I

come
to

we
have
artwork
pay

to
our

also
I
ask
councillors
their

standing
for
the
council

as
the
council

act
in
the
best
interests
of
the.
A

All
right
email
sit
down
now.
A
Moving
on
to
the
next
item-
apologies
and
leave
of
absence,
counselor,
lancashire,
councillor
rashid
and
cancer
care
apologies
for
this
meeting
and
council
papali
has
submitted
a
belief
of
absence
for
the
period
from
the
7th
of
june
2022
to
8th
of
july
2022.
A
You
and
then
a
secondary.
A
Thank
you,
and
I
guess
for
the
purpose
of
conducting
this
me
just
a
simple
hand,
raise
will
be
fine.
Thank
you,
cancer
toughest.
Would
you
like
to
speak
in
this
motion?
No
matter
me.
Thank
you.
Thank
you
and
council
david.
A
Any
other
speakers
for
this
motion,
otherwise
I'll
just
put
it
to
the
vote
that
okay,
so
okay,
so
all
those
in
favor.
Please
raise
your
hand
that
motion
carries
an
item.
Full
disclosure
of
conflicts
of
interest.
Are
there
any
decorations
of
conflicts
of
interest?
No!
A
So
just
to
let
everyone
know,
the
2022
victorian
state
election
is
to
be
scheduled
on
the
26th
of
november
2022,
so
in
accordance
with
section
6.2.1
of
the
conduct
during
election
period
policy,
which
forms
a
part
of
brief
bank's
governance
rules,
a
councillor
who,
if
the
prospective
candidate,
should
declare
their
intended
candidacy
at
a
meeting
of
the
council
as
soon
as
practical
after
notifying
the
chief
executive
officer
and
counselors
remind
you
that
these
declarations
are
not
motions
and
the
governance
rules
do
not
permit
debate.
C
A
Thank
you,
council
sarcasm.
Congratulations
on
announcing
that
and
we'll
well
move
on
to
item
six
designation
of
items
as
confidential.
A
A
Yep
there
are
in
the
screen,
thank
you,
and
is
there
a
secondar,
madam
deputy
mail,.
A
A
A
A
A
Oh
good,
all
right,
all
those
in
favor,
please
raise
your
hand
that
motion
carries
those
minutes
are
confirmed.
Okay,
any
conduct,
there's
no
condolences
for
this
meeting.
However,
there
is
one
item
of
congratulations.
A
This
is
regarding
the
queen's
birthday
honors
list.
May
please
have
a
beaver
of
emotion
of
congratulations
for
brimbank
residents
who
have
received
honors
and
acknowledgments
in
the
queen's
birthday
honours
list.
Which
way
do
we
do
anyone?
C
A
Yeah,
thank
you
count
to
tacos.
Is
there
a
second
now.
A
C
To
say
thank
you
to
every
every
person
that
has
contributed
and
with
your
indulgence,
madame
just
wanted
to
also
recently
just
recently
received
a
another
award
australian
architecture
in
australian
institute
of
architecture.
We
won
the
award
in
the
heritage
division
for
the
police
hut
in
kilo
park
and
a
lot
just
to
congratulate
the
key
law,
historical
society
and
the
council
for
this
tremendous
project
of
something
that
we
can
be
really
proud
of.
Thank
you.
A
Wow,
that's
fantastic
stuff
right.
There!
Congratulations
and
accounts
of
david.
Would
you
like
to
speak
a
second.
D
Just
very
brief,
mother,
mary,
it's
a
wonderful
feeling
for
those
people
to
be
acknowledged.
They've
done
some
here
and
there
and
some
of
their
friends
perhaps
thought
that
they
were
the
acknowledgement
and
that's
what
they
have
and
congratulations.
Yeah
well
done.
A
G
Yes,
madame
we
have.
The
first
question
from
members
of
the
public
is
from
sonia
phillipovich,
who
asks
recently
went
for
a
walk
in
north
sunshine,
just
a
few
streets
away
from
asco
nobel
and
was
shocked
by
the
chemical
fumes.
I
inhaled
I'm
unsure.
If
the
fumes
and
said
factory
are
related,
I
assume
that
epa
has
been
involved.
Can
you
please
clarify
the
situation?
Many
thanks.
A
Thank
you
yeah.
This
is
the
common
thing.
Okay,
so
afghan
noble
operates
under
a
license
which
is
issued
by
the
environment,
protection
authority,
so
the
epa
for
short
and
to
let
you
know
that
the
epa
has
been
working
with
ask
for
noble
to
address
odor
issues
from
the
premises,
and
they
will
continue
to
do
so
until
a
solution
is
implemented
and
if
you're
interested
there's
also
an
action
group
regarding
this
issue.
A
Thank
you,
and
I
could
I
gotta
understand,
there's
a
lot
of
concern
with
this
from
the
community
regarding
the
crash,
but
the
council
has
prepared
the
very
limited
usage
of
the
creation
of
the
many
years
include
pre-covered
according
to
the
offices,
while
the
croatia
has
had
limited
use,
but
over
this
time
there
has
been
a
significant
increase
in
demand
for
cycle
and
group
fitness
classes
at
the
center,
and
therefore
this
has
led
to
the
vision
to
repurpose
the
space.
The
meat
of
community
demand
both
cycle
and
fitness
classes.
A
A
A
Sunshinelessness
center
visitors
could
book
children
into
the
creche
by
contacting
the
center
or
speaking
to
anyone
at
the
customer
service
desk
on
entry
to
the
facility
and
there's
there's
a
basic
enrollment
form
that
was
required
at
the
commencement
of
the
creche
use,
and
the
observations
have
just
been
a
lack
of
demand
for
the
service
over
many
years,
which
is
behind
this
decision
to
close
the
creche
and
repurpose
it
to
meet
a
high
demand
from
visitors
for
group,
fitness
classes
and
just
to
let
you
know,
the
council
has
sourced
access
to
need
by
care
child
care
facilities
to
ensure
sunshine
leisure
center
visitors
can
still
have
their
children
cared
for
while
visiting
the
center.
G
F
A
The
reallocation
of
space
has
been
based
on
this
information,
and
also
council
has
forced
access
to
nearby
child
childcare
facilities
to
ensure
sunshine
later,
visitors
can
still
have
their
children
cared
for
as
well,
while
they're
visiting
the
center.
A
Thank
you
currently,
council
collaborates
with
the
brotherhood
of
st
lawrence.
You
are
the
partners
with
the
national
disability
insurance
agency,
also
known
as
the
ndia,
and
they
delivered
the
local
air
coordination
and
early
childhood
services
for
the
national
disability
insurance
scheme
across
the
boom
bank
and
melton
regions,
and
I
think
I'm
learning
here
that
post
covered
educational
workshops
and
forums
have
been
planned
for
the
brimbank
melton
community,
and
these
will
start
in
july
2022.
A
if
you're
interested
for
further
information.
The
links
to
the
the
brotherhood,
st
lawrence
and
the
national
disability
insurance
scheme
are
available
on
the
council's
website
and
the
the
link
for
that
is
www.brimbank.gov.
A
Thank
you
for
your
feedback,
so
council's
website
provides
detailed
information
on
the
career
support
program,
which
is
a
program
that
connects
carers
to
an
intake
service
and
provides
individual
lives
to
supports
for
carers
to
access
embryo
bank,
and
this
program
is
facilitated
through
the
community
care
and
the
support
for
caries
funding.
A
You
can
look
for
the
information
it's
on
the
disability
and
care
section
of
council's
website
and,
if
you're,
also
interested.
The
caries
link
also
provides
information
on
current
events
and
information
on
the
respite
services,
career
gateway
services,
record
for
carers
and
an
information
flyer
on
the
care
support
program.
Yeah.
Thank
you
for
your
hearing
feedback
and
as
well
as
the
note
regarding
the
metro
access.
So
our
council
will
take
a
review
of
our
disability
and
care
web
pages
and
we'll
remove
any
information.
That's
no
longer
relevant.
A
Okay,
thank
you,
mr
sakurai.
We'll
now
move
on
to
the
next
item.
There
is
one
petition
to
be
received
tonight
and
it's
regarding
the
speed
humps
on
frasier
street
and
sunshine,
which
received
46
dignitaries
requesting
to
review
the
proposed
food
house
for
fresh
street
and
sunshine.
Is
there
a
move
of
emotion
for
this
petition?
Most.
D
To
say,
mother
mayor
is
this
the
little
area
there,
the
community
there
is
it's
more
or
less
a
hidden
community
on
the
one
side,
they've
got
the
railway
line
and
the
other
side
is
a
coral
reef.
Creek
now
fraser
street
is
a
main
avenue
for
them
to
go
home
and
get
back
into
the
city
again,
but
the
last
few
months
are
fortunate
for
those
residents
as
few
people
there
doing
the
wrong
thing.
They're
overspeeding,
and
we
had
these
complaints
before
and
written
complaints
by
them
as
well.
D
So
I
hope
that
something
will
be
done
in
the
near
future
for
them,
because
it's
not
fine,
it's
not
fair
to
them.
Thank
you.
A
Thank
you
I'll
now
put
it
to
the
vote.
All
this
is
there.
Please
raise
your
hand
that
motion
carries
okay
and
we'll
now
move
on
to
reports
or
minutes
of
delegating
committees.
There
is
one
third
a
this
is
regarding
the
lead
west
joint
delegated
committee
meeting.
C
Tacos,
yes
mega
man.
I
note
the
minutes
of
the
lead
west
meeting
recently
west
meeting.
A
Thank
you
this,
sir,
as
the
mover
classmate
tarkis,
would
you
like
to
speak
on
the
motion.
C
I'd
just
like
to
note
that
those
minutes,
as
far
as
I
can
see
accurate
of
the
meeting
that
was
held
recently
at
wyndham
city
council
with
lead
west,
and
I
was
happy
to
be
a
proxy
on
behalf
of
the
deputy
mayor.
Thank
you.
H
I'll
just
say
thank
you.
Councillor,
virginia
tacos
have
been
replaced
on
my
role
on
that
day.
Thank
you.
A
Please
further
note
if
you
have
alternate
or
omit
emotions,
please
drop
the
motion
to
provide
to
the
government's
team
by
email,
so
they
can
be
shared
on
the
screen
to
form
part
of
me.
Otherwise,
we'll
have
to
defer
the
matter
until
the
voters
is
written
and
then
yeah.
We
want
the
media
proceed
uninterrupted.
A
I
I
158
written
submissions
were
received.
Eight
submitters
requested
to
be
heard
council
appointed
a
hearing
of
submissions
committee
to
hear
submitters
requesting
to
be
heard.
Submitters
were
heard
at
the
committee
meeting
on
the
24th
of
may.
After
considering
these
submissions,
the
dr,
the
final
draft
budget
2223,
is
now
presented
to
council
for
consideration.
Thank
you.
A
There
are
no
questions
and
also
would
really
like
to
thank
the
staff
and
the
community
for
all
the
extensive
involvement
in
putting
this
drop
on
your
budget.
Is
there
a
mover
for
this
motion?
Please?
A
Yes,
madame
deputy
mayor.
C
Thanks,
madam
I'd,
like
to
second
the
business
report,
thank
you
for
the
budget.
A
Thank
you,
madam
deputy
mayor,
would
you
like
to
speak
on
this
motion.
E
Yes,
thank
you.
Madame
at
councillor,
langshire
city,
the
german
portfolio
of
the
brinbane
innovation
and
also
council
of
races
is
the
call
for
folio
council,
but
unfortunately
they
are
not
here
tonight.
So
I
would
like
to
acknowledge
and
thank
all
council
officers
who
have
contributed
to
this
budget.
E
The
budget
shifts
the
finances
and
delivering
the
services
and
priorities
for
our
community.
It
reflects
council
commitment
to
operate
in
a
financial,
financially
sustainable
and
responsible
way.
While
in
red
cap
environment,
the
report
outlines
a
budget
operating
surplus
of
9.41
million
for
the
2022
to
2023
financial
year.
E
Significant
capital
works,
a
location
for
56.64
million
to
deliver
essential
infrastructure
projects,
services
and
facilities
across
our
city
and
a
budget
cash
position
of
83.83
million
at
the
end
of
the
2022-2023
financial
year.
This
budget
lies
the
foundation
for
service
delivery
and
programs
for
the
next
four
years
with,
and
will
help
us
continue
to
build
a
strong
and
resilient
community.
C
It's
a
very
difficult
task
to
try
and
incorporate
every
request
that
our
community
brings
forward.
But
please,
if
it
hasn't
been
included,
do
not
lose
hope.
If
you
were
not
successful
this
budget
and
as
councillors,
we
are
available
to
keep
advocating
for
you
to
support
your
needs
going
forward.
I'd
like
to
focus
particularly
on
my
ward
and
in
particular
kilo
park,
soccer
club
and
kilo,
sports
clubs,
two
clubs
that
are
experiencing
incredible
growth
and
extend
my
thank
you
to
the
club
and
members
for
submitting
their
their
submissions
over
the
budget
period.
C
Kilo
sports
club
is
a
club
that
has
exponential
growth
at
the
moment,
both
before
and
post
pandemic,
and
it
is
quite
clear,
as
many
councillors
who
have
visited
the
club
taking
the
time
to
have
a
look.
It's
requiring
a
new
facility
to
accommodate
this
growth.
The
current
footprint
of
the
club
is
not
coping
and
its
membership
across
all
ages
and
backgrounds,
and
all
parts
of
brimbank
have
struggled
to
squeeze
into
a
very
outdated
and
small
confines
and
inadequate
toilet
and
kitchen
and
club
facilities.
C
There
is
no
way
you
can
measure
the
benefits
and
the
community
building.
All
our
clubs
provide
across
spring
bank
key
law.
Sports
club
is
a
particular
case
that
that
does
that
very
well,
it's
very
much
a
model
of
a
community
hub.
It
brings
people
together
through
not
only
sports
volunteerism
and
life
activities,
horseshoe
bend
community
club,
it's
a
focus
point
for
keylor
to
connect
and
engage.
C
B
Thank
you
madame
great,
to
see
this
report
coming
to
council
for
final
endorsement.
It
has
been
a
highly
intensive
process.
It's
important
to
note
that
the
operating
surplus
of
9.41
million
dollars,
which
is
highly
welcomed.
I
know
there
was
a
lot
of
hard
work
behind
this.
To
make
it
happen.
B
Two
key
changes
have
been
made
to
the
draft
changes:
an
increase
of
222
000
dollars
in
grants
income
as
a
result
of
a
revised
figure
from
the
victorian
local
government
grants,
commission
and
a
decrease
of
103
thousand
dollars
in
rates
revenue
due
to
changes
in
supplementary
valuations
as
a
result
of
the
submissions
for
changes
also
are
included
for
consideration,
and
one
of
them
has
been
mentioned
by
counselor
tacos.
I
would
like
to
take
this
opportunity
to
also
thank
the
community
for
their
submissions
and
the
staff
who
were
so
diligent
diligently
throughout
the
process.
A
A
J
You,
madam
mayor,
but
together
we
are
bring

plan.
J
J
Some
actions
reflect
the
progress
of
initiatives
from
previous

the
previous

plan,
acknowledging
that
together
we
are
brimbane
spans.
The
term
of
the
council
and
some
initiatives
will
continue
to
be
implemented
over
the

K
Hello,
madam
mayor,
thank
you
at
the
council
meeting
held
on
the
19th
of
april
2022
council
endorsed
the
draft
in
the
asset
plan
2022
for
community
consultation
for
a
period
of
four
weeks.
The
consultation
period
was
held
between
the
26th
of
april
to
the
24th
of
may,
and
council
received
a
total
of
six
written
submissions.
33
survey
responses
to
the
online
survey
and
44
responses
to
the
quick
poll.
K
A
Okay,
all
right
counselors.
Is
there
a
mover
of
emotion.
B
Yes,
commander
mayor,
as
mentioned
by
director
neil
whiteside,
the
initial
draft
was
endorsed
by
council
on
the
19th
of
april
2022
for
community
consultation
as
a
result
of
the
feedback
from
the
community.
No
significant
changes
were
made.
Results
are
in
line
with
the
evidence
provided
by
the
asset
plan
community
working
group
conducted
in
late
2021.
B
A
J
Thank
you,
madam
mayor.
This
report
presents
to
council
the
monthly
update
for
may
on
the
status
of
planning,
permit
applications
and
decisions
made
under
delegated
authority
and
the
status
of
current
planning
scheme
amendments
where
council
leads
the
planning
authority
or
where
council
has
requested
the
minister
for
planning
to
progress
an
amendment.
J
A
Thank
you,
miss
jeans,
counselors.
That
are
any
questions
for
this
things.
I
have
a
guest,
that's
a
branson!
What's
your
question,
I.
J
B
Yes,
the
sunshine,
bali
terminal
silos
and
the
entire
site
are
of
great
significance
and
need
to
have
a
heritage
overlay,
as
proposed
by
council
officers
as
direct
as
it
has
been
mentioned.
This
requires
an
amendment
c,
227
brim,
section,
22,
1
of
the
act.
B
They
not
only
have
a
historical
significance,
but
they
are
also
strategically
positioned
along
the
metropolitan
railway,
as
you
are
entering
brimbank
as
the
saying
goes.
First
impressions
are
very
important
and
it's
very
important,
therefore,
that
we
look
after
these
historical
places.
Council
received
four
submissions
which
are
included
in
the
report.
This
report
recommends
that
all
submissions
being
be
referred
to
a
planning
panel,
I'm
very
much
looking
forward
to
the
outcome
of
the
hearing
of
these
submissions.
A
A
J
Thank
you,
madam
mayor.
This
report
presents
to
council
four
submissions
received
following
a
four
week.
Exhibition
of
brim
bank
planning
scheme
amendment
c227
brin.
The
amendment
proposes
to
apply
the
heritage
overlay
to
the
site
at
two
wright
street
sunshine,
which
is
commonly
referred
to
as
the
sunshine
silos.
J
A
H
F
B
Yes,
madame
first
of
all,
I
owe
you
all
and
the
members
of
the
community
and
apology
for
having
read
my
notes
by
mistake
in
the
previous
report
that
was
endorsed
by
council,
so
in
this
case
the
the
the
notes
that
I
read
previously
applied
to
this
one.
So
I
do
recommend
that
commend
this
report
to
council.
Thank
you.
A
Thank
you
for
clarifying
it's
a
vlog,
any
other
counselors
who
like
to
speak
in
this
motion,
guiding
this
amendment.
A
J
My
apologies.
Thank
you,
madam
mayor.
This
report
presents
to
council
the
revised
terms
of
reference
for
the
brimbank
heritage
advisory
committee.
The
report
indicates
that
the
revised
terms
of
reference
now
correlate
with
other
council
advisory
committees
as
well
as
provides
for
a
synormous
community
representative,
provides
for
the
inclusion
of
non-voting
officer
position
and
allows
to
increase
membership
in
the
community
representative
category.
The
officer
recommendations
for
the
terms
of
reference
are
endorsed.
J
C
Thanks
madame,
I
know
this
is
councillor
lancashire's
area,
but
given
he's
not
here,
I
know
he'd
be
very
passionate
about
moving
this,
so
I
just
wanted
to
thank
the
leanne
and
the
directors
in
regards
to
expanding
it
to
include
the
synorbons
history
representative,
as
sun
orbits
has
got
a
very
rich
history
and,
as
we've
protected
a
lot
of
it
in
the
past,
with
the
tiny
hou,
the
tiny
houses
and
a
lot
of
heritage
in
terms
of
the
schools
and
so
many
other
important
heritage
buildings.
C
So
I
welcome
the
change
and
look
forward
to
the
expressions
of
interest
put
forward
and
I'm
sure
it'll
be
a
very
you
know
busy
heritage
meeting
going
forward.
D
Thank
you.
May
I
just
I
like
to
say
that
yeah
councillor
hr
is
very,
very
good
at
this
type
of
venue
and
I
hope
to
god
that
we
still
put
him
as
a
as
a
representing
of
us,
and
I
hope
you'll
be
back
on
time
to
to
be
sitting
on
that
panel
committee.
Perhaps
yes,.
G
A
L
That
motion
carries
and
I'm
sure
that's
like
a
shark,
whatever
fell
very
passionate
about
the
heritage
of
our
city.
Now
we'll
move
on
to
the
governance.
A
J
You
madame
the
governance
report,
is
a
standing
item
within
the
monthly
council
meeting
agenda
and
it's
predominantly
a
summary
report
showing
recent
governance
and
operational
activity,
which
is
in
compliance
with
the
local
government
act.
2020..
Thank.

No
questions
is
there
a
beaver
of
emotion,
madame
deputy
mayor.

B
A
Thank
you
councilwork
any
other
speakers
for
this
motion.
All
good
and
I'll
put
it
to
the
very
all
those
in
favor.
Please
raise
your
hand
that
motion
carries
and
onto
another
important

like

will

Now
across
the

That
includes
the

continues
to
be
an
issue
for
many
in

Now
with
us,
it
is
important
that
we
remain
vigilant.
We
can
do
this
by
ensuring
our
covert

that
we

Now,
moving
on
to

number
13.9,
this
is
for
the
final

of
the

project
urban
design
principles.
Mr
white
side,
can
you
please
come
in
and
present
this
report.
K
Absolutely
thank
you,
madam
mayor.
At
the
council
meeting
on
the
15th
of
march
this
year,
council
endorsed
the
draft
called
the
park,
drive
level
crossing
removal
over
designed
principles
for
community
consultation
for
a
period
of
four
weeks.
The
consultation
period
was
held
from
26th
of
april
to
the
25th
of
may,
and
council
received
a
total
of
seven
written
submissions
and
15
responses
to
the
quick
poll.
Further
details
are
included
in
the
community
consultation
report,
which
is
an
attachment
to
to
the
council
report.
K
The
final
draft
urban
design
principles
are
an
important
advocacy
document
that
will
assist
council
in
seeking
a
great
outcome
for
the
community
through
the
removal
of
the
level
crossing
and
future
road
upgrades
at
calder
park.
The
purpose
of
this
report
is
for
council
to
consider
adopting
the
final
draft
called
a
park,
drive
level
crossing
removal
project,
urban
design
principles
which
are
an
attachment
one
to
the
council
report.
Thank
you,
madam
mayor.
D
D
Once
finish,
madame
the
urban
design
principles
will
establish
consistent
message
and
provide
certainly
to
the
design
and
delivery
teams
for
negotiating
appropriate
outcomes
along
the
corridor.
I
would
also
like
to
thank
the
officers
for
their
continued
excellent
work
on
this
project.
I'm
sure
the
three
world
councillors
up
north,
madame
that
we
like
the
idea
tonight
in
the
report-
and
I
do
commend
the
report
to
this
council
tonight.
Thank
you.
F
Thank
you
very
much,
just
briefly,
I'm
connected
to
connective
tv
portfolio
holders.
I
just
can't
wait
to
avoid
this
last
railroad
crossing
to
be
moved
to
connect
the
north
and
south
all
together
in
the
army's
boundary.
Thank
you.
A
Thank
you,
counselors,
we'll
now
move
on
to
the
brimbank
aquatic
and
wellness
center
construction
project
update
for
june
2022
as
the
white
side.
Would
you
like
to
present.
K
K
The
report
highlights
how
the
design
team
continue
to
close
out
the
minor
design
items
left,
provides
an
update
on
the
construction
status,
including
the
continuing
impact
of
covert
19
and
the
achievement
of
being
awarded
a
six
star
green
star
accreditation
in
accordance
with
the
green
building
council
of
australia,
which
represents
world
leadership
and
sustainable
design.
The
project
is
currently
on
budget
and
on
track
for
completion
in
the
coming
months.
The
report
is
for
noting
thank
you.
L
C
Council
sarkoz
thanks
madame,
I
moved
the
the
report
as
per
business
papers.
Thank
you.
C
Just
to
congratulate
the
team
for
keeping
this
project
on
budget
at
very
difficult
times
with
shortage
of
staff
and
materials.
As
we
know,
a
lot
of
construction
of
big
projects
are,
you
know,
experiencing
stuffs
shortages
and
also
extension,
extended
time
frames,
and
I'm
I'm.
Everyone
is
waiting
with
baited
breath
for
this.
You
know
facility
to
open
to
experience
what
it
has
to
offer.
C
So
I
I
am
excited,
but
I'm
also
mindful
that
there
are
other
factors
in
the
background
with
weather
and
you
know,
and
we
hopefully
it
will
be
open
very
soon
for
the
benefits
of
to
all
our
communities.
Thank
you.
A
Thank
you,
council
blue.
Any
other
councils
like
to
speak
in
this
nation.
A
I
Thank
you,
madam
may.
The
purpose
of
this
report
is
for
council
to
consider
awarding
a
contract
number
22
3235
sbc
provision
of
telecommunication
mobile
services
for
a
five-year
term.
Council
has
leveraged
the
state
purchasing
contract
for
telecommunications
mobile
services
here,
and
this
will
ensure
we
get
the
best
value
and
latest
technology
for
this
service.
It
is
recommended
that
council
award
this
contractor
telstra
corporation
limited.
Thank
you.
D
A
Thank
you.
Captain
david
and
cancer.
Well,
captain
toy
dang.
Would
you
like
to
speak
in
this
version
of
second
law?
No.
Thank
you,
madam
mayor.
Thank
you.
Are
there
any
other
councils
like
to
speak
in
this
motion
now
put
it
to
the
vote,
then
all
those
invaders.
Please
raise
your
hand.
A
That
mission
carries
that's
all
the
reports
officer
reports
counselors,
we'll
now
move
on
to
notice
of
the
motion
of
which
there
are
two
councils.
May
please
remind
you
that
a
notice
of
motion
must
be
moved
as
printed
in
the
papers
and
then,
if
seconded
that's
where
the
amendment
can
be
moved.
A
First,
there's
the
motion
for
tonight.
It
is
number
14.1
establishment
of
a
commissioner
to
mitigate
heat
impact
from
cancer
parkour
counterparts.
Would
you
like
to
know.
A
C
Thanks
madame
the
purpose
and
the
rationale
behind
this
notice
of
motion
is
that
melbourne's
west
has
a
significant
left
tree
canopy,
with
a
high
proportion
of
impermeable
surfaces
that
contribute
significantly
to
urban
heat
island
effect.
The
urban
heat
island
that
can
raise
average
summer
temperatures
by
10
degrees
higher
than
surrounding
rural
areas.
Brimbank
is
ranked
as
number
one
in
greater
melbourne
in
experiencing
increased
temperatures
because
of
the
urban
heat
island
effect
with
melton
and
maribyrnong
ranked
third
and
sixth
respectively.
C
The
impacts
of
the
urban
heat
is
increased
in
areas
with
high
social
vulnerability,
particularly
areas
of
low
socioeconomic
status
and
inadequate
housing,
as
people
are
less
able
to
adapt.
Brimbank
is
the
second
most
disadvantaged
municipality
in
the
greater
melbourne
with
melton
and
maribernong.
Fifth
and
sixth.
This
means
brim
bank
is
significantly
impacted
by
urban
heat
island
effect.
Heat
impacts
from
extreme
heat
includes
heat
exhaustion,
heat
stroke,
premature
death
and
exacerbation
of
health
conditions,
particularly
respiratory
conditions.
C
The
state
government
has
a
key
role
to
play
by
ensuring
that
it
implements
the
recommendation
of
its
heat
wave
management
reviews.
The
motion
is
to
ask
the
state
government
to
establish
and
appoint
a
commissioner
with
responsibilities
for
mitigating
heat
island
impacts
on
our
community,
with
a
key
responsibility
to
implement
the
recommendations
of
the
state
government's
heatwave
management
reviews.
This
is
an
important
initiative
for
vulnerable
and
disadvantaged
communities
that
are
suffering
from
the
impacts
of
heat
island
effects,
including
brimbank
and
beyond.
C
In
fact,
such
measures
to
mitigate
the
increase
of
temperatures
and,
as
we
know,
a
lot
of
people
that
unfortunately
end
up
in
hospital
is
not
directly
from
the
heat
but
underlying
conditions
that
are
exacerbated
by
heat
and
will
be
in
a
worse
position
because
of
the
heat,
they're
suffering
and
unable
to
regulate
their
body
temperature.
C
Such
things
as
heat
refuges
are
being
considered
by
municipalities
where
community
hubs
etc,
libraries
and
other
places
where
people
can
go
to
cool
down
during
extreme
heat.
Weathers
as
a
council,
we
have
a
responsibility
for
what
happens
in
the
future,
where
that's
what
our
role
is
planning
and
as
the
temperatures
rise
as
we
try
and
you
know,
adapt.
We
need
to
keep
in
mind
that
there
is
a
a
high
vulnerable
community
that
needs
to
be
protected.
Thank
you.
A
Thank
you,
that's
the
top
of
on
your
nervous
immersion.
It's
a
bogus
decking.
Would
you
like
to
speak.
B
B
To
collaborate
with
community
in
addressing
climate
change
and
its
impact
on
health
that
is
mentioned
by
councilor,
the
state
government
has
a
key
role
to
play
and
to
come
on
board
with
us
and
to
help
to
mitigate
these.
These
impacts
in
such
a
vulnerable
community,
not
only
in
brimbank
but
also
throughout
victoria.
Thank
you.
Madame.
A
A
Yep
that
version
carries
thank
you
and
then
we'll
move
on
to
our
second
latest
emotion.
Regarding
the
other
stony
creek
transformation
project
council
target.
C
Yes,
I'd
like
to
move
the
notice
of
motion
as
per
business
papers
thanks.
Madam
mayor.
A
C
The
aim
was
to
transform
the
concrete
channel
and
grass
detention
basin
back
to
a
natural,
creek
and
wetland
with
walking
paths,
increased
biodiversity
and
the
reuse
of
water,
from
the
wetland
to
cool
the
creek
environment
and
provide
relief
to
nearby
residents
from
the
impact
of
heat
waves.
The
funding
initially
was
11.65
mil
to
undertake
the
project
and
it
was
secured,
and
the
project
commenced
in
2018.
C
happened.
Subsequently
is
as
the
construction
progressed,
the
amount
of
its
veto
contamination
identified
was
greater
than
anticipated,
and
that
was
going
to
add
an
extra
cost
of
10
million
dollars
required
to
deliver
the
whole
project
in
its
full
scope.
Works
on
the
project
were
placed
on
hold
and,
as
you
look
into
the
site
as
of
today,
it's
saying
that
they
are
still
seeking
funding
options
for
this
project
to
be
fully
completed.
C
We
know
extra
funding
seems
likely
council
in
the
community
commenced
an
extensive
advocacy
campaign
and
a
lot
of
councillors
from
the
last
term
will
remember
that
we
strongly
advocated
to
ensure
that
we
can
completely
support
our
community.
So
we're
continuing
that
advocacy,
because
this
is
an
important
project
for
our
community.
C
They
are.
The
state
government
are
coming
forward
and
committing
to
greening
the
west,
which
is
another
really
fantastic.
You
know,
project
that
came
came
from
lead
west,
initially,
the
phase
one,
and
now
it's
phase
two.
This
is
a
key
project
for
the
community
in
a
most
vulnerable
area,
and
it's
really
important
that
we
keep
advocating
and
don't
give
up
to
make
sure
that
it's
completed
so
the
community
campaign
saved
stony
creek
resulted
in
a
petition
with
over
three
thousand
signatures
being
tabled
to
state
parliament
as
well
as
traveling
to
canberra.
C
C
I
have
submitted
this
nom
to
seek
council
support
to
write
to
the
minister
for
energy
and
environment,
the
honorary
lilly
d'ambrosio,
requesting
a
commitment
and
funding
to
complete
this
important
project.
The
upper
stone
creek
transformation
in
its
full
scope,
particularly
the
remediation
of
the
contaminated
soil,
removal
of
the
concrete
channel
to
a
natural
waterway
and
to
deliver
what
was
anticipated
a
cool
green
space
to
provide
both
physical
mental
relief
for
nearby
residents
from
the
impacts
of
heat
waves
and
improved
live
livability.
C
This
gnome
seeks
further
commitment
and
funding
to
the
victorian
government
for
the
brimbank
community
and
I
hope
it
provides
in
the
next
state
election
some
commitment
to
fully
commit
to
funding
this
whole
project.
Thank
you.
A
F
Yes,
thank
you.
Thank
you,
madam
mayor,
but
I
mean
upper
starting
quakers
matter
with
great
concern
for
my
residence
and
council,
I
know
has
been
carrying
on
carrying
an
ongoing
dialogue
on
this
issue,
expressing
resident
concern
to
the
state
governments
and
met
my
own
waters
37th
during
this
term
and
as
council.
We
will
continue
to
do
so
again.
F
This
agenda
this
year
on
the
first
of
june
2022
at
the
sunshine
partnership
group
meeting
that
I
attended
during
the
presentation
during
the
meeting
the
were
briefed
by
department
of
transport
in
which,
during
this
meeting,
there
was
a
mention
that
the
science,
fair
policing,
cal
door
and
alvin
kardov.
F
This
up
super
sony.
Creek
was
mentioned
as
part
of
the
albion
preaching
developments.
I
know
my
fellow
councillors,
council
david
and
yourself
matt.
What
am
I
has
possibly
raised
this
upper
sony,
quick
concern
whenever
we
get
opportunity
to
do
so
with
the
stakeholders.
F
It
is
early
day
and
I'm
not
sure
what
it
incorporates,
I'm
starting
quick
with
albion's
posting,
but
it
is
a
start
and
it's
it's
a
it's
a
policing
start
to
hear
that's
been
mentioned,
and
this
motion
by
councillor
clark
does
only
strengthen
what
we've
been
having
advocating
for
here
this
term
and
important
this.
This
issue
is
to
council
and
it
would
be
important.
It
is,
for
council,
place
the
development
of
the
future
on
upper
sodium
creek.
I
welcome
this.
F
My
motions-
and
I
thank
you,
council
carter,
for
raising
it
and
fully
supports
it.
Thank
you.
B
B
It's
only
recently
that
I
was
with
my
husband
and
some
of
his
friends
who
grew
up
in
the
area
and
they
were
reminiscing
about
their
childhood
in
the
50s
running
across
this
creek.
Before
it
were
the
concrete
channels
where
were
installed,
they
even
mentioned
that
there
was
a
pond.
Then
they
used
to
go
in
and
catch
yeppies
from
there.
So
I
can
I
I
can't
wait
to
see
the
children
in
the
area
running
along
this
area.
B
That
would
be
a
green,
a
great
space
not
only
for
the
children,
of
course,
but
also
for
the
adults,
and
it
would
have
a
great
impact
on
the
livability
and
between
then
the
heat
waves
that
we
get
so
again.
I
would
also
like
to
join
councillor
trong
in
congratulating
councillor
tacos
for
moving
this
motion.
Thank
you.
A
Thank
you
and
the
other
speakers
in
this
motion
and
I'll
put
it
to
the
boat
or
there's
a
baby.
Please
raise
your
hand
yep.
That
motion
carries
now
we'll
move
on
to
notices
of
emotion,
recipients.
There
are
nervousness,
emotions
and
then
next
urgent
business
speech,
executive
officer
of
thought,
video
business,
I'm
madame
may
there
is
there
this
no
urgent
business.
Thank
you.
A
Thank
you,
miss
les
and
as
well.
It
says,
there's
no
confidential
business
and
with
that
a
meeting
style
coming
to
a
close.
So
thank
you.
Everyone
for
attending
and
your
interest
in
tonight's
meeting.
I
now
declare
to
be
enclosed
at
8,
20
p.m.
Very
timely
meeting
and
I
also
instruct
the
host
to
stop
live
streaming.
This
meeting.
Thank
you.
Everyone.
