an
extremely
difficult
year

our
community

mayor
and

a
councillor
during
this
time
has
been
a
challenge.

we've

very
challenging
year
with
the
pandemic
and
it
hasn't
been
a
normal
year
having
been
served
on
the
previous
council,
so
keeping
the
team
together
has
been
very
difficult,

really

everything
you've
done

also
to
the
deputy
mayor.

With

time
it
was
called

On
a
personal
note,
it
has
been
enormously
challenging,
rewarding
and
exhausting

months
as
a
mayor
bring
back
student
council
as
a
first
time.
Counsellor
taking
on
the
additional
responsibility
has
been
a
very
steep
learning
curve,
but
I
hope
that
I
have
provided
the
leadership
and
representation
that
our
community
deserves
and
expects.

Firstly,
supporting
our
community
through
the
west
of
kovitz,
where
we
were
all
locked
down
for
a
sixth
time
when
we
started
to
doubt
if
we
could
get
through
another
another
one.
I'm
very
proud
that
we
managed
to
keep
working,
keep
pushing
and
advocating
for
better
results
and
that
council
services
adapted
and
continued
to
provide
excellent
services
to
our
community.

Secondly,
and
this
will
come
as
a
surprise
to
no
one,
I'm
immensely
proud
of
the
fixed
the
colder
campaign
that
council
has
run
since
I
launched
the
campaign
in
may,
along
with
our
local
mp
and
long
term
advocate
for
fixing
this
slow
and
dangerous
stretch
of
earth.
The
honourable
natalie
actions,
mp
after
years
of
loyal
community
effort
from
the
calder
action
group
so
well
led
by
russell
moet.
A
Environmental
equity
has
also
been
a
major
focus
for
this
council
and
our
stop.
The
soil
campaign
run
in
conjunction
with
our
neighborhood.
The
melton
city
council
successfully
delivered
contaminated
landfill
from
the
investigate
tunnel
project,
traveling
westward
across
our
municipality
to
the
melbourne
regional
and
field
located
in
vancouver.

have
been
many
other
things
we
should
all
be
proud
of,
and
I
could
go
on
for
hours,
but
in
finishing
I
would
like
to
thank
everyone
who
helped
me
in
this
privilege
of
serving
as
me
this
year
from
my
family
and
friends,
this
council,
the
western
region
councils
and
the
mess
local
mps,
the
executive
management
team
and
staff.

a

reserve

heights
and

northeast
section

and

million
dollars
worth
of
planning
permits
issued.

gone
up
to

numerous

into

construction

decision

grant
a
permit
for
the
construction
of
three
double-story
dwellings
to
to
the
rear
of
the
existing
dwelling
was
unsuccessful
with
vcat
ordering

permit

for

ongoing
transparency

reassurance
to
our
community.

includes
grim
bank
community
recovery
grants
program
and
round
two
community
sports
infrastructure
stimulus
program.
Finally,
it
is
important
to
remember
that
during
covert
19
pandemic
council
has
been
flexible
and
adaptable
in
our
operations.
The
brimbank
community
recovery
grants
are
one
example
of
this.

had
considerable
impact
on

residents
over
the
past
18
months
through
my
greenback
covert,

response
and
recovery
portfolio

had
so
much
despair
and
desperation
that
this
community
has
experienced.

objectives
and

actions
that
describe
how
council
can
assist
local
businesses,
residents
and
visitors
to
overcome
obstacles
and
build
on
our
strengths
as
we
continue
to
recover,
rebuild,
adjust
and

new
covenant,
as
our
community
adjusts
and
transitions
to
the
ongoing
nature
of
this
pandemic
concerns
around
social
isolation
and
community
connectedness
have
eased,
but
they
were
quite
strong
during
the
pandemic
to
ensure
the
more
vulnerable
people
continue
to
be
supported
during
this
time.

variety
of
strategies
to
our
wide
and
diverse
community
have
been
introduced.

flexible
engagement
approaches

intergenerational
programs,

support
sessions
and

programs,
emergency
food
relief

checks
have
been
working

community

and
health
centre.

personally

the
healthcare
workers

have
been
involved

rolling
this

work

agencies

precinct

and

proposition

undertake

capital
upgrades
completed

both
sports

community
facilities
across
council.
These
include
pavilion
kitchen
and
lighting
upgrades
fence,
replacements,
sports,
ground
reconstruction,

court

friendly
change
rooms.
It
also
highlights
the
strategic
work
completed
as
well
as
the
programs
delivered
and
club
development
opportunities
offered
of.

1.5
million
in
funding
was
received
from
sport
and
recreation
victoria.
Almost
2
million
was
spent
on
upgrades
to
sports
facilities.

000
was
spent
to
plan,
develop
and
maintain
groom
bank's
community
infrastructure

sustainably.

also
like
to
reiterate
the
words

council
granted.

just
say
I've
been
lucky
enough
to
be
in
the
last
term
where
we
started
this
amazing
facilities,
rejuvenation
and
upgrades
and
reconstruction,
and
last
week
I
was
privileged
enough
to
attend
the
sid
arrington
reserve,
where
we
all
some
of
our
councillors
did
attend.
Can
I
just
say
I've
seen
that
from
the
beginnings
to
the
end
and
the
realization
has
taught
me
dream
big
and
we
can
make
it
happen,
so
sporting
infrastructure,
if
you
saw
it
10
years
ago,
you
would.

Been
really
embarrassed
and
ashamed,
but
this
council
and
the
previous
council
has
been
completely
committed
to
upgrading
and
lifting
the
standards
so
that
our
kids
can
feel
proud
about
where
they
play
now.
We
still
have,
you
know
a
lot
to
do,
but
it's
it's
getting
there
and
the
community
can
see
when
it's
gone
to
previous
facilities
and
what
they
have
now
they
are
so
impressed,
and
this
is
the
standard
they
deserve.

I
think
council
branches
mentioned
the
pavilions,
the
lighting,
the
female
friendly
change
rooms
and
sports
crap
around
infrastructure,
but
one
of
the
most
important
aspects,
I
believe,
is
the
great
program
that
we've
run
called

sports.

lot
of
our
community
can't
afford
to
join
our
soccer
clubs,
or
you
know,
soccer
clubs.
Nine
hundred
dollars
to
two
thousand
dollars
now
into
sport
program
offers
a
lot
of
people
that
may
not
have
the
the
financial
ability
to
join
a
subsidised.

You
know
opportunity,
so
they
can
try
out
the
sport
and
the
feedback
that
I've
been
getting.
It's
made
a
difference
to
so
many
people's
lives
that
are
disadvantaged
because
a
lot
of
people,
those
memberships,
are
a
luxury.
I
mean
putting
food
on
the
table,
is
the
priority
and
sports
is
a
luxury
to
them.

I'm
very
proud
that
this
council
has
not
only
run
this
program
from
when
I
was
elected,
but
it's
extended
at
one
of
the
summer
to
the
summer
sports
and
winter
sports,
and
I
also
want
to
emphasize
that
my
the
community
is
also
saying
they
want
diversity
in
sports
too.
It's
not
just
soccer,
they
want
a
wide
range
of
sports
and
I
think
that
this
council
is
really
committed
to
providing
that.

reserve

coach
boxes
at
mckechnie,
reserve
kitchen
upgrades,
it's
an
organs
fest
in
the
garden
hand,
club
community
art
center

children's
services
playground

at
king's
park
in
the
garden.

would
also
like
to
note
that
currently
council
is
involved
in
discussions
with
three
grimbeck
schools
to
explore
joint
user
agreements
for
community
access
outside
of
school
hours
regarding
community
services.

neighbourhood

creative

bank
learning
and
youth
jobs.
The
annual
report
cards
highlight
key
achievements,
programs
and
services
offered
through
councils,
libraries,
neighborhood

facilities
and
the
brimbank
learning
futures
in
response
to
actions
and
priorities
in
adopted
council
strategies.

I

a
deeper
understanding

our

futures
and
neighborhood
houses
to
ensure
accountability
and
transparency.

call
the
community
in
terms
of
dealing

social
services,
especially
at
a
time
where
people

unable

go

libraries
or
classes
in
person.

think
it's
fantastic.
That
council
has
found
innovative
ways
to
deliver

programs.

example,
we
had
library
team
at
all
which
helped
people
get.

know
books
that
they
needed,
and
especially
in
the
area
of
youth
unemployment,
which
is
very
passionate
about
delivery
outcomes.
It's
great
to
see
that
we
still
continued
on
with
you

our
job
search
club.

recognizes
that
many
participants

concern
to
me-

others

spoke
just
recently
and
councillor

brought
up
that
people
are
going
to
electronic
modes
of
betting
and
sports
betting
is
one
of
those
key
areas
where
we've
been
bombarded
daily,
sometimes
hourly
by
sports
bet
ads.
In
2021,
an
estimated
2.3
billion
was
lost
on
victoria
on
wagering
and
sports
betting.
This
represents
a
42
increase.
That's
nearly
double
increase
over
the
previous
year,
obviously,
which
are
pandemic.

People
are
not
accessing
their
gms
and
are
using
the
electronic.
More
and
more
than
85
of
these
bets
are
now
made.
Online
data
is
not
available
at
a
local
level,
but
based
on
our
experience
with
other
forms
of
gambling,

residents
have
contributed
much
to
these
increases.

industry
uses
a

strategies

tactics
to

product

to

product
repulsive

offensive

dangerous

taking

gambling,

causes

of

ad
standards
community
panel
about
two
of
the
television
ads
promoting
the
product,

dismissed

the
panel

ads

reach

wagering
advertising
code.

example
highlights

limitations
of
self-regulation
and
the
urgent
need
for
stronger
reforms
and
regulation
of
the
gambling
industry
in

prominent
than
ever

aimed

generating

customers

bedding
with

club

reform
to
support
the

gambling
aids
campaign,

attracted
more
than
25
000
supporters.

concerned
about
the
impact
of
gambling
ads,
especially
on
our
young
kids,
with
products
like
betting,

with
mates.

focus

local
issues,
but
I
think
we're
moving
into
a
different
space.
We
have
been
actively
campaigning
for
the
federal
government
to
change
things
around
gambling.
That's
because
it
does
affect
our
community
directly.

located

ravenhall
within
the
city

melton.
The
landfill
has
operated
since
1999,
and
our
communities
tell
us
that
they
have
experienced
significant
sight
impacts
from

operations
system
commenced,
including
oda
and
dust.
Cleanaway
has
owned
the
site
since
2015,
and
now
they
are
seeking
approval
from
the
victorian
environment
protection
epa
to
amend
the
licence
to
permit
receipt
and
disposal
of
asbestos
at
the
melbourne
regional
landfill
at
rabbit
hall.

My
rationale
in
bringing
this
notice
of
motion
into
the
council
is
that
broombank
melbourne's
west
has
already
its
great
share
of
landfills.
We
are
experiencing
incredible
legacy
issues
associated
associated
with
contaminated
sites.
These
sites
mean
our
community
carries
a
burden
for
waste
management
practice
not
just
for
now,
but
for
future
generations
to
come.
I
want
our
experience
to
be
a
listen
to
our
neighbouring
communities.
I
do
not
want
our
neighbours
to
be
burdened
and
the
future
of
how
we
are
burdened
by.

We
make
now,
for
example,
we
currently
have
a
landfill
hotspot,
fire
burning
for
24
months
in
kielba.
The
residence
in
our
community
are
impacted.
Every
day.
By
this,
we
have
significant
costs
associated
with
the
ongoing
monitoring
and
management
of
epa
regulated
former
waste
sites
across
the
municipality.

Our
council
and
our
community
continue
to
put
the
bill
for
these
practices
that
could
have
and
shouldn't
have
been
done
their
time.
Melbourne's
west
carries
the
weight
of
victoria's
waste
and
in
dealing
with
the
impacts,
without
adequate
support
from
the
state,
we
have
paid
millions
of
dollars
via
landfill
levy,
and
yet
what
have
we
seen
in
return?

Virtually
nothing?
We
continue
carrying
the
burden
of
this
legacy,
though,
with
the
impact
continuing
on
our
community,
our
community
and
melton's
community.
In
this
case,
cleanaway
has
advised
that
they
are
interested
in
hearing
from
the
community
and
are
holding
community
information
webinars
this
week
and
the
first
week
of
december,
I'm
sure
of
which
many
of
you
have
enrolled.

encourage
the
community
to
attend
all
those
clean
away
sessions
and.

clean
away's
proposal
and
hereby
asking
that
we
are
living
with
the
ongoing
impacts
of
waste
management
practices
of
the
past
and
prison
and
have
significant
concerns
with
introduction
of
asbestos
made
of
many,
I
was
also
questioned
that
asbestos
as
an
inert
compound,
should
be
safe
underground.
That's
what
they
said
about
the
inert
landfill
in
kielba
and,
as
we
have
seen
compounds
do,
have
the
ability
to
react
to
other
compounds
and
cause
ignition
underground
and
for
anyone
who
thinks
that
putting
an
underground
fire
is
easy.

want
to
commend
councillor
tacos
for
bringing
this
motion.
I
think
that
the
west
is
sick
of
being
a
dumping
ground.
The
safe
seat
mentality,
you
know,
is,
let's
just
dump
all
the
toxic
waste
in
the
west
and
it's
time
that
we
all
stand
up
as
a
council
for
our
community.

community's
suffering
some
really
severe
health
issues,
we're
suffering,
because
we
can't
move
forward
with
a
laughing
stock
of
victoria
and
it's
time
that
the
state
government
take
note
that
the
west
is
sick
of
being
a
toxic
dumping
ground,
and
we
should
be
advocating
to
the
state
government
to
listen
to
the
residents
and
all
the
health
concerns
that
we
have.
