the

vegetable

been
growing

the

last

Victorian
Government
renounced
announced
its
re
commitment
to
the
Upper
Stony
Creek
project
and
the
works,
which
will
we
recommend
seeing
shortly
council,
welcomes
the
Victorian
Government's
announcement
and
looks
forward
to
working
with
them
and
the
projects
during
community
to
help
support
the
recommencement
of
works
on
site.

significant
win
for
us
and
it's
a
significant

the
community
and

great
that
we've
finally
got
a
fair
outcome
in
parallel
with
this
council
will
continue
to
advocate
to
the
federal
government
to
support
the
variation
to
the
national
stronger
regions
fund.

federal
government
can
also
reconfirm
its
commitment
to
Stoney
Creek
and
also
do
their
bit
on
this
important
project.

just

a

thank

acknowledge
the
whole
community
that
got
right
behind
Stoney
Creek.

collected

Parliament

our
annual
report
before
we
consider

this
slide
is
about
a
highlighting
our
our
work
in
improving
our
city's
assets.
So
a
key
highlight
of
our
of
the
last
year
was
the
quiet,
57
point:
1
million
dollar
capital
works
program
and
this
helped
council
to
improve
our
local
roads
parks
and
open
spaces,
as
well
as
all
of
our
community
and
sporting
facilities.
An
example
of
this
is
that
we
spent
7.2
million
dollars
on
improving,
remains
open
space,
and
that
was
through
the
implementation
of
several
parks
and
playgrounds.
A
Some
of
the
other
highlights
and
upgrades
were
the
Sun
Belt
community
park
upgrade
the
debit
Drive
reserve
upgrading
to
deep
arc
current
Drive
reserve
in
Kings
Park
at
Avenue,
and
also
a
brand
new
state
facility
at
Delhi,
Recreation
Reserve.
We
also
started
works
on
the
lakes
reserve
in
Taylors
Lakes,
which
is
due
to
open
in
December
I,
think
the
7th
of
December
and
HB
mechanikat
Gardens,
and
these
will
all
be
completed
this
year.
Of
course,
this
was
all
guided
by
our
wonderful
and
award-winning,
creating
better
parks
policy
and
plan.
A
We
also
improved
a
number
of
sporting
facilities
and
continue
to
invest
heavily
in
upgrading
female-friendly
change
rooms
across
the
municipality
and
that's
something
that
this
council
in
particular
is
very,
very
passionate
about,
and
we
are,
we've
had
an
additional
money
couple
years
ago
on
the
budget
to
bring
these
things
to
to
fruition
in
terms
of
Road
and
streetscape
improvements,
and
you
can
see
that
wonderful
photo
of
meaning
of
the
yellow
umbrella.
That
was
the
princess
Street,
upgrade
in
Sun
ovens,
and
that
was
such
a
standout
project
in
so
many
ways.
A
But
firstly,
it
was
the
first
shared
users
on
Ingram
bank
and
it
creates
a
pedestrian
focused
link
between
sue
Norman's
train
station,
the
nearby
Arrington
precinct,
which
is
also
getting
a
major
upgrade
and,
of
course,
our
wonderful
Bowery
theater
in
the
Sun
ovens
community
center,
we
have
created
a
fantastic
new
precinct
for
our
community
here
with
old
colors,
more
seating
garden
beds,
trees
and
wonderful
feature
lighting.
It's
a
fun
and
lively
atmosphere
where
people
feel
safe
and
comfortable
getting
around
and
meeting
up
with
friends.
A
It
is
also
been
nominated
for
the
2019
Australian
urban
designers
awards
for
the
project's
local
and
neighborhood
categories,
no
Google
scale
category,
and
it
is
absolutely
wonderful
for
our
staff,
in
particular,
for
being
a
finalist
in
the
national
level,
because
it
confirms
that
we're
definitely
delivering
on
creating
high
quality
and
attractive
public
spaces
for
our
community,
and
it
was
such
a
wonderful
opening
that
night
as
well.
For
those
who
got
an
opportunity
to
come
along.

We
are
looking
that
we've
been
during
use,
enhancing
your
customer
service
and
we've
include
the
ways
that
people
can
interact
with
us
and
we've
made
it
put
some
innovative
new
solutions
in
place
and
the
live
chat
that
we've
introduced
on
our
website
means
that
anyone
can
to
a
customer
service
agent
for
more
information.
We
also
have
the
new
reported
online
tool,
which
is
a
24/7
one
hour,
24
hour,
24/7
way
to
report
issued
to
Council.
That's
a
wonderful
new
initiative
that
we've
been
implementing
as
well.

Another
wonderful
highlight
is
better
engagement
with
our
community,
so
we
have
consulted
on
more
than
34
different
topics
in
that
year
and
that
included
online
consultation,
which
we're
starting
to
do
and
we're
doing
rather,
interestingly
and
well,
we
are
really
really
excited
about
the
great
response
particular
to
the
one.
That's
in
the
example
here,
which
is
a
parking
consultation.
We
had
over
a
thousand
engagements
on
that
consultation,
so
I
want
to
say
a
big
thank
you
to
all
of
the
contributors
who
has
helped
counsel,
make
some
informed
decisions
and
have
contributed
to
our
communal
situations.

We
love
hearing
from
you
and
would
love
additional.
You
know.
We've
got
lots
coming
up
in
the
next
12
months
as
well,
so
we'd
love
to
hear
from
you
now
and
into
the
future,
and
this
is
all
about
advocating.
So
in
partnership
with
our
community,
we
have
actively
advocated
with
state
and
federal
governments
and
not-for-profit
sectors
on
a
range
of
rim.

Bakeries,
we've
had
some
really
big
ones,
such
as
getting
state
and
federal
government
support
and
funding
for
the
Melbourne
Airport
rail
link
with
a
stop
at
sunshine,
and
we
know
that
the
new
Sunshine
Super
Hub
annamaya
will
really
really
benefit
from
Bank.
We
also
were
very
successful
in
having
sunshine
declared
as
a
priority
precinct
and
the
federal
government's
new
Northwest
City
deal,
which
will
benefit
our
city
and
region
immensely.

our
community
in
getting
the
state
government
to
commit
to
great

at
three
dangerous

in

fantastic
outcome.
In
another
advocacy,
we
meant
the
federal
government
is
funding
the
much
needed
upgrade
of
the
quarter,
freeway
network,
that
we
wanted
it
to
improve
safety
and
travel
time.

Although
we
see
that
more
funding
will
be
needed
on
that
upgrade
and
we've
also
advocated
very
very
strongly
on
gambling
reform
and
the
state
government
have
introduced
a
number
of
gambling
harm
minimum
minimization
initiatives
that
will
help
someone
in
that
regard.
There
is
still
much
more
to
do
in
that
space
in
terms
of
services.
A
So
that's
a
fantastic
service
in
terms
of
other
services
and
summit
that
are
not
very
well
liked
by
children
but
are
very
necessary.
We
see
more
than
4,000
vaccinations
that
we
delivered
to
infants
and
in
only
five
over
5700
vaccinations
for
school-aged
children.
We
had
over
two
million
visits
to
libraries,
which
is
amazing.
That's
a
huge
number
of
people
going
to
have
five
libraries
across
Green
Bank
and
over
12,000
pets
registered
in
our
municipality
and
920
kilometres
of
local
roads,
maintained
and
inspected.
A
We
also
planted
over
five
thousand
six
hundred
ninety
trees
along
streets
and
main
roads
to
help
beautify
our
suburbs
and
I
think
one
of
them
wonderful
in
them
that
the
best
things
that
we
get
to
do
as
a
community
to
provide
community
grants,
and
last
year
we
provided
over
$600,000
through
our
lovely
organizations,
and
we
will
be
doing
the
same
this
year.
In
fact,
it's
one
of
the
items
that
are
considering
this
evening.
We've
done
all
of
this
and
still
maintained
a
very,
very
sound
financial
position.

In
fact,
we
have
thirty
six
point:
three
million
dollars
in
the
bank
and
like
that
money
is
not
sitting
there
in
our
coffers.
That
means
that
we
can
make
future
commitments
and
support
the
community
needs
into
their
future
and,
of
course,
there
is
a
huge
chunk
of
that
30
suicide
for
the
wonderful
project
at
Sullivan's
budget
Center
that
we
are
starting
in
April
next
year.
So
we
are,
of
course,
planning
for
our
future.
We
had
18
planned
strategies
and
policies
that
we
introduced
and
they
will
help
us
to
do.

require
us
to
deliver
better
community
outcomes
through
our
people
in
the
community,
and
we
look
forward
to
continuing
to
work
together
with
community
on
those
wonderful
items.

wonderful

achievements

councils

West

feedback

night

our
parks
being
the
envy
of
the
whole
western
region.
People
were
asking
me
where
we
get
our.

advice
from
on
the
parks
and
just
the
creativity
and
the
indigenous
themes
that
run
through
our
parts
and
the
diversity
is
something
that
we
should
all
be
proud
of
the
region.

we
know
it
has
also
won
awards
in
at
for
our
parks,
so
I'm,
looking
forward
to
the
ones
that
are
going
to
open
soon.
The
lakes
reserve
the
green
gully
reserve
to
give
an
example,
I
drove
past
it
at
8:30
one
night
and
it
was
still
full
of
kids.
They
are
the
most
used
places
and
not
just
for
young
people,
and
we
are
also
putting
in
basketball
courts
for
the
older
children
as
well
to
plane,
which
I
think
we're
learning
as
we
go
and
we're
getting
it
better
each
time.

really
sticks

my
mind,
is
the
upgrading
of
the
sporting
facilities
which,
in
my
ward,
which
include
key
local
park
and

fantastic
work
that's
going
around

arrington
reserve
base

I
can't
tell

the
excitement
I
have
on
what
that
will
contribute
to
that
soon.

council
meeting

It
is
a
summary
of
recent
governance
activity
in
accordance
with
best
practice
include
governance
principles,
either
written
in
compliance
with
the
Local
Government
Act
of
1989.
The
report
variously
informs
council
of
delegated
decisions,
outcomes
of
previous
council
resolutions
or
sakes
relevant
decision
for
action.

very
excited
about
the
government's
report,
because
and
I
would
like
to
highlight
the
importance
of
this
report
to
Council
and
not
just
to
Council
but
to
our
community.
The
purpose
of
this
report
is,
of
course,
to
maintain
Council's
openness,
transparency
and
transparency
and
reminds
us
of
our
ongoing
pursuit
of
good
governance.
It's
also
source
of
some
really
good
news.
Sometimes
it
often
gets
lost
because
generally
they're
quite
big
the
governance
reports.
A
So
this
month,
for
example,
the
government's
report
highlights
$600,000
in
grants
that
we
will
be
dispersing
to
our
wonderful
community
groups
in
the
1920
financial
year
and
I
believe
we're
doing
that.
On
the
30th
October,
we
have
a
grant
celebration.
The
grants
are
very,
very
popular
in
our
community.
In
this
year
we
had
a
hundred
and
fifty
five
different
applications
that
are
receiving
funding.
A
Some
of
the
grants
were
big
$40,000
worth
of
beak
for
major
festivals,
and
some
of
them
were
relatively
small,
like
the
72
operational
seniors
grants
that
are
just
under
$600,
but
all
of
these
grants
will
be
very,
very
welcomed
in
our
community.
Another
hidden
gem
in
this
report,
if
I
might
say,
is
the
delegates
report
from
me
of
the
recent
New
South
Wales
study
tour,
that
I
undertook
with
council
offices
and
a
number
of
lead
West
delegates.
A
The
study
tool
was
about
learning
from
other
councils
who
had
experienced
major
transformational
projects
like
the
Melbourne
Airport
rail
link,
which
we
are
about
to
embark
on.
We
saw
firsthand
a
number
of
examples,
or
local
government
had
done
very
well.
Some
Whig
local
government
had
done
badly
and
some
which,
in
my
words,
were
absolutely
outstanding
and
something
that
RIM
Bank
could
absolutely
aspire
to
and
when
I
say
outstanding,
I
refer
specifically
to
the
urban
redevelopment
of
Green
Square
in
Sydney.
A
If
we
aim
to
have
a
project
of
that
quality
right
here
in
Green
Bank,
our
community
will
thank
us
for
decades
to
come
and
that's
certainly
what
we're
aspiring
to.
But
it's
been
a
huge
amount
of
time
while
we're
up
there
with
Western
Sydney
councils,
and
we
were
talking
to
them
about
their
expiry.
It
says
with
the
Western
Sydney
City
deal
and
that
is,
in
light
of
the
northwest
city,
deal
that
we're
about
to
embark
on
in
front
of
us,
which
I'll
talk
to
you
all
about
a
bit
further.

It's
in
it
was
very
pleasing
to
see
the
support
provided
by
counsel
for
the
community
in
preparation
for
the
application
of
these
grants.
Such
support
included
information
sessions,
drop-in
sessions
workshops
and
the
voluntary
body
for
the
seniors
groups
of
council
officers
were
also
available
to
provide
further
information
to
applicants.

council
Congress
mentioned
there
are,
there
were
three
grant
strings,
community
grants,
festivals
and
events
and
senior
grants,
and
we
will
be
celebrating
these
these
grants
and
another
at
at
a
future
event
that
is
taking
place
within
the
next
week
or
so
so.
These
are
very
exciting
time
for
us
and
it's
always
pleasing
to
see
the
community
being
involved
in
the
projects
that
they
do.

event
based
grant
application
when
we
think
about
all
the
community
building
that's
going
on
in
these
festivals,
we
need
to
really
support
them
and
and
have
a
lot
more
diversity
of
them.

think
that
we
need
to
also
look
at
our
called

community
communities

look
at
what
we
can
do,
even
in
small
in
kind
support
for
them
and
sharing
out
to
share
our
rich
cultural
tapestry
with
the
whole
of
bring

this
because
it
was
clear
to
me
that
there
were
two
significant
areas
of
concern
for
those
residents,
one
of
those
with
the
level
crossings
which
we
added
before
strongly,
and
we
got
a
really
great
result
last
year
and
the
second
was
in
God's
name.
Were
these
people
going
to
send
their
children
to
high
school?
A
The
report
came
back
and
the
message
that
we're
getting
from
that
report
really
reaffirms
those
parents
concerns.
The
key
findings
are
that
there
are
no
government
and
non-government
school
secondary
schools
in
Dermott
and
there
are
none
planned
depending
on
where
students
lived.
Dermott
students
are
either
zoned
to
one
or
two
government
schools
being
vu
secondary
college
or
sunshine
secondary
college.
Both
of
them
are
well
out
of
Dermott.
A
There
are
two
challenges
facing
German
students
and
they
are
the
distances
that
students
have
to
travel
to
get
to
school,
and
our
research
found
that
it
can
take
over
one
hour
to
get
to
school
on
public
transport
a
mere
five
kilometres.
The
other
was
that
there
was
a
lack
of
options
for
kids
endearment,
a
research
phase
says
the
due
to
population
increases
news
to
come.
Dear
MIT
students
may
not
even
be
zoned
to
work
with
the
two
schools
that
is
currently
available
to
them.
A
Our
research
also
tells
us
that
the
duramet
secondary
school
population
will
likely
double
in
the
next
five
to
ten
years
and
that
the
largest
numbers
of
children
in
that
area
between
the
zero
to
four
category,
the
current
enrollments
at
vu
and
sunshine
college
are
2,000
students.
Thankfully,
both
of
these
campuses
are
getting
new
campuses
built,
meaning
their
capacity
will
increase
to
2600.

2400
spots
are
short,
that's
a
whole
another
two
schools
worth
of
students
that
don't
have
a
place,
we're
not
short
of
one
school,
we're
short
of
two
schools
in
Dearman
put
simply
and
frankly,
this
is
a
complete
disaster
for
the
Dermott
community,
and
the
state
government
must
to
me
immediately
of
made
aware
of
this
gap,
and
they
must
move
quickly
to
rectify
it.
This
motion
calls
on
all
levels
of
government
to
review
the
data
and
to
move
and
to
act
and
to
go
quickly.

motion
always
also
talks
about,
and
it
is
an
item
B
of
them
motion
providing
this
information
and
the
information
that
is
contained
in
this
report
to
the
community
of
duramet
and
Deer
Park.
That
will
enable,
via
a
community
forum

council

host

hopes

residents
get
the
information
that
they
need
and
that
the
community
rises
up
like
they
did
with
the
level
crossings
and
become
part
of
a
wonderful
campaign,
a
campaign
that
is
run
for
the
community
by
the
community
and
that
we
hope
to
see
some
results.

It's
just
a
few
words.
I
would
like
to
support
the
strengthening
of
this
recommendation
and
really
applaud
the
mayor
for
putting
up
this
motion
over
a
year
ago,
but
also
all
the
all
the
other
councillors
like
councillor
David
who's
also
been
advocating
for
a
high
school
in
the
Durham
it
area.
There
are
a
number
of
primary
schools,
but
no
high
schools.
The
biggest
challenges
were
that
we
face.
A
It
is
the
suburb
that,
for
a
long
time,
has
not
had
equitable
access
to
educational
choices
in
the
past
and
in
present,
but
as
a
council
that
has
put
community
first,
we
must
advocate
strongly
and
I,
don't
believe
there
is
one
counselor
sitting
around
this
table
that
doesn't
believe
that
access
to
free
quality
and
quality
education
is
the
game
changer
here
in
Bryn
Bank.
It's
what
helps
create
opportunities
for
the
future
generation
of
our
kids.
The
population
to
man
on
bring
back
state
high
schools
at
the
moment
is
incredibly
high.

stand
to
support
the
mayor's
comments
earlier
the
logic
and
the
the
comments
that
she
made
were
I
think
really
clear,
and
they
showed
clearly
the
problem
we're
facing
endearment.
We
also
face
the
same
problem
across
rim
bank,
but
particularly
endearment
and
the
south
of
Bryn
Bank.

We
have
an
enormous
catch
up
needed
across
rim
Bank
and
the
wider
West,
and
for
me
this
particular
piece
of
research
is,
is
telling
I,
don't
think,
there's
a
bigger
issue
in
bryn
back
then
education
and
training
outcomes
for
our
younger
people
in
particular,
but
for
everyone
in
this
community
we've
had
long
term
entrenched
disadvantage
in
this
community
and
its
root
cause
often
use
poor
access
to
quality
education,
training,
services,
system,
schools
and
so
on.
We
have
some
fabulous
education
provision
in
this
in
this
area.

Don't
get
me
wrong,
but
there
are
some
significant
gaps
and
the
Brax
review
and
various
other
things
have
shown
that
we've
stood
up
in
this
chamber
many
times
and
talked
about
catch-up
programs
for
education,
health
and
jobs.
This
is
an
outworking
of
that
for
me.
I
think
that
the
mayor's
done
a
commit
a
really
commendable
job,
bringing
forward
the
duramet
focus
Dermott
as
councillor
David's
been
saying
for
many
many
years
has
needed
a
secondary
school.

We
all
know
that
some
of
the
schools
in
this
particular
area
need
upgrading
and
some
of
them,
as
that
mayor
said,
are
getting
upgraded
at
the
moment,
particularly
Sunshine
College
and
Victoria
University
secondary,
but
there's
much
more
to
do
there.
These
are
full-scale
renovations
that
are
going
on
full-scale
commitments
to
new
resources
for
curriculum
and
special
needs
teachers
and
so
on.
These
are
starting
investments
on
something.
That's
really
high
need
and
I
guess
on
projects
and
needs
in
the
schools
that
are
two
and
three
stages.

Long
we've
got
first
stages
going
on,
but
not
second
and
third,
so
the
the
ongoing
I
guess
problem
is
that
we
have
a
under
provided
system
under
provided
schools
under
provided
catch-up
funding,
and
we
have
a
massively
growing
population
coming
through
and
demanding
education
services.
It's
just
going
to
be
a
train
wreck.
If
we
don't
act
quickly,
so
it
is
really
important
that
we
go
and
talk
to
all
the
local
members.

stakeholders
who
can
help
us
here,
put
our
evidence
on
the
table
and
have
some
conversations
about
getting
on
and
fixing
this
problem
across
Broome
Bank.
No
one
wants
to
see
ongoing
entrenched
disadvantaged.

one

see
ongoing
education
and
training
outcomes
that
are
below
Melvin's
averages.
It
needs
investment,
investment,
education
and
training
to
fix
it,
and
it
needs
to
happen
quickly.
It's
great
to
see
the
Victorian
principals
Association
I
mentioned
and
have
children
our
schools,
our
advocacy
groups.
They
can
help
us
with
this
research
and
help
us
fine
tune.

public
education
is
considered

right

community

Durham
it
has
been
telling
us
for
these
last
three
years
and
beyond
traveling
distance

taxing
not
only
financially,
but
also
psychologically.
Lack
of
choices
in
terms

secondary
schools
is
also
concerning.
It's
imperative.

regards
to

method
used
in
their
assessment,
it's
imperative

Department
of
Education

Training
cooperates
with
Council
and
prefer
and

the
required

my

just
talk
about
some
of
the
recent
news,
and
that
would
be
our
wonderful
announcement,

Creek
and
something
that
we've
been
focused
on
spent
a
lot
of
time
on.

We
knew
that
there
was
asbestos
in
the
ground
if
they
had
been
cleaning
it
up
for
several
months,
but
they
came
to
a
point
that
they'd
run
out
of
money
and
that
the
level
of
a
specialist
in
the
ground
was
larger
than
they
ever
anticipated.
So
the
steering
committee
were
presented
with
an
option
to
cancel
the
contract
first
Oni
Creek.
This
is
where
they
started.
A
We
found
out
about
it,
there's
a
council,
and
that
was
a
start.
That
was
the
start
of
the
wonderful
campaign
that
we
ran
on
Stoney,
Creek
and
I.
Don't
think
anyone
could
have
missed
that
campaign,
our
team
motorized
and
within
24
hours.
We
were
on
the
ground
with
councillors,
community,
counselors
and
community,
and
we
were
filming
what
was
the
start
of
our
Stoney
Creek
videos
that
first
video
got
over
a
hundred
and
twenty
thousand
views
on
YouTube.
There
was
a
significant
number
of
views,
and
that
was
in
the
first
week.
A
The
campaign
was
well
received
by
the
community
they
jumped
on
it.
We
had
over
3,000
signatures
on
our
Island
parliamentary
petition,
which
we
haven't
actually
toe
with
Parliament,
we're
tabling
it
next
week
and
we
had
a
thousand
signatures
on
our
change.org
petition.
So
four
thousand
in
total,
we
have
third
parties
come
along
and
say:
I
want
to
be
part
of
this
campaign.
That
was
including
sue,
Norman's
primary
school
they'll,
be
in
North
primary
school
and
the
live
twenty
min
town
Dacian.
That
was
just
a
few
on
the
7th
of
October.

The
Victorian
Government
announced
its
ongoing
commitment
to
the
project
and
its
intention
to
recommence
works
on
the
site
and
additional
funding
and
I
think
it's
about
6.8
million
dollars
additional
funding
that
they've
put
through.
We
want
to
say
thanks
to
Natalie
swimming
for
all
of
her
work
behind
the
scenes
and,
of
course,
to
the
other
local
MPs
who
came
out
and
pledged
their
support
for
the
project.

we

we'd

lobbying
on
for
many
many
months
and
talking
again
to
whichever
minister
or
MP

could
get
in
front
of
him
would
listen
and
this
announcements
a
really
big
one
and
people
I,
don't
think
understand
what
that
means.

But
it
means
that
the
Victorian
Government
is
dedicating
funds
and
resources
to
Bryn
Bank
and
funds
and
resources
surrounding
the
Sunshine
superhub
and
to
developing
Broome
Bank
into
the
capital
of
Melvin's
West.
That
means
more
jobs,
more
economic
development
and
great
things,
not
only
for
Bream
bank
but
for
the
whole
of
the
West
I
also
touched
on
the
North
West
City
deal
earlier
before.
So
thank
Council
headed
to
sitting
over
here,
because
he
was
one
of
the
original
delegation
that
went
up
to
Canberra
way
back
in
2016-17
we've.

The
mayor's
through
lead
West
to
lobby
for
a
Northwest
West
City
deal.
We
have
now
a
Northwest
to
do
deal,
but
that
was
originally
the
intent
was
to
go
up
and
ask
for
a
city
deal,
and
that
has
now
come
to
fruition.
So
sometimes
these
things
just
who
takes
a
little
spark
and
then
you
know
it
grows
over
time.

asked
for
transport
connections.
I
asked
for
economic
development.
I
asked
for
jobs,
I
asked
for
opportunities
for
our
youth.
The
vision
that
I
conveyed
on
behalf
of
Broome
Bank
is
that
a
city
deal
for
our
region
is
a
once-in-a-generation
opportunity
to
bring
about
real
change
for
our
community
and
we're
on
board.
Green
Bank
is
open
for
business
and
we
are
on
board
the
city
deal
so
I
look
forward
to
progressing
this
through
the
advocacy
portfolio
and
through
through
councils.

that,

mentioned,
advocacy
is
like
planting
a
seed
and
you
keep
advocating

we
get

gains
and
as
she
mentioned

the
city

elected

it's
built
into
fruition
now,
so
we're
really
something
that
we
work
harder
in
advocacy

not
getting
the
immediate
results
but
working
hard
at
the
continuous
at
all
levels
of
government.

May
council

continuously
engaged
in
key
federal
state
and
non-government
partners
around
advocacy
agenda
and
has
made
a
number
of
submissions
to
key
inquiries
through
bank
submission
to
the
Victorian
parliamentary
inquiry
into

in
tandem
with
our
council.

respect

process

young
people
are
getting
on
board
and
saying
we
want
to
own

input
into

at
a

level
about

kind
of
jobs
we
want

to
get
into
how
we
access

tax
universities
and
where
the
jobs
are
going
to
be

currently
skill
shortages.

we
can
provide
as
a
council

support

those
students

very
significant
policy

put

Sydenham
Park
at
230
hectares,
of
course,
is
our
largest
park,
with
the
organ
pipes,
National
Park
to
the
west,
rural
land,
to
the
east
and
and
the
airport
and
residential
and
the
freeway
to
the
south,
and
in
particular
the
creeks
forming
the
the
confluence
of
the
Maribyrnong.
Deep
creek
in
the
northern
part
of
the
municipality
is
really
quite
amazing.

had
long
considered
that
the
Maribyrnong
went
all
the
way
up
to
to
the
hills,
to
start
and
in
fact,
to
think
that
the
Maribyrnong
actually
starts
in
our
municipality
is
amazing.
When
one
visits
the
the
park,
one
does
see
kangaroos
wallabies
going
around
the
plantings
that
have
been
going
on
by
council
now
for
years.
The
valley
is
not
a
typical
of
the
western
suburbs.
It's
an
amazing
piece
of
geography.
You
can
see
the
city
skyline
and
the
airport
things
like
Robinson's
homestead
are
most
significant
homestead
in
this
municipality.

Our
only
public
golf
course
is
there.
There
is
lots
of
land
available
for
recreational
for
sporting
facilities
and,
of
course,
we
have
this
amazing.
65
million
dollar
diamond
interchange
off
the
freeway,
with
a
bus,
stop
and
Kings
Road
running
all
the
way
through
the
municipality,
fantastic
access.
Now
the
committee
has
been
running
for
some
time
and
it's
involved
nearly
half
the
council.
The
there's
also
been
a
number
of
community
reps,
and
during
that
committee
there
was
an
incredible
array
of
presentations
produced
by
the
staff.
So
I
would
certainly
like
to
thank
all
the
councillors
involved.

these

the
plan

options

exciting

The
steering

committee
was
established

November
2017

has

times
and

many

draft
being
put
forward

proposal
to
share
with
the
community

to
allow

community

us

tool
for
moving
forward,

I
was
first
introduced
to
this
beautiful
reserve
by
the
annual
tree
planting
event
that
occurred
over
eight
to
ten
years
ago,
with
the
Friends
of
America
ban
on
Valley
in
tandem
with
Green
Bank
Council,
where
volunteers
have
planted
countless
trees
as
part
of
the
also
part
of
the
greening.
The
West
initiative
along
the
escarpment,
so
I
had
a
very
well-placed
knowledge
of
the
incredible
and
unique
biodiversity
that
existed
there.
However,
a
large
part
of
brim
Bank
does
not
know
or
wishes.
They
did
know
more
about
Sydenham
Park

community

reserves
and
corridors
and

our
conservation

Sydenham

waterways

the
west
and
the
Wurundjeri
response
is
vital
in
council,
making
further
recommendations
for
the
protection
and
enhancement
of
the
river
and
the
surrounds
and

plan

final

think
it's
an
organic
master
plan
in
which
things
will
obviously
in
the
consultation
and
in
that
possibly
in
the
feedback,
could
be
incorporated
so
but
underpinning
all
of
this
master
plan

the
green
wedge
plant
biodiversity
strategy,
cycling
and
walking
strategy,
habitat
connectivity
plan,
Melbourne,
Airport
master
plan,
draft
2018
cultural
heritage
study,
so
all
of
that
is
encompassed
in
this
master
plan.
That
is
the
vision.
It
is
incorporating
everything
we
as
a
council
support.

Sydenham
Park
belongs
after
all
to
our
community
and
many
have
not
even
visited
this
amazing
park.

draft
master
plan
is
the
first
step.

at
this

for

couple

I
think
are
really
good
reasons.
I
see
Sydenham
Park
in
the
way
that
others

it.

it

a
magnificent
conservation
site
and
a
key
part
of
the
mayor
of
Rock
River
Valley.
It
is
part
of
a
whole.
It
isn't
something
that
you
can
look
at
and
determine
as
a
site
on
its
own.
It
is
part
of
a
whole.

What
I
want
to
do
also
is
foreshadow
that,
should
this
motion
be
unsuccessful,
I'll
move
a
motion
to
defer
consultation
and
laughter
waterways
of
the
West
consultation.
Findings
are
known
and
then
incorporated
in
this
particular
document,
because
for
me
it
seems
really
important
at
the
community
when
it's
consulted
on
this
document
is
clear
about
what
waterways
of
the
West
is
offering.
This
valley,
which
Sydenham
Park,
is
part
of
the
overall.

But
this
is
a
council
decision
and
it's
one
that
we
shouldn't
bulldoze
through
this
particular
piece
of
works
been
going
on
for
two
years:
we've
had
it
for
two
weeks
as
councils
prior
to
tonight's
meeting,
it's
sensitive
complex
and
has
big
implications
for
the
future
of
the
River
Valley
in
this
area,
and
it's
too
rushed
for
no
good
apparent
reason.
In
my
opinion,
the
draft
master
plan
document
has
been
produced
but
has
been
overtaken
by
the
launch
of
the
waterways
of
the
West
discussion
paper.

In
my
opinion,
Sydenham
Park
is
but
one
element
of
the
River
Valley
being
consulted
on,
and
there
are
seven
key
directions
in
here
that
are
fairly
wide
I'm
attending
waterways
of
the
West
forum
next
week
in
Werribee
and
I'll
be
interested
to
hear
more
about
that
and
how
that
impacts
on
Sydenham
Park.
This
document
has
not
been
developed
with
one
jury
so
enough.

document
has
a
really
strong
involvement
of
aboriginal
groups,
including
we
run
jury
and
has
really
strong
themes
and
an
references
throughout
it.
This
particular
document
the
Sydenham
Park
document,
is
outlines
as
a
draft
master
plan
rim,
banks
preferred
option,
I
remind
people
that
Sydenham
Park
has
been
owned
and
managed
by
the
war
injury
for
tens
of
thousands

years.

alignment
between
the
two
documents:
waterways
of
the
west
and
the
Sydenham

lack
of
consideration
of
options
can
also
confuse
community
when
they
look
at
these
two
things
together,

thinking
about
here?

it
just
this,
or
is
it
a
bit
of
this
and
a
bit
of
that?

Aboriginal

Torres
Strait
island
reconciliation

express
my
concern
regarding
the
engagement
of
the
war
on
July
tri-blend,

compensation
Heritage
Council.

theory,
they
were
involved,
however,
in
practice
they
weren't
and
considering
the
cultural
heritage
in
this
area.
The
significant
rather
cultural
heritage
I
would
like
to
also
to
know
more
about
the
Western
waterways
and
they
how
they
intersect.
With
this,
with
this
proposed
master
plan,
considering
that
we
are
will
be
having
some
briefing
with
regards
to
the
Western
waterways.

such
information
comes
along
to
be
able

make

informed
decision
regarding
this
report
and

to
give
perhaps
further

a
policy
which
does
allow
a
lot
of
evolution
in
terms

what

pointed
out

the
sporting
and
other
development
options
are
reserved
for
the
freeway
frontage
of
of
the
plan
of
the
park
covering
about
four
or
five
percent
of
the
park,
and
the
other
95
percent
remains
largely
available
for
the
careful
interpretation
of
the
conservation
and
heritage
aspects
of
it.

as
a
background
as
a
town,
planner
I've
done
a
number
of
heritage
and
Aboriginal
conservation
courses
and
I'm
well
aware
that
the
valley,
particularly
the
ridge
lines,
are
important
from
an
Aboriginal
point
of
view
and
this
plan,
as
well
as
the
2004
plan,
and
this
plan
reflects
that
protects
those
areas
in
the
conservation.

We're
not
there's
no
proposal
in
there
to
remove
change
the
conservation
controls
conservation
zonings,
covering
the
land
that
that
covers
all
that
valley
and
ridge
line
area
and,
in
fact,
well
back
from
the
ridge
line
area.

ways

the

is

fantastic
opportunity
to
mesh
with
that

pipes,
National
Park
and
certainly

we

well

track

most
significant
track

Phillip
Bay
Area

hopeful

long

will

connect

been
very
little
investment

areas

space
deficits,

other
areas

significant
open
space
surpluses

attracted
much
funding.

me,
this

premature
sale.

that

be

useful

opportunity,
recycling

plastic
bottles.

see
them
everywhere,
clogging
up
our
rivers,
our
creeks,
it's
infuriating,
but,
as
we
have
seen
in
the
UK,
there
are
two
successful
industries
have
been
set
up
there,
that
turn
plastic
bottles.

billion
bottles
into
yarn
and
that's
they're,
both
successful
industries.

Another
option
is
creating
social
enterprises.
There
were
lots
of
people
at
the
moment
that
are
seeking
work
that
can't
quite
find
work.
Let's
incorporate
this
as
an
entry-level
social
enterprises
that
help
repair
items
and
recycle
unwanted
items
that
can
also
become
an
industry
from
promoting
water,
reuse.
So
much
what
it
gets
that
floats
down
the
drain,
but
education,
programs
and
rainwater
harvesting
is
the
way
to
go.

can
reuse

lot
of
that
water,
so
it
can
go
back
into
our
gardens
and
watering
our
newly
planted
trees
so
there's
and
also
addressing
the
scarcity
issue,

to

in

economy
is
certainly
for
me,
a
fairly
new
term.
It's
been
called
other
things
in
the
past,
but
taking
our
waste
and
putting
it
into
the
ground
is
not
a
circular
economy.
Taking
our
waste
and
burning
it
is
in
putting
carbon
dioxide
in
the
atmosphere.

That's
not
really
circular
economy
either
and,
as
we've
seen
with
sovereign
soared
and
China,
sending
out
our
waste
overseas
on
the
basis
on
the
contract
basis
of
the
minimum
cost
to
us
of
getting
rid
of
it
is
not
a
circular
economy.
A
circular
economy
is
all
about
thinking
about
the
waste
we
have
from
our
products
and
what
we
can
do
to
recycle
that
so
it
might
be
green
waste
and
food
waste.
It
might
be
the
plastics
that
can
be
made
into
new
products
cardboard
and
things
like
that
that
can
be
made
into
new
products.

Biodegradable
products,
not
plastics.
That
can
be
that
can't
be
biodegradable
and
end
up.
Breaking
down
into
nanoparticles
in
the
ocean,
none
of
that.
You
know
those
sort
of
problems
with
this
circular
economy.
We
need
to
look
at
having
things
that
can
be
recycled
and
turn
into
new
products
and,
as
has
been
indicated
here
from
a
social
enterprise
to
new
industries,
I
think
the
fact
that
we're
now
not
going
to
ship
overseas
our
waste
we're
starting
on
a
process
and
we're
starting
on
the
circular
economy.

years

doubt
but
we're
starting
on
it
now,
and
we
will
be
looking
at
how
we're
going
to
set
up
a

Victorian
government's
development
of
a
circular
economy
policy
provides
this
council
with
a
real
opportunity
to
consider
what
it's
doing
in
viced
and
to
have
discussions
with
local
councils
like
Hobson's,
Bay
and
others.
They
report
Philip,
who
are
looking
at
changing
their
arrangements
in
terms
of
ways,
management
away
from
the
traditional
way
we've
been
doing
business
through
the
Metro
waste
contracts
and
things
like
that
and
go
into
a
four
beam
model.

think
this
particular
policy
when
it
comes
will
give
us
opportunities
to
do
all
of
that
and
think
about
that
and
the
what
the
ramifications
of
that
might
be
on
this
particular
place.

government
does
fund
councils
to
implement
circular
economy
initiatives
at
the
local
level,
and
it's
much
needed
has
been
for
a
long
time

we

needed

know

right
now,
76
percent
of
our
revenue
is
derived
from
rates
and
that's
fine
under
a
normal
around

past.
When
we
have,
we
didn't
have
rate
capping
now
that
we
have
rate
capping.
That
is
a
significant
risk
and
a
significant
issue.
Since
the
introduction
of
rate
capping
council
has
already
lost
a
forecast
of
20
million
dollars
in
funding.
That
is
enough
to
fund
one
third
of
San
Albans
health
and
well-being
hub.

The
fact
of
the
matter
is
that
in
the
past,
when
councils
needed
to
fund
capital
infrastructure
project
programs,
they
simply
increase
the
rates.
That
option
is
not
available
to
us
anymore
and
for
me,
I,
don't
think
it
should
be.
I
actually
agree
with
right
capping.
We
can't
just
keep
putting
people's
rates
up,
but
council
does
have
many
millions
of
dollars
in
infrastructure
needs
and
at
the
current
rate
and
the
incoming
revenue,
some
of
these
needs
will
not
be
meant
for
years
or
even
decades.

So
we
have
a
number
of
projects
that
are
already
in
the
pipeline.
We
have
cinnamons
letters
in
our
sixty
million
plus
we've
talked
tonight
about
the
G
Park
library
in
the
cinnamons
library,
they're
likely
to
be
ten
million
dollar-plus
projects
each
that's
20
million
bucks.
We
know
that
we
have
sunshine
leisure
center
on
the
cards,
35
million
dollars.
That's
just
a
few
of
the
projects.
We
talked
about
the
Signum
Park
master
plan.
That's
also
likely
to
be
a
ten
million
dollar
plus
project.
A
We,
if
we
don't
look
at
alternative
funding
streams
and
look
at
different
initiatives
to
raise
revenue,
our
community
will
continue
to
suffer
with
aging
infrastructure
due
to
the
lack
of
funding
available
through
current
revenue
streams,
I'm,
not
suggesting
that
we
go
out
and
do
something
silly.
Like
try
and
increase
revenue
through
parking
fines,
that's
that
is
not
a
long-term
solution.
That
is
a
short-term
issue.
That
would
be
very,
very
unpopular
for
us
to
do
that
so
I'm,
not
at
all,
advocating
for
that.

But
I
know
that
there
are
other
arrangements
available
to
us,
such
as
PPP
arrangements
that
the
state
government
used
to
fund
many
many
projects
so,
for
example,
the
Southern
Cross,
the
train
station
in
Melbourne
was
built
under
a
PPP
arrangement.
That's
where
a
private
company
comes
in
and
funds
a
project
and
they
might
lease
it
back
to
the
government
over
a
period
of
time.
There's
a
number
of
different
options:
the
new
Footscray
hospital
one
point:
five
billion
dollar
hospital
is
going
to
be
a
PPP
arrangement.
The
exhibition
buildings
in
Mullen
is
a
PPP
arrangement.
A
The
state
government
uses
PPP
arrangements
all
the
time.
That
is
just
one
option
that
we
should
think
about.
Considering
that
this
report
will
come
back
with,
I've
talked
a
bit
about
the
study
tour
that
we
did
in
New,
South
Wales
recently
and
I
know
that
a
number
of
councils
in
New,
South
Wales,
who
have
been
under
great
caps
for
many
many
years,
have
gone
down.
The
road
of
alternate
funding.
Liverpool
Council
has
just
announced
a
four
hundred
million
dollar
PPP
arrangement
and
paramedic
counsel
are
also
looking
at
introducing
a
massive
project.

So
I
think
that
it's
important
that
we
look
into
these
alternative
funding
options
and
we
go
in
with
our
eyes
open.
We
know
that
these
alternative
fundings
are
not
without
risks
and
they
cost
a
lot
to
set
up
and
you
need
a
robust
framework.
You
need
to
make
sure
that
you've
got
over
your
eyes
dotted
and
your
t's
crossed
before
you
go
into
any
arrangement,
and
we
would
have
to
get
someone
external
to
come
in
and
set
that
up
for
us
like
a
PricewaterhouseCoopers
or
similar.

We
know
it's
likely
to
be
expensive,
but
without
it
we
stay
where
we
are
and
we
stagnate.
If
we
do,
something
is
likely
to
be
a
significant
benefit
to
the
community,
long-term
and
I.
Guess
from
my
perspective
and
just
to
finish
up
I've
sort
of
been
banging
on
about
this
since
I
got
onto
council
back
in
2016,
but
I'm
from
the
private
sector
and
I
have
a
finance
background
and
for
me,
I
think
that
local
government
needs
to
stop
thinking
like
a
local
government
and
to
start
thinking
like
a
private
company.

We
cannot
continue
to
rely
on
rates
that
that
money
is
kept.
It's
not
going
to
go
up
further.
Any
private
company
that
says
76%
of
our
revenue
comes
from
one
source
would
say
that
that
is
a
risk
and
they
need
to
diversify
and
look
at
other
ways
of
really
money
in.
We
also
need
to
do
the
same
thing
in
terms
of
looking
forward
and
looking
to
our
future
and
making
sure
that
we
can
provide
to
our
community
and
for
our
community
needs
into
the
future.

know
some
of
the
ones
that
we
saw
at
the
start
of
our
first
year
when
we
were
elected,
we
were
quite
frankly
shocked
and
we
knew
as
a
council,
we
had
a
duty
to
upgrade
and
get
these
facilities
at
a
standard
that
our
community
deserve.
So
my
commitment
is
based
on
the
values
of
this
council
of
putting
our
community
first
that
we
explore,
and
this
is
a
report
that
is
going
to
explore
innovative
ways
of
thinking
collaborative
in
our
planning
to
survive
these
fund
funding
shortfalls.

I've
had
some
experience
in
in
this
area
over
the
years
and
my
take
on
it
is
that
it's
really
important
that
we
do
put
alternatives
are
going
forward.
Councillor
Congreve
mentioned
the
findings
from
New
South,
Wales
tour
and
what
other
councils
are
doing
in
that
space
and
the
private
sector
is
doing
in
that
space
and
the
public
spirit
sector
at
state
government
level
at
council
level,
and
we
see
alternatives
and
other
councils
down
at
Wyndham.
The
big
sporting
complex,
that's
being
developed
down
there
and
things
like
that.

That
may
be
relevant
to
Council
these
particular
proposals
if
it
goes
to
M
PPP
pathways
and
public-private
partnerships
and
joint
ventures,
and
so
on
requires
a
really
big
transaction
cost
to
get
big
projects
going,
but
it
also
requires
significant
investment
in
managing
these
particular
contracts.
So
council
by
council
by
council
isn't
necessarily
the
best
approach.
There
is
a
shared
services
model
here
that
should
be
considered
around
councils
banding
together
in
a
way
that
enables
them
all
to
think
about
this
particular
financing,
these
particular
financing
opportunities
and
management
of
them.
They
take
a
lot
of
doing.

I'd
like

support
this
recommendation
and
support
the
the
comments
that
have
been
made
about.
It
has
clearly
said:
we've
got
rate,
capping
a
very
I
suppose
a
popular
decision
forced
on
us
by

state
government.
However,
the
implications
of
it.
If
we
can't
build
our
facilities,
we
need
will
be
a
very
unpopular
decision
and
working
in
local
government.

the
time
we
had
the
1998
recession,
where
councils
had
to
cap
their
rates
voluntarily
and
then
see
several
years
of
where
expenditure
on
infrastructure,
maintenance
of
roads
and
other
things
declined
as
resources
declined
was
something
that
left
us
with
a
very
bad
legacy
running
for
so
we
do
need
to
be
innovative.
We
need
to
go
outside
the
comfort
zone,
think
outside
the
boxes
as
being
suggested
and
look
at
alternatives.
We
need
to
look
at
things
like
from
my
background
in
town
Planning
development
contributions.

have
a
very
low
level
of
development
contribution
that
should
be
increased
significantly
because
if
people
are
coming
in
and
buying
in
then
it's
reasonably
expected,
for
example,
that
they
pay
for
the
roads
and
sporting
facilities
and
other
things.
As
part
of
that,
you
do
it
in
all
the
new
subdivisions,
and
we
have
new
development
occurring
here.
As
mentioned
earlier
in
the
agenda,
a
hundred
million
dollars
worth
of
over
100
million
dollars
worth
of
additional
work.

be
getting
on
every
possible
way,
special
rates
and
everything
to
make
sure
that
we
can
provide
the
sort
of
facilities
needed
so
I
would
strongly
support.

approach
to
taking

strategic
assessment
framework

the

objectives

you
want

achieve,

options
and
the
costs

risks
and
so
on,

you

that
in
a
very
rigorous
way
going
forward.
This
particular

finances
and
better
outcomes

management

development
