items
concerning
labor
negotiations
and
provided
direction

staff

continued

the
regular
meeting

the
council
to
take
up

second
item
on
its
agenda.

we're
very
pleased
to
be
able
to
meet
with
you
tonight,
I
think
it's
been
quite
a
while,
since
we
were
last
year
at
Brisbane,
so
a
lot
to
report
on.
So
as
you
hopefully
are
well
aware,
we
are
your
Community
Choice
aggregator,
we're
in
an
energy
company,
we're
a
not-for-profit
public
agency
and
we
were
launched
in
2016.
every
city
council
in
San,
Mateo
County,
including
Brisbane,
and
the
County
Board
of
Supervisors
voted
unanimously
to
join
us
in
2016,
and
this
is
the
founding
board
of
directors
and
Lori.
D
Liu
was
the
representative
from
Brisbane
at
that
time.
So
how
does
it
work?
We
are
the
generation
provider
we
contract
for
power
from
different
types
of
power
plants.
We
put
that
energy
on
the
electric
grid,
PG
e,
delivers
it
on
their
poles
and
wires,
and
then
you
as
customers,
save
money
and
get
a
clean
and
green
product.
D
And
if
you
want
to
upgrade
to
a
100
renewable
product,
we
offer
Eco
100
and
it
costs
one
cent
per
kilowatt
hour
more
than
the
Eco
plus
that's
about
four
dollars
more
per
month
for
the
average
customer
and
happy
to
report
that
all
Brisbane
Municipal
facilities
have
opted
up
to
Eco
100.
So
all
of
your
city
facilities
are
receiving
100,
renewable
energy
and
it's
a
mix
50
solar,
50,
wind
and
because
we've
been
offering
our
product
at
five
percent
below
PG
E's
rate.
Since
we
started
in
2021
Brisbane
customers
saved
261
thousand
dollars.
D
So
over
the
six
years
that
we've
been
delivering
electricity
to
you,
we
do
six
times
261!
That's
about
that's
over
a
million
dollars
like
between
1
and
1.5
million
in
savings
for
Brisbane
residents
and
Commercial
customers,
money
that
stayed
in
your
pocket
rather
than
going
to
PG
e,
and
also
because
of
the
cleaner
electricity
that
we've
been
delivering
to
you.

The
greenhouse
gas
emissions
compared
to
2016
have
been
reduced
by
98
from
electricity,
so
this
has
helped
a
lot
of
communities
and
likely
years
as
well
in
meeting
your
climate
action
plans
and
trying
to
figure
out
ways
to
reduce
your
DHD
emissions.
So
reducing
them
from
elasticity
has
a
big
impact,
and
you
have
also
been
recognized
by
the
EPA
green
power
Community
program
for
your
leadership
and
renewable
energy
by
by
adopting
100
renewable
energy
for
your
Municipal
util
Municipal
facilities.

So,
as
I
noted,
our
default
product
Eco
plus
currently
consists
of
50
renewable
100,
clean
and
renewable
energy
comes
from
resources
such
as
solar,
wind,
geothermal
and
small,
hydroelectric
facilities
and
the
clean
is
comes
from
large
hydropower.
Facilities
which
are
considered
clean
but
not
renewable
and
the
photo
on
the
left
is
a
picture
of
the
200
megawatt
right
solar
project
just
outside
of
Los
Banos,
that
we
contracted
for
back
in
about
2017.

We
have
a
very
ambitious
and
industry-leading
goal,
which
is
to
deliver
a
hundred
percent
renewable
energy
in
every
hour
of
every
day
for
our
310
000
Plus
customer
accounts
by
2025.
and
at
our
board
retreat
in
September,
where
Pauline
heard.
All
about
this,
we
presented
the
results
of
the
modeling
that
we've
been
doing,
and
we've
identified
the
the
additional
resources
we
need
to
add
to
our
portfolio.

In
order
to
do
this,
and
by
our
estimation,
we
can
do
this
and
continue
to
save
our
customers
money
that
this
is,
we
can
do
this
and
it'll
be
affordable
for
our
customers,
and
we
hope
that
this
will
set
an
example
for
the
entire
electricity
industry
and
accelerate
moving
to
a
more
sustainable
electric
grid.
So
basically,
we
would
not
be
relying
on
any
fossil-based
resources
at
all.

So
there
was
a
a
survey
done
of
or
a
study
done,
to
determine
what
are
the
emissions
overall
in
San
Mateo
County
and
in
2019
there
was
a
emissions
inventory
conducted
and
we
find
that
almost
half
of
the
greenhouse
gas
emissions
come
from
transportation
and
almost
30
percent
come
from
methane
use
in
buildings,
for
heating
water,
heating,
space
Heating
and
for
cooking.
So
these
are
the
two
areas
that
we're
focusing
on
to
move
people
away
from
fossil
fuel
use
use
in
those
areas
with
the
clean
electricity
that
we
produce.
D
So
one
of
the
areas
for
buildings
is
the
adoption
of
reach
nodes
and
18
jurisdictions
in
San,
Mateo
County,
including
you
have
adopted
Reef
codes,
and
this
goes
beyond
reaching
beyond
what
the
state
building
codes
are
to
further
decarbonize
our
buildings.
Most
cities
adopted
reach
codes
that
affected
new
construction
for
new
construction.
The
idea
was
to
have
that
all
be
electric
and
not
install
gas
appliances,
and
we
provide
model
reach
codes
for
cities
to
adopt.
D
We
also
provide
technical
assistance
and
we're
going
to
be
working
with
you
over
this
next
year.
As
you
look
at
your
2022
building
code
update,
we
have
a
lot
of
other
community,
a
lot
of
other
programs
to
support
our
community,
and
these
are
a
few
of
them
that
we're
we're
doing
one
is
to
help
people
get
electric
vehicles,
so
we
have
a
program
to
provide
incentives
for
used
electric
vehicles
and
in
fact,
two
residents
in
Brisbane
have
participated
in
that
program.
We
also
provide
rebates
for
electric
vehicle
charging
infrastructure.

I'll
talk
about
that
in
a
minute,
we've
provided
rebates
for
electric
bike
and
three
residents
of
Brisbane
have
received
those
rebates.
We
also
work
with
a
company
called
Sunrun
to
encourage
people
to
install
solar
and
battery
storage
with
that
solar
on
their
rooftop
and
for
residents
in
Brisbane
participated
in
this
program.

we're
eager
to
get
going
on
that
and
add
that
solar
system
to
your
facilities
and
then,
of
course,
our
board
of
directors,
includes
mayor,
Colleen,
Mackin,
who's,
a
very
engaged
board
member,
and
we
really
appreciate
your
your
engagement
and
your
interest
in
what
we're
doing
Colleen
and
your
city
manager.

This
is
really
kind
of
a
Grassroots
initiative
of
San
Mateo
County
to
go
way
ahead
of

rest
of
the
country
way
ahead
of

State
of
California
and
and
I
appreciate
your
illustrating
the
fact
that
some
people
think
Peninsula
clean
energy
is
just
the
electricity
provider
and
Peninsula
clean
energy
is
so
much
more
than
that.

are
literally
taking
us
all
by
the
hand
through
this
next
decade
of
electrification,
which
is
so
important
to
our
Survival
on
this
planet,
but
look
at
it
that
way,
and
there
are
also
a
lot
of
really
really
exciting
things
coming
up
in
terms
of
rebates
for
heat
pump,
water
heaters
and
also
heat
pump
heaters.
I
know
recently,
our
own
City
Hall
had
a
heat
pump.
Water
heater
installed,
big
start
right
there
and
I
I
can
see.
Council

idea
of
having
Soul
or
we
need
a
new
water
heater
and
so
we're
gonna.
You
know,
check
out
your
site
and
and
get
that
hand
holding.
So
thank

for

you

such
an
ambitious.
You
know
goal
of
100
renewable
by
2025.

yeah,
we
are
we're
in
the
process
of
Contracting
with
new
resources.
So
as
we
get
to
2025
we'll
we'll
have
a
hundred
percent.
We
have
a
couple
of
projects
that
we've
contracted
for
at
the
utility
scale,
solar
plus,
a
large
large
storage
that
goes
with
it.
We
have
two
of
those
projects
that
are
going
to
be
starting
up
in
the
next
couple
of
years,
we're
bringing
to
our
board
next
week
and
Colleen.

So
the
two
projects
that
we've
contracted
for
right
now
are
down
in
Southern
California
and,
in
fact,
the
other.
The
project
that
we're
going
to
bring
to
the
board
next
week,
I
believe,
is
also
in
Southern
California.
We
have
spoken
to
a
developer
in
Brisbane
who's
interested
in
doing
some
storage
locally,
and
we've
actually
also
been
talking
to
the
the
developer
who's
doing
your
long-term,
your
big
project
there,
where
you're,
basically
going
to
double
the
the
population
of
your
city
with
the
bay
bay
lands.

Project
that
we've
been
talking
to
them
about
how
we
can
work
with
them-
and
you
know,
have
the
housing
be
all
electric
and
things
like
that,
so
we're
in
active
discussions
with
them
yeah,
so
we
we
definitely
are
interested
in
locating
resources
locally
too.
We
look
at
the
cost
of
course,
and
try
to
make
sure
that
what
we're
doing
is
is
the
police
to
us
and
the
most
benefit
for
our
customers.

yeah,
it's
a
combination
of
both,
so
our
our
solar
plus
storage
project
that
we're
doing
just
for
rooftops
to
have
people
add
storage
to
their
solar
systems,
now
helps
for
reliability.
Because,
again
in
this

the
afternoon,
when
the
solars
are
all
solar
projects
are
all
generating,
there's
more
solar,
that's
being
produced
than
is
needed.

So
if
that
solar
can
be
stored
and
then
the
resident
can
use
that
storage
electricity
in
the
evening
hours
reducing
their
bill,
because
that's
when
the
the
rates
are
highest,
that's
one
thing,
but
we
can
also
we'll
probably
also
start
looking
at
some
smaller
locally
situated
storage
as
well.
Another
one
of
our
DCA
Brethren
is
is
looking
at
that,
so
we'll
be
watching
what
they're
doing
and
seeing
how
we
can
incorporate
that
as
well.

we
we've
come
down
this
road
and
as
we
speak,
we
are
in
the
process
of
installing
not
only
a
heat
pump,
but
a
heat
strip
to
go
along
with
the
heat
pump
and
what
a
learning
process
that
is
for
everybody
and
I
will
be
getting
in
touch
with
you,
because
I
do
find
the
information
you
guys
put
it
out,
because
you
study
this
stuff
all
the
time,
but
I
consider
myself
a
lay
person
in
this
area
of
okay.
What
do
I
do
about
this
heat
pump
thing?

so,
when
I'm
asking
all
of
these
questions
and
asking
all
these
same
questions
at
the
basket
level
relative
to
you
know:
saving
water
Etc,
it's
huge
and
the
information
I,
don't
think
is
clear
enough.
Yet
for
all
of
us
lay
people
I
would
say
to
really
understand.
So
we
we
are
doing
this.
We
I
I
have
two
instant
pots
and
a
beautiful,
huge
gas
stove
that
gets
very
rarely
used
these
days.

even
that
conversation
of
you
know,
mine
is
sitting
out
there.
We
have
two
electric
vehicles
in
the
driveway,
but
my
charger
wasn't
used
all
day
long.
So
maybe
that's
a
conversation
we
can
have
too,

it's
been
very
exciting
and
a
90
upward
learning
curve
and
I.

accelerating
at
warp
speed
to
try
to
meet
these
goals
and
what,
in

beginning,
almost
seemed
impossible
is
just
it's
happening
and
it

it's
going
to
take
place
and
there's
some
really
exciting
things
coming
with

bill
pay,

know
if
you
even
want
to
talk
about
that,
but
I

think
that's
going
to
be
a
game
changer
in
terms
of
of
people
making
those
conversions
to
all
electric.

mention

something
about

launched

Monday,

fact
a
zero
percent
loan
program.
So
if
someone
is
wants
to
install
a
heat
pump,
water,
heater
or
heat
pump,
space
heater
will
provide
a
zero
interest
loan
for
up
to
ten
thousand
dollars
for
a
term
of
two
to
ten
years
for
any
homeowner.
That
is
interested
in
that.
So
that
would
help
them
be
able
to
navigate
doing
that
that
kind
of
upgrade
and
then
it
will
just
be
paid
off
on
your
electric
bill
over
time.

is
a
recommendation
to
amend
the
2001
open
space
plan
to
expand

priority
preservation
area

Brisbane
Acres.

would
be
to
include
six
additional
lots
and
modify

criteria
that

So
those
Brisbane
acres
are
in
the
priority
preservation
area
and
since
that
time,
2001,
when
this
plan
was
adopted,
Brisbane
has
been
able
to
acquire
about
70
percent
of
those
acres
in
the
priority
preservation
area.
So
plans
work.
It's
kind
of
focused
us
on
on.
What's
important
and
we've
been
able
to
acquire
a
number
of
those
Acres.
I
So
the
simple
explanation
is,
if
we
don't
add,
add
some
more
of
these
Acres.
Then
development
is
going
to
come
up
to
what
is
now
the
priority
preservation
area,
and
one
of
the
criteria
to
choose
which
were
important
was
that
they
didn't.
They
didn't
have
development
on
either
sides,
apparently
so
they've
they've
brought
forward.
This
assessment
and
staff
has
validated
that
those
six
acres
do
meet.
The
criteria
originally
established
now
that
there's
also
the
request
to
modify
and
and
expand
the
criteria
a
little
bit.
I
So
there
were
six
original
criteria
that
were
considered
and
there
were
three
that
were
evaluated,
but
not
part
of
the
decision-making
process
that
we
also
consider
valuable.
So
we're
asking
to
include
all
of
the
criteria
and
to
change
the
one
criteria
that
says,
if
there's
development
on
more
than
one
side,
that's
that
doesn't
necessarily
exclude
an
acre
from
prioritization,
because
they're
not
squares.
I
Some
of
them
are
very
oddly
shaped,
and
there
may
be
development
far
away
from
the
priority
preservation
area
or
in
a
small
piece
on
a
small
side
of
the
developed
property.
So
they
want
to
change
that
crate
or
we're
asking
to
change
that
criteria
to
say
if
it
has
existing
open
space
on
more
than
one
side
that
it'd
be
included.
So
in
the
diagram
that
you
have
we're
simply
asking
to
redraw
the
yellow
line,
to
add
those
six
acres
that
were
identified
as
having
the
criteria
originally
established
and
having
limited
development
next
to
them.

So,
and
what
that
would
do
is
it
would
just
say
to
the
council
we'd
like
to
try
to
acquire
these,
and
what
what's
happening
at
the
staff
level
is
that
these
properties
that
are
still
in
private
ownership
are
getting
a
letter
about
every
year.
That
says:
hey.
Are
you
interested
in
selling
your
property
and
if
they
are,
a
discussion,
starts
sometimes
a
negotiation
and
sometimes
a
purchase?
If
not
they're
still
able
to
be
developed
anything
it
doesn't
it
doesn't
designate
any
land
use
criteria?
They
can
be
developed
they're.

insurance
for
all

really

this

we

We
carefully
reviewed
all
of
this
I've
been
wanting
to
do
this
for
a
very
long
time.
This
is
one
of
the
reasons
that
I
joined
the
open
space
and
ecology
committee,
because
I
have
felt
that
we
need
to
protect
these
areas.
If
we
can,
these
are
still
in
private
ownership,
and
we
do
not
just
changing
them
to
a
priority.

Preservation
area
doesn't
mean
that
they're
protected
they
won't
be
protected
until
the
city
is
able,
if
they
can
to
purchase
them.
But
what
it
does
do
is
allow
us
some
flexibility
to
be
able
to
offer
to
purchase
them
if
they
come
up,
and
it
also

instance,
someone
who
wanted
to
more
intensely
develop
a
lower
acre,
like
maybe
Acres,

23
and
24
would
have
an
opportunity
to
be
able
to
purchase
these
and
use
them
as
density
transfers
and
donate
them
to
the
city.

it
opens
up
a
lot
of
possibilities
for
conservation
and
it
it
also
opens
up
possibilities
for
us
to
be
able
to
better
protect
both
the
mountain
and
the
city,
because
the
properties
that
the
city
owns
the
city
also
has
worked
hard
at
doing
habitat,
restoration
and
habitat
maintenance
on
those
properties
which
otherwise
would
just
go
over
growing.
So
I
treasure
this
and
I
am
so
grateful
for
the
opportunity
to
put
this
forward
to
the
city
council
and

have
these
made
priority
conservation
areas
where
we
have
the
possibility
of
saving
them.

to

location
for
recycling
of

of
the
focus
was
on
getting
second
hand,
no
EVS
into
his
hands,
and
one
of
the
things
that
I
brought
up
at
this
meeting
was
the
fact
that
electric
vehicles
have
increased
in
value
not
increased
in
value
since
in
the
last
few
years,
so
getting
second
hand.
Electric
vehicles
to
buy
my
vehicle
is
almost
twenty
thousand
dollars
more
today,
second
hand
version
of
it
so
when
I
purchased
it.

So
it's
it's
an
issue
and
we
were
talking
about
the
greenhouse
gas
emissions
out
length
and
these
vehicle
miles,
traveled,
single
occupancy,
Vehicles,
etc,
etc.
But
you
know,
when
you
look
at
you
know
the
situation
is:
we've
got
our
poorest
members
of
our
community
across
California
across
probably
everywhere,
who
are
driving
the
longest
distances,
the
lowest
number
dollars
per
hour
and
those
people
who
are
the
poorest,
the
driving,
the
crappiest
car,
and
so
we've
got
this
really
weird
situation
where
transportation
from
the
Central
Valley
Brisbane
doesn't
exist,
etc,
etc.

Visa
thought
processes
that
that
I'm,
hoping
that
we
can
bring
to
the
community
to
really
put
on
the
top
of
the
list
of
things
to
think
about.
It's,
like
you,
know,
gas
at
seven
dollars
and
twenty
cents
a
gallon
and
an
old
vehicle.
That's
blown
smoke
and
these
people
are
driving
two
hours
each
way
to
work
for
15
an
hour.
It's
just
a
not
a
tenable
thing
that
can
continue
Costco
Business
Center
a
couple
of
weeks
ago.

three
Checkers
and
about
50
people
waiting
in
line,
and
they
were
all
grumbling
about.

know
this
long,
wait
in
Costco
and
I
started
a
conversation
and
said:
do
you
think
it's
appropriate
that
we
have

lowest
paid
workers
traveling
four
hours
per
day
in
Old
Vehicles,
which
is
so
counter
our
entire
sustainability
ideas?
And
they
were
all
like?
And
one
of
the
gentlemen
said
you
know
he
has
a
friend
with
a
restaurant
in
San
Mateo
and
the
chef
is
sleeping
on
the
floor.

when
we
talk
about
people
doing
things
differently,
like
the
schools,
Skyline
open
their
teacher
housing
today,
when
we're
talking
about
those
kind
of
things
they
need
to
be.
In
every
conversation,
we
have
not
just
the
sea
tag,
but
every
single
thing
we're
thinking
about.
If,
if
we're
going
to
change
things
and
make
things
better,
we
have
to
step
out
of
the
lane
that
we're
prescribed
to
be
in
and
start
really
thinking
out
of
the
box.

and
then
took

train
back
Monday
morning
at

a.m.

got
up
at

interesting

them

train,

it's

no
means
full.

so
empty.

train
