr
sorry,
is
it
irrelevant
to
a
council
ability
to.
D
A
As
per
previous
responses
to
your
questions,
council's
expression
of
interest
before
the
home
of
the
matildas
was
unstable
within
existing
counselor
budget
and
resources.
Bring
bank's
same
upper
stony
creek
campaign
resulted
in
the
federal
and
state
government
re-committing
to
the
delivery
of
the
revising
project,
scope.
A
E
A
A
In
recent
years,
council
has
planted
around
250
000
semi-mature
trees
and
tube
stock
plants
in
streets
and
parks,
which
has
already
increased
the
kind
of
recovery
in
relation
to
elder
exercise,
equipment
and
a
community
garden
in
family.
I
have
been
advised
that
outdoor
exercise
equipment
is
planned
for
waterfield
park
can
leave
in
2021
and
other
parks
in
family
will
be
considered
in
following
years.
A
Well,
there
are
no
current
plans
for
community
guardian
family
council
officers
have
advised
that
they
they
will
happily
to
they'll,
be
happy
to
discuss
this
idea
with
the
community
in
the
east
community
demanding
for
the
one.
D
A
D
Joan
come
and
larry
just
one
suggestion:
the
green
bin
should
be
larger,
free
of
charge
for
every
broom
bank
resident.
This
will
encourage
residents
to
clean
their
properties,
trim
their
trees,
keep
lawns
tidy
and
safe
from
fires.
The
castle
will
shred
all
these
clippings
and
sell
it
back
to
residents
as
much
it's
a
win-win
situation.
D
A
A
A
In
regard
to
your
suggestion,
to
bring
back
back
to
once
a
year
hard
rubbish
collection,
I
can
advise
that
every
president
household
in
britain
is
able
to
book
one
no
charge.
I'd
call
service
each
financial
year.
Additional
collection
can
be
required.
Charges
for
additional
collection
will
apply.
Details
of
the
ad
called
hardware's
collection
service
can
be
found
on
councillor
websites.
D
Two
questions
from
nasihao
lima:
when
will
you
upgrade
children's
playgrounds,
toilets
tables
and
benches
in
brimbank
park
in
the
past
21
years?
You
didn't
do
nothing
in
the
park.
We
deserve
to
have
a
nice
park
like
everyone
else.
Second
question
when
dreamback
park
will
have
drinking
water
and
some
rubbish
bins
and
some
exercise
equipment.
A
A
I
have
been
advised
that
council
has
been
continually
advocating
on
the
state
government
and
parks
victoria
for
improving
to
green
bay
park
facilities
and
access
from
surrounding
suburbs.
It
is
noted
that
the
state
government
recently
announced
the
greenbank
park
and
organ
pipes
national
park
will
receive
funding
for
improvements.
A
Thank
you
for
your
question.
I
have
been
advised
that
council
spent
approximately
80
000
in
2014
to
upgrade
the
200
kilowatts
reserve,
and
at
this
stage
there
are
no
further
upgrades
planned
in
relation
to
the
development
on
the
transmission
easement.
I
have
been
advised.
The
council
is
restriction
in
planning
trees
and
installing
concrete
parts
due
to
existing
of
the
main
grassland
spaces
which
are
protected.
A
Thank
you
for
your
question.
Communion
car
parking.
A
train
station
is
the
responsibility
of
the
state
government.
Not
the
council
council
understands
community
with
parking
at
train
station
and
will
continue
to
advocate
to
state
government
on
behalf
of
community
communities
for
increased
access
to
training
stations
in
regards
to
water
gardens
train
station.
I
have
been
advised
that
council
offices
are
assisting
the
department
of
transport
to
review
car
park
options
in
the.
A
Freeman
council
undertakes
a
range
of
service
and
program
initiatives
to
promote
inclusion
about
the
diverse
commitment,
including
the
lgbtiq
community.
The
new
council
will
soon
be
commenting
the
development
of
the
four-year
council
plan
that
outlines
the
council's
priorities
during
this
period,
working
towards
frankel's
big
accreditation
will
be
able
to
consider
by
the
new
council.
A
Specifically
council
recognizes
that
further
investment
and
facilities
are
required
to
support
local
learning
outcomes,
including
the
provision
of
more
secondary
education
options
for
direct
residents
in
2019
council,
undertook
and
released
a
dedicated
german
secondary
education
need
analysis,
which
and
identified
a
number
of
issues,
gaps,
challenges
and
opportunities
to
improve
secondary
education
options.
American
families.
This
research
formed
the
base
of
advocacy
and
engagement,
which
we
have
taken
up
with
the
location
members
of
parliament,
the
state
government
and
the
department
of
education,
and
will
continue
to
do
so.
A
Thank
you
for
your
question.
Counselors
counsel
officers
have
looked
into
your
question
query
and
know
the
following
that
in
your
requests
submit
the
9th
of
december
2020,
you
have
not
required
a
response
from
counsel
you're

is
currently
being
actioned

D
A
A
D
Diane
capelli
ask
the
next
question:
I've
ordered
a
submission
to
council
tacos
on
the
29th
of
november
of
redesigning
bloomberg
clubhouse.
I
would
just
like
to
hear
the
responsible
feedback
on
the
submission
and
if
we
could
at
least
consider
two
major
parts
of
this
change
being
green
valley,
dog
park
and
keyhole
park
reserve.
Thank
you.
A
D
Eli
asks
when
community
works,
for
example,
installation
of
speed
ups
are
approved
to
go
ahead.
There
should
be
a
set
period
of
time,
for
example,
up
to
two
year
cap
on
waiting
time
for
jobs
to
be
completed,
funds
need
to
be
allocated
appropriately
to
complete
tasks
or
waiting
lists
up
to
a
two
year.
Waste
should
be
enough
to
plan
resources
and
complete
work.
The
community
should
not
be
on
a
sliding
scale
of
being
constantly
reshuffled
down
the
list.
Jobs
need
to
reach
completion
in
a
timely
way.

A
Park
is
the
responsibility
of
the
state,
government
and
parks.
Victoria
ideas
like
the
one
you
have
raised
will
be
best
directed
to
the
state
government,
either
through
parks,
victoria
or
through
your
local
member.
Joe
kaliha
also
asks
what
investigation
and
public
forums
are
there
to
communicate
the
issues
and
dangers
regarding
the
kielba
tip
to
the
community.
A
The

including
requirements
for
public
forums,

and

related
to
the

on

events
planning,
in
addition
to
the

Please
visit.
D
Next
question
is
from
the
albion
and
rto
community
club,
represented
by
president
neil
hayes,
who
asks
in
support
of
council's
greening
up
the
west
strategy.
The
albion
and
rtr
community
club
incorporated
brackets
double
a
double
c
made
representations
to
council
in
early
2020
and
subsequently
during
the
year
about
missing
street
trees
and
album
brackets
and
double.
A
double
c
observation
is
that
replacing
missing
street
and
part
trees
is
just
as
critical
manner
for
implementation
of
the
strategy
as
planting
in
new
areas
and
new
paths
close
brackets.
D
Accordingly,
the
council
please
commit
to
planting
replacement
trees
currently
missing
street
and
park
trees,
historic
garden
city
made
with
albion
in
the
first
half
of
2021,
including
noting
a
variety
concern
for
missing
street
pocket
park,
trees
and
soldiers.
Settlement

where
the

already

Planting.
A
A
A
A
A
Before
we
consider
report
for
one,
I
would
like
to
invite
mr
john
chaplin
and
miss
martial,
chaplain,
sorry
and
miss
marcia
patton
of
the
victorian
state
emergency
service
to
present
the
audit's
certificate
to
council.
G
Okay,
just
making
sure
you
can
hear
me:
okay,
it's
alright.
Okay!
Thank
you.
Look!
My
name's
john
chaplin,
I'm
from
regional
officer
management
from
sds
and
lawyership
patent
is
the
regional
officer
that
supports
boom
bank
council.
I
was
the
auditor
for
your
latest
plan
that
went
up
for
audit.
G
I
just
want
to
take
the
opportunity,
first
of
all,
to
say
thanks
for
the
opportunity
to
speak
tonight
on
behalf
of
the
audit
result
I'll
talk
about
the
outcome,
the
certificate
will
actually
follow
when
that
will
go
up
through
the
iterations
of
msc
and
and
council,
and
so
on.
The
order
was
conducted
by
big
pole,
dhhs
and
myself
representing
scs,
and
it
was
done
by
virtual
mode
with
some
other
stakeholders
involved.
I've
got
to
say
virtual
mode
is
a
challenge
and
particularly
an
ordered,
but
what
made
it?
G
What
made
it
work
was
the
fantastic
evidence
that
your
emergency
management
scene
was
able
to
provide.
You
know
normally,
orders
take
four
or
five
hours
to
get
through.
We
have
to,
you,
know,
make
sure
the
evidence
is
there,
but
to
have
it
the
way
it
was
done
all
in
a
pre-ordered
fashion.
It
was
a
terrific
result
made
my
life
as
the
auditor
a
lot
easier
in
the
panel
itself.
G
We
also
undertook
the
opportunity
to
test
the
new
self-assurance
model.
That's
the
change.
G
That's
occurring
the
first
of
december
and
six
councils
across
victoria
put
their
hand
up,
I'm
not
sure,
remember,
put
their
hand
up,
but
we
don't
put
their
hand
up,
but
we're
very,
very
grateful
because
we're
able
to
make
sure
the
neutral
coming
in
is
fit
for
purpose,
and
it
was
a
really
good
opportunity
to
go
through
that,
and
some
of
the
questions
you
know
asked
today
will
help
break
the
audit
a
comply
outcome
in
every
element
of
the
plan
and
processes.
So
it's
a
fantastic
result.
G
There's
24
questions
with
a
lot
of
elements
which
are
those
it
was
a
hundred
percent
on
everything
as
an
order,
that's
hard
for
me
a
lot
to
get
something
wrong,
but
everything
was
really
good.
I
just
want
to
also
point
out
some
of
the
highlights
of
this
because
there's
fantastic
work
put
in
over
three
years
to
get
this
result.
It
just
doesn't
happen
overnight.
G
First
of
all,
the
quality
of
the
plan.
It's
a
high
standard
plan,
it's
easy
to
read
it's
really
usable
and
it's
laid
out
really
well
with
good
linkages
and
so
on.
The
response
to
covert
and
the
ability
of
the
emergency
team
to
achieve
such
a
good
result
during
this
period
is,
is
testament
to
just
the
way
this
team
works
and
maybe
also
the
way.
I
guess
the
way
all
of
your
council
works
as
well,
because
you've
had
a
a
really
difficult
time,
but
we're
still
able
to.
G
I
was
going
to
lower
the
level
of
compliance
to
help
councils.
Here
we
didn't
have
to
lower
the
clients
at
all.
Here
everything
was
met.
Another
highlight's,
just
operational
readiness,
the
capabling
capacity
to
respond
timely
and
effectively
to
your
community,
was
shown
out
through
the
audit
you're
ready
to
go.
It's
not
just
the
plan
that
sits
on
the
shelf.
G
It's
highly
community
focused,
so
knowing
the
community,
the
risks
and
the
needs
of
community
and
supporting
those
is
terrific.
The
relief
and
recovery
arrangements
and
the
buy-in
from
the
associated
relief
and
recovery
agencies
is
testament
to
the
stakeholder
engagement.
That's
gone
on,
as
I
talked
about
the
high
quality
evidence
to
support
the
audit
and
the
integrated
communication
planning
committee.
It's
not
just
the
traditional
members
of
the
committee,
the
response
relief
recovery
agencies,
it's
industry,
it's
subject
matter
experts,
it's
the
infrastructure
areas
as
well.
G
You've
really
got
an
integrated
committee
that
meets
and
turns
up
and
does
good
work.
I'd
like
to
acknowledge
the
efforts
of
the
emergency
management
team,
alex
caronius.
If
every
council
had
no
ex
grownups
who
wouldn't
have
an
audit
in
a
negative
result
anywhere,
absolutely
fantastic
tom
brazmoski,
john
mcdonnell,
I
think
the
name
is
suzanne
rivera,
john
peploro
and
yes,
he
has
marisha
patton
maurice
has
done
a
terrific
job.
Going
maurice
has
just
come
back
from
delph.
Doing
a
secondman
has
come
into
four
audits
and
been
supporting
council.
G
So
what-
and
I
know,
she's
very
highly
regarded
because
we
regard
it
by
as
well,
and
also
I'd
like
to
thank
the
memc
members
and
the
green
bank
senior
staff
as
well
for
the
support.
You
obviously
give
the
team
to
get
results
like
this,
so
the
plan
and
process
is
a
well
placed
for
the
transition
to
self-assurance.
G
F
A
Thank
you.
I'd
just
like
to
reiterate
what
john
has
mentioned.
The
committee
that
I
sit
on
for
the
riverbank
city
council
is
a
professional
committee
with
a
variety
of
representation
across
your
community
and
it's
well
engaged,
and
we
have
good
input
from
all
the
members,
and
I.
B
A
With
the
committee
and
adopting
the
new
legislation
changes
that
we'll
be
moving
forward
with
a
done
team
and
see
you
in
2021.
Thank
you
so
much.
A
A
E
A
A
A
A
Agreed
to
take
part
in
a
pilot
of
the
proposed
self-insurance
model,
the
proposed
self-assurance
model
will
be
facilitated
by
the
municipal
emergency
management
committee
and
will
supersede
the
current
audit
process.
The
self-assurance
model
consists
of
self-assessment
checklist
and
six
response
and
evidence
to
20
requirements.
A
A
separate
report
will
be
provided
to
council
and
detailing
the
emergency
planning
reform,
and
I
would
also
like
to
congratulate
and
acknowledge
all
the
hard
work
involved
in
preparing
these
supplements.
It
has
been
three
years
in
the
making
and
thank
you
for
everyone.
Thank
you.
Thank
you.
I'm
mike
council
alaikum,
second
of
the
version
to
speak.
E
A
That
is
absolutely
first
class
in
the
previous
of
the
current
term.
Extreme
heat
is
also
of
particular
concern
to
our
vulnerable
community
members,
and
such
plans
aren't
integral
to
responding
to
all
types
of
critical
impacts
and
ensuring
that
we
are
prepared.
This
council
has
and
will
continue
to
advocate
strongly
to
mitigate
the
impacts
of
extreme
heat
on
the
most
vulnerable
in
our
community.
I
congratulate
director,
whiteside
and
all
the
staff
involved
in
this
fantastic
achievement.
A
A
We're
going
to
12.2
coin
19
response
and
recovery
update
strategy,
and
I
would
like
to
invite
miss
langley
dunwood
to
present
this
report.
Thank
you,
mr
mayor.
The
purpose
of
this
report
is
to
provide
council
and
the
community
with
the
monthly
update
on
the
implementation
and
progress
of
the
gridvape
coronavirus
response
and
recovery
strategy
for
the
reporting
period
of
the
1st
of
october
to
the
30th
of
november
2020..
A
A
A
I
guess
what
is
striking
to
read:
is
this
a
lower
than
expected
take-up
of
covert
19
hardship
policy
which
council
had
budgeted
for
as
part
of
our
code
with
19
response
strategy
and
also
note
there
has
been
a
decrease
or
unfavourable
variances,
with
the
impact
from
covet
19
on
fees
and
other
revenue
due
to
closure
of
our
leisure
centres
and
waivers
and
etc
to
sporting
clubs
and
the
likes
of
the
fees
given
for
most
sports
clubs
were
were
closed
during
this
period,
so
the
budget
has
had
to
adapt
to
these
changes
and
as
we
move
into
the
recovery
mode
we
are,
we
are
starting
to
reopen,
and
our
facilities
and
council
will
continue
to
support
the
community
and
continue
our
strong
capital
works
plan
to
improve
bring
bank.
E
Thank
you.
Thank
you
through
the
chair.
I'd
certainly
like
to
support
the
words
of
councillor.
The
list
of
in
the
report
of
key
achievements
are
very
impressive
and
just
to
highlight
a
couple.
Granting
of
45
free
permits,
a
value
of
15
000
to
support
the
outdoor
dining
program,
recruiting.
F
E
E
A
A
E
A
E
Motion,
thank
you.
Madame
there's,
some
interesting
information
here
that
is
relevant
to
all
of
us,
and
that
is
the
cost
of
the
development
of
new
applications
for
october.
2020
is
28
and
a
half
million,
and
we
know
from
november
or
october
64.
So
that
is
a
bit
of
a
drop.
E
Needless
to
say,
there
is
important
to
understand
that
this,
these
millions
of
dollars
being
spent
on
development
is
very
much
translating
into
jobs,
construction,
jobs,
development,
jobs
and
eventually
into
jobs
that
these
type
of
developments.
C
E
A
A
Are
they
playing
motion
carrier
we're
going
to
12.4
quarterly
budget
report
for
the
period
ending
that
is
september
2020.?
I
would
like
to
invite
mr
callum
sorry,
mr
shenmar,
to
present
this
report.
Thank
you.
Thank
you.
Madame
this
report
is
a
requirement
under
the
local
government
act
2020
and
provides
council
with
quality
progress
report
on
its
financial.
G
G
A
B
A
A
A
The
operating
and
cash
forecast
results
reflect
how
cancer
is
supporting
the
community
through
the
implementation
of
the
government,
mountain
response
and
recovery
strategy
and
the
state
of
emergency
measures
impacting
how
we
are
doing
business
as
a
result
of
coping
in
terms
of
operating.
The
annual
budget
has
a
surplus
of
897
000.
F
A
Operating
service
of
3.42
million
dollars,
which
is
favorable
to
the
annual
budget
by
2.52
million
dollars,
the
cash
balance
for
the
financial
year
for
the
ending
30th
of
june
2001
is
forecast
to
be
24.78
million
dollars
compared
to
a
budget
cash
balance
of
16.48
million
dollars,
which
favorable
to
budget
by
8.3
million
dollars.
The
cash
forecast
has
been
adjusted
in
line
with
the
adjustment
of
the
operating
capital,
budgets
and
assumptions
following
the
implementation
of
government
team
response
and
recovery
strategy.
C
A
A
D
A
E
Act,
I
was
just
wondering
how
that
has
that
been
incorporated.
D
You
this
lazy
magnets
pick
up
as
well.
A
And
I
support
the
push
for
greater
transparency
around
the
hardship
policy
and
greater
fairness
in
how
it's
applied.
There
needs
to
be
greater
clarity
around
how
does
one
apply
and
what
the
conditions
are
and
also
what
options
does
a
financial
hardship
policy
actually
offer?
This
council
is
heavily
dependent
on
rates
as
revenue
and
most
of
our
income
is
derived
from
rates.
It
is
important
to
also
note
that
our
demographic
also
has
some
of
the
most
disadvantaged
members
under
the
safa
index.
B
A
A
The
proposed
amendment
is
more
equitable,
as
it
is
applied
across
the
entire
great
phase
when
it
comes
to
deferment
of
grades
and
charges.
I
highly
welcome
the
proposed
amendments.
Our
community
is
hit
very
hard
by
the
pandemic,
and
subsequent
financial
repercussions
will
be
held
for
10
years.
Thank
you.
Does
anyone
want
I'll
switch?
The
spin
for
the
motion
against
the
motion?
F
A
A
And
the
local
government
act
of
2020,
the
report
variously
informs
council
of
delegated
decisions.
Outcomes
of
previous
council
resolutions
seeks
relevant
decisions
in
this
particular
month,
also
appointments
to
external
bodies.
Thank
you.
Madame
thank

councils.
Are
there
any
questions
or
points
of
qualification.

Does
anyone
else
wish

the

against
the
motion?
A
A
A
Of
the
motion
to
speak
mega
mayor
I'd
like
to
to
say
that
this
is
a
very
comprehensive
report.
It's
an
extensive
synopsis
of
the
enormity
of
the
work
the
previous
council
undertook
when
it
decided
the
key
priorities
for
this
community
in
advocacy
and
worked
hard
with
dedicated
and
committed
officers
to
deliver
it.
I
have
been
very
honoured
to
serve
in
advocacy
in
the
advocacy
portfolio
for
three
years
of
our
council,
our
previous
council.
A
I
made
a
commitment,
as
did
others,
through
its
transform,
bring
back
platform
to
not
just
meet
the
challenges
our
community
face,
but
to
tackle
them
head
on
with
action
and
advocacy
initiatives
that
have
formed
as
priorities
going
forward
with
a
very
strong
community.
A
First
hat
now
this
council,
some
of
the
important
initiatives,
are
investments
in
local
jobs
in
education,
partnerships
such
as
the
ones
with
victoria
university,
the
construction
of
the
sun,
orbits
health
and
well-being
hub
a
transformational
project
that
is,
in
its
very
essence,
very
innovative
and
the
first
of
its
kind
to
tackle
prevention
in
a
lot
of
the
disadvantage
that
our
community
experiences
also
the
recreation
facilities
across
greenback.
A
When
we
arrived
in
this
council
four
years
ago,
some
of
the
facilities
were
at
best
dickensian
and
when
we
looked
around
and
did
a
tour,
if
you
have
a
look
at
places
like
synorbons
now
you
will
you'll.
B
A
The
very
real
difference
that
that
last
council
has
made-
and
I'm
sure
we'll
continue
with
the
transform,
bring
back
policy
one
of
the
biggest
issues
and
challenges
that
this
council
faces
contamination
across
our
council
with
having
an
enormous
amount
of
previous
legacy
contamination,
as
it's
called
through
various
landfills
and
continued
contamination.
A
So
one
of
the
big
issues
that
we
had
in
the
transport
bring
bank
was
also
environmental
equity
and
that
what
that
means
is
providing
some
fairness
back
to
our
community
by
remediating
a
lot
of
this
contamination
and
healing
the
earth,
but
also
making
sure
that
our
community
is
living
in
in
an
environment
that
is
both
the
amenities,
pleasant
and
healthy.
A
Finally,
the
most
important
issue
of
the
last
12
months
was
to
help
combat
the
covert
19
issues
across
that
hurt
our
community
and
the
implementation
of
the
bring
back
covert,
19
response
and
recovery
strategy.
I
strongly
recommend
this
amazing
report
annual
report
and
congratulate
all
the
officers
and
the
previous
council
for
the
efforts.
Thank
you.
Thank
you.
Unlike

A
Thank
you.
Mother
mayor,
I
would
like
to
endorse
considerations
comments
and
it
is
a
highly
comprehensive
report
for
the
year
2019
at
20,
and
it
has
certainly
been
a
great
pleasure
going
through
this
report
and
look
back
at
the
achievements
that
the
previous
council
has
achieved
and
as
councilor
there.
H
A
Very
key
highlights
in
this
report,
perhaps
also
worth
mentioning
the
delivery
of
a
strong
73.52
million
dollar
skeptical
works
program
that
laid
the
foundation
to
create
a
more
prosperous,
inclusive
and
livable
community,
as
well
as
securing
75
million
dollars
in
government
and
non-government
funding
to
support
the
brimbank
community
through
council's
advocacy
and,
of
course,
keep
working
on
the
strategy
achievement
throughout
this
last
nine
months
or
so
so,
once
again,
congratulations
to
everyone
at
the
big.
Thank
you
also
to
the
officers
and
the
councillors
of
the
previous

some
of

landfill
levy
revenue,
which
is
standing
at
hundreds
of
millions
of
dollars
to
invest.
In
the
above
initiatives
note,
we
should
note
that
the
transforming
brimbank
2020
environmental
equity
agenda
in
the.
F
E
A
The
very
comprehensive
response
made
by
councillor
lancashire
I'd
also
like
to
reinforce
our
objection
that
our
community
again
receives
this
this,
if
that's
contaminated,
but
also
because
of
the
experience
in
the
past
of
legacy
contamination
that
this
council
does
not
want
to
leave
another
legacy
contamination
for
future
generations,
because
we
are
now
dealing
with
legacies
of
past
decisions.
So
we
have
got
that
opportunity
as
architects
of
the
future
for
our
future
generations
to
make
decisions
that
protect
our
community.
A
That
also,
as
our
councilor
lancashire,
pointed
out,
remediate
and
ask
for
environmental
equity
for
past
mistakes,
where
we
have
been
used
as
a
dumping
ground
for
a
lot
of
victoria's
contaminated
and
toxic
waste
and,
as
we
know,
pfas
is
called
a
forever
chemical.
It
is
very
difficult
for
it
to
to
actually
dissolve,
and
it
has
a
highly
literature,
it's
a
highly
leeching
chemical
that
can
leach
through
soil
and
through
water.
So
I
highly
support
capsule
lancashire
to
our
objection
to
to
the
moving
of
contamination
through
greenback.
Thank
you.
B
I'll,
let
you
speak
for
the
motion
to
oppose
the
ingredient
of
toxic
salt
group.
Don't
think,
as
we
all
know,
greenback
already
does
have
a
lot
of
just
lasting
impacts
from
previous
landfill
sites
and
just
speak
about
future
generations
and
also
their
environment.
B
F
A
A
A
The
local
government
act
2020
requires
council
to
adopt
a
community
engagement
policy
on
or
before
the
1st
of
march
2021..
Thank
you
very
much.
Thank
you
councils.
Are
there
any
questions
or
points
of
clarification?
Yes,
I
have
a
question
to
the
director:
where
is
the
debt?
The
final
date
of
the
consultation
for
this
important
policy.
A
A
A
Community
engagement
is
probably
one
of
the
most
important
policies
this
council
does.
I
know
that
most
councils
are
putting
out
their
draft
engagement
policies
for
community
feedback
at
the
moment.
It's
a
major
policy
and
a
guiding
document
and
is
so
important
to
get
it
right
and
given
we
are
a
community
first
council,
we
must
be
guided
by
the
best
practices
in
community
engagement
to
infect,
to
effectively
inform
our
own
decisions
decision
making
processes.
A
A
A
E
E
E
So
this
is
one
for
the
community,
the
media,
to
pick
up
on
quite
strongly
and
to
have
a
good
look
at
over
that
christmas
break
and
to
take
it
very
seriously.
But
this
is
an
important
part
of
how
we
develop
our
full
range
of
policies
in
council.
So
please,
for
all
the
community
groups.
Individuals
and
others
have
a
look
at
this
policy
and
certainly
provide
your
feedback
on.
It
will
be
most
welcome,
probably
very
good,
as
the
start
of
an
excellent
consultation
process
that
we.

report
cards.
I
would
like
to
invite
miss
lindley
dumble
to
present
this
report.
Thank
you.
Thank
you.
The
purpose
of
this
report
is
to
present
to
council
for
noting
report
cards
that
list
key
achievements
of
the
community
safety
strategy,
the
electronic
gambling
policy
and
the
famous
equality
and
respect
strategy
for
the
period
2019.
A
A
We
have
submitted
a
motion
at
mav
conference
to
reduce
the
harm
of
agm's
agms,
including
reducing
operating
hours
and
maximum
bets
as
well
and
submitted
motions
to
ngav
national
general
assembly
of
local
government
to
introduce
regulation
of
the
limit
and
the
convergence
of
video
gaming
and
gambling
and
reducing
children's
exposure
to
gambling
ads
on
radio
and
television,
because
we
believe
that
this
is
a
conduit
to
promoting
that
gambling
later
on,
we
ran
again
a
gambling
with
lives
event
to
raise
awareness
to
our
community
on
the
impact
of
gambling
on
people's
lives
with
excellent
guest
speakers.
A
We've
also
assisted
sports
clubs
in
our
community
to
draft
gambling,
hard
reduction
programs
planned
and
delivered
activities
as
part
of
council's
libraries
after
dark
program
to
help
offer
social
alternatives
to
people.
That
would
usually
go
to
gambling
to
look
at
an
alternative
to
go
to
libraries
that
are
staying
open
a
bit
longer
and
prevent
that
risk
of
gambling
harm.
A
Our
officers
have
done
so
much
and
such
great
work.
However,
we
have
got
still
a
lot
of
important
work
to
do
to
continue
to
push
for
reform
in
helping
minimizing
the
harms
of
gambling
to
our
community
and
often
in
the
most
disadvantaged
pockets
of
brimbank
is
where
you
will
find
the
highest
numbers
of
egms
or
electron
electronic
gambling
machines
are
located.
It
is
imperative
that
we
continue
advocacy
in
this
important
area
to
prevent
gambling
harm.
Thank
you.
Thank
you,
council
doctors,
new
and
secondary
motion
to
speak.
E
Just
I
I
do
recall
I
I
certainly
spoke
the
words
of
cancer
titles.
I
didn't
recall
that
council
targets
had
put
a
notice
of
motion
up
relating
to
electronic.
E
E
To
monitor
and
certain
bank
council
targets
for
initiatives
in
those
areas
that
while
gambling
is
clearly
a
problem,
it
is
where
it's
occurring
hidden
that
can
even
be
worse.
Thank.
A
The
clear
motion
carried
sports
facility
development
plan,
2018
and
community
service
infrastructure
planning,
2018
to
2038
report
card
and
briefing
physical
activity
strategy
report.
I
would
like
to
invite
director
miss
lindley
to
present
this
report.
Thank
you.
A
The
purpose
of
this
report
is
to
present
to
council
kenodi
reports
cards
that
list
key
achievements
of
the
sports
facility,
development
plan,
the
community
services
and
infrastructure
plan
and
the
brim
bank
physical
activity
strategy
for
the
period
2019
to
2020..
Thank
you.
Thank
you
councils.
Are
there
any
questions
or
points
of
clarification.
A
H
A
B
E
F
E
C
E
I
think
it
does
very
much
justify
the
return
of
councillors
to
bring
back
in
what
they've
achieved
in
the
last.
C
Contribution
that
runs
to
millions
of
dollars
in
all
those
upgrades
so
and
the
work
of
the
staff
in
following.
E
Through
all
those
policies
to
get
those
changes
made
has
been
excellent.
So
compliments
to
the
staff,
but
in
this
case
compliments
to
the
the
councillors
who
have
done
that
work.
A
Thank
you,
council
does
anyone
else
wish
to
speak
for
the
motion
just
like
to
reiterate
and
thank
those
fantastic
comments
made
by
the
previous
councils,
but
I
also
just
want
to
report
the
tremendous
sense
of
community
pride
that
our
children
feel
when
they
play
in
these
new
centres
as
compared
to
what
they've
played
in
before
one
example
of
it
that
I'd
like
to
give
is
errington
reserve.
Where
you
know
for
many
many
years,
children
felt
not
too
proud
about
that
that
particular
facility
and
that
area.
A
That
was
quite
scary
in
many
ways
for
kids
to
play
in.
But
if,
if
you
do
go
for
a
walk
down
to
areata
now
and
see
the
tremendous
transformation
that
this
council
undertook
to
to
turn
this
into
a
first-class
destination,
and
it's
not
finished
yet,
because
the
tennis
there's
tennis
courts
to
go
in
as
well,
but
it'll
be
multi-use.
F
A
A
I
declare
motion
we're
going
to
12.3
annual
community
report
cards
for
library,
service,
neighborhood
houses,
creative
brewing
and
learning
a
new
job.
I
would
like
to
invite
director
mrs
lindley
double
to
present
this
report.
Thank
you.
Thank
you.
The
purpose
of
this
report
is
to
present
to
council
for
noting
report
cards
that
list
key
achievements
of
the
library
services,
neighborhood
houses,
creating
brim
bank
and
learning
and
youth
jobs
for
the
period
of
2019
2020..
A
C
A
A
I
would
recommend
this
report.
Thank
you.
Thank
you.
I'm
white
counselor
curse
said
no
motion
to
speak.
Does
anyone
else
wish
to
speak
for
the
motion?
I'd
like
to
say
thank
you.
Sorry,
man,
I'd
like
to
point
out
that
we
also
have
the
highest
youth
unemployment
in
the
state.
Bring
bank
learning
futures
based
at
busy
cares
hub,
is
currently
delivering
a
program
and
service
for
young
people
seeking
to
engage
or
re-engage
back
into
learning
or
employment.
A
Employment
and
staying
employed
is
a
critically
important
issue.
We
bring
back
because,
as
we
know,
employment
is
the
first
step,
but
but
for
often
for
young
people
we
need
wraparound
services
because
it's
keeping
them
intact
in
employment.
That
is
the
hard
part,
so
it
supports
once
they
gain.
Employment
is
just
as
important
as
gaining
the
job,
so
they
can
stay
employed
so.
F
A
Worked
myself
in
the
employment
sector,
I
cannot
stress
how
important
this
particular
wrap
around
service
that
busy
cares.
Hubs
offers
is,
and
our
local
community,
because
factors
such
as
lack
of
transport,
access
to
stable
housing,
food
insecurity
and
language
barriers
all
play
a
key
part
in
our
a
lot
of
our
children,
also
not
able
to
stay
in
employment.
So
I
employed
this
account
for
this
fantastic
card,
but
employment
and
jobs
has
been
a
key
focus
for
the
last
council
and
I
hope
it
does
continue
as
we
rebuild
the
post
pandemic.
Thank
you.
A
E
With
recent
changes
to
obviously
management
arrangements
based
on
the
emergency
management
legislation,
amendment
act
2018,
the
following
issues
require
council
consideration:
the
establishment
and
responsibilities
of
a
municipal
emergency
management
planning
committee,
the
development
and
auditing
of
a
municipal
and
emerging
management
plan
and.
C
A
A
A
F
A
E
Of
this
report
is
for
council
consider
the
extension
of
contract
number
22791
external
recycling
processing
service
for
a
one-year
period,
subject
to
a
ministerial
exemption
under
section
186
of
the
local
government
acts.
The
extension
of
the
current
contract
will
ensure
service
continuity
for
council's
curbside
recycling
collection
service
and
allow
time
for
the
metropolitan
waste
and
resource
recovery
group
to
conduct
a
joint
procurement
process
on
behalf
of
all
participating
councils,
including
brit
bank,
to
secure
a
longer
term
recycling
processing
contract.
E
H
A
A
Does
anyone
want
to
question
those
points
that
counselor
david
mentioned?
A
A
A
A
highlighting,
ongoing
community
concern
regarding
the
significant
impact,
the
enmity
and
well-being
of
the
local
community
and
environment
and
the
protect
and
the
protracted
time
frame
to
bring
this
matter
to
a
conclusion
b.
Requesting
improved
and
more
frequent
active
engagement
between
the
barrel
group
and
the
infected
community,
including
more
frequent
community
updates,
convening
an
interactive
online
engagement
forum
and
independent,
plain
language,
interpretation
of
the
monitoring
data
in
relevant
community
languages
and,
finally,
to
assurances
that
the
community
and
environments,
health
and
well-being
is
not
being
detrimentally
impacted
by
the
ongoing
hotspot
remediation
actions.
A
And
I'd
like
to
foreshadow
a
an
amendment
to
that
motion
that
I
mean
okay,
so
my
amendments
to
the
substantive
motion
include
the
additional
part
d
that
calls
on
the
honorary
honorary
lilly
d'ambrosio
mp,
minister
for
energy
environment
and
climate
change,
to
initiate,
as
a
matter
of
urgency
and
independent
investigation
into
the
management
of
ongoing
hot
spot
fires
at
the
barrow
groups,
kia
alba
landfill
by
the
epa,
and
that
the
investigation
consider
the
efficacy
of
the
remediation
response,
the
health
impacts
of
the
fires
on
the
surrounding
communities
and
an
independent
analysis
of
air
quality,
including
the
presence
of
volatile
organic
compounds
and
recommend
a
pathway
to
a
speedy
resolution
of
this
issue.
A
A
A
A
The
landfill
hot
spots
that
have
been
an
ongoing
issue
for
the
local
community
for
over
12
months,
and
we
currently
see
no
resolution
in
sight.
The
community
continues
to
suffer
and
is
anxious
to
see
a
speedy
resolution
to
this
blind,
but
has
no
confidence
that
either
the
epa
or
the
barrier
group
understand
the
full
impact.
A
My
notice
of
motion
calls
for
my
amendment
calls
for
the
community
assurance
that
the
issue
has
been
dealt
with
as
a
matter
of
urgency
by
the
barrow
group
and
the
environment.
The
epa
since
the
landfill
hot
spots
were
reported
and
subsequent
remediation
plans
developed
to
deal
with
these
four
identified
hotspots
as
a
local
board
councillor.
I
have
been
in
constant
contact
with
residents
and
encouraging
all
residents
to
report
the
owners
to
the
epa.
A
There
have
been
residents,
reporting,
physical
symptoms
and
mental
distress
caused
by
the
invasive
and
unrelenting
odors,
from
watering
eyes
to
respiratory
conditions
worsening
and
inability
to
carry
out
even
activities
outdoors.
There
was
a
gentleman
that
called
me
who
had
been
living
in
sonorbans
for
over
30
years,
who
has
to
wear
a
mask
to
sleep
at
night.
The
intensity
of
the
odour
prohibits
many
people
from
opening
their
windows
that
fresh
air.
Many
are
also
unable
to
sleep
due
to
the
smell
affecting
the
ability
to
sleep.
A
Reports
that
the
odor
is
worsening
with
the
new
remediation
process
is
causing
further
mental
and
physical
distress
with
no
end
date.
People
are
feeling
hopeless
and
are
feeling
trapped
without
resolution.
Residents
are
telling
me
that
they
want
to
understand
more.
They
want
to
understand
what
is
really
going
on
here.
They
want
to
understand
what
are
the
real
impacts
on
their
health.
They
want
to
understand
what
is
a
realistic
pathway
to
solve
and
end
this
intractable
problem.
A
They
want
barrow
and
the
epa
to
have
meaningful
and
ongoing
engagement,
not
one
way
engagement,
but
where
they
are
listened
to.
They
want
confidence
that
they
are
being
heard
and
that
their
cons
concerns
are
being
taken
seriously
and
not
being
fobbed
off.
My
notice,
amended
notice
motion
is
responding
to
the
community
perception
of
the
lack
of
real
engagement
by
barrow
or
any
real
demonstrated
concerned
by
epa
towards
people's
health.
A
Despite
people
continuously
reporting
the
odor
for
over
a
year,
there
are
real
feelings
of
frustration
bordering
on
giving
up,
because
no
action
other
than
one
fine
administered
by
the
epa
showing
little
record
regulatory
strength
against
this
polluter.
I
strongly
commend
this
devotion
to
councillors.
Thank
you.
Thank
you.
I
invite
councillor
david
secondary
to
speak.
C
Thank
you
indeed
and
representing
the
award
this
issue
is.
This
problem
is
more
than
one
year
ahead
of
us.
C
A
Yes,
I
would
like
to
endorse
what
considered
uncles
and
counselor
david
said.
This
has
been
a
very
long
oblong
ongoing
issue
and
is
having
quite
a
significant
impact
on
the
community,
especially
those
that
are
living
close
and
perhaps
not
so
close
to
designed
in
question.
The
community
is
desperate
for
answers.
There's
been
this
field
for
assurance
that
they
won't
suffer
lasting
impacts
and
the
spirit
for
a
solution.
I'm
glad
to
congratulate
councillor
tampos
for
being
the
driving
force
behind
this
motion,
and
we
continue
to
work
together
until
a
solution
is
found.
E
I
actually
have
a
question
at
this
point.
Just
the
concern
over
these
ongoing
landfill
hot
spots.
Is
there
any
understanding
why,
after
all
this
time,
they
haven't
been
able
to
put
them
out.
A
What
I,
what
I
can
say
and
is
that
they
did
try
to
irrigate
them
underground,
but
the
remediation
there's
been
several
top
different
remediations
and
the
current
one
is
to
dig
up
the
hot
waste
and
bring
it
above
ground
to
cool
it
and
that's
causing
an
intensification
of
the
odor
which
is
impacting
greatly
on
our
community,
and
the
concern
that
I
have
is
that
our
community
will
only
have
several
days
over
christmas
respite
from
this
odor
as
they
cover
it.
But
what
happens
after?
That
is
a
resumption
of
that
order.
A
A
you
know
a
break
with
it
where
there's
any
certainty
about
when
it
will
end
either,
which
is
causing
a
lot
of
people,
mental
distress,
because
they
can't
even
open
up
a
window.
Something
we
take
for
granted
is
doing
to
get
some
fresh
air
after
a
hot
day.
They
can't
do
that
and
I
have
been
shown
physical
evidence
of
a
person
hitting
a
tree
in
front
of
their
house,
and
the
dust
and
pollution
flying
off.
That
tree
is
just
incredible
that
they
live
there.
So
I
I
really
am
concerned
about
what
people
are
breathing
in.
A
A
Really
don't
know
what
the
next
step
will
be,
but
that
the
current
what
the
indicators
are
is
that
there's
been
an
intensification
of
the
odor,
which
is
why
people
want
action.
Thank
you
against
the
motion.
E
Improve
the
ecological
connectivity
along
the
american
river
valley
for
indigenous
flora
and
corner
protect
belly
vistas.
To
ensure
that
any
fence
does
not
intrude
on
the
escarpment
and
is
out
of
sight
from
the
riparian
are
accompanied
by
a
comprehensive
weed
control
program
undertaken
by
the
airport
for
airport
land
to
mitigate
the
sea.
Burden
from
weeds
readily
spreading
across.
E
E
Topped
by
razor
wire
for
security,
it
is
anticipated
that
the
airport
would
eventually
extend
this
fence
to
include
the
additional
land.
This
would
be
obvious
because
you
could
walk
through
the
council
park
at
sydney
park
across
the
river
and
then
literally
up
into
the
airport,
without
hitting
the
fence,
and
some
lightwood
strollers
might
actually
do
that.
This
land
would
form
part
of
the
airport
and
be
managed
by
the
airports
corporation.
E
E
Obviously,
if
the
airport
decided
to
locate
the
fence
down
on
its
property
boundary
that
would
be
along
the
river,
and
that
would
be
a
significant
restriction
to
the
flora
that
might
be
and
fallen
that
might
progressively
move
through
the
area
over
time
now
this
this
would
also
be
quite
detrimental
visually
to
places
like
sydney
park
and
the
parkland
around
the
area.
E
E
G
E
F
E
A
To
speak,
yeah,
I
I
definitely
support
early
engagement
with
the
melbourne
airport
to
protect
that
wildlife
product.
We
don't
have
any
left
and
a
lot
of
them
are
along
the
river
valley,
so
yeah.
H
A
Anyone
else
wish
to
speak
for
the
motion.
Thank
you.
I'd
like
to
support
the
motion
of,
what's
being
said
by
councillor
branton
and
also
council
lancashire,
the
adjoining
area
you
can
tell
when
you
walk
through
from
the
group
from
the
airport
side
to
to
the
broombank.
G
A
The
complete
difference
in
the
management
of
the
land,
our
council
and
our
conservation
team
have
actually
you
know,
treated
this
ecologically
unique
area
with
such
respect
and
kept
the
weeds
to
a
minimum.
But
if
you
look
on
the
other
side,
where
the
airport
is
managing
it,
if
there
is
proliferation
of
weeds
and
certainly
there's
also
been
dumping
through
to
the
riparian
corridor
of
cars,
it's
something
that
you
know.
Council
were
advocating
that
barrier
being
caught
as
well.
A
So
I
think
what
we're
doing
is
just
a
logical
extension
of
that
is,
protecting
and
making
sure
that
that
fence
protects
it
and
the
cop
that
the
early
engagement
of
the
airport
in
this
case
is
fundamental
to
ensuring
that
that
whole
area
remains
pristine
and
ecologically
unique,
so
that
when
it
is
opened
up
eventually
to
our
community
very
soon,
hopefully
we
can
visit
it
in
all
its.
B
So
I'd
like
to
move
the
motion
that
council
requests
an
officer's
report
on
the
potential
for
implementing
a
formal
residential
rate
waiver
program
and
related
mechanisms
for
city
of
broodbank
residents,
who
have
been
most
impacted
by
financial
hardship
as
a
result
of
october
19..
B
A
A
A
A
D
A
E
What's
with
your
man
there
responding
to
that
question,
the
intent
of
adding
the
extra
word
is
to
broaden.
C
The
or
clarify
that
is
a
broad.
C
C
Gameplay,
we
as
a
transporter,
came
up
a
bit
earlier
assistance
our
officers
trying
to
have
a
street
shop
since
for
some
of
them
that
were
not
new
york
in
the
game
and
I
think
we've
done
a
good
job.
But
father
humbled
this,
while
when
you're
again
here,
yes,
I'm
a
little
bit.
B
So
it's
not
correct
that
this
amended
notice
of
motion
is
looking
at
the
kerbin
19
financial
policy
and
is
that
much
separate
from
the
financial
hardship
policy?
That's
already
in
place.
A
You
council
tonight
adopted
a
revised
financial
hardship
policy
and
a
sub-policy
of
that
which
is
referred
to
it
was
compared,
and
a
different
policy
is
the
code
of
19
financial
hardship.
A
A
B
B
That
this
this
this
nominee
just
this
knob,
is
not
asking
to
implement
right
away.
This
program
is
simply
just
asking
for
more
information
file
office
report
to
reassess
what
options
and
financial
assistance
that
we
can
provide
to.
B
And
just
being
mindful
of
the
curb
advice
and
hardship
policy
was
adopted
from
the
previous
council,
but
I
believe
it
is
timely
for
us
to
review
what
we've
currently
have
so
far
and
by
that
way,
if
we
support
this
motion,
when
february
comes
to
the
offices
report,
we
will
then
be
able
to.
You
know,
be
more
important
about
what
we
can
do
in
the
future,
especially
in
the
event
that
the
federal
government
decides
to
stop
drug
keeper
or
job
seeker
payments
or
when
the
banks
start
reasoning
to
collect
the
bank
dedicate
repayments.
B
B
Well,
I
would
just
say
this:
this
long
notice
promotion
is
just
to
get
an
office's
report
to
answer
that
question
for
us
and
just
want
to
point
out
that
some
counselors
have
expressed
their
concern
about
the
concept
of
great
weakness.
B
F
B
Just
exploring
it
and
we
do
have
a
commercial
waiver
for
businesses
during
the
career
19..
Now,
if
councils
are
so
obvious
to
waivers
in
general,
then
why
don't
businesses
have
different
campfires
so
and
plus?
This
report
is
also
asking
to
provide
a
criterion
that
is
strict
and
defined
to
ensure
that
if
we
do
have
these
relief
mechanisms
in
place
that
they're
financially
prudent,
but
they
also
target
a
small
or
you
know,
number
of
people
who
actually
need
financial
assistance.
B
F
B
In
circumstances
provide
assistance,
I
would
say
supporting
this
number
report
to
pre-accessible
options.
We
have
available
to
help
our
residents
in
need
and
yeah.
F
B
A
H
I
also
agree
that
in
remake
would
you
have
pockets
of
people
or
areas
that
are
facing
financial
hardship,
and
I
noticed
that
you
are
asking
for
an
officer
report
on
the
viability
of
that
to
be
considered
to
give
us
all
further
insights
on
on
the
possibilities
and
also
the
impacts
on
on
council.
So
I
support.
B
A
That's
like
her,
I
I
I
just
believe
that
these
issues
have
already
been
addressed
in
the
original
financial
hardship
report
and
it's
an
unnecessary
expenditure
of
council
money
at
this
stage,
and
you
know,
we've
got
a
budget
to
adhere
to,
and
I
just
don't
think,
there's
scope
in
it.
A
A
A
A
A
This
is
a
tough
one,
but
I
have
to
support
what
council
of
detroit
organic
council
kurt
said
is
that
we've
got
a
dedicated
budget,
that
is
post-pandemic
and
it
has
been
hit
also
by
lack
of
revenue,
our
council,
more
than
any
other
council,
and
that's
why
comparisons
shouldn't
be
made
with
other
councils.
It's
highly
dependent
on
rates.
We
depend
over
60
percent
of
our
revenue
comes
from
rates
with
the
other
councils,
like
marathon
on
a
lot
of
their
revenue
comes
through
parking.
A
That's
an
area
that
we
do
not
have
a
big
revenue
base
in.
We
also
miss
out
on
a
lot
of
grants.
We
miss
out
on
a
lot
of
other
funding.
We
fight
for
every
dollar
and
our
can-
and
this
council
is
a
hundred
percent
committed
to
supporting
people
with
in
disadvantage
by
all
those
policies
we've
been
through
tonight
and
by
support
by
paying
for
a
transformational
project
that
is
in
excess
of
60
million
dollars
to
transform
the
most
vulnerable
people
of
our
community's
lives.
A
So
to
say
that
we
don't
have
that
commitment
and
place
is
wrong.
We
are
committed.
The
whole
purpose
we
are
here
is
to
help
the
most
vulnerable
and
to
better
their
lives
by
implementing
a
mechanism.
How
would
you
apply
it?
There
would
be
people
that,
in
my
ward,
who
are
aviation
workers
who
both
lost
jobs
and
say
why
can't
I
get
it.
Why
is
another
person
allowed
and
it
would
create
all
kinds
of
diversions
from
our
jobs,
which
is
to
support
our
community?
A
I
would
if
it
was
a
case
where
we
had
revenue
streams,
but
we
do
not
have
those
valuable
revenue
streams.
At
the
moment
we
have
got
a
hardship
policy
that
we
discussed
tonight
that
I
feel
is
a
lot
more
transparent,
a
lot
more
available
and
open
to
our
community
to
use,
and
there
has
been
a
very
low
take-up
of
it,
which
we
need
to
explore
as
well.
A
So
there's
strong
arguments
there
that
we
are
already
supporting
those
people
in
the
community
if
we
need
to
do
more
than
we
can
explore
it,
but
I
feel
that
setting
up
such
a
mechanism,
the
money
and.
A
H
A
C
C
The
reason
why
cancer
and
mind
thomas
said
people
reading
leaflets
that
she
will
reduce
the
race
and
allows
it
to
counsel
to
be
given
to
the
charity
organizations.
Thus
it
does
seem
black
and
white
in
a
colorful
type
of
advertisement.
So
they're
asking
me
why
don't
you
assist
cancer
in
uni
to
cut
our
rates?
So
again,
if
you
don't
blame
that
for
not
insisting
on
that
we're
not
helping.
Well,
I
canceled.
Over
the
years
on
the
longest,
seven
council
he's
been
one
of
the
better
councils.
C
A
B
B
B
For
those
who
actually
need
the
most
and
further,
I
also
like
to
say
I
think
we
are
overly
focusing
on
just
the
residential
rate
waiver
part
of
the
notice
of
motion.
The
nurse
emotion
also
includes
investigation
and
exploration
of
other
relief
mechanisms
that
we
can
do
to
assist
residents
in
need
and
I've.
Given
an
example
such
as
you
know,
what
more
can
we
do
to
help
our
renters,
our
young
families
etc,
not
just
rate
payers,
so
a
bit
more
like
people
are
asking.
B
Oh,
like
you
know,
will
this
office
report
this
office
report
is
going
to
cost
us
money.
It's
like
this
is
simply
requesting
more
information
to
assess
what
options
that
we
can
have
before.
We
do
go
ahead
with
the
program
that
does
cost
us
money
so.
A
C
B
B
B
A
You
I'd
like
to
move
my
very
share.
That
council
undertakes
a
preliminary
report
of
the
cost
and
scope
of
undertaking
a
disability
study
for
the
cost,
and
I
and
land
implication
of
placing
the
power
lines.
Intel's
lakes
between
calder
park
and
sunshine
avenue
underground,
as
well
as
the
cost
of
installing
footpaths
and
basic
parks
and
amenities,
including
park
benches
trees
and
beans.
D
Through
the
chair,
I
propose
a
member
to
the
motion
when
proposer
part
b.
A
E
B
B
B
E
Thank
you.
Madame
I'd
like
to
congratulate
the
mayor
for
putting
this
motion
up
and
also
for
agreeing
to
the
amendment
that's
been
proposed.
E
Now
the
electricity
easements
and
and
other
public
land,
that's
being
tied
up,
has
been
problematical
in
the
past
for
a
long
time.
It's.
A
Park
amenities
that
could
go
into
these
areas,
and
certainly
the
community
has
expressed
on
many
occasions
the
massive
power
lines
that
run
through.
E
Melbourne,
and
is
there
anything
that
can
be
done
now
clearly.
E
In
value
and
affordability
and
housing
have
become
an
issue,
so
we
have
a,
I
think,
a
number
of
opportunities
here,
following
from
the
mayor's
proposal
to
look
at
this
land
and
to
see
whether
part
of
it
can
be
developed
for
affordable
housing
and
the
income
from
that
used
to
underground
the
power
paralyse
and
the
other
part
be
used
for
sporting
facilities,
community
facilities
and
landscaping.
E
So
it's
it's
a
proposal
which
needs
research
as
to
whether
his
time
has
come,
because
I'm
convinced
most
certainly
it
will
be
a
time
where
doing
things
like
this
to
public
land
will
be
viable
and
what's
suggested.
Here
is
that
we
undertake.
A
E
A
E
B
F
A
Yep,
so
I
think
that
the
original
emotion
is
a
great
idea
and
incentive
for
taylor's
ward.
I
think
that
you
know,
as
a
councillor
of
the
tavern
sport,
I'd
love
to
see
more
open
spaces
and.
B
A
I
am
willing
to
maybe
future
fight
for
this,
because
I
think
it's
great
for
community
community
needs
something
like
that
as
parks
really
good
parts.
So
thank
you
so
much
for
supporting
us.
A
F
A
A
So
it's
a
two-stage
process,
so
the
first
stage
is
the
council
will
receive
a
report
early
next
year,
which
outlines
what
the
scope
of
the
study
will
be
and
any
of
the
costs
that
would
be
associated
with
undertaking
the
scope
of
the
study.
So
council
would
then
be
required
to
make
a
decision
as
to
whether
he
wanted
to
proceed
on
what
basis
and.
F
A
A
Thank
you.
I
would
like
to
speak
and
say
that
council
is
undertakes
council,
undertakes
a
preliminary
report
of
the
cost
and
scope,
so
that's
not
going
to
cost
them
much
if
you
want
to
straight
out
the
answer-
and
this
is
just
to
look
into
it-
what
would
be
good
for
that
part
of
land
or
going
through
from
hell's
lakes
to
kilo,
dance
or
even
kilo?
A
So
that
is
the
first
step,
and
I
think
that
is
not
costly
for
council
after
that,
as
bruce
came
up
with
amended.
That
will
be
something
that
we
would
ask,
as
you
said
in
this
report,
ministers
for
energy,
environment
and
climate
change
and
the
minister
for
planning
and
housing.
A
If
there's
any
grant,
if
there's
anything
possible
for
government
to
support
this,
so
I
ask
you
to
look
into
it,
or
maybe
you
should
have
before
and
to
vote
on
this.
I
think
it's
a
great
idea
for
our
community.
A
B
A
F
A
E
Airspace
opportunities-
and
this
is
quite.
A
E
All
now
fully
understand
the
high
cost.
Now
is
the
land
and
in
fact,
alyssa
cross
is
the
actual
construction
of
the
building.
So
we
have
a
shortage
of
land
as
ridiculous
as
it
sounds.
We
need
opportunities
like
this
to
be
innovative
and
certainly
the
as
suggested
here.
This
would
be
something
where
we
could
tap
into
the
literally
the
billions
of
money
that
is
being
made
available
for
affording
for
affordable
housing,
and
I
do
believe
that
I
think
the
government
is
looking
for
innovative
solutions
and
why
shouldn't
it
come
from
bring
back
to
have.
E
B
F
B
B
A
B
A
It
was
some
works
done
on
cinema
road
and
that
has
been
left
halfway.
I
would
say,
and
that's
the
number
it
is
neglected-
it's
always
puddles,
it
hasn't
got
curbing,
it
hasn't,
got
appropriate
parking
and
it
is
headache
for
every
morning
afternoon
and
day,
people
that
were
live
in
that
area
and
around
surrounding
areas.
So
for
all
these
reasons,
we
said
before
we're
here
for
our
people,
we're
here
for
brimbang
council
people
that
voted
for
us
for
so
for
all
those
reasons,
I
would
like
you
counselors
to
support
me
on
this
motion.
A
E
E
For
this
motion,
council
has.
E
Council
and
on
my
inspection
of
the
road
recently
I
found
a
lot
of
people
were
riding
and
walking
down
past
that
barrier,
taking
full
advantage
of
the
opportunities
of
getting
exercise
through
that
area.
So
our
work
on
sydney
road
has
been
very
successful
in
the
past
and
I
I
would
see
that
the
northern
end
north
of
the
barrier.
D
E
Again,
we've
all
inspected,
or
many
of
us
inspected
that
and
seen
the
puddles
and
the
mess
that
occurs
on
that,
and
so
seeing
that
rectified
as
part
of
our
works
program
would
be
a
good
thing.
Thank
you.
H
E
A
A
As
a
letter
of
agency,
I
would
like
to
point
out
that
there
are
areas
in
greenback
that
are
much
worse
in
terms
of
your
beautification
footpaths
and
park
entities
in
the
airport.
For
example,
there
are
food
plots
that
were
installed
over
50
years
ago
and
have
been
patched
over
and
over
again
over
the
years.
This
is
not
limited
to
near
park.
A
A
So
for
me
it
is
concerning,
as
I
said,
I'm
happy
with
just
the
upgrade,
but
the
consideration
of
priorities.
A
A
A
Between
8
30
and
9
30,
and
see
the
traffic
and
come
as
well
during
the
day
just
to
see
paddles
rubbish,
no
curbing
it
looks
like
third
world
country,
not
sydney
roads,
so.
F
A
B
A
Okay,
we're
going
to
item
14,
not
the
celebration
decision.
There
are
no
decision
motion.
This
is
motion
this
evening
item
15
urgent
businesses,
ceo!
Is
there
any
urgent
businesses.
