committed

this
policy,
saying,
increased
canopy
cover

brebank,
from
6.2
to
30,
to
reduce
the
urban
heat
island
effect,
maximize
carbon
sequestration
through
green
infrastructure
and
protect
existing
trees
through
planting
and
enforcement
decrease.

to
reduce
urban

integrate
grasslands.
One
of
the
big
things
that
keeps
uprising
through
our
community
is
what

we
do
in
our
homes?
Habitat
gardens

grasslands

this

water
quality
through
the
use

urban
design

trees
to

council

power
lines

landscaping
area
along
these
easements.
That
was
raised
at
our
last
council
meeting.

has
been
some
discussion
in
social
media
and,
I
believe,
potentially
miscommunication
in
relation
to
this
item.

would
like
to
start
by
congratulating
the
mayor
on
raising
such
an
innovative
idea
and
with
the
approval
of
the
deputy
mayor.

would
certainly
like
to
see
this
further
considered,
as
in
the
innovation
portfolio
for
further
consideration.

is
proposed
is
to
develop
part
of
the
easement
for
housing
to
pay
for
the
undergrounding
of
the
power
lines.
This
idea
is
that
simple,
for
example,
industry
standards
for
residential
density
is
around
30
dwellings
per
hectare.
The
land
component
of
each
dwelling
is
around
200
000
and
rising
fast
for
the
four
kilometers
of
line
to
be
underground.
Approximately
six
hectares
of
easement
for
residential
development
would
be
required
depending
on
ground
surface
conditions.

concept

an
exciting
opportunity
for
council
and
the
state
government.

would
recommend
that
we
advocate
to
the
state
government
to
engage
with
their
affordable
housing
department
to
consider
this
exciting
opportunity,

the
council

this

the
state
government.

community

to

use
this
once
in

lifetime
generational
project,

facility-

overdue

an
asset
for
the
whole

bringbank
to

generations

adopted
a
road
management
plan
which
was
at
the
tattoo

reflect
service
level
standards

expectations

the
road
management
general
regulations
2016
each
incoming
municipal
council,
is
required
to
review
its
road
management
plan
within
the
same
time
frame
prescribed

the
preparation

its
council
plan.

litter
strategy
is
to
reduce
waste
and
increase
recycling
on
the
basis
of
the
development
and
implementation
of
the
state
government's
policy.

However,
the
anticipated
cost
of
brim
bank
alone
are
understood
to
be
in
the
order
of
18
million
dollars
to
transition
to
the
proposed
4
billion
waste
and
recycling
collection
service
model,
which
will
place
a
huge
impost
on
our
community.
I
understand
that
the
victorian
government
charges
a
landfill
levy
on
all
waste
disposed
at
licensed
landfills
in
victoria.
The
cost
of
in
2009
to
2010
was
nine
dollars
per
ton
in
metropolitan
areas.
However,
this
has
risen
progressively
to
65.90
per
ton
in
metropolitan
areas.

I
also
understand
that
the
broomband
community
has
contributed
approximately
33
million
dollars
towards
the
landfill
levy
from
the
landfill
levy's
inception
and
has
only
received
700
000
dollars
in
funding
over
that
period.
I
also
understand
that,
according
to
the
state
government's
department,
environment,
land,
water
and
planning
annual
reports,
the
income
from
municipal
and
industrial
landfill
levies
in
2020
was
261
million.

After
funding
state
government
environment
agencies,
the
remaining
131
million
of
the
levies
went
into
the
sustainability
fund
to
foster
sustainable
use
of
resources,
best
practice,
waste
management
and
reduction
of
greenhouse
gas
emissions.
The
total
money
accrued
in
this
sustainability
fund,
as
of
june
2020,
was
385
million.
These
remaining
unspent
funds
offer
an
opportunity
to
our
municipality
to
reduce
the
impending
financial
burden
of
the
proposed
waste
and
recycling
reform
proposed
by
the
state
government
brimbank's.
Overall,
transitional
costs
are
anticipated
to
be
that
of
18
million
dollars.

The
state
government
water
planning
have
received
applications
for
transition
plans
from
local
government
as
part
of
its
47
million
dollar
funding
for
curbside
reforms,
funding
and
as
part
of
the
circular
eco
economy
policy.
The
amount
of
funding
available
across
the
state
is
not
considered
equitable
in
comparison
to
the
amount
of
crude
as
per
that
sustainability
fund.
So,
therefore,
the
sustainability
fund
or
landfill
levy
provides
an
opportunity
to
provide
adequate
support
to
assist
our
local
government
to
transition
towards
the
proposed
waste
reform.

Finally,
at
this
stage
there
is
no
other
alternative
waste
processing
options
or
landfill
alternatives
available
to
us,
and
it
is
considered
that
the
sustainability
fund
should
be
utilized
to
fast-track
the
implementation
of
alternative
waste
processing
solutions,
further
reducing
the
impacts
of
landfill
on
brimbank
and
neighbouring
communities
councillors.

freeway

western
region
ring
road

and

melton
highway

bring
it

freeway
standards.
This
would
include
additional
lanes
from
kilo
park
drive
to
mountain
highway,
widening

mary
marignon
river
bridge
and
range
statement
of
the
100
kilometers
per
hour.
Speed
limit
begins
development
of
community
campaign
to
advocate,
at
both
state
and
federal
level,
for
significant
upgrades
to
the
colder
frequent
and
the
calder
park.

notice
of
motion
will
mark
the
beginning
of
a
strong
campaign
that
I
will
lead
for
urgent
funding
for
the
calder
freeway
from
the
federal
and
state
government
for
far
too
long
to
call
the
husband
isolated
from
any
significant

funding
and
the
needs
to
change
between
2015
and
2009
alone.
There
have
been
over
80
crashes
and
220
people
injured
on
call
the
freeway.

Tragically,
four
people
have
lost
their
lives.
This
notice
of
motion
asked
for
upgrade
to
the
calder
freeway
between
the
best
in
ring
road
and
the
mountain
highway,
to
bring
it
up
to
the
freeway
standards,
increased
speed
limits
to
100
kilometers
per
hour
per
hour.
The
upgrade
of
the
existing
calder
park
drive
intersection
with
called
the
freeway
to
a
full
diamond
interchange,
the
removal
of
a
level
crossing
at
colder
park
drive
and
the
duplication
of
calder
park
drive.

This
project
has
the
potential
to
provide
a
range
of
transport,
jobs
and
mobility,
improvements
for
brinbank
and
the
western
metropolitan
metropolitan
region.
It's
no
doubt
that
many
of
us
have
been
stuck
bumper
to
bumper
on
the
calgar
or
have
even
witnessed
accident
on
this
substandard
road.
I
would
call
it
the
colder
three-way
upgrade.
Is
the
missing
link
in
our
regional
road
network
and
needs
to
be
brought
up
to
the
standards
we
need
to
reduce
trouble,
time,
slash
congestion
and,
most
importantly,
save
lives.

mayor

an
extremely
important
one.
As
someone
who

council

representative

calder
highway
improvement
committee
in
the
previous
term
of
council,
this
has
been
something
that
to
which
we
have
over
the
course
before
and
something
that
was
in
fact
council's
highest
priority
in
terms
of
big
roads
and
also
the
highest
priority
of
the
colder
highway
improvement
committee.

We
all
recall,
of
course,
seeing
on
the
news
the
picture
of
that
truck
sliding
off
along
the
edge
of
that
rail
down
in
the
keeler
village,
and
I
can
also
advise
that
my
son,
unfortunately
written
off
my
car
in
fairly
much
the
same
location
and
turned
me
into
a
pedestrian
for
for
two
years
until
I
decided
to
finally
buy
a
new
car.
So
it's
a
horror
area
for
me
personally,
my
son
luckily
wasn't
hurt.
That
is
until
I
caught
up
with
him
not
kidding,
but
thankfully
he
wasn't
hurt
and
the
car
was
a
write-off.

However,
it
does
show
that
dropping
down
to
80
and
converging
at
that
point
is
a
dreadful
thing
that
needs
to
be
fixed
and
as
far
as
the
interchange,
the
mayor
is
absolutely
right.
It
has
significant
implications
for
this
municipality.
That
diamond
interchange
provides
our
most
significant
north-south
link
between
freeways.

I'd
like
to
also
commend
the
call
the
action
group
for
the
work,
the
hard
work
that
they
put
in
their
campaign
to
highlight
this
highly
dangerous
area
of
the
calder,
and
also
congratulate

mayor,

up

advocacy
in
full
force
to
all
her
meetings
with
state
and
federal
members
to
highlight
this
traffic
management
concern.

upgrade
is
so
necessary
and
it
does
border
onto
the
key
law
area.

accidents

there's
a
wave
of
always
fear
when
we
hear
of
accidents
and
we

lost

local
person
on
that
call

stretch

the
mitigation
of
these
accidents

congestion

so
necessary,

this
is
a
time
where
we
do
put
the
pressure
on
to
get
this
diamond
interchange
fixed
and
implemented.

best
facets

to

community

park

take
their
dogs

drive

nothing

we
sent

powerful
message
out
to
the
waste
industry
in
terms
of
letting
them
know

interested

issue

waste
and
putting

notice
that
we
would
certainly
have
more
to
say
about
this
issue
and
then,
of
course,
we've
had
again.

The
federal
government
in
2018
released
its
national
waste
policy
and
the
waste
policy
provided
the
national
framework
for
waste
and
resource
recovery.
In
australia
and
outlined
responsibilities
for
collective
action
by
business,
governance,
communities
and
individuals,
council
at
the
ordinary
meeting
in
2019,
resolved
to
advise
the
metropolitan
waste
and
resources
resource
recovery
group
that
it
will
participate
in
its
collective
procurement
processes.

The
policy
aims
to
transform,
strengthen
and
improve
victoria's
recycling
sector
and
create
a
stronger
economy
over
the
next
10
years
in
2020,
based
upon
a
requirement
from
the
state
government
to
enable
councils
to
access
funding
from
the
kerbside
reform
program.
In
the
future,
council
officers
submitted
a
draft
waste
reform
transition
plan
outlining
the
required
changes
to
council's
current
curbside
waste
and
recycling
collection
services
to
transition
services,
in
line
with
the
state
government
policy
and,
in
particular
the
four
bim
waste
and
recycling
system.

may
I
sat
on
the
waste
management
committee
with
council
laksha,
where
we
also
attended
a
waste
management
forum
and
what
we
saw
was
quite
innovative
businesses
in
industries
that
are
hard
at
work,
developing
lots
of
different
models
of
waste
management,

to
say
that
there
isn't
alternatives,
and
this
council
made
a
bold
move
not
to
lock
itself
into
four
years,
because
we
are
believers
that
there
are
other
options
available
other
than
land
filling
waste.

applaud
this

that

15th

march

excavation
of
hot
waste
that

three
that
was
exposed
on
9th
of
february.
The
information
advises
that
residents
can
expect
off-site
odor
emissions
smoke
steam
associated
with
this
work
and
bureau
of
meteorology
forecasts.

Residents
who
do
not
have
access
to
the
internet
or
who
have
a
very
low
digital
literacy,
do
not
have
easy
access
to
this
important
information
and
are
unaware
of
the
works
and
have
not
been
able
to
anticipate
and
plan
the
odour
and
impact
it
has
on
their
daily
lives.
Under
the
current
epa
notice,
the
landfill
operator
must
continue
to
engage
with
the
local
community,
including
engaging
directly
with
individual
community
members,
about
their
specific
concerns.

account
the
epa
and
urgently
request
that
they
require
that
barrow
group
to
improve
their
direct
engagement
with
individual
community
members
and
the
broader
community
through
letterbox,
drops

current
and
up-to-date

mother
