Nothing
in
that
master
plan
can
be
constructed
until
after
an
eir
has
been
completed
and
approved.
I
have
raised
funding
for
bicycle
skills,
features
that
cannot
be
installed
until
the
master

has
been
complete.
The
eir
for
the
master

has
been
completed
so
I.
Ask
that
you
once
again
take
this
out

agendize

approve
the

so
the

can
be
completed
during
your
summer
recess.
Thank
you.

C
B
B
We
have
two
Nancy
laksamana.
C
G
Sorry
I
was
talking
I'm,
sorry
about
that
good
evening.
I
continue
to
hear
from
other
residents
that
the
four
council
members,
Davis
Cunningham,
O'connell
and
Mackin
are
comedy
commenting
within
the
community.
Oh,
but
there's
more,
that
councilman
Lentz
has
done
or
the
new
constant
statement.
He
does
back
door
deals
and
I,
say
to
you
say
to
everyone,
prove
it
or
stop
it
please.
What
we
only
know
for
a
fact
is
that
you
all
are
perpetuating
this
nonsense
over
one
alleged
incident
that
could
have
created
a
situation
for
the
city.
You
and
I
mean
collectively.
G
Your
continuing
gossiping
around
town
is
an
embarrassment
for
you
and
your
position
and
to
this
town
the
gossip
is
not
on
Facebook.
It
is
from
you
Chris.
Please
respect
each
other.
Stop
the
chatter,
because
trust
me
when
you
don't
it
gets
out
I
want
you
to
hear
from
a
six-year-old
lie
being
used
as
an
example,
two
weeks
ago,
from
the
December
after
the
December
15th
meeting
after
the
December
15th
meeting,
a
wonderful
resident
did
Contact
Madison
Davis.
G
They
had
a
discussion,
the
resident
communicated
on
a
group
text
following
that
conversation
that
in
2016
council
member
Lentz
made
a
back
room
deal
to
Annex
part
of
the
Baylands
to
San
Francisco
for
housing.
The
person
even
mentioned
Mr
Lee,
who
I
assume
met
Mayor
Lee,
keep
in
mind
all
the
texts
followed.
The
statement
was
that
the
residents
spoke
to
council
member
Davis.
The
group
text
was
to
10
people,
10
people
who
are
now
misinformed
and
believe
this
was
an
example
of
one
of
supposedly
many
back
room
deals.
G
I
spoke
with
councilmember
Lance
and
he
denied
that
it
ever
happened.
The
only
meeting
was
with
San
Francisco
administrators
to
discussed
the
Recology
facility
and
the
possibility
of
having
the
countering
repositioned
within
Geneva.
If
you
don't
believe
me,
talk
to
city
manager,
clay,
Holstein
and
Randy
bro,
who
were
with
him,
he
also
said
he
did
report
back
to
the
city
council
that
what
what
was
discussed.
The
final
text
from
this
group
text
were
from
others
saying
that
all
the
council
members
were
bad
Nancy.
G
B
H
Honorable
counsel,
I
wanted
to
thank
the
city
of
Brisbane
and
all
of
the
staff
of
the
city
of
Brisbane
and
the
people
who
volunteered
and
made
a
tremendous
effort
during
this.
These
last
couple
of
weeks
with
the
storm,
the
mudslides,
the
flooding,
the
trees
falling,
the
power
outages,
I
am
so
proud
of
our
city
and
I
just
really
wanted
to
publicly
thank
all
of
the
hard-working
staff
and
Leadership
that
worked
so
hard
during
this
and
also
PG
e
and
all
of
the
other
service
people.
But
thank
you
very,
very
much
I
appreciate
what
you
do.
B
C
Okay,
we'll
go
ahead
and
move
on
to
public
comment.
I
mean
sorry
consent.
Calendar
do
I,
have
a
first
and
a
second
to
approve
consent,
calendar
items,
A
and
B.
So
most
second
roll
call
vote.
Please.
B
C
Okay,
well
we're
gonna
I'm
gonna
pick
them
up
at.
Do
we
have
oral
Communications
number
two!
We
don't
because
it's
a
workshop.
Okay,
we'll
pause.
I
Yes,
hello:
go
ahead!
All
right
greetings
to
everybody
on
the
council.
Anybody
else
who's
attending
I'm,
calling
because
I'm
really
concerned
about
the
status
of
the
council
I'm
concerned,
because
the
level
of.
I
I
Then
it
became
a
concern.
I
heard
that
council
members
were
speaking
angrily
to
Citizens
and
I
thought.
What
is
that
about
then
I
understood
from
what
the
council
said.
Councilmember
said
there
was
an
issue
with
Mr
Lentz
and
it
was
about
18
months
old
at
that
time,
but
it
had
gone
forward.
I
I
C
J
I
would
just
say
that
my
assignments
are
fine
with
me.
I,
don't
know
if
anyone
else
wants
to
propose
changes.
I
have
one
thing
to
bring
up
historically
Peninsula
clean
energy,
since
that
is
so
new
on
the
the
list
and
for
assignments,
it's
only
had
three
reps,
including
myself.
J
Clay
Holstein
has
served
as
the
alternate
our
city
manager
I
spoke,
and
we
both
feel
like.
We
should
really
have
a
true
council
member
as
an
alternate.
J
The
Council
member
who
served
prior
to
me
is
Mayor
Davis,
so
I
would
just
inquire
whether
mayor
Davis
would
consider
serving
as
an
alternate
in
that
in
my
two
years,
serving
as
your
rep
I've
not
missed
one
meeting
anyway,
so
I'm
happy
to
be
the
alternate.
Thank
you
very
much.
C
K
You
I
I,
wish
to
just
have
a
conversation
about
the
New
committee.
Is
it
a
subcommittee
for
looking
for
a
new
city
manager
and
what
I
would
like
to
do
is
put
some
pretty
sturdy
guidelines
in
about
how
council,
member
Lance
and
myself
conduct
ourselves
relative
to
reaching
out
to
the
Headhunters
and
the
interview
process
and
screening
the
applications
Etc,
because
this
is
probably
the
most
important
task
that
is
going
to
be
on
our
plate
as
an
entire
Council
for
this
year.
K
C
Karen
sorry,
clay
needs
to
to
speak
I.
A
Just
I
appreciate
councilwoman
Cunningham's
comments.
I
I
want
to
be
very
clear
because
members
of
the
public
are
listening
to
this.
I
I
have
not
made
any
announcement
or
final
decision
on
a
retirement
date
at
this
time,
so
I
just
want
to
be
very
clear
to
anybody.
Who's.
Listening
to
this.
D
I
wanted
to
say
originally
that
I
read
I
when
I
moved
my
hand
it's
to
mute
myself,
because
there
were
Sirens
going
by
and
I
wasn't
meaning
to
try
to
interrupt
or
flag
anybody
down.
D
But
I
understand,
councilmember
Cunningham's
concerns
on
this,
and
you
know
perhaps
that's
something
we
can
get
into
the
specifics
on
that
committee.
Once
we
get
a
little
further
along
in
the
process.
K
Okay,
I
just
wanted
I
just
wanted
to
bring
it
up
that,
because
this
is
probably
one
of
the
most
important
things
we
will
do
for
a
long
long
time
that
I
wanted
it
very,
very
tight
the
the
rules
and
and
how
we,
how
we
do
this
yeah.
E
E
I,
do
I
do
I
totally
do
and
I
I
think
perhaps
you
know
taking
Terry's
suggestion.
Let's
have
a
meeting
Let's
talk
about.
You
know
those
guidelines
that
you
feel
that
both
of
us
feel
are
important
and
then
and
then
bring
that
back
to
the
full
Council.
That.
K
E
I'm
fine,
with
the
way
they're
set
up
right
now:
okay,.
D
So
I
just
wanted
to
say
that
with
the
proposed
changes-
and
maybe
they
are
not
completely
set
in
stone,
yet
with
the
in-person
meetings
and
travel
times
and
things
that
may
become
an
issue
again
that
once
some
of
these
subcommittees
that
we
serve
on
that
are
outside
the
city,
the
county-wide
assignments
that
we
may
need
to
Revis
visit
some
of
them
because
we
may
not
be
able
to
pop
in
from
one
meeting
to
another.
D
D
If
we
are
forced
to
go
back
to
in-person
meetings
on
all
of
these
county-wide
assignments,
because
it
will
change
the
amount
of
time
and
effort
to
get
to
some
of
those
meetings
and
we've
all
been
sort
of
downplaying
that
during
this
time
of
covet,
because
we
can,
you
know
virtually
get
from
one
meeting
to
another
in
a
click
of
a
button.
So
I
just
want
to
make
that
clear
that
we
may
need
to
jiggle
things
around
once
we
find
out
what
those
schedules
are
going
to
be
like
couldn't.
C
Okay,
so
it
sounds
like
everyone
is
good,
with
their
existing
assignments,
with
just
that.
One
adjustment
to
the
alternate
for
peninsula
clean
energy
there's
no
vote
that
we
need
to
take
on
this
correct.
B
A
J
Yes,
if
I
may
yes,
it
was
a
project.
I
started
this
past
year
and
just
due
to
schedule
that
I
had
all
year
long
I
was
really
unable
to
bring
it
to
completion
and
I
I.
Don't
want
all
the
work
that
I
put
into
it,
along
with
all
the
people
who
were
generous
with
their
time
to
talk
to
me
about
their
service
on
committees
and
commissions
and
provide
me
with
an
awful
lot
of
input,
ideas
and
suggestions.
J
So
I'd
like
to
make
an
ad
hoc
committee
to
see
that
through
the
idea
is
to
provide
our
committee
and
commission
members
with
perhaps
not
only
a
seminar
as
an
orientation.
Also
maybe
a
Planning
Commission
has
a
guidebook
they're
issued
doesn't
mean
we
need
to
have
anything
extensive,
but
some
general
information,
information
about
meetings
and
attendance
and
just
why
certain
things
happen.
A
certain
way.
It's
really
hard,
if
you're
a
new
committee
or
commission
member
to
just
start
out
in
a
meeting
and
have
no
idea
how
things
are
done.
J
A
C
You
know
councilmember,
Makin
and
I
had
a
conversation
the
other
day
where
she
mentioned
how
we
have
members
on
our
commissions
and
committees
who
have
served
for
you
know
over
10
years,
some
of
them,
and
we
don't
really
have
a
great
Avenue
right
now
of
honoring
and
recognizing
specific
committee
members
for
their
service.
So
it
may
be
something
that's.
C
Maybe
we
could
have
like
an
over
arching
like
a
liaison
type
of
subcommittee,
but
it
handles
maybe
recognizing
maybe
one
like
volunteer
of
the
year,
but
maybe
one
key
commission
member
Committee
Member
a
year
and
then
also
handles
anything
related
to
like
orientation
or
if
there
there's
also
been
stuff
that
we've
discussed
in
the
past,
like
code
of
conduct
that
could
fall
into
that
committee.
Also,
maybe
there's
one
that
committee
could
handle
like
a
if
it's
a
little
bit
more
open-ended
than
it
could
handle
multiple
different
types
of
subjects.
E
Well,
I
think
the
people
that
have
served
on
the
Committees
and
commissions
have
done
a
great
job
and
I
think
they've
handle
themselves
professionally.
I
mean
you
know,
they're
all
volunteers
for
the
most
part,
so
they
do
their
best.
E
E
A
It
they're
more
formal
in
some
cases
and
less
formal
on
others
and
I
think
the
conversation
I
had
was
when
she
was
mayor.
Macklin
was
basically
trying
to
maybe
formalize
us
a
little
bit
and
working
with
the
city,
clerk
and
City
staff
to
come
up
with
an
orientation
and
then
I
think
what
mayor
Davis
is
suggesting
would
maybe
be
an
additional
sort
of
task
for
the
the
council
set
up
a
committee
to
work
with
staff
on
I
know.
In
the
years
ago.
A
We
did
do
some
recognition
for
our
volunteers
who
served
on
committees
and
commissions
and
can't
really
think
of
why
that
slipped
away.
But
you
know
we
have
done
it
in
the
past,
so
I.
C
C
Yeah,
it
would
be
nice,
like
you
know
how
we
honor
our
city
staff
members
that
have
been
here
for
so
many
years.
At
the
you
know,
luncheon
every
year
it
might
be
nice
at
a
council
meeting
once
a
year
to
recognize
different
anniversaries
of
people
who
have
served
and
maybe
do
something
maybe
have
an
award
or
some
recognition
for
one
Committee
Member
in
particular,
I,
don't
know,
but
in
within
that
subcommittee.
That
could
be
worked
out,
whether
that
makes
sense
how
we
do
it
and
then
it
could
come
to
full
Council
for
discussion.
E
I
think
yeah,
so
I,
I'm
curious
when
say
a
park
and
rec
commissioner
decides
they're
going
to
leave.
Do
they
get
a
little
certificate
and
they
have
like
a
little
something
for
them
within
their
own
group?.
B
E
Yeah
no
I
I
think
you
know
recognizing
the
committee
members
and
commission
members
is
is
long
overdue
and
I
think
it
should
be
really
a
tradition.
You
know
perhaps
that
the
mayor,
you
know
has
a
you
know
a
day
of
recognition
for
people
who
you
know,
I,
think
who
are
currently
serving
right
and
then
have
just
something:
that's
kind
of
special.
You
know
a
little
certificate,
maybe
some
some
outgoing
gift.
You
know
for
their
for
their
volunteer
for
their
volunteering.
E
You
know
especially
some
of
these
people
who
have
served
for
many
years
yeah,
but
we
also
have
people
who
have
who
have
served
and
really
weren't
recognized
and-
and
it's
been
a
couple
of
years
and
I-
think
that
we
should,
you
know,
bring
them
back
into
the
fold
too.
So
you
know,
maybe
you
know
having
some
kind
of
event
and
you're
right,
similar
to
what
we've
done
with
the
Christmas
party,
where
we
recognize
employees
who
have
served.
You
know
this.
E
This
could
be
something
that
where
we
recognize
all
these
volunteers
that
have
served
not
only
now
but
over
the
last,
you
know
several
years
for
us
definitely.
C
Well,
for
the
record,
this
is
council,
member
mackin's,
brilliant
idea,
so
I
think
sounds
like
we.
We
want
to
run
with
it
and
councilmember
O'connell
would
like
to
say
something.
D
I
hate
to
just
butt
in
I
I
think
recognition
of
our
our
serving
and
past
serving
commission
accounts
and
committee
members
is
really
a
good
thing
and
important.
They
are
excluded
from
volunteers
of
the
Year
award
for
some
reason,
so
I
think
having
a
separate
award
or
recognition
would
be
good.
I
am
cautious
about
this
subcommittee
working
on
a
code
of
conduct.
I
think
that
should
be
very
similar
to
what
our
employees
have
as
far
as
code
of
conduct
and
I
would
really
caution.
Moving
forward,
making.
D
The
code
of
context
so
strict
that
people
feel
that
they
can't
be
normal
human
beings
and
also
be
on
a
committee
or
commission
I
know.
D
As
council
members,
we
have
a
lot
of
restrictions
and
those
have
played
out
in
the
last
month
with
what
has
gone
on
and
what
our
restrictions
are
on,
what
we
can
say
and
what
we
can
do,
and
you
know
it
it
does
muzzle
Us
in
the
community
and
I
would
hate
to
have
that
kind
of
restriction
on
our
commissioners
and
committee
members,
because
that
would
just
limit
the
pool
and
the
diversity
of
voices
that
we
would
get
on
those
committees
and
commissions.
D
If
there
was
two
and
I
hate
to
say
too
strict,
but
too
many
regulations
that
it
was
as
if
they
were
being
elected
to
a
public
office.
So
you
know
I
just
would
urge
caution
in
that
I'm
fine
with
setting
up
this
subcommittee
and
whether
it's
ad
hoc
or
not,
is
certainly
up
to
staff
to
decide
how
long
it
needs
to
meet
or
what
its
purposes
are.
J
Yes,
thank
you
maramara
and
councilmember
O'connell.
If
I
may,
just
to
clarify
the
the
whole
idea
of
this
is
is
not
about
a
code
of
conduct.
J
The
Planning
Commission
handbook
is
is
really
quite
extensive
and
it's
not
something
that
every
committee
or
commission
would
require
and,
as
our
city
manager
has
pointed
out,
the
guidelines
that
the
city
has
instituted
for
each
committee
or
commission
were
done
at
different
periods
of
time
when
committees
and
commissions
were
created
so
that,
for
example,
the
oldest
committees
do
not
have
the
same
level
of
information
to
those
members
that
the
later
ones
had
when
things
were
added,
so
things
have
not
been
even
updated.
So
this
is.
This
is
more.
J
What
comes
up,
probably
for
all
of
you
get
questions
as
Liaisons
on.
How
do
we
do
things?
How
do
how
do
we?
How
do
we
what's
a
chain
of
command?
What's
what's
our
interaction
with
staff?
How
do
we
go
about
choosing
a
new
chair?
There's
there's
a
lot
of
just
basic
procedural
things
and,
for
instance,
Planning
Commission
has
some
things
about
state
law
that
are
relevant
to
them.
J
There
might
be
things
about
Parks
and
Rec
dealing
with
the
parks
and
rec
staff
since
they
work
closely,
so
it's
really
just
to
give
them
a
good
foundation
so
that
they
don't
have
to
stumble
around
trying
to
figure
it
out
because
I've
been
there
I've
been
there
myself,
which
was
was
really
kind
of
my
motivation
on
this
and
I've
been
in
that
position
of
asking
people.
What
do
we
do?
J
How
who
do
who
do
I
ask
and-
and
it's
pretty
simple
to
put
in
something
like
this
and
it
can
be
updated,
and
that
would
be
the
beauty
of
it
is
it
could
just
anything
that
changes?
We
can
that's
what
they
do
with
the
Planning
Commission
manual.
They
just
pull
Pages
out
and
insert
new
ones.
So
it's
pretty
helpful.
C
I
think
she
got
code
of
conduct
because
I
had
said
that,
because
I
know
that
that
was
something
that
got
brought
up
in
the
past,
but
I
I
think
my
point
was
more.
If
we
keep
it
General,
then
there's
all
types
of
work
that
might
be
able
to
be
done
under
that
subcommittee.
So
maybe
we'll
leave
it
up
to
staff
to
figure
out
a
name
going
forward.
Okay,.
A
But
we'll
I,
don't
did
you
select
two
I
mean
I,
know.
C
C
Okay,
councilmember
Lance
will
be
the
other
person
on
the
committee
and
is
there
anyone
else
wishing
to
propose
additional
ad
hoc
committees
or
subcommittees
full-blown
subcommittees?
C
No
okay,
so
I
don't
think
there
is
additional
comments
on
the
workshop,
so
we'll
go
ahead
and
moved
to
Mayor
and
Council
matters.
Item
d,
review,
city,
council,
meeting
schedule.
B
C
K
I
have
I
have
one
comment:
if,
if
we
could
somehow
try
and
avoid
too
many
off
Thursday
meetings,
that
is
I'm
on
the
legislative
committee,
the
ccag
and
on
the
ccag
board,
their
their
legislative
meeting
is
in
session
right
now,
I'm
missing
it
for
the
fourth
time
in
12
months,
and
we
get
legislative
updates
from
the
state
from
the
ccag
attorneys.
So
if
we
can
try
to
avoid
too
many
more
of
these
off
Thursday
meetings,
I
would
be
most
grateful.
Thank
you.
C
All
right
any
other
comments
about
the
meeting
schedule.
No
okay:
let's
move
on
to
item
e
recruitment
for
committee
seats.
B
But
I'm
there
there's
three
seats
for
public
art
selection
committee
that
are
ending
January,
31st
and
also
two
a
couple
of
seats
in
the
inclusion,
diversity,
equity
and
accountability
committee
there
up
for
that
are
also
up.
I
was
hoping
to
advertise
recruitment
for
these
seats
between
now
and
February.
16Th
I
can
do
a
second
update
and
we
could.
C
B
B
I
just
needed
approval
and
for
recruitment
the
recruitment
period
is
a
month.
Do
you
think
enough
to
get
the
word
out
there
for
the
public
art
selection
committee.
D
B
D
Okay,
I
do
have
a
question,
though,
going
back
a
little
bit
and
I
forgot
that
I
had
written
this
down
on
our
bosqua
seats.
I
know
that
we
have
sepi
Richardson
who's
serving
until
I
believe
26.
D
A
D
C
Okay,
so
it
sounds
like
March
2nd
is
about
six
weeks
from
now
so
sounds
like
everyone's
okay
to
give
authority
to
Ingrid
to
move
forward
with
that
timeline.
C
Thank
you,
I.
Don't
think
we
have
anything
else
on
our
agenda,
so
if
no
one
has
anything
else,
we
can
go
ahead
and
adjourn
at
5
42..
Thank.
