council

conduct
the
business
of
council
in
an
audit,
orderly
and
constructive
manner.

council
meeting
has
been
called
in
accordance
with
section
84,
one
of
the
Local
Government
Act
1989
for
council
to
consider
a
confidential
property
matter
and
a
notice
of
motion.
These
will
be
the
only
items
of
business
to
be
considered
at
this
special
council
meeting.
I
would
like
to
note
that
I've,
given
approval
for
channel
31,
audio
and
video
record
the
meeting.

Thank
you

earlier
this
year,
the
Melton

Callie
and
I
wrote
a
joint
letter
to
seek
clarification
from
the
state
government
regarding
reports
that
were
circulating
in
the
community,
that
there
were
plans
for
toxic
soil
from
the
West
Gate
tunnel
project
to
be
trucked
through
our
cities
to
the
Raven
Hall
tip.
Four
weeks
ago,
the
Melton
mayor
and
myself
met
with
representatives
through
virtual
meeting
from
the
state
government
to
raise
our
concerns,
and
we
were
assured
that
no
decision
about
the
movement
of
soil
contact
new
Peethas
had
been
made
again.
This
week.
A
There
is
information
circulating
in
the
media
and
and
within
the
community
that
soil
from
the
site
is
being
transported.
However,
we
are
not
able
to
get
clear
information
about
it.
What
where
and
how
the
soul
is
being
disposed
of,
this
is
causing
a
significant
concern
for
our
many
in
our
community.
The
west
of
Melbourne
has
in
the
past,
taken
more
than
our
fair
share
of
the
state's
landfill.
This
has
left
our
community
with
significant
and
stressful
legacy
issues.
This
council
is
committed
to
ensuring
that
future
generations
are
not
subject
to
the
same
problems.

We
are
dealing
currently
with
and
we
seek
clarity
for
our
community
and
an
insurance
from
the
government
that
they
will
come
to
ongoing
communication
transparency
and
engagement
with
our
community
and
councils.
The
West
has
been
a
dumping
ground
in
Victoria.
For
far
too
long,
we
have
had
enough
no
more
dumping
in
the
West.

I
refer
to
an
occasion
not
that
long
ago,
but
councillor
David
will
remember
whether
it
was
talk
of
a
toxic
dumping
in
the
West
and
it
was
supposed
to
be
in
Deer
Park
and
at
the
time
the
Minister
for
police
Andre
him
I
was
the
member
at
that
time
and
after
several
very
interesting
discussions
with
mr.
haire
Meyer
at
the
time
it
was
decided
one
night
when
he
came
up
to
the
council
and
said
well:

would
you
like
the
toxic
waste
come
dump
or
would
you
like
the
prison
and
we
thought
well,
no
we'll
take
the
prison.
Thank

very
much.
Well
guess
what
we
got
the
prison,
but
we
also
got
a
toxic
waste
dump
because
we
have
Raven
Hall
on
on
the
school,
on
the
outskirts
of
our
property.
So,
really,
at
the
end
of
the
day,
this
now
continuation
of
dumping
and
dumping
and
dumping
and
dumping
in
the
West.
It
has
to
stop
whether
it's
deer
park
with
Ritz
bulla,
whether
it's
summary
whether
it's
Deer
Park.

I
mentioned
it
to
him
and,
like
I
said,
all
councilors
have
mentioned,
that
to
every
single
MP
that
we
can
think
of
including,
of
course,
the
MP
on
who
travels,
with
the

mayor,
of
course,
with
her
travels
on

all
the
MPs
at
the
moment.
So
I
totally
support
this
motion
and
certainly
hope
that
we
will
receive
some
news
from
the
state
government
about
what
we
are
going
to
do
with
this
waste.

Support
the
notice
of
motion
as
it
stands,
I
think
it
again
reinforces
the
message
that
the
West
isn't
for
dumping.
In
these
days,
we
have
drawn
a
line
in
the
sand.
Yeah
I
do
make
the
point,
though,
that
there
is
strength
in
numbers
and
I'm
keen
to
see
the
Milton
Council's
emotion
come
forward
and
other
councils
around
the
West
do
the
same
thing
so
that
we
can
get
together
and
do
something
in
concert
through
our
original
bodies.

League
West
I'm
also
going
to
see
that
the
community
makes
this
issue
up
as
well
in
the
form
of
petitions
that
across
the
region
and
bring
together
all
the
various
groups
are
acting
in
the
community
in
this
space.
At
the
moment
they
come
from
here,
Bacchus
Marsh,
all
the
way
through
the
bullring
around
this
way
and
beyond.
So
if
there's
an
issue,
that's
going
to
read
community
together
that
this
one
now
we've
been
dumped
on
for
far
too
long.
We
need
to
take
action.

need
to
work
with
communities
to
take
really
strong
action
to
voice
their
concerns
at
this
ongoing
environmental
damage.
That's
being
done,
and
we
also
need
to
because
participation
again
pushed
by
the
establishment
of
you,
the
group
to
look
at
environmental
issues
across
the
region
now
going
forward.
So
I
congratulate
the
mayor
on
the
notice
of
motion
I'm
looking
forward
with
these
strengths
and
by
all
the
other
councils
coming
you're
headed.

I
would
certainly
like
to
actually
cancel
epithelial
on
Ray's.
It's
important
to
notice,
emotion.
It
is
extremely
important
for
our
municipality
and
those
counselor
images
indicated
it's
important
to
a
lot
of
councils
across
the
West
and
I
won't
say
much
except
to
endorse
the
comments
that
have
been
made
by
the
other
speakers
very
well
something
about.
However,
there's
very
much
practical
reasons
why
we
need
to
be
involved
in
those
discussions
that
these
very
large
numbers
and
being
on
the
railways
committee
and
seeing
and
hearing
about
the
number
of
trucks.

The
vast
amount
of
soil
that
would
be
moved
is
a
considerable
concern
and
the
potential
contamination
that
exists
in
that
sort
of
how
those
trucks
are
to
be
moved
in
what
route
of
time
the
noise
and
pollution
from
those
trucks,
particularly
in
terms
of
how
trucks
might
be
covered.
We
need
to
have
some
assurance
that
there
isn't,
as
one
sees
often
with
these
trucks,
they
might
have
a
sliding
screen
over
the
top,
but
in
this
case
it
needs
to
be
much
more
than
that.

It
needs
to
be
something
which
isn't
going
to
have
dust
flying
off.
The
trucks
women
moving
and
we're
going
to
even
go
so
forward
as
to
sort
of
say
we
need
to
be
innovative
and
start
to
think
about,
as
we
are
that
bring
back
progressively
looking
at
electrifying
our
fleet,
which
will
include
trucks
and
making
sure
that
in
the
earliest
opportunity,
when
these
type
of
trucks
are
available,
they're
quiet
we're
not
having
noisy
trucks
running,
possibly
they
indict
and
polluting.
So
not
to
mention
that
the
location
of
of
this
waste,
all
those
things
are
important.

these
segments,
the
official
statements
by
the
state
government
that
we've
seen
in
the
media.
The
response
has
been
trust
us
we're
gonna
dispose
of
you
soil
in
safe
areas,
and
you
don't
need
to
be
concerned
now
in
saying
that,
if
you
don't
want
us
to
be
concerned,
then
you
shouldn't
be
worried
about
giving
us
about
being
more
transparent.

way
that
soil
is
going
and
what
the
arrangements
might
be
to
me,
I
think
is
as
an
unwillingness
to
let
go
of
any
power
and
an
unwillingness
to
see
their
decision
challenged
in
any
way
until
the
decision
has
been
made.
So
I
hope
that,
through
this
notice
of
motion,
we
can
get
some
transparency
and
put
our
worries
to
rest.
